PAKISTAN PM UNDERGOES OPEN HEART SURGERY IN LONDON

Prime Minister of Pakistan Nawaz Sharif is to undergo open heart surgery in London as we go to print. His second major cardiac medical procedure in five years - well wishers have been holding special prayers for the procedure to go well and for a quick recovery. The 66-year-old premier is expected to stay in hospital for around a week after the procedure to recover before travelling home. The details of the operation were not given, but in a series of tweets, Maryam Nawaz Sharif said her father had been experiencing unspecified symptoms. “Due to certain recent symptoms, doctors made further investigations… The team of cardiologists and cardiac surgeons after thorough examination scans and tests have decided to go for an open heart surgery,” she tweeted late Friday. “PM in 2011 had a cardiac procedure called ‘Atrial Fibrillation Ablation’, during which certain complications occurred resulting in perforation of heart which was in turn treated by open heart surgery,” she added. “The recovery period and hospital stay will be one week and he will travel Insha’Allah (God willing)

Britain's ethnic minorities could hold the key to deciding the outcome to the June 23 referendum on membership of the European Union, with non-white voters strongly in support of staying in the bloc, according to a survey. However, ethnic minority groups are far less likely to vote, according to the findings by the British Election Study which were reported by Channel 4 News. Channel 4 said the full results of the British Election Study survey would be published soon. The survey of more than 22,000 Britons between April 14 and May 4 found that white voters were divided evenly on the issue but opinion among ethnic minority groups was split by 2 to 1 in favour of staying in the 28-nation bloc, putting the "remain" camp ahead by 43 percent to 40.5 percent. However, once the results were filtered to only include those very likely to vote, the result changed to 45 percent backing an exit and 44.5 percent wanting to stay. That was because 80 percent of white voters were certain to vote compared with only 57 percent of Indian or Black Caribbean voters. Other opinion polls have given a very mixed picture, with telephone surveys giving a comfortable lead to the "remain" camp and online polls suggesting the result is too close to call. Last week Operation Black Vote, a campaign organisation which encourages BME people to register to vote, attracted attention for its provocative image of a woman wearing a sari facing a hostile white voter on a see-saw, accompanied by the message "a vote is a vote". OBV director Simon Wooley said: "Both camps, 'In and Out', have at times descended into gutter politics demonising people from the immigrant population and those who hold a different religion. "Our ad reflects the toxic nature of this anti-ethnic sentiment back onto the politicians that are creating it. "The BAME (Black, Asian and minority ethnic) community is completely alienated and disenfranchised," Mr Wooley added.

Fly-Tippers Face £400 OnThe-Spot Fines As Councils Gain New Powers Councils have been given new powers to tackle Britain’s growing fly-tipping problem. Fixed penalty notices can be issued by enforcement officers for small-scale offences such as dumping pieces of broken furniture, old televisions or mattresses. Unsightly and anti-social, fly-tipping has become a menace to local councils and their budgets - and the Local Government Association is hopeful the new rules will help address the problem. Government figures suggest councils are dealing with around 900,000 fly-tipping incidents annually, an increase of almost 6% between 2013/14 and 2014/15. It is also expensive to clean up, costing nearly £50m in England alone. Not only does fly-tipping create an eyesore for residents, it is also a serious public health risk, creating pollution and attracting rats and other vermin. “That’s all taxpayers’ money,” says a councillor for Croydon in south London. “That could all be spent on more worthwhile things like schools and local services that people depend on. Our streets aren’t refuse sites, it’s all about people acting responsibly and if they acted responsibly we could use that money in a better way." Critics will ask whether the new powers go far enough, and may call for tougher penalties. But the LGA says it is a step in the right direction, as the fines are likely to discourage minor offences. To tackle big-scale dumping, often caused by an underground business of rubbish collection, a more aggressive cleanup may be needed.

Children don’t see skin colour or religion – just other children. “We are diverse, integrated and extremely proud to be recognised for the great school we are.” Data shows the school has enabled children to make progress in reading, writing and maths which is significantly higher than the national average at Key Stage Two.

Doctors Push For Promotion Of E-Cigarettes Electronic cigarettes should be widely promoted to help smokers quit, leading doctors have said. They pose substantially less harm than tobacco and could make “a major contribution” to cutting deaths and disease among smokers, the Royal College of Physicians claims. E-cigs might carry some longer-term risks, the RCP said, but it waved aside the “increasingly common misconception” they were just as dangerous as tobacco. The report also dismissed suggestions they were a gateway to smoking or normalised the habit. Smokers should be reassured that these products can help them quit all tobacco use forever. The findings come after the college looked into the science, public policy, regulation and ethics surrounding e-cigarettes. It concluded some regulation was needed but not so as to inhibit their development and promotion as a sensible alternative to smoking. With careful management and proportionate regulation, harm reduction provides an opportunity to improve the lives of millions of people. It is an opportunity that, with care, we should take. The report was backed by Cancer Research and Public Health England,

although some experts said more research was still needed into the effects of e-cigs. Tobacco kills more than 100,000 people in the UK every year, we should grasp every opportunity to encourage as many people as possible to stop smoking for good.

WHATS ON YOUR PLATE? FOOD ALLERGIES CAN BE FATAL Sheffield Trading Standards are reminding local food businesses that they must know and make clear what’s in the food they are serving. Sheffield Trading Standards Officers recently visited 29 premises to make sure they were complying with the regulations brought into force in December 2014 by the Food Standards Agency. 45% of these premises were found to be fully complying with the legislation, however 10% were not complying at all. In many cases the notice telling customers that they could ask about allergens was not displayed or was in the wrong place, and many did not have information about which allergens were in the foods they sold. Changes in December 2014 to food labelling legislation mean that food outlets need to inform customers, if asked, when any of 14 specific allergenic ingredients including peanuts, egg and milk, are in the food they make or serve. Food businesses have flexibility in how they provide allergy information. This can be communicated verbally through explanations by staff or signposted to where or how more information can be found on menus or in additional leaflets.

The primary cause of food allergy deaths in the UK is due to allergic reactions caused when food is prepared and consumed outside of the home where allergenic ingredients have been used and not declared. Around a third of those with a food allergy have suffered a reaction in the last year when eating out of the home. The vast majority of these took place in a restaurant or cafe, with 9% being a result of takeaway food. Thousands Of Children Face Indoctrination Risk At ‘Hundreds Of Illegal Schools’ Thousands more children than previously thought are at risk of “harm and indoctrination” and face dangers from “unsafe” premises in illegal schools, Ofsted’s chief inspector warned. Inspectors have identified 100 suspected unregistered schools across the country since a new investigatory team was set up in January, and Sir Michael Wilshaw said “many more children” than previously thought are hidden from authorities in unregistered schools. Investigators were “deeply alarmed” by what they found, he said, and warned the “sub-standard education” in many unregistered schools undermined Government efforts to ensure schools promote “British values”. “The evidence that (inspectors) have gathered so far during this short period firmly reinforces my belief that there are many more children hidden away from the view of the authorities in unregistered schools across the country than previously thought” said Ofsted chief Sir Michael Wilshaw.

How To Stop Nuisance Calls With One Simple Text Message Mobile phone users can send a text message to opt out of nuisance calls now. The 'text-to-register' service allows mobile users to add their number to the Telephone Preference Service (TPS) 'do not call' database. Those wanting to sign up need to text 'TPS' followed by their email address to the shortcode 78070. They will receive a text reply from the TPS confirming their number has been successfully added to its database. Registrants should notice a gradual reduction in unsolicited sales and marketing voice calls after a few days, although it can take up to 28 days for the service to become fully effective. It is illegal for organisations to make unsolicited sales and marketing calls to numbers registered with the TPS, unless they have a person's consent to do so. Only 48 per cent of people familiar with the TPS are aware that mobile numbers can be registered, compared to 88 per cent for landline phone numbers, according to Ofcom. The regulator said this helped to explain why only 2.9 million mobile numbers (around 3 per cent) were registered on the TPS database, compared with 18.5 million landline numbers (around 85 per cent).

Lord Mayor Farewell Dinner Last month, Cllr Talib Hussain thanked ILM News at a spectacular event. The now ex-Lord Mayor said how ILM News and the Pakistani community made his farewell dinner one of the most memorable of his life and he recalled how a year ago, a grand celebration was held in the same way to end of his term as Deputy Lord Mayor. Councillor Mr.Talib Hussain said how he enjoyed his year as the lord mayor and thanked those who had supported him throughout this journey. He mentioned how it gave him an opportunity to really open his eyes more to how he perceived Sheffield. Cllr Talib Hussain presented members of the Pakistani, Kashmiri and Bangladeshi community with Sheffield City Council official certificates and plaques in recognition for their outstanding work for the community. May 17th 2016 was the final day of Councillor Talib Hussain being the Lord Mayor of Sheffield. ILM news with the Pakistani community of Sheffield and Rotherham organised a farewell function on May 17th at Orient Express Rotherham, in honour of the Lord Mayor and the newly elected and re-elected councillors of Sheffield and Rotherham. ELDERLY CARE AND PROPERTY Mohammed Mahroof BSc (Hons) MRICS Consultant Mark Jenkinson & Son There has been a lot in the press recently about care. It is a fact that we have an ageing population who are living longer and leading more active lives. Inevitably this means the need for elderly care facilities will rise. How this care is provided will change, whether it is from home, in a care home or a retirement village will evolve over the next decade or so. It is predicted that the over 65 sector of the population could potentially rise substantially over the next decade, the BME percentage will also see significant rises. So not only is there going to be a need for more care facilities generally, the specialist market will also increase. A specific area that is likely to see a rise is specialist care homes specifically catering for the different minority needs, there are very few such facilities in this country at the present time. The demand for such facilities certainly does not exist. The specialist care market for minority needs is evolving because a lot of these communities are now the second or third generation and the need is not coming to light. It now provides a business opportunity for entrepreneurial developers/ operators. The main ingredient needed for a successful operation is location. It is accepted that elderly residents do not want to be too far away from the communities they have lived in and are familiar with. A comfortable environment is very important with facilities that they could relate to, close to places of worship, medical facilities, specialist food shops etc. As mentioned previously we have a very small number of specialist BME care homes, there are a few which cater for the Hindu community located in the south of the country. The need for care homes catering for south Asian communities is inevitably going to rise, whether we choose to accept this or not is arguably a matter of time. The opportunities to cater for this need provide major business opportunities, there are a number of possible concepts; let us look at a few of these:

Experts Urge Surgery To Cure Type-2 Diabetes Up to 100,000 people in the UK should be given weight-loss surgery in the hope of achieving remission from Type 2 diabetes, world experts have said. A coalition of organisations - including Diabetes UK and the American Diabetes Association - said surgery is a cost-effective option for people with the condition and should be recognised as a standard treatment. Publishing new guidelines, experts said the UK should be aiming to carry out up to 50,000 operations a year to bring it into line with other European countries, up from around 6,000 at the moment. Evidence from 11 clinical trials shows about half of patients go into remission from diabetes that lasts at least five years following weight-loss surgery. This shows it is a "very powerful treatment", said one of the experts behind the guidelines. Those who have the operation also experience far better blood sugar control than those who try to lose weight as a means of controlling their diabetes, he said. Under the new guidelines, backed by organisations including the International Diabetes Federation and Diabetes India, anyone with Type 2 diabetes who has a body mass index (BMI) of 40 or more should be offered surgery regardless of their blood sugar levels. Those with a BMI of 30 or over - the threshold for being clinically

In conclusion it is without a doubt that the need for elderly care across the board is likely to rise, how we face this challenge is where evolutionary service delivery changes will develop. Within the BME/south Asian community there is arguably a silent demand, this needs to be pro actively embraces and sensitively catered for. In south Asian countries themselves there is evidence that such facilities/ services are being provided. In terms of business there is an opportunity developing. As ever this is an overview, and it is important that you take professional advice if you

Health Fears As Gp Surgeries ‘Refuse’ To Register Asylum Seekers Some GP surgeries are refusing to register asylum seekers and refugees - even though they are eligible for treatment under NHS guidelines, according to a charity. Two-fifths of patients that Doctors of the World attempted to register were refused at GP surgeries in England. The vast majority of asylum seekers and refugees were rejected because they did not have ID or a proof of address, but these documents are not legally required to sign up for primary healthcare. Meanwhile, 13% were turned away specifically

because of their immigration status. Primary care in England is free to almost everyone, and GP surgeries are crucial to ease pressure on A&E departments and prevent the spread of disease. Tuberculosis expert Dr Al Story thinks the situation poses a real risk to public health. He said: “If people get turned away from primary care and they are symptomatic and they could have tuberculosis, the consequences of that is transmission in the community, so it’s in all our interests to diagnose TB early.”

Microsoft And Facebook Team Up To Lay Internet Cable Across The Atlantic Microsoft and Facebook on Thursday announced they will work together to lay a high-speed Internet cable across the bottom of the Atlantic Ocean. A new, sub-sea “MAREA” cable was expected to be completed by late 2017, with the aim of meeting growing demand by the tech companies’ customers for fast, reliable data connections. MAREA will be the highest-capacity sub-sea cable crossing the Atlantic, with an expected capacity of some 160 terabytes of data per second of data, according to the companies. Microsoft aims for the cable — dubbed MAREA

(Spanish for “tide”) — to help maintain and expand services for its cloud products, such as Bing, Office 365, Skype, Xbox Live and Microsoft Azure. Facebook, with 1.6 billion people on its social network, will use the cable to push vast amounts of information between its expanding network of data centres. It’ll also deal with data linked to Instagram and WhatsApp, two hugely popular apps that Facebook now owns. The 6,600 kilometre cable system will be the first connecting the US and southern Europe, funning from Virginia to Bilbao, Spain.

Google Designs New Female Emojis Workers at Google have proposed a set of new emojis - including female engineers, farmers, plumbers and chemists - aimed at promoting workplace gender equality. The tech giant submitted 13 new emoji designs to the Unicode Consortium, which oversees the creation of new emojis. The four-strong team said the emojis depict “a wide range of professions for women and men, with a goal of highlighting the diversity of women’s careers and empowering girls everywhere”. Christians In Britain Now Outnumbered By Atheists Almost half of people in England and Wales say they are of no religion, outnumbering those who identify as Christian for the first time. Animal welfare groups have raised concerns over the increasing number of people keeping dangerous animals as pets. More than 100 councils have given people licences to keep deadly predators on their properties, including more than 300 killer cobras, vipers and rattlesnakes. nal Nature - may help explain early miscarriages and the high failure rate of in vitro fertilisation. Experts believe it could also open a window onto the first steps in the creation of a human, since little was known about how the bundle of cells called a blastocyst attaches to the uterus, allowing an embryo to take shape. The scientists saw the blastocyst grow in the laboratory, then begin to divide into the different types of cells that eventually give rise to a foetus and its placenta. But unlike in earlier experiments, in which growth has rarely continued beyond seven days, the embryos showed an unexpected ability to self-organise. The scientists destroyed the embryos to avoid breaching the so-called “14-day rule” - which says that human embryos cannot be cultured in the lab for more than two weeks. Aside from the potential scientific and medical implications, the breakthrough also opens up difficult ethical questions, according to experts. Regulators may be faced with a decision on whether to lift or extend the 14-day rule, which is law across a dozen countries, and accepted practice in five others, including the United States and China.

Theresa May Launches Sharia Law Review Forced marriages and anti-women divorce settlements will be among issues examined by an independent review into the way Sharia Law is apparently being misused or exploited. The review, commissioned by Home Secretary Theresa May as part of a counter-extremism strategy, will recommend ways in which the Government can combat any discrimination in Eng-

land and Wales, particularly among women. The Home Office said there is "evidence some Sharia councils may be working in a discriminatory and unacceptable way, seeking to legitimise forced marriage and issuing divorces that are unfair to women, contrary to the teachings of Islam". The panel will also seek out examples of best practice among Sharia councils before completing its review in 2017. In a written statement to MPs, Mrs May said: "

This review will be a full, independent review to explore whether, and to what extent, the application of Sharia law may be incompatible with the law in England and Wales, such as legislation around equality. "The review will also examine the ways in which Sharia may be being misused, or exploited, in a way that may discriminate against certain groups, undermine shared values or cause social harms. "It will not be a review of the totality of Sharia law, which is a source of guidance for many Muslims in the UK." Mrs May told MPs the review will focus on several issues, including the treatment of women in divorce, domestic violence and custody cases. In a statement outside the Commons, she said: "A number of women have reportedly been victims of what appear to be discriminatory decisions taken by Sharia councils and that is a significant concern. "There is only one rule of law in our country, which provides rights and security for every citizen." Mrs May added the review will also look for best practice in relation to governance, transparency and assuring compliance and compatibility with UK law. The Home Office initially announced an independent investigation of Sharia councils as part of the Government's counter-extremism strategy last September.

Net Migration To UK Rises Net migration to the UK rose to 333,000 in 2015, according to Office for National Statistics estimates - the second highest figure on record. Net migration is the difference between the number of people coming to the UK for at least a year and those leaving. The figure for EU-only net migration was 184,000, equalling its record high. According to the Office for National Statistics, there was a 20,000 rise in net migration to the UK from the 313,000 for the year to December 2014. The figure is well above the government's aim of getting it to the "tens of thousands" and is the highest recorded for a calendar year. Last months figures show estimated levels of long-term migration into the UK from within the EU and outside in the year to December 2015. They show that 270,000 EU citizens moved to the UK for at least a year in 2015, up from 264,000 in 2014. The number of non-EU citizens moving to the UK was 277,000, down from 287,000 in 2014. The rise in the net figure was the result of a fall in the numbers of people emigrating. The net migration figure is just short of the record but that statistic alone doesn't do justice to the global picture and the UK's place in it. Everywhere you look, people are on the move coming and going depending on economic and political circumstances.

Rising Number Of Carers Over 80 Save Govt Nearly £6bn A Year The number of people aged 80 or over who are acting as carers has jumped, a charity has said. Age UK said the number of carers in the “oldest” age bracket has increased from 310,000 to 417,000 over the past seven years. The charity estimated that one in seven people aged 80 or over provide some sort of care for a loved one. Most are looking after a partner as they try to ensure they can stay at home for as long as possible. “We owe a huge debt of gratitude to the hundreds of thousands of over-80s who are caring, many of them virtually full-time, saving the country nearly £6bn a year in the process” said Age UK.

They look after - usually their partner, but sometimes a friend or disabled adult child. Most of these wonderful older people say they care because they want to and are committed to, but they also often say they see no alternative. Many admit to being exhausted and worried about how long they can carry on, and the consequences if they become seriously ill themselves." More than 140,000 people are providing more than 35 hours of care every week, according to Age UK’s estimates. Overall, carers over the age of 80 are saving the health and care system £5.9bn a year by providing unpaid care, the charity added.

33,000 Heart Attack Victims Die Owing To Failings In Care Around 33,000 deaths may have been prevented over a decade if doctors followed appropriate heart attack aftercare guidelines, according to a study. The study, funded by the British Heart Foundation, looked at 13 treatments recommended for patients who suffered a NSTEMI, the most common type of heart attack where the blood flow to the heart is partially blocked. They found that for patients treated across 247 hospitals in England and Wales between 2003 and 2013, nearly 90% did not receive at least one of the interventions they should have been given. Roughly one patient per month per hospital in England and Wales is losing their life as a direct

consequence of this deficit. Advice to stop smoking, a rehabilitation programme to improve patients’ diet, and the prescription of statin drugs to reduce cholesterol were among missed treatments that would have given patients the best chance of survival. Other frequently missed interventions included the prescription of an anti-blood clotting drug known as a P2Y12 inhibitor. "If all eligible patients in the study had received optimal care at the time of guideline publication, then 32,765 deaths may have been prevented,“ said researchers from the University of Leeds and University College London.

India, Pakistan Duel At UN Over Kashmir Bemoaning lack of international support for its cause, Pakistan has tried to rake up the Kashmir issue at the UN by protesting against a draft Indian maps bill that seeks to punish “wrong or false” depictions of India’s boundaries. In a letter to UN Secretary General Ban Ki-moon and Security Council President Abdellatif Aboulatta of Egypt, Pakistan’s Permanent Representative Maleeha Lodhi wrote that India’s draft Geospatial Information Regulation Bill was “contrary to Security Council resolutions” and asked for UN intervention. “Sadly, the international community and the United Nations have failed to take notice of this action of India” in depicting all of Kashmir as Indian territory, she said in the letter released to the media by the UN on Tuesday. Earlier reacting to a Pakistani Foreign Office press release on the maps bill, Indian external affairs ministry said the matter “is an entirely internal legislative matter of India, since the whole of the state of J&K is an integral part of India. Pakistan or any other party has no locus standi in the matter.” India “firmly rejects Pakistan’s repeated and increasing attempts to impose on the international community matters that India has always been open to address bilaterally with Pakistan,” said the statement issued last week.

The draft of Geospatial Information Regulation Bill, which has not been introduced in Parliament but only circulated for feedback, proposes fines and imprisonment for “any wrong or false topographic information of India including international boundaries”. While Lodhi asserted that Pakistan’s position of showing Kashmir as disputed territory “is also reflected in the official maps of the United Nations”, a random check by IANS showed that maps by the UN and international agencies are inconsistent in how the state is displayed. A UN map of the physical features of India tried to skirt controversy by framing it without the top portion where Kashmir would appear. The United Nations Military Observer Group in India and Pakistan (UNMOGIP) shows Jammu and Kashmir with the “Line of Control as promulgated in the 1972 Simla Agreement”. One UNICEF map showed all of Kashmir as a part of India, another displayed Kashmir separately, and yet another had the Pakistan-occupied portion outside India. UN Industrial Development Organisation (UNIDO) left out the Pakistan-controlled Kashmir from India, while UN Development Programme’s (UNDP) India page shows all of Kashmir as a part of India on the page logo.

Taxila was taken over by Alexander the Great in 327 BC after which it was ruled by the Mauryans. Towards the end, it came under Asoka’s rule during which time it reached the zenith of its development and culture. Eventually, Taxila was taken over and destroyed. The last significant historical period for Taxila was the Gandhara period. It was during this time that Taxila became a world known centre for philosophy and art. The city has a strong tourist base and also attracts many tourists from the region of China and Greece, primarily because of it being a centre for Buddhism and Buddhists from all over the world come and visit the stupas in the city because of their religious significance to them. One of the oldest recognized universities of the world is also present in Taxila. This university came into being in the Gandhara period. At one stage, it had 10,500 students including those from Babylon, Greece, Syria, and China. Experienced teachers taught languages, Vedas, philosophy, medicine, politics, warfare, accounts, commerce, documentation, music, dance and other performing arts, futurology, the occult and mystical sciences and complex mathematical calculations. Like the historical cities Mohenjo-Daro and Harappa, Taxila was also a well-planned city with wide streets and well-built houses as well as stupas for the priests. The royalty of the time lived in splendid palaces in the city. Gold, silver coins and other jewellery items have also been excavated from Taxila. The present day Taxila is not as well maintained as it was in the past with the shops encroaching on the main city roads and the town planning over all has been very poor since after the fall of the Gandhara civilization.

The industry found in Taxila is important both from the military as well as other commercial reasons. Tooth Decay Among 5 Year Olds Continues Significant Decline The number of 5 year olds with tooth decay has dropped to its lowest level in almost a decade, according to a PHE oral health survey. The oral health survey published in May by Public Health England (PHE) reveals that less than 25% of the cohort suffers from tooth decay, a 20% drop since 2008. This continues the downward trend seen since 2008, in the first oral health survey of 5 year olds asking parents to opt-in. In 2008, 31% of 5 year olds suffered tooth decay; in 2012 it was 27%. The pattern of dental health improvement among the age group shows the impact parents and carers can have in establishing good dental care habits from an early age. This is great news. However, one child with tooth decay is one too many and there is still much inequality in dental health around the country. Tooth decay is painful and too often results in teeth extraction, some under general anaesthetic. This is further evidence that we can stop tooth decay in its tracks. Limiting sugary food and drink, supporting children to brush their teeth twice a day with fluoride toothpaste and regular trips to the dentist, will help prevent a great many more children suffering at the hands of tooth decay. According to the survey an estimated 166,467 5 year olds suffer from tooth decay, compared with 177,423 in 2008. While there has been a significant decline in tooth decay at a national level, there is still a great deal of regional variation. As with the 2 previous surveys, areas with higher levels of deprivation tend to have higher levels of tooth decay. The proportion of 5 year olds who have had teeth removed due to decay was 2.5%, compared to 3.5% in 2008 – about 2,000 fewer children. Regional variation shows that only 1.9% of 5 year olds in the East Midlands have had tooth extractions due to decay, compared with 3.9% of children in Yorkshire and the Humber.

The last 3 surveys have shown the dental health of 5 year olds is improving. There has been a 9% increase in the proportion of children with no obvious decay since 2008. Further analysis is needed to understand the factors that have contributed to this welcome trend. This will help local authorities identify the steps they can take to extend the improvement in decay levels to all sectors of their populations. Five Islands Disappear In The Pacific As Sea Levels Rise Rising sea levels and coastal erosion have seen the disappearance of five islands in the Pacific, say researchers. The islands, which were part of the Solomon Islands, were all vegetated reefs and up to five hectares in size. They were occasionally used by fishermen but had no permanent human population. A further six reef islands in the same region have been so badly eroded that 10 houses were swept into the sea between 2011 and 2014. Researchers looked at 33 islands using aerial and satellite images from 1947 to 2014 and found that the rates of shoreline recession were much higher in places exposed to high wave energy. Abdul Khayum JP has been elected as the Labour Party Councillor for the Firth Park Ward in Sheffield. A well-known public figure in South Yorkshire, he has worked in the Voluntary/ Public Sector for over 25 years, working predominantly on behalf of the Ethnic Minority Communities across the County. His work with Sheffield’s Communities has already been recognised by the Pakistan Muslim Centre and South Asian Project having been twice- awarded the prestigious ‘Life-time Achievement Award’. Abdul Khayum was born in a village near Attock in Pakistan. He came to the UK in 1970 and after

only a year in primary school, where he managed to pick up basic English language, went to Hinde House Comprehensive School. Having managed to achieve 7 O levels, in 1977 he went on to Granville College and studied for a Diploma in Engineering Technology. In 1979, having passed his Diploma Course, he stopped pursuing academic qualifications and instead of going to higher education, he started looking for a job, much to the annoyance of his father who wanted him to go on to University. After failing to secure a job in engineering he went for a temporary job and started working with S Y Transport as a bus driver. The ‘temporary’ job lasted 8 years, and he realised the importance and value of education. In 1987 he left his job to go back to education and joined ‘night school’ in Rother Valley College to study for a teaching qualification and in 1988 he secured a teaching job at Park House school.

With 25 years’ service, he is one of the longest serving school governors in the city having chaired the Firs Hill school Governors for 10 years. He is currently a Governor of Handsworth Community Sports College. He has served as a non-Executive Director on the Boards of South Yorkshire Probation Service and South Yorkshire Housing Association as well as a founder Director of the Asian Business Development Network, a first platform for Asian businesses in South Yorkshire. He currently serves on the Board of Alliance Housing Association. In 2004, he was appointed as a Magistrate on the Sheffield Bench and currently chairs the Family Bench in Sheffield Magistrates’ Court. This long list of voluntary organisations goes on to include, the Asian Housing Association, Sheffield Literacy Campaign, Racial Harassment project, Tinsley Advice Centre, and Open Forum for Economic Regeneration…..

After a year in teaching, in 1989, he was successful in his bid to play an instrumental role in helping Sheffield’s Pakistani community realise a longheld dream to develop and manage their own Centre, as the first Development Manager of the largest community centre of its kind in the City, the Pakistan Muslim Centre. He continued with his part time study at Sheffield Hallam University and gained the IPM qualification in Personnel Management. It was during this period that he got involved with the Voluntary sector and went on to work with many Voluntary organisations. After a spell working in Doncaster, in 1997 he joined Rotherham Council to help develop a similar community Centre in Rotherham, the Unity Centre, for the BME Communities. Twenty years on, both Centres continue to provide community facilities for all. In 2004, He went on to become Manager of the Alliance Housing Association which worked very closely with South Yorkshire Housing Association to help enhance and improve the provision of social housing for BME communities in Sheffield. In 2007 he took up the full management of the ‘family business’ as Managing Director of the Redlands Business Centre, based in Broomhill, providing office space and business services to all types of businesses.

Through his voluntary work, Abdul Khayum has amassed substantial wide ranging experience in the areas of Housing, Community Development, Regeneration, Education, Community Resources and the Judicial System as well as organisational representation and advocacy. He is very committed to working for local communities, always striving for better local services and a better quality of life for local people. He has a strong belief in social justice and he is very passionate about creating a just and fair society. It’s no wonder stituency and more recently, Co-Vice Chair of the then, that he is so well networked and well known Sheffield District Labour Party. across the city.

In a voluntary capacity, there is a long list of organisations he has worked with across South Yorkshire, in his endeavours to ensure that statutory service providers are held to account when delivering services to Ethnic Minority Communities. He was a founder member and first Chair of the City-wide Black Community Forum, an umbrella organisation of 70 BME groups. He worked with S Y Police as Chair of the BME Independent Advisory Group, helping to develop better strategies for policing in the County, and currently chairs the S Y Police & Crime Commissioner’s Advisory Panel for Ethnic Minority Communities. He was also Chair of the Sheffield Unified Multi-Cultural Education Service, which was set up to help the local Education Authority to develop more appropriate services for BME communities.

He says one of his key priorities is to ensure we do all we can to get young people into education, training or employment. He says there is a great deal of talent, skills and abilities amongst young people that goes to waste because there just are not the facilities, mechanisms or structures to help nurture and develop these talents in young people. Particularly, within the BME communities and more specifically the Pakistani community, under-achievement in schools, unemployment and involvement in drugs and crime is at an unprecedented and unacceptable level, and as parents, as responsible citizens and as community leaders, we cannot just sit back and allow these trends to continue. We all have a moral responsibility to face these challenges and tackle these issues head on. That’s the least we can do for the sake of our future generations!

In an interview with ILM, he says he is delighted to have been elected as the Labour Party Councillor for Firth Park ward. As a Pakistani, Abdul Khayum is keen to demonstrate that as citizens of UK, all members of the community should endeavour to participate in every walk of life including the public life of the country. This includes politics which, he says, is an important and integral part of any modern democratic society. He says we are not just British citizens in name, but part of the fabric of British society. He says, as a community, we are very fortunate to have made this country our home for the last 60 years or so. Britain has given us a great deal for which we should always be grateful, but we have also made a vast contribution to the socio-economic and political life of the country. In Sheffield, our community contributes to business & commerce, to transport, to charitable organisations, to the professions, and to politics. However, in order to ensure that we become fully integrated, that we continue to develop, grow and prosper and that we enable our young people to take pride in who they are, and retain their cultural identity, we must be more not less involved in all aspects of the life of this great city that we have made our home. This is one reason why he decided to get involved in politics and joined the Labour Party in 1997, where he held a number of posts as former Chair and then Secretary of the Burngreave Branch, Secretary of the Brightside and Hillsborough Con-

More Parents Taking Kids Out Of School For Holidays It is claimed more South Yorkshire parents are going to take their kids out of school to go on holiday, after a high court ruling on the issue. Last month a court ruled in favour of a parent who took his daughter to Florida during school time and refused to pay a fine. There are now claims it'll lead to more parents booking holidays with their kids during term-time. There will be an element of parents deciding to take children out of term time to go on holiday because there is no consequence or if there is a consequence they can just ignore it because of the court verdict. Currently parents can be fined £60 per child for unauthorised absence - which rises to £120 if it's not paid within 21 days but it is not enforced consistently.

Parents that are normally very strict and say no time out of school - they might decide 'one or two days is not going to hurt and if I'm not going to be fined then I'll take that chance'. Average-Speed Camera Coverage Doubles In Three Years The length of the UK road network covered by permanent average speed cameras has more than doubled since 2013, new figures have revealed. Research found permanent cameras were now positioned in 80 UK sites, covering 263 miles - a distance longer than the M6. Unlike traditional speed cameras, average speed cameras work by recording the time it takes a vehicle to travel between two positions on the road. The research, conducted for the RAC Foundation, found the distance covered by the cameras in 2013 was 127 miles. More than 130 miles of road have been installed since then, it showed. The new data excludes sites where average speed cameras are deployed temporarily, such as to monitor speed limits through motorway roadworks. The cost of introducing the cameras had fallen in recent years, making

Their research confirmed Quranic contentions. For Muslims, the Quran has always been a source of knowledge. It was this belief that made those earliest Muslim scientists great torchbearers. They believed in the edicts of the Almighty and started their research based on the belief that whatever was mentioned in the Holy Quran was the word of Allah. General Rules of Good Manners and Etiquette in Public Places Give up your seat for an adult, especially for an old person, a handicapped person or pregnant women. Not only is it good manners and etiquette but bear in mind that one day you too will be old and frail. Place your rubbish in a bin, imagine if everybody just scattered their rubbish throughout the streets. Some other things to think about when teaching children: Old people are easily intimidated, be kind, polite, respectful and helpful. Open the door for others. Allow adults to go through first while you hold the door open for them. If you do enter first, don't let the door slam in the face of those behind you. Before you enter a lift (elevator), allow the people inside the lift (elevator) to exit first. This rule of etiquette also applies to buildings or even a room; let the person inside exit first. It is well known that when this rule is abused or ignored it even creates wars between countries.

It is not just each of these things, but it is ALL of these things rolled into one. It is also about leadership, taking the time to put others at ease and thinking before you act. Of course what is considered good etiquette in one country could be considered extremely bad manners in another country. You know the old saying 'when in Rome, do as the Romans do'? Well to some degree that applies here. For example: Cleaning your plate at the dinner table in China is not good dinner table etiquette - it may even be

considered bad manners. It could be construed that you did not have enough food on your plate and you are still hungry. In a Greek family home, leaving food on your plate could be taken as an insult; the hostess may think you do not like the food. Not a good idea if she is a typical Greek Mamma! In Islamic countries, it is best to never eat with your left hand, it could be considered gross indecency as that hand is kept for toilet purposes only. Some cultures practice a very formal etiquette in business and social situations. Many stick to their traditional customs. In some countries people are more tolerant and accepting of foreign visitors, but it is always good manners and good social etiquette for you to make the effort to fit in and not offend. It may sound a little difficult and one sided, but as we said before, there is no one rule book that covers every aspect of good manners and etiquette as it differs from culture to culture and country to county and even person to person. Generally speaking, if you are well mannered, tolerant, and respectful you will feel comfortable

in any company or situation. Most people will accept you into their circle. When visiting a country for the first time, whether it is for business or on holiday, it is always advisable to go to the library or search the internet and read as much as you imagine would be necessary for the purpose of your visit.

More Than 45 Million Are In Slavery Worldwide The Global Slavery Index finds the number of modern slaves is a third higher than in 2014, with North Korea the worst offender. More than 45 million people around the world are trapped in modern slavery, an annual study by an Australian pressure group has found. The Global Slavery Index for 2016, published by Perth-based Walk Free Foundation, discovered that up to 4% of the population in some countries are in bondage of some kind. Modern slavery includes people who are forced to work as prostitutes or domestic servants, or who are enslaved in debt bondage and compelled to work in factories or on farms. Asia is the worst offender, the study found, with up to 4.37% of people in North Korea and 3.97% of the population in Uzbekistan enslaved. The highest number of slaves in any one country is in India, which has 18.35 million, followed by China with 3.39 million and Pakistan with 2.13 million. The Walk Free Foundation's founders say more countries should follow the lead set by the UK, which last year brought in the 2015 Modern Slavery Act. Walk Free chairman Andrew Forrest said: "One of the reasons why we chose to launch the Glo-

bal Slavery Index 2016 in London was because of the leadership which Britain has made on the modern slavery issue. "The Modern Slavery Act 2015 led the world and we are seeing this having a real impact in how companies and countries behave. "We feel very strongly that if this leadership is adopted by the nine other major economies of the world then the world would be a much safer place." A total of 45.8 million men, women and children are modern slaves, according to the study - 10 million more than the last survey in 2014. Mr Forrest said the rise was down to better access to data, although he added that he believes the number of slaves is rising. The Home Office says it estimates there are 13,000 modern slaves in Britain. Out of those, the largest group is from Albania, then Nigeria and Vietnam. But many are British nationals, the Home Office adds - most often teenage girls who have been groomed and then forced into sex work. While the report singled Britain out for praise, it said that rates of conviction in the UK are low and immigration rules leave migrants vulnerable to exploitation.

CHILDREN NOT GETTING RECOMMENDED DIABETES CHECKS Almost 75% of older children in England and Wales with diabetes are not getting key health checks, a study suggests. Data from 27,682 children and young people showed 25.4% of 12-year-olds have the seven recommended annual health checks, such as eye screenings. However, the Royal College of Paediatrics and Child Health, which carried out the audit, says the overall picture is one of improving care. Charity Diabetes UK said young people must be supported in early life. The report looked at data from children and young people with diabetes up to the age of 24 who attended paediatric diabetes units in England and Wales between April 2014 and the end of March 2015. Nearly all had type 1 diabetes requiring daily injections of insulin. The 2014/15 National Paediatric Diabetes Audit of youngsters in England and Wales found that those achieving "excellent diabetes control" - equivalent to a blood glucose level of less than 7.5% - rose from 15.8% in 2012-13 to 23.5% in 2014-15. It showed that 23% were now reducing their risk of future complications from the disease. Guidelines from NICE (National Institute for Health and Care Excellence) state that all children with diabetes should have their blood sugar levels checked every year and those over the age of 12 should have six other annual health checks.

These include measures of growth, blood pressure, kidney function, cholesterol, as well as an eye screening and a foot examination. Because young people with type 1 diabetes are at increased risk of kidney disease and blindness, the health checks are important, but too many children are not getting them. They form part of a lifetime of screening for complications which, if recognised early, are amenable to interventions that reduce progression. The rate of improvement of those achieving "excellent diabetes control" had exceeded that seen in some other European countries. The report also noted that worryingly high numbers of children over the age of 12 were already showing signs of early complications. And children and young people living in the most deprived areas were found to have worse blood glucose test results than those living in more affluent areas. There remains considerable variation in the level of care provided. This is very worrying because if children and young people are not supported to manage their diabetes well in early life, they are more likely to be at risk of debilitating and life-threatening complications in adult life such as amputations, blindness and stroke. It is also essential that the parents of children and young people with diabetes are supported to help them deal with the illness.

But let’s also consider how unhealthy this can be for us. If you are of a South Asian background, you may be at an increased risk of developing cardiovascular disease. You may also be more likely to have high blood pressure and at greater risk of having a heart attack. Your ethnic background can increase your risk of getting cardiovascular disease. Cardiovascular disease (CVD) is an umbrella term for all diseases of the heart and circulation, including heart disease, stroke, heart failure, cardiomyopathy, and atrial fibrillation. For Bangladeshis, Indians and Pakistanis, and people with an African Caribbean background, cardiovascular risk can be higher than for the rest of the UK population. How ethnicity affects your risk of heart disease Statistics show that in the UK: • if you are of a South Asian background, you may be at an increased risk of developing coronary heart disease, which could lead to a heart attack • if you are over 65 and of a South Asian background, you are at a greater risk of having a stroke • if you are of an African Caribbean background, you may be more likely to have high blood pressure • the prevalence of type 2 diabetes for people of African Caribbean and South Asian ethnicity is much higher than in the rest of the population.
