The Ozone Park Residents Block Association this week fired off a letter to Mayor Eric Adams to bring attention to what the civic has characterized as an urgent issue plaguing Ozone Park and other city communities: vehicles blocking access to fire hydrants.
“This issue has become an increasingly severe problem in Ozone Park and across the city,” the letter reads. “Furthermore, it has been observed that the shortage of NYPD officers has led to slower enforcement of parking violations. Officers no longer consistently issue parking summons when they observe offenses while on patrol, and response times for 311 complaints about hydrant obstructions have been alarmingly delayed. In some cases, by the time officers arrive, the offending vehicle has already left , with no consequences for their actions. This is unacceptable, and it has now resulted in the potential loss of life.
“We urge you to review the 311 data on fire hydrant complaints in our area and across the city.
Our association has fi led over 100 complaints regarding hydrant obstructions, yet it is evident that few of these resulted in summonses. Additionally, the time it takes for these complaints to be addressed often exceeds reasonable limits.”

“It is bigger than a parking violation – this is life and death. Your actions matter,” Commissioner Tucker said.
The civic also listed demands regarding the hydrants.
“Blocking a fire hydrant [should] be treated as a more serious offense, rather than just a minor summons. Immediate action is needed to prevent further harm and ensure public safety. It is unacceptable that we must wait for fatalities to take action on something that should be a matter of com-
mon sense. The NYPD must address 311 complaints regarding blocked fire hydrants in real-time.
“We also request that the current 15foot parking rule be amended. A 15-foot clearance in both directions is excessive and unreasonable. We propose that a 3-foot clearance in either direction is sufficient for the fire department to operate
their hoses effectively, and would significantly reduce the likelihood of hydrants being blocked.
“Lastly, we suggest the implementation of official markings on the ground, 3 feet from each hydrant, to clearly indicate that parking in this area may result in arrest. These markings would help educate the public and reinforce the seriousness of the offense.”
City Fire Commissioner Robert Tucker addressed the matter on Wednesday.
“We had two fatalities at a 3-alarm fire in the Bronx Wednesday morning. For the second time in three days, FDNY members encountered a blocked hydrant, and this one was directly across from the fire building. Precious seconds are wasted when cars are illegally parked in front of fire hydrants, in a situation where every second matters. It is shameful that people would put their convenience over public safety. It is bigger than a parking violation – this is life and death. Your actions matter,” Tucker said. “Think before you make the decision to park on a fire hydrant.”
The FDNY is urging New Yorkers to never block fire hydrants with parked cars in a newly released Public Service Announcement. It’s illegal to park within 15 feet of fire hydrants. Seconds matter in an emergency, and blocking a hydrant could delay firefighters when responding.
Feds Warn Residents about Text Message Scams

The Federal Bureau of Investigation and the U.S. Federal Trade Commission have issued warnings regarding text message-based scams.
The FBI indicated that it has received thousands of complaints reporting texts representing road toll collection service from at least three states. The texts claim the recipient owes money for unpaid tolls and contain almost identical language. The “outstanding toll amount” is similar among the complaints reported to the FBI Internet Crime Complaint Center. However, the link provided within the text is created to impersonate the state's toll service name, and phone numbers appear to change between states.
If you receive one of these texts, the FBI suggested:
• File a complaint with the IC3, ic3.gov, be sure to include: the phone number from where the text originated; the website listed within the text.
• Check your account using the toll service’s legitimate website.
• Contact the toll service’s customer service phone number.
• Delete any smishing (“smishing” combines “SMS”—or “short message service,” and “phishing.” “Phishing” generally pertains to attacks on the internet, email, or websites) texts received.
• If you clicked any link or provided your information, take efforts to secure your personal information and financial accounts. Dispute any unfamiliar charges.

“The scammy text might show a dollar amount for how much you supposedly owe and include a link that takes you to a page to enter your bank or credit card info — but it’s a phishing scam. Not only is the scammer trying to steal your money, but if you click the link, they could get your personal info (like your driver’s license number) — and even steal your identity,” the FTC added.

Ariola Elected Council Minority Leader

The Republican delegation of the City Council on Friday elected Councilwoman Joann Ariola (R-Ozone Park) as the Minority Leader of Gotham’s legislative body.
Ariola is the first female council member to earn the role since Susan Molinari was a minority leader of one from 1986-1990, and the first member of the Queens delegation to hold the position since 2001.
Ariola appointed Councilwoman Vickie Paladino (R-Whitestone) to the position of Minority Whip.
“I am so proud to have the trust of our delegation to be their Minority Leader,” Ariola said. “Our delegation is dominated by women, as is the City Council as a whole. I take this role very seriously and will work hard to make sure our delegation receives the respect and inclusion it deserves. The Minority Leadership will allow me to help and work with all of my colleagues in every borough to fight for what everyday New Yorkers want. The Minority Leader of the City Council pilots its GOP delegation, consisting of Minority Leader Ariola, Minority Whip Paladino, Councilwoman Kristy Marmorato (RBronx), Councilman David Carr (R-Staten Island) and Councilwoman Inna Vernikov (R-Brooklyn).
“I look forward to working together with Minority Whip Paladino and the entire delegation to affect change for our city,” Ariola said.
The Council is separate from the mayor’s administration but an equal partner in how the City is run.
For example, while the mayor has the option of vetoing legislation that we have approved, the Council can respond with a twothirds or more vote enacting a law over the objection of the mayor to turn a bill into a law. The council negotiates to ensure that certain services are included in the City’s budget.
Ariola has represented the 32nd Council District since 2022. Ariola is a lifelong resident of the district. Born June 14, 1958, Joann is the eldest child of a prominent Ozone Park family. During her childhood, the family - including her younger sister and brotherrelocated to a new home in Howard Beach. She attended P.S. 63 (Old South), P.S. 207 (Rockwood Park), Our Lady of Grace Catholic School, Stella Maris High School on the Rockaway Peninsula and Adelphi Business School. Ariola is the mother of three boys and grandmother to twin 9-year-old boys and an 18-year-old grandson.
Ariola entered into the political arena in 1993 as chief of staff for City Councilman Alfonso Stabile. Ariola worked under the Bloomberg administration as an assistant commissioner with the Community Assistance Unit until 2006, when she entered into the private sector as director of Intergovernmental Relations for Medisys.
Ariola lives in Howard Beach neighborhood of Queens with her husband John, grandson Gabriel and Boston Terrier Rocky.

City Pledges to Assist Vulnerable Homeowners in Addressing Property Tax Debt

The City Department of Finance on Wednesday announced a series of upcoming outreach events designed to support and inform owners who receive notice that they are at risk of having liens sold on their properties.
These events, held in partnership with multiple City agencies, the City Council, and nonprofit organizations, will provide owners with information, resources, and customized assistance for navigating financial challenges and resolving outstanding property taxes, water and sewer fees, and other property-related charges.
The outreach efforts include evening hours (5 p.m. to 7 p.m.) at Department of Finance business centers and partnering with City and State elected officials to host events in their districts. At these events, homeowners can receive assistance and guidance from the Department of Finance, Department of Environmental Protection, and the Center for New York City Neighborhoods and its network partners.
Borough outreach sessions are scheduled for March 5 and April 16 at the Queens Business Center, located at 144-06 94th Ave. in Jamaica.
As part of this initiative, the Mayor’s Public Engagement Unit will share infor -

mation with potentially impacted homeowners through in-person and phone outreach campaigns. PEU’s specialists will provide direct, one-on-one assistance to help homeowners understand their options, enroll in property tax exemption programs, and access other resources that may help them avoid a lien sale. Through these outreach efforts, PEU will work to ensure that eligible New Yorkers—especially seniors and
homeowners with disabilities—receive the guidance they need to protect their homes and maintain long-term stability.

Last year, the Adams administration and City Council passed reforms to the City’s property tax enforcement system with the Home Preservation and Debt
Resolution Reform Act. These changes introduced measures such as the new Easy Exit Program, which offers more time for homeowners to address their debts, along with affordable payment plans and stronger protections for tenants.
“Rising costs aren’t just affecting New York City’s renters—low-income homeowners are under immense pressure right now, and no New Yorker should lose their home and be displaced because of unpaid property taxes. The City and City Council are taking important steps to protect homeowners from the tax lien sale, including expanded options for resolving debt and enhanced outreach efforts to make sure every New Yorker at risk has the critical opportunity to protect their homes from foreclosure,” said Christie Peale, CEO and executive director of the Center for NYC Neighborhoods. “The Center and its citywide network of partner organizations are committed to working with DOF, DEP, HPD, elected officials, and community leaders to ensure that every homeowner has access to free resources and personalized assistance to keep families in the communities that they have invested in for years.”

Addabbo Podcast Shows Libraries Love

New 102nd Precinct CO is a Pioneer

The City Police Department this week named Capt. Pratima Maldonado as the new commanding officer of the 102nd Precinct. Maldonado is the first Sikh woman to head a City precinct.
Maldonado’s predecessor, Dep. Inspector Jeremy Kivlin, has been reassigned.
“We would like to thank Deputy Inspector Kivlin for his service to the 102 and wish him the best of luck in his new assignment,” precinct brass wrote on Twitter.

DOJ Dismisses Mayor Adams Indictment

The U.S. Justice Department this week dismissed all charges against Mayor Eric Adams.
Hizzoner was indicted in Manhattan back in September on charges of bribery, campaign finance, and conspiracy. According to the indictment, Adams used his prominent positions in New York City government to obtain illegal campaign contributions and luxury travel. Adams solicited and accepted these benefits from foreign nationals, businessmen, and others. Adams then pressured the City Fire Department to facilitate the opening of a foreign government’s Manhattan skyscraper that had not passed a fire inspection. To conceal this criminal conduct, Adams took steps to hide his receipt of improper benefits from the public and law enforcement.
The mayor on Tuesday addressed the development.
“As I said from the outset, I never broke the law, and I never would. I would never put any personal benefit above my solemn responsibility as your mayor,” Adams said. “It is worth repeating the facts because many sensational and false claims have been made. So let me be clear, I never asked anyone to break the law on my behalf or on

behalf of my campaign, never. And I absolutely never traded my power as an elected official for any personal benefit.
“No witness ever came forward publicly to make claims against me. None of the baseless threats from prosecutors of new charges and new evidence ever materialized. And this case will no longer continue.
But despite the fact that I am no longer facing legal questions, I also understand that many New Yorkers will still question my character. And I know that I must continue to regain your trust. I've learned a lot over the last year, and this experience has been humbling. But as we have been dragged through this unfortunate prosecution, I never took my eyes off what was
important, you and your family’s future. And because of that, our city government has never been stronger. Just look at the figures.
“If you want to know who I am, all you have to know about me is where I am from. Who I am is not in the headlines, it is in my history. It's the same place as you, working class, struggling to survive, in love with this city, even when it lets us down. I grew up in a place where justice always seemed out of reach. My family was betrayed by a city that didn’t care enough about us, and that's why I fought for you and will keep fighting for you, because I am you, and that is why you can trust me to keep moving this city forward.
“This has been the most difficult 15 months of my life, but my inspiration was knowing that I was fighting for the people of this city. So many of those people are still facing their own difficult challenges every day, just like my own mother did when she worked three jobs to raise six children. If you work hard enough, New York City should give you a chance to succeed. This is our great promise. This is my promise to you. Hard work, real results, and a city and a mayor you can be proud of. Thank you, New York.”
Council Leaders Blast Adams Immigration Memo

City Hall distributed a memo to municipal employees weeks ago that provided guidance on in-person interactions with non-local law enforcement, including federal immigration officials, according to a New York Times report. The memo sets a new threshold of “reasonably feel[ing] threatened or fear[ing] for…safety” for which the employee “should give the officer the information they have asked for (if available) or let them enter the site” without a judicial warrant.
In response, on Friday City Council Speaker Adrienne Adams, Deputy Speaker Diana Ayala, and Councilwoman Alexa Avilés, chairwoman of the Committee on Immigration, released the following statement:
“The new memo provided by Mayor Adams’ administration is highly irresponsible, confusing, and dangerous to New Yorkers and our workforce. It runs counter to what the Administration communicated to the Council at our recent public hearing and in other venues. This updated guidance is inconsistent with city law and also exceeds the policy guidance, required by local law, for

how city agencies should interact with non-local law enforcement. Its effect will be to give special treatment to the extreme actions of the Trump administration’s agencies. This represents a betrayal of New Yorkers and our city. We call on the mayoral administration to rescind the problematic areas of this new guidance and instead provide clear direction that is in compliance with local laws and consistent with city policies. The Mayor and every Deputy Mayor have the responsibility to prioritize New York City and New Yorkers, not cater to the Trump’s administration’s extremism that seeks to sow fear and tear New York City families apart. The Council is considering all its legal options to reverse this appalling memo and hold the administration accountable.”
Mayor Adams on Sunday appeared on WABC’s “Tiempo” during which he addressed the statement.
“New York City is the largest city in America. Think about the irony of not communicating with the president of the United States,” Adams said. “And I’ve had a great relationship with the previous president.”
“I used to call myself the Biden of Brooklyn. You know, I traveled to Washington ten times. I invited him here to the city to talk about law enforcement. He assisted in that. So what I’m doing now is no different [than] what I did with the previous administration as the mayor of the largest city in America.
“And now let’s go to the point that the speaker said we had no plan. We met with the speaker and her team, and laid out what the plan was, including scenario planning. So I was really surprised when she said that we have no plan. We laid out the plan with her.
“[W]here we have come as leaders, we believe being bombastic, we believe tweeting the loudest, we believe running [the] government on social media. I don't do that. You know, you don't govern through tweets.
“As I said, people on social media don’t pick mayors. People on Social Security pick mayors. And I have to address the complexity of the city and not overly respond to everything.

AG Secures $6.9M in Refunds from CityMD for New Yorkers Wrongfully Charged for COVID-19 Testing

State Attorney General Tish James on Tuesday announced that her office has secured over $6.9 million in refunds and $7 million in canceled debt from CityMD, a popular urgent care provider with over 140 locations in New York, for patients who were wrongfully billed for COVID-19 testing at the height of the pandemic.
An Office of the Attorney General investigation revealed that CityMD improperly billed its patients for COVID-19 tests, in some cases issuing bills up to two years after services were provided and even threatening to escalate overdue bills to debt collection. CityMD issued these bills despite knowledge of state and federal laws that protected patients from being billed for COVID-19 testing during the pandemic. As a result of OAG’s enforcement, CityMD has canceled more than $7 million in outstanding COVID-19 testing bills for over 87,000 patients and refunded nearly $7 million to over 215,000 patients who already paid.
The OAG opened an investigation in October 2022 after receiving numerous complaints about CityMD charging patients for COVID-19 tests. The investigation revealed that between March 2020 and November 2022, CityMD billed and collected payment from thousands of New

Yorkers for COVID-19 testing services, with many bills being issued nearly two years after the date of service. The OAG also found that CityMD continued this practice despite knowing that New York and federal law prohibited health plans from charging co-pays and deductibles for medically necessary COVID-19 testing and related services or visits during the public health emergency.


Based on CityMD’s website and assurances by staff at the time tests were performed, patients understood they would not face out-of-pocket costs for COVID-19 testing services. CityMD also did not include a clearly posted cash price for COVID-19 testing services on its website. Many patients who tried to report concerns or complaints regarding testing bills to CityMD found it difficult to get


in contact with the company. When these patients were able to reach CityMD, the company often refused to amend previously issued COVID-19 testing bills.
As a result of the OAG investigation, CityMD has issued $6,910,986 in refunds to 215,819 patients and recalled $7,026,668 in outstanding medical bills for 87,334 patients. CityMD sent all impacted patients a letter via mail and email notifying them of the refunds and debt cancellations and posted notices of the refunds and cancellations on its website and social media. Moving forward, CityMD must ensure its COVID-19 test billing practices comply with the law, must provide transparent pricing for COVID-19 testing services on its website, and continue to cooperate with OAG to address any COVID-19 testing-related consumer complaints. CityMD will pay $95,000 in penalties to the State of New York and has agreed to pay an additional $5,000 per violation for any future violations or failure to implement the required programmatic updates.
“New Yorkers should never have to worry about unexpected medical bills, especially during a public health crisis,” James said. “CityMD’s actions added unnecessary stress and financial burdens to patients seeking essential COVID-19 testing at the height of the pandemic.”

Glendale Man Pleads Guilty to Threatening to Kill Federal Judge

A Glendale man on Monday pleaded guilty to an indictment charging him with threatening to assault and murder a United States district judge, federal prosecutors said. Kenneth Ward, Jr., 59, was infuriated by the judge’s dismissal of a civil action last summer, according to the indictment. On July 15, 2024, Ward participated in a telephonic status conference in connection with his case. During that conference, which was recorded, the defendant became angry and threatened to choke the District Judge “to death.” “And that’s on the f---ing – on the record,” Ward seethed. At the plea hearing, Ward admitted that he made the threat in retaliation for the judge’s ruling against him in his civil case.
“The judges and other court officials who work every day to keep our country safe and uphold the rule of law should not have to fear for their lives for doing their jobs,” stated United States Attorney Durham. “Threatening judges strikes at the very heart of our system. This Office has no tolerance for violence or threats of violence against
public servants. We will prosecute offenders like the defendant to the fullest extent of the law.”
This week’s plea hearing was held before U.S. District Judge John Cronan, sitting by designation, prosecutors noted. When sentenced, Ward faces up to 10 years in prison.

NY Medicaid System Improperly Paid over $16M in Claims: Report

The State Department of Health’s eMedNY computer system improperly paid $16.2 million in Medicaid claims during a six-month period that started in October 2023, according to an audit released on Thursday by State Comptroller Tom DiNapoli.
DOH administers the State’s Medicaid program. DOH’s eMedNY computer system processes claims submitted by providers for services rendered to Medicaid-eligible recipients and generates payments to reimburse the providers for their claims. During the 6-month period ended March 31, 2024, eMedNY processed over 370 million claims, resulting in payments to providers of nearly $49.6 billion. The claims are processed and paid in weekly cycles, which averaged about 14 million claims and $1.9 billion in payments to providers.
The bulk of the improper payments, $11.8 million, went to pay 27,480 Medicaid managed care premiums for recipients who were ineligible for managed care coverage because they had comprehensive third-party insurance and should’ve been enrolled in Medicaid fee-for-service instead. As a result of the audit, more than $2.8 million in improper payments have already been recovered.
The audit determined eMedNY reasonably ensured Medicaid claims were
submitted by approved providers, were processed in accordance with requirements, and resulted in correct payments to providers. However, DiNapoli’s office also identified the need for improvements in the processing of certain types of claims. The audit identified millions of dollars in improper payments, as follows:
• $2 million was paid for fee-forservice inpatient claims that should have been paid by managed care.
• $1.3 million was paid for newborn birth and maternity claims that contained
inaccurate information, such as low newborn birth weights that increased reimbursements.
• $964,333 was paid for inpatient, pharmacy, referred ambulatory, and clinic claims that did not comply with Medicaid policies.
• $126,786 was paid for claims where Medicaid was incorrectly designated as the primary payer instead of another insurer.
• $35,441 was paid for managed care premiums on behalf of incarcerated recipients whose managed

care coverage should have been suspended.
The audit also identified 10 Medicaid providers who were charged with or found guilty of crimes that violated laws or regulations governing certain health care programs. In response to the findings, DOH removed nine of the providers from the Medicaid program and had not yet resolved the program status of the remaining provider.
The audit made 10 recommendations, including informing hospitals to accurately report to and bill Medicaid, along with identifying where financial recoveries should be made.
The Department of Health’s response included highlighting its actions regarding the audit’s findings as well as noting the Office of the Medicaid Inspector General’s investigative and audit process to ensure Medicaid providers and recipients are complying with the laws and regulations.
“My office pays close attention to Medicaid because it’s critical for so many New Yorkers and a big driver of state spending," DiNapoli said. “Errors can be costly. My office's latest audit found areas where the Department of Health can do better and avoid improper and wasteful spending of taxpayer dollars. By acting swiftly on the audit's recommendations DOH has already recovered millions of dollars.”

City Urges New Yorkers to Sign up for Free Tax Prep Services

The Adams administration on Friday urged all eligible New Yorkers to file their taxes for free through “NYC Free Tax Prep.” NYC Free Tax Prep provides free, professional tax preparation services that help New Yorkers keep their full refund, including valuable tax credits, like the enhanced NYC Earned Income Tax Credit.
Residents who earned $93,000 or less and file as a family, or those who earned $65,000 or less and file as an individual or couple without dependents, are eligible to file through NYC Free Tax Prep. In 2024, NYC Free Tax Prep filed more than 101,000 tax returns, saving New Yorkers more than $33 million in tax preparation fees. Additionally, last tax season, more than 140 in-person sites provided free tax preparation services across the five boroughs. Since the start of the Adams administration, NYC Free Tax Prep has helped New Yorkers save nearly $57 million in tax preparation fees by helping filers file approximately 257,000 tax returns for free.

Friday’s announcement follows Mayor Eric Adams' unveiling of his “Axe the Tax for the Working Class” proposal as part of his Albany agenda. The proposal would bring significant tax relief to working-class families and return over $63 million to Big Apple families, benefitting more than 582,000 New Yorkers. Axe the Tax would eliminate the City Personal Income Tax for fi lers with dependents living at or below
150 percent of the federal poverty line, as well as lower City personal income taxes for fi lers immediately above that threshold too. If passed into law, Axe the Tax for the Working Class could be enacted as soon as tax year 2025.
According to officials, Adams’ administration has already saved New Yorkers more than $30 billion by connecting working-class families to city, state, and federal programs, including the historic expansion of the NYC EITC for the first time in nearly two decades, delivering more than $345 million in tax relief to New Yorkers over the 2023 tax season alone.
“Thanks to the ‘NYC Free Tax Prep’ program, our administration is ensuring that no dollar gets left behind, and money ends up back in the pockets of working-class New Yorkers,” said Adams. “Filing your taxes can be complicated and convoluted, and that’s why we are urging New Yorkers to utilize this free service. ‘Jobs Week’ is about more than just getting New Yorkers jobs; it's also about ensuring as much of the money they earn can stay in their pockets as they build a life of both economic and financial security. Every dollar counts and we are calling on New Yorkers to fi le their taxes on time, use the City’s free services, and get the tax return they deserve.”
City Invests in Expanding Apprenticeships

Mayor Eric Adams on Friday awarded $2.1 million to nine organizations to create, expand, and implement apprenticeships in diverse sectors and connect more underserved New Yorkers to good-paying careers. The funding will help three organizations develop new apprenticeship programs and another six organizations grow existing programs.
The awardees announced today responded to two requests for proposals – one RFP for planning and one RFP for implementation – released by NYC Talent to foster the development of new apprenticeships; create new programming in high-demand careers; and diversify sectors that use apprenticeships to hire, train, and retain talent. All nine awardees will also contribute to NYC Talent's Apprenticeship Accelerator, which brings together over 50 talent development practitioners from key sectors to grow the number of apprenticeship opportunities, champion apprenticeship in new industries, examine policy and practice barriers, and make apprenticeships more accessible for all New Yorkers.
The following organizations have been awarded grants to develop new apprenticeship programs:
• Pursuit: to expand pathways to careers in technology for diverse New Yorkers.
• On Ramps: to build a community of employers, mentors, and job seekers
in information technology and soft ware development.
• Spectrum U: to develop programs in science, technology, engineering, and mathematics careers for neurodivergent job seekers.
The following organizations have been awarded grants to grow and implement apprenticeship programs:
• New Jewish Home: to create a registered apprenticeship program for certified nursing assistants for out of school or out-of-work young adults.
• Per Scholas: to diversify the technology sector in high-growth occupations
through rigorous technology training and relationships with employer networks.
• CUNY Early Childhood Professional Development Institute: to help reduce the shortage of qualified child-care workers.
• Pursuit: to create registered apprenticeships in software development and other emerging technology occupations.
• Open Classrooms: to expand its online training for in-demand information technology roles.
• Kennedy Children's Center: to increase the number of registered apprentices in its teacher training program.

Historically, apprenticeship opportunities in the Big Apple have overwhelmingly focused on the construction industry and other skilled trades. Under the Adams administration, tThe amount of non-construction apprenticeship programs has grown by 62 percent, including new programs in health care, technology, culinary arts, and public service.
“Apprenticeships are a valuable tool to uplift our fellow New Yorkers, giving them the ability to stand on their own two feet and enjoy rewarding, meaningful careers. Employers benefit from increased productivity and less turnover.
