WELCOME to the 2017-18 Guide Dear Glencoe Residents and Friends, On behalf of the Glencoe Chamber of Commerce Board of Directors, I want to welcome you to our NEW Community Guide. You’ll note that it has a NEW look, with NEW features. However, it also has all the information you have come to expect in the Chamber’s Annual Community Guide — contact information for our Chamber member businesses, the schools, Library and Park Districts, civic and volunteer organizations, our Village Administration officials and Trustees and elected governmental officials. Additionally, you’ll learn about upcoming events in the Village, the history of Glencoe, information about Public Works and Public Safety, parking and much, much more. In other words, the Guide is a “one-stop” resource for what you need to know about Glencoe. Please keep it on hand throughout the year and refer to it often. Among the local events covered in the Guide are several the Chamber is sponsoring for the enjoyment of our residents and neighbors. You will be delighted to know that the Glencoe French Market is returning to Wyman Green this summer, starting on Saturday, June 10, from 8 a.m. to 1 p.m. The Market was such a success last summer that we are extending it to every Saturday through Oct. 14. Be sure to visit the Market frequently to find the freshest flowers, vegetables, fruit, baked goods, and more foods and artisan-created items. This summer will also feature the Annual Sidewalk Sale on Friday, June 23, and Saturday, June 24. Merchants with quality goods at great prices will be lining Park and Vernon avenues. Next, we’ll host the Glencoe Festival of Art, again on Park and Vernon on Saturday, July 29, and Sunday, July 30. Over 100 artists will be displaying their works. Turning to the fall season, that fun-filled, treat-filled event — Halloween Hello — will be on Tuesday, Oct. 31, in the downtown business district. As always, Glencoe will kick off the holiday season at Light the Village Lights on Friday, Nov. 24, at sundown at the big tree. The holiday fun will continue into December, as well. The Chamber Directors and I hope you will attend these events and others you’ll read about in the Guide. We also want to encourage you to patronize our stores and businesses; they offer our community the best in merchandise, professional and personal services, knowledgeable, personalized help, and convenience! In addition, please remember that a portion of your sales taxes return to the Village. Our business community adds immensely to the quality of life our residents enjoy in this very special Village. Kiraly pkiraly@villageofglencoe.org The approximately 9,000 residents of Glencoe enjoy premium services from the Village including Public Safety, water, sewer and garbage collection, among others. Village staff members are committed to exceptional service level delivery, being responsive to the community and maintaining a fiscally and environmentally conservative footprint. We know that Glencoe is a great place to live, work and raise a family — and others are starting to take notice too. The Public Safety Department has been recognized as a nationallyaccredited Law Enforcement Agency since 1994 and in 2004 the department also became an internationally-accredited Fire Agency, making it the only fully-integrated Public Safety agency in the world, accredited in both law enforcement and fire services.

VILLAGE LEADERSHIP

The Village President and the six members of the Board of Trustees are the legislative officials of the Village — ­ each elected at large and serving four-year terms. The Village Board guides the Village’s operations through policy decisions, enacted through local laws and ordinances, as well as through approving the Village’s annual budget. Additionally, the Village Board appoints the Village Manager, who oversees day-to-day operations, and the Village President appoints members of volunteer committees and commissions with the advice and consent of the Board of Trustees. The Village takes pride in engaging approximately 70 volunteers on our various committees and commissions in any given year. Regular meetings of the Village Board are typically held on the third Thursday of each month at 7 p.m. in the Village Hall Council Chambers and all meetings are open to the public. NEARLY 150 YEARS OF INNOVATION IN LOCAL GOVERNMENT As the Village of Glencoe approaches our Sesquicentennial (150th birthday) in 2019, we take pride in our history of innovation in the field of local government. Incorporated in 1869, the Village quickly became the first community in Illinois, and the 14th nationwide, to adopt the council-manager form of government in 1914. Then, in 1921, the Village became one of the first communities in Illinois to adopt a zoning code and is still considered a model community in terms of land use and zoning control. The Village was also the first community in Illinois to cross-train officers in both police and fire fighting duties. PUBLIC SAFETY DEPARTMENT Emergency: 911 Non-Emergency: 847-835-4112 publicsafety@villageofglencoe.org The Public Safety Department was established in 1954 when the Village combined the Police and Fire Departments into one single, cross-trained department. Today, our officers are cross-trained as certified police officers, firefighters and medical first responders. This level of efficiency allows the Village to provide a high level of emergency services to the community at a reduced cost when compared to municipalities utilizing traditional, separate police, fire and emergency medical components. PUBLIC WORKS DEPARTMENT 847-845-4111 publicworks@villageofglencoe.org The Public Works Department promotes a safe and healthy environment in Glencoe by managing the maintenance of the Village’s infrastructure (roads, bridges, water mains, sanitary and storm sewers, etc.), administering building, zoning and engineering services, operating the Village’s Water Treatment Plant, providing garbage and yard waste collection services, and overseeing recycling collection services, currently provided by Lakeshore Recycling Systems. The Village Manager’s Office provides overall direction and administration of policies and programs established by the Village President and Board of Trustees, as well as preparation of the annual budget. The Village Manager’s Office includes the Village’s human resources, legal, IT, communications, business services and Village Clerk functions, including maintaining Village records and responding to Freedom of Information Act requests.

ONLINE SERVICES

The Village launched a completely redesigned website in early 2017 — empowering residents to easily find useful information, learn about current projects, and make various service requests and payments online. Report

a pothole, missed garbage collection and more via the Service Request Portal, pay for utility bills, parking tickets and vehicle stickers through the Payment Center, and stay connected by subscribing to Village eNews and registering for Glencoe Connect. PUBLIC SAFETY SERVICES

Public education programs and community safety services are the foundation of the Public Safety Department’s partnership with the community. The department offers several educational programs and services, including: • Block Parties – Invite the fire department to your next block party. If available, crews stop by with our fire apparatus. • Station Tours – Schedule a station tour for a fun and educational outing for your group. • Home Safety Surveys – Our officers will be glad to drop by and offer advice on how to keep your home safe from fire hazards and prevent crimes.

• Blood Pressure Checks – Stop by the Public Safety lobby to have your blood pressure checked by a state certified Emergency Medical Technician. • House Watch – If you’re leaving your home for more than a day or two, let Public Safety know and we’ll have officers walk the perimeter of your home every few days to ensure it is secure. • Operation Reassurance – Operation Reassurance (also known as the Illinois Premise Alert Program) is designed to provide emergency response personnel with information about people with special needs. If an emergency occurs, the personnel will know about the special circumstance as they arrive on scene. • Drug Collection and Disposal – In partnership with the Save a Star Drug Awareness Foundation, Public Safety offers a drug collection unit open to the public, no questions asked. Safely dispose of old, unwanted prescription and over the counter drugs in the Public Safety lobby at Village Hall, open 24-hours a day.

VILLAGE UTILITIES OVERVIEW Residents are billed quarterly for water and sewer as well as garbage and recycling collection. To set up, change or cancel service, call the Finance Department at 847-835-4113. Note that as of March 2017, a final water meter read fee of $75 will be charged.

GARBAGE COLLECTION The Village offers residents the option of back door or curbside garbage collection, with pick-up either once or twice a week. Garbage must be out for collection by 7 a.m. but please do not place items at the curb more than 24 hours in advance. Residents can choose from a wheeled cart purchased from the Village (35-, 65or 95- gallon in size) or an independently purchased container, which can be no larger than 44-gallons with handles for lifting and tight fitting covers (maximum of 4). Wheeled carts purchased from the Village must be placed at the curb. Independently purchased 44-gallon containers can be placed at the curb or out in the open at the top of driveway. 44-gallon containers will not be collected if they are in a gated area or enclosed structure. Village crews are not permitted to enter homes, garages, porches or other private property structures to collect garbage. RECYCLING COLLECTION Recycling in Glencoe is currently collected by Lakeshore Recycling Systems of Morton Grove. Pick-up is once a week on residents’ primary garbage collection day. Place 95-gallon Village recycling carts at the curb, with handle facing your house, no later than 7 a.m. the day of collection. Mix all recyclable materials together in the cart (no separation is necessary with single stream recycling). Please do not bag recycling materials — items should be loose in the cart.

GARBAGE AND RECYCLING USEFUL NUMBERS Start or change service: 847-835-4113 Report missed collection: 847-835-4134 or at www.villageofglencoe.org/request Lakeshore Recycling Systems: 773-685-8811 GARBAGE AND RECYCLING HOLIDAY SCHEDULE When a holiday falls on a Monday, Tuesday, Thursday or Friday, regular garbage and recycling services will resume one day later than normal (i.e. if New Year’s Day is on Monday, Monday collection will be Tuesday and Tuesday collection will be Wednesday, with regular service resuming on Thursday). The Village observes the following holidays: New Year’s Day, Dr. Martin Luther King, Jr. Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. SPECIAL RECYCLING SERVICES The Public Works Department hosts an electronics recycling drop-off on Wednesdays from 1-3 p.m., and a general recycling drop-off Monday-Friday, from 8 a.m. to 3:30 p.m. at the Public Works Service Building (320 Hazel Avenue). WATER The Public Works Department operates the Village’s Water Treatment Plant and maintains the water distribution system, which together deliver high-quality drinking water to all residents and businesses. YARD WASTE The Village offers seasonal curbside yard waste collection on Wednesdays, typically from early April through midDecember. Residents have the option of subscribing to weekly yard waste collection or to pay as they go with yard waste stickers. • Yard Waste Subscription: Yard waste subscribers may place up to four cans, bags or bundles of landscape waste material at the curb each week on Wednesdays through mid-December. The non-refundable annual subscription fee of $126 is included on quarterly Village utility bills. Located approximately 20 miles north of downtown Chicago, Glencoe is easily accessible off I-94 (Edens Expressway), by Metra commuter rail (Union Pacific North Line) as well as the CTA Purple Line with a connection to Pace Suburban Bus service (line 213). There are also summer shuttles to the Chicago Botanic Garden from the Glencoe Metra station.


DOWNTOWN GLENCOE CUSTOMER PARKING Short-term parking (two hours or less) is found on most streets in the downtown business district. Time limits are enforced from 7 a.m. to 5:30 p.m. daily, with the exception of Sundays and the following holidays: New Year’s Day, Memorial Day, 4th of July, Labor Day, Thanksgiving and Christmas Day. Village ordinance requires that vehicles be moved a distance of at least 1,000 feet if parking for more than the two hour limit. Shoppers who need to park for longer than two hours can park in any commuter lot north and south of Park Avenue. While they may not be as convenient as the short term spaces, parking is free. The commuter lots are available Monday through Friday after 10 a.m. and all day on Saturdays, Sundays and holidays.

COMMUTER PARKING Commuters, business district employees and customers may purchase permits at the Village Hall allowing them to park all day in various lots around the Metra train station. They are available at a cost of $270 for an annual permit or $75 for a quarterly permit. Individual daily permits can be purchased for $2 each. Permit parking in the commuter lot is enforced weekdays until 10 a.m., Monday through Friday. Free commuter lot parking is available after that time, as well as on weekends and holidays.

THE AGENCY Family Service of Glencoe (FSG) is a nonprofit social service agency that strengthens our community through providing highly confidential services that prevent and treat emotional and psychological problems. SERVICES Rooted in Glencoe since 1914, FSG’s experienced clinical team serves families and individuals of all ages. Following a systems approach, FSG treats the whole family to affect positive change with the individual and their surroundings. Offers counseling services on a sliding-fee scale and access to therapy regardless of ability to pay for all who live or work in Glencoe.

Located in the Holmes Warming Shelter, immediately north of Central School, GYS is open every day after school and on weekend evenings. The youth center provides a welcoming atmosphere where young people relax, talk with friends, and engage in their choice of many recreational activities, such as pool, ping-pong, movies, video games and cards. Three student computers with

high-speed internet access are also available for homework and games. A diverse schedule of outside programs includes attending Chicago Blackhawks and Bulls games, movie nights, concerts, beach barbecues, pool tournaments, softball/kickball games, educational speakers and social service projects. Several of our most active participants volunteer on our youth board. Youth board members develop leadership skills and learn to work as a committee, as they hold monthly meetings, manage a budget, conduct fundraisers, interview prospective employees and respond to needs in the community. GYS is active at the 4th of July Festival, “Pumpkin Day” and the Just Say No to Drugs Parade.

Our students have also volunteered with The Volunteer Center of New Trier Township, Dignity Diner, Good News Community Soup Kitchen and the Glencoe Park District. If you are a middle or high school student, GYS has something for you. The mission of The Glencoe Junior High Project is to provide opportunities for Glencoe middle school students to engage with the community for the purpose of fostering socially aware, civic-minded, and community oriented individuals. For over 45 years, GJHP has provided Glencoe Middle School students with quality programs in a variety of areas, including The Oasis Youth Center, Civic Engagement opportunities, Social Activities and Events, and The Performing Arts Program. GJHP programs create positive connections between students and their community. The Oasis is located in Glencoe’s Central School and serves 5th-8th grade students daily during their lunch/recess period. Staffed by two Youth Directors, students have the option to play recreational games like foosball and ping-pong, while building

relationships with their peers in a supportive environment. Throughout the week, GJHP offers many Civic Engagement opportunities including volunteering at the Uptown Café, AJust Harvest, Bernie’s Book Bank, CJE Senior Center, and The Glencoe Community Garden, just to name a few. We also offer Book Buddies, a mentoring literacy program pairing K-2nd grade students with 5th8th grade students to encourage and develop literacy skills. It is our focus to create fun and engaging social events and activities for our students throughout the year. Some of our events include the Halloween Hoopla, Teen Skate Night, 6th Grade Social, Beach Bash, and the Back to School BBQ. Our events are open to all junior high school students residing in Glencoe.

Program offers a comprehensive curriculum of 300 courses, with several levels in each academic subject in each year. Students may work at different levels in different subjects. Glencoe may be a relatively small community, but when it comes to social impact, this little village packs a big philanthropic punch.

Although you won’t find it codified in the Glencoe Municipal Code or included as terms in any local real estate transaction, it certainly feels community engagement and a strong inclination to give back is a requirement of Glencoe residency. This is such a philanthropic and service-oriented village! Glencoe’s activist roots go back at least as far as its participation in the Underground Railroad. A deep commitment to social justice, education, community service, arts and culture permeates this precious community. There’s a good chance there’s at least one Glencoe resident on the board of every major Chicago civic institution. But there are so many great organizations in Glencoe that enable residents to give back and engage with a vibrant community right at home, too. Camaraderie and community service abound at the Rotary, Women’s Library Club, Glencoe Social Club, Friends of the Library, Glencoe Historical Society, Welcome to Glencoe Group, Glencoe Community Garden, Sustainability Task Force and League Of Women Voters.

Our North Shore Exchange provides an innovative and fun way to help under-served youth in less fortunate communities as well as our neighbors. The Exchange resells clothes and household items through consignment or donation with proceeds supporting organizations that provide human services for children and families. We enjoy strong schools in part because of the outstanding work by the Education Foundation, Glencoe Junior High Project and other school parent associations. When local families face a crisis, we help them too through the New Trier Township assistance programs and the Family Service of Glencoe. And, oh yeah, we run a world-class theater company right here too. Our Jeanne Gang-designed Writers Theatre, privately funded by community donors, is the equal of nationally celebrated theaters across the country. WATTS ICE CENTER One of the North Shore’s only outdoor refrigerated ice rinks is at Watts Ice Center. During the winter months, Watts Ice Center offers a variety of programs, including figure skating, hockey, and broom ball. Throughout the year, Watts Center also offers after-school programs and special events. In addition to two outdoor rinks, Watts Park features a sledding hill, a Frisbee golf course, tennis courts, and ball fields.

GLENCOE BEACH Right in your own backyard is Lake Michigan’s most beautiful spot on the North Shore, Glencoe Beach. The beach is ideal for group and family outings, work picnics, or summer camp groups! During the summer months, Glencoe Beach is the place to go for a leisurely day in the sun or an active day of sailing, paddle boarding, kayaking or beach volleyball. The Paul & Adda Safran Sprayground, with interactive water features and playground pieces, is a great spot for kids to splash and play on a warm day. PARKS Kalk Park and Veteran’s Memorial Park are Glencoe’s “front lawn,” and a gathering place on summer holidays and special holidays. Liza’s Gazebo is a favorite spot for summer concerts and family picnics. Our specialty parks and playgrounds, like Friends Park and Shelton Park, are gathering places for families with young children, providing opportunities for play time and a lifetime of memories. GLENCOE FRENCH MARKET The Glencoe French Market will return to Wyman Green on Saturday, June 10, from 8 a.m. to 1 p.m. and continue through Oct. 14. The Chamber is again pleased to join the Village of Glencoe and the Glencoe Park District to bring the Market to Glencoe residents and friends. The Market will offer flowers, produce, fruit, artisanal goods and more every Saturday throughout the summer and into the fall. Come to the Market to shop, see your neighbors and visit with Village officials and representatives from the Chamber and other Glencoe organizations. On Saturday mornings in Glencoe, the Market is “the place to be”! MOVIES ON THE GREEN The Chamber is one of the sponsors of this summer’s Movies on the Green series, which benefits Glencoe Youth Services. All movies are held on Wyman Green at sundown. CHAMBER SPONSORED RAFFLES For the past several years, the Chamber has sponsored Raffle Prizes. HALLOWEEN HELLO Children, from toddler to preteen, will enjoy this annual day of trick-or-treating fun in the Glencoe business district on Tuesday, Oct. 31. LIGHT THE VILLAGE LIGHTS Glencoe’s annual kick-off to the holiday season will start at 5 p.m. on Friday, Nov. 24, at the big tree on the northwest corner of Park and Vernon avenues. There will be carolers, holiday treats and a visit from Santa. The festive mood will continue the next day with Small Business Saturday in our central business district. DECEMBER FESTIVITIES On Saturdays in December, there will be events, treats, activities, music and fun in the central business district. GLENCOE FESTIVAL OF ART This annual art fest has been featuring professional, juried art work in a variety of media for a decade. GLENCOE PARK DISTRICT Spend your summer at Glencoe Beach! While you’re there, play on the Sprayground Playground, rent a Sun Shelter and grill a meal, paddle the waters of Lake Michigan on a rental kayak or stand-up paddleboard, or explore the shore on a sailboat. With free volleyball, a new beach café menu, and loads of amenities, Glencoe Beach is the place for summer fun. SIDEWALK SALE The Glencoe Sidewalk Sale is an annual event, held on June 23-24 from 9 a.m. to 5 p.m, featuring local businesses with merchandise tables on Park and Vernon avenues in the heart of downtown Glencoe. Outside vendors will also bring their merchandise at amazing prices to get your summer shopping on. On the 24th, the Highland Park Pops will give a special performance. HISTORY OF GLENCOE Each May, Glencoe’s second graders travel about the business district, looking at pictures of intersections at various times in history and are asked what has changed over time. What was ”then” and what is ”now”? While Glencoe has changed over the years, physically, it looks similar to the town that began to grow in the late 19th century. Glencoe started as an agricultural hamlet, home to farms, a lumber yard and stagecoach stop. Over time it evolved into a suburban community with a local business district. Homes that were built shortly after the time Glencoe was incorporated in 1869 still stand today right next to those built more recently. Native American Potawatomies were here before white settlement; they used the densely forested land for hunting. In 1835, Anson H. Taylor, storekeeper and future stage coach inn owner, moved with his family from Chicago to begin a new life. He named the area Taylorsport — after himself. It was an agricultural hamlet with a lake, pier and farms plowed by English and German immigrants who joined the Taylors before the Civil War.

In the late 1860s, Dr. Alexander Hammond, a pediatrician idealist, came to town and bought Gurnee’s home. He then formed the Glencoe Company. Dr. Hammond’s dream was simple: he enlisted nine other men to join him in creating a utopia. Each man agreed to build a house for himself and another to sell to someone else. The company agreed to keep a park at the lakefront in perpetuity and to fund a church and a school. Unfortunately, the real estate declines of the 1870s put 3 6 G L E N C O E AT I T S B E S T

most of the Glencoe Company, and Dr. Hammond, out of business. But the village they founded, platted and incorporated in 1869 was on its way. With the railroad, Glencoe developed into a commuter community and summer home getaway. In the early days, there were many German farmers in Glencoe such as the Diettrichs and the Beinlichs. During the second World War, the population grew and changed transforming the village toward a more suburban than rural community. New residents moved in from all over — African Americans from the south and white ethnic groups from Chicago. Glencoe’s downtown, or “uptown” as many of the older residents call it, has also witnessed a number of changes. The village never contained a large commercial center, but it has always bustled. Originally, there were blacksmith shops and feed stores. From 1902 to 1993, the business district’s anchor was Henry C. Wienecke’s (Win-eh-kees) hardware store. After the family sold the hardware store, the Wienecke’s property was converted into residential and retail spaces. The Glencoe Movie Theater, on Vernon Avenue, was razed in 1979, as was its neighbor, the

Masonic Temple. Christophe’s, a five-anddime store, disappeared when the Harris Bank built its drive-through lane in the late 1970s. Reflecting the changing needs of the community, grocery stores, barber shops and soda fountains evolved into cleaners, clothing boutiques and banks. The population steadily increased from the turn of the century through 1960. This required growth from the single all-village school to four schools: Central, South and North all built in the 1920s and 1930s, and West School which opened in 1957. The community became fully built out with the last major subdivision, Strawberry Hill, completed in the 1950s. Subsequently the population declined, forcing the 1976 closure of West School and the 1979 closure of North School, which was later reconfigured into the Community Center, now the Takiff Center. In the early 1990s, the population pendulum swung upward once more, prompting the 1992 re-opening of West School. Glencoe grew after the 1855 arrival of the railroad. The station was located across from the house of Walter S. Gurnee, president of the Chicago and Milwaukee Railroad (later the Chicago and North Western and now Metra and the Union Pacific). Gurnee was a real estate speculator, as well as the former mayor of Chicago. He located the depot near his house after Anson Taylor rejected the idea of combining railroad and stage coach stops. The town grew up around the train. It’s likely that Gurnee also gave Glencoe its name to honor his Scottish roots as there’s an area of Scotland by the same name, but perhaps he named the village after his father-in-law, Matthew Coe (as in Coe’s Glen) who sold Gurnee his stock, farm and home.

GLENCOE HISTORICAL SOCIETY Founded in 1937, the Glencoe Historical Society (GHS) promotes Glencoe’s history and heritage by identifying and preserving objects, documents and photographs. Over its 80 years, the all-volunteer GHS has grown from a few documents housed in two small file cabinets at the Glencoe Public Library to a national award-winning organization that hosts exhibits, lectures, events and a research center. Today’s museum campus consists of the 375 Park Avenue Museum; the 377 Park Avenue Museum and Research Center, and the fabulous Eklund Garden. The museum buildings and Eklund Garden were generously donated by Sara C. “Sally” Eklund. Our full-service Research and Collection Center, at 377 Park Avenue, has expanded significantly through the years. Residents have donated letters, pictures, newspapers, tools and artifacts, including many oneof-a-kind items, such as the sign from Glencoe’s first structure, the LaPier Inn. It is an excellent resource to discover local history.

GHS continues to advance the Frank Lloyd Wright in Glencoe Legacy Project with the reconstruction of the Wrigh-t designed waiting station for the North Shore (electric) Line. The Project will also transform the small park immediately east of the waiting station into a park that reflects Jens Jensen’s philosophy and commitment to nature. An advocate for the use of native plant materials, Jensen was a landscape architect who designed many parks on the North Shore, including Glencoe.
