CONSERVATIVE PROMISES David Cameron has vowed to introduce a law guaranteeing no rise in income tax rates, VAT or national insurance before 2020 if the Tories win the election. The Conservative leader said workers already paid enough tax and he would focus on other ways of clearing the deficit, such as reducing the welfare bill and tackling tax avoidance. Labour said it was a "last-minute gimmick" and it expected VAT to rise. Ed Miliband suggested the Tories have a "secret plan" to cut tax credits. The Lib Dems said voters would "simply not believe" the pledge unless the Conservatives spelled out where they would cut public spending. Both the Conservatives and Labour are focusing on economic issues with less than a week to go until polling day and with opinion polls suggesting neither has been able to open up a decisive lead.

Free School Meals For 7 To 11 Year Olds

Free school meals will be available to all primary school children in England, under a £610m-a-year plan unveiled by the Liberal Democrats. Infant school pupils are already entitled to a free meal under a policy championed by leader Nick Clegg and introduced in September last year. But Mr Clegg wants seven to 11-year-olds to also benefit from 2017/18. The Lib Dem pledge came as the Tories promised not to raise taxes and Labour said it would ensure tax credits rise. The measure, which they claim will benefit 1.9 million youngsters and save parents £400 per child on lunches. Mr Clegg said his policy would also ensure all primary school children enjoyed a nutritious meal rather than a "slice of white bread with chocolate paste on it". Under the expanded Lib Dem plan, an estimated £100m would be earmarked for improvements to school kitchens and dining facilities in primary schools. The extension of free school meals to cover children aged seven to 11 would cost £610m a year, including a share destined for the education budgets of areas where power has been devolved. Mr Clegg said the move would save parents £400 for every child they have in primary school. His party said the scheme would be introduced once the deficit had been eliminated, paid for "as resources allow" in line with projected public spending increases in line with economic growth. Labour to scrap stamp duty on homes up to £300k for first-time buyers Labour is set to announce plans to scrap stamp duty on homes worth up to £300,000 for first-time buyers. Cutting stamp duty to zero would benefit nine out of 10 people buying their first home and could save up to £5,000, according to Labour. The plan would cost £225m a year, which the party says would be found through a series of taxrelated measures on landlords and wealthy property investors. “There’s nothing more British than the dream of home-ownership, starting out in a place of your own. But for so many young people today that dream is fading with more people than ever renting when they want to buy”, David Miliband. Housing has been one of the key battlegrounds of the election campaign with the Conservatives refreshing the Thatcherite right to buy policy in an attempt to win over voters struggling to enter the property market. Labour has accused the Tories of presiding over the lowest levels of housebuilding in peacetime since the 1920s with home

ownership at its lowest level in 30 years. Under the plans, Labour will change planning laws to introduce a “first call” policy that would give first-time buyers who have lived in an area for more than three years priority on up to half of local new homes. It will also introduce a “local first” policy that would stop properties being advertised overseas before they have been in the UK. Buyers currently pay nothing on the first £125,000 of a homes value and are then charged on a sliding scale, starting with 2% on the next £125,000 and 5% on the following £675,000.

Labour’s lead in Sheffield Hallam has gone down to one point, according to the latest poll with just over one week until election day. The previous poll by Lord Ashcroft put the chief rivals to Liberal Democrat leader and Deputy Prime Minister Nick Clegg two points ahead of him. Lord Ashcroft said that it seemed as though former Conservative supporters would now vote for Mr Clegg, while former Lib Dem supporters would back Labour’s Oliver Coppard on May 7. Dropping even one point can be a costly outcome for the election. Labours lead in Hallam is down one point whereas in March it was two points, and three in November. The constituency voting intention included in the Ashcroft poll says that 36 per cent of people would vote Liberal Democrat and 37 per cent for Labour candidate Oliver Coppard. Another 15 per cent backed the Conservatives, who are fielding candidate

Thousands welcomed Queen to Sheffield for Maundy Service Thousands of people lined the streets of the city centre to welcome Her Majesty the Queen when she attended for the Royal Maundy Service at Sheffield Cathedral. The Queen was accompanied by the Duke of Edinburgh, Prince Phillip, for the ancient ceremony which for the first time was held in Sheffield. The Royal Maundy can be traced back in England to the thirteenth century, and there are continuous records of the Distribution having been made on Maundy Thursday from the reign of King Edward I. The Service derives its name from the Latin word “mandatum”, meaning a commandment. The Royal Maundy was traditionally about giving alms to poor pensioners and the Queen handed out commemorative Maundy coins for the 60th time as she undertook the pre-Easter tradition. has been related to the Sovereign’s age. At one time recipients were required to be the same gender as the Sovereign, but since the eighth century they have numbered as many men and women as the Sovereign has years of age. This year, 89 women and 89 men - one for each of the Queen's 89 years - received the Maundy money for their service to their community and their church. The distribution is in two parts (a red purse and a white purse) and the gifts which are handed to the recipients are symbolic. The Dean of Sheffield, the Very Reverend Peter Bradley, said it was a historic moment for South Yorkshire. The service at the Cathedral was followed by a civic lunch at Sheffield Town Hall.

Sheffield Councillors Cost £1.2M Last Year More than £1.2 million was paid out in Sheffield councillors’ allowances and expenses last year, figures show. The majority paid out from April 2014 to March 2015 was for basic allowances and special responsibility payments. However, £28,433 was claimed for travel, subsistence and dependent carers’ allowances. The highest travel claim - at £1,600 - came from Coun Leigh Bramall, cabinet member for business, skills and development and deputy council leader. He also claimed £244 for subsistence and the highest amount, £654, for the carers’ allowance - which was to cover childcare needed during council duties at night or early mornings. Coun Bramall said the travel claims were for rail fares and subsistence for hotels so he could attending meetings around the country, such as

those to promote city exports, lobbying Government, HS2 and meetings about the new retail quarter. He said: “I always travel standard class and I never claim for taxis, food or drink. “It’s not a surprise I would have the highest claim because a lot of what I do is going to lobby Government and meet investors.” Leader Julie Dore claimed the highest subsistence at £695.24. A spokesman said it was for hotels when attending meetings. Coun Dore also claimed £1,523 for standard rail fares to meetings like the Core Cities Cabinet and Transport for the North. Of the opposition parties, several councillors claimed £539 for an annual bus, tram and train pass while 21 councillors claimed no expenses. Allowances have been frozen for six years and £241,000 saved since 2011.

Asian Candidates for the 2015 UK General Election On Thursday 7th May 2015, people all over the United Kingdom will be casting their votes in the 2015 General Election. There are 158 Asians hoping to be a Member of Parliament (MP). Of these, 111 are men, and 47 are women. The Conservatives are fielding the largest number of Asian candidates with 36. They are closely followed by Labour (34) and the Liberal Democrats (32). UKIP have been garnering much attention for their their anti-immigration rhetoric, but the party is fielding 21 Asian candidates.

There are eight Asian candidates for the Green Party and five Asians are running as Independents. Furthermore, 22 Asian candidates are representing a diverse array of smaller parties nationwide.

Patients could be made to show their passports when they use hospital care in England under new rules introduced by the Department of Health. Those accessing new treatment will be asked questions about their residence status in the UK reports BBC. Patients may need to submit passports and immigration documents when this is

in doubt, the department said. Hospitals will also be able to charge short-term visitors from outside Europe 150% of the cost of treatment. The department said the new rules came into force on 6 April for overseas visitors and migrants who use NHS hospital care in England. Primary care and A&E care will remain free. There will also be financial sanctions for trusts which fail to identify and bill patients who should be charged, it said. The plans are part of a crackdown on so-called “health tourism”. Most foreign migrants and overseas visitors can currently get free NHS care immediately or soon after arrival in the UK but they are expected to repay the cost of most procedures afterwards. The charges are based on the standard tariff for a range of procedures, ranging from about £1,860 for cataract surgery to about £8,570 for a hip replacement. Non-UK citizens who are lawfully entitled to reside in the UK and usually live in the country will be entitled to free NHS care as they are now.

More Rotherham parents than ever are getting their children into primary schools of their choice this year. Across the borough 93.98 per cent of parents heard on April 16, that their children have gained their first preference of primary school. Out of 3,187 applications, 2,995 children were offered their first preference, while 129 (4.05 per cent) were offered their second preference and 18 (0.56 per cent) were offered their third preference. This means that a total of 98.59 per cent of applicants were offered one of their three preferences. This is an improvement on last year's (2014) figures when 91.5 per cent achieved their first

preference, 5 per cent their second and 1.5 per cent their third. Rotherham Borough Council said the forward planning of school place demand within the authority together with the positive relationships with our schools, has meant that by partnership working they have been able to deliver projected additional capacity in areas of need in a timely manner. The authority has planned for future demographic growth within the Borough. From September 2015 to September 2017 a total of 280 new primary places will be created with the building of a new school and the expansion of a further two existing schools.

Ethnic Minority Population To Double By 2051 The ethnic minority population in the UK will be more than double in the next three decades, reveals a recent research. 1 in 4 Britons will be from an ethnic background. According to the projections for a government-sponsored study, UK’s Indian, Pakistani, African and Bangladeshi populations will increase between 90 and 120 per cent by 2051. However, the research has also stated that as people age, the growth rate may slow down. The projected increase in ethnic population will be driven by fertility rates among the country’s ethnic-minority communities thus making the nation more diverse. Researchers have estimated that the overall UK population will rise from 63.4 million in 2011 to 77.4 million in 2051. Campaigners said the figures were a conse-

quence of large-scale immigration over the past two decades which they said had led to housing shortages, overcrowded schools and transport, and pressure on the NHS, reported The Times. Immigration is one of the top concerns of voters, reports media.

Car Tax Evation From 1st October last year it was no longer necessary to display a paper tax disc in the windscreen as payment will be logged within the DVLA database, and automatic number plate recognition cameras will catch motorists trying to evade payment. 63% of motorists surveyed feared that scrapping the paper tax disc would result in a rise in the number of untaxed cars on the roads and a further 44% believed it would actually encourage people to break the law. The Department for Transport estimates that Vehicle Excise Duty (VED) – ‘car tax’ – evasion* affected only 0.6% of traffic on roads – 210,000 vehicles – in Great Britain in 2013 which equated to £35m in lost revenue. Many motorists are also unaware that from 1st October 2014, it is no longer be possible to transfer the residual VED to the new owner when a car is sold. There will be an immediate obligation for the new owner to purchase VED and the previous owner will automatically re-

ceive a refund of VED paid for complete calendar months after the date of sale. For the vast majority of law-abiding motorists the new rules will make very little difference, and in fact the option to pay by monthly Direct Debit from November has made it easier for many to budget for the payments. But there is clearly concern among those motorists that we surveyed over the issue of enforcement. Most of the changes make sense and will benefit the motorist, but too many motorists are unaware of the detail and the big question has to be whether enforcement using only cameras and automatic number plate recognition will be sufficiently effective. There are clearly many people who still believe that the humble tax disc was a simple yet highly effective way of ensuring all motorists pay their VED. As a result, there is real concern that without the need to display a disc, less scrupulous motorists will take a chance and try to evade payment.

Whatever the truth they are the happier people compared with the Indians, according to a UN-sponsored study. Generosity is a key indicator in which the Pakistanis are several points ahead of their big neighbour. Pakistan’s cabbies and shopkeepers have proved the point every time a group of Indians comes calling to watch a cricket match or visit a shrine. “Indians are less happy than their counterparts in Pakistan and Bangladesh,” said PTI quoting the report published by the Sustainable Development Solu-

tions Network (SDSN), which is a global initiative for the United Nations. India comes in at the 117th spot out of 158 countries in the 2015 World Happiness Report. Pakistan is ranked 81 and Bangladesh, 109. Places like Ukraine (111), Palestine (108) and Iraq (112) too come up higher than India on the index. The report takes into account GDP per capita, life expectancy, social support and freedom to make life choices as indicators of happiness. India’s rank dropped six notches from the 2013 report, when it was on the 111th spot. Switzerland has been named the happiest country in the world.

The powerful earthquake that struck Nepal last month happened on a "thrust fault," according to the U.S. Geological Survey, which is when one part of the Earth's crust is being thrust underneath another. The basics of the geology of the region are you have the Indian tectonic plate being thrust and pushed underneath the Eurasian continental plate, and because these two plates are moving toward each other . . . this force builds up over time. It's something that's not constantly moving, but when it does move, it creates a jolt and you have a large earthquake.

The area will also face more earthquakes in the future, because of its location where two continental plates are coming together, but there could be relatively long time periods in between - sometimes decades. This area doesn't have a recent history of a lot of large earthquakes, but earthquakes are responsible for the formation of the Himalayas, so historically, there have been a lot of large earthquakes. Last months deadly 7.8-magnitude quake was the worst to hit Nepal in more than 80 years.

Private Landlords ‘Abusing’ Benefit Private landlords are " abusing" housing benefit by receiving huge amounts of money, paid in part or in full by taxpayers, according to a new report. The GMB union said its research showed that the top 20 private landlords in Britain received between half a million pounds and £4.6 million in housing benefit in the 2013/14 financial year. Of the 4.2 million households in private rented accommodation, the rent in 38% of cases was paid in part or full by taxpayers, said the report. This research lifts the lid on the mainly secret payments to landlords who are the real

winners from Britain's welfare system. We see taxpayers' cash subsidising buy-to-let empires with £9.2 billion of hardearned taxpayers' cash paid in to private landlords' bank accounts - much of it ending up in tax havens. Since council housing was opened up to the right to buy in the 1980s, more than 40% of council housing has ended up with buy-to-let landlords, said the GMB. The union used Freedom of Information requests to local authorities to find out the amount of housing benefit paid to landlords.

New Decision-Making Arrangements For Rotherham Borough Council Agreed Details of how decisions will be made by the Government-appointed Commissioners overseeing Rotherham Borough Council – and how local people can get involved – have now been agreed. Each of the five Commissioners will consider significant decisions in their own areas of responsibility, working alongside elected members and senior managers. Councillors, local people and other interested parties will be invited to have their say on these decisions – to be known as ‘minded-to’ proposals – and a final conclusion will only be reached once their views have been taken into account. Commissioner Sir Derek Myers, Lead Commissioner, said that retaining the principles of local democracy by ensuring an open and transparent decision-making process is a priority. “These are unprecedented circumstances, working outside the usual rules of local democracy and decision-making, but it is absolutely crucial that we are open and accountable in delivering services to the people of Rotherham. We will be clear about what we are doing, and why we are doing it,” he said. “Each Commissioner has a different role and responsibility and, crucially, we can take decisions both as

individuals and as a group. This gives us the ability to work in a way which is very different to the previous Cabinet system, i.e. without a rigid set of public meetings as a group – allowing for speedier decisionmaking to underpin progress across services. “I want to be clear however, that we will not take any decisions without the chance for councillors, local people and other interested parties to have their say, with the exception of those deemed to be urgent in the public interest.” Under the new system elected members, members of the public and interested parties have five days to put their views forward. Decisions which would have previously been made by Cabinet, and those relating to the Licensing function, will now be made as follows: - The relevant Commissioner will consider a report from senior officers, and will determine a proposal which they are ‘minded to’ support. This minded-to proposal will be sent to relevant elected Members, and will also be published on the council’s website. - People can then make comments on proposals within five working days, and views will be taken into account before a final decision is made.

Free Early Learning For Two Year Olds – Is Your Child Eligible? Over 1200 two year olds in Rotherham are benefiting from a free childcare place! Could your child also have a free place? There are still over 300 children in Rotherham who are eligible for up to 15 hours of FREE quality childcare and early learning each week - if they meet the necessary criteria. These sessions give them the opportunity to learn through play and experience new activities while preparing themselves for school. In turn, the provision also gives parents a bit more free time each week allowing them to take up alternative activities such as college courses or the chance of returning to work. Currently, a total of 1,274 children in Rotherham are taking advantage of the offer as part of the Government's 'Achieving Two Year Olds' programme. This is 78% of those who are eligible and means that Rotherham has the third-highest rate out of 15 local

authorities across Yorkshire and the Humber. Nationally, the average takeup is 62 per cent, placing Rotherham 28th out of 152 authorities. Rotherham's Families Information Service would still like to hear from the parents of those 300 plus children not receiving a place so they can check to see whether they are eligible for the free childcare. If parents are in receipt of certain benefits or are on a low income they could get a free place and to find out they should ring either 01709 822429 or freephone 0800 073 0230. There are over 160 childcare providers who offer free early education places in Rotherham (including day nurseries, pre-schools and childminders) and the Families Information Service can support parents to find a provider in their area. Eligible children can access up to 15 hours of free early education per week although if parents prefer, they can choose to take up fewer hours initially and build up over time.

‘Weigh Up’ Offers Free Weight Management Support In Rotherham A number of free services are now on offer across Rotherham to help those struggling to reach and maintain a healthier weight. The Weigh Up initiative is available for all children, young people and adults who feel they need that extra bit of support to lose weight, gain fitness and improve their overall health and wellbeing. Experts will provide one of several Weigh Up services from venues across Rotherham. Following an initial assessment, people will be given advice, guidance and practical solutions to help them find the best way to lose weight and access support. Being healthy and having a good level of fitness is something a lot of people aspire to, but for many reasons, whether physical or psychological, they are unable to make significant improvements to their overall health and wellbeing. The Weigh Up services are designed to identify what the root cause of the problem is and then match the practical and emotional support that best fits each individual. The Shape Up service for adults includes a free 12week gym membership at one of Rotherham’s leisure centres alongside group sessions which will focus on weight management, developing healthy eating habits and enjoying being more active, more often. Residents Warned About Using Companies To Challenge Their Council Tax Banding Bradford Council wants to remind residents that if they are thinking of challenging their Council Tax banding, that they can do this for free. This advice comes as a result of residents in the Bradford area being contacted by companies offering to check Council Tax bandings on their homes for a fee. Some of these companies charge an up front fee which can be around £165. Some also take a percentage of the re-band refund if it is successful, which could be as much as 28%. This is a sizable sum to pay for something which you could do for yourself for free. Council Tax bands are based on the amount the home may have sold for on 1 April 1991, even new homes are valued on this basis, to make valuations fair for everyone. The Valu-

It was revealed in the documents declassified a few years ago that two people killed the murderer of Liaquat Ali Khan at the spot while crowd also massacred the two persons in order to leave no sign of the conspiracy. According to the documents, the United States wanted to get contracts of oil resources in Iran. Pakistan and Iran enjoyed cordial ties and Afghanistan used to be an enemy of Pakistan during 1950-51. The neighbouring Afghanistan was the only country that did not accept Pakistan at that time. The US demanded Pakistan use its influence in Tehran and persuade it to transfer control of its oil fields to the US. Liaquat Ali Khan declined to accede to the request, saying he would not use his friendship for dishonest purposes and not interfere in personal affairs of Iran. On which, then US President Harry Truman had threatened to Liaquat Ali Khan. Not only that, Liaquat Ali Khan also demanded that the US vacate air bases in Pakistan, dropping a bombshell on Americans. Following the development, American started search of murderer for assassinating Khan. They did not find a suitable person in Pakistan and then turned to Afghanistan for this purpose, according to the documents. Washington contacted the US Embassy in Kabul, offering Zahir Shah to search an assassin for Khan and in return they will ensure Pashtoonistan’s freedom. Afghan government had found a man, Syed Akbar, to take the job and also made arrangements for him to be killed immediately after, so as to conceal the conspiracy. CIA Had Flexible US Drone Policy In Pakistan US President Barack Obama tightened rules for the US drone programme in 2013, but he secretly approved a waiver giving the Central Intelligence Agency (CIA) more flexibility in Pakistan than anywhere else to strike suspected militants, according to current and former US officials. According to a report published in The Wall Street Journal, the US officials said the rules for US drone programme were made stricter in 2013, but special waiver was issued in connection with drone strikes for high-value targets in Pakistan. It also said that recent deaths of two US hostages, Warren Weinstein and Giovanni Lo Porto — killed in a drone strike targeting Al Qaeda militants — could have been avoided had the exemption not been in place. The CIA would have been required to gather

more intelligence before conducting the drone strikes in absence of the special exemption for Pakistan. The killing of these hostages has renewed a debate in the Obama administration over whether the CIA should be required to adhere to the same regulations that are applicable on drone strikes outside of Pakistan, said the report. The exemption for Pakistan means the CIA can do “signature strikes” and more “targeted drone attacks” on high-value targets identified without collecting specific evidence that the target poses an imminent threat to the US. President Obama tendered an apology while taking responsibility for the deaths of the two US hostages. He also announced a review to ensure mistakes like the mentioned are not repeated in the future.

Students As Young As 8 Busted With Drugs In School Hundreds of children as young as eight have been caught with drugs in school, according to police figures. In the last four years, there were more than 2,000 cases of illegal drugs being seized in schools in England and Wales Cannabis was seized more than any other - with 625 cases since 2011. And in one of the most shocking cases, a 14-year-old student was found with heroin worth £500 in Greater Manchester. “Any incident of drugs on school premises is worrying as it will often only be the tip of the iceberg of what young people are encountering

on the streets” said NASUWT teaching union. The data, from 34 police forces dating back to 2011, was released under the Freedom of Information Act. Forces revealed Class A drugs such as heroin, LSD, ecstasy and crack cocaine were among the illegal substances seized. The highest number of incidents and offences for the three complete years from 2011/12 - 2013/14 was 229 in Hampshire. There was 144 incidents at schools in Avon and Somerset, and 138 in the West Midlands. In Wales, South Wales police reported 92 incidents.

GOOGLE JOINS SEARCH FOR LOCH NESS MONSTER Mr Shumile J. Chishty Some of you may heard of the lake monster “loch ness” which was discovered in 1993. This loch ness monster was named after the lake “loch ness”. The monster is supposedly similar to other lake monsters, but the description was commonly said to be large. After 1940 the search for the loch ness monster had stopped until, 24th of November 2014. It has been 80 years since the loch ness monster has been photographed, however recently another loch ness photograph has been taken. However many argue that the recent photograph taken might be displaying some debris floating .A member of the official loch ness monster fan club stated that large amounts of wood flows out of the woodland through the two winding rivers that flow in the loch ness each year.

Now Google has decided to join the search for the Loch Ness Monster by taking its Street View cameras across the famous Scottish loch. It sent teams to take pictures both above and below the waterline to help armchair Nessie hunters to explore the area. Google said the development was to mark the anniversary of the release of the Surgeon's Photograph - a 1934 hoax image claiming to show the monster in the misty waters of the lake. A post on Google's official blog said: "Sail across the freshwater lake and take in its haunting beauty, made darker still by the peat particles found in its waters. It took Google around a week to take the photographs, with a diver being used to take the Street View Trekker

The massacre of the Egyptian Christians was condemned by Pope Francis, who said he learnt of their deaths “with great distress and sadness”. IS militants beheaded 21 Egyptian Coptic Christians in Libya in February and gunmen from the Somali militant group Al-Shebab allegedly singled out Christians in an attack in early April that killed 147 people at a university in Kenya. Pope Francis has issued several statements condemning the targeted massacres of Christians.

In the past, successful applicants for UK entry clearance had evidence of this leave through a vignette in their passport. The new procedures for applicants with entry clearance of more than 6 months, is that successful applicants will have to apply for a Biometric Residence Permit as evidence of this UK leave to remain. This procedure will be phased in. Successful applicants will henceforth be issued with a 30-day short term biometric entry clearance visa to allow the applicant to travel to the UK to collect their Biometric Residence Permit. This permit must be collected within 10 days of arrival in the UK. The UK Home Office will provide instructions to the applicant on where to collect this permit. The 30-day short term entry clearance visa will start from the date the applicant stated in their application form that they will travel to the UK.

Health Surcharge The UK Government has announced that it will be introducing a health surcharge for all non-EA nationals coming to live in the UK for longer than six months. This new health surcharge will be introduced from 6 April 2015, and will enable nonEA nationals to gain access to the UK’s National Health Service (NHS). At present non-EA nationals coming to the UK have access to the NHS, as if they are permanent residents. By introducing this surcharge the UK Government want such individuals to make an appropriate financial contribution to the cost of healthcare in the UK. The health surcharge will be £150 per year for students and £200 per year for all other individuals. In effect this will mean that all visa applications from 6 April 2015 will have to be accompanied by this amount, and it will be payable for

the total period of the UK visa being applied for. The amount will thus be collected as part of the immigration application and the payment will be mandatory. Visitors to the UK will not be affected by this surcharge, and will only have to pay for any treatment once they need to receive any treatment from the NHS. Nationals from Australia and New Zealand are also exempted from this surcharge, as the UK has a reciprocal healthcare agreement with these countries. Other exemptions inter alia include; Intra-company transfers under the Tier 2 immigration route, dependents of a member of Her Majesty’s Forces and migrants who applies under the Home Office concession known as the ‘destitute domestic violence concession’.

Short-sightedness has doubled in half a century with experts blaming children’s increasingly indoor lifestyles and use of computers. New research shows that 23% of British 12 and 13-year-olds have myopia, compared to just 10% in the 1960s, The Times reports. Parents have been urged to encourage their children to play outside more, instead of spending their time surfing the web in their bedrooms. Problems are worse in east Asian countries which have more intensive education programmes - with up to 90% of school children short-

sighted. The recent study said children were also becoming short-sighted earlier aged six or seven. More research suggests that British children are three times as likely to be shortsighted as Australians, who spend more time outside. Experts are concerned that children spent all evening indoors doing homework and said that always being surrounded by books and walls was a concern. It can lead to the eye growing longer as it struggles to focus on peripheral objects. The issue has worried officials in one Chinese city so much they are experimenting with transparent classrooms to expose children to more sunlight. There is a strong link between education and countries that are 80-90% myopic.

60 Is The New Middle Age As Live Expectancy Rises People may need to rethink what they believe is old as researchers have suggested that 60 is the new middle age. The study notes that if old age is fixed at a certain point, the proportion of old people will rise because of increasing life expectancy. If the threshold for being old is moved to take into account longer lives, the proportion of old people actually falls over time. What we think of as old has changed over time, and it will need to continue changing in the future as people live longer, healthier lives. Someone who is 60 years-old today can be regarded as middle aged. 200 years ago, a 60-year-

old would be a very old person. With people living longer, healthier lives, age should not just be a number we reach but a reflection of the life we lead, according to the study. It looked at different rates of increase for life expectancy, from no increase to an increase of about 1.4 years per decade. Retirement is no longer a cliff edge decision where we stop working purely because they’ve celebrated a birthday. The life expectancy of a man in Japan is 86 but it is just 45 in the Central African Republic and the world average is around 68.

62% Of The World’s Population Now Has A Bank Account Today 62% of the world’s population has a bank account, that’s up from 51% in 2011. Still, there are around two billion people in the world who don’t have access to the global banking system. These “unbanked” people are overwhelmingly from undeveloped or developing countries and usually live well below the poverty line. This information comes from the World Bank’s “Global Findix” which collects data on financial inclusion around the world. Bank accounts are critical to reducing poverty. Having an account or a safe place to save allows you to have savings to invest in new businesses, to pay for education and to manage unexpected shocks and risks.

Moving factory workers in poorer countries, from cash to payments directly into their account can give them the privacy and control over their money. Studies show that giving women control over their money has a positive impact on budget and household spending decisions. Paying women directly into an account has been linked to greater spending on nutritional food, for example. A big game changer for the unbanked is the rise in mobile banking. Now those living in rural areas, away from bank branches, can participate in the system. While only 1% of adults worldwide use a mobile money account, 12% of adults in Sub Saharan Africa do.

Cardiac Arrest: Hidden Killer Of The Young Sudden cardiac arrest is one of the biggest killers of young people but experts say it is difficult to detect - even after death. The number of young people who die as a result of sudden cardiac arrest is higher than official figures suggest. Latest figures estimate 12 people under the age of 35 die every week in the UK from an undiagnosed heart condition. However, leading cardiologist Professor Sanjay Sharma thinks the real figures are around 25% higher. He adds: "I reckon there are probably about 16 deaths per week in the UK from this so-called sudden arrhythmic death syndrome. "These deaths are underestimated because many such catastrophes can present in different ways, for example unexplained road traffic accidents, unexplained drownings and even epileptic seizures." According to the charity Cardiac Risk in the Young (CRY) 80% of young people who suffer cardiac arrest have no previous symptoms. Currently screening for heart conditions isn't offered on the NHS although tests can be offered to young people who have symptoms or a family history of cardiac problems. Private screening can cost in excess of £100. CRY offers its own screening programme

across the UK and demand is increasing with 1516,000 people now being tested each year. The charity says on average one in 300 of the young people it screens is identified with a potentially life-threatening condition. It believes that every 14-year-old should have access to free cardiac screening and cites figures

from Italy where screening is mandatory for all young people involved in sport and the incidence of young sudden cardiac death has reduced by 90%. In 2008 the UK National Screening Committee recommended that screening should not be introduced on the NHS for 12-39 year olds.

New Rules To Stop Spam Texters And Cold Callers The Information Commissioner says the new rules are expected to "make a difference" in deterring cold callers and spam texters. New laws have come into force which makes it easier to target companies making nuisance calls and sending unwanted text messages. The regulations aim to tackle firms that cold call people at home when a homeowner has asked not to be contacted. They should also help authorities tackle companies that send unsolicited text messages to people. Authorities previously had to prove that someone had suffered substantial damage or distress before a fine could be imposed. Now the Information Commissioners Office (ICO) will just have to prove that a company has broken the law.

The ICO received 175,000 reports of nuisance calls and texts last year. The new law allows companies to make marketing phone calls without prior permission, but they must first check with the Telephone Preference Service to make sure the person they are calling has not opted out. To send a marketing text message they must have permission and must always give details of how people can opt out of any future messages. Unwanted calls disrupt the lives of millions every day, so it's good news it's now easier for regulators to prosecute nuisance callers. Regulators must send a crystal clear message to firms that nuisance calling is unacceptable by using these new powers to maximum effect.

Pakistan Set To Host Test Match On Home Soil Pakistan appear set to host Test-playing opposition in their home country for the first time in more than six years. Zimbabwe have reportedly agreed to travel for a short one-day international series this month, likely to take place in Lahore and Karachi. No tourists have played in Pakistan because of security fears since the terrorist attack on Sri Lanka's team bus in Lahore in March 2009 - when six policemen and two civilians died, and several of the tourists were injured. World’s Fastest Passenger Train Breaks Its Own Speed Record A Japanese maglev that is the fastest passenger train in the world has broken its own speed record. Operator JR Central said the train reached 603 kilometres per hour (375 miles per hour) in a test run, surpassing its previous record of 581 kph (361 mph) set in 2003. The train travelled for just over a mile (1.8 kilometers) at a speed exceeding 600 kph. The maglev hovers 10 centimetres (four inches) above the tracks and is propelled by electrically charged magnets. The faster the train runs, the more stable it becomes – the quality of the train ride has also im-

proved. Japan’s high-speed rail services are among the most advanced in the world, with hundreds of trains running each day with minimal delays. Taking Vitamins May Boost Cancer And Heart Disease Risk

Half Of All Languages Will Be Extinct By The End Of The Century As many as 96 percent of all languages are spoken by only 3 percent of the population UNESCO is predicting that half of all languages will be gone by the end of this century. Over 2,000 of the world’s 7,000 languages have fewer than 1,000 native speakers, according to data from the UN group. The Amazon rainforest, sub-Saharan Africa, Oceania, Australia and Southeast Asia will lose the most languages, according to the Alliance for Linguistic Diversity’s Endangered Languages Project. But the United States will lose hundreds of indigenous languages as well if it doesn’t make an effort to restore them, UNESCO says. Most indigenous languages are spoken on the West Coast and on Native American reservations in the Midwest. The Endangered Languages Project hosts an online database of languages that are threatened with extinction from around the world.

Experts have warned that taking above the recommended daily dose of over-the-counter vitamins could increase the risk of developing cancer and heart disease by up to 20%. A 10-year study into the effect of vitamin supplements on thousands of people found they can do “more harm than good”. The study raises questions about the market for shop-bought vitamins, which was worth an estimated $412m in 2012. “We are not sure why this is happening at the molecular level, but evidence shows that people who take more dietary supplements than needed tend to have a higher risk of developing cancer” said the professor who led the study.

Celebrations For New Senior County Roles Over 150 people from the community attended a celebration event to mark a number of new appointments to prominent positions in South Yorkshire. Mr Andrew Coombe was congratulated on becoming the new Lord Lieutenant for South Yorkshire. Mr John Holt was congratulated on becoming the High Sheriff of South Yorkshire. And the retiring Lord Lieutenant Mr David Moody was thanked for his many years of public service to the Queen and to South Yorkshire in a positive and inclusive way. The event was organized by the family of Mr Waheed Akhtar who was also congratulated on his recent appointment as a Deputy Lieutenant for South Yorkshire. Lord Lieutenant Andrew Coombe is a retired chartered accountant and lawyer who has also served in the Territorial Army. He has had a broad portfolio of charitable work, as a trustee of St Luke’s Hospice, Broomgrove Nursing Home, the Bluecoat Educational Trust and the Freshgate Foundation. He is Chair of the Sheffield Cathedral Council. He has been a non-executive director of Sheffield University Students’ Union. Ishfaq Hussain Kayani, a prominent activist and secondary school teacher was Stage Secretary for the celebrations. He said “I welcome all the appointments of people who are already prominent in their respective fields and I am sure they will continue to successfully deliver the duties for which they are responsible.” High Sheriff John Holt practised until his retirement as an Insurance Lawyer, specialising in catastrophic injury claims, trusteeship and alternative dispute resolution. Since 2002 he has been a Board member of Bluebell Wood Children’s Hospice, leading the organisation as Chair from 2008. He is Regional Chair of Crimestoppers and supports a variety of charities serving the interests locally of children and young adults. Descending Evil

If you think that it is only now that the Muslim Ummah is in trouble, you will be wrong. Ever since the martyrdoms of Hazrat Umar (RA), Hazrat Usman (RA) and Hazrat Ali (KW) we have been under Allah’s chastisement. The famous Persian poet, Urfi, was often in trouble and complained that whatever trouble or evil descended from the sky, it always enquired where he lived. The same goes for Muslims, wherever they are. Sometimes these periods are less troublesome, sometimes more so. Almost the whole of our 1400-year history has been beset by troubles. Barring the periods of Amir Muawiya, Wahad bin Abdul Malik, Haroon al-Rashed and Mamoun-al-Rashid, we have been fighting amongst ourselves most of the time. This started after the martyrdom of Hazrat Usman (RA), which led to the wars of Jamal and Siffin which, according to western historians, resulted in the martyrdom of almost 80,000 of the best fighters of the time. Western historians are of the view that, had these warriors marched towards Europe (they had already conquered Azerbaijan and Armenia), they would have been able to conquer the whole of Europe. The reason for writing this background is because, on April 2, 2015, the western countries managed to stranglehold Iran into agreeing to accept totally illegal conditions and restrictions on their nuclear programme. For the last 12 years

they had been trying to scale down and freeze Iran’s nuclear programme to safeguard Israel’s interests. They managed to almost destroy Iran’s economy through multiple sanctions. Did anyone ever open their mouths about Israel being a confirmed nuclear power for almost 30 years? The western countries wanted to denuclearise Iran to prevent an imaginary Iranian threat, while at the same time France and other western countries helped Israel become a nuclear power almost 50 years ago. Under the agreement just signed, Iran will reduce the number of centrifuges it has from 19,000 to 6,000 and these 6,000 will be of the first generation, less effective type only. It will not enrich uranium beyond 3.7 percent for use only in power-producing reactors. The 10 tons of enriched material they have will be reduced to only 300 kilograms and that too to be kept for only 15 years. All advanced, modern centrifuges will be dismantled and stored under IAEA control with IAEA inspectors having unrestricted access to any place and plant in Iran. All nuclear-related materials will have to be ordered through an IAEA appointed committee. In short, the Iranian tiger has become a toothless and clawless one, easily mauled by any street dog. The Iranian public seems happy enough since economic restrictions were hurting them badly. Now they have heaved a sigh of relief. They can sell their oil and travel abroad freely. The Iranian government had no other choice but to agree to this pact, otherwise the western countries would have turned Iran into another Libya. Unfortunately, Iran had no Bhutto, Gen Zia or Ghulam Ishaq Khan to resist pressure and not so many competent, dedicated people as we had at KRL, Kahuta. It was a question of seizing the opportunity when it arose and putting the most competent, honest, dedicated people at the helm to work freely – and

Iran let their chance pass. For a project of this magnitude one has to be 100 steps ahead of one’s adversaries – we tried to be 200 steps ahead! Iran should have progressed so fast and so silently at the initial stages that the western powers would not have known about it at all until after the deed was done and the goal achieved. In 1985 we went on an official tour to Cairo to visit a shoulder-fired, anti-aircraft missile factory where we met many senior officials. They had a pretty good idea that we were an undeclared nuclear power, thanks to Gen Zia’s statements in India. During dinner, one of the officials sitting next to me asked if I thought they would succeed if they started out on a nuclear programme. I frankly told him that this was impossible as in Egypt, where there were too many Israeli and other foreign agents. Such a programme could not be kept secret for longer than a few weeks. The only way of putting pressure on the western countries and Israel is by joining hands with Iraq, Syria, Libya, Iran and Saudi Arabia and revoke association with the NPT and CWC (Chemical Weapons Convention). This would send out a strong signal indicating that they meant business. We were not part of the NPT (unlike India) and we managed to become a nuclear power. We also did not violate any international commitments or laws. While in Cairo we also visited the museum – a real eye opener. It was amazing to see how advanced the Egyptians (Pharaohs, etc) had been 5000 years ago. I even told my guide, a colonel, that, had the

Egyptians kept up their progress, they would have been able to send a man to the moon 2000 years ago. The hypocrisy of western leaders (especially those of the US, UK and France) is obvious in their policies towards Israel and the Palestinians. All US and French presidents and British MPs have made certain that the poor Palestinians do not get a place to live peacefully and manage their own affairs. All their properties and lands are being forcibly occupied, the West Bank is being totally and fully annexed and the Palestinians are being forced to either leave their homeland or live as second-rate citizens. Despite repeated tall claims and promises made by President Obama, the Palestinians have not been given anything. The Arabs also carry a large part of the blame for this as they have totally ignored the edict of Allah: “Take heed, then O you with eyes (to see)” (59:2). Had we not managed to give Pakistan nuclear and missile capabilities, we would probably have been no better off today than the Palestinians are.

3/4 Of Extremely Hot Days Influenced By Man-Made Global Warming Three-quarters of the extremely hot days in the world are now being influenced by man-made global warming and nearly one in five days of heavy rainfall are due to human influences on the climate, scientists said. For the first time, researchers have put figures to the effect on the world’s weather extremes as a result of the extra greenhouse gases such as carbon dioxide that are being put into the atmosphere from the burning of fossil fuels. Scientists from Zurich University in Switzerland calculate that 75 per cent of daily heat extremes and 18 per cent of heavy rainfall or snowfall is now being driven by the human activity that has contribute to an increase in global average temperatures of 0.85C over the past century. The rarest and most extreme hot or wet days around the world are likely now to be influenced by the extra warming caused by the addition of carbon dioxide to the atmosphere. Climate change doesn’t cause any single weather event in a deterministic sense. But a warmer and moister atmosphere does clearly favour

more frequent hot and wet extremes. It is predicted that if global average temperature increase by 2C – the uppermost “safe limit” set by climate scientists – then the proportion of extremes in heat attributed to climate change will increase from 75 per cent to 96 per cent, while the extremes in rainfall will increase from 18 per cent to 40 per cent. As each year passes the evidence for man-made influences on the global climate is mounting, but what has been lacking until now is an assessment of how much more likely extreme hot and wet weather is likely to become. The idea that in a 2C world almost half of heavy rainfall events would not have occurred were it not for climate change. The risk of heat-related premature deaths has already increased and it will very likely starkly increase further in the future. Clearly, governments should not only seek to slow global warming, but must also prepare societies for what warming will inevitably happen.”

Amputation Risk Of Missed Diabetes Foot Checks Hundreds of thousands of people with diabetes in England are not having their feet checked every year, increasing their risk of amputations, Diabetes UK is warning. Using NHS data, the charity says an estimated 414,784 people are skipping annual foot checks. This equates to 27.7% of people with type 1 diabetes and 13.3% of those with type 2 diabetes, they say. Diabetes UK is currently running a campaign called Putting Feet First that aims to raise awareness about the importance of yearly foot checks if you have diabetes. These checks are important because poor control of blood glucose levels can lead to nerve damage, poor circulation and reduced feeling in the feet and legs. This, in turn, can lead to problems such as foot ulcers that can result in amputations. According to Diabetes UK, more than 100 people have diabetes-related amputations each

week in the UK – 80% of which might have been prevented if the problems had been diagnosed early enough. It is vital that people understand the importance of good foot care, that foot care services are improved, and that people know what care they should expect to receive in their foot checks. It’s absolutely vital that people request a foot check if they have not automatically been invited to one, and that they attend these checks. Up to 80% of people with diabetes who have amputations die within 5 years of the surgery, according to the charity. It says foot ulcers and amputations account for around £1 out of every £150 the NHS spends each year. good diabetes care can dramatically reduce the risk of amputation. The foot check people should get at least once a year is an essential part of this and so it is worrying that more than 400,000 people with diabetes are still not getting one.

2/3 Of The World’s Population Have No Access To Safe, Affordable Surgery New estimates suggest that number of people worldwide who are unable to access basic surgery and anaesthesia is more than twice as high as previously thought Millions of people are dying from common, easily treatable conditions like appendicitis, fractures, or obstructed labour because they do not have access to, or can’t afford, proper surgical care, according to a major new Commission, published in The Lancet. Five billion people worldwide do not have access to safe and affordable surgery and anaesthesia when they need it, and access is worst in low-income and lower-middle income countries, where as many as nine out of ten people cannot access basic surgical care. Just under a third of all deaths in 2010 (32•9%, 16•9 million deaths) were from conditions treatable with surgery – well surpassing the number of deaths from HIV / AIDS, TB, and malaria combined. Yet, despite this enormous burden of death and illness –which is largely borne by the world’s poorest people – surgery has, until now, been overlooked as a critical need for the health of the world’s population. As a result, untreated surgical conditions have exerted substantial but largely unrecognized negative effects on human health, welfare, and economic development. Too many people are dying from common, treatable surgical conditions, such as appendicitis, obstructed labour, and fractures. The problem

is especially acute in the low- and middle-income countries of eastern, western and central subSaharan Africa, and South and Southeast Asia. In the absence of surgical care, common, easily treatable illnesses become fatal. The global community should not continue to ignore this problem – millions of people are already dying unnecessarily, and the need for equitable and affordable access to surgical services is projected to increase in the coming decades, as many of the worst affected countries face rising rates of cancer, cardiovascular disease, and road accidents. Of the 313 million operations done worldwide each year, just one in 20 occur in the poorest countries, where over a third of the world’s population lives. New estimates produced for the Commission find that there is a global shortfall of at least 143 million surgical procedures every year, with some regions needing nearly twice as many additional operations as others. The Commission also finds that a quarter of people worldwide who have a surgical procedure will incur financial catastrophe – costs that they can’t afford and which drive them into poverty – as a result of seeking care. The burden of catastrophic expenditure on surgery is highest in lowincome and lower-middle-income countries and, within any country, lands most heavily on poor people.
