The new national figures show South Yorkshire has the fifth highest general crime rate in the country. There were 69 offences recorded in the force area per 1,000 residents last year, a figure only higher in Humberside, Cleveland, West Yorkshire and London. Greater Manchester Police recorded 66 crimes per 1,000 residents, while in the West Midlands, which serves Birmingham, the rate was 63.

The Office of National Statistics data showed sexual offences went up 26 per cent. The police and Sheffield’s Rape Crisis centre manager said more people were coming forward due to the ‘Jimmy Savile effect’ and a spate of other high-profile sex cases.

The total number of crimes dropped by 3,117, or 3 per cent, to 93,209 between October 2012 and September 2013.

Deputy Chief Constable Andy Holt, of South Yorkshire Police, said Sheffield was still one of the

safest cities in the country.

The crime figures showed robbery rose 27 per cent and violent crime was up 1 per cent in South Yorkshire. Thefts fell 1 per cent, drugs offences, theft of motor vehicles and possession of weapons were down 11 per cent, while criminal damage and arson fell by 9 per cent. Reductions in burglary and vehicle crime were among the ‘best in the country’ but residents could help by locking their vehicles.

COUNCIL TAX FREEZE ANNOUNCED Hard up Sheffielders have been thrown a financial lifeline by council leaders as they reveal today they are freezing council tax once again – despite having to contend with the deepest cuts to council funding in decades.

As evidence reveals people are feeling the pinch this year more than ever as the cost of living and energy bills continue to soar, Sheffield City Council is proposing to not put up council

tax.

This comes as the council announces it has been able to balance its budget this year, amid shrinking Government funding and other pressures. The council is currently on track to save £54m this year but has a further similar amount to save next year.

As it prepares to set its 2014/15 budget on top of £180m of savings over the last three years, the City Council says it now has fewer and fewer 'efficiency' options left and warns that it is going to get harder to protect services in the future.

Parking Offence Fines Could Be Cut A five-minute grace period for motorists who overstay their parking is on a list of proposals being considered by the Government to make parking enforcement fairer.

Many councils say they already allow motorists to stay for a few minutes longer before writing a ticket but it is a grey area which would be cleared up if written into law.

The Government is now committed to reining in over-zealous parking enforcement and unjust parking practices. It is not fair to motorists and needs to stop.

Changes could see the end of CCTV being used for on-street parking, unnecessary yellow lines and the introduction of compulsory 'grace periods' at the end of paid on-street parking."

The public is very concerned when they're paying out penalty charges.

Sometimes they think that they were misled and that signs were not clear.

And often they believe that those charges are levied for the purpose of raising revenue. It would actually be illegal to do that so councils have to be much more transparent about what money they raise."

The Government is also

planning to make signage clearer so motorists do not get confused about local parking enforcement rules. Councils will have to prepare annual reports in which they reveal how much income they make from parking charges and fines.

They will also be reminded that parking fines are not a "cash cow" and should not be used to raise money for council spending.

Local councils receive about £500m a year in income from motorists for parking and penalty charges, all of which is spent on roads and transport.

The Treasury received about £45bn a year in taxes from motorists, of which about £10bn goes back into transport, so it's pretty clear that the taxpayer isn't getting as great a deal from central government as they are from local government.

SHEFFIELD WARD SHUTS AS BUG CASES RISE A hospital ward in Sheffield has been closed to new admissions while others are under restrictions following an outbreak of the winter vomiting bug. It is not the first time ward at NGH have been hit by the bug. The winter of 2012/13 saw the same action.

Cases of Norovirus have been low so far this winter, but this has begun to change. Levels in the community are now increasing and this is being reflected in the hospital. A number of patients are being treated for the virus at the hospital. as ward closures are imminent and precautionary measures taken to prevent the bug spread-

ing, patients usually make a full recovery within two days. Symptoms of Norovirus are diarrhoea, vomiting, fever, weakness, dehydration and interference with medications To minimise the risk of the bug coming into wards from people in the community, visitors should wash their hands with soap and hot water when entering and leaving wards, and avoid sitting on patients’ beds or chairs. Visitors should also ‘not be afraid to check’ whether staff have decontaminated their hands by washing them with soap and water, or an alcohol hand rub.

600 NEW HOMES TO BE RENTED ACROSS SHEFFIELD OVER THE NEXT 6 YEARS More than 600 new council homes are to be rented out across Sheffield over the next six years to meet demand for affordable properties. The city’s housing stock is to be boosted through a combination of new building projects and the refurbishment of homes which are currently standing empty. It is the maximum number the city council is able to create under current Government borrowing rules.

Also planned is a replacement programme of kitchens, bathrooms, double glazing and door renewal in homes that have not had any previous work carried out over the last 10 years.

The programme will cover around 7,000 of the 12,790 properties which are expected to need attention over the next

four years.

Another priority is to upgrade communal areas at all 12,000 of the council’s low rise flats and begin design work on the communal areas to 3,000 maisonettes.

The aim is to make flats a more attractive proposition to people wishing to move into smaller properties.

NEW STUDENTS ARE URGED TO GET THEIR LOAN BIDS IN EARLY Sixth-formers in Sheffield are urged to get their applications for student loans in early this year - to ensure cash is in their accounts when the term starts.

Applications are already being accepted, with 91,000 expected from Yorkshire alone – but officers say many teenagers leave it to the last minute.

In previous years, some undergraduates have had to wait

for the first few weeks of their course for their loans to come through.

Student Finance England says several improvements to the system have been introduced this year.

Checking incomes is the most problematic part of the process, but last year 75 per cent of applications were verified without the need for further evidence.

Imran Khan Launches Talent Hunt To Fight Terrorism With Cricket Imran Khan, former cricketer and now leader of the governing party in Khyber-Pakhtunkhwa province, launched a scheme to scout for cricket talent as part of his Pakistan Tehreek-e-Insaf’s antiterrorism efforts.

Khan, who led Pakistan to World Cup glory in 1992, said he hoped finding new talent would help Pakistan win the title once more.

“This is the start to a campaign to unearth talent in [KhyberPakhtunkhwa] who will in turn bring another World Cup to Pakistan,” said Khan.

The PTI faces the challenge of bringing peace to the country’s worst-hit province, with Khan

a vocal advocate of holding “peace” talks with the Taliban.

“I hope and pray that peace is restored in every part, including the [federally-administered tribal areas], where a lot of cricket talent needs to be unearthed,” he said.

Khan said he was himself unearthed by a talent-hunt scheme.

“Forty years ago I went to Lahore University grounds and was selected as a 16-year-old boy,” he said. “When I launched the first scheme in Karachi 20 years ago we unearthed Shahid Afridi,” he added, describing the all-rounder who still plays limited-overs cricket for Pakistan.

Cricketer Shahid Afridi has endorsed the initiative. Afridi, also present at the launch, said young Pakistani talent was needed to supplement people like Khan both in cricket and politics as well as to divert young people away from extremism. “It’s a healthy activity and will help divert the youth to constructive activities, so I request the youth to support Khan, both in cricket and politics,” said Afridi.

Under the scouting scheme, eight teams will be selected throughout the province and selected players will be recommended to Pakistan’s national selectors.

A new version of the London black cab has been launched by car company Nissan. The company promises that its new 1.6 litre petrol-engined taxi will be cleaner than the current diesel cabs being used in the capital.

The new cab comes with round headlamps and a remodelled grille as well as new front-bumper panels.

It is a remodelled version of the vehicle first unveiled in August 2012, with modifications. The new-look taxi has been developed by Nissan's European design centre in Paddington, west London - the same design centre responsible for the Qashqai and Juke models.

Nissan has ensured that this latest version adheres to the

strict Transport for London regulations governing the capital's black cabs, known officially as Hackney Carriages, including the required 25-foot (7.6-metre) turning circle Equipped with an automatic gearbox and strong lighting to show off the traditional taxi sign, the new cab will go on sale in London in December 2014.

Parents Fined For Taking Children On Term-Time Break A father fined £630 for taking his children on a week-long break in Greece during the school term has accused the government of imposing "inflexible" holiday rules on headteachers.

Stewart Sutherland and his wife, Natasha, were also ordered to pay £300 in costs and a £63 victim surcharge after appearing in court last month.

The couple, say they were forced to take a holiday during term time as work commitments meant they could not get time off work. The court heard that

the couple had not been given authorisation to take the children out of classes during the holiday last September and then opted not to pay a £360 fixed penalty notice.

The new rules bar head teachers from granting absence unless there is exceptional circumstances. Teachers are now under huge pressure to drive up standards and make sure children do well in examinations. The amount parents can be fined for offences under the 1996 Education Act has recently been increased.

A spokesman for the Department for Education said: "Poor attendance at school can have a hugely damaging effect and children who attend school regularly are nearly four times more likely to achieve five or more good GCSEs than those who are regularly absent.

"Parents should never simply discount a possible penalty notice from the cost of a cheaper holiday, because this is a criminal offence and when doing so they are always risking prosecution."

Houblon £50 Note To Be Withdrawn Around 63 million £50 banknotes bearing the portrait of the first governor of the Bank of England Sir John Houblon are to be withdrawn from circulation.

From April 30, only the £50 note which celebrates the 18th century business partnership of entrepreneur Matthew Boulton and engineer James Watt, who helped forge the Industrial Revolution, will hold legal tender status, the Bank of England said.

Around 224 million £50 notes worth £11.2 billion are in circulation, of which the Bank estimates 63 million with a total value of £3.2 billion are Houblon notes.

From May onwards, retailers are unlikely to accept the Houblon notes as payment, but most banks and building societies will still allow customers to de-

posit them into their accounts.

Barclays, NatWest, Royal Bank of Scotland (RBS), Ulster Bank and the Post Office have agreed to exchange the older-style £50 notes for both customers and non-customers up to the value of £200 until October 30.

If people do not pay in or exchange the Houblon £50 notes by the withdrawal deadline,

this does not mean that the notes then become worthless.

All notes that have been issued by the Bank whose legal tender status has been withdrawn are covered by its "promise to pay".

So if you have any Houblon £50 notes, it's best to spend, deposit or exchange them before April 30.

Shop fronts in Spital Hill are set for a revamp as part of a plan to turn it around from being one of the city’s worst-performing shopping areas. Retailers in the area, which is mostly made up of small independent shops, restaurants, cafes and takeaways, are to get help to try to turn their fortunes around.

The Spital Hill Shop Front Scheme, launched by Sheffield Council, will spruce up the frontages of businesses to create an attractive centre that people can be proud of. It is hoped the improvements will then attract further investment from the businesses themselves.

Coun Harry Harpham, council spokesman for neighbourhoods, said: “Spital Hill could be a thriv-

ing and successful district shopping centre. It has a strong community, a good range of shops and community facilities, and access to transport links – but it needs a helping hand to reach its full potential. We believe that this scheme will help to create an attractive centre that people are proud of and will encourage further investment by the existing businesses. However, it will need the majority of independent owners to participate so that a sufficient impact can be made to the street scene.”

The programme is part of the wider regeneration of the Spital Hill area and is similar to the pilot Shop Front Improvement Scheme which was launched in Darnall last July.

Islam Channel In Trouble Over Sponsorship Credits Media regulator Ofcom has found the Islam Channel in breach of a rule in relation to sponsorship credits. The rule states that “sponsorship credits must be distinct from advertising. Motorist With 45 Points Still On The Road A motorist who chalked up a record 45 penalty points on his driving licence in a nine-month offending spree is still on the road. The driver, from Liverpool, was given the points between October 1, 2012, and June 20, 2013, for eight offences of either failing to disclose the identity of the driver or for speeding. GREATER PROTECTION FROM MENINGITIS C A new teenage booster injection for Meningitis C will be given to 13- and 14-year-olds in Bradford from February to improve the protection they get from the disease.

The additional dose will be given alongside the other routine vaccinations given to children in school at this age group.

Since the introduction of a Meningitis C vaccine (commonly known as the Men C vaccine) for babies in 1999, the number of cases of disease caused by meningitis C has

fallen by 95%. However, it does not protect against other causes of meningitis such as viruses or meningococcal type B. The objective of the change is to protect those aged under 25 who may be at increased risk from meningococcal C disease which causes both meningitis and septicaemia –the latter is also known as blood poisoning. New research has shown that vaccination later on in childhood provides higher levels of antibodies which last for

longer. Giving a booster at this age will give them the best protection possible.

In future young babies will continue to receive an initial dose of the vaccine when they are three months old with a second dose given after a year and a booster dose when they are aged around 14 years of age. This will extend the period of protection for teenagers and young adults at a time in their life when they are most at risk from developing the disease.

Pakistani And Bengali Communities More Susceptible To Electoral Fraud All voters should be required to show proof of identity when they turn up at a polling station before they can cast their vote, the official UK elections watchdog has said.

The Electoral Commission has called for a further tightening of the rules in an attempt to stamp out ballot-rigging and restore trust in the electoral system.

At the same time, the commission has launched a study into concerns that some South Asian communities - notably those with roots in parts of Pakistan and Bangladesh - were particularly susceptible to electoral fraud.

Sixteen local authority areas - all of them in England - have been identified as being at greater risk of complaints of alleged vote-rigging being reported.

The commission said it was essential that electoral registration officers, returning officers and police forces in those areas put in place measures to protect the integrity of the vote before the next set of local and European elections in May. The at-risk areas include Birmingham, the scene of a notorious ballot-rigging case in 2004 which the presiding judge said would "disgrace a banana republic".

Saudia Airlines Announce Direct Flights From Manchester Airport Saudia Airlines has announced a return to Manchester Airport with a direct route between Manchester and Jeddah starting this March. Coun Ibrar Hussain, Labour councillor for Burngreave, and David Blunkett, Brightside and Hillsborough Labour MP, petitioned Saudi Arabian Airlines to provide services so Muslim people in Sheffield can travel more easily to Mecca. As a result the company has now confirmed the flights.

Coun Hussain said: “I have long campaigned for this and now, at last, after petitioning Saudi Arabian Airlines with hundreds

of people supporting and signing the petition, it has happened. At present you have to travel to Heathrow, but these services will be a great convenience for local people to travel to Saudi Arabia for Umrah and Hajj, as we have a very large Muslim community.”

Saudia Airlines last operated from Manchester Airport in 2007 and the new Jeddah route is expected to attract a range of leisure and business passengers.

The flights will depart from Manchester Airport’s terminal two on Tuesdays, Thursdays and Sunday starting from March 28th. Manchester Airport is the third largest airport in the UK and passenger numbers have risen to over 20million during 2013.

Manchester Airport’s Middle Eastern connections will be made even stronger by the addition of the Jeddah route and the airport is the largest outside of London capable of servicing this route.

PAGEHALL LANDLORD SCHEME Plans to create Sheffield’s first selective licensing scheme in the Page Hall community have been decided. The scheme aims to improve living conditions in the area which has the worst rented housing in the city.

Landlords of around 350 homes will need to register, pay £725 for a licence and meet tougher criteria under the scheme, which is recommended for approval, from April.

It aims to combat some irresponsible landlords letting overcrowded, noisy or unsanitary houses – and council chiefs also hope it could reduce anti-social behaviour and stop property prices from falling in the neighbourhood.

Around 20% of women in the Bradford district aged 50 and over haven’t had a cervical screening in the last five and a half years and a Cancer Research UK study stated women in this age group who failed to attend were six times more likely to end up with cervical cancer.

Work Starts On New Link Road Work has begun on a new highspeed link road to make journeys between Sheffield and Rotherham quicker. Construction of the £30 million ‘bus rapid transit scheme’ between Meadowhall Way and Sheffield Road started after preparatory work was completed recently.

The road, which will cut travel time as it avoids junction 34 of the M1, is due to open next year.

It is designed particularly to create a faster route for buses, with

a limited number of stops on the route and passengers being able to buy tickets before boarding.

But all traffic would be able to use the road and it is hoped it would also ease congestion on the M1 junction 34 roundabout - encouraging investment to the Lower Don Valley.

Funding of £15.4 million from The Department of Transport, which triggered £8.1 million from Europe, was agreed for the link road last year.

OUR PROPHET; OUR LIFE An estimated 2000 members of the youth in Sheffield attended a conference celebrating the life of Prophet Muhammad (Peace be Upon Him) The conference, which was held in Fir Vale’s Masjid Ghausia, was successfully hosted by An Nasiha – an organisation gaining a great deal of prominence throughout South Yorkshire. The aim of An Nasiha is “Reminding, Inspiring and Advising.” The members of the organisation have held many successful events in the past, but this has been by far the most successful and most spiritually uplifting.

The crowd, which was mainly made up of the youth, had the honour of listening to a variety of scholars, all from different backgrounds. The event was hosted by Hafiz Issarar Hussain – who is currently studying the Islamic sciences at Jamia Al Karam (Retford).

The tilalwat was done by Brother Muhammad Habib, also a student of Jamia Al Karam.

Shaykh Esa Alexander – who reverted at the tender age of 18 – did a magnificent speech at the event alongside Imam Adil Shahzad (Bradford) Shaykh Sadaqat Hussain (Rotherham) Shaykh Waseem Ahmed (Sheffield) and Imam Asim Hussain (Bradford). The brothers and sisters also had the honour of listening to Al Hajj Owais Raza Qadri (Pakistan) who enlightened the audience with his beautiful voice reciting the blessed poetry of the Prophet (peace be upon him).

Ground-Breaking Equipment Will Enable Non-Invasive Post Mortems Ground-breaking equipment will be installed at Bradford's Forensic Science Centre this year. Sheffield was the first to ahave the non-invasive technology in November 2013 and now the city of Bradford is following suite.

The contract has just been signed between Bradford Council and iGene to install three dimensional visualisation software and a scanner which will mean non-invasive post mortems can be carried out

as a possible alternative to the traditional post mortem procedures.

The non-invasive process is intended to be less harrowing for relatives who have lost a loved one and in some cases may allow the body to be released for a funeral sooner, providing there are no further investigations and examinations to follow.

Deputy Leader of Bradford Council, Coun Imran Hussain, said:

"We are proud to be pioneering this modern technology as Bradford is one of the first places in the country to have a digital autopsy facility.

"It will be welcome news for all bereaved families as traditional invasive post mortems can be distressing for relatives. This new technology will ensure we can offer a less invasive post mortem to families as an alternative in appropriate cases."

FROM MIRPUR TO ENGLAND When Iffat Mukhtar, (an advocate of the high court) was defending a land dispute she never expected her journey into the court room in Mirpur, (June 2006) to conclude with her resettling in Sheffield, and later qualifying as a reputable solicitor.

Iffat was one of only a handful of female solicitors already practising in Mirpur. She joined the profession in 2004. During the devastating earthquake of 2005 she volunteered her services and performed the honourable role of a senior lecturer to the Mohindun Medical College and become a lecturer to The Kashmir Law College. In 2005 she further became the finance secretary of The Young Lawyer Association. Iffat further became the founder president of The Women Lawyer Association in 2008. 2008 further witnessed Iffat participating in local elections for the very elite position of Vice Chair of The District Bar of Mirpur. Further becoming the vice president in Kashmir Legal Cell in 2009.

Iffat married and joined her husband in England in 2010. She transported her hunger to integrate and good citizenship by becoming a model citizen. Upon arrival she immediately joined The Anglo Asian Society, The Sheffield, Rotherham

and District Council of Muslim, The Elmham Road Neighbourhood watch. Since the inception of the voluntary scheme, Iffat passionately performed the role of a snow warden for Sheffield City Council.

She was responsible for organising one of the largest cosmopolitan Queens Jubilee Party where the national anthem was sung in over 20 different languages.

Similarly she participated in organising the largest multicultural Royal Baby party designed to celebrate the arrival of the royal baby (Prince George Alexander Louis). In 2010 the Lord Lieutenant (of Leicester) Lady Jenifer Gratton celebrated Iffat’s civic achievements during a garden party where she alongside her husband was presented with an outstanding community achievement award.

Bradford Continues To Narrow The Gap At GCSE Final validated GCSE results show the gap has narrowed between the Bradford and national performance for the third year running, in figures released by the DfE. Bradford’s slight increase in the benchmark 5 A*-C grades including English and maths bucks the national trend. The figures show the gap narrowed to 6.2 percentage points. Last year the gap was 7 percentage points and in 2011 the gap was 11.4 percentage points.

Also, for the first time, the District’s performance at 5 A*-C grades for all subjects is higher than the national average.

At A level, the final validated results show that Bradford’s average points per pupil decreased by 11.1 points to 647.2. There was also a reduction nationally by 8.7 points to 724.3 in 2013.

Coun Ralph Berry, Executive Member for Children’s Services, said: "I am pleased that the gap between the district and the national performance has, once

again, narrowed, but I am aware that there is work to be done to further improve Bradford’s overall GCSE results. There have been some notable school successes, and these schools deserve to be congratulated. This is evidence of the positive work being carried out by the Council and the Bradford Partnership of secondary schools. We will continue to work with them to bring about further improvements to ensure the gap continues to be narrowed with the national performance.”

Bradford Council is taking further action to help tackle the issue of winter deaths across the district. The move follows the latest government statistics which show an increase in winter deaths across the Bradford district for 2011-12. The 201213 figures will not be released until later this year.

Measures agreed this year include the continuation of the Warm Homes, Healthy People programme; a multi-agency project designed to offer imme-

diate help to households most at risk from the cold weather conditions.

Other work being carried out to help cut the risks to vulnerable and elderly people in the district include a focus on trip and fall prevention, delivering multi-agency hospital discharge support and initiatives to tackle fuel poverty.

Councillor Amir Hussain, Portfolio holder for Health, said: "We must all remember that these statistics represent people’s

lives and the impact their health has on their families. We have a responsibility to ensure that we are doing everything we can to protect vulnerable people from the effects of the cold.

"There are already new projects underway for tackling fuel poverty like the funding of the b-warm programme which includes the development of a project specifically aimed at vulnerable households, accessed through health professionals.

NEXT STEPS IN PLANS FOR MORE SCHOOL PLACES Continued population growth has meant further primary school places are needed across the city so that all children can go to school in their local area.

Sheffield City Council have been consulting on proposals to increase places in six areas of the city – Wybourn, Greystones, Crosspool, Firth Park, Acres Hill and Tinsley – since September.

A steady growth in the birth rate over the past decade as well as an increase in the number of families moving to live in Sheffield has meant more children coming through into primary schools. Already nearly 2,500 extra places have been created in primary schools across the city and more are needed.

Two brand new primary schools are also to be built in Shirecliffe and Fir Vale, opening in 2014,

and a new through 2-16 school in Darnall will be operational from September 2015. Each will ultimately provide 60 additional places per year group for primary school pupils, with a total of 420 additional primary school places at each school.

Now the council is proposing to increase places at Wybourn Primary from 45 to 60 per year; make the temporary arrangements at Greystones Primary permanent – with an increase of pupils to 90 per year and increase intake at Hallam Primary for up to 90 pupils per year.

These are some areas of the city where growth in the birth rate has been strongest.

Other proposals include a temporary expansion at Acres Hill Primary and a replacement school in Tinsley.

Tinsley has seen a temporary increase of 15 places per year in a previous round of expansions but as the population has remained high the preferred option is to bring together and expand the current junior and infant school to accommodate the growing population with a permanent addition of 30 places in each group. This would also mean the new school could be sited away from the nearby motorway. The council has recently been successful in its bid for Government funding under the Targeted Basic Need programme to support the expansion.

Discussions over extra places in the Firth Park area are expected to be reconsidered following a review of the situation in Autumn 2014.

Pakistans Exploding Population In much of the developed, as well as developing, world population growth is slowing. Unluckily, the same is not true of Pakistan. Pakistan, now the 5th most populous country in the world (according to unofficial sources, as no census has been held since 1998), leaving behind Brazil, has a population growing much faster than had been projected.

Its total population as of 2011 stood at 197.4 million, and its mega-city “Karachi” is estimated to have crossed the 23 million mark (as of April 2013).

In this under-developed, war-stricken, resource-scarce country, this exploding bomb of population is a matter of grave concern. Leaving aside the basic rights of liberty and security of life, the state has even failed to provide basic facilities such as health and education.

In the war that has been continuing for more than a decade now, the country has lost more than 60,000 lives. The infrastructure along with the writ of the state is collapsing. In this scenario these increasing millions of mouths that need to be fed are coming into existence without any proper planning.

In an age when the world is socially progressing, we are regressing. The rights that were once freely exercised are now being taken back. Women in many parts of the country are denied education and are prohibited from attending schools, colleges, universities; a right they previously exercised freely. Women have also lost their right to vote in many parts of the country. Women’s freedom of movement has been restricted as they are discouraged from going to markets. To implement this policy, shopkeepers are not allowed in some parts of the country to sell goods to women who are not accompanied by an adult male (Mehrum). With the exception of a very few, even among the educated classes, women are discouraged from working or having a professional career. Amongst the masses they are considered inferior beings

and merely child producing machines whose function is limited to bearing and rearing of children. The denial of education and the taking away of right to vote is a recent loss, and is a product of the incoming Taliban (Governmentin-waiting) rule.

Whether the war on terror is our war or not is an irrelevant question. More troublesome and worrying is the fact that we are ourselves caught up in different ideological wars. We have lost more than 60,000 lives; our mosques, temples and churches are blown up every other day and those who cause it are barbarians for some, stakeholders for others and brothers-in-faith for some others. This was recently evident in the Peshawar church attack in which more than 80 innocent lives were lost.

And the incident that was condemned all over the globe, presented an opportunity for some to introduce their masters, thereby legitimizing them by opening up of Taliban offices in this country. It is a matter of grave concern that the reins of this country are in the hands of such inhuman, intellectually bankrupt, religious bigots.

From history we come to know that whenever such social condition exist political philosophers are born; for political philosophers only take birth and political philosophies only develop when there are social disturbances. Political ideas come about as a reaction to certain events; and it is these ideas that in turn shape future events. Plato prepared a comprehensive plan of education and communism of wives and property, Hobbes gave the ideology of absolute monarchy, Locke that of constitutionalism and Marx that of communism.

Plato, Aristotle, Burke, Mill, Bentham, Hobbes, Locke and Rousseau, wrote with a purpose. They were men of purpose and action. They preached and defended what they considered morally right. They either supported or con-

demned the then existing institutions and systems. It is not logical to ignore history; revolutions and social changes have only been brought about by philosophers and thinkers. In the western world, social conditions have been comparatively better; but even in the 20th century men such as Hobhouse, Laski and Barker dealt with questions such as rights, duties, liberty, equality, justice, political obligation and so on. In the absence of a philosopher, revolution will not come about, it will have to be created, and this self created revolution can only take the form of a bloody revolution.

With no signs of real economic growth and the problems of energy crisis, street crime, terrorism, religiosity, combined with non-availability of education, health care and employment opportunities, the birth of these millions and millions of more mouths is a burden on the already non-sufficient resources. The state needs to legislate, introduce schemes, awareness campaigns, birth control programs etc. to control this unplanned and unwanted growth rate. But unfortunately, the rulers of this land lack the wisdom and vision to govern; hence attention to such matters cannot be expected.

The system of democracy, which is considered as an ideal system all over the globe, is probably not best suited to the conditions here. Maybe the system of a philosopher-king, as envisioned by Plato, might turn around things in this failed state. Only a philosopher-king could analyse this society and its problems in detail and provide a solution to fix them. To conclude in R.G. Collingwood’s words: “If political philosophers do not involve themselves in analyzing the problems of our society and have no commitments to them, politics will be guided by fools”. This seems to be true of the state of Pakistan as well.

Malala Yousafzai to be Presented Anne Frank Award for Moral Courage Pakistani teenage activist Malala Yousafzai is to receive an award for moral courage.

The 16-year-old was honoured with the Anne Frank Award at a ceremony in London. She came to public attention in 2012 when she was shot in the head by a Taliban gunman while on her way to school.

Speaking about the young activist, co-founder and executive director of the Anne Frank Trust UK, Gillian Walnes said: "Malala is one of the most remarkable people we have encountered, both as a teenager and an educator, and is as inspirational a figure as Anne Frank."

Yousafzai is studying for her Alevels and cannot attend the event.

Her father, Ziauddin Yousafzai, who is a UN adviser on education, will accept the award on her behalf.

Since her recovery she has been feted

United Nations Special Envoy for Global Education Gordon Brown launched a UN petition in Yousafzai's name, using the slogan "I am Malala" and demanding that all children worldwide be in

In the 29 April 2013 issue of Time magazine, Yousafzai was featured on the magazine's front cover and was named one of "The 100 Most Influential People in the World."

Sharrow Community Ignored in Supermarket Decision It was heart-warming and inspiring to be involved in the recent campaign to prevent a developer from putting a supermarket on an unsuitable site on Sharrow Lane near the Wolstenholm Road traffic lights.

It has been sad to watch this lovely building vandalised and demolished.

Many people have said it would be better if it could have been converted or replaced by housing.

‘Sharrow Organic Foods’ applied to put a retail unit on the site of the demolished St John’s Methodist Church. This is a company which has never traded and cites its business activity as ‘buying and selling of own real estate’. Major retailers often use ‘nice’-sounding shell companies to get planning permission.

The response from local people, retailers and representatives (our Councillors and MP) was overwhelming.

About 350 people showed their opposition to the plans through signing a petition or making a written objection, with only four people supporting the development.

The main concerns from the community included increased traffic on Sharrow Lane near Wostenholm Road, and its impact on safety. This includes a plan which will involve delivery vehicles crossing the traffic and the car-park of the supermarket having to be coned off, sometimes many times in a day.

We all know what it’s like on Sharrow Lane on match day and at busy times on other days – imagine what it will be like with the extra supermarket traffic and delivery vehicles.

A supermarket will also undoubtedly have a negative impact on at least 18-20 shops in the local area. These are largely independent, community shops.

Tabarak Sadiq, who owns the Local and Kebabish, said, “A supermarket will of-

fer an impersonal service. We know who is ill, who is unwell, for example we lost one of our dear customers just a couple of weeks ago.

These things do not happen in supermarkets – they’re only interested in the shareholders sitting on the other side of the world”.

The developer has said that a new shop would benefit the community and create up to 20 jobs. Some people have also said that they’d prefer a shop to the current demolition site.

Despite the objections, Sheffield City Council agreed to the development on the 26th November, with Councillors on the Planning Committee voting 7 – 4 in favour.

There’s no right of appeal for the local community. A Judicial Review is an option, but it is a very expensive and lengthy process and on past experience, unlikely to succeed.

Overall, there’s a feeling that we haven’t been properly consulted or listened to.

Many of us said “we don’t want this shop”, and these people from outside Sharrow haven’t listened. A major chain supermarket in the middle of our residential area will undoubtedly affect our local culture and economy.

We may have lost this particular campaign, but there is one big positive from this story. Lots of us have shown that we care about Sharrow and are prepared to stand up for it.

It may sound bizarre but there are people who fly in from France to work in London.

Another idea being talked about is the release of government and local authority land specifically for housing. Many

authorities are following this course of action but the challenge is how it is bought on the market, and at what price. Clearly this is a complicated and very much a political process which will need a great deal of debate. But the question is if there is land held on behalf of the public then it should be released for the benefit of the public, which is one school of thought. One you might agree with. Others might strongly disagree.

I believe that we will see more people commuting long distances to employment hotspots, inevitably London and its regions. People living in larger family units with children not moving out for some time, a concept of living which many overseas people are aware of.

Whichever way we look at this problem, we are faced with a huge challenge which will need a radical approach as land is a commodity in short supply.

Clegg Backs Campaign Against Labour’s Library Closures Nick Clegg, Liberal Democrat MP for Sheffield Hallam, has called on Labour controlled Sheffield City Council to change their plans to close more than half of local libraries.

Local Labour councillors are going ahead with the plan despite failing to collect £31m of outstanding council tax bills.

The proposal to close 16 of 28 local libraries has sparked community campaigns across Sheffield. Liberal Democrats handed in a 16,000 petition and community groups have handed in other petitions with thousands more names. Of the 12 libraries Labour councillors plan to keep open, just one is within the Sheffield Hallam constituency.

Nick Clegg MP, said: “I’m calling on Labour councillors to listen to the thousands of Sheffielders who are making their voices heard. Local communities in my area are overwhelmingly against Labour’s proposal to close their local library, and I’m right behind them.

The tax is part of a raft of welfare reforms introduced by the Government last year. The “Bedroom Tax” sees benefit reductions of up to 25 per cent for working age social housing tenants who the Government deem to have more bedrooms than they need.

This tax affects thousands of people across the city, but Sheffield City Council has already identified a number of council tenants who have had to pay it, but may not have needed to pay it.

They are now seeking recompense for

these tenants and are advising those who think they may be effected by this to contact their landlord. By contacting social landlords directly, the council can then co-ordinate with these landlords to capture all cases as efficiently as possible.

City leaders will take further action to identify more people who may also have been wrongly hit by this new tax.

Council steps include identifying those who have had their housing benefit reduced when it should not have been due to Government errors.

And non-council social landlords have also been asked to identify their tenants who they believe meet the criteria that would allow housing benefit to be

reinstated.

The council move comes after the Department of Work and Pensions announced an error when drafting the legislation. This means that tenants are exempt from the penalty if they have been continuously entitled to housing benefit at the same property since 1 January 1996 (except for any period where a fire, flood, explosion or natural catastrophe made the property uninhabitable). Breaks in Housing Benefit of up to a total of four weeks, and rent free weeks, are ignored.

The Government is now working to change the legislation. The exemptions are not expected to apply to the majority of tenants in Sheffield.

20 MPH SPEED LIMITS LAUNCHED Seven new 20 mph areas are being introduced to improve safety around schools and residential areas in Sheffield.

The first four areas are now in operation and are targeted around Lowedges Primary School, Woodthorpe Community Primary School, Parson Cross around Southey Green Primary School and Crookesmoor around Westways Primary School. Three more 20 mph areas are due to be introduced

by March.

The roll-out of 20 mph speed limits are to be introduced in appropriate residential areas rather than along individual roads. Classified roads, major bus routes and roads with an existing speed limit of 40 mph or more would generally not be subject to the new limit.

Entrances to each 20 mph area will be marked by speed limit signs and road markings, with additional small signs mounted on lamp posts within the area to remind drivers of the new limit.

Pupils from the schools have received road safety lessons and have been involved in designing banners to remind motorists to take extra care when

driving in the 20 mph areas.

Schools have been encouraged to spread the word amongst parents by handing out pledge cards and there are prizes available to those who return them and for their schools.

A publicity campaign to raise awareness amongst local residents and motorists who drive through the 20 mph areas is being launched by the Council.

Councillor Leigh Bramall, the Council’s Cabinet Member for Business, Skills and Development said: “The Council has invested a lot in road safety, having reinstated school entrance safety schemes and is rolling out a programme of enforced zig-zag lines around schools.

20 mph zones are an important part of this and we aim to roll them out across the entire city in all suitable residential areas.”

Reductions in speed following the introduction of ‘traffic signonly’ 20 mph speed limits are expected to be small to start with, so there will be an ongoing campaign to explain the benefits of reducing speed in residential areas.

Female Foetus Abortion ‘Widespread’ Abortion of female foetuses to prevent the birth of daughters and ensure that families have sons is widely practised in Britain's ethnic communities, it was claimed.

Terminations based on sex have led to the "disappearance" of between 1,400 and 4,700 females from the national census records of England and Wales, The Independent said.

According to an investigation by the newspaper the practice is so widespread that it has tipped the natural 50-50 ratio balance of boys to girls within some immigrant groups.

Hum TV Moves A Step Closer For UK Launch Media regulator Ofcom has awarded Hum Network a licence to broadcast it’s channel, Hum TV in the UK. The popular Pakistani channel is expected to launch next month on the Sky Digital platform.

Hum TV’s UK launch rumours have been going on for several months but this time the launch is more serious than ever before to reach out to British audiences. In Pakistan, Hum Network broadcasts three channels – Hum TV, Masala TV and Hum

Sitarey. The UK service is likely to be a hybrid channel featuring content from all three Hum channels.

Hum TV’s content received a huge push last year in the UK after a strategic deal with IndiaCast allowed it to broadcast shows like ‘Humsafar’ and ‘Mera Naseeb’ on Rishtey. All shows from Hum TV broadcast on Rishtey have proved to be successful in the ratings for the channel.

The network is keeping quiet on the launch until an official launch but if things go as planned, Hum TV will be available in UK by mid-February.
