I wish you a very warm welcome to the September edition of Dorset Business Focus. This month I am pleased to be able to let you know of some important new developments in the support we can offer businesses. In this challenging climate, it’s never been a more important time for us to do all we can as the accredited Chamber of Commerce for Dorset. With the huge challenges of Covid-19, Brexit has very much been on the back burner over the last 6 months. However, now we have left the EU and with the end of the transition period on 31st December, it’s absolutely vital that businesses do all they can to prepare for this. New requirements will come in to place, particularly for businesses that have been exporting and importing goods to and from Europe, and by the Government’s own admission, these requirements are complex. Over the last few months we’ve invested in the training and development of our international trade team who are fully qualified to offer expert advice and support as well a full documentation service on behalf of businesses. Many businesses will be required to undertake Customs Declarations for the first time and its essential they prepare for this to enable trade to continue from 1st January 2020. If you have any questions or would like advice and support on this, please don’t hesitate to contact us. We also offer a comprehensive training programme and grant funding is currently available to fund this

We’ve also been looking closely at the services we offer within our membership and I am delighted to announce the introduction of a new range of membership packages available from 1st September, offering different levels of memberships based on specific services. This will provide far greater flexibility in enabling businesses to access a membership package that is relevant to them and the includes services they seek. Recognising the way the world is changing, this will include a digital membership at just £120 per year. This includes vital support for businesses including 24/7 access to a legal and tax advice line, a suite of HR documents you can use and up to £1,000,000 of legal protection insurance across a whole range of areas including employment issues, health and safety, data protection, license protection, tax investigations and criminal prosecutions. At a time when businesses need support and need to be as resilient as possible, we feel this offers an excellent level of protection at a

very accessible price. This is in addition to other elements of the digital membership to help you raise your profile on our website and in the magazine. Bank of England sees signs of economic recovery Andrew Holder, Agent for Central Southern England updates on signs that the economy is recovering. Since the Covid-19 crisis began, the Bank has taken extraordinary measures to support employment and economic activity in the UK. We have cut Bank Rate from 0.75% to 0.10%, allowing businesses and households to borrow more cheaply. Through our new bank-funding scheme (the TFSME), we are giving banks incentives to pass that Bank Rate cut on to their customers and keep lending to small- and medium-sized businesses. And we are injecting a total of £300 billion of new money into the economy via quantitative easing, or QE, to support spending by businesses and households. In its latest Monetary Policy Report, the Bank’s Monetary Policy Committee (MPC) notes encouraging signs that households’ spending has already substantially recovered from a sharp fall in the first half of the year. Assuming the impact of Covid-19 fades

gradually, the MPC’s central expectation is that economic activity will continue to recover, helped by the measures that the Bank and the Government have taken. As social distancing eases further, households are expected to spend more and businesses to grow more confident in making investment-spending decisions. Unemployment is likely to rise in the second half of this year, as the Government’s jobretention schemes are wound down. But it is expected to fall gradually from the beginning of next year onwards, as the economic recovery continues. Inflation is expected to fall further below the 2% target later this year, partly because of the effects of a temporary cut in VAT and recent falls in the price of oil. As these effects unwind and the recovery continues, inflation is expected to return to target over the following few years.

The future path of the economy remains unusually uncertain, however. It will depend on how the pandemic develops, the measures taken to protect public health, and how governments, households, and businesses respond. Because the MPC sees substantial risks to its expectations, it does not intend to withdraw any support until there is clear evidence of further recovery in activity and inflation. And it stands ready to provide further support, if necessary. In its latest Financial Stability Report, the Bank’s Financial Policy Committee (FPC) notes that banks have been playing a major role in supplying the credit necessary to get UK businesses and households through this crisis. The FPC judges that the major banks, while they cannot be infinitely resilient, are resilient across a very wide range of possible paths that the economy could take. The banks therefore have the resilience, and it is in their collective interest, to continue to support businesses and households. At the Treasury’s request, the FPC will consider how the financial system could even better support the supply of finance to UK businesses. The Financial Stability Report also contains updates on work being done to reduce other risks across the financial system, including those related to potential disruption at the end of the current Brexit transition period and the move to reduce reliance on Libor-linked contracts. However the economy evolves and the risks to monetary and financial stability change, the intelligence we gather from our contacts in Dorset and across all of Central Southern England will remain crucial in shaping our policies for the good of the people of the UK. Dorset Chamber Chief Executive Ian Girling added: "This is really encouraging news and although we still have a long way to go, it is encouraging to see consumer confidence building. We are hearing positive messages from business but it’s clear some sectors have been very badly hit and we’d encourage all businesses to take every step to build their resilience in a challenging economic climate. We mustn’t forget the end of the furlough scheme is looming and this could be a watershed time for many businesses". #GetBusinessDone

Tips for Start Ups from Inspire Starting a business is challenging and there are many reasons why individuals hesitate to do so but if you have the focus, passion and belief then there is no reason why you will not succeed.

If I was going to advise on some key areas of focus in the start-up process I would suggest: • Create a strong brand and message and learn to communicate it well. • Immerse yourself in your market and the future trends of that market. • Understand how you can get funding and build great relationships with your funder or investors. • Develop key performance indicators that really help predict future performance • Learn to lead and also it is important that you lead by example. • Find a mentor at an early stage • Celebrate success and have fun!

Warren Munson Dorset based entrepreneur says: "However my own personal experiences starting up Inspire and Evolve as well as being an investor in other start-ups is that you need to be ready for a hell of a ride!" Business owners need to start their business with a real sense of meaning and purpose. You will know what you want your business to be about and you will be focused and believe in what you are doing. You really need to be passionate about making a difference in whatever you are doing.

So if I reflect on my own journey and could go back to when I first founded Inspire and I could advice myself anything, it would be: • Don’t stop believing • Have more courage in your convictions • Don’t be afraid to make mistakes (that comes with risk taking) but learn from them • Build a network of like-minded individuals to support you and you them – you are not alone! • Don’t get distracted and keep focused • …but go do it!

This mindset and together with, building a dedicated team of individuals to support you will make all the difference when the challenging times do come. Warren offers this advice:

New call for businesses to put safety first Businesses in Dorset are being urged to update their risk assessments to ensure workplaces are Covid safe for returning employees as government advice changes. The Dorset Chamber has warned that a wide range of new measures will need to be introduced to comply with health and safety. Its call comes as government advice changed with effect from August 1 giving employers more discretion about asking employees to return to the workplace. Dorset’s voice of business, the chamber has led the way with a thorough review of its own offices and has placed its own risk assessment online. Businesses and organisations are being encouraged by the chamber to do the same. Some of the new measures include: •

Limits on staff numbers in office and kitchen

Perspex screens around desks

Floor markers

Work-station spacing

Temporary halt on visits

Sanitiser stations for such equipment as photocopiers

Chief executive Ian Girling has also offered to speak to any boss or business owner struggling with the new measures. He said: “Employers must ensure their workplaces are safe for their returning employees. “There is a great deal of work involved in carrying out a comprehensive risk assessment and implementing the necessary measures. “It is very different to a standard risk assessment and I understand that it may be daunting for some businesses, especially smaller ones, but it doesn’t need to involve a mountain of paperwork. “Help is available and I am personally very happy to speak to anyone about the measures involved, especially with the change of government guidance from August 1. “Protecting employees in this way will give them greater confidence to return, especially if they are apprehensive about going back. It will also help businesses operate as smoothly as possible in the testing times ahead.” On July 17, the Prime Minister announced that the government’s advice would change with effect from August 1. Instead of telling people to work from home, Boris Johnson said that employers would have more freedom to decide whether staff should remain working from home or return to their place of work when it is safe to do so. According to latest figures from the Office for National Statistics, 30% of adults were working exclusively from home at the start of July. The Chamber – Dorset’s leading business support organisation – is providing a range of support for business and is lobbying at a national level. The President’s Column by Liz Willingham

I am writing this with heavy rain falling beyond my patio door and a definite feeling of Autumn in the air. The past few months have been beyond challenging in so many ways but plenty of hot, sunny days have helped, and has at least given the hospitality and leisure industries the chance to maximise the season as much as possible. As offices steadily reopen their doors, LLPR’s included, the good weather has given us some transition time to tentatively step back out from our homes and into the wider world to do business face to face. The winter months will bring the need to adapt again, demanding businesses to do things differently to keep us all safe, whilst trying to keep the economy rolling. Bars, pubs and restaurants will need to reconfigure their interior space once more to accommodate winter life with Covid19. The journey continues and it’s not going to be easy, let’s face it. Mindset is going to be key. Keeping our minds healthy needs to be a priority for all of us. Those who know me will be aware that wellbeing and mental health in the workplace has been one of my big themes during my Dorset Chamber Presidency. I asked Simon Cassin from Ouch Training for his thoughts from a professional’s perspective. He believes that every aspect of society has been affected by the current situation. Research is showing that approximately 20% of adults are experiencing symptoms which meet the criteria for clinical depression; this has doubled since the pandemic struck. It’s a good time to review the checklist to help you manage your own mental health where you can, and to be aware of those around you. Looking out for ourselves, and then others who are our responsibility, (getting that often quoted oxygen mask out for you first), should be front of mind right now. It is being advised that if you notice changes to your thoughts, feelings and behaviours that are affecting your daily life, last longer than two weeks, or keep returning, you should talk to someone you trust, and ideally your GP. They will signpost you to support. I know this is often the hardest thing to do. It’s difficult to admit to yourself that you may not be able to conquer this alone and need help. But with the challenges everyone is facing, whether you run a business, employ a team or work for someone else, the pressure and anxiety is immense through no fault of anyone’s and you are by no means alone. The worst thing you can do is wait too long before seeking help. We need to be supporting our family, friends and work colleagues during this difficult time. Keep a watch for changes in their behaviour as a wide range of preexisting mental health issues could be

impacted by any aspect of recent events. The new ways of working may not suit everyone – are you checking regularly with your team that they are coping with it? Perhaps the return to the office is making them anxious or maybe working from home is getting tiresome? Every one of us will have a different perspective; we shouldn’t assume that because we are handling a change of routine that it is suiting others. Here is a reminder of the checklist to help blow the clouds away. We all know them but they require a little selfdiscipline to maintain: •

Physical activity is so strongly linked to mental health. It may be more difficult to be as active once the weather changes, so it’s time to get creative. Even putting on some loud music and dancing in your kitchen will help!

Break up the screen time. Keep up that daily walk which started in lockdown, it’ll refresh the mind. Ouch are promoting the Midday Mile more than ever now. They know it works.

Spend time in nature, its proven to lighten the mood.

Meet a friend for coffee….they may need to talk to someone too.

Learn a new skill or get creative with a new hobby.

Be present. Mindfulness will improve your overall wellbeing.

Acts of kindness give you a feeling of self-worth. Offer help to others or consider volunteering.

Ultimately it’s finding what works for you and it all starts with awareness. Personally I’ll be dancing in my kitchen and picking my home grown cherry tomatoes! Look out for yourselves and those around you. Until next time, Liz 11

BACK TO BUSINESS AFC Business, the club’s free to join business club, have launched a new support initiative for local businesses. After a difficult economic period for many, the Back to Business campaign aims to give local businesses a helping hand by providing them with an opportunity to promote their brand across AFC Business’ social media platforms and the club website. The initiative means that every current and new AFC Business

member will be put into a draw each month for the chance to coproduce a promotional video with the club. Simple technical specifications and suggested content will be provided by the commercial team before handing over the reins to the business to produce a short video which will be used to promote their work. AFC Bournemouth partnerships manager Amy Marks said: "It’s great to be able to offer such

Morebus gearing up to support region’s commuters as they return to work Morebus is gearing up for an increase in the numbers of customers travelling across its network - following the government’s latest announcement. With more people being encouraged back to work, the operator has stepped up its services, and is reassuring local employers that sustainable travel is ready-and-waiting for workers across Dorset. “Our team has been welcoming back a growing number of customers over recent weeks, and we are expecting demand for bus travel to increase still further,” said Morebus managing director, Andrew Wickham. “Employers here will be carrying out revised risk assessments for their staff - including travel to-and-from work. Ouch Training adopts permanent blended learning sessions National training company, Ouch, has launched a series of new training courses that are safely delivered face-to-face as part of a new blended learning approach. Planning lawyer on impending overhaul of planning system In light of the proposed landmark reforms to speed up and modernise the planning system and get the country building, Sandra Graham, solicitor and planning specialist at Trethowans LLP, comments: “Whilst the Government’s pledge for positive support and their swift response for calls to support the building industries are commended, concerns have been expressed in some quarters that there is potential risk of poor-quality build as a result. We have yet to see the details of the planning proposals, but one thought comes to mind – should we build at all costs for economic benefit or has the Covid-19 pandemic taught us something else? Has it changed what we view as our priorities in life? After speaking to a friend and colleague, an opportunity arose to open a new showroom in Poole, Dorset, located close to the illustrious Sandbanks area. A certain change in uncertain times After the longest hiatus in Pulford Publicity’s 17-year history of producing printed community magazines, lockdown has given the company the challenge of a lifetime and resulted in a magazine name change. The very first printed issue of Dorset View is out now and can also be read online. “When lockdown was announced, there was no time to curl up and die,” said MD of the Ferndown-based publishing company, Ben Pulford. “One day we were working at our office, then we were all working from home wondering what Boris would do next.” Quick decisions had to be made and the company did what it does best and kept on publishing albeit online only to begin with. “Getting magazines out is a highly pressurised environment and being in lockdown gave us time to reassess our business model,” said Ben. “We felt it was important to get back into print as soon as possible. Especially for those who do not consume their news online, and connect them back into their communities. We achieved this in July having been out of print for two months. “During the forced scenario of home working, a new title was thrown into the mix to celebrate our work anniversary in August. “We’re a small, family-run business and for once we all agreed on something! When there are three of you sharing the decision making, it doesn’t always come easy. This time it did, and Dorset View is the result,” said Ben. The new title has replaced 4Dorset and is the fourth incarnation of the local magazine that was originally launched as Town and Village Times in 2003. “We feel the name relates more to our readers,” said Ben. “View is a common element that goes well with our other title Viewpoint, which has been around for over 40 years. Dorset View will be easily recognisable and stand out in

the community. It will give people a platform where they can get their local news heard. “Print media is really struggling and lockdown has only exacerbated the decline. By keeping our magazine fresh, free to read and delivering them through the door as well as online, we feel we have a successful model that provides a vital service in the local community. “We would never have envisaged our anniversary milestone being linked with a virus that shut down a large part of the economy and left many businesses struggling – or worse – but at least Pulford Publicity has survived and is shaking up its branding to change with the increasingly difficult circumstances.”

During lockdown, one positive was that the magazines were no longer constrained by print costs. This resulted in much larger issues than usual, allowing the news team to cover broader subjects as well as local news. The 4Dorset ‘Life in Lockdown’ issue is definitely worth a read if you haven’t already done so. The mags4dorset news website took on a new dimension with a greater amount of local news going online. In response there was an immediate spike of online visitors, which has continued beyond lockdown showing a thirst for local news. “Although we don’t yet feel over the worst,” said Ben, “When you are passionate about something and you know what you’re doing, it’s about survival. We’ve survived the great recession in 2008 and are now part way through a worldwide pandemic. The question “can we do this?” haunts us daily, but the answer so far is an unwavering “yes.”

Resolving Disputes: the changing face of litigation In England, there are two systems for collecting debt and having disputes resolved. Parties can either use the courts or various arbitration forums. Certain sectors have a preference as to which system they use. Owners and charterers of ships around the world, carrying cargo, prefer to have their disputes determined by commercial arbitrators, as do buyers and sellers of hard and soft commodities. Apart from having the benefit of being a private and confidential service it is much easier to start an arbitration, than say court proceedings and in most cases with little financial outlay. Arbitration awards are also much easier to enforce across the world. As many shipping and commodity companies have complex corporate structures often involving off shore jurisdictions this is an essential component. London retains its stronghold as the pre-eminent place in the world in which to arbitrate maritime disputes. Other sectors have a hybrid approach to arbitration and court proceedings. For example, the British International Freight Association latest terms and conditions give a freight forwarder a choice on whether to use arbitration or court proceedings. Many UK based companies involved in manufacturing or production or exporters tend to lean towards having their disputes resolved through the English Courts. In England there are various tiers of courts that can be used for debt collection or for having a dispute resolved such as the mercantile court or the commercial court which includes the London Circuit Commercial Court which deals with shipping and transport claims. Some of the courts are very specialised whilst others offer a wider service to cover a plethora of different types of claims. Covid 19 has brought on a number of changes to the way in which the Courts are dealing with

claims and hearings. In addition, the Commercial Court in London is running a number of pilot schemes which will no doubt be rolled out to other courts in due course. The court system particularly those courts used for commercial cases between businesses has been affected in a very positive way by Covid-19. The courts and the Judges who service them have been quick and enthusiastic to embrace the use of technology to keep cases moving and to ensure that backlogs are not created by adjourning hearings. It is now the norm for as many hearings as possible to take place virtually. This includes applications before a Judge as well as the actual trial. This includes cases where witness and expert evidence is being given. The courts will also accommodate hybrid hearings. These are hearings where perhaps both of the parties have some people in court such as the legal team, but with other parts of the team such as witnesses giving evidence virtually. Evidence at trial is often led by barristers and many of them feel that you can get a better sense of a Judges reaction to evidence if you are in the physical court The court will organise the hearing using various software packages. There appears to be no consistency in the use of those packages. We have been involved in trials where the court has used SKYPE for business as well as Microsoft teams. Large scale trials with many users on the same platform does not always run smoothly but the Judges will stop a trail and change software packages if they feel here are problems with

communication. Specific instructions are being issued by the courts to the parties on the use of the platforms. In some instances courts may decide that the platforms might not accommodate evidence being given by a large number of witnesses or experts and they offer a virtual hearing subject to limitations i.e. no more than 3 witnesses. This is no doubt based on the Judges own experience of virtual trials. It is now usual and expected that witnesses and experts will not be required travel to a specific court but will be entitled to give evidence virtually. In addition, bundles are now being produced electronically which all parties have access to without the need for a paper bundle of paperwork. There is also more focus on the size of those bundles. There also seems to be much more flexibility on which court will actually oversee the hearing. The fact that legal proceedings have been started in one court does not necessarily mean that court will handle the trial. We have some direct experience of that during lockdown, when our clients were told that their case which had been issued in the London Commercial Court would have to take place in the Manchester Commercial Court, if we wanted to keep the trial date in place. As everybody was geared up for a 5 day hearing our clients took up that offer with alacrity.

Historic Dorset business older than thought

Russia and China pose threat to business Fears of a state-backed cyber attack have risen this year with China and Russia being named as potential threats, and businesses should be ready. This is according to one of the country’s leading cyber-security companies, C3IA Solutions, which is based in Poole, Dorset. China is believed to have been behind a sophisticated attack in Australia in January and the recent report into Russia’s activities said it is a ‘highly capable cyber actor’. Russia and China are both flexing their muscles internationally as the Covid pandemic diverts attention away from geopolitics. C3IA Solutions is warning that any attack will not necessarily be targeted at government agencies, but also at businesses. Matt Horan, security director of C3IA Solutions, said: “China and Russia have considerable cyber knowledge, skills and experience and certainly have the capability of launching a cyber-attack. “The recent report into Russia said that it employs organised crime groups to supplement its cyber-skills. “As the UK attempts to get back to some kind of business normality and begins the economic recovery, a large-scale cyber-attack could be devastating. “These state-sponsored attacks could come from a number of regimes around the world, and businesses should not assume they won’t be affected. “Disrupting a national economy by attacking private enterprise is one of the most effective ways a cyber-attack can have an effect. “Our National Cyber Security Centre (NCSC) and the government have been on the front foot with this and businesses can help protect themselves even if they aren’t technologicallyminded. “There are four ways cyber attacks can be realised; accidents, acts of God, negligence or incompetence and adversary actions. “Adversary attacks are the most likely and can manifest themselves in variety of ways – from phishing and smishing scams to Denial of Service attacks. “All businesses, no matter how small, should assume they will be attacked. Dorset’s Douch Family Funeral Directors has discovered that it is older than it thought after a vintage newspaper story was discovered. The business, which cancelled its 110-year anniversary celebrations due to the coronanvirus, knows now that it was trading before 1910 – the year it always believed it was founded. The newspaper story tells how Mr J E Jenvey sold his business to Mr FC Douch’ – in March 1909. It was always thought that Frederick Charles Douch had founded the cabinet makers business in Wimborne a year later. Nick Douch, his great grandson and managing director of the company that is now a group of funeral directors, said it was a complete surprise. He said: “For many years we thought we had been founded in 1910 because our earliest document comes from that year. “My father’s cousin, however, is an historian and he discovered a small story in a paper from early 1909 and it shows that my great grandfather was in business before then. “The story explains that the new business was based in Leigh Road, Wimborne, where our Douch & Small branch is located today. “We had lined up a series of events to mark our 110-year anniversary, but they would have been misleading. “The business ultimately diversified into funeral directing and over the years the cabinet making and furniture dealing side of the company was disposed of.” Nick, who is the fourth generation of the family to run the business, oversees seven funeral

branches, some of which have their own histories going back to the 19th century. They are situated in Wimborne, Ferndown, Wareham, Poole, Swanage, Blandford and Corfe Mullen. Nick said: “In our business, history and traditions are important and that is why we have always kept the original names of the companies we have taken over. “The Douch name is very well known in the county, especially Wimborne, and we’d love to hear if anyone has further information about when my great grandfather began in business.” www.funeraldirector.co.uk

Local mental health service secures £28,000 of funding After a rapid increase in demand for mental health services across the county during recent years Dorset Mind recognised the importance of storing its data required to run its service safely and securely. Working with over 30,000 people, the charity successfully applied for £28,000 worth of funding from Talbot Village Trust towards the implementation of a new data management platform. Dorset Mind is a self-funded charity that facilitates a wide range of services across the county to support recovery from mental ill health. It educates people about positive wellbeing and challenges the stigma surrounding mental health that can stop people accessing support at their time of need. Speaking about the importance of the new system, Marianne Storey, Dorset Mind’s Chief Executive, said: “We are extremely grateful to the Trust for recognising the significance of helping us develop and put into practice our new data management system. “Moving forward, this will impact how we design our support options for local people, by evaluating and learning from recorded outcomes. New grants to support Dorset SMEs SMEs in Dorset are set to benefit from new government funding to help them recover from the effects of the coronavirus pandemic. In July, the Government announced that a share of £30 million would be distributed to each Local Enterprise Partnership, including a £10 million Kick-starting Tourism Package for small businesses in the tourism sector and a further £20 million of funding to help smaller businesses recover from the effects of COVID-19. As a result, a total of just under £550,000 of grant funding has been awarded to Dorset. This funding will be available to SME businesses in the form of grants, between £1,000 and £5,000. The support will be fully funded by the Government from the England European Regional Development Fund (ERDF) and distributed through Dorset Growth Hub (DGH). The grants will allow eligible businesses to access specialist professional advice (e.g. human resources, accountants, legal, financial, IT / digital) or purchase minor equipment to adapt or adopt new technology in order to continue or diversify their business activity. Nick Gregory, Operations Director at Dorset Growth Hub said: “It is our intention to be able to start administering grants as soon as possible and expect this to be in September. We have had over 500 businesses register their details already, so there is a definite need for further financial support to businesses and we are eager to help as many businesses as we can, so please register your details and we will be in touch once we have all the information.”

DGH already delivers an £18.4 million business support programme across the county. Since the 20th March, DGH have held over 50 online events with over 2,700 attendees, providing local businesses with support and guidance to help them through the lockdown period in addition to free 1-2-1 support. Tourism contributes around £1bn per year to Dorset’s economy and supports almost 40,000 jobs. However, tourism has been one of the sectors that has been hit hardest by the COVID-19 pandemic with many businesses in the sector simply not able to operate during lockdown. Visit Dorset published the outcomes of an initial survey it conducted back in April to assess the impact that COVID-19 was having on local businesses in the sector. Of the 1,044 respondents to the survey, the majority were sole traders or small to medium sized businesses, of which 80% said they had temporarily closed as a result of COVID-19. Welcoming the news of the funding, Richard Smith, Dorset LEP Board Member, Dorset Tourism Association Chair and Director of the Tank Museum said: “This allocation to Dorset is great news for local SMEs who continue to re-open post lockdown. Businesses now want a ‘business as usual’ approach, which keeps people COVID-19 safe. “The Kickstarting Tourism package is the next step in Dorset’s re-opening of its tourism sector. The county has proved that its tourism

and hospitality sectors can open safely but this fund will now help those businesses adapt to a new tourism sector which puts visitor safety and peace of mind at its heart.” Of the £550,000 allocated by the Government, a proportion has been specifically set aside for those SMEs working in, or supporting, the tourism sector. The remaining funds are to help the wider SME community that have been negatively impacted by COVID-19. Changes ahead for all UK businesses that export or import The UK left the European Union on 31st January 2020, and the transition period comes to an end in December this year. It is vital that businesses take action now to get ready for a new border operating environment from 1st January 2021. Until the new border operating model was published on 12th July, we could only speculate on how goods would be controlled at our borders once we left the EU. It’s now clear – and the new model brings this into stark reality – that businesses need to prepare for a significantly higher level of customs declarations and associated administration. It candidly states "customs declarations are complicated". Declaration volumes will grow from 55 million now, to almost 300 million next year. The cost to business is estimated at around £7bn per annum, and the customs intermediary market lacks the necessary capacity to deal with the increase. The detail New border procedures for importing and exporting goods to and from the EU will be in place. Traders importing ‘standard goods’ – covering everything from clothes to electronics – will need to prepare for new customs paperwork. You will need to keep specific records of imported goods and you can opt to take up to six months to submit a full customs declarations for goods arriving from the EU. Taxes will need to be paid on all imports, but payments can be deferred for up to six months until July. This will help trader cash flow until the end of 2021, but only if you or your agent have the correct approvals in place to use simplified procedures. Full customs requirements will 42

apply to controlled goods from 1st January 2021 whether they arrive from the EU or elsewhere. Businesses will be able to account for VAT on goods imports using Postponed VAT Accounting from the start of the new year. This means that once the staged introduction period ends, payment of VAT due on imported goods can be delayed until the next VAT return. What does this mean for business? Despite the much needed clarity on customs procedures, and a welcome delay through staged introduction of full customs controls, big challenges remain for most businesses. Declarations volumes will increase, costs will rise, traders need to skill up to deal with new procedures and time is incredibly short. Companies trading across the globe will need to make a choice. Should they take advantage of the staged introduction of measures for EU imports and gain a cashflow advantage through delayed duty and VAT payments? Or, stick with the systems and processes they already know, and use the newly introduced postponed VAT accounting and guarantee free deferment accounts to delay border taxes by up to six months? Keep your staff and production lines healthy Manufacturers and FMCG businesses are being urged to give their laser production lines a health-check to minimise the risk of a process contamination leading to costly unplanned downtime. BOFA International, a global leader in portable fume and dust extraction systems, says that while the COVID-19 pandemic has rightly concentrated minds on employee safety, effective extraction can also deliver productivity gains that sometimes go unseen. The ability of BOFA technology to remove 99.997% of laser-generated airborne contaminants at 0.3 microns helps safeguard workplace operating environments for people, but it can also contribute significantly to maintaining equipment in optimal condition – creating a ‘win-win’ for manufacturers. Careful owners will have had their car serviced by a main agent approved garage and have service stamps in the log book. They’ll also keep any invoices and receipts in the car’s file, showing an accurate record of all the repairs the car has had. A full and complete history book shows that you can get a car that’s been well-looked after. Meaning some used cars have been kept in pristine condition, making them almost indistinguishable from nearly-new and new. One long test drive The models that different car makers produce have different quirks and mannerisms. So if you buy a new car from that maker, you might find yourself getting frustrated at how the car drives, or how certain systems work. CRJS Bonus Scheme Update The details have now been announced on the retention scheme aimed at securing employment for those employees previously furloughed. If you continue employment between the period of November 2020 and January 2021 for those previously furloughed employees the government will provide you with a £1,000 bonus if you meet the below criteria. Schemes fall short in protecting firms and jobs Results from the latest British Chambers of Commerce Coronavirus Business Tracker reveal that businesses are still facing significant cashflow challenges with the schemes announced in the Summer Statement failing to provide support at the scale needed to protect jobs after the furlough scheme winds down: • More than half of firms report cashflow decrease since June 2020, more than a third of respondents with improved cashflow cite furlough scheme cash • 43% of firms intend to use Furlough Bonus, but other Summer Statement support schemes have low take up • BCC continues to call for bold interventions to protect businesses and jobs The leading business organisation’s tracker survey, which serves as a barometer of the pandemic’s impact on businesses and the effectiveness of government support measures, received 517 responses and is the largest independent survey of its kind in the UK.

Business conditions Firms reporting an increase in UK sales remained static at 34%, 42% reported a slight or significant decrease. Just over half (55%) reported a slight or significant decrease in their cashflow compared to last month. A minority, 21% of firms, said that their cashflow position had improved. Of these, 64% said new customer demand was the driver of this. 35% cited the government furlough scheme, and another 24% and 25% respectively said loan and grant schemes had helped improve their cashflow position, demonstrating that many firms are still relying on government support schemes. Summer Statement support This week’s Tracker contains the first comprehensive survey of business sentiment on the Chancellor’s Summer Statement announcements of 8 July. 43% of firms intend to access the Job Retention Bonus, which will award £1,000 to firms who retain furloughed staff until January. A further 40% will not use the scheme. Figures from the BCC’s latest Quarterly Recruitment Outlook found that almost a third of firms (29%) expect to decrease the size of their workforce in the next three months. Elsewhere both awareness and expected usage were low. 56% of businesses said they did not intend to use the Kickstart scheme, a further 31% said they had not heard of the scheme and 8% said they would like to use it but are ineligible. 62% of firms said they did not intend to use grants for employers who take on trainees and 65% of firms said they did not intend to access grants for those who hire apprentices. Our previous research has shown that just 12% of firms are planning to recruit staff this quarter.

20% of respondents said they would like to make use of the targeted VAT cut for certain businesses but that they were ineligible, indicating that some businesses think the scope of the scheme is too narrow. Reducing the cost of employment BCC continues to call on government to reduce the overall cost burden on firms to protect business and preserve as many jobs as possible in the coming months. The leading business organisation has called for an 18-month expansion of the Employment Allowance from £4,000 to £20,000 and an increase to the threshold for National Insurance contributions from £8,788 to £12,500. The latter could save businesses around £500 per job. Commenting on the findings, BCC CoExecutive Director Claire Walker said: “Business communities continue to face significant operational challenges, with a prolonged period of reduced sales and cashflow meaning many firms are showing signs of distress. “Expected usage of schemes announced in the Summer Statement is relatively low, indicating they do not provide the right kind of support for many businesses at this critical time and a rethink is needed. “With confidence and demand not returning at the scale firms need, the government must take radical steps to slash the tax burden around employment to help companies pay valued staff. A major boost to the Employment Allowance, and an increase in the threshold for employers’ National Insurance contributions are needed now if he wants to help viable companies save jobs as the furlough scheme comes to an end.”

Cash support for Businesses Bournemouth-based innovation tax incentives consultancy Business Cash Enabler reports that businesses may be be able to claim back up to 33% of costs incurred on innovation activities over the past two years. Innovation consultant, Rob Sowden, provides reassurance to struggling businesses: “With uncertainty over revenues and a looming cash flow crisis for many businesses, there may be a welcome cash injection awaiting businesses in any sector that have been innovating in the past two years. Many businesses are clearly concerned about the impact the pandemic will have on the future of their business. What they may not realise, is that regardless of their current trading situation, they may be able to claim back a percentage of costs incurred over the past two accounting periods, normally the prior 2 years. Help may be available via HMRC’s Research & Development (R&D) tax credits scheme, which has granted relief of £26.9bn in tax relief since the scheme began and is much broader in scope than many are aware. The scheme is most 46

popular for an annual cashback, even when a business has been in loss and non-tax paying. A business that incurred costs for unique innovation activities, may be entitled to up to 33% of those costs as a cashback. The average SME tax credit is £53k for one year, often in the form of a cash injection straight to the bottom line, and potentially double that amount for a first time claimant. It could be a lifeline for businesses; it has helped many fund their payroll or other key costs over the years. There is no dictate as to how cash received from the scheme is used and cash benefits are often paid as quickly as one month after a claim is filed. Some businesses have claimed small amounts via a DIY claim or a claim compiled by their accountant, however, there is almost always additional cash benefit available, based on a technical appraisal of the innovation activities. Now may be the best time ever to check whether the business has been receiving the full entitlement. Frettens move to the cloud New IT system enables flexible working Frettens have completed a complete overhaul of their IT systems, in order to provide their team with greater flexibility and their clients with a faster, more efficient service. The firm worked very closely with the new provider, etiCloud, as the move was completed in April during the strictest phase of the coronavirus lockdown. It involved a switch from on-site server hardware to a secure cloud-based environment, as well as replacement of all computing and telephony hardware, explains IT Manager Jane Newman:

“The coronavirus outbreak has pushed a lot of businesses to seriously reconsider these points. This switch has allowed us to bring more of our team back from furlough, quickly, without causing the logistical problems involved with having them all on site at the same time." adds Clare. “I now have my whole team back working full-time, which would have been a real challenge if they were all on-site. As a result, we are able to offer our clients a seamless service, when many other businesses have been struggling with the changes.”

Switching It suppliers during lockdown “Lockdown could be seen as either the best or the worst possible time to carry out such a huge project. On the one hand, we had fewer of our team on-site during the switch, but on the other, we were presented with some tricky logistical challenges as a result of social distancing measures. It was a move that was not undertaken lightly and had been a long time in planning. We were really keen to push ahead regardless, as the benefits of moving to the cloud were only going to be more significant with the changing workplace environment.” The move to the cloud means that the team can log in securely and work from wherever they choose, whenever they need to, in exactly the same way as they would do if in the office.

Aiding work/life balance It has also allowed the team to fit their work around necessary family responsibilities at a challenging time. Many of the team are already thrilled with the outcome. Lewis Barr, Marketing Manager, for one: “I have to use a lot of quite powerful software in my role, so was worried about the speed a remote connection would operate at, but it’s been great. If anything, it’s actually faster than when I was in the office. I am now able to work from home 3 or 4 days a week. Response to ONS GDP figures Commenting on GDP figures for Q2 2020 published today by the ONS, British Chambers of Commerce Head of Economics Suren Thiru said: “The UK suffered an historic contraction in economic activity in the second quarter as the coronavirus closed large parts of the economy. The dominant services sector suffered particularly badly in the quarter, with consumerfocused firms hit hardest by the pandemic. “While there was a pick-up in activity through the quarter from the historically weak April outturn, this is more likely to reflect the release of pent-up demand as the economy gradually opened, rather than an indication of a sustained revival. “With restrictions steadily easing, the second quarter is likely to prove to be the low point for the UK economy. However, the prospect of a swift ‘V-shaped’ recovery remains remote as the recent gains in output may fade over the coming months as the economic damage caused by the pandemic increasingly weighs on activity, particularly as the government support measures wind down. “Against this backdrop, bold action is needed to immediately inject confidence back into the UK economy. This should include supporting businesses to retain staff through a cut in employer national insurance contributions and

targeted support to help businesses placed under local lockdowns.” Dorset Chamber has been monitoring the confidence of local business leaders and a sample survey in August showed 55% of respondents said they felt turnover would increase in the next three months. Dorset LEP allocate over £2 Million of funding to the NHS Dorset Local Enterprise Partnership (LEP) is investing over £2.28 million of government Local Growth Deal funding towards the creation of a new Histopathology Diagnostic Hub for Dorset at the Royal Bournemouth and Christchurch Hospitals NHS Foundation Trust. The investment is one of the actions being taken by Dorset LEP to support COVID-19 recovery in the region by accelerating healthcare resilience at this testing time and is expected to secure over 120 jobs in the healthcare sector. It will help to put Dorset at the front-edge of histopathology diagnostics, speeding up patient diagnosis, and ensure a healthy county for the future Histopathology is the diagnosis and study of diseases of the tissues and involves examining tissues and/or cells under a microscope. The Dorset LEP investment is for the introduction of a 500m2 high quality histopathology laboratory and support space at The Royal Bournemouth Hospital which is being supported by a further £20 million match funding contribution by the NHS. The Histopathology Diagnostic Hub will be part of a wider new Pathology Hub in Dorset which aims to significantly improve patient diagnostic services in Dorset. The new digitalisation and application of Artificial Intelligence will potentially lead to improved speed and reliability of diagnosis for illnesses. Working towards this goal is One Dorset Pathology, a collaborative partnership between the pathology services at three hospital trusts in Dorset - the Dorset County Hospital NHS Foundation Trust, Poole Hospital NHS Foundation Trust and, The Royal Bournemouth & Christchurch Hospitals NHS Foundation Trust. Minister for Regional Growth and Local Government Simon Clarke MP said: “Over these past few months our NHS staff have contributed to an unprecedented national effort to tackle coronavirus and so I am delighted to confirm over £2.2 million through the Local Growth Fund for the development of this new Histopathology Diagnostic Hub. “The development of this new diagnostic hub will make patient diagnosis

in Bournemouth quicker and more reliable and secure 120 high-quality jobs, making a real difference to peoples’ health and the economic growth of the region.” Jim Stewart, Chair of Dorset LEP, said: “Investing millions into our local NHS services at this time makes me extremely proud. The new Histopathology Diagnostic Hub will deliver against the strategic objectives as set out in the Dorset Local Industrial Strategy utilising medical technologies to address the grand challenge of an ageing society and will be an important asset in improving healthy ageing. It will also support our ambition for Dorset to be a national leader in the One Health concept, adopting a holistic approach that ensures our population ages well and lives sensitively in the environment.” Stephen Harding, Head of Service for One Dorset Pathology said: “Diagnostic testing has an ever-increasing role in healthcare, with pathology used by over 80% of patients to inform diagnoses and treatment plans. Every person in Dorset will use the service at some point in their life. Dolphin Shopping Centre distributes hundreds of vouchers Over 200 shoppers have been rewarded with money-off vouchers to spend at the Dolphin Shopping Centre as part of its milestone birthday celebrations this year. In July last year, the centre invited shoppers to write a postcard to their future selves, posting it in the centre’s Snail Mailbox, in return for a £5 shopping voucher. Six-year-old Imogen Jones was one of many who sent a carefully crafted postcard last year while visiting Dorset with her family. Imogen said: “I kept asking mummy about the card - I was so excited that it was coming. I’d drawn deckchairs with hearts on them to remind myself of the fun I had on holiday. I think I asked mummy about the postcard 39 times after I posted it, and then one morning it came through the letterbox!” Imogen made the 70-mile trip back to Dorset when she received her postcard a few weeks ago, where centre management presented her with a voucher. Commenting on the whole experience Imogen asked: “Can we do another one so I can come back next year?” Abigail Jones, Imogen’s mum, said: “It seems like just yesterday that we arrived at the centre. Imogen has been so excited about the postcard ever since our trip to Dorset, so it was wonderful to see her reaction when it arrived. It’s certainly been a real highlight of our year.” Centre Manager, John Grinnell said: “Imogen has certainly been hot on our heels since posting her card back at our 50th birthday anniversary party. She was first in line to come and collect her voucher, which she assures us will be spent on something nice for herself.” “We love how much of a strong community we have at the centre, as the shoppers really make it what it is today. Here’s to the next 50 years!” The centre, which officially opened its doors on 1st July 1969, has also added to its birthday festivities by hosting a series of events including a giant pass the parcel, a parade of life-size walking birthday cakes and a brief return of the centre’s iconic wooden animals. The Dolphin Shopping Centre is currently open Monday to Saturday 8.30am to 6.30pm, and Sundays from 10am to 5.30pm. Elderly and vulnerable customers are encouraged to shop between the hours of 9am to 10am, whilst NHS and key workers will be given priority between 4.30pm to 5.30pm. The study – Brexit, Collective Uncertainty and Migration Decisions – looks to understand whether the collective uncertainty from the 2016 referendum vote to leave the EU is a driver of people emigrating from the UK. Interviews with emigrants to Germany before and after the referendum suggests it was not actual socio-economic changes driving them to move, but perceived changes that would come about from Brexit. Some would argue this to be a reason for the Leave result, because of perceptions borne out of media and political broadcasting, and unfortunately when emotive messaging is anchored to things people feel passionately about, it’s very difficult to change such sentiments. The study found that of the sampled emigrants, the “economic uncertainty and risk created by the Brexit referendum had a stronger influence on migration decision making than the uncertainty and risk that is inherent with migration”. This included people leaving well paid jobs in the UK and while they still haven’t found work eight months after migrating, they still believe taking this risk was better than staying and facing uncertainty in the UK. In fact, almost two thirds of the sample who migrated after the 2016 referendum agreed to either a pay cut or a pay freeze as part of their migration decision. The findings supported the hypothesis that it was negative perceptions of life in the UK after Brexit driving the decisions to migrate rather than positive perceptions of life in Europe enticing them to move. While it’s hard to pinpoint how many people are leaving and why, should we be worried about this in Dorset coupled with the soon to be introduced points-based immigration system? With a strong tourism and international student sector and an expanding university, it should continue to attract this cohort of visitors when reviewing the further details statement. The current challenge to this, however, is restrictions from COVID-19. One challenge often stated by Dorset businesses is the ability to recruit skilled workers so the question is; will this improve or worsen as a result of the perceived impacts of Brexit, mentioned above, and the new immigration policy, which seeks to “attract the very best and brightest talent from around the world”? The Global Talent route was launched earlier this year under the current system for non-EU citizens to improve the UK’s attractiveness to highly skilled individuals with specialist skills, replacing Tier 1 (Exceptional 50

This is designed to attract “recognised global leaders, and the leaders of tomorrow in science, humanities, engineering, the arts (including film, fashion design and architecture) and digital technology, enriching the UK’s knowledge, economy and society”. Time will tell how the sentiments of the Brexit vote and points-based immigration system affect us in Dorset, but in the meantime is there anything else we can do to drive positive sentiments and positively influence people’s decision to live/work/visit here? One such message that springs to mind is the fairly recent news around Bournemouth being the fastest growing digital town in the UK according to a report by Tech Nation. That’s the kind of headline we want to see about the area and one that will positively impact the image and in turn increase awareness and interest. We heard on 4 August about the decisionmaking algorithm to be scrapped for visa applicants, according to a letter from Home Office solicitors seen by the Guardian. It’s claimed the artificial intelligent system unfairly filters applications and the decision to no longer use it comes ahead of a judicial review brought about from the Joint Council for the Welfare of Immigrants (JCWI). This is topical with the review into the Windrush scandal where the Home Secretary accepted all the findings of the Wendy Williams Windrush Lessons Learned Review. It was announced on 7 August (GOV.UK) that £650 million is to be invested into Northern Ireland to help traders and support peace, prosperity and reconciliation projects on the island of Ireland. This includes a new free-touse Trader Support Service (TSS) which is an “end-to-end support service to deal with import and safety and security declarations on behalf of traders”. Brandon Lewis, Secretary of State for Northern Ireland, said the service will “ensure that businesses of all sizes can have import processes dealt with on their behalf, at no cost” and will help to deal with goods coming

from Great Britain and the rest of the world. This follows questions around the Northern Ireland protocol and how businesses here will be impacted after it was initially said there’d be no hard border, but more recently confirmed that some checks would be required. A study by the Institute for Government – Trade and Regulation after Brexit – published 10 August felt the government will struggle to conclude trade deals and achieve the regulatory autonomy it said would be the big win of Brexit. It mentions the ongoing disagreements on food standards and animal welfare and cites a poll commissioned by the Food Standards Agency where 68% of respondents said they were concerned about whether food would continue to be safe and hygienic after Brexit. The EU’s ban on treating beef cattle with growth hormones was found to be against its World Trade Organisation (WTO) obligations and was therefore subject to authorised retaliation; the EU settled by compensating the US and Canada in the form of increased tariff-rate quotas for their nonhormone-treated beef exports. The report feels that if the UK wants to maintain its ban on hormone-treated beef, as it’s unlikely to be successfully defended due to it already being found to be non-compliant with WTO obligations, it’ll likely have to go down a similar compensatory route or comply with allowing it. This is just one dispute it would inherit from the EU. The report stresses the time constraint we’re under to agree a deal by the end of the year and warns of the risk of making concessions on regulatory issues. While trade deals are still being negotiated, several media outlets are recalling the estimates by Britain’s trade department earlier this year that a modelled trade deal between the UK and Japan and the UK and the United States could increase GDP only marginally. The FT quotes the Japan deal as potentially increasing GDP by 0.07% over the long run compared to Treasury estimates that coming out of the single market and customs union could lose about 5% of potential GDP over 15 years. Tiger Day goes ahead at the Tank Museum

With a range of “COVID safe” measures in place, The Tank Museum successfully held its Tiger Day event over the weekend. The event, postponed from April, was spread over two days in order to minimise crowding at the Dorset Museum. With a cap that saw only ¼ of the numbers normally attracted to the event demand for tickets well exceeded supply, with visitors eager to see Tiger 131 in action and explore the Museum’s latest exhibition World War Two: War Stories. Nik Wyness, Head of Marketing said: “Events are a significant part of our business – and although it has not been business as usual, delivering Tiger Day has been a real boost for the whole organisation. “We know we are operating in a different world now, but this experience has shown we can adapt to it.” The Tank Museum was closed for three months and forced to cancel TANKFEST, its major annual fundraising event. “Since re-opening in July we have learned a great deal about how to make our visitors and staff safe as we reasonably can, whilst attempting to minimise the potential negative impact on the visitor experience.”, said Nik. “These can only be effective if the visitors do their bit – but in virtually every case we can see they appreciate and support what we’re doing to keep them safe.” Enhanced cleaning, a one-way system and additional cleaning stations are among the protocols introduced to reduce the risk of COVID-19 transmission, but the Museum believes listening to its visitors has been crucial to it successful re-opening. Post-visit surveys have been sent to every visitor since the Museum reopened – and the feedback has been used to modify or enhance measures. “How the visitor feels about their safety is now as important as ensuring they have had the best possible visit. “For example, the feedback we gained made us confident we could implement wearing face coverings a week before the government announced they would become mandatory in museums,” he added. Visitors have scored the health and safety measures in place at the Museum with an average of 9/10, and 67% reported that the protocols in place exceeded their expectations.
