Those of you who were Brownies, from whatever era may remember sitting, and possibly even sewing on their Hostess badge. Having recently watched my daughter do part of her hers (the entertainment feature), after she had confidently and happily made cakes (her role is usually to fight with little sister re bowl licking) , a table decoration and looked after a guest, I am, not for the first time, filled with admiration and respect for the people who give up their time to run these clubs for our children. Following on from last month’s article about the 4th Worcester Park Scouts I asked if WPLife could interview leader Paul Green (thank you Aillie Burlinson).You can read about what drives this remarkable 29 year old to lead the UK’s 8th largest Scout Group on page 40. We’ve also got a new wildlife feature this month by Carol Williams who herself has dedicated a huge amount of time to the WP community, spearheading the revitalisation of the Shadbolt Park pond. This month we continue our progress up The Avenue, looking at the middle section between Woodlands Avenue and Cleveland Road. I have already mentioned (WPL Oct 2010) that H G Wells lived at Heatherlea, no. 41 (replaced by a new house in the 1950s). Shortly beyond this is Dene Close, its name perhaps being a disguised compliment to John Dean who lived in a house named Hazelhurst on this site. He was the proprietor of Dean’s Blinds of Putney, and in 1903 became the first chairman of Fulham Football Club as a limited company. He died in 1944, having lived to see Fulham reach the semi-final of the F.A. Cup in 1936.

On the opposite side, on the corner of Salisbury Road, are the attractive cream-painted walls and tiled gables of The Croft, or no. 50, built in about 1900 by the architect John Alick Thomas as his own home. Alick Thomas had come to Worcester Park by 1881, and was living in his widowed mother’s house on the opposite side of The Avenue. On the census returns for that year he is described as an architect. With Richard Osborne Whitfield he formed the partnership Whitfield and Thomas, operating from offices in London until about 1915. Whitfield and Thomas designed several churches, including All Saints’ West Ewell (1893-94) and St. Mary’s, Cuddington, further up The Avenue (1894-95), which Mr Thomas served as churchwarden from 1901 to 1920. They were also responsible for the rebuilding of Ewell Court House. In March 1896 Mr Thomas showed the Vicar and committee of Emmanuel, West Hampstead, around St. Mary’s, and was chosen to design a new church for that parish, to seat 750. Mr Thomas’s two sons were both killed in the First World War. The elder, Capt. Alec Vaughan Thomas, died at Gallipoli in 1915: he was one of sixteen officers of the 2nd Hampshire Regiment who failed to return from an attack on the Turkish trenches on 6 August. His younger brother, Lt Maurice Wotton Thomas, was sent to Osborne College in 1906 to train for the Navy, but was invalided out through illness in 1910. He recovered, and as The Times later recorded, in July 1915 “it was decided that he was specially qualified by his training for the Royal Flying Corps [forerunner of the RAF], to which he was seconded as an observer.After many thrilling experiences he was wounded in an accident in December 1915 and came home. He made a speedy recovery and was sent to a reserve squadron and gained his wings. In May 1916 he was again sent out, doing much valuable work over the enemy positions.” He was presumed killed on 5 August 1916. Behind the fence that runs from these houses to the corner of Cleveland Road lies St. Michael’s Close, developed in 1990. This marks the site of the house once known as Clevelands; in 1941 it was taken over by a Roman Catholic order of nuns, the Franciscan Missionaries of Mary, who ran a nursing home for the elderly there, under the name of St. Michael’s, thus echoing – perhaps unconsciously – the name of the de St Michael family who had owned Cuddington manor for much of the Middle Ages. Our other illustration shows this house from The Avenue. Over the next decade the Franciscan Missionaries of Mary also acquired nos. 49 and 51, which were converted into a convent, with a chapel between the two houses. Nos. 49-51 u

An architect, an engineer, and a football club chairman by David Rymill were later sold to Servite Houses who opened a sheltered housing scheme in the houses and two large purposebuilt wings behind in 1982 (the nuns then lived in accommodation blocks in the grounds of St. Michael’s until the convent closed). The chapel was turned into a common room for the residents. Servite Houses was founded in 1945 by Miss Joan Bartlett, together with two of the clergy of the Servite Priory in Chelsea, in response to the situation faced by elderly people bombed out of their homes, many of whom Miss Bartlett had met as a Commandant in the Chelsea Red Cross.This scheme was a demonstration of the desire to care for others, which had been a feature of the Servite Order since its foundation in 13th century Florence. In 1960 the first Servite sheltered housing scheme was opened, combining independent life in self-contained flats with the reassurance

of a resident warden. The scheme at 49-51 The Avenue, known as Servite House until recently, is now run by Mount Green Housing Association as Bartlett House.

Turning our attention back to the left-hand side, no. 66, opposite Cleveland Road, was the home of Sir Arthur Dean until 1976. Sir Arthur was a civil engineer, who served in the Public Works department in India from 1919 to 1946, and was Chief Civil Engineer to the Foreign Office Administration of African Territories from 1949 to 1952, and general manager of the Libyan Development Agency for the next ten years. Among the projects in which he was involved were the construction of a submersible road bridge over the Narbudda River near Jubbulpore in central India, and anti-malarial operations in Delhi. WPLife

When I attended a convent grammar school many years ago, a delightful character called Mrs Sampson tutored us in what we would now call Life Skills. She would teach us how to walk correctly, how to dress to impress in interview situations, and last, but not least, how to speak clearly and in a grammatically acceptable way. In our modern efforts to create an egalitarian society we have decided that the Mrs Sampsons of our past are out of date and out of touch with our fast-moving world, and yet recent press coverage of the problems caused to Americans by Cheryl Cole’s indecipherable Geordie accent has brought into focus the importance of the ability to communicate fluently and understandably to all. Our use of speech is one of the major differences we have with other higher mammals and yet despite amazing advances in other areas of human achievement it seems that verbal communication is still a work very much in progress. Despite being told by educationalists that youngsters have never been so qualified for the world of work, prospective employers constantly throw their hands up in despair as endless batches of teenagers or graduates walk into their offices flaunting impressive exam results whilst at the same time grunting like illiterate Neanderthals. As Shaw’s Professor Higgins in Pygmalion once said - “Why can’t the English teach their children how to speak?” Of course no-one, either in or out of an interview room expects today’s young people to mirror the cut-glass accents which were prevalent during the era of Trevor Howard and Celia Johnson’s “Brief Encounter”, but many of them seem to be completely unschooled in the basic rules of syntax (which they probably think is some sort of levy on pornography) and have language so littered with glottal-stops, the word “like” and any word ending in ‘ing’ suddenly acquiring the letter K at the end, it is amazing that they manage to understand “Noddy Goes To Toyland”, let alone gain A Levels or degrees! Today’s work world not only requires people leaving the educational system to be computer literate but also to be able to communicate adequately with work colleagues or the general public in a meaningful way. This is not being judgmental or discriminatory about one’s family background or race. Any accent spoken with clarity and

even a casual nod to an understanding of grammar, can be music to the ears. Unfortunately too many otherwise well-educated people are now being launched into our sophisticated society with all the communication skills of a Teletubby. Whereas the older generation learnt by rote and were taught how to use a dictionary, many young people have been reared on a whole range of experimental reading techniques plus giving them the added confusion of ‘text-speak’. The use of abbreviations can, however, have amusing results. A teenager recently told me that she had been for “an M.F.I. scan”. What for? A wooden leg?!

Unfortunately our educational system was hijacked a few years ago by do-gooders who thought that ‘proper’ speech was elitist and divisive. Unfortunately, in their efforts to try and eliminate the class system they opened the floodgates to an ‘anything goes’ attitude, rendering many of the current generation unemployable. I consider myself to have normal hearing, but grow increasingly irritated by the number of younger people serving in shops or working in call centres who are so inarticulate that I literally cannot make sense of what they are saying. As they often consider that a piece of chewing gum swirling around their mouth is also de rigueur I am often tempted to drag them there and then to an elocution lesson. Being unable to speak meaningfully not only affects career and social fulfilment but also deeply affects a child’s ability to read. If, for instance, someone in their formative years constantly hears the word ‘nothing’ pronounced as ‘nuffink’ they will be totally confused when they learn to read. Inability to communicate adequately can also have deeply serious consequences. Many years ago I took my very disabled son for a hospital appointment where his I. Q.

was to be tested. The consultant we dealt with had great difficulty in understanding what my son was saying as his Cerebral Palsy badly affected his speech at that time. Equally, my son couldn’t understand the Consultant’s very thick foreign accent. The doctor in question tried to make my son carry out various physical tests that he couldn’t do as she didn’t understand what we were saying to her. I was so worried about the assessment that I took him to a private psychologist. Happily my son was then assessed as being perfectly capable of being educated normally. As I had already taught him to read at a young age I knew that fact myself but the original consultant just hadn’t understood me telling her about it! . If I had not made a fuss at the time he might well have ended up languishing in a home for retarded people instead of having gone on to attain several O Levels and impressive normal college qualifications. Lack of communication skills doesn’t only create serious consequences when it comes to medical matters but I am convinced that the current dire situation contributes to crime. When you consider that on average 75% of prisoners in our jails are semi-literate, it is easy to see where we could start to make a difference. Illiteracy creates feelings of low esteem and suppressed anger. Many young men take

out their feelings of inadequacy on the world around them as they know that they are living with a gross disadvantage. Of course there are many people who have dyslexia but I suspect there aren’t as many as the ’experts’ would have us believe. When so many of our young people are being diagnosed with a whole range of communication problems, perhaps we should re-examine the whole subject of reading, writing and SPEAKING. Perhaps we could start by insisting that our teachers speak properly, as many of them wouldn’t have got past the interview stage a few years ago! If the educationalists themselves speak lazily or ungrammatically, what chance do our children have of making sense of the world around them? If parents won’t or can’t correct their children’s speech it is up to the educationalists to do that job, whilst at the same time teaching them how to use a dictionary. The way written and spoken language is deteriorating, many youngsters are probably under the impression that a diphthong is some sort of underwear!. Come back Mrs Sampson! We need you!

This should not come as any surprise when you look around most of the developed economies, as it is quite hard to identify exactly where the demand for growth is going to come from.Yes, the developing nations will continue to develop but they too will be affected as the demand from the developed nations is likely to be generally weaker. As we can read from researches of Reinhart & Rogoff in their book “It’s different this time”, economic recoveries after financial and banking crises tend to be far more protracted than the more “usual” economic recession. After a decade of economic feast, if not an actual

“boom”(and I remember calling it that even then), in almost biblical symmetry are we not likely therefore to have ten years of lean – of which we have already had some three years? The thing about a boom is that you can’t really see it until it goes bust. However, there were indicators that certainly pointed to it but few wanted to take any notice of it. Personal borrowing levels in the UK reaching over 100% of UK GDP - and even beating the US consumers on debt levels was one such measure. 125% mortgages were another and buy-to-let property schemes based on credit cards were evidence as well. So can we now search for the next indicators to see if they can provide us with any insight into the future? The main indication really seems to come from the banking sector. A combination of increased capital constraints, less capacity (fewer banks especially from overseas) and high levels of risk aversion, all mean that the volume of bank lending is likely to be less easily available compared with the boom we saw before. illusory impacts of the much hyped Project Merlin, there are signs that levels of lending are picking up, but the question of the breadth of the margins being asked for is still a very sensitive issue. I think, though, the main indicators will be those of consumer and business confidence, as it will be the state of mind of those bodies that will really be the guide for any recovery. The Prime Minister was quite right to ask for a measure of “well being” and although it will be dependent on the style and type of questions being asked, it could provide a very useful indicator of the country’s attitude. Without sufficient levels of confidence, consumers spend less and companies are reluctant to invest more. However, much of this will be influenced by the style of political leadership itself – if our leaders continue to wallow in a depressing mire of talk of austerity then it will become a self-fulfilling sentiment. If on the other hand there is a greater focus on the positive developments of a slowly recovering economy, with improved business conditions allied to a gradual rising in personal living standards, then attitudes will change. The work to restore the pond in Shadbolt Park is largely completed now, though we still meet regularly there for maintenance tasks and to deal with any problems. The tadpoles seem to be developping well - froglets were seen recently in the long grass at the pond edge.

Anybody with hedgehogs visiting their garden is, however, very lucky. Their numbers have dropped by 50% in recent years. One reason is that they need an area the size of about 8 gardens to forage over for food - and we’ve made this very difficult with our fences.

BBC Springwatch showed an easy solution - scooping out a tunnel under solid fences deep enough to allow a hedgehog to pass through and cutting a 15 cm hole at ground level in wire ones. If our neighbours do the same, we have a ‘hedgehog street’!

Preservation Society sent out a postcard to its members recently, requesting us to pass it on to the local PO Sorting Office. Why? Because so many hedgehogs get their head and forelegs trapped in the rubber bands posties drop. The outcome is a horrific wound and -often - death from infection in it. The card depicted one such animal (who survived because somebody took him to a wildlife hospital). Hedgehogs can get their noses stuck in discarded beer cans. They don’t like beer, but slugs do, and hedgehogs love to eat slugs. Plastic and netting can also entangle them. By not dropping litter (and by picking up any you see) you could be preventing some nasty accidents to hedgehogs. Poisons for snails and slugs also, regrettably, kill the hedgehog who eats them. So please use other ways to control these slimy chompers of your prize plants - beer traps, crushed eggshell and copper rings, to list just a few. A hedgehog visitor will do the job for you nicely if you don’t poison him! Hedgehogs who cannot find enough food before WInter

can go into hibernation with low fat reserves, and die. If you have a hoggy visitor, offer it meaty dogfood - never bread and milk, as this upsets their stomachs and weakens them. Special mixes for hedhehogs are also available nowadays. And, that pile of leaves and sticks on Firework Night? Search it thoroughly for a hibernating hedgehog before you set light to it. You can buy hedgehog houses or get advice on how to make one from many sources. These can keep Mrs Tiggy snug all Winter. Summer hair You may have a vision in your mind’s eye of your hair blowing in the summer wind looking fresh and gently highlighted. However the reality is that strong sun, high temperatures, humidity and pool or sea water will damage your hair leaving it dry, brittle and anything but healthy. Wet your hair with plain water before going into a pool or the sea as this will reduce the amount of chlorine or salt absorbed into your hair. Once you’ve had a swim, rinse your hair with plain water again before sitting back in the sun, and use a mild shampoo at the end of the day to ensure those chemicals and salt aren’t continuing to do their worst. Pick up any Hi-Fi magazine and you’re likely to find a wealth of information relating to the latest and greatest in Hi-Fi and Home Cinema Electronics. Each product is rated on its own individual merits and, after much deliberation, is assigned a percentage score or star rating (dependant on which publication you’re reading). So imagine this scenario... ‘A Man Called Horace’ has seen a review of a pair of speakers that not only fit his budget, they’ve got a 5-Star rating to boot! He doesn’t need much more convincing and buys them on a whim from an online retailer perhaps. They arrive sooner than he expected, so he calls in sick for the day to get them set up. He unpacks them...”Just look at that beautiful wood veneered cabinet. Twin 10 inch bass drivers. Oh my, it even comes with a certificate from the manufacturer. Result!” After putting the speakers into position exactly where he wants them and connecting them to his amplifier...it’s time to press play. Then suddenly...

“SHAKE, RATTLE AND ROLL!”... What on Earth is going on here?” Horace exclaims. “I’m not even at quarter volume and the bass is rattling what little teeth I have left...” ”the review clearly states ‘bass is deep, tight and controlled at all volume levels’. This is a tub-thumping cacophony! I’m gonna give that editor a piece of my mind, and it would give me a great deal of satisfaction to horsewhip the reviewer!”... In fairness to the reviewer (and poor Horace’s sanity), there isn’t actually anything wrong with the speakers, or the Hi-Fi system for that matter. The problem is ‘the room’, or more principally the ‘acoustics’ of the room. ‘Room Acoustics’ relate to how sound behaves in an enclosed space, and there are many factors that could have contributed to the over exaggerated bass levels of Horace’s system... • Room Dimensions – A cube shaped room (or a room with dimensions that are equal or a multiple of one another, e.g. 2.5m x 5m x 10m) is more likely to cause a phenomenon called ‘standing waves’. This is when two sound waves of equal amplitude and frequency merge with one another. Depending on the timing of the waves, they will either combine and produce an unnatural bass (known as ‘Room Boom’) or they will cancel each other out, therefore making the bass thin and uninvolving. • Listening Position – If you play a piece of music on your Hi-Fi system and walk around the room, you will very likely hear the sound change (for better or worse). In most rooms, the bass will generally be louder the closer you get to the room boundaries, and get quieter the further you move in to the room. If moving your sofa for the ideal sound is out of the question, don’t worry!... by moving the speakers fractionally forwards or backwards (even as little as 5cm) you can dramatically alter the ‘phase’ of the sound waves so that they sound more natural and reinforced from your listening position. • Reverberation and Absorption – It’s not just bass that can be problematic in room acoustics. If you have a room with many

hard surfaces (wooden floors, walls, windows, doors, coffee table, etc) the higher frequencies (vocals and cymbals for example) will reflect off these surfaces and bounce around the room causing reverberation. In an enclosed space, the sharp, sudden transient effect of a sound can be quite jarring, and is quite different from the comfortable ‘ambiance’ of a concert hall where the direct sound can travel a fair distance and decay naturally before being reflected back. Now I’m not suggesting you carpet your walls and ceiling to combat these problems, as too much ‘absorption’ will render the sound ‘dry’ and lifeless. A simple rug and curtains can make a world of difference. “Taking it to the nth Degree” Even if the utmost care is taken to ensure correct speaker placement, no room can measure with absolute perfection across the entire frequency range. At some point in this band, the room will resonate, and (depending on amplitude) will rattle the photo frames off the mantelpiece. Even if you get the bass right, there is a chance that the upper frequencies require extra fine tuning. In this ever changing World of Hi-Fi and Home Cinema, a select few manufacturers have included automatic ‘Room Equalization’ software built in to their products over the last ten years. ‘Room EQ’ (for short) works to varying degrees depending on what the manufacturer believes to be an accurate representation of the original sound. It can also pay dividends to ‘tweak’ your system and experiment with speaker positioning prior to running the software program. Sometimes you can’t expect to put your speakers right in the corner and expect the EQ to trim off all of the unwanted bass. Computers can’t do every thing you know! “So how does it work?” Simply put, an amplifier featuring Room EQ will generally come supplied with a microphone which is placed in the main listening position at ear height. Once connected, the amplifier will generate a series of test tones to measure how each speaker reacts within the listening area. The resulting measurements are then manipulated in the digital domain (like a modern day graphic equalizer) so that the frequency response is perfectly neutral from the deepest T-Rex roar to a Humming-bird fart. “Comparing the difference” Once the measurements are made, and the EQ is applied, it’s a complete revelation! With the ‘EQ Off’, music sounds like it’s being played ‘Live in your living room’ (which is not a bad thing I guess). But switch the EQ on and you are suddenly transported to the venue that the music was recorded in. The sound belies the size of your listening room, free of the constraints of its acoustic limitations. “Build your home around your Hi-Fi!”...the Ideal Solution... ...a radical and foolish notion for many of us. But for the lucky few that have the opportunity to dedicate a room for Hi-Fi and Home Cinema (and luckier still to have Unilet involved in the room build), we can take into account all of the pit-falls listed above, and even recommend the correct equipment for the room size. In Horace’s case, the speakers he purchased were simply too large for the room. He could have opted for the smaller model which would have suited his room perfectly and he would have saved a couple of hundred pounds too. At Unilet, Horace would have received ‘sound advice at a better price.’ WPLife

The Royal British Nurses’ Association

Not many of us realise that the first point of contact when one comes into this world is a midwife, yet very little help and support is given to them when they are sick and disabled. Often priority and prominence is given to the Arts, Music and Sport. The Royal British Nurses’ Association is one of few organisations currently helping registered sick and disabled nurses. Formed in 1887, the very first President was H.R.H. Princess Christian of Schleswig-Holstein, who together with the Central Council fought for nurses to be educated by establishing a 3 year training program, which is still in existence today, but attached to a University and once qualified, they are recognized as a member of the professional body - The Registration Act, passed in 1919 during Queen Victoria’s reign. The President H.R.H. Princess Christian, the daughter of Queen Victoria, had aims and objectives to help the sick and disabled nurses who were unable to work. The Royal British Nurses’ Association is self funding and currently with limited funds is seeking support from people by way of donations. The Reserve Territorial Army (where the RBNA office is located) was also founded by Princess Christian and we encourage and welcome any TA and Registered Nurses to join the RBNA as a member. Annual membership (January to December) still remains at £10.

Group Scout Leader, 4th Worcester Park Scouts Paul Green (29) is the Group Scout Leader (GSL) for 4th Worcester Park Scouts (4WP) located in Braemar Road, Worcester Park. 4WP are the 8th largest Scout group in the country and are active in the Worcester Park community with over 200 young people attending the various Sections (Beavers, Cubs, Scouts and Explorers) every week. Paul is a Police Sergeant with Surrey Police and has been GSL for over 3 years. His wife, Steph, is also involved in Scouting as is his father, John, who is the Group Chairman. His brother, mother and in-laws are also Group supporters and helpers. What made you decide to stand for the role of Group Scout Leader?

In 2007 I was encouraged by several Group leaders to stand for the role. They had confidence in me and with their support, and that of the Group management, I agreed. Running such a big group was a huge task and we needed to do a lot of work. But I like a good challenge so with Steph’s support I said “Yes” on the condition that Neal, a close friend, became my Assistant.

As a Police Officer you see many aspects of life. Do you see a difference in real life between youngsters that are involved in youth organisations, such as Scouting, and those that aren’t? Yes, youth organisations provide a wealth of activities and experiences to young people by offering them the opportunity to learn skills and respect whilst having fun.

I believe young people that stay in Scouting show better potential in adult life and are more willing to become involved as supporters and Leaders. However some young people do not thrive in Scouting and find sports or other organised activities suit their needs better. You have made a number of improvements at 4WP in the time you have been GSL. What is your vision for the group in the next five years? The group has a 5 year development plan, written last year, which is available to view on our website – www.4wp. org.uk. By 2015 I would like to have completed this plan and written a new one. I would like the number of young people involved in the Group to have increased and to have recruited more adults to provide additional activities. I would love to have a Fundraising Team so successful that we can reduce the cost of Scouting to our parents as this cost can sometimes be prohibitive. Do you have a memorable moment from your time in Scouting where you have seen a young person thrive or come out of their shell? Steph and I are involved in providing water activities like jet-ski and power boating to a special needs Scout Group in Wallington. To see the smile on the face of a

How does 4WP currently serve the Worcester Park community? Our group not only provides Scouting activities and training to young people but we also provide a hub for community events. Our jumbles sales, fetes, Big Band Night and Casino Night are popular events attended by the wider community. We hold a senior residents’ party at Christmas attended by around 100 elderly residents and we support local charities. We are also involved in the annual Remembrance Day Parade and St George’s Day Parade in Sutton. Are you and the other leaders of the Group paid? No – not a penny. Some of us even choose to pay to go on events like the World Jamboree.   If someone wants to become involved in helping at 4WP what should they do? And how can they help? Helpers come in many shapes and abilities – from fully trained Leaders and section helpers, to Fundraising Team members, to the Group management team and Active Support members. Adults with specialist skills such as climbing, water activities, caving and archery are also very welcome. Serves 4 Ready in 1 hr 30 minutes

2 tbsp light olive oil 8 shallots, halved 1 ½ tbsp honey, warmed

25 g (1oz) butter 1 small onion, finely chopped 1 garlic clove, crushed 75 g (3 oz) fresh white breadcrumbs 25 g (1oz) pine nuts 8 no-need-to-soak dried apricots, chopped 2 tbsp beaten egg 2 tbsp fresh chopped mint Salt and freshly ground black pepper 2 large lamb fillets

1 Preheat the oven to 190C/375F/ Gas Mark 5. Heat the butter in a frying pan and gently fry the onion for 10 minutes until very soft, adding the garlic after 5 minutes. Open each fillet out and flatten slightly with a meat mallet or rolling pin. 3 Spoon the stuffing down the centre of one fillet then place the second fillet on top to enclose the stuffing. Tie together at intervals with fine string. Heat half the oil in a large frying pan and quickly fry the stuffed lamb over a high heat until just browned all over. Place in a shallow roasting tin. 4 Cook the shallots for 1 minute in a pan of lightly salted boiling water. Drain well then place in the roasting tin around the lamb. Pour the remaining oil over the shallots. 5 Roast the lamb and shallots for 25 minutes. Remove from the oven and drizzle the warmed honey over the shallots. Roast for a further 10-15 minutes until the lamb is cooked to your liking. Cover the lamb and leave to rest in a warm place for 20 minutes before carving. WPLife

is a local amateur drama group of long standing. We stage two major productions a year at the Adrian Mann Theatre in Ewell, in April and November. We meet every Tuesday and most Fridays at 8.15 pm in the Elmcroft Community Centre in North Cheam, on the Sainsbury’s site. Apart from play readings, rehearsals and set construction, we have quiz nights and various social events. We also arrange group outings to amateur and professional theatre productions. Many of us have been living with the threat of change, possible job losses and price increases throughout the last year, talk of cuts and spending review’s have never been far away. We are concerned that many services that we are familiar with and indeed rely upon face change. After this year of uncertainty, we hear some news that will please most law abiding citizens and that is, that the future of Safer Neighbourhoods has been secured. After an internal review, the Metropolitan Police Authority have concluded that neighbourhood policing as it stands has been working well and does not require any drastic changes. The 624 wards within the Metropolitan Police area are to retain their dedicated safer neighbourhood police teams. The structure of these teams will remain largely the same, this being, 2 police constables and 3 police community support officers. But it is also clear that some changes and savings have to be made. As you may be aware, the eastern side of Worcester Park (Sutton Borough) consists of two wards, Worcester Park and Nonsuch. These have joined forces to form what

Good news about safer neighbourhoods by PCSO Gary Weaving

is termed as an enhanced team. There are already a number of enhanced teams working within the Met and working well. The number of personnel is the same as it would be for two separate teams, so what we have is 4 police constables and 6 police community support officers. One of the ways in which savings are to be made in Sutton borough is through natural wastage in the management area. Or to put it in a nicer way, when a safer neighbourhood police sergeant comes up for retirement or moves elsewhere within the Sutton police family he/she will not be replaced. As long as there is one sergeant to manage an enhanced team, this will be adequate. Also, savings can be made by occasional changes in deployment of resources. For instance, if there are exceptional problems in one area, personnel from one or several supporting team’s can be temporarily redeployed to that area for a day or two to help solve that problem. This can be done in a way that will leave no team without ample resources to deal with their every day ward issues. Indeed, during these times, no team will go below their minimum strength of 1 police constable and 1 police community support officer. That’s 2 PC’s and 2 PCSO’s on enhanced wards. Assistant Commissioner Ian McPherson, head of Territorial Policing said: “I’m delighted to announce the MPS remains committed to neighbourhood policing.This means that under our proposals every ward in London will continue to have its own Safer Neighbourhoods team working with and for local people.” “We intend for our Safer Neighbourhoods teams, which have become familiar sights in local communities, to continue to do the things they have always done by supporting local communities and helping address their crime or safety concerns. And we propose to keep each team with at least two PCs and three PCSOs, which we intend to protect from any reductions. “Borough commanders will retain operational control of their Safer Neighbourhood teams and ensure they are being used in the right way to work with local people to help keep communities safe.
