Neighbourhood Policing ANTI-SOCIAL BEHAVIOUR The early intervention project has be running successfully in Adur since May 2007 when a system was introduced to tackle Anti-social behaviour. It was set up between the Neighbourhood Policing Team, Police Officers and Police Community Support Officers, and what was then the Safer Adur Team, who are employed by West Sussex County Council. Working together at Shoreham police station, information is gathered from the stop forms issued by Police as a basis for a staged process of action, monitored and delivered by a bi-weekly meeting. Owing to the projects success it has now been adopted by the Worthing District Neighbourhood Poling Team.
How does it work?
If a youth is stopped three times for anti social behaviour in a 6 month period a first letter is sent to their home. If the youth comes to police notice again a second letter is sent home. If the youth continues to come to notice a home visit is made by police and a caseworker from the Early Intervention Project is made. If this stage of intervention is unsuccessful then a meeting is held between Partner Agencies to decide any further action, usually a contract with the youth, or in serious cases an Anti Social Behaviour Order is requested from the courts.
Under Age Drinking
This is often linked to Anti Social Behaviour. If a young person (18 years and under ) is stopped in possession of alcohol, the alcohol is seized from them. Details are taken and a letter sent to their home address. If they are stopped again in possession of alcohol, a drug and alcohol worker will arrange a home visit with the family, where any youth is 15 years or under they automatically received a home visit. During 1st April 2010 - 1st April 2011, 58% of youths that were stopped for Anti Social Behaviour did NOT come to notice again after letters were sent home. 77% of youths that were stopped for Anti Social Behaviour did NOT come to notice after a home visit. 87% of youths stopped with alcohol did NOT come to notice after letters were sent home. 96% of youths stopped with alcohol did NOT come to notice after a alcohol advice visit was made.
What is anti-social behaviour?
Anti-social behaviour includes: • Rowdy, niosy behaviour in otherwise quite nieghbourhoods • Night time niose from houses or gardens especially between 11:00pm and 7:00am • Threatening, drunken or “yobbish” behaviour • Vandalism, grafitti and fly posting • Dealing or buying drugs on the street
• Litter and fly tipping rubbish • Drinking in the street • Setting off fireworks late at night • Abandoning cars on the street. Anti-social behaviour doesn't just make life unpleasant. It can ruin lives and make whole areas feel unsafe. If you encounter it, report it
Reporting anti-social behaviour
If you’re faced with noisy neighbours, or you’ve seen someone littering, drawing graffiti, or committing other acts of anti-social behaviour, you shouldn’t suffer in silence. The first step is to speak to members of your local neighbourhood policing team. Those teams work closely with residents to help stop anti-social behaviour, so they need to know what's happening in your area. They can provide support and advice, and help you decide how to handle the situation. If the anti-social behaviour is affecting your quality of life, or making you fear for your safety or the safety of others, contact your local police station directly. Interest rate to remain low A
few months ago many economists were predicting the Bank of England base rate would rise, and sooner rather than later. Several members of the Monetary Policy Committee (MPC) were voting for rate rises. Inflation was way above the government’s target of 2%, and still is. A rate rise is one way of bringing inflation down. Mervyn King, the Governor of the Bank of England seemed to think that inflation would reduce naturally and without a rate rise, but other members of the MPC thought differently. Earlier in the year, three of the nine members were voting for the base rate to go up. This reduced to two members in June and July. By August and September they all agreed that rates should be kept on hold, all members voting for no change. The rate remained at the all time low of 0.5% where it still remains. The October meeting saw them inject £75 billion into the economy with further quantitive easing, injecting capital into banks and businesses. The rate remained on hold. It would seem that an imminent rate rise is now off the cards.
The market is changing rapidly and the committee is now focused on heading off a double dip recession. With the bad economic news, many people are now wondering if rates will actually fall rather than rise. The market is changing rapidly and the committee is now focused on heading off a double dip recession. With the bad economic news, many people are now wondering if rates will actually fall rather than rise. Many are now predicting an even longer spell of low interest rates, many economists think rates won’t rise until late 2014. It is also worth noting that in the US the Federal Reserve has said that it expects their base rate to remain at rock bottom (0-0.25%) until 2013. If rates stay low it will keep many borrowers happy, especially those with tracker mortgages which are directly linked to the Bank of England base rate. It will also help people who are taking new mortgages as there are some fantastic deals on offer. Some of the longer term fixed rates are surprisingly low making them very attractive to new borrowers. In times of such uncertainty a fixed rate can bring peace of mind and allow you to budget ahead. Now is a great time to fix your mortgage rate, at a time when rates are at their lowest. As always, if you have plenty of equity the 8
terms are even better, it is well worth checking this out. Some people are still tempted by the variable tracker rates and with low rates predicted for some time these seem even more attractive. When you compare these with the fixed rates currently on offer, the tracker deals are usually lower. It is worth looking at all your options and comparing the different types of rates, you can then make an informed decision. It is not only the rate type you need to think about, your personal situation, finances and future plans all have a bearing on which is right for you. An independent adviser can give you the best choice and help you make a decision. If you would like advice on mortgages or any other financial matter, for a free initial consulation and whole of market advice please call me Claire Cook on 01273 224667. I would be happy to help.

Does your Will protect against these seven ways your family can be disinherited?
I
f you’re in the minority of people who have made a Will, you probably believe that it is enough to ensure that your wishes are carried out after your death. Not necessarily. Your Will may contain loopholes that result in your chosen heirs being effectively disinherited. Don’t take that risk. Check below to see if your family’s inheritance is as safe as you think.
1. Costs of Care
If you need to go into a retirement care home, and have assets of more than £23,250, you’ll have to fund your own care, which can typically cost up to £1,000 a week. If you’ve made no provision for this, your home may be sold off and thus lost to your family.
2. Estate Taxes
Despite the changes of 2007, Inheritance Tax is still a serious worry for many whose house and assets are worth more than £325k. A Will can’t protect your family, but estate planning can.
3. Remarriage
If a spouse dies and the surviving partner remarries, a Will may not be enough to protect the inheritance of children of the first marriage. If a child marries and predeceases their spouse who then remarries but dies first, your family’s wealth can pass to a total stranger.
4. Divorce
Can you be sure that your children will never be involved in a divorce? If they are, your Will may not be able to protect your legacy to them.
Robert’s mother died when he was ten. After a while his father remarried and when he died, everything passed to his second wife. Provision for Robert was left to her discretion — he got nothing at all. When he asked if he could at least have his dad’s war medals she said ‘No. They’re mine to keep or sell as I like and there’s nothing you can do.’ 5. Creditors
ADVERTORIAL
7. Your Business
How do you protect your share of a business and what’s the most tax efficient way of leaving it to your heirs? An effective way to meet both goals is to make a Will linked to a cross-option agreement and trust.
Family First
With some elementary estate planning — a Will linked to a family trust — your wealth can be made secure for your family. It’s not hard to arrange but, given that everyone’s circumstances and needs are unique, takes some thoughtful planning. Happily, the costs are modest compared to the value of what is at stake. If you’d like to discuss ways of protecting your family’s inheritance, I’m happy to offer you a free initial consultation without any obligation, at my office in Hove, or wherever suits you best. I do my best to explain things simply and clearly with no jargon. Please do give me a call. I’m here to help.
If a surviving partner or children are in debt, or face bankruptcy their inheritance may vanish. You can guard against this but it’s unlikely that a Will would suffice.
6. Special Needs
If you leave money to someone who has special needs their entitlement to benefits could be lost unless you’ve made full and careful provision for them. An ordinary Will is not able to do this.

Getting ready for winter I
did say we were into Autumn last month didn’t I? What a strange month! With such warm temperatures October really has pushed the boundaries of summer as far as possible, giving an extended season in the garden. With November we should really expect the temperatures to drop with frosts and wetter weather, so be prepared. It really is a case of making preparation in the garden and protecting what you do have for next year. The weather this year has really illustrated how unpredictable weather can be in the garden, and you can’t follow the text books rigidly with suggested times to carry things out, such as pruning. We are fortunate in this part of the world that we are protected with the downs and the sea when it comes to temperatures. It’s worth remembering this if you think you’ve left it too late to do something in the garden. A week or two late normally wont make a difference. One useful tip for this time of year is to collect up fallen leaves. They can damage a lawn if left on it, and also give a place for slugs and diseases to over winter. Once collected they can be placed into some black sacks, which have been pierced with a garden fork. Leave them in a dry area and over the winter they will break down into a lovely crumbly leaf mould. It doesn’t contain much in the way of nutrient but it is a wonderful and free material to dig into your beds to help improve the texture. If you still have root vegetables in the ground that are ready to come up such
10
as carrots or early parsnips, it is a good idea to dig them up and store them. The best way I have found to store them is to remove the top growth, leaving about an inch on. Then layer them into a box surrounded by sharp sand. Do this in a methodical way with a layer of carrots, then a covering of sand, until the box is full and they are completely covered. This can be stored in a dry place such as a shed or garage. It will keep the vegetables in a good edible condition through the winter, without them deteriorating as they would if left in the ground. We were certainly getting tomatoes up until late October, with plenty of green ones left as well. With such effort having gone into growing these it’s a shame to waste any of it, so its always well worth giving some chutney recipes or similar a go. It’s a good fun thing to do on a rainy day and the children enjoy getting involved. It’s also a great way of storing them and it’s very satisfying eating the fruits of your labour months later. Keep on top of the clearing in the garden and getting empty beds as prepared as possible with plenty of compost or well rotted manure. Don’t forget to check your compost bins and reuse anything that is ready so the bins are empty. If you are digging over the beds, it’s much easier to break the soil up into large lumps and leave it for the frost and worms to break up. By spring it will have done its job and the ground will be in great shape for the new season, and it’s also a lot easier on the back as well! So don’t be afraid to get your coat on
and get out into the garden on these November days. I know the clocks have gone back, but in a couple of months we will be past the shortest day and heading slowly towards lighter days again. I always think that’s a nice thought in the depths of winter Mark Oakley, Any Garden Limited

Ox Teams at Shoreham
I
n a book of 1793 by Arthur Young, the author remarks on how the steep gradients of the chalk Downland can be ‘so very difficult to plough, that it is not an unusual sight to observe ten or a dozen stout oxen, and sometimes more, at work upon it.’ Today when we think of ploughing in the pre-mechanised era we tend to think of strong teams of shire horses, but for many years, the jobs of ploughing, hauling hay wagons and other farm carts was often undertaken by teams of oxen. The use of ox teams dates from the earliest times. Locally, it is recorded that in 1577, the livestock of the Erringham estate near Shoreham ‘included 500 ewes, 8 draft oxen, 6 cows, and 20 pigs.’ Many farmers claimed that an ox team was superior to a team of heavy horses. Oxen were said to be steadier workers, and had the advantage of requiring no grooming. They were also more economical: able to thrive on a diet of grass, straw and hay, with perhaps the odd handful of corn in winter. On the steep slopes of the Downs, oxen were more sure-footed and able to give a stronger pull than horses. The tread of their feet too had a more beneficial effect on the soil than that of a wide horse’s hoof. The cattle used for this purpose were usually large bullocks, often of the Sussex Red breed with their distinctive wide handlebar horns. If oxen were to be used purely as a plough team then they had no need for iron shoes. If however they were to pull carts on the harder road surfaces then like horses they were shod. The cloven foot of the ox required a different, lighter shoe, made of thin, semi-circular iron plates. There were two required for each foot. Unlike with horses however, the blacksmith did not have the advantage of being able to lift each leg of the standing animal in order to fit a shoe. Before they could be shod, the more feisty oxen had to be ‘thrown’. A broad strap would be fastened around the animal’s front legs and a strong rope attached to one of its hind legs. The rope would then be gently pulled to bring the ox down onto the ground. The farm’s ox-man then sat on the neck of the ox, grasping its horns, as a pyramid structure of strong wooden struts was placed over the animal. The ox’s feet were then attached to ropes fixed to a hook in the centre of the pyramid while the shoes were nailed to its feet in the same manner as for horses. The plough itself, originally fashioned from wood, and
12
later iron, would have been constructed by the local village wheelwright. The ox-man and his team worked long hours at plough-time - 7am to 3pm being quite normal during which time up to two acres could be ploughed. An ox team, usually six animals yoked in pairs, often only required the yokes across their shoulders, and a harness chain to fix them to the plough, rather than the elaborate and expensive harnesses worn by plough horses. The yokes were usually made of a hard wood such as oak with iron fittings. The hoops extending from the yokes around the animals’ necks were made from a flexible wood such as birch. The ox-man carried a ‘goad’ which was a long hazel stick, actually used for guiding, rather than goading the animals, who were mostly placid creatures, that would also respond to voice commands. Although in Sussex draught oxen were generally harnessed in pairs, in other places sometimes they worked endways on, all in one line. The oxen were kept busy at harvest time too, when they pulled the carts piled high with the hay that was to see themselves and the farm’s other animals through the winter. An old photo taken near Shoreham in 1905 shows two pairs of oxen pulling a plough across a field. Before the First World War ox teams were a familiar sight across Sussex. With the onset of war, heavy horses were in great demand to be shipped over to the battlefields of France to pull gun carriages. Many plough horses were commandeered for the army, and oxen took over their farm work. Unfortunately for the ox teams, the war was also a cause of the price of beef rocketing, and in order to remain in business many farmers sold their teams to take advantage of the high meat prices. By the 1920s the farm tractor was becoming widely established, although it still proved costly to run and often broke down on the challenging slopes of the Downs. Plough horses were now a commoner sight than ox-teams, though inevitably mechanisation meant their days were now also numbered. Today, in Shoreham, the name Oxen Avenue marks the former importance of cattle, not merely as farm stock, but as working animals that once played an important part in our crop-growing cycle. Occasionally, when land locally is ploughed today, the plough will turn up a rusted crescentshape iron shoe - a poignant reminder of the magnificent horned creatures who once plodded out in front of the plough. Essential Oils for health E
ssential oils are the concentrated essences extracted from plant material, taken from the leaves, petals, roots, bark, seeds or fruit. In ancient Egypt there is evidence of them being used as perfume, for ritual purposes and embalming, there are many references in the bible to the use of these precious oils such as spikenard applied to Jesus feet and frankincense and myrrh given at his birth and many medicinal uses shown throughout the ages. Modern day use of these oils is known as ‘Aromatherapy’. It has shown us that these natural oils have a powerful effect on our mind and emotions due to our limbic brain that deals with emotion and memory having a direct link to the olfactory system (our sense of smell). The complex constitution of these oils has also been shown to help regulate and balance our body’s systems and organs. You can find your local health stores now sell oils at an affordable price and can go a long way to improving your health. Some are essential for the medicine and first aid cabinet, as a rule I would suggest the all round multi purpose oils of Tea tree, Lavender and Chamomile for burns, cuts, bites, spots and infections. The change of season into autumn can mean our bodies need extra support and energy to help keep a healthy immune system while our emotions may be in need of uplift as we no longer receive the same levels of sunlight. Here are some things you can do at home using oils, this month the focus on your respiratory system and how to use certain oils to boost your immune system. To give your system a boost use oils such Tea tree, Lavender, Eucalyptus and Lemon, all have been shown to boost white blood cell count plus have powerful anti-bacterial and anti-viral properties. If you feel you may be fighting something off, Sophie Joseph from Sussex based Essential Blends, would recommend using one or all of the above oils in a bath, blend 1-2 drops of each oil with a tablespoon of vegetable oil such as almond, sunflower or olive (always dilute the oils before applying to the skin or adding to a bath) add once the bath is full so you get the most from the evaporating oils, inhale deeply and relax. Alternatively use Tea tree and lemon in a ceramic oil burner for purifying and uplifting the atmosphere whilst helping to keep bugs at bay. In the case of a cold or cough the same oils can be added to a bowl of hot water to inhale to help clear the sinuses and catarrh take care to keep your eyes closed whilst you do this. 18
Body brushing will give the circulation and lymphatic system a boost, helping with overall health, use a firm bristled brush designed for dry skin brushing, these can be found at home supply stores, some chemists or health stores. Add 3 drops of Rosemary oil diluted, or any of the oils mentioned above to a tablespoon of oil, massage over your body then using your brush start at the ankles working your way up the body, always brushing towards the heart. Do this at least once a week. For details of workshops in Shoreham on essential oils and how to use them for health and wellbeing and Essential Blends natural skincare products email Sophie on essentialblends@gmail.com or call (01273) 462839.

Have some Sole Sister A
s sandals and flip flops are put away and we ready ourselves for another arctic winter, feet are generally the last thing on our mind. The remains of the pre-holiday manicure cling to ragged nails as callus builds up, and five months of neglect follow until spring when the bluebells and flip flops emerge once again. Feet need care 12 months of the year. Winter, the cold and the wet, central heating and closed in shoes can potentially cause many foot problems. At Sole Sister in Brighton they saw a wealth of foot problems last winter. From chilblains (Erythema Pernio) in both adults and children to dry cracked skin exacerbated by 24 hour central heating. As feet are enclosed in shoes with the added layer of thick woolly socks, the pressure to nails and toes is increased. In-growing toe nails and corns and callus on the tops of toes can be problematic and very painful. Feet help us balance and carry us the equivalent of five times round the earth in our lifetime. That is an average of 8,000 to 10,000 steps every day, the equivalent of several miles. Regular visits to a Podiatrist, such as Sole Sister, will maintain pain free mobility and can prevent winter feet becoming painful feet. Sole Sister at Fiveways in Brighton was opened by Jane Faulkner in September 2001. The Goal was to provide a foot health service of Routine Podiatry and Chiropody, Biomechanics, Verrucca Treatments and minor ops and to combine it with a little bit of pampering, Natalie Tanner an old university friend of Jane, returned from working abroad in 2002 and joined Sole Sister. She is currently training as a Podiatric Surgeon. In January 2005 the clinic underwent an extensive refurbishment turning the upstairs loft and store facility into a treatment room and patient toilet, enabling the reduction in waiting times and two clinics to run in tandem. In May 2006 they welcomed their Sole Brother John Doble. John works in the clinic and also does all the home visits. John is also a registered Chiropractor. All Podiatrists working at Sole Sister have completed a three year full-time degree in Podiatric Medicine, and are registered with the Health Professions Council and The Society of Chiropodists and Podiatrists. They are qualified to provide a wide range of treatments from routine podiatry/chiropody to minor ops and gait analysis and biomechanical assessments. 22
Winter to Summer and from the ages 0-99 it is vitally important for physical, social and mental health to remain mobile. Looking after your feet and lower limbs from an early age will help to ensure a lifetime of pain free ambulation, till old age. At Sole Sister they offer a wealth of different treatments to keep you mobile, active and your feet fit and pain free. Visit their website at www.solesister.com for a full listing of treatments. Alternatively, visit Sole Sister at the Baby Expo, Amex Stadium, Sunday 13th November Stand No 128.
