Overview Maguindanao is basically an Agriculture Province. It is blessed with rich Agriculture resources for socio-economic development of approximately 65% of the populace. The quality of life of the farming communities depends much on how the national and local government leadership develops the potentialities of the countryside. Farm animals play a very essential role in every Maguindanaoan household. It has become a necessity for every farmer who is engaged in farm-related works. They are raised as a source of food and as draft animals in farms to cultivate their soils. Likewise, they act as carriage support to the farmers and generally to augment the income of poor families. Thus, they can bridge them to improved living conditions. However, due to the ever-present, worsening poverty, many Maguindanaoan families have difficulty obtaining livestock to raise, as they are hard-pressed even, to provide food on their table, which further aggravates their status of living. No farm animals – no work – no income - no food. The animal - land ratio, as well, is uneven in our province. The wide land area of Maguindanao lacks these animals which

turns

the

uncultivated

soil

into

productive

agricultural

investment/resources. As a result, to address this problem, in accordance to one of the Eight-Point Agenda of our Governor, Hon. Esmael G. Mangudadatu, Poverty Alleviation; a Livestock Dispersal Program for the poorest among the poor tenants of the province was implemented.

Objectives 1.

To provide one (1) female carabao to each recipient who are among the poorest among the poor, and a member of the cooperative-beneficiary.

2.

To extend assistance through technical supervision and support, and to educate the beneficiaries on livestock raising.

3.

To ensure sustainability of the program by redispersal of the first female offspring of the dispersed animals to another set of beneficiaries.

4.

To upgrade the economic status of the people in the province.

Human Resources In the conduction of the program, the following human resources participated: 1. Provincial Veterinary Office Technical Personnel 2. Provincial Planning and Development Office personnel 3. Office of the Provincial Agriculturist personnel 4. 22 Municipal Agricultural Officers 5. BLGU A Program Management Team was organized to spearhead the monitoring and supervision of the program.

Beneficiaries The following are the qualification of the recipients: a. He shall be a farmer. b. He shall be an indigent member of the community. c. He shall be a resident of the LGU for at least 5 years. d. He shall be an active member of a local farmer association or cooperative.

Agreement Farmers and Provincial Government of Maguindanao 1. Recipients should attend and complete the trainings and seminars on livestock disease and health management provided prior to and after dispersal. 2. Recipients shall be responsible for the well-being of the animal and will be held liable for any case of loss, death or any untoward incidents that may happen to the animal, in which case, the recipient should immediately report to the MAO for proper action. 3. Recipients should turn over the first female offspring to the next set of beneficiaries selected by the PGOM, upon reaching 8-10 months of age. 4. Recipients should coordinate with the province with regards to the case status of their animal. 5. Recipients must participate during the monitoring and evaluation that will be conducted by the PGOM to assess and rectify problems that may have occurred during implementation.

Qualifications of the Working Animal Each of the working animals must have these minimum qualifications: - Must be a female carabao - Without physical defect or abnormalities - In good condition and free from diseases as certified by a veterinarian - Suitable for breeding and draft purposes - Must be 2 ½ to 3 years old of age - Must meet the 200 kg minimum weight

LIVESTOCK DISPERSAL PROGRAM As one of the Eight-Point Agenda of our Governor, Hon. Esmael G. Mangudadatu, Poverty Alleviation, a livestock dispersal program benefitting the poorest among poor tenants in the province was implemented. The program started in August, 2010, and had distributed a total of 96 heads female carabaos in 6 municipalities; 29 heads for Ampatuan, 13 heads for Buluan, 2 heads for Datu Saudi, 25 heads for Datu Montawal, 2 heads for Parang and 25 heads for Rajah Buayan. Recipients were selected based on the poverty-related indicators available at the MLGUs. Sustainability of the program is a joint responsibility of the LGU, MAO and PGO and will be ensured through regular monitoring and provision of technical inputs until each dispersed carabao produces 1 female offspring, which will then be dispersed to another set of beneficiaries identified by the PGO.

Other Major Programs GENETIC IMPROVEMENT PROGRAM One of the major thrust of this office is the Livestock Upgrading Program for cattle and carabao. We see the need to put emphasis on the efficient utilization of superior genetic animals to improve the production of potential local carabao and cattle in the province. It is a collaborative task between DAF – ARMM and the Provincial Veterinary Office. This Office provides the technical manpower and other medical supplies while DAF ARMM provides the equipment and other materials. This is being implemented to the different barangays in the province giving priorities to every barangay captain’s requests, livestock farmers, cooperatives and organizations. Artificial Insemination activities had been put on-hold the previous year due to inavailability of semen from DAF-ARMM. However, this 2011, the office is really looking forward to resume the program as DAF-ARMM is already preparing for another refresher course and Phase II Training on Artificial Insemination for our technical personnel.

ANIMAL HEALTH PROGRAM The Animal Health services were provided with the vision of providing a healthy herd that allow for unhampered growth of livestock and poultry in the province, thus, ultimately upgrading the economic status of the families. This is being done through conduct of consultation, physical examination, mass deworming, supplementation of vitamins and minerals, and minor surgical activities such as castration, abscess draining and treatment, wound debridement, etc. A total of 9,021 heads of cattle, 6,781 heads of carabao, 15,781 goats, 413 horses and 4,627 heads dogs were dewormed against roundworms, tapeworms and flukes; and administered with ivermectin against external parasitism. For the multivitamins supplementation, 10,545 heads cattle, 7,769 heads carabaos, 18,431 heads goats, 529 horses and 1,375 heads swine were given Vitamin B complex and Vitamin ADE to aid in their fast growth and reproduction, and strengthen their resistance against diseases.

ANIMAL DISEASE PREVENTION AND CONTROL PROGRAM This is a regular program that aims to eradicate economically important diseases in our locality. A total of 6,704 heads of cattle, 4,563 heads of carabao, 13,493 heads of goats were vaccinated against Hemorrhagic Septicemia diseases. A total of 659 heads of swine successfully vaccinated from Hog Cholera disease. Rabies eradication program in the province was also accomplished especially in the Christian populated areas through mass immunization. VETERINARY CIVIC ACTION PROGRAM (VETCAP) The office had also actively participated in the Veterinary Civic Action Program, a joint activity conducted by the Philippine Army, U.S. Armed Forces, and the LGU of Mamasapano, Sultan Sa Barongis, Paglat, Pandag and Gen. Salipada K. Pendatun municipalities as part of the Makabayan Peace Caravan program of the AFP. Farm animals in these areas were provided with different veterinary

services

which

included

deworming

against

internal

parasites,

delousing or ectoparasite elimination, vitamin supplementation, consultations, and general physical examination, conducted together with the U.S. Army Veterinarians Dr. Stephen Goldsmith, Dr. John Beckett, Dr. Bruce Lancaster and their colleagues in the army. Lectures on livestock and poultry production and health management were also conducted by the office to promote awareness and improve the technical knowledge of farmers for a more efficient livestock farming in the province.

ZOONOTIC DISEASE (Rabies) Rabies is a zoonotic viral disease, a disease that is transmitted to humans from animals through close contact with infected saliva via bites or scratches. Dogs are the main host and transmitter of rabies and the cause of 99% human rabies deaths. The province has a total dog population of 12, 926 as of year 2010. This year, the Provincial Veterinary Office, conducted anti-rabies mass vaccination throughout the province and had a total of 6,471 dogs (50.01% of total population) successfully protected against the disease.

BIRD FLU Monitoring of this dreaded disease was maintained as it still poses threat to both poultry production and public health, specifically in Liguasan Marsh, the main area where the disease might occur due to seasonal migration of wild birds. Domestic and migratory birds were constantly monitored with the cooperation of local residents. Ducks (itik) that were transported into and through the province were also inspected, the caretaker interviewed for possible occurrence of bird flu manifestations or symptoms, or any inexplicable mortalities.

CAPRINE ARTHRITIS AND ENCEPHALITIS (CAE) PREVALENCE MONITORING Caprine arthritis and encephalitis is a viral-caused, colustrum-transmitted, without known cure, no sure prevention, permanent infection of goats that causes death among kids due to encephalitis; and a disease syndrome among adult animals which include arthritis, lameness, mastitis, pneumonia and paralysis. In the last quarter of 2010, the Mindanao-Visayas Caprine Arthritis Encephalitis Control Project (MinViCAECoP) was organized with the main objective of control and eradication of CAE among goats in Mindanao and Visayas Regions. A series of meetings were done where concerned authorities convened to discuss the proper series of actions to be done for the envisioned eradication of the disease. An orientation for MAOs of different municipalities of Maguindanao was held last November to commence the project in our turf. A province-wide blood sampling for the determination of the prevalence of the disease among goats is now ongoing in the 14 randomly selected barangays out of the 36 municipalities and 5 identified goat farms in the province.
