elcome to the 2nd edition of Dorset Business Focus, the news magazine for businesses across Dorset. I would like to say a very big thank you to everyone for their great feedback on the magazine. The response to our new publication has been incredible. I’d also like to say a huge thank you to our publishers, Pulford Publicity, as well as the businesses that are supporting the magazine through advertorial and content contributions. This year promises to be an exciting year for Dorset Chamber as we celebrate our 70th anniversary, originally launching as Poole Chamber of Trade following a coming together of Poole business people back in 1948. In November that year nearly 100 executives of Poole manufacturers unanimously voted to form a Chamber of Commerce. Throughout the following year, another 60 businesses had joined the Chamber. By 1951, the Chamber was actively involved in helping businesses export through the issuing of Certificates of Origin and to this day, export documentation and advice remains one of the core services we offer. In order to deliver this service, as Poole and District Chamber of Commerce, we gained our accreditation to the British Chambers of Commerce and were incorporated as a limited company in 1952. In 1981, Poole and District Chamber of Commerce, with 200 members and operating from shared offices with Bournemouth

Chamber of Trade on Poole Hill in Bournemouth, relocated to Poole and was reformed as the Dorset Chamber of Commerce and Industry. Over the years we’ve had great support from the Dorset business community and we continue to do our very best in terms of both providing a voice for Dorset businesses but also a range of services to support business growth. There’s never been a more important time for businesses to look to support from Chambers of Commerce as we face both uncertain times and new opportunities. Big Squeeze On Firms From Recruitment, Prices And Cash Flow The British Chambers of Commerce’s quarterly economic survey – the UK’s largest private sector survey of business sentiment and a leading indicator of UK GDP growth – finds that the UK economy ended 2018 stuck in a weak holding pattern, with stagnating levels of growth and business confidence as a result of heightened Brexit uncertainty and other economic pressures.

Key findings: • Percentage of services firms reporting an increase in domestic sales and orders drops to two year low • Recruitment difficulties in manufacturing joint highest on record, services sector recruitment difficulties hover near record-high • Price pressures rise further for businesses, particularly manufacturers

T

he results of the survey of 6,000 firms – employing over one million people across the UK – underline the impact that the current levels of uncertainty are having on a stalling economy as growth in domestic sales and orders reduced, recruitment difficulties stand near record highs and price pressures persist. In the services sector, a key driver of UK economic growth, the percentage of firms reporting an increase in domestic sales and orders weakened to their lowest level in two years. Domestic activity among UK manufacturers also moderated in the quarter. The findings highlight the extent to which labour shortages have risen in the UK as four-fifths (81%) of manufacturers that tried to recruit report difficulties in finding the right staff – the joint highest level since the survey began in 1989. In the services sector, the level (70%) hovers close to the record high recorded in the previous quarter (72%). The survey results indicate an increase in price pressures facing firms. The percentage of manufacturers expecting to raise prices is at its highest in a year and is almost three times higher than its pre-EU referendum average. Cashflow continues to be a concern for both sectors, with the balance of

firms reporting improved cash flow remaining weak. As Westminster prepares to return from recess, the leading business group is calling on all political parties to find a way forward and ensure that the UK does not face a messy and disorderly exit from the EU. Avoiding a chaotic Brexit would bolster business confidence and investment, and give businesses some much-need clarity on trading conditions in the near-term. Responding to the results, Dr Adam Marshall, Director General of the British Chambers of Commerce, said: “The UK economy is in stasis. While it’s not contracting, it’s not growing robustly either. Throughout much of 2018, UK businesses were subjected to a barrage of political noise and drama, so it’s no surprise to see firms report muted domestic demand and investment. In this new year, the government must demonstrate that it is ready to act to turbo-charge business confidence. “With little clarity on the trading conditions they’ll face in just two months’ time, companies are understandably holding back on spending and making big decisions about their futures. The government’s absolute priority now must be to provide clarity on conditions in the near term and avoid a messy and disorderly Brexit. Business communities won’t forgive politicians who allow this to happen, by default or otherwise. “Brexit is hoovering up all of government’s attention and resources, but it’s far from the only cause of uncertainty. Given the magnitude of the recruitment difficulties faced by firms clear across the UK, business concerns about the government’s recent blueprint for future immigration rules must be taken seriously – and companies must be able to access skills at all levels without heavy costs or bureaucracy.”

Attracting Talent Into Dorset Businesses - Tackling Affordable Housing And Infrastructure DORSET IS A COUNTY WITH TREMENDOUS OPPORTUNITY.

The area is home to a wide range of diverse and ambitious businesses, including a number of large internationals. This diverse, strong and vibrant business base provides Dorset with the commercial foundation it needs to support economic growth and prosperity.

D

orset is about to become the first area in a decade to undergo a unitarisation process that will create two strong unitary authorities for Dorset, improving cohesive regional delivery and planning. Well located along the vibrant south coast, Dorset also has good links with the dynamic centres of the Greater South East and the wider South West, and with a number of international supply chains and markets. We also have exciting and effective resources in talent and technical innovation as well as nature, to be deployed for future growth. Businesses often mention the need to secure future workforce. We are very aware of this need and recognise that improving housing choice and availability is vital to attracting and maintaining a workforce. In fact a number of businesses through the BCC QES stated that housing can be a problem for recruitment. Until now it has been difficult to coordinate housing and infrastructure investment across the county due to Dorset’s eight independent planning authorities, meanwhile an extensive Green Belt and a tendency to build low density housing, often for second homes, has made it difficult to build the correct tenure mix and at the scale required for the local working population plus workers we need in the future. The outcome is high house prices that are increasingly out of reach for Dorset’s residents or people looking to move here. Dorset has also long suffered from poor transport infrastructure and intense constraints on development, partly due to its natural environment. Congestion, particularly in the Bournemouth-Christchurch-Poole conurbation but also across the North-South and East-West axes of the county, is among the most severe in England and has worsened in recent years.

Our a 20-year vision for growth in Dorset ‘Horizon 2038’ outlines plans for pursuing an affordable housing deal for local workers, initiating a new approach to affordable housing delivery that embraces better delivery models, modular housing, housing types appropriate for younger people (including support for the private rented sector), higher density development in the city and improved design and community creation to support sustainable ageing. It also reveals how we aim to work with Government to prioritise investment in connectivity - a successful 21st century economy rests upon unimpeded communication and connectivity. We want all of Dorset to have access to superfast broadband, uninterrupted mobile signal, and be able to travel efficiently within the county and beyond. But positive developments are also happening right now. Dorset LEP’s £98.5 million Growth Deal programme, funded via the Government’s Local Growth Fund, is already delivering major infrastructure improvement schemes across the county and

unlocking land for housing and employment. The programme is expected to deliver £1.148 billion private investment to Dorset, up to 31,800 new and safeguarded jobs, and up to 5,800 new homes by March 2021. South East Dorset recently received a major transport boost following the Government announcement that the area is to be one of twelve city regions set to receive a share of £1.28bn as part of the Department for Transport’s £2.5bn Transforming Cities Fund. The scale of investment will enable a step change in tackling congestion locally. The provision of high speed bus corridors and major new cycling routes coupled with the delivery of smart solutions, latest digital technologies and much better transport information will transform the city region’s transport system. In turn this will lead to improved productivity and greater prosperity in the area. Simplified planning enabled through a Local Development Order has also been awarded to Dorset Innovation

Park, the county’s only Enterprise Zone, unlocking rapid investment in the site by target sector companies and reducing the planning process from several months to less than 28 days. Working is also taking place behind the scenes to support Dorset’s aim to be a leading urban centre for 5G roll out. We have set the bar high for Dorset with ambitious, demanding growth plans to double our economic output, create 80,000 new jobs and build around 78,000 new homes by 2038. The development of a Local Industrial Strategy will set out our plans for achieving these ambitions and ensure that Dorset has a strong identity built on the foundations of a healthy, prosperous, vibrant and inclusive place where people want to live, visit, learn and work.

Employee Engagement Is Good For Business Transforming your company culture The results of the Quarterly Economic Survey have highlighted the extent to which labour shortages have risen in the UK as businesses report difficulties in recruiting and retaining talent. So, what can be done to overcome this issue? Having a deep understanding of business structure and your people is key in addressing the problem while making your business an attractive proposition for any candidate. We spoke to James Collins, Managing Director of Insure4Retirement (I4R) about how he dramatically transformed his businesses employee turnover and developed a thriving and awardwinning culture. How did you identify that your business needed a fresh approach/ different strategy in regard to talent? I4R is a fantastic business that has been specialising in home insurance for the over 50s community since 2004. It’s a well-established business but when I joined in 2014, attrition was at nearly 150% in one year and employee engagement was only 39%. The business was recruiting 20 people a month and most didn’t stay beyond six months, so it was immediately clear that we needed to dig into the way the business was operating to better understand what was causing employees to leave the organisation. What needed to change and why? We decided that the underlying culture had to change because it is impossible to manage a business with this level of employee turnover and provide the service required by customers. How did you make those changes? The first key step was to listen to the people within the business. We set up focus groups and over the course of a month listened to what everybody had to say – good and not so good! The ‘not so good’ became obvious fairly quickly so we then built a 100 day change plan to kick start some rapid change. We identified six key areas of change where we felt we could make a big impact quickly, these included:• • • • • • 6

The office environment Introducing small on-going incentives Creating a fun place to work Improving communication Changing the bonus schemes Celebrating success

After the 100 days we expanded the plan to include:• • • • • •

Career progression Reward and recognition Learning and development Social and fun Charity & community Health and wellbeing

Under each main heading there were a number of initiatives to facilitate the change of culture that was required. For instance under career progression we created two new roles in the structure and created a nine month training programme to support these new positions. Within charity and community we asked employees to draw up a short-list of charities and then had all employees vote on their charity of choice for the year. What were the main challenges you had to overcome in-order to make these changes? Whilst change is fundamental to success, a lot of people really don’t like change! There were a number of colleagues that had been in the business a while and liked the way it had operated. Once the changes started to happen, it wasn’t for them and they moved on. And that was okay – embracing a new way of working is not for everyone. How much commercial investment did you need to make to make these changes? Very little! The change was all about culture and using the resources that were already available. For instance, Gallagher (the global insurance broker that I4R is now part of) has a great benefits scheme but employees didn’t know about it. It also had a great recognition programme called DARE (Delivering All Round Excellence) and, again it just wasn’t being utilised previously within this part of the business. What impact have your changes made on your business? Whilst our commitment to client service has remained constant, I4R is a very different business now, culturally. We have attrition at less than 20% and employee engagement is now over 80%. The financial impact has been huge too, as the cultural transition has also supported the business model change. High attrition levels are not sustainable for any

business, particularly in a service-led organisation like ours. But, thanks to our cultural change programme we don’t have that as a challenge anymore and the I4R business has a bright future. How exclusive do you think the issues were to your businesses/ sector? The I4R issues were quite extreme but many businesses suffer from low employee engagement and maybe don’t even know it. The first thing to do is to survey your employees and establish a benchmark. How engaged are they? Are there pockets of poor engagement? Are some areas performing well? As a leadership team do you know your people’s concerns and challenges? From that point you can then build a people plan. Our people are our greatest asset and they can leave and work for someone else, so why do they want to work for you and your organisation? What future are you offering them and how can they input into those plans and ideas? What are the biggest lessons you have learnt and what advice would you give to businesses who are having challenges in attracting/ retaining talent? You have to start somewhere and do something. Every little change will start to make a difference; from a Friday night social as a thank-you, to creating an environment where people feel their voices are heard. It’s an ongoing journey so get going and you will see the difference.

James has been Managing Director at I4R since June 2014 and had previously been Sales and Customer Services Director at Ageas (RIAS and Castle Cover brands). Previously he spent 16 years at The Carphone Warehouse in a number of roles including Customer Contact Director, HR Director and Managing Director of sub brands, e2save and Onestopphoneshop. How To Attract And Retain Talent. A View From The Experts

From those recruiters and human resources experts that responded to us it appears they all share a common view in how businesses can help themselves in getting the edge when it comes to attracting and retaining talent. “We work with a number of different employers and within these companies it is important that they are staffed between certain hours and days of the week. However, making reasonable adjustments to enable people to work who may not fit the 9-5 rule, is key as without this adaptability companies will begin to get left behind. How about offering that person to work six hours, or working from one or two days a week? Work life balance is integral to the mental and physical wellbeing of the workforce, and having this approach is being proven again and again to increase productivity and profitability in businesses across the globe.” Angela Piromalli, CEO Rock Recruitment “Employers have to realise that filling a vacancy means attracting someone who is probably already in work somewhere else. So why would they be interested in their job? Money obviously plays a big part but so do future prospects, training, promotion possibilities, working environment, and extra benefits such as flexible working hours, gym membership, health insurance or even free parking. The interview process is also critical. So many employers leave the interviews to inexperienced line managers who have not been trained in interview techniques and ambitious potential employees can be put off before they have even been offered the job. Interviews work both ways and the employee, if they are any good (and why would anybody want one that isn’t?) are likely to have several potential jobs they can go to so that means the potential employer should make the interview process simple, enjoyable and professional. Employers should not assume that everybody wants to work for them, in fact, they should assume they don’t and therefore they need to pull out all the stops to make sure those potential future stars really feel wanted. “ Phil Harmsworth, Director The Work Shop Resourcing Ltd “It’s a candidate driven market so employers need to be flexible. Being able to compromise is important and businesses need to be look beyond experience and evaluate other qualities and values. Candidates are increasingly researching into your brand, working hours, flexible working options, holidays and other benefits rather than just the salary. Remember they have choices. They can and will go elsewhere if the application process and subsequent communication is too slow or cumbersome, hence the candidate experience during all the hiring stages will become quite a significant factor that can make or break your recruiting goals in 2019. Employers also need to invest in training, learning and developing talent to grow their talent pipeline – this is a critical factor in retaining talent in the long term. A Message From The DCCI President Liz Willingham

The most recent BCC Quarterly Economic Survey identified several challenges for us in 2019, unsurprisingly in the current flux of Brexit unknowns and economic uncertainty. However, a headline issue continues to be recruitment and the skills shortage.

W

hilst fewer companies are attempting to recruit, those that are hiring are finding it harder than ever to fill vacancies. Being creative with how we attract and retain our teams is becoming a higher priority all the time, and as I go about my day and meet business leaders across the county, I am reassured to see many approaching the whole thing with determination and a refreshing perspective. It is no coincidence that the focus needed on wellbeing in the workplace, one of my pledges for attention amidst Chamber activities this year, has a part to play. It is far more cost effective to look after your existing talent than to go out cold and try to find good replacements. Staff retention is not something you can work on in an ad hoc way; to make your working environment a desirable and dynamic ‘must stay’ place of work, it has to be at the core of its culture. Talking to recruitment agencies on the ground, they believe that talent is indeed here in Dorset. But those looking for their ideal places of work can be choosy, and how we position ourselves as employers has never been more scrutinised. Whilst we are challenged here in the realm of salaries compared to other regions, we have to dangle other carrots that are as important to most as pounds and pence.

How we CARE for our teams is key. This means being open to flexible working, being concerned with an employee’s 360 degree world, not just within their working hours. What is going on in their personal lives can manifest itself greatly in the workplace and how we support staff can only command their loyalty and respect, with most scenarios resulting in higher productivity. At Liz Lean PR we have always had a culture which is approachable, open and warm; as a team we are one big family. We are very fortunate to be able to offer an unusual and creative environment with the beach on our doorstep. Bryher the Labrador brings stress-busting fur factor and we celebrate individuals every month who have gone the extra mile. There are lots of little things which I hope make the difference.

A heightened formalising of flexible working last year ensures the team feel empowered and nurtured which has been welcomed. Performance is strong as a result. Whilst client results are our number one priority this can be achieved with happy, fulfilled and more relaxed team members who have their personal and working lives considered in the round. We need to be thinking outside the box, realising we are in a 24/7 world; people work differently and /company/dorset-chamber/

young people entering the workplace have a different mindset to the working day. The words ‘work/life balance’ tend not to be on their radar – the mix of work and lifestyle is all one. If they feel motivated at midnight to blast out a piece of work they are happy to do so, and as a result you may find them preferring to be in the gym at 10am the next day. Getting our head around this and providing our stars of the future with the culture that celebrates how they work is going to make all the difference to business performance moving forward. The traditional control freak in us might feel uncomfortable about the prospect, but as mental health threats in the workplace rise, we need to learn from others who are embracing change in the workplace. To attract new talent, maybe from other parts of the UK, we have to present a picture within our businesses which is appealing, but also as a county we have to throw a bright light out there that puts us on the map. That is a whole different subject but with all these things there is a natural chain reaction. If Dorset has a reputation for regeneration, opportunity, cultural diversity, creative indulgence and artistic influence, there is no reason why we shouldn’t win that big star from Bristol, Brighton, or London. That’s what we should be aspiring to achieve, not just relying on our very beautiful landscape as the only draw. Maybe I’ll dive into that next time, but for now, get your management teams in the room and think creatively about how you could provide a unique workplace that becomes THE place to work. It might throw you out of your comfort zone but before too long you’ll be shouting about it, trust me… For now,

Partnership Agreement In Place For A Safer Business Community Dorset Police and Ferndown and Uddens Business Improvement District (BID) have entered into a partnership which will help to build community safety on the industrial estates and in the wider area.

T

he partnership has already led to the delivery of a Nissan electric vehicle that is use by the Neighbourhood Policing Team (NPT) to provide additional high visibility patrols within the community. An office has also been provided within the Peartree Business Centre on the Ferndown Industrial Estate that is used as a remote working base for the NPT. The office is also used as the Police Business Engagement Hub as well as a base for Dorset Police to train officers in using new drone technology and equipment, while also providing additional aerial patrols of the area to ensure it continues to be a safe area for businesses to operate. Things You Should Know: The Importance Of Business Engagement In Schools Dorset Chamber member businesses are at the forefront of helping schools to deliver their careers strategies in Dorset, with Young Chamber playing a key role in coordinating activity. Whether you are seeking to create or enhance a talent pipeline for your business, or a parent of a secondary school students looking to make decisions about their future, understanding the way in which careers support has changed in the last 18 months is important.

What’s Needed In October 2017 the Governmentbacked Careers & Enterprise Company launched in Dorset. It was followed by the publication of the Government’s long-awaited Careers Strategy and Industrial Strategy both of which, alongside the nationallyadopted 8 Gatsby Benchmarks, provide a framework for best careers provision in schools and colleges. The result is that all schools now have a statutory requirement to fulfil careers support to students built around the Gatsby Benchmarks and schools use a measurement tool to evaluate their individual performance. The Gatsby Benchmarks ensure both parents and students are given the information they need to help a young person make informed choices about their future careers, ensuring schools: 1. provide a stable careers programme; 2. provide learning from career and labour market information; 3. address the needs of each pupil; 4. link curriculum learning to careers; 5. provide encounters with employers and employees; 6. provide experiences of workplaces; 7. give encounters with further and higher education; 8. provide personal guidance to students.

Young Chamber: Sleeves Up And Hands On Young Chamber in Dorset launched in 2016 ahead of the Careers & Enterprise Company, which means it was already established and well placed to help schools to start fulfilling their statutory obligations. Young Chamber currently works with 14 schools and colleges across the county, mobilising the Dorset Chamber business community to assist schools with a range of events and activities. In particular, Young Chamber focuses on Gatsby Benchmarks 4, 5 and 6. Gatsby 4: Young Chamber is keen to identify business people whose roles relate to a curriculum subject with a view to placing them in schools to give short talks to students about how the classroom learning directly relates to job roles. Young Chamber will be issuing a survey to support this and is keen to hear from people of all ages and working levels who would like to share their experiences and bring classroom learning to life. Gatsby 5: Young Chamber already plays a key role in helping schools to provide multiple opportunities for students to learn from employers about work, employment and the skills valued in the workplace, calling on a growing number of volunteers from the Dorset Chamber membership, and other businesses and organisations, to support careers days and mock interviews in schools, and to provide targeted workshops and talks to age specific students. Young Chamber has a growing Speaker Profile Library where people from the business community register to give talks. Gatsby 6: While work experience is usually arranged and administrated directly between schools and businesses, Young Chamber is sometimes asked to help find work placements for students interested in a specific sector. In addition, Young Chamber sometimes offers short placements to students. Young Chamber is actively seeking businesses in 2019 who can support site visits from schools – please get in touch.

The Big Picture - 2019 Schools in Dorset are very fortunate to have a range of programmes available to help with the delivery of the Gatsby Benchmarks, including Young Chamber, Careers & Enterprise Company, Young Enterprise, local authority initiatives, engagement with further education providers (colleges), higher education (universities), education steering groups within business sectors, and apprenticeships. The big picture is that all of the providers work in collaboration in Dorset, which has resulted in combined events such as the Careers & Apprenticeship Show which took place for 4000 students in September 2018; planned vertical sector events with Bournemouth University, sponsor of Young Chamber; the Big Bang STEM event on 13 March 2019; and work with Dorset & Solent Young Apprenticeship Ambassador Network (YAAN). Next month will also see collaboration for the second year between Dorset LEP, Dorset Chamber, Young Chamber, Careers and Enterprise Company and Young Enterprise to support Dorset & Solent YAAN during National Apprenticeship Week (4-8 March).

Funding Options And Brexit We all know that there will be change as a result of Brexit – we just don’t know the extent of it. As there is no certainty of what Brexit will actually entail, it is currently down to each individual’s view as to the degree of uncertainty over the future. Despite the uncertainty, there is a significant amount of funding available bolstered by many new types of alternative finance and generally this is at a historically low cost.

What if I need new funding? The basic building blocks remain the same, to raise funds you will require a set of forecasts and a business plan – avoid lots of unexplained numbers. While it may seem apparent, the more you can do to lessen the perceived risk of any lend, the lower the interest rate and therefore in preparing your forecasts you should make sure you consider how you would mitigate identified business risks. 18

Now is a good time to look at your current funding structures: • review your working capital cycle to see whether it can be improved. If this hasn’t been done for a while it can release cash with no borrowing cost! • ensure that there are suitable funding facilities in place – not just the quantum but also the type and FX (where appropriate) to allow adequate headroom in case there are delays in your supply chain or you wish to do some stockpiling; • considering Government schemes such as Export Finance support to see if they can ease the pressure on your Bank and increase your borrowing capacity, and; • review lending covenants (especially if they were set several years ago) to ensure that they also allow adequate headroom to minimise the chance of tripping up on them unexpectedly. Consider the impact of both foreign exchange fluctuations and future reporting under FRS102. ew research says 58% of adults are worried about data and privacy online. However public trust of how companies handle our personal data is slowly on the rise. The General Data Protection Regulation came into effect from 25th May 2018 in place of the DPA1998 and is enforced in the UK via the DPA 2018. BCHA Appoints Experienced NHS Man To Head Board A wealth of experience in NHS management is now benefiting charitable housing association BCHA with the appointment of Mike Wood as Chair of the Board. Mike has been a manager at every level of the NHS nationally and regionally including 12 years as a chief executive. Having moved to the town centre three years ago, he wanted a new challenge and was appointed to his voluntary Chair role. Mike said: “I feel there needs to more a link between health and housing – it feels like an untapped opportunity. In London I worked with a Chair of a housing association and I could see there was a good fit between housing and the NHS.” Along with the rest of the BCHA board, Mike’s role as chair is an unpaid one. He said: “I felt as if I had something to offer – I’ve lived a long time, I have a lot of experience of general management and helping to develop a team. And I like to be stretched, and housing is a sector I wasn’t familiar with so it’s a personal challenge. “We have a responsibility to balance books and provide good basic services to our customers – but we must also add value and diversify. Innovation and seeking new opportunities helps us add value –and also to fill in the gaps left by other services.” BCHA is a charity which has been helping homeless and vulnerable people for 50 years. It has helped more than 10,000 people each

year off the streets, out of abuse, over skills barriers, and on to independence. Fifty years on from the formation of BCHA the need for its services just keeps growing. An innovative electronics manufacturer in Dorset, has qualified for £140k as cashback from the government via the research and development (R&D) tax credit scheme. The payout was four times more than the client had originally anticipated. Rob Sowden, of Bournemouthbased consultancy Business Cash Enabler writes: “It was a familiar story, a business and their accountant trying to compile a claim, with neither party understanding the technical scope of the scheme, which is much broader than is often realised. It was a real bonus ball because the company was only set to receive c. £35k by attempting to submit a claim in conjunction with their accountant. The R&D tax credit scheme enables a business to recoup a large proportion of costs incurred for any form of unique innovation that requires overcoming technical or scientific uncertainty. The qualifying expenditure can generate tax rebates, a cash payment (even when the business is loss-making), a deduction to offset tax on account or an enhancement of losses to reduce future tax liability arising. Whichever way the client receives the credit, it is a bottom-line contribution to the business. “Many businesses have previously claimed under the scheme and received small amounts, maybe £10k, £20k or £30k, which is often much less than they are entitled to. What catches many businesses out is that they believe this is an accountancy work-stream, whereas it is really about technology. Because they have received a payment from HMRC, they assume they ‘have it covered’. In reality, they may never know what they didn’t get! The service I introduced this client to provides a technical analyst to identify all of the qualifying activities permitted within the government’s scheme rules. This service doesn’t replace the function of a company’s accountancy firm, but is a specialist service that compliments the accountant’s work. Coles Miller Appoints Lifesaving New Marketing Manager

Superyachts Are Being Targeted By Eavesdroppers High net worth individuals are becoming increasingly concerned about being bugged on their superyachts, according to a leading expert.

M

att Horan, security director of C3IA Solutions, said his teams of ‘bug sweepers’ have been expanded to deal with the extra workload. In recent months a number of huge, privately-owned vessels have been swept by the company’s Technical Surveillance Counter Measures (TSCM) teams. Some owners have erroneously thought that being at sea gave them more security than their offices and homes. C3IA Solutions’ TSCM teams have flown out to various places in the world to undertake examination of the vessels. Mr Horan, whose company is based in Poole, Dorset, home to luxury motoryacht builder Sunseeker, said: “Certainly our own experience would indicate that owners are now more aware of the risks their superyachts face. “The perception that being in a mobile environment, at sea, affords greater protection is a dangerous myth. “With the regular changes of crews and the yachts being chartered to third parties, there are many more opportunities for bugs and devices to be planted. “Often a client will become suspicious when something he has been said on board is repeated elsewhere. “Clearly, one reason is that the conversation was being recorded. And with bugs so small and easily disguised or hidden, it requires a lot of sophisticated equipment to find them. “The work is in no way glamorous; it requires the teams to often crawl around the vessels with their equipment looking for readings that indicate something needs exploring further.

“Some of these yachts costing many millions – or even billions – are much bigger than houses and the work can take weeks to complete. “Our teams have swept yachts from 130ft to well over 300ft – usually after they have been chartered and returned to their owners. “Those targeting these vessels with bugs could be doing it for a variety of reasons; business rivals seeking information, state operations gathering intelligence, right down to spouses looking for evidence of infidelity. “We usually carry out a full audit of the yacht, its manifest and movements. We also research crew members and the suppliers. We’ll also conduct a vulnerability analysis on the yacht’s IT networks highlighting technical vulnerabilities and areas of security that need looking at. “Our recent work in this area does suggest that owners have become far more concerned about their levels of cyber-security. Many at C3IA have military backgrounds and the high net worth individuals do look favourably on this. “One reason high net worth individuals enjoy their yachts is that, because of modern communications, they can work wherever they are in the world. “But these same communications also mean the computers on board are subject to the same threats as those on land, such as ransomware, phishing emails or hacking. So they need the same level of protection. “Our methods are not just restricted to yachts and ships, but apply to any form of transport, including aeroplanes.” C3IA Solutions was one of the first six companies certified by the government’s National Cyber Security Centre (NCSC).

Fertility Lawyer Welcomes Change In Surrogacy Law A Dorset fertility lawyer has welcomed a change in the surrogacy law which will allow single people to apply for parental orders. Suzi Denton, who heads up Ellis Jones’ fertility and surrogacy legal team, said she was “thrilled” at the reform. She added: “This puts single parents who are growing their families through surrogacy on the same legal footing as those who are married, in civil partnerships or in long term relationships. “It is great news not just for single parents but for everyone in the surrogacy community in the UK.” Under UK law, the woman who gives birth to a child is automatically considered the child’s legal parent, no matter where in the world the child is born. A parental order is the means by which legal parenthood is transferred from the surrogate (and her spouse or civil partner, if she has one) to the intended parent or parents. Before the law change, the legislation that established parental orders - Section 54 of the Human Fertilisation and Embryology Act 2008 – only permitted couples to apply for orders, leaving the children born to single people in legal limbo. This led Sir James Munby, then President of the Family Division of

the High Court, to declare the law incompatible with human rights legislation in the case Re Z in 2016. A remedial order was drafted and laid before Parliament in 2017 and after several revisions it was approved by both houses and signed by the minister in December, coming into force this month (January). Suzi, who launched Ellis Jones’ new fertility and surrogacy service last October, said: “The reform is long overdue and very welcome. “Although single people were able to have children through surrogacy before this change, the process for securing their legal parentage was much more complex. “We are thrilled with this longawaited news, and look forward to supporting many more single parents through the parental order process in the years to come.” www.ellisjones.co.uk 33

n April 2017, new upgraded facilities were opened at number 22 Cobham Road. A new administration building, engine production hall, warehouse, the first new production test cells, including the best-in-class data capture standards and a new world-class paint facility have all been built. Caterpillar Inc. has invested in the future of the Wimborne facility, enabling the facility to grow and to support the delivery of great products for Caterpillar customers worldwide. “As a facility we are building on a tremendous history,” comments Andrew Goldspink, general manager at Caterpillar Marine Power UK Ltd. “We have a growing team here in Wimborne, and we are supported globally by the Caterpillar and Perkins brands. In October 1968, John Freeman founded Sabre Engines Ltd in Poole, Dorset and as a company they enjoyed early success in both local and international powerboat races. Victories included the 1972 London to Monte Carlo endurance race. Sabre was so successful that in 1975 they moved to Cobham Road, Ferndown where they could increase their capacity. They occupied number 22, the very same site Caterpillar Marine Power UK Ltd occupies today. In 1991 Sabre Engines Ltd first collaborated with Perkins Engine Company Limited, resulting in the Perkins Sabre engine. The Perkins Engine Company was purchased by Caterpillar Inc. in 1997, and three years later Sabre Engines Ltd was also acquired. Perkins Sabre engines were then marketed through Perkins, under

their marine division based in the Wimborne facility. The core engines would now be purchased from the company headquarters in Peterborough, and then made suitable for marine use at the Wimborne facility. Perkins marine engines were sold and supported globally via a network of approved Perkins Distributors, managed from Wimborne. The same entity that first established themselves back in 1968 is now part of Caterpillar’s marine business. The Wimborne facility designs, manufactures and sells marine propulsion engines (400 – 1000 hp), marine auxiliary diesel engines and marine diesel electrical generators from 5 kWe to 165 kWe, exclusively for marine applications

Dorset Care Matching Website Celebrates First Birthday With One Of The Big Five Care Groups Signing Up To The Website Bournemouth based CarehomeBedFinder is an online website that speeds up the process of searching for care by matching the care needs of those looking, to the right care home with the right care provision. The well thought out website is extremely user friendly and with many unique features including a shortlisting facility that alerts you if a bed becomes available in a home that you like. A ‘Care Passport’ facility that contains information that can be emailed directly to the home, an ‘Ask the experts’ page for up to date information regarding funding and estate management. With other unique useful time saving features the site has just landed it’s largest client so far. One of the biggest care providers in the country has signed up to the CarehomeBedFinder platform raising the total to 550 featured homes onsite in the first year. KFA Connect Ltd Operations Director Juliet Ward, was one of the first to bring her dogs Kiah and Jazz to work 5 years ago, says that many clients and suppliers who visit their offices are impressed with the warm welcome offered by some of the 8 dogs who daily accompany their owners to work. Other staff own an additional 9 dogs but these only attend on special occasions! “What is incredible is that all the dogs get on very well. The newest member Maisy, owned by Emily, one of our Developers settled in very fast last Summer. Winter Gardens And Bournemouth University Developments Pave The Way For A Bright Future In Urban Dorset The much-anticipated planning approval for the Bournemouth Winter Gardens development, brought to fruition by the Bournemouth Development Company (BDC) in conjunction with Savills planning at Wimborne, will become one of the largest developments seen in Dorset in recent years, heralding an anticipated change in fortunes for the newly created ‘Urban Dorset’ unitary authority.

Harnessing The Power Of China’s ‘Super App’ by Emma Glazier, Head of Social at Crowd

China currently has a population of 1.37 billion people, who spent 91.8% of all time spent online on social media. This significant number is largely due to a social networking app in China, sometimes called ‘the app of everything’ - WeChat. It was launched as a messaging app in 2011 by media company Tencent.

ver the last few years, WeChat has completely transformed how people communicate, find information, shop, work and manage day to day life. The complex functionality and capabilities of WeChat set it apart from any other social network in the world and given the size of the consumer market in China, it is easy to see why it has captured the attention of many Western marketers. WeChat and its functions At its core, WeChat is an instant messaging app, but it has grown into a vast ecosystem of features from communications to shopping, gaming, banking, appointments and travel. With 1 billion monthly active users (Tencent 2018), WeChat essentially allows you to do anything you would want to do online. Some of the more unique features are Shake and Enterprise. WeChat’s ‘shake’ function allows users to connect with any user or corporate accounts. Offline retail businesses, including MBS Singapore and ION Singapore have used this feature to send personalised offers based on the user’s location. Another example is Burberry, which has used the ‘shake’ feature to invite followers to exclusively virtually attend new store openings and events. Whereas,

Enterprise is a special version of WeChat intended for business communication, management and work purposes. This feature allows employees to track their annual leave days, expenses and reimbursements and clocking in and out. There are two types of accounts (service and subscription), and the choice depends on the nature of your brand/service and what you’re looking to achieve on WeChat. For example, many luxury fashion brands such as Mulberry and Burberry have used WeChat service accounts to develop rich and immersive experiences for their followers to drive awareness, engagement and build loyalty via a customer database. The power of the mini-program WeChat also has ‘mini-programs’, which are applications that sit within the WeChat ecosystem, facilitating a wide range of advanced functions without the need to download or install separate applications to the phone. For brands, it presents an opportunity to give consumers a more immersive experience and build a deeper connection with their audience. For example, City Experience has built a mini-program in collaboration with Tourism Australia, Visit Britain, Dubai Tourism and Destination DC (Washington) which helps Chinese travellers to explore destination guides, interactive maps,

audio guides, restaurants and tourist attractions before and while they visit the destination. Many Western brands are reaping the benefits of building ecommerce mini-program applications into accounts. For example, Montblanc tapped into the significance and popularity of Chinese astrology and the phases of the moon to raise awareness of its Meisterstück Heritage Perpetual Calendar and Bohème Perpetual Calendar Jewellery watches, which come with a feature to track the wax and wane of the moon on the watch dial. Followers of the brand could input birthdate and gender into the app to receive a tailored message about how the moon phase at the time of their birth affects their work and personality traits, creating an innovative and interactive way to communicate with customers. WeChat and social commerce Social commerce is a nationwide phenomenon in China and is becoming more dynamic as the market grows and more brands and stakeholders are entering it. The credit card was never widely adopted in China and the ease and convenience of mobile payments, via QR codes now dominate. It is fair to say that WeChat took a significant step forward by launching its ‘digital wallet’ WePay in 2014, taking on the then market leader, AliPay.

As the market matures, running a profitable WeChat store is becoming more challenging as the competition for attention on the platform is on the rise. Brands will need to combine high impact creative with optimised promotion techniques to stands out in such a ‘noisy’ market. What does the future hold for WeChat? There is no doubt that WeChat is a dominant channel in China and we expect it to become even more significant for international brands in 2019 and beyond. WeChat’s ambitions have been bold, and it has evolved from a social channel to a ‘super app’ in a short period of time. We believe that the company will further integrate WeChat functions to monetise gaming products. It has developed several popular games, including the 50 million players-a-day Honor of Kings (with which they have done a deal with DC Comics). As it looks to grow its gaming credentials and offering, there is an opportunity for WeChat social functions and WeChat Pay microtransaction functions to be easily integrated into other popular games on the platform. Furthermore, luxury brands in sectors such as fashion, beauty and lifestyle have started to create more meaningful partnerships with some of China’s leading opinion leaders. While influencer marketing is not a new concept, these partnerships will now go to a different level with key opinion leaders opening their own ecommerce stores on behalf of brands. Tencent is focusing more on building business partnerships and monetising its user base to enable more Western businesses to launch and grow in China, as opposed to international user growth. 43

WhatsApp Boss At ViewHR we thought we'd follow the growing trend of WhatsApp use in businesses. Increasingly, Sarah and I are leisurely told by businesses about their team ‘WhatsApp groups’ and all the funny stories on there. If I’m honest, my first reaction is to gasp at the potential risks of such WhatsApp groups and the HR webs we can end up unravelling, whilst at the same time, trying to balance in my mind the potential team benefits of such groups. WhatsApp can be a great benefit to employees, as long as it is used correctly. Due to the informality of WhatsApp, it can, however, be too easy for people to act inappropriately or find themselves in breach of company policies, without realising the impact of their behaviour.

The risk of breaches of confidentiality – even inadvertently, something confidential could be released in a WhatsApp group.

The risk of reputational damage to the business – when inappropriate (often unknown) WhatsApp messages are disclosed to a wider audience.

The possibility of crossing personal boundaries and/or breaching company guidelines/policies.

The risk of bullying and harassment – it can be used as a tool for bullying by employees.

The risk of inappropriate comments – it’s easy to make ‘off the cuff’ remarks and the written word can so often be misconstrued and misinterpreted as something entirely different to that which the sender originally meant.

With the deadline for Brexit looming large, and the possibility the UK will leave Europe with a “no deal” by default, how are Dorset Businesses making preparation to safeguard for the immediate future?

D

o you know how Brexit will impact your business or who to contact to help you make an informed decision about the future of your business? Discussions with our Gateway customers have highlighted the many concerns businesses have regarding Brexit. Numerous companies have reported that the uncertainty is hampering short term business plans or decisions, with many busily creating contingency plans for any possible adverse effects after 29th March. The Gateway has spoken to a variety of companies who are actively stockpiling to combat the possible effects of Brexit. Some are frustrated with the lack of clarity and need to know what the changes will be before they can take any business decisions or create a workable strategy. Declan O’Toole’s “Bring Back Lunch” catering company produces 2000 meals per day. They have been actively stockpiling for several months and are comfortable that they have made provision for enough back up stock to ensure continuation of service for up to 5 days “whatever the outcome, but there is no refrigeration or freezer space to be had anywhere”. Another local export company, who owns a vast amount of storage space, recently told the Gateway that their containers are fast being filled to maximum

capacity, due to stockpiling by concerned business owners. Successful start-up, Conker Spirit’s Rupert Holloway commented: “Our hearts are set on moving into exporting our spirits, so we hope for an outcome that supports our growth into continental Europe. That said, as a startup we are used to taking on a challenge!” Some Dorset companies are angry because of the lack of clarity. One local business (who asked to remain anonymous) stated: “Business just wants certainty and a way forward…. What are the rules? If I know what the rules are, I can deal with them and make my plans”. The Chamber Network is focused on the practicalities of Brexit for business communities across the UK. Since the referendum, the Chamber of Commerce Network has been working, together with members, to identify areas where companies have concerns and calling for government to answer those practical and pragmatic questions. The UK's departure from the EU is one of the biggest economic changes in a generation. Since the EU referendum in June 2016, business communities across the UK have faced unprecedented levels of uncertainty about future trading conditions and whilst the final outcome remains unclear, the BCC has created a Brexit Hub

On Friday 18th January, local Dorset manufacturer Lush hosted a meeting on behalf of Dorset Engineering and Manufacturing Cluster (EMC) and EEF – The Manufacturers’ Organisation. The event, which aimed to provide an insight into the conversation that EEF is having with government, highlighted some harsh implications for British manufacturers if the UK leaves the EU with a “no deal”. Stephen Phipson CBE, Chief Executive EEF, stated in no uncertain terms, that the UK is not ready to leave with “no deal” and laid out many reasons that this would cause turmoil and disruption including: new and increased customs costs and tariffs; delays and disruption at ports and the possible collapse of supply chains. Tim Thomas, Director of Employment and Skills Policy at EEF spoke informatively about the increasing issues businesses are facing due to skills shortages. For example, workers from Europe are no longer confident about their future rights to live and work in the UK and are therefore decreasing in numbers causing real concerns for all industries in Dorset. When asked “What can be done at this stage?” Stephen Phipson said that businesses should continue to contact their MPs either individually or collectively, to ensure their voices are being heard with their views represented in parliament. Making Tax Digital:

A Fundamental Change To Tax Administration In this article, Dorset Chamber Business Partners, PKF Francis Clark, provide practical advice and information on the forthcoming changes in the taxation system. Today, digital content is readily available on your smartphone, tablet, desktop or laptop. We expect this data to be relevant and current, and we are accustomed to paying for these services via monthly subscriptions in our personal life. So why not apply that accessibility, visibility and flexibility to the way you manage your business finances? A number already are. To quote HM Revenue and Customs: “Businesses are increasingly seeing the benefits of digitisation. Millions of businesses are already banking, paying bills and interacting with their customers or suppliers online, and many are already using accounting software.” Are you? HMRC’s ambition with ‘Making Tax Digital’ (MTD) is to become one of the most digitally advanced tax administrations in the world. In the short term this means businesses will be required to make, preserve and then submit their existing tax records digitally. Over time though it is anticipated that MTD will eliminate many of the existing paper-based processes. Thus allowing business owners to devote more time and attention to maximising business opportunities.

Key dates for the implementation of these changes April 2019: All VAT registered businesses with a taxable turnover above the VAT threshold are required to keep their VAT records digitally and send their VAT returns using functional compatible software. Note, there is a 6 month deferral for certain entities, including VAT groups and Trusts. April 2020: Businesses and Landlords will need to keep their business tax records digitally and send quarterly summaries of their income and expenses to HMRC using functional compatible software

Making Tax Digital for VAT (MTDfV) MTDfV applies to all VAT registered businesses with a taxable turnover exceeding £85,000. With effect from the first VAT return commencing on or after 1 April 2019, affected businesses must maintain their VAT records digitally within software and file the VAT return to HMRC via an application programming interface (API) not the existing Government Gateway.

This is likely to spell the end of manual cashbooks and, what we call, shoebox records. As, by the earlier of the submission of the VAT return or its due date, the VAT relevant information must be stored digitally. This is the transaction detail and not summaries. It also places a question mark over spreadsheets. Sure, the records are maintained digitally, but does your spreadsheet have an API connection to HMRC? Various parties are now developing bridging software to bridge that gap; allowing you to upload your VAT spreadsheet to the cloud and file to HMRC. But we see this approach as a sticking plaster that misses the opportunity of digitalisation and goes against the general direction of travel for business and tax administration. Larger businesses with on premise ERP solutions, or those with complex group or partial exemption calculations may also require the use of bridging software where their own systems don’t have the capability. We will also be able to offer this service to businesses who require it.

Making Tax Digital for Income Tax – pilot phase The Making Tax Digital for Income Tax pilot is already available on a voluntary basis. If a business or landlord signs up to MTD, and has no other reportable income, they will no longer be required to complete a self-assessment return. We can therefore see the direction of travel for tax administration, and just how close we are to some fundamental changes. There are currently no proposals to change the dates by which taxes have to be paid or how they are accounted for, but this has previously been discussed by HMRC with accountants and businesses. Could it be that within the next 10 years that businesses will be paying one monthly, or quarterly, sum to HMRC for all their business tax liabilities?
