Extension of Rockaway Ferry Service Remains Uncertain Back in August, Queens’ legislators pressed the mayor to extend Rockaway Ferry service for yet a fifth time before it expires by the end of next month. But now, more than a month later, little more is known about the fate of the Rockaway Ferry, based out of Beach 108th Street and Beach Channel Drive. The ferry service commenced as an alternative to the A Train, which was knocked out in 2012 in the wake of destruction to the peninsula, caused by Super storm Sandy. Local residents hailed the ferry service as a good way of jump-starting economic growth throughout the Rockaways. But the city said it was unconvinced that the ferry’s financial cost was sustainable and said the service would not run past October. The current one-way fare for the ferry to lower Manhattan is just $3.50 but it is highly subsidized by the city’s Economic Development Corporation, to the tune of $25 to $30 per trip, among the most expensive in the city, according to EDC officials. Michael Scholl, a spokesman for Borough President Melinda Katz, said that “The BP is still pressing for the extension of the service, although its current end date is still next month.” Scholl pointed to a recent letter Katz wrote to Mayor Bill de Blasio calling for the service to be extended through next summer. Katz argued that an extension of the ferry’s service would allow the city to better measure ridership.
Jamie Pisiani
Angry protestors jeered when Mayor DeBlasio didn’t acknowledge them a rally to support the ferry outside City Hall last month.
The borough president’s letter also requested a continuation of all service, including weekends, which have not been part of the current plan. Katz wrote, “It is difficult to assess ridership when the city has decreased the opportunity for the ferry to be used, making the ferry available to riders on the weekend opens the Rockaways up to new avenues of much needed tourism to the area’s beaches, business and cultural events.” She added that the ferry would provide more opportunities for economic develop-
ment, vital to small communities who continue to rebuild and recover from Sandy. Moreover, Katz said that “…A direct line of permanent transportation gives residents more adequate access to the Manhattan job market, providing better opportunities for growth and prosperity among Rockaway residents.” State Assemblyman Phil Goldfeder (DRockaway Park) has been a vocal supporter of the ferry service. “The ferry service is not a luxury, but a necessity for our families and small businesses,”
Goldfeder said. “It became evident after Sandy that we need to increase public transit options and improve our transportation infrastructure for our geographically isolated communities in southern Queens and Rockaway,” he continued. “Like every other borough in the city, we deserve an affordable, efficient and reliable means of transportation.” In addition, Goldfeder said that while the Rockaway ferry service was not included in the final city budget, the community will not give up the fight. “I am optimistic the Mayor will make the right choice and I will continue to work with the community and my colleagues in government to pressure the Mayor to support our struggling neighborhoods.” However, Mayor de Blasio’s office did not respond to repeated requests for comment on the fate of the ferry. Transportation advocates had previously sought and won another extension of service back in February when ferry service was supposed to expire prior to de Blasio agreeing to a continuation. Goldfeder was also instrumental, along with the Belle Harbor Property Owners Association, in helping to collect thousands of signatures in an online petition calling to make the ferry service permanent. “The ferry service is not just solely for Rockaway residents but would increase intraborough connectivity and help create jobs,” Goldfeder noted.
City Adds More Sandy Scarred Streets to To-Do List
The city DOT and DDC have agreed to repave side streets initially left out of the Broad Channel Street Resurfacing Project. The additional work is scheduled to begin immediately.
By Michael V. Cusenza
Elected officials this week announced that after some prodding, the city agreed to repave side streets initially left out of the Broad Channel Street Resurfacing Project. The program initially covered the area along Cross Bay Boulevard from West 5th Road to West 20th Road. After meeting with Assemblyman Phil Goldfeder (DOzone Park), City Councilman Eric Ulrich (R-Ozone Park) and Dan Mundy, Jr., president of the Broad Channel Civic Association, officials from the city departments of
Transportation and Design and Construction added Shad Creek from West 9th to West 10th, East 6th Road, and about a dozen others. DOT announced new milling contracts to finish the work for all damaged side streets. “The Broad Channel Civic Association wants to thank Assemblyman Goldfeder and Councilman Eric Ulrich for their tremendous efforts in reaching out to DOT to ensure that all the side streets in Broad Channel are included in the current round of repaving,” Mundy said. The work is scheduled to begin imme-
diately, and is expected to be completed by the end of the month. “It’s good—definitely worthwhile,” said Pete Mahon, president of the West 12th Road Block Association. “By investing in our infrastructure, DOT is giving Broad Channel the attention it deserves,” Ulrich said. “Since Hurricane Sandy, my office has been working closely with Assemblyman Goldfeder to ensure that every community affected by the storm receives its fair share of city services. Together, we have fought with community leaders to recover, rebuild and restore our way of life.”

The recently-added streets were left out of the original plans due to lack of funding. “This is a huge win for our families in Broad Channel,” Goldfeder said. “I commend the Department of Transportation and Department of Design and Construction for listening to our community’s concerns and ensuring our families make a complete recovery after the storm. I want to also give a special thank you to Dan Mundy and the Broad Channel Civic Association for their hard work and constant advocacy.”

New Pro Soccer Team May Pitch For a Pitch at Aqueduct By Michael V. Cusenza Speculation sizzled this week as published reports indicated that New York City Football Club, the new Major League Soccer franchise co-owned and operated by the Yankees and English Premier League powerhouse Manchester City Football Club, has turned its eyes to Queens—near Aqueduct Racetrack, specifically—to develop its home stadium. NYCFC will kick off its inaugural season next year and play their home matches at Yankee Stadium in the Bronx for the first three seasons. As plans for a soccer-specific facility in the Bronx near Yankee Stadium gradually fell through, the rumor mill concerning Queens began churning. According to a Wall Street Journal report, the team is looking at a parking lot south of the track as a possible location of the stadium. Repeated calls and emails to NYCFC reps were not returned. “Currently, I am extremely hesitant to welcome a soccer stadium to the Aqueduct site,” state Sen. Joe Addabbo, Jr. (D-Howard Beach) said in a statement. “Exact location and size of the stadium, traffic patterns, public safety and the certain impact on the surrounding neighborhood quality of life are just some of the issues that I would need answers to in examining this proposal. My constituents need as many facts as possible now, as we start to have discussions on this issue.” City Councilman Eric Ulrich (R-Ozone
Park) echoed Addabbo’s emphasis on due diligence, but also noted that the team and its facility would offer a tremendous opportunity for the borough. “A soccer stadium would create jobs, stimulate economic development and make Queens the city’s premier sports destination,” Ulrich said. “In the days and weeks ahead, I will be working closely with the community and my fellow elected officials to see if the proposed site in my district is the right fit before making a final decision.” As far as the de Blasio administration is concerned, mayoral spokesman Phil Wal-
zak said this week that they are “committed to working with the City Council and the NYCFC club to identify an appropriate site in New York City to host a world class soccer stadium and facility.” But NYCFC isn’t the only team looking to tap into Queens’ sports and entertainment market. The North American Soccer League’s New York Cosmos submitted a bid in January, 2013, in response to a request for proposal from the state Economic Development Corporation to develop a privately funded 25,000-seat soccer stadium at Belmont Park, which straddles the border of Queens and
Nassau. The bid emerged, in part, in the wake of a plan to build on Flushing-Meadows Corona Park that was scrapped before it even started. Cosmos Chief Operating Officer Erik Stover said that the organization is waiting on the EDC’s decision on preferred bidder status. “We feel confident that we’ve put the best proposal forward,” he said. “But time will tell who wins.” Stover went on to say that while the speculation surrounding Aqueduct has “no impact on us whatsoever,” any project is going to be an incredibly thorough undertaking. “Before even a shovel hits the ground, a lot of work has to be done—environmental impact studies, traffic studies, safety, everything you could think of,” he said. Proposals and funding are big first steps, but the question persists: Can a brand-new soccer-specific stadium survive the long haul? “A stadium and development would be economically viable in New York,” said Nick Laveglia of the Borough Boys Supporters Club. “Red Bull Arena draws around eightteen thousand people per game and that is without development in the direct vicinity of the stadium. If you have a destination, like they want to do in Elmont, with the increasing interest in soccer in this country, it would be economically viable for both the team and the community.”
St. John’s Episcopal Hospital Hosts Community Health Fair Assemblyman Phil Goldfeder (l) joined St. John's Episcopal Hospital CEO, Rick Brown (r) to review plans for the hospital’s emergency department expansion at their annual

Queens Man Gets To 2 To 6 Years In Prison DA promises protection for victims of child pornography Compiled by Forum staff Queens District Attorney Richard A. Brown announced today that a Queens man, who had thousands of images and hundreds of videos of child sex abuse on his home computer and data storage drives, has been sentenced to two to six years in prison. “Child pornography strikes at the heart of innocence – sexually victimizing the youngest and most vulnerable members of our society,” said District Attorney Brown. “The videos and images on the defendant’s computer and portable hard drives were vile and
extremely disturbing. Let this be a warning to others, if they use the Internet for their own sexual gratification and engage in activity that involves children, they will be punished.” The defendant was identified as Ernest Hernandez, 29, of Sunnyside, Queens. The defendant, who was a first-time offender, pleaded guilty in March to promoting a sexual performance of a child and admitted he’d been looking at child pornography since he was 17. Yesterday, Acting Queens Supreme Court Justice Suzanne Melendez sentenced the defendant to

two to six years in prison. District Attorney Brown continued, “My office is committed to protecting children. It is important for the public to remember that the images being exchanged are, for all intents and purposes, crime scene photos as they depict real children being cruelly victimized both physically and emotionally.” According to the court records a forensic examination of the defendant’s computer and hard drives uncovered nearly 3,000 images and more than 600 videos of children of various ages engaged in sex acts.
Richmond Hill Man To Be Sentenced In Bludgeoning Death Of Homeless Man A Richmond Hill man will face 11 years in prison as a result of the beating death of a homeless man he said wanted to have sexual relations with the man’s mentally challenged sister. Nermal Singh, 52 years-old Queens man plead guilty to first-degree manslaughter in the August 2011 beating death of Gaswander “Giani” Singh, (not related to defendant). Sentencing is set for October 2, 2014 and Supreme Court Justice Kenneth Holder, has indicated that he would sentence Singh to 11 years in prison and five years’ postrelease supervision. The defendant admitted to tak-
ing a 3- foot-long plank of wood and slamming it into the head and face of the homeless man who was lying in his sleeping bag on 121st Street, off of Jamaica Avenue, after 9:00 p.m. on August 12, 2011. According to the criminal complaint, the defendant became enraged earlier in the day when the homeless man made references of an aggressive sexual nature toward the defendants sister. The two men fought and the physical altercation was broken up by two passing police officers. But later that night, the defendant went to where he knew the homeless man slept, awakened him and then beat him to death.

Borough Rental Prices on the Rise By Alan Krawitz Despite rental prices in Queens decreasing in August, long-term projections say that prices will increase steadily, according to data from the Queens Rental Market Report, which compares changes in the borough’s rental data on a monthly basis. The report compared data for the neighborhoods of Long Island City, Astoria, Ridgewood, Flushing, Rego Park, Forest Hills and Jackson Heights. And, while prices vary depending on factors such as number of bedrooms and other amenities, the report showed pricing trends that were no surprise to serious Queens’ apartment hunters. Most notably, Long Island City units were among the most expensive, coming in at more than $3,500 for a two-bedroom while Ridgewood and Jackson Heights proved to be among the least expensive with units just under $1,900 for that same two-bedroom. Predictably, the report attributed the higher rental prices of Long Island City and Astoria due to their proximity to Manhattan and wide selection of units. The report noted that the average price for a Queens’ studio was about $1,550; a

one-bedroom at $2,026 and a twobedroom at $2,526. All neighborhoods surveyed had modest declines in rent except for Rego Park, where a notable price increase was due to an influx of new, high-end developments such as The Contour at 97-45 Queens Blvd. However, in Rockaway, the rentals market seems to be somewhat more affordable than in other parts of the borough. Lisa Jackson, a broker with Rockaway Properties, reported that the rental market has remained steady

with one-bedrooms ranging from $1,100-$1,400; two-bedrooms from $1,200-$1,800 and threebedrooms from $1,400-$3,000, depending on location. Asked about whether prices in the Rockaways have rebounded to pre-Superstorm Sandy values, Jackson called them “very close and on the rise. “The first year after Sandy was tough due to homeowners selling their properties as is (no water, no electric, now walls, no kitchen, etc.) and this brought sales down,” Jack-
son said in an email. But, Jackson noted, that prices have been steadily climbing back up. She said that last year, Rockaway Properties sold over $25 million in properties. She added that the company, to date, has already surpassed last year’s sales numbers. Jackson was not alone in her optimism. Carolyn De Falco, a broker with RE/MAX Liberty in Ozone Park, agreed that prices in Ozone Park and Howard Beach are on their way up as well, albeit slowly. “The Ozone Park market wasn't
affected by Sandy,” De Falco said, adding that more importantly, the Howard Beach market has also rebounded since Sandy, but not completely. “Buyers are still very cautious when it comes to purchasing homes in Howard Beach; however, the demand for housing here is still high.” She noted that most buyers have been either families or couples. De Falco said that Howard Beach rentals typically run from $950-$1,200 for a one–bedroom; $1,300-$1,600 for a two-bedroom and from $1,650-2,000 for a three-bedroom apartment. She also added that for those in the market for a new home, Howard Beach home sales range from single family homes starting at $300,000 all the way up to $1 million, while two-family homes generally range from $450,000- $650,000. Asked about the difference between buying and renting, De Falco was clear. “It has always been and will always be better to buy than rent, no matter what area you are looking in,” she said. “With all the first-time home buyer programs out there, plus the low interest rates, now is the time to take advantage before rates and prices go up.”
Library Board Suspends Galante Promises Stringer info needed for audit
By Michael V. Cusenza The beleaguered Board of Trustees of the Queens Borough Public Library late last Thursday night voted to place President and Chief Executive Officer Thomas Galante on a leave of absence. The board approved a motion that places Galante on indefinite paid administrative leave, effective immediately, pending the results of a full financial audit by city Comptroller Scott Stringer and the outcome of a probe of the library’s construction projects by the FBI and the city’s Department of Investigation. This action will allow for the newly appointed board to take immediate steps to improve the Queens Library’s governance and increase the transparency of its operations without any unjustified interference from Mr. Galante. I also applaud the board for voting to provide City Comptroller Scott Stringer with the information he needs to conduct the audit of the Library’s finances. There was no excuse for the Library’s earlier decision not to cooperate with the audit. The Queens Library is 85 percent funded by City taxpayer dollars and those taxpayers deserve to know whether their hard earned money is being spent appropriately.”

QUOTE OF THE WEEK:
Time Out with Clare Droesch
A lot of people say you will never understand a parent's love for a child until you have one of your own. I may not have my own child but I definitely know what it feels like to be wholly and unconditionally loved by my parents. I know that every Wednesday, no matter what's going on in his life, my dad makes an effort to be with me. See, Wednesdays are my treatment days. My hell days. And this Wednesday was no different than any other. No different because like usual I dreaded going, I felt terrible and I wanted to get out of there as soon as possible. And no different because my dad was there by my side, making sure I was ok and supporting me like he always does. My father is a hardworking and loving and his heart is bigger than any man's I know. I can only imagine how much it hurts him to see me sick and in pain, but he is always there. This past Wednesday it was lunch at our favorite restaurant, last week it was holding my hand on the way home, telling me I was strong and I could get through this. So, in a lot of ways, I do understand a parent's love. I know my parents would die for me. I know they would take away my pain if they could and I know they would do anything in the world to see me smile. On the way home from treatment this week, tired, sick and feeling emotional, I closed my eyes and started to feel sor-

But it didn't last long because when I opened my eyes, I saw the Freedom Tower, standing tall and proud among the other buildings in the skyline. It reminded me not only of the victims of the attacks on September 11th, but of their families. The moms and dads who lost children, the kids who lost parents. They have to relive that nightmare every day and it is even worse at this time of year. Then there's the survivors. They too are fighting a battle every day. Reliving the horror, feeling fear, anger, guilt and sadness. And somehow it makes my nausea, my fatigue and my temporary hopelessness fade away. You see, we all face our own battles but some people have to do it alone. Some people are scared to let their loved ones in or don't have someone they can trust to help them. I look at my battle and as hard and painful as it is, as much as I would like to throw in the towel sometimes, I see how lucky I am because I do have my loving parents, my amazing family, friends and community that push me every day to keep fighting. They remind me that I am a fighter and they remind me that I am not alone. I have so much support, from my players that I coach to people who have read my column and give me a call or send me a message to let me know they are thinking of me and they appreciate my words. I have strong women in the com-
FREE TREES! Rockaway Civic Hosts Event
The Rockaway Civic Association (RCA) will be distributing one hundred free trees to homeowners, residents and businesses at the Belle Harbor Yacht Club on Sunday, September 21st. The free tree giveaway is made possible by a grant from the New York Restoration Project in conjunction with the MillionTreesNYC initiative. The New York Restoration Project (NYRP) is a non-profit organization founded with the aim of increasing green spaces in New York City and funding community garden projects. The MillionTreesNYC initiative plans to increase the total amount of trees in the five boroughs in efforts to improve air quality and our urban landscape while decreasing the rainwater runoff into our water drainage systems. To date, the project has planted over 750,000 new trees within the five boroughs. The tree giveaway is scheduled for the BHYC on Sunday, September 21st. This season’s tree giveaway is focusing on fruit trees and will include a choice of four different species. Tree species include; Meader Persimmon, Li Chinese Date, Wonderful Pomegranate and Celeste Fig trees. The event will be held from 10:00AM to 12:00
Noon at the BHYC parking lot (533 Beach 126th Street). To register online for a free tree, log on to www.treegiveaways.com/rca Approximately 75% of the trees will be reserved through the online system. This will be on a first come, first served basis. This is the third year of the Rockaway Civic Association’s involvement in the free tree giveaways. The RCA was the first group on the peninsula to sign on with the New York Restoration Project and to date we have given away over 400 free trees for planting in Rockaway. Following the devastation of Hurricane Sandy, the civic has been active in fostering the rapid replanting of trees throughout the Rockaway peninsula. In addition to turning carbon dioxide into oxygen, trees reduce ground water saturation, provide shade in the Summer for cooling and are crucial to a vibrant animal/plant ecosystem. Joining the civic in this event, will be student volunteers from the St. John’s School for Boys. The St. John’s School and Residence has been assisting in the giveaways since 2012.

On Down The Line: Generating Speed With Tri-Fin Surfboards With Kurt Doiron When Simon Anderson first invented the trifin “thruster” surfboard in 1980 it caught on like wild fire. He recently spoke about his invention at the Surf Club on 87th street and it was great to hear about how he discovered the revolutionary design. The tri-fin “thruster” short board is the most commonly used board today, mainly because it's the type of board the pros use. Professional surfers are judged based on the maneuvers they can perform, as well as where on the wave they can perform them. They need surfboards that can generate speed anywhere on the wave, not just in the curl where the wave is breaking. Thrusters can get substantially more speed than most other types of boards because you can generate speed at will either by “pumping” or surfing “rail to rail.” The term “pumping” is like a jumping action performed by lifting your arms up and raising the board out of the water, momentarily relieving your weight from it. When you come back down on the board your momentum generates speed. It can be done almost anywhere on the wave and is particularly useful when attempting a maneuver in small or mushy conditions.
Surfing “rail to rail” is similar to pumping but rather than shifting weight vertically, you shift your weight horizontally. By driving one rail into the face of the wave the board travels up the face, and as you come back down you shift your weight to the opposite rail and drive your front foot into the board while leaning forward down the wave. The board generates speed similar to how it does when you first drop into the wave. The more you coil your body while surfing rail to rail, the steeper the climb up the face and the more speed you get on the drop. Surfing a tri-fin thruster is great for the active and aggressive surfer, but it's not for everyone. Before the tri-fin there was the single fin. A single fin board acts differently. All of the power comes from the wave. The board glides down the face and you get nice sweeping turns with a feel that is stable but loose . . . no pumping or rail to rail surfing required. In fact, if you don't pump or surf rail to rail on a tri-fin board, it's actually slower than a single fin board because you get more drag with three fins than you do with one. Single fin surfing lends itself to a carving style and it teaches the art of trimming and edge control. So the next time you're in the market for a surfboard, think about the kind of surfer you are. If you're an active surfer looking to shred the gnar, no doubt the tri-fin is a great choice for you. But, if you are a beginner or a soul surfer looking to drop into a wave and cruise down the line in perfect serenity, a single fin may be a better choice.
Kurt Doiron has twenty-two years of surfing experience and has spent most of his life around the ocean. Originally from Miami, FL, Kurt learned to surf small waves on the east coast before spending two years surfing in Hawaii. Kurt has traveled the U.S and abroad to surf. His passion for surfing led him to study environmental law at the West Virginia University College of Law. He began surfing Rockaway Beach in 2008 during his summer internships in New York City and moved here after graduation in 2011. Kurt writes on topics related to surfing in Rockaway Beach including environmental awareness, conservation and development.

Mural Adds a Splash of Color to Beach 116th Street By Hannah Ednie A vibrant new mural, largely displayed on the corner of Beach 116th Street and Newport Avenue in Rockaway Beach, brings color to a community where there was once a blank space. The painting, created by artist Geoff Rawling, was funded by Beach 116th Street Partnership, a non-profit organization that aids the aesthetic restoration of Rockaway Beach after the overwhelming destruction of the area by Superstorm Sandy. “It brightens up the neighborhood,” said Rawling of the beach-inspired painting. “It makes it more of a destination.” The Beach 116th Street Partnership is comprised of business owners, including local vendors and residents, on Rockaway’s central business strip. Its mission is to help rebuild Rockaway through community art projects and events. The organization took to Facebook to express its gratitude for the original piece: “Thank you Geoff Rawling for the inspired work and once again making our community more vibrant and beautiful.”
Rawling created the enormous piece that stretches from the corner of the street to behind the bus stop over the course of six days. The mural was modeled after the beach, capturing a scene of people overlooking a boardwalk. Rawling expressed his love for community art as a way to bring people together. “I love public art. I grew up doing public art since I was 14 or 15 years old,” said the South Bronx painter, who has produced works all over the city. As far as the future of public art projects in south Queens, Rawling said that since Sandy, many young artists have made an effort to create more art that is open to the public, generating a sense of community. “I really like the diversity of the young artists,” Rawling related. The Welling Court Mural Project is a community organization that also encourages and celebrates the culture of street art. The project is supported by Ad Hoc Art, a business that brings together local artists to design and shape their neighborhood into a work of art. Artists exhibit their talent along the sidewalks, commercial garage doors, and every brick surface of
Welling Court located outside of Astoria Park. The public art project has been held every June since 2009, under director Garrison Buxton. According to AHA, “spectacular crews of legendary and groundbreaking artists have come together to transform the neighborhood into a creative celebration and public art experience.” While the Welling Court Mural Project promotes advocacy for street murals, Rawling noted that there is room for more color throughout the five boroughs. “There are definitely not enough [community based organizations], city agencies, civic or chamber organizations actively pursuing public art projects,” Rawling said. “Most projects depend on artists or private business seeking them out.” Though public art projects may currently lack funding, Rawling promised that more pieces like the Beach 116th project are in the works. “My vision is that ultimately we do more art under the L [train],” Rawling said. “Always—more art and more color.” Photos by Hannah Ednie

Shining a Light on Rockaway’s Lost Residents By Alan Krawitz Rockaway Tribute Park’s mission statement says that the park was not created as a memorial but rather to serve as a tribute to the 77 Rockaway residents, including 27 city firefighters, who died in the September 11, 2001 attacks on the World Trade Center. The original idea for the park was to find a place for the community to reflect on lost loved ones and find some solace in order to move forward with their lives. The park’s chosen site was the triangle on the bay at Beach 116 Street, which was formerly an empty lot owned by the city's Parks Department, a spot from which many Rockaway residents watched the World Trade Center burn and ultimately crumble. Rockaway’s Tribute Park officially opened November 6, 2005. Serving as an abiding symbol to Rockaway’s lost residents, each year a 9/11 memorial ceremony is hosted at the park and attended by a variety of residents, activists, relatives and dignitaries from across the New York area. However, in 2012, Tribute Park was not spared the devastation wrought by Hurricane Sandy throughout the Rockaways and the entire East Coast. The park, which had been carefully built and maintained by local residents, was severely damaged by the storm. Dolores Orr, president of Rockaway Beach Civic Association, said that while the park has rebounded since Sandy, there is still much more work that needs to be done. “While Parks has done a great job on the aesthetics of the park, there is still a great deal of infrastructure issues as a result of Sandy, such as the need for a total replacement of electrical and irrigation systems; security cameras as well as fencing.” And, Bernie Warnock, president of Friends of Tribute Park, agreed with Orr that the park is aesthetically in much better shape now than in a long time. “The park looks beautiful,” Warnock said. But, he also agreed that major structural improvements are badly needed. “Damage from Sandy is still affecting the park’s underground irrigation system and the park’s lighting,” he said. “We need to rewire parts of the park.” He added that the problems are not as bad as they could be and that over all, Tribute Park is looking better than it’s been in a long time. In fact, just last week the park hosted a full day of memorial ceremony activities including the raising of the flag and the participation of numerous members of the FDNY. “I recently joined families and residents to commemorate the 13th anniversary of 9/11 at Tribute Park and was greatly impressed by the complete restoration of the park after Sandy,” said Assemblyman Phil Goldfeder (D-Howard Beach). Goldfeder recalled that, “During Sandy, the park was severely damaged - bricks were uprooted and most of the plants and artwork that residents had spent years designing were destroyed overnight. With the help and support of devoted local volunteers, the Friends of Tribute Park replanted and repaired the space better than before for our families to enjoy for years to come.” Other activities taking place at the park include the filming of an upcoming documentary, called The Trees, which tells story of the WTC memorial grove. In addition, numerous local schools, such as Scholar’s Academy and the Waterside School for Leadership have also visited Tribute Park to help volunteer their time and help with maintenance, cleaning and new planting. Goldfeder Works with Doctors of the World USA Will release new study on healthcare needs in the Rockaways
On September 22nd Doctors of the World USA and Assemblyman Phil Goldfeder will cohost a town hall to release findings of the first comprehensive health study conducted in the Rockaways post-Hurricane Sandy. This new data, collected in partnership with a team from Columbia University’s School of International and Public Affairs, reveals long standing health disparities and gaps in healthcare access, exacerbated when Hurricane Sandy ravaged the peninsula. The town hall will be held at Arverne Pilgrim Church on September 22nd at 7PM. "We have a desperate need for quality and accessible healthcare in the Rockaways. I commend Doctors of the World USA for opening their doors and bringing to light the severe lack of affordable healthcare for our families in their new study. The closure of Peninsula Hospital has compounded the problem and left St. John’s Episcopal with an overcrowded emergency waiting room and put our families at further risk. We must do everything we can to ensure all our communities are provided with the healthcare options they deserve and I look forward to working with my colleagues in Albany and Doctors of the World to accomplish that goal,” said Assemblyman Goldfeder. “We already knew Rockaways residents had to overcome severe barriers to access healthcare – that’s a key reason why we established our free clinic,” said Noah Barth, Doctors of the World Program Manager. “But there’s an absence of hard data on this. We’ve tried to fill that gap, and the results have surprised us. We expected to

find low-income communities with poor health outcomes and poor access to healthcare services, which we did; but we also found that the deficit in affordable services is impacting everyone, including people with insurance and those in higher income brackets.” The report, titled “Assessment of Health Needs in The Rockaways Post-Hurricane Sandy”, shows 46% of respondents cited lack of facilities and limited services as the main barriers to healthcare access, in addition to long wait times, inconvenient hours of operation and expensive services. Researched jointly with Columbia University’s School of international and Public Affairs, the report is being released on Monday at the event co-sponsored by Assemblyman Goldfeder at the Arverne Pilgrim Church.

remain immense. There is still a long way to go in addressing the healthcare issues in this community,” says Barth. Despite mounting evidence of obstacles to care, a majority of respondents (87%) reported having health insurance. This suggests a phenomenon of “underinsurance” where the lower middle class is too wealthy to receive government support but not wealthy enough to consistently access needed healthcare services. Meanwhile, uninsured and lower income communities of the Rockaways report alarming rates of chronic disease (e.g. diabetes in 32.3% of the lowest income bracket measured), as well as significant challenges in accessing care.
