Hello and welcome to the May edition of the Dorset Business Focus. Welcome to the May edition of Dorset Business Focus. At long last, I believe we can see light at the end of the tunnel. Businesses are beginning to re-open, plans are being made around getting people back to work and the latest reports on the economy are showing a minor but positive shift in the right direction. We’ve still got some way to go but Dorset businesses continue to show determination and leadership as we look to the future. As a Chamber we very much share this optimism and will continue to do all we can to support our business community. Following a tendering process, I am delighted to announce that Dorset Chamber has been successful in bidding in to the Dorset LEP for a new Peer Networks programme. This will build on the incredible success of our first programme that saw over 80 business owners and leaders benefit from our Peer Networks programme. We now have around 100 spaces for business owners, directors and senior managers to participate in one of 9 new Peer Networks that will meet monthly for 6 months. This programme is fully funded by Dorset LEP and therefore totally free – business support that is usually expensive.

Each network will meet as a virtual board (meetings will be virtual) and participants will have the opportunity to hear from expert speakers on highly relevant topics such as strategies for growth, leadership, getting the best from your team, essential HR issues and support in bringing teams back to work, embedding technology in your business and developing a killer marketing strategy. You’ll work with a group of like-minded business people, meeting monthly, and have the opportunity to share experiences and knowledge with your peers in a confidential, facilitated environment. Long-lasting business relationships and friendships are also formed through Peer Networks. Feedback from our first programme has been incredible and this is a high impact, high quality programme that will benefit all owners, directors and managers. Dorset one of the first areas to benefit from £5bn broadband fund Dorset is one of the first areas in the country to benefit from the government’s £5bn Project Gigabit Political and business leaders have welcomed news that rural Dorset will be among the first areas in the country to benefit from the government’s new £5bn gigabit broadband fund. It follows months of behind-the-scenes lobbying for better broadband in Dorset, led by West Dorset MP Chris Loder and Dorset Council’s deputy leader, Cllr Peter Wharf. The funding will be directed at the county’s hardest to reach and most poorly served areas. Cllr Wharf said: “This is fantastic news for Dorset. To be one of the first areas in the country to benefit from this funding is testament to the groundwork we put in place and our talks with ministers. “Improving connectivity is essential for ensuring the county can prosper and that’s why it is one of our top priorities in both the Dorset Council Plan and our Economic Growth Strategy. “We now look forward to working with the government in identifying the areas that will most benefit from this next generation of gigabitcapable broadband.” Thousands of Dorset’s homes and businesses are set to benefit from the funding, receiving next generation connectivity. Identifying the areas is underway, with

contracts for the work expected to go to tender in late summer/autumn. Building the gigabit-capable infrastructure could start by the end of this year. Projects will prioritise those areas in Dorset that currently have slow connections and would otherwise have been left behind in broadband companies’ rollout plans. When connected, these premises will have available speeds that could rocket to more than 1,000 megabits or one gigabit per second. It will mean families no longer having to battle over bandwidth and will give people in rural areas the freedom to live and work more flexibly. It will also provide a boost to businesses and the economy. West Dorset MP, Chris Loder, said: “Relentless effort to improve our broadband is paying off. Almost on a weekly basis, I have pressed the government in the House of Commons to put Dorset at the top of the list of broadband priorities and, the government confirmed that we are at the top of the list for the £5 billion Project Gigabit programme to sort out our poor broadband connectivity. “This will be a gamechanger for local people and businesses and all the more important postcoronavirus.”

Dorset has almost 96% Superfast coverage thanks to the council’s partnership with Openreach, which began nine years ago. The county is also one of the top performing areas in the country for issuing government voucher funding for rural areas to receive ultrafast broadband – with 2,085 vouchers, worth £3.9m issued. Dorset Council also invested £1m in the last voucher scheme to top-up the money available to local communities. However, when it comes to the next generation of gigabit capable broadband, Dorset only has 7% coverage, compared with 38% nationally. This news from the government will increase the county’s coverage of full-fibre and gigabit capable connections. Ian Girling, Dorset Chamber chief executive, said: “This is incredibly welcome news and I am very pleased that Dorset businesses will be among the first to benefit from Project Gigabit. “It is essential for our thousands of SMEs in rural areas to have the fastest broadband connections possible to allow them to compete on a level playing field with businesses in urban areas both in Dorset and nationwide. “As more businesses switch to remote working from home or relocate into more rural areas away from the larger cities in the wake of the Covid pandemic, it will be more important than ever to ensure that the digital infrastructure can cope. “This is a great opportunity to not only boost the productivity of businesses in Dorset but also put the county on the map nationally.” www.dorsetcouncil.gov.uk

Caron is new president at Dorset Chamber New Dorset Chamber president Caron Khan hailed the county’s ‘bold and brave businesses’ during a historic Annual General Meeting last month. On the 25th March, Caron took the chain of office when the Chamber – Dorset’s leading business support organisation – held its annual meeting virtually for the first time. Nearly 70 members attended via Zoom, including business partners, ambassadors and board members. Caron said: “The chamber’s place in the Dorset business community is more important than ever and its reputation has never been stronger. “There will be further challenges for businesses but there is now a glimmer of light at the end of a very dark tunnel as the Covid lockdown eases and vaccination programme rolls out.” Caron, who runs the Caron Khan Consultancy, added: “I look forward to working alongside the Chamber team to ensure that we don’t just survive as a business community but once again thrive. “Then, when we are all finally back together, we can celebrate the amazing tenacity of Dorset’s bold and brave businesses.” Caron succeeded Liz Lean PR managing director Liz Willingham, who was the first person to hold the presidency for two consecutive years. Other appointments included Tony Brown of Y-Not Finance as vice-president and Stephen Mills of Mazars as honorary treasurer. Members heard how face to face networking will resume in July. They will be mixed in a programme with virtual networking following the

success of these event over the past year. Dorset Chamber chief executive Ian Girling also told how demand for international trade services continued to grow. He also announced the launch of a new project called Student Connect to work with students in the Business Society at Bournemouth University, connecting students with the business community. Mr Girling also praised all involved with the chamber for helping it through ‘possibly the most

challenging time’ its 72-year history. He added: “I know our new president Caron Khan know will take on her role with great commitment and focus and no doubt bring a very creative edge. “We have come through this past year in extremely good shape financially, our standing in the business community is high and I don’t believe Dorset Chamber has ever been in better shape.”

The redevelopment of Kingland Crescent is the first step in Legal & General’s long-term plans for the area which will see innovation and investment in the neighbouring Dolphin Shopping Centre. Within the next 12 months, further units are set to open at the brand-new high street as part of the scheme’s next phase. Legal & General is to also develop a street market at KINGLAND which will comprise 20 independent vendors. Additionally, plans are already in progress to bring an annual programme of 300 local events to the new retail space. The A-Z of Angel Investing – an event to encourage more women into Angel The investing President’s Column Dorset Business Angels (DBA) is to host a brand- new event with the aim of encouraging more women into Angel investing. The webinar will take place on 18th May, entitled the ‘A-Z of Angel Investing’, and will be hosted by UK Business Angels CEO Jenny Tooth OBE. Jenny advised, “I am thrilled to be hosting this event and welcoming a wonderful mix of women from across the UK, keen to learn more about the possibilities and opportunities in Angel Investing. Recent research into women in Angel investing has shown that the proportion of women investors is very low compared to their male counterparts, with 85% of investors being male and yet the national picture shows that 45% of the nation’s wealth is owned by women. by Caron Khan The corona virus pandemic has had a dramatic effect on all our lives. We’ve spent the last year in and out of lockdown, and now, as restrictions slowly ease, we tentatively start to live our lives again. But perhaps the most drastic change is how we work and it is clear that even though the virus will one day subside, work life may not simply return to the way it was. So for those of you who are considering mixing it up and working some of your time at home, it’s obvious that using the ironing board as a desk, or sitting cross-legged at the coffee table, just isn’t going to cut it. As a seasoned consultant, I’ve worked from home for over 12 years, so the changes to my life have been far less dramatic. But it wasn’t a quick evolution – it took time to get it right. And although I’m always learning, here are a few tips that I live by: Plan your week Make time to have team catch-ups to motivate your people and stimulate creativity. Avoid too much time at your desk Plan an early morning run or lunchtime walk. Vary your communication Don’t just resort to email to communicate, Zoom is a great alternative, or just pick up the phone and have a chat. Create a good space Preferably away from the home; a view out onto the garden is the dream, but if that’s not possible then find a dedicated space and surround yourself with plants and inspirational artwork. Make the most of your new work life Less time commuting means you get more time for selfcare, whether that’s a morning yoga class or just time to prepare a healthy, home cooked dinner. Make sure you down your tools Just because you work life is flexible, it doesn’t mean you’re always available. You should try and have set working hours and stick to them. There is obviously one major advantage to the new normal – it puts you back in control. The opportunity to create your own work life balance should be an exciting one so once you commit yourself to the reality of this new way of working; you can take positive steps to ensure your environment and routine work for you, not against you.

Students from Bournemouth University had the opportunity to put their questions to midfielder, David Brooks The virtual question-and-answer session took place ahead of the BU Big Match, a designated game each season which celebrates the partnership between Bournemouth University and AFC Bournemouth. This year’s game took place against Brentford on Saturday 24 April. Brooks spoke to students about his career in football, from starting out at Sunday games as a child in his hometown of Warrington to being picked up by the Manchester City academy and playing for Wales. Students asked a range of questions, covering everything from nutrition before a match to the mindset needed to deal with the pressures and expectation that come alongside a top-flight football career. Local food parcel volunteer named Morebus’ Covid Hero for Dorset A West Howe woman who has spent the past year helping the community’s most vulnerable, is being honoured by Morebus as a Covid Hero. The local bus operator launched its campaign, designed to recognise the mammoth efforts of key workers and community heroes during the coronavirus pandemic, at the beginning of 2021. And Jules Lunniss (60) has been singled out for the volunteering she has carried out within the local community. “We were inundated with nominations from people across Dorset, telling us about the wonderful acts of kindness carried out by so many in the most difficult of times,” said Morebus managing director, Andrew Wickham. “Jules stood out because of her selfless attitude - delivering food parcels to vulnerable

people affected by Covid 19. Lewis-Manning Hospice Care launches new Mobile Lymphoedema Clinic Lewis-Manning Hospice Care has launched a brand-new Mobile Clinic to support cancer patients with Lymphoedema. The new mobile clinic is part of the hospice’s plan to bring its services closer to people’s homes. Initially the clinic will be open every Thursday from 9am to 5.30pm at Kings Park in Boscombe with plenty of free parking for patients, meaning people do not have to deal with the stress and costs of travelling miles to the hospice. CEO Clare Gallie said, “We are delighted to launch and trial this new initiative, which is allowing us to provide our extraordinary hospice care, closer to home. Women in cybersecurity:

Gender gap narrows but not enough The number of women joining the ranks of cybersecurity practitioners is steadily increasing, but a lot still needs to be done to close the gap The race to even-up the gender disparity in many industries is steadily gathering steam – and for all the right reasons. A diverse workforce offers a more level playing field for new hires, and studies have shown that millennials, who will make up 75% of the workforce by 2025, consider also diversity and inclusion when choosing employers. Diversity also improves the workplace culture and has a direct impact on the profitability and productivity of a company. Meanwhile, the cybersecurity industry is still at pains to fill millions of vacancies. There has been some good news recently; for example, the latest (ISC)2 Cybersecurity Workforce Study found that the acute talent shortfall eased last year – for the first time in years. Indeed, there have also been positive shifts in other “departments”; for example, back in 2013 women held only 11% of jobs in the cybersecurity industry. Last year’s issue of the Women in Cybersecurity report, also drafted by the security certifications organization (ISC)2, showed that women already made up nearly a quarter of the security workforce. On the other hand, the study also singled out another persisting issue – the gender wage gap. “When asked about their previous year’s salaries, 17% of women said they earned U.S. $50,000 to $99,999, a full 12 percentage points less than men (29%),” reads the report. A lot still clearly needs to be done to close the gap(s). A problem with perception Although cybersecurity is widely perceived as being a progressive and forward-thinking industry, the fact of the matter is that to a large extent it remains a male-dominated profession. According to the latest report by (ISC)2, just over half of surveyed professional perceived that the percentage of women in the field has risen over the past five years. However, among women, 7% view that the number of women in the field has actually declined in that time period, compared to just 4% of men. Generally speaking, a lot probably boils down to perennial misperceptions that are part of the overall image problem within the technical industry and the general misperception of cybersecurity being the purview of male nerds wearing glasses and working around the clock in cubes or windowless rooms, a deeply entrenched stereotype perpetuated by popular television shows.

Last year, ESET handed out US$20,000 in total to four outstanding students pursuing information security studies. One of last year’s winners, Maria Bolaños, is a student at the University of Houston, where she is preparing to become an information security specialist. During the summer she worked as a volunteer teaching kids from underserved communities how to code. “This scholarship with ESET pushes me closer to the future I imagine for myself. No one expected me, as a Latina who comes from a low-income background, to thrive in any field, especially in a field like cybersecurity, and I will do everything in my power to prove to myself that I belong here,” said Bolaños. Other organisations aiming to achieve gender equality and improving recruitment rates include the US-based National Center for Women in Information Technology and Girls Who Code. Meanwhile, Women in Cybersecurity is a global initiative aimed at furthering women in the field by fostering and driving their passion for cybersecurity. Routes in While the perception may be that those wishing to pursue a career in cybersecurity need to have a technological background, this is not necessarily the case – cybersecurity researcher Lysa Myers, for example, started her career as a florist, moving on to a receptionist’s role at a

security company, before gaining experience in her company’s virus lab. Of course, that’s not to say that college education isn’t relevant, however, there is a conversation to be had about whether it is strictly necessary to have a degree in order to break into a career in cybersecurity. For those looking to switch careers and join the swelling ranks of cybersecurity professionals, it’s often good to weigh the pros and cons of whether their situation is better suited for pursuing a degree or going down the self-taught route Hope for the future While the number of women occupying positions in cybersecurity is rising, the road to eliminating the gender gap is still long and riddled with obstacles. A good start would be to remove the negative perception that cybersecurity isn’t a viable career path for women and instead highlight the many reasons why they should consider a career in the field. Beyond the attractive salaries and job satisfaction, it’s also important to emphasise that cybersecurity is diverse and career paths aren’t linear, which means they’ll have the opportunity to grow and wear many hats during their cybersecurity careers. These are but a few steps that could motivate more women to join the industry in the near future.

This is an incredibly generous government funding scheme but is much misunderstood and there is evidence that many Dorset-based businesses are not claiming their entitlement. Many are eligible yet are not claiming at all, others have severely under-claimed. This may be a particularly important message to innovative businesses in any sector if they have struggled during the past 12 months of the pandemic. Claims can be made reaching back two accounting periods enabling a business to receive a welcome cash injection, often tens of thousands of pounds and sometimes into six figures. It’s different to a loan too, it doesn’t have to be paid back!

Another common barrier to receiving full entitlement is ‘we are already claiming’, likely as a DIY submission to HMRC, yet a shortfall can be claimed for the previous 2 years. Another wrong assumption may be that ‘we don’t do any R&D’. However, definitions of qualifying activity extend beyond obvious R&D and can even include internal IT or software projects where costs were incurred and may have included sizeable subcontractor costs. Conversely, some companies have claimed and received benefit from a DIY claim for work that isn’t actually eligible. What they do may be clever and skillful, but may not comply with legislation. In the event that HMRC review a claim in detail they may require the money to be paid back. The core reason behind under-claiming is perhaps that

it is not appreciated that claim entitlement is fundamentally about overcoming technical (and scientific) uncertainty, therefore a technologist-led approach will accurately identify what is in scope, more so than an accountancy-led approach. Business Cash Enabler works with a group of scientists, engineers and IT specialists who compile a compliant technical report. The accountancy aspect is the simple part of a claim, which can only follow when technical merits have been correctly assessed. Ian Harlock-Smith, Tax Director, Saffery Champness, and member of the firms Professional Practices Group, highlights the tax benefits of switching to lower emission vehicles, as the incentive to switch strengthens. He says: “The benefit in kind rate for low and zero emission vehicles is now structured to make buying electric vehicles much more attractive. The taxable benefit for electric only cars is just 1% in 2021/22, and 2% in 2022/23. The road tax rates for pure electric vehicles have been reduced to nil until at least 2025. “For hybrid vehicles with CO2 emissions from 1-50 g/km, the taxable benefit rate increases gradually up to an annual charge of 14% of the list price, as the electric range decreases. These vehicles can also benefit from reduced rates of road tax.” Businesses can claim 100% of the cost of a zero-emission electric vehicle, as a first-year allowance against the taxable profits of the business in the year of purchase. There are no restrictions on the value of the vehicle, or annual expenditure limit, but the vehicle must be purchased new and unused. Companies can also now benefit from the new ‘super-deduction’ which offers a 130% first year allowance on qualifying electric charging points for cars. To qualify for the relief, the company must use the charging point in its own business. The super-deduction is only available for companies and for qualifying expenditure up to 31 March 2023. Ian adds, “There is also the government plug-in car grant which is designed to promote

the uptake of electric vehicles in the UK. The government will now provide a grant of up to £2,500 towards the cost of an electric plug-in vehicle, where it costs less than £35,000. It is applied at the time of purchase and is usually given as a discount from the price of the vehicle. The vehicle must have an electric range of at least 70 miles and, if a plug-in hybrid, must also have combined CO2 emissions of 50g/km or less. “It should be noted, however, that VAT is not recoverable on the purchase unless it can be demonstrated that the vehicle is only available for and used solely for business purposes, which in practice is usually very difficult to achieve.” A 100% first year allowance is also available for businesses installing charging points for electric vehicles up to 31 March 2023 and, where employees have had free use of an employer’s charging point at or near the workplace to charge their own electric vehicle, there is no taxable benefit for the employee. Where the employer reimburses employee costs for charging their own electric vehicle away from the workplace however, a taxable benefit will arise. There is no taxable benefit where an employer pays for the cost of charging an employer provided electric vehicle. There are other points to note with regard to vehicle charging, reimbursement, and VAT recovery, and a discussion with your tax advisor would be beneficial if considering investing in low-emission or electric vehicles, to ensure the correct tax treatment. www.saffery.com

Menopause Awareness in the Workplace Did you know that “menopausal women are the fastest growing workforce demographic”? That with the rising state pension age, one in three people in the workforce will soon be over 50 according to the Office for National Statistics. As such, it is important that employers feel equipped to provide appropriate support to employees. There is nothing to be embarrassed about, and from an open conversation, you may be able to identify ways to support an employee going through the menopause. By keeping an open mind and conducting workplace assessments, it may be possible to identify adjustments (if appropriate) that would really help someone manage their symptoms and their impact on their working life. Employers must remember that they have a legal duty to control the risks to people’s health and safety at work. What is more, employers should remember that employees going through the menopause are most likely to be protected under the Equality Act 2010 too and to statutory (and contractual) leave entitlements related to the menopause. Take care with confidentiality too – it is up to the employee to decide what they want to tell their colleagues. Announcing that you are adjusting the air conditioning because somebody is having a hot flush would not be appropriate! Menopausal women are facing some real challenges in the workplace, and many employers are not sure what to do to best support them. Help to break the stigma. Even just talking about the menopause can make a world of difference to a woman’s ability to achieve her full potential. Employing EU workers post-brexit Changes to recruitment Post-Brexit As the question of what changes to employment law can be expected after Brexit seems to be increasingly insignificant, one major area of employment practice is impacted by the UK leaving the EU: recruitment. The recruitment of EU nationals in post-Brexit Britain is particularly affected, of course, by the end of the free movement of people between the EU and the UK. The immigration rules and automatic right to work will no longer apply and staff from EU member states will be subject to the same rules as recruits from the rest of the world. The following comments are written from an employment law perspective. Detailed guidance on a particular issue in relation to immigration rules should be directed to a specialist advisor. Can I employ EU workers after Brexit? Yes, absolutely, but EU nationals will no longer have the automatic right to check by virtue of the freedom of movement. If staff are being recruited from the EU and are arriving in the UK after the end of the transition period (1 January 2021) they are subject to the same immigration rules as everyone else. Employers are under a legal duty with civil and criminal penalties for employing someone without the right to work in the UK. What is the EU settlement scheme? This is the process by which EU nationals resident in the UK prior to 31 December 2020 can apply for either ‘pre-settled’ and/ or ultimately ‘settled’ status in the UK. It is an immigration scheme, not an employment one, although obtaining either status does give an individual the right to work in the UK. ‘Pre-settled status’ is an interim position as full settled status requires 5 years’ continuous residence. The pre-settled status allows individuals to remain living and working in the UK for up to 5 years, thereby allowing them to reach the threshold to apply for full settled status at a later date. When is the EU settlement scheme deadline?

The scheme has been open since March 2019 and closes on 30 June 2021 which means EU nationals currently resident in the UK who intend to live and work here after the 30 June 2021 should be applying. Right to work guidance for employers Employers have a legal duty to ensure that staff are entitled to work in the UK.

There is a civil penalty of £20,000 for engaging someone without the right to work and an immigration official can impose this fine per illegal worker. The ‘statutory excuse’ to this penalty would be available if the employer has carried out appropriate right to work checks. Separately there is a criminal offence committed by engaging a worker without the right to work if the employer has ‘reasonable to cause to believe’ they do not have that right. An appropriate check for right to work will serve as a defence to the civil claim. Since January 2019, employers have been able to use the Home Office’s online system to check right to work. Government guidance is that employers should continue with current right to work checks until 30th June 2021 in the same way as they have been doing. A natural concern is that anyone who arrived in the UK after 1 January 2021 does not have the automatic right to work or the ability to apply for settled status. Recent updated guidance indicates that an EU, EEA or Swiss citizen showing a valid passport or national ID card will be sufficient for the civil statutory defence. In order to be found criminally liable, it is going to have to be shown that the employer had reasonable cause to believe the individual had arrived in the UK after 1 January and that seems unlikely. How does Brexit affect current EU workers in the UK?

Unless current workers have indefinite leave to remain (ILR), they will need to have obtained either pre-settled or settled status by 30th June 2021 in order to retain their right to work. The onus is on the individual to make the application but employers should remember they are liable for the right to work checks after 30th June. The guidance says that employers should not ‘check’ whether an individual has applied; this is to help prevent any discrimination against those who are eligible but have not yet applied. Bournemouth & Poole College to benefit from government’s £1.5billion further education fund Bournemouth & Poole College has been chosen to receive investment from the government’s £1.5 billion FE Capital Transformation Fund. The College's Lansdowne and North Road sites have been identified as one of 16 other colleges across the country to receive government funding. The grant will be used to transform the College’s facilities into modern, fit-for-purpose spaces that meet the needs of students and the local community. on the scheme.” The first phase of the government’s £1.5 billion FE Capital Transformation Fund was launched in September 2020, with an initial £200 million allocated to all colleges so they could undertake immediate remedial work to refurbish their buildings. Following this, in January 2021, a second phase was launched where all colleges were invited to bid for additional funding to help upgrade their campuses. Bids are now being considered by Department for Education (DfE) with funding expected to be awarded this Autumn. This third and final phase will involve the DfE working in partnership with the 16 colleges to fund projects that will ensure they are excellent /company/dorset-chamber/

places to learn, and so more people can gain the skills that they need to secure great jobs. Digital transformation and digital continuity: how can manufacturers embrace change with confidence? It’s no secret that all businesses need to embrace technology to grow and change, yet many are unsure exactly what that means say Gallagher Insurance of Bournemouth. The current landscape. We’ve seen more and more manufacturing businesses realise the need to integrate digital operations into their processes. This need for ‘smart’ systems is part of a drive to remain globally competitive in a rapidly changing landscape. The use of Internet of Things (IoT) enabled technology, AI and machine learning can speed up the manufacturing process, get products onto the market faster and drive client satisfaction. By 2025, it’s estimated that the IoT will be worth $1.6 trillion1, more than 350 manufacturers across the entire spectrum of the UK manufacturing industry were surveyed for the Annual Manufacturing Report 20202 and it was found that 81% said of respondents said digital technologies will enable all manufacturers to open up new markets and find new customers. Far from the popular myth that “robots will steal our jobs”, 89% of manufacturers said the replacement of many shop floor jobs by automation means new recruits need to be even more highly skilled to operate our digital future, while pledging to retrain and upskill their existing workforces. When deciding to introduce new technologies you should speak to your insurance broker so that they can check you are adequately insured for any liabilities from the beginning. It is easier to proactively prevent issues than try to retroactively solve them. What makes a factory ‘smart’ anyway? Smart factories use digital technology to improve efficiency, reduce costs and to design and implement new ways of working to give manufacturing businesses a competitive edge. The biggest benefits of smart methods include improved design and production processes, and streamlining of internal company procedures – better systems relieve administrative burden and allow everyone to focus on where they’re best placed. This is worrying, as being slow to respond can result in manufacturers losing their competitive edge and being left behind as they struggle to enhance their digital products and services while maintaining an affordable rate compared to other countries. So, how can companies begin to capitalise on the benefits that smart factories can offer? A top down approach is the only way to effectively do so, with a clear strategy and strong leadership from management, who will have the understanding required to allow their employees to improve customer service and reach more markets through new technologies. Creating a capable workforce Simply introducing AI and robotics technology is no good if you lack employees with the skills needed to utilise these tools. There is currently a skills gap in the UK workforce, with few employees having the broad range of skills needed to harness the technology required to create smart products through hybrid manufacturing techniques. Fortunately, the use of modern technology helps to attract talent to the sector meaning that those willing to invest in connecting their factory will draw the workforce required to maintain it. Connected factories aren’t just able to gather data, selfmonitor and issue reports on the production line either, factory workers can also benefit from wearable technology and mobile devices. With these technologies widely available, they offer a straightforward way to maintain a competitive edge. The supply chain is changing No longer is the supply chain a straight line from supplier to company to customer. Now the digital supply chain has broken down barriers and allows communication between all parties. Plus modern manufacturing methods such as 3D printing make it easier to customise a product than ever before, allowing you to cater to clients as individuals. Digital continuity – enabling technology Digital continuity gives everyone working on a product or design access to the same version of data and models, helping to prevent silos of information and improving teamwork between departments and entire businesses. In turn this allows for more productivity, smarter connected products, the development of new business models, clearer financial visibility and shorter lead times to get a product on to the market. While digital continuity makes manufacturing better for everyone, there are some barriers to its introduction. Some manufacturers struggle to synchronise the different departments during the design and development stage while others fail to log how a product was designed, manufactured and serviced so the information cannot be reused. When it does work however, digital continuity is an asset to manufacturers. Take Michelin’s ‘Smart Tyre’ for example, which uses RFID technology to monitor the driving experience, road conditions and tyre itself including temperature, pressure and wear. Rolls-Royce is another early adopter of digital continuity technology, using information from sensors fitted inside their jet engines to track engine health, air traffic control and fuel use to help diagnose potential faults before they become a major issue. The engine even does this mid-flight and can carry out proactive maintenance based on the information it receives. This in turn helps Rolls-Royce to reduce the /company/dorset-chamber/

likelihood of severe faults and improve engine efficiency and fuel use. Cyber is an issue – but one we can help you mitigate Many manufacturers have admitted that they are unwilling to use the data they receive from products and customers as they fear the significant reputational and financial harm that can be caused if cyber criminals accessed the data. A study by PwC3 found that while 91% of manufacturers were investing in digital technology and 82% of respondents of the Annual Manufacturing Report 2020 say they have a clearly defined, articulated and enacted cybersecurity strategy, however the report suggests manufacturers still have some distance to travel before achieving robust cyber defences in order to completely digitalise their factory. According to the report, Cyber-Security for Manufacturing, published by EEF, The manufacturers’ organisation, over 48% of manufacturers4 having experienced a cyberattack already and 24% of those targeted experiencing financial loss of some kind. There is a chance these statistics are at the low end of the spectrum too, as some businesses may not have realised that an attack had been attempted or occurred. Manufacturers need to display digital competence not just by taking advantage of the advanced data, analytics and AI capabilities available to them but also by ensuring they have the correct security controls to address cyber threats. The further companies lean on technology, the bigger their need for a knowledgeable risk manager will be. While the technologies (and therefore risks) are changing all the time, there are key areas which you should build into your risk management programme. Economics is the study of choice: how human beings/societies allocate scarce resources (natural, intellectual, physical and temporal) to create individual utility and collective wellbeing. To make ‘good’ choices, we have to know what is valued and the net cost-benefit of the alternatives available, including a sustainable contribution from the environment. Thereby, a sense of relative, sustainable progress is derived for health, happiness, wealth and prosperity. The environment gives the economy value in several ways. For example, the foods and materials we consume depend upon environmental assets (such as soils and minerals) and flows (services such as clean air and carbon capture). We enjoy direct and indirect benefits from using the environment and from not using the environment (i.e., the option to enjoy nature intrinsically or altruistically now and in the future). Value is not the same as price, largely because not everything that is valued is priced and pricing is not always ‘perfect’. But, because we measure most things in monetary terms – as a unit of account, a medium of exchange and a store of value, there is a relationship between the two. Money can be a useful measure of, or proxy for, value. Often, environmental factors are not priced in any market and remain outside the scope of normal demand and supply. They are called externalities. There is a danger that we consume too much, or too little, or uncarefully (undermining renewability, when environmental externalities and their effects are not properly taken into account. We try to address this by finding ways to measure the value of externalities, such as a beautiful view, biodiversity or pollution, in monetary terms via suitable proxies. Some people object to ‘monetising’ the environment but without it, it is difficult to compare and contrast the different and difficult choices to be made. Meanwhile, climate change and biodiversity loss make this externality assessment increasingly relevant to economic choice. We need to improve our valuation of nature, the resources it provides and the use or misuse of the environment over time. Economists often use “willingness to pay” or “willingness to compensate or accept” to estimate these values. This involves three steps: a qualitative assessment of impact - what is affected; a quantitative assessment – how much is affected; and then the valuation – what is the monetary value of the effect. choice to develop a site in Dorset prevents me walking and viewing part of the natural beauty of an area, there is a both qualitative loss to me from not enjoying or getting health benefits from a visit and a local quantitative loss of my expenditure because I no longer visit. The valuation would then depend on what society was “willing to pay” to prevent or “willing to accept” to mitigate the impact of the development. More broadly, we would have to analyse who are affected, the numbers and activities lost, as well as the health and other benefits of preservation. Then, we could ascribe money values to each factor by reference to a range of proxies, such as property values, travel costs, visitor spend, and other knock-on effects. This is often done by surveys of users and residents: calculating the “revealed preferences” and/or “aversion expenditure” of those affected. Local authorities and other development agents need to consider these values and replacement costs in their planning frameworks and decision making. Doing choice and valuation research on externalities is not easy. There are inherent uncertainties and data gaps in ascribing monetary values and identifying an appropriate weighting of the interested constituencies. Often, existing historic evidence is used rather than new research conducted specifically to support new investment, policy and budget allocations. Nevertheless, such valuations are important for calculating the importance of natural assets and environmental flows in costbenefit analysis and in estimating new, viable business opportunities. Adding environmental valuations to existing financial or business valuations should contribute to better and more sustainable outcomes. Understanding and measuring the complexity about access, location and condition, and context matter. Their assessment is important if sustainable and sustained resource choices are to be made. In a post-pandemic world of climate change and environmental scarcity, new and improved valuation methods are needed to get to optimal valuation and decision making about natural and other resource choices. This is key for drawing an accurate link between incomes and wellbeing. Concepts of wellbeing have to address how people feel about what they are doing and how they view purpose and meaning as well as what they consume. We must explore the diminishing marginal returns of extra income for personal and social satisfaction beyond the basics of food and shelter. We should

incorporate aspects of mental and physical health, sustainability and social capital (skills and culture). The pandemic has brought this into stark focus as we consider its impacts on different age groups, social groups, workers and children. There appears to be a concave relationship between GDP/income and sustainable development goals and a convex relationship with wider wellbeing. With economic progress, wider wellbeing becomes more important for people than simple incomes, but the transition is difficult, with winners and losers created, and the latter likely to be more vocal about what they have lost than the former are about what they have gained. ‘Nudging’ policies can encourage more ‘good’ behaviour. In theory, the winners can compensate the losers and society retains a net gain. In practice, such policies are not easy to devise, adopt, implement and distribute. The winners may not be keen to compensate the losers. Increasingly, however, such methods are desirable in a highly populated country with a complex socio-economic and landed reality. A real debate about how we incorporate and integrate environmental and economic choice and valuation measures would be welcome, especially in this year of UK preparation to lead the UN Climate Change Conference in Glasgow (November 2021). www.bournemouth.ac.uk 41

Brexit Support Fund for Dorset SMEs – Open for Applications The government has made £20 million available through the scheme and Dorset SMEs can now apply for up to £2,000. Provided you meet certain eligibility criteria, HMRC may provide funding towards the costs of training and/or professional advice, to help you with changes to trade rules with the EU. Can you use the Recovery Loan Scheme?

We have been talking to our clients about the Recovery Loan Scheme (RLS) which has been Introduced to replace the Coronavirus Business Interruption Loan Scheme (CBILS) which ended on the 31st March, the RLS being designed to help businesses of any size access loans and other kinds of finance so they can recover after the pandemic and transition period. It is expected to be available until 31st December 2021 but is subject to review. The actual amount offered, up to a maximum £10m, and the terms are at the discretion of participating lenders, with the Government providing a 80% guarantee of the debt to the lender although the borrower remains 100% liable for the debt. You can apply for a loan if your business is trading in the UK and you can demonstrate your business: • has a borrowing proposal which would be considered viable by the lender. • has been adversely impacted by the pandemic • is not in collective insolvency proceedings • is a UK trading company that generates more than 50% of its turnover from trading activity Businesses that received support under the earlier COVID-19 guaranteed loan schemes are still eligible to access finance under this scheme if they meet all other eligibility criteria. The RLS covers term loans and overdraft facilities in addition to invoice and asset finance. No personal guarantees will be taken on facilities up to £250,000, and a borrower’s principal private residence cannot be taken as security. Unlike with CBILS, businesses will be required to meet the costs of interest payments and any fees associated with the facility from the outset under the RLS. The Dorset Local Skills Report Dorset’s go-to evidence base for local skills insights is now live, inviting employers, educators, learners, and policy makers to work together creatively and ensure Dorset’s skills and talent pool are fit for the future. Arriving at a momentous time when Dorset is cautiously moving into recovery from the effects of a global pandemic, Dorset Local Enterprise Partnership (LEP) publish the Dorset Local Skills Report, outlining the county’s ambitious plans to futureproof skills for local people and the talent pipeline for businesses. Developed by Dorset’s Skills Advisory Panel and Board and coordinated by Dorset LEP with extensive partnership support and intelligence gathering, this report is the new home for local skills insights and initiatives. Accompanied by a comprehensive Annex of Indicators summarising the research evidence, as well as a two-year programme of Skills Activities, the report offers an interim assessment of progress on areas of interest and celebrates the many success stories, investments and projects currently underway across delivery partners in Dorset. Uncovering the wider benefits of financial advice New research shows that sound financial advice boosts confidence and emotional wellbeing Financial advice is more important than ever. Not only have changes in pensions and financial regulation placed more responsibility for planning retirement income into the hands of individuals, but the coronavirus pandemic has also reminded us all of how unforeseen events can rock the foundations of what we had thought was a stable financial footing. The financial benefits of taking advice are well documented. Research undertaken by the International Longevity Centre UK (ILC) in 2019 showed that those who take advice are on average £47,706 better off in retirement than those who don’t1. Building on this study, the ILC has undertaken new research this year that shows financial advice could be an important factor in promoting mental health and wellbeing. Its report “Peace of mind: Understanding the non-financial value of financial advice” finds that non-financial benefits may be at least as important as the more easily visible financial ones in achieving this. Participants in the study who had taken financial advice reported that they felt less worried about their future, enjoying the peace of mind that comes from knowing that proper preparation has been made for their later years – and that included those who were already in retirement. They felt more confident that they would achieve their long-term goals and through their interactions with an adviser, felt more financially literate and able to understand how those goals would be achieved. Strong GB farmland market momentum continues The most palpable characteristic of the farm and estates market in early 2021 is a continued shortage of supply. During Q1 just under 15,000 acres of farmland were publicly marketed across Great Britain, continuing a five year run of low supply in Q1 according to analysis by Savills rural research. Alex Lawson Savills head of farm and estate sales comments, “There was very little stock carried over from last year, which has meant that those who have brought land to the market early this year have been rewarded with strong sales as the buyers’ momentum from 2020 continues.” Also there has been a continuing preference for privately marketing property. Last year private sales increased by 71% compared with 2019 as sellers quietly tested the market rather than opting for more public launches and were largely successful. This theme remained the case during Q1. 48

Consequently average values have showed marginal improvements and in some cases conservative guide prices have been well exceeded. There are currently two particularly noteworthy types of buyer; the first is those looking for residential and amenity properties at all scales. This is borne out by the latest residential analysis from Savills which shows lifestyle choices continue to drive the more discretionary markets. The £2m+ country house market remains the star performer, with 2.9% growth quarterly and 8.8% annually. The second is the environmental/ conscientious buyer or investor looking for green assets. There is a strong belief that natural capital will become a profitable investment in the coming years which is also /company/dorset-chamber/

prompting investors chasing financial returns to get in now, ahead of the curve. Alex adds, “Farmer buyers are always in the frame for a good quality commercial farm, blocks of land near to their existing base or opportunities for beneficial relocation. Now the ground is more accessible and crops are maturing we may well see a few more farms of this type on offer. Despite this year’s shortage to date, Savills rural research predicts that annual supply will soon rise back up to the 10-year average as some farmers take advantage of the government’s lump sum exit scheme to retire and others find it difficult to adapt to the new post subsidy and Brexit environment. ww.savills.co.uk

Preparing for a Return to the Workplace With the COVID-19 pandemic, most people in the world are working from home. But at some point, most employees will need to return to the workplace. Studies have found that close to 40% of workers teleworked full-time in April and May of last year, compared to just 15% of people regularly or occasionally teleworking prior to the pandemic. At some point it’s expected a trend back towards workplaces will take place – though this may be in hybrid scenarios that combine at-home and in-office to varying degrees. Adaptive flexibility will be essential to integrate both modes of working – as well as to deal with the challenge of safely allowing visitors and other third parties into physical workplaces. Safe and Secure Compliance in Poole already has the technology to support all of these scenarios. While some have said the work-fromhome experiment has been so successful that it will, at least to an extent, reduce the emphasis on traditional workplaces; others have pointed to a loss in productivity, communication and collaboration associated with working together within an office or other shared space. While anticipating at least a partial return to the traditional workplace, the immense challenge will be doing so as safely as possible. Consider: “The TUC poll shows that three-quarters of workers have at least one concern about returning to work outside the home. More than a third (34%) said they were concerned about not being able to socially distance from colleagues, while a similar number (32%) said

they were worried about exposing others in their household to greater risk as a result of returning to work.” Britain Thinks survey carried out for the TUC. Keeping the Workplace Safe Community spread has been the primary path for COVID-19 transmission, and social distancing has emerged as the single best prevention. The workplace is a community, and social distancing was never part of how collaboration worked in the past. So special steps are required to prepare the workplace for reopening, and to keep it safe after opening. Preparing the Workplace. Each workplace provides its own set of challenges when it comes to reopening. Considerations can include HVAC and air filtration, increasing flow of outside air, extending the height of office cubicles, increasing the spacing between workstations, reducing occupancy rates, staggering arrival times, providing hand sanitation systems, establishing new cleaning and sanitisation regimes, providing personal protective equipment (PPE), and a spectrum of other measures. Temperature Checks. Everyone entering the building — whether employee, supplier or customer — should be required to have their temperature checked. While not fool-proof, checking temperatures has proven to be an effective adjunct in protecting against community spread. Amazon, for example, checks temperatures upon arrival for more than 100,000 employees a day. Ideally, the temperature sensor should be non-contact and automated, such as on a stand, protecting the person who would otherwise be assigned to take the readings in person — exposing them to a steady flow of close encounters with arriving employees and visitors. We created our Safe and Secure DoorSentry noncontact temperature reader to provide initial, real-time checks prior to entry for self-service employee and guest screening. Controlled Points of Entry. Every point of workplace entry must be controlled in order to maintain a safe environment. As noted above, each entry point should have a noncontact temperature sensor. C3IA Awards SecQuest “Cyber Essentials Plus” Accreditation Following on from our recent "Cyber Essentials” accreditation, SecQuest has now been awarded the “Cyber Essentials Plus” accreditation by fellow Dorset Chamber member company C3IA Solutions LTD, based in Poole. Cyber Essentials Plus involves a technical audit of IT systems security controls. The aim of the assessment is to confirm that all controls that have been declared in Cyber Essentials are implemented on SecQuests networks and systems. By undertaking and completing Cyber Essentials Plus, SecQuest has been proven to meet baseline security standards set out by Cyber Essentials, enabling SecQuest to participate in United Kingdom government information assurance schemes operated by the National Cyber Security Centre. Cyber Essentials Plus accreditation further assists organisations by ensuring a good technical security posture that goes some way to mitigating common cyber attacks, the vast majority of which can be very basic in nature, carried out by relatively unskilled individuals. They’re the digital equivalent of a thief trying your front door to see if it’s unlocked.

Meet the owners! Recruitment consultancy is now 100 per cent owned by its 30 employees

A privately owned recruitment consultancy is one of just four in the UK – and the only one on the south coast – to be wholly employee-owned. Twenty-one years after Rubicon Recruitment Group was acquired by Lloyd Banks and Jocelyn Browne, the Poole-based business has been sold and handed over to an Employee Ownership Trust. It means that all 30 employees of the consultancy now own 100 per cent making them custodians of the business for future generations. All future employees will also become owners. To reflect the significant development the consultancy has changed its name to Rubicon People Partnership. Lloyd, 59, remains as Managing Director and says his intention is to “stay on with the business for as long as I’m needed, wanted and able.” He added: “Jocelyn and I don’t expect to retire for at least five years.” Of the 6m or so registered businesses in the UK there are fewer than 600 which are employee-owned. The John Lewis Partnership is the largest employee-owned business in the UK with gross sales of £11.7bn and a workforce of over 80,000 Partners. Dorset businesses Lush and Farrow & Ball are partly owned by their employees. Lloyd said: “Our business has always prioritised positivity, consistently doing the right thing, integrity, fairness and openness. “Employee ownership is a natural progression for us. “Many of my colleagues have worked with me for a long time, and the continuing success of the business, especially during such turbulent times, is a result of an extraordinary team effort. “Employee ownership rewards that effort whilst ensuring that future successes are reimbursed, and it safeguards the extraordinary culture that

drives our business.” While all of Rubicon’s employees have always helped power the business, employee ownership formalises the arrangement, providing every employee an equal voice at quarterly meetings. An employee representing the Employee Ownership Trust will sit on the Board. The employees, who are now known as Partners, will also enjoy an equal share of the business’s profits. Lloyd, who served in the Metropolitan Police and also the British Army as a Captain in the Royal Engineers as well as Director Operations for Chubb Security, said the question of succession had always been uppermost in his mind. About two years ago the business – Dorset’s longest established privately owned recruitment consultancy – had come close to being sold to a large facilities company in the security market. Lloyd, pictured, said: “It was for a good price but as they were doing their due diligence on us, we were doing the same in reverse on them. “It was clear they were going to do a ‘rip and strip’ of the business and it just didn’t feel right. “I also took six months away from the business after my wife, Salli, was diagnosed with stage three to four stomach cancer and given just a few months to live. “The team did an amazing job while I was away, and it made me really think about how the business should move onto the next stage. “Employee ownership felt like a much better fit for me and Rubicon. “It protects jobs, retains our culture, provides clients with even more confidence in service delivery commitments and will be a catalyst for growth.

“It also gives us additional resilience to face the challenges and opportunities ahead.” Lloyd, whose wife continues to make a full recovery, said his team were “chuffed to bits” at becoming owners in the business.
