Overview One of the goals of the government is to broaden the access of deserving and qualified students and assist them in their pursuit of a higher education in accordance with the Constitutional mandate, Article XIV Section 2(3) states that “the State shall establish and maintain a system of scholarship grants, student loan programs, subsidies, and other incentives which shall be available to deserving students in both public and private schools, especially to the underprivileged”. The new administration included in the eight point development agenda the access to quality education. It envisions empowering the people through education thus desirous to establish a scholarship program through an executive order dubbed as “Maguindanao Program on Educational Assistance and Community Empowerment (MagPEACE)” to be implemented in the different partner schools/universities.

In order to achieve total development of the grantees, they will be organized to form the MagPEACE society per school. Every MagPEACE society has their set of officers. The society will conduct series of program, projects and activities implemented both school based and province wide. These will serve as exposure to the students and empowering the communities as well.

The program will be implemented in the nine (9) partner-universities operating in Maguindanao and nearby provinces with Maguindanawan students. It targeted incoming first year maguindanao resident-students belonging to the less fortunate members of the society. The tuition fee of the students will be shouldered by the program at the maximum amount of three thousand pesos per semester.

Objectives The scholarship program aims the following specific objectives: a. Provide education assistance to the poor but deserving students in order to continue their tertiary education; b. Organize students as partners in implementation of community empowerment activities; c. Expose the students for better understanding of their chosen field; and d. Mold the students to become catalysts of change and front liners in promoting the advocacies of the province.

The Executive Committee provided General Criteria of Eligibility in order to select the most qualified indigent as beneficiary of the program. The applicant must possess the following qualifications: a. b. c. d.

Must be a bonafide resident of Maguindanao. Must be a Filipino Citizen Must not be more than 25 years old at the time of application. Must be Fourth Year High School with a weighted grade average of at least 85% with no final grade lower than 82% in any subject or graduated valedictorian or salutatorian. Must be of good moral character. Must have a combined family income of Php 96,000.00 or less per year. Must comply with the documentary requirements and submit them on or before the deadline set by the Scholarship Committee. Upon submission of all the documentary requirements, must pass the interview to be conducted by the Scholarship Committee. Applications shall be considered for the 1st semester of the next academic year. Must pass the entrance exam of the preferred school. Must not be a grantee of any scholarship program other than MagPEACE.

General Criteria of Eligibility

There shall be set obligations of the scholar to qualify in the next semester. a. Must carry the regular academic load per semester required by the course b. Must not shift to any other course or transfer to another school. c. Must pass all subjects and maintain a general weighted average of at least 82% or its equivalent. d. Must submit schedules of payment, assessment form, registration form and receipts of tuition fee every semester per deadline set by the Scholarship Committee for liquidation purposes. e. Must submit copy of class cards, transcript of grades or any valid proof of grades obtained in the previous semester per deadline set by the Scholarship Committee for qualification purposes. f. Must finish the course within the prescribed curriculum period g. Must inform the Scholarship Committee of other scholarship grant/s from any other institution or agency and must furnish proof of such grant. h. Must shoulder all other expenses not covered by the scholarship grant i. Must inform the Scholarship Committee in advance of any prerequisite summer class or classes outside of the regular semester and submit document/s certifying such prerequisite. j. Must submit a copy of diploma or certificate of graduation upon completion of the degree or course and must render the required years of service (Return to Service Obligation). One Semester = 3 months Return to Service One Academic Year = 6 months Two Academic Years = 1 year Three Academic Years = 1 year 6 months Four Academic Years = 2 years k. Must not engage in illegal or immoral activities. l. Must update the Scholarship Committee of any change in contact information (such as mobile number, landline number, address, email address, parent/s contact number, etc). Must attend meetings set by the Scholarship Committee.

Approve the list of the qualified grantees in accordance with proper selection process and submits the final list to the school for implementation; d. Reserve the right to rescind or cancel the scholarship program or renew the same every semester when justifiable grounds exist;

f. Pay Tuition fees of the grantees provided that such payment should not exceed the amount of Three Thousand (P3,000) Pesos for each grantee per semester, primarily be based on the Official Assessment of all school fees and the excess thereof shall be considered book allowance of the grantees;

Obligation of the School a. Promotes the scholarship program through appropriate advertisements; b. Implement the program and exert all efforts to attain its general and specific objectives as stated in the Memorandum of Agreement; c. Orients the scholars on the rules and regulations of the program; d. Submits to the province through the secretariat of the Screening Committee scholastic ratings of the students not later than two weeks after the closing of enrolment the list of the scholars together with the photocopies of their accomplished certificates of enrolment (enrolment report); e. Submits to the province the same scholastic ratings of the students not later than two weeks after the closing of every semester (semestral

e. In coordination with the school, monitors the implementation of the program; and

performance report) together with the financial status report as basis for any succeeding fund release; f. Release the amount exceeding the tuition fee in the form of payroll as book allowance of the grantees; and g. Keeps a separate record of the scholarship fund in accordance with the accounting procedures and COA rules and regulations.

Selected members of MagPEACE Screening Team and Secretariat conducted Advocacy caravan in almost all the thirty-six municipalities last May 2 to 9, 2011. The caravan aims to extend partnership with the municipal local government units in searching for the poor but deserving students that would be applicants of the scholarship program. This is an augmentation of the intensified radio campaign which took off during the first quarter of this year. The team was fortunate to meet some stakeholders like local chief executives, municipal administrators, municipal planning officers, municipal sanggunian secretaries and others. Application forms and flyers were distributed while tarpaulins were posted as well in the entry point of the municipal hall.

Signing of Memoranda of Agreement The MagPEACE program opened a breakthrough of Education in Maguindanao. On July 17, 2011, there was momentous event in the history of the province took place in the Municipality of Buluan. Memoranda of Agreement of the scholarship program were officially signed by the different university presidents and the provincial governor. All the partner schools/universities were well represented during that event. The school heads brought along with them some of their key officials to signify their seriousness to be partners in the development of the scholars. All of the parties agreed to implement same type of scholarship program to all the nine (9) participating institutions. The occasion was witnessed by some of the Sanggunian Panlalawigan members, Local Chief Executives of the different municipalities, heads of the provincial department offices and other stakeholders.

The provincial governor, as well, stressed the significance of the program not only to the province but also on him as he will always be an agent in promoting education since he was then a municipal mayor. He believes that he will find better change and lasting peace through education. Thus, he is desirous to spread the scholarship program up to the innermost community of the province.

The provincial administrator emphasized on his welcome address the paramount consideration of Education in the pursuit of development of the Province as it is included in the 8-point Agenda of the Governor.

Screening and Interview The screening committee and the secretariat conducted series of screening and interview of MagPEACE applicants from May 9 to 31, 2011. The objective is to serve more applicants and to lessen their transportation expenses from their official station to the screening site. The thirty-six (36) municipalities were clustered into six (6) groups strategically selected according to locations. The first screening and interview was held at the Municipal Gymnasium, Shariff Aguak, Maguindanao last May 9, 2011. There were 410 students who participated coming from the ten (10) clustered municipalities of Ampatuan, Datu Abdullah Sangki, Shariff Aguak, Mamasapano, Datu Hoffer Ampatuan, Shariff Saydona Mustapha, Rajah Buayan, Datu Unsay, Datu Saudi Ampatuan and Datu Salibo. The local government unit of Shariff Aguak provided food to all of the applicants as a show of gratitude of the overwhelming response. Most of these applicants came from the conflict affected areas of the localities.

The next destination was realized on May 11, 2011 at the ABC Hall of the Municipality of Sultan Kudarat. There were also applicants from its daughter municipality, Sultan Mastura, as a clustered LGU. 295 applicants joined which some of them are working students in nearby establishments at Cotabato City. Municipality of Parang was the fourth location of the team. 375 students attended last May 12, 2011 which most of them belong to Iranun tribe coming from the clustered municipalities of Barira, Buldon and Matanog. There were also Christian students who we are settlers of Parang LGU who applied. The fifth selection venue was conducted at the Municipality of Pagalungan last May 13, 2011. 235 students participated which some of them came from the flooded areas of the local government unit at its clustered municipality of Datu Montawal. The last clustered municipalities of Gen. SK Pendatun, Mangudadatu, Pandag, Paglat and Datu Paglas were converged at Buluan LGU last May 16 and 17, 2011. 396 students queued just to be screened and interviewed. The same activity was simultaneously conducted in the Municipality of Upi with South Upi as its clustered area. 297 soon to be scholars attended. In order to look for commendable students, the team visited universities to conduct screening and interview. There were 40 students participated in the

The second selection of applicants took off at the Municipal Ground of Datu Odin Sinsuat Local Government Unit last May 10, 2011. Four LGUs were clustered such as Guindulungan, Talayan, Datu Odin Sinsuat and Kabuntalan. 260 students applied during the said activity.

Orientation and Signing of Contract The Provincial Government aspires to produce a fully developed youth as the assurance for a brighter Maguindanao. The scholarship program is the vehicle in molding these students to be a better individual in the future. In order to achieve its purpose and let the scholars to be the partner in the implementation of the program, the secretariat and some members of the screening committee conducted series of orientation in the different partner universities.

When all of the issues were cleared and the obligations were understood by the scholars, the scholarship contracts had officially signed by all of the passed-scholars. Two contracts were signed during that day. One contract was counter-signed by one of the members of the screening team as a temporary while waiting for the signature of the Provincial Governor. The same flow of activities was done in other partner institutions. The team was pleased to have the presence of some dignitaries of the universities during their orientations. The chancellor of Mindanao State University Maguindanao Campus, Bai Soraya Sinsuat, extended gracefully her appreciation to the provincial governor during the delivery of her message on the orientation last June 8, 2011 at the same university. The vice chancellor, school registrar and some college deans witnessed the activity. The president of University of Southern Mindanao-Kabacan, Mr. Jesus Derije, was profound in expressing his gratitude to the provincial government for choosing again USM as its partner school on his message last June 10, 2011. The president stressed and challenged the PLGU in deepening the help on the scholars by establishing a boarding house exclusively for them inside the campus. He directly offered counter-parting of resources in order to realize the plan.

The orientation started last June 6, 2011 at the Cotabato City State Polythecnic College. It was timely that morning of same day was the orientation of all freshmen students; thus, the team was able to gather majority of the passers. The overview of the MagPEACE especially the historical background of the program was discussed during the orientation. Likewise, the obligations of the scholar were explained thoroughly to them for violations of any of the provisions would mean removal from the program. After the presentations, the open forum was facilitated by the team. All questions thrown by the scholars were resolved during that day.

The team was overwhelmed on the warm welcome of the students during the orientation at Upi Agricultural School (UAS) last June __, 2011. The reception hall was filled with over 500 students from first to forth year. The university administrator, Engr. Sukarno Datukan, compelled the presence of all the faculty members to witness the said activity. He was cheerful in welcoming the team and gave emphasis in considering the activity as one of the momentous event transpired in their school. The administrator repeatedly stated on his message how grateful the school for making all of the students as scholars of the province. The school president was represented by her Vice President on Academic Affairs, Dr. Rebecca Loja, during the orientation at Magsasaka Hall, Sultan Kudarat State University last June 15, 2011. She delivered the greeting of thanks of the president to the provincial government for choosing the school as one of the partners in developing the students of Maguindanao.

The representative of the Abpi clan and administrator of the Gani L. Abpi College, Inc, Engr. Ysmael Abpi, was represented by his sister, School Registrar Jane Abpi, during the orientation on June 27, 2011. She was discreet not to miss any on the message of thanks of the family to the provincial government for providing education program to this family owned school. Professor Armando Pananggilan, the principal of the USM Buluan Campus, conveyed his heartfelt appreciation to the provincial governor for putting into reality his promise for the students of the campus on his welcome address last July 7, 2011. The principal is optimistic that the good governor will not allow the school to be left behind when it comes with education capacity. He stated boastfully the plan of the governor for the school on one of their meetings.

MagPEACE Society Every partner school/university has its organized MagPEACE society. All of the scholars are member of the society. The election of officers was conducted per school in order to fill in the vacant positions of president, internal and external vice presidents, secretary, assistant secretary, treasurer, assistant treasurer, press relation officer and business manager. Each of colleges/departments has also selected their own representative to complete the set of officers. These officers would be the partner of the provincial government in managing the scholars and in the conduct of different programs, projects and activities (PPA). The school on the other hand will provide adviser in each society.

In order to harmonize the operation of the MagPEACE, the set of officers will be federated. There will be federation president, vice-president, secretary general, treasurer, auditor and press relation officer. These officers will be having their office in the MagPEACE provincial office situated at the Provincial Satellite Office, Buluan, Maguindanao. All MagPEACE societies will craft their own one-year PPAs. These PPAs will be implemented either by the scholars themselves or in partnership with the province. The provincial government will extend assistance to these societies in order to operate and put into reality their plan. MAGPEACE SOCIETY OFFICERS

In the same manner, MagPEACE office will be established in every school. It will be utilized by the officers as their post in performing their duties and functions. The office, as well, will be the gateway of the provincial government in delivering their PPAs not only in the school but also their surrounding communities. It will also be the medium between the provincial government and the scholars. All of the announcement will be posted within the office. Likewise, all of the needed requirements from the scholars will be submitted in the office.
