Specification: • For this assignment the submission would be in .ppt format. • It is to be a conceptual DP proposal so you can have just conceptual plans showing the growth pattern and land uses like how we saw the other day in Purva maam's presentation for Singapore and Tehran. • You have to support your proposal with a basic study of the city like terrain, weather, demographics, economy etc. • Provide photos of the city, google earth images, mention issues and concerns if any, have a proper reasoning to why you are doing what you are doing.



The emblem features the Korean letters for “Seoul” in the shape of a mountain, the Sun, and the Hangang (River), with the general design depicting the figure of a joyful human being, thus representing Seoul as a human-oriented city.

Capital of South Korea, Seoul As the capital city of the Korean Peninsula for 600 years, Seoul is a historic & cultural city with over 2000 years of history, and has a beautiful natural environment. Seoul has served as a strategic area for residence, military, and defense. It has been systematically designed as a planned city since its designation as capital of Joseon in 1394


Has shown economic development at an unprecedented rate around the world. For the last 50 years, Population :3 fold GDP 330 times.

Mountains 4 inner mountains : Bugaksan 342m, Naksan 111m, Namsan 262m, Inwangsan 338m 4 outer mountains : Bukhansan 836m, Yongmasan 348m, Gwanaksan 829m, Deogyangsan 125m The Han River

Length : 41.5㎞ (Flowing through 11 autonomous districts, Gangdong-gu ~ Gangseo-gu) Width : 0.6 ~ 1.2㎞ Area : 39.9㎢ (6.6% of the Seoul Metropolitan City’s administrative area)

Colonization Period in 1909s

The public transportation system had modernized more city street pattern by expanding width and length in order to contribute urbanization of Seoul.

1950 Enduring the Japanese Occupation and the Korean War, Seoul’s identity & form were gravely damaged

1960 After the war, the city rapidly carried out Post-War restoration & development

1970 Due to the excessive concentration in the city center, the city focused on dispersing the city’s core functions & population to the outskirts of the city

1980 In preparation for int’l events, the city focused on its City beautiful movement, improving the Han Riverfront, redeveloping hillsides & dilapidated areas


1990 To systematically redevelop the aging town area, the city pursued large scale renewal projects, “New Towns”

2000 Simultaneously, the urban management paradigm has shifted towards placing more emphasis on creating environmental and pedestrian-oriented spaces

2010 As the value of history & culture is re-illuminated, Seoul is now pursuing urban planning tailored to each area’s special characteristics

How were the strategic points chosen?

• The 2030 Seoul Plan is a plan decided by citizens at each step of planning, so it is quite different from Seoul’s past plans.

In particular, the “Happy City of Citizens with Communication and Consideration,” the future vision of the 2030 Seoul Plan, was suggested by citizens.

• To realize the future vision, a total of 5 core issues : A. “people-centered city without discrimination,” B. “-Dynamic global city with a strong job market” “Vibrant Cultural and Historic City,” C. “Lively and safe city,” and D. “Stable housing and easy transportation, community-oriented city” have been established after discussions with experts.


In addition, to realize the 5 major issues by space unit, the direction of 4 space planning policies such as : A. “recovery and strengthening of Seoul City’s identity,” B. “strengthening of global competitiveness of the metropolitan area,” C. “development direction of 5 areas,” and “innovative improvement of citizens’ living environment”

was established, with the development directions for 5 areas decided.

To actualize the spatial plan, 4 sectors ranging from strengthening Seoul’s identity, strengthening global competitiveness for the Greater Seoul area, Balanced development with specialized area plans, & improving citizens’ living environment are followed by 12 initiatives.






2030 Master Plan is not comprehensive but a strategic one !


Change from the “1-main center, 5subcenter area system, 11-local center” to “3-main center, 7-regional center, 12-local center multi-core functional system” •

The 1-main center, 5-subcenter area system, 11-local center system” has been implemented since the first establishment of national basic urban planning in 1990, but it will be changed to the “3-main center, 7regional center, 12-local center .”

The 3 main center areas will be: Historic city center, including Seoul City Wall area to be fostered as an international cultural center; Gangnam as an international business center, and; Yeongdeungpo and Yeouido as an international financial center.

The 7 regional centers will include: Yongsan, Cheongnyangni, Wangsimni, Changdong, Sanggye, Sangam, Susaek, Magok, Gasan, Daerim, and Jamsil.

The 2030 Seoul Plan is the Seoul Metropolitan Government’s priority plan for the direction and change to be pursued by the city until 2030. It suggests space planning, as well as the basic direction for the establishment of Seoul Metropolitan Government’s future policies and planning in each field, and it will also affect the life of citizens extensively.

The plan in district unit is a part of the urban management plan established to rationalize the land use of the target regions under urban planning, to enhance the functions, to improve the appearance, to secure a good environment and to manage the regions systematically and methodically. There are limits in solving the problems related to urban appearance and growth management using only the construction law that regulates use regions and districts in loose ways and proposes minimum construction standards because of the accelerated extensional growth and the quantitative growth of Seoul since the 1970s. In order to address such problems, Seoul introduced the plan in district unit to allocate the functions and roles to cope with various urban problems. The plan in district unit has been settled as an integrated and intensive urban management institution that considers the flat land use plan and the threedimensional construction plan* at the same time for harmony.


Land Readjustment Land Readjustment appeared in Urban Planning Act 1962 It specifies procedure, site designation , land exchange and completion. It was popular until the Land Readjustment Act 1966 came in. This act is a great way to acquire a network / public land without budget. It helps formalize land and arrange roads + infrastructural development. Kindly refer bibliography for further reading material.

Spatial Management Direction Set the framework for the harmonious management of the Historic City Center ’s unique natural & historical assets, induce gradual regeneration by considering its various traits, and establish a sustainable network considering major spatial functions

Spatial Management Plan Categorize into 3 types to manage, depending on the area’s character & project type; control heights considering the harmony and preservation of the old city & the inner mountain & landscape; and manage historical resources as assets for local regeneration than having them as objects for preservation.


5 goals, 15 strategies, 40 initiatives were planned to raise its effectiveness.
