Welcome to Your Village Voice Congratulations to all of you who have successfully completed Dry January, or who have yet to break their New Years’ resolutions. My decluttering is continuing at a slow yet steady pace, and each week more treasures are excavated and corners re-appear. Kitchen clutter drawers for me today. Bliss! February of course is the month associated with romance and roses, but in our house it’s all about the rugby. Yes, the Six Nations starts on the 6th, and weekends will be punctuated by afternoons shouting at the TV! Anyway, remember that the Village Voice is YOUR magazine so if you are helping to organise an event in the coming months and would like some FREE publicity then please do email details. New Malden History In The Beginning (Part 6) by Robin Gill
We have mentioned before the growing discontent the expanding community of New Malden was having with the corporation at Kingston, who seemed unable or unwilling to deal with problems like drainage, roads, and sewerage with the urgency that Malden felt was required. Dr Jackson Goodenough Kent the medical officer for Kingston had drawn up a report at the request of the Kingston Guardians to illustrate where “Nuisances� occurred in the region. These were normally forms of pollution (e.g. waste or drainage) but were defined as anything that interfered with the normal passage of life. Problems in New Malden were identified as being in the whole district, with particular reference to Malden Grove (Grafton Road), Champion Terrace (High Street), Cambridge Road and Coombe Road with open ditches acting as sewers, before flowing into Beverley Brook.

Another sesquicentenary It seems to have come to a head during a special session of the County Bench which sat on Tuesday 31st July. A number of New Malden residents were summoned to appear before Major Thomas Henry Clarke Terry (Chairman) and his three colleagues. It should be remembered that cholera (a water borne disease) was a real threat in the Kingston area in1866, There had been 22 cases in the Kingston district in two months (9 deaths), and the council were taking all steps to prevent it spreading. The residents through solicitors explained that they were trying to build brick drains to cover the problem, but asked for more time to get costings for the work. They were also trying to form a nuisance removal committee in an attempt to sort out the problems. The bench agreed to hold off fines and other punishments so the residents could deal with the issues. They (residents) were anxious to act independently, and did not want to be controlled by Kingston. All the residents pleaded guilty, and stated that a meeting of the inhabitants of New Malden had already been held in Poplar Walk on 30th July, and another meeting would take place the following evening to try to find a solution. Many of the other residents attended the court session in support of their fellow villagers. There was also a letter written to the

unanimously decided to apply for self governance. White was never able to see the result of his sage advice, as he died two months later.
local newspaper at the end of the week from “An Inhabitant Of New Malden” who slated the Bench for telling the offenders what not to do without offering practical solutions to the issues they were encountering. The Sanitary Act was passed by Parliament on 7th August making the local authority responsible for sewers, water, and street cleaning. Before, it had been the responsibility of the individual householder or tenant. The inhabitants of Malden were of the opinion that Kingston would neglect their village as they had done in the past. During the course of a further meeting held in New Malden later in August, the question arose whether New Malden should adopt the 1858 Local Government Act, and become self governing.
On 10th September at seven o’clock another meeting was held in New Malden to decide whether to become self governing. Forty One ratepayers had called for such a meeting to adopt the Local Government Act. Rev Charles Stirling took the chair, and the vote was soon taken and was carried unanimously to self govern. Every ratepayer was given the right to nominate twelve persons to sit on the first local board, and James Coe White the twelve with most votes would be elected with the first meeting to be held in December. It was hoped residents living in the outskirts of the area would be nominated alongside those from the Groves etc.

would be fixed, and the roads kept in good order. Edward Thompson who job was to scrape the roads had died the previous year, and had yet to be replaced. Despite all these issues New Malden was regarded as one of the healthiest places to live locally.

Railway Hotel Mr Bussell’s first job would be contacting the Highways Board of Kingston Council to inquire whether there were any funds due to New Malden for repairs, and a subcommittee was set up to prioritise the work to be done. There was also a suggestion of forming a lighting committee, but it was felt that they had passed the longest night, the roads were more important, and lighting was deferred until March 1867. Two members were appointed to attend the forthcoming Drainage Conference to be held in Kingston on 4th January. The meeting closed at 10pm with all members confident about a new age of self government that had begun.

Community The Maldens and Coombe Heritage Society Dear Reader I am a member of The Maldens and Coombe Heritage Society and having grown up in New Malden I always thought I knew quite a bit about our town, but since I became a member I now realise how much I have forgotten , or simply did not know at all about the origin or history of our community and I’m still learning. As a Society our aim is to preserve recollections of places and people who wish their memories of New Malden to be remembered as life was, before too many changes in life styles affect our town as it obviously will in time to come. The High Street, or as it was affectionately known as ‘the village’ when I was a child many years ago was a thriving assortment of individual shops where you could buy anything and everything from a gallon of paraffin, a pint of cockles or a pristine pram for your happy event. This of course was long before the arrival of supermarkets, fast foodshops and not forgetting the numerous charity shops of today We have published two booklets currently available, firstly Monday Was Always Washday, recalling many memories of people who lived, went to school, or worked in New Malden. Secondly, We Knew You Were Coming, this is dedicated to the three Victoria Cross reciprients who lived in New Malden and Coombe. It tells of tbeir lives, courage and sacrifices they gave during the dreadful years of war time 1st and 2nd. Copies of these booklets will be donated to local secondary schools for their refererence libraries, as we are eager to encourage young people to take an interest in our projects. We also offer an annual history competition for schools who wish to take part. The pupils are asked to write essays on a subject of their choice and the winning entry receives the Lloyd Award For History Shield. It is said that dwelling on nostalgia is a part of growing older, but if you have lived in our town for many years, or are newly arrived, would you like to help us to preserve our history or learn more about your home town. We have a website, you don’t have to be a member to use it, which gives all information about us and our many activities. Or come along to one of our monthly meetings, held at the Baptist Church. We have guest speakers many of who have been or are involved in local businesses, trades or shops, a wealth of local history very interesting to listen to.

Residents of The Maldens and Coombe should keep their eyes open for thissymbol which will be appearing in local shops over the next few weeks. These are retailers who have given excellent service to their customers over several years, above and beyond what is normally expected. There are about fifteen nominations, and the winner will be decided at the Maldens and Coombe Heritage meeting held on 2nd December. The shops are located in many different areas, not just in the High Street, and have been nominated by our membership. The design shows a skep (form of beehive) and commemorates that it will be 150 years next year since that emblem was first used by the New Malden Local Government Board (forerunner of the council) to symbolize the industry of the area, and the logo of the Board.

A Challenge YMCA LSW’s fundraising event Sleep Easy to return on Friday 26 February
Have you ever thought what it would be like not have a safe house and a comfy bed to go to when night-time comes? How would you keep warm? Where would you go, and what would you eat? On Friday 26 February 2016 you can experience how this feels when we invite you to sleep out at the Sleep Easy fundraising challenge which returns to the Memorial Gardens in Kingston and the Holy Trinity Church in Wimbledon. This will be the seventh year that YMCA London South West in partnership with the local churches invites people to ‘sleep rough so others don’t have to’. In 2016, we hope to have the biggest gathering of ‘rough sleepers’ in the history of the Sleep Easy event, with up to 250 people turning up to show they care for vulnerable people in their community. taking part in the ‘classic’ Sleep Easy event or to go for a new and tougher ‘extreme’ version where you will really get to feel how challenging a night of sleeping rough can be… Also added, is a third option of ‘Sleep Easy sofa surf’ for the children, where you can take part by organising a sleep over in your own home or at a friend’s house. All three versions will start at 7pm and finish with breakfast at 6am the next morning. The entry fee is only £12 for Sleep Easy Classic (£6 for 12-17 year olds), and £17 for the Sleep Easy Extreme (over 17s only). Sleep Easy Sofa Surf is free. For this entry fee, participants in both the ‘classic’ and ‘extreme’ version get a Sleep Easy beanie hat, hot drinks, soup and breakfast. Last year, 160 people turned up to show they cared for vulnerable people in their community in Kingston and Wimbledon. One of them, Matthew Campbell (25), is a former resident at a YMCA hostel in south west London. Some years ago, he became homeless and had to sleep rough. He said: “When school ended I didn’t really know what to do. I kind of just drifted, and found myself without anywhere to go or anything to do. Becoming homeless was an eye opener, that’s when I realised I needed to get myself sorted out.” With the help of YMCA London South West, Matthew got himself back on track. He is now studying for a degree in Youth Work at university. For over three years, Matthew has been housed through the YMCA LSW Young People’s Supported Lodgings Scheme which places young people aged 16-25 with a host family with a spare room to rent out. Matthew said: “The YMCA has helped me a great deal. It has given me the stability I need to complete my studies and has helped me progress in life. My host family is wonderful and has been very supportive.”

A photographer dreams February -
by Hugh Griffiths – www.creativelight.org.uk A big landscape this time – and at last I can get down to the coast at Lancing – one of my happy places. I don’t know what it is about being there, but the sunrises and the sunsets are very often rather spectacular. This picture was taken just before 5 p.m. in late February; the sun sets over Worthing from where I stood at this time of year and can give a glorious show – as it did this evening. You can just see Worthing Pier in the distance, but it is the looming clouds overhead and the golden light in the sky reflecting off the distant clouds that give this picture its majesty. The person walking

his (her?) dogs along the beach makes sure that you get some interest in the front of the photo – if they weren’t there it would seem very empty and uninteresting despite the colours. I cut out a large part of the beach at the bottom of the picture – making it into a letterbox shape – so that you could see the spread of the sky in the same way that I experienced it that evening. And the diagonal of the shoreline from the bottom left through the picture gives a sense of dynamism to the scene. Although this is fundamentally a picture of a sunset, there are a number of other parts in the scene that ensure it keeps your attention … the dog walker, the

silhouette of Worthing Pier, the groyne sticking out into the sea. When you take a photograph of a scene, you should always look through the whole picture to see what extra features make it work. But earlier in February I had gone to Painshill Park for a day. To be honest, I haven’t had the greatest successes with landscapes there – my limitation I think, more than the location. But there is this lake and the ruined abbey, built as a folly in the 18th Century … the day I went, there was hardly any breeze and only a few clouds scudding across the sky. I took a whole series of pictures with the abbey in them; some had the abbey in the centre of the picture, some on the side. Some were portrait and some were landscape shaped. I liked this one best; the abbey is not at the classical point of the ‘thirds’ (imagine a noughts and crosses board over the picture, and it is said that great photos have the focal points at the intersections or along the lines). And putting it into black and white has really emphasised the starkness of the trees, the power of the reflections in the still water and the clouds against a clear sky. As you should know by now, I really like the use of mono to highlight patterns and shapes … it certainly does so here. PENSIONS FOR EVERYONE by Dominic Thomas If you run a small business or work for one, hopefully by now you will be aware of Workplace Pensions. In essence the new regime called ‘Auto Enrolment’ (AE) is designed to get everyone to save for their retirement, with both employer and employee contributions. The rules have been gradually rolled out, starting with the largest companies. The key dates are known as staging dates and for thousands of small firms this will be in 2016. For the remainder of established firms 1st April 2017 is essentially the final date, unless your business only began life after April 2012. For staging date you could read ‘must start pension by’. Whilst technology is always improving, there is still a great deal of work for firms to do and it would be unwise to leave things too late. In

fact, most advise starting the process at least nine months ahead of time and there are many that are concerned that pension companies cannot or will not be able to handle the number of enquiries. Strangely, AE has more to do with communications and compliance than pensions. This will add costs to small businesses. You need some decent IT that works with your payroll software or your Accountants. Most financial advisers are not involved with AE because the cost is too great for the employers. My advice is to get some low cost software from AE in a Box which will help you get things sorted, select a pension and keep within the rules. If you run a business, this is likely to be one of your least favourite ‘must do’ projects for the year. If you are an employee – helping your employer get sorted out may earn some brownie points. View from the City by Justin Urquhart Stewart Bowie the Financier & RBS the Fantasists Mr Bowie - A polymath of the arts – but also a financial innovator – The Bowie Bonds. Mr Bowie will be remembered, of course, for his astounding musical output. Then to that we can add his acting expertise, as well as his live art display, fashion and design. From timeless anthems, to artistic embarrassments, he certainly covered the piste – I don’t think the “Laughing Gnome” was ever going to be a classic Bowie track in the traditional sense. Released in 1967, this novelty single rarely saw the light of day and certainly not the spotlight of the best sellers, however it is worth recalling that it was only two years later that we saw the launch of Major Tom in the iconic ‘Space Oddity’. However, to this varied musical folio perhaps we can also add his reputation as a financial innovator. He was responsible for the original Bowie Bonds. In 1997 he found a new way to fund his career by selling the rights to future royalties from his already extensive body of work. These were the albums released between 1969 and 1990: 25 of them including Ziggy Stardust and Let’s Dance. The original idea was arranged by US banker David Pullman, who went on to develop the idea with the likes of James Brown, Marvin Gaye and Iron Maiden. Rod Stewart did a similar move the following year and raised $15m. For Bowie though, the move was a huge success and raised $55m (£37.8m) when the bonds, which had a yield of 7.9%, were bought by Prudential Financial. It was never confirmed but it was reported that some of the funds were used to buy back other songs owned by his former manager. All went well until the rise of online music sharing which effectively destroyed the model as the copyright legislation protecting the songs was taken apart. Consequently the Bowie Bonds plunged in value and in 2004 the ratings agency, Moody’s, cut their rating to BBB+ which is one notch above junk bond status. The bonds themselves expired in 2007.
What to do in nervous markets: ignore RBS’ thoroughly irresponsible statements. I value professional and considered views, no matter how controversial they may seem, however public companies also have to be aware of what their officers are saying and what potential impact it may have. The last few days have seen some interesting examples of corporate rhetoric, some of which, I think, has bordered on being thoroughly irresponsible. There is, of course, just one word that runs an economy, and that is confidence. Without confidence nothing happens and, in fact, the lack of it shrinks trading values, as well as any new investment – whether in stocks and shares or widgets and bricks. This is the key word that all politicians have to try to engender in their policies and speeches, no matter how bad the news may be. Even if the medicine is unpleasant, it will be the right thing to do. However, if you just put out a statement forecasting general doom and disaster, you will not necessarily be forecasting the disaster but potentially ensuring that it will happen. Equally one does not want sugar coated statements in moments of crisis, but careful tempering of the language is both crucial and responsible. Thus the statements last week from the RBS credit team when they wrote “sell everything except high quality bonds” and “this is about return of capital, not return on capital. In a crowded

Such frightening and inflammatory comments are thoroughly irresponsible when put into the popular press where valid arguments are open to very significant misinterpretation. Comparing investors with potentially being in a conflagration similar to one of those terrifying dance hall disasters is wholly inappropriate. I hope RBS will be more circumspect in the future. Of course that is not to say that there are no risks, and certainly the level of household debt to income ratio is on a rising trajectory. The Bank of England has said that the UK recovery is not being driven just on debt and that we are not seeing a repeat of 2008. However, if unchecked then such figures could be more concerning. The markets are very nervous at the moment and although in my view oversold in many cases, the negative newsflow has meant that it has been the momentum of selling that has driven prices lower, even though the newsflow has not substantially changed. In such moments, now is the time to let the negative attitudes flow over you and focus on the underlying valuations. In markets at the moment, with the global economy not in such bad shape, the valuations have become really quite attractive. However, in the face of this negative momentum I can see why investors can be nervous. My advice is to hold hard and wait for the sentiment to change. That could take sometime or just some minutes – none of us know. Thus there is no need to

Were you or do you know anyone who was ever a Cub Scout, Leader or Helper at the 1st Malden Cub Pack? As part of our Cub centenary celebrations we are trying to gather as many memories as we can from ex-pack members. We hope to publish these memories later in the year. 1st Malden Cubs were originally registered on the 4th February 1914, two years before the official launch as part of a trial scheme and has been running non-stop ever since. We can claim therefore to be the World’s Oldest Cub Pack (along with the other trial Packs still going!). Over the years the Pack has seen many changes both socially and in Scouting. The cry of Dyb-Dyb-DybDob-Dob-Dob was abolished back in 1966 followed by caps, shorts and garter tabs in 2001. In the early days Cubs would work towards the Weaver and Signaller Badges where today they can do around 50 different badges covering a whole range of subjects such as Digital Citizen, International and Nautical skills as well as the more traditional 1st Aid and Home Help. One of the biggest changes came in the early 1990’s when girls were allowed to join Cubs. The fundamentals first set out 100 years ago remain the same today and are based around the Cub Scout Law and Promise.

1st Malden Cub numbers have ebbed and flowed over the last 102 years from the need to expand and open a second Pack to being on the verge of closure with as few as six Cubs in the Pack. But what else can you do to encourage your feathered friends into the garden? A source of water really is one of the best features, so either buy an ornamental birdbath or create one from a shallow dish with sloping sides. The water should be no deeper than 2” (5 cm) and if you do have a deeper container then you should fill the lower depths of it with good sized stones, to reduce the depth. Ideally the water should be changed every other day, but at this time of year it is essential to make sure that the water does not freeze for long periods of time. Other garden water features, including ponds with shallow sloping sides, are also perfect for many birds to feed and bathe in. Providing birds with additional food materials is worthwhile, but remember to provide a constant supply or they may come to rely on something that is not there when they need it most. If you have a problem with squirrels, then use a squirrel proof feeder – they resemble bird cages and hold a central cylinder of peanuts, though they can cost up to £40. If squirrels are not a problem, use a cheaper nut feeder, but position it so it is out of range of cats. Save household scraps for the birds too; they enjoy apples, cooked rice, cheese, old breakfast cereal, raisins and sultanas and, of course, bread. Buy fat balls which contain mixed seeds and hang them from trees or large shrubs where they will provide a fantastic meal for many birds and, provided you position them correctly, means that you can also enjoy watching them. I only buy the net-free fat balls, as birds’ feet can get trapped in the net. You can also buy grubs and larvae to feed the birds. These high protein snacks are particularly useful once birds start feeding their young in the spring, and are best distributed on a bird table or even on a garage roof. They are available by mail order or from garden centres and pet shops.

New Malden Voices Choir Just before Christmas, I took the family along to watch my wife and her marvellous singing troupethe New Malden Voices choir, perform a medley of modern songs and traditional hymns. This year the concert took place in the main New Malden Methodist Church hall, rather than the upstairs room where they performed last year. The larger more salubrious surroundings, gave the performance a lift. As we took our seats, the youth choir kicked off proceedings with lovely renditions of ‘My Favourite Things’ and ‘Do You Know How It?’- with gusto and confidence. Next up, the ladies sang a succession of songs including ‘Peace Like A River’ and Rogers & Hammerstein’s ‘You’ll Never Walk Alone’ (Liverpool fans among us must have been made up). The concert moved swiftly along with the youth choir and the ladies taking turns to entertain the crowd. You could see the joy and pride the performers felt as they sang heartily with beaming smiles. It was an accomplished performance and I can only guess how much work their singing teacher Jane and the rest of the group had put in to make sure they were at their best on the day. And they most certainly were. The New Malden Voices choir meets every Thursday evening between 8-9pm for singing practice. The group would like to invite anyone and everyone to pop along for a sing-a-long. It’s a very relaxed affair and lots of fun. (The youth choir also takes place on Thursdays at 6.15-7.15 pm). New Malden Matters
New Malden Residents’ Association In New Malden Residents’ Association we try hard to keep abreast of local issues and developments, so please join us (a bargain at £5 per year). Our organisation thrives as an information exchange on what is happening in New Malden, and encourages all of us to have our say on matters which affect us all. Recently there have been a plethora of consultations which will affect us. The consultation on Crossrail 2 closed in early January; there was a presentation at the 9th December Neighbourhood Committee. It’s a huge development- if it goes ahead we will have about fifteen years to wait before it becomes operational. Many readers will be aware that the current proposal is for the Crossrail trains to dive underground at Wimbledon and go through to Victoria, although we should still have some trains to Waterloo. Two aspects to note are that New Malden will be one of the main stations to be developed, and the frequency of trains will make level crossings impractical. We have already said that

alternative access must be found between New Malden and Motspur Park, and to replace the Elm Road crossing. The consultation on the RBK air quality action plan has also just closed. London has been in breach of EU limits on NO2 and particulate matter for the last five years, and this is expected to continue for another five. Although Kingston has better air quality than central London, central Kingston and the A3 have poor air quality. So is there an air quality monitor at Coombe Boys School? There should be. Most of the measures in the AQAP focus on traffic management in the light of local population growth, such as lobbying TfL for less polluting buses. Other boroughs have a wider range of proposals, such as a Tree Strategy, and a Citizen Science project, particularly in schools. In RBK conditions to mitigate air quality will also be put on new developments, although we aren’t told what these are. Generally, it is unclear to many of us residents how the infrastructure and amenity issues arising from new developments are being addressed by the council, a case in point being New Malden House in Blagdon Road, which will be converted from offices into 93 new flats. A further consultation is taking place on proposed budget cuts (£6.4m) to London’s fire service. In December, figures released by London Fire Brigade showed that eight wards in Kingston had increased response times in 2014-15 because of existing cuts, and I think it is a tall order to expect citizens to propose how

the savings could be found elsewhere. There are also public discussions about RBK’s greatly reduced budget, and the council leader has stated that he will lobby for a fairer deal. The Local Government Association (which is Conservative led) has protested nationally about the cuts being made to local government, making it almost impossible to discharge mandatory services, let alone optional, but important, services such as centres for young people. On a brighter note, there has been extensive discussion locally about the development of Cocks Crescent, including a drop-in session and tour of the site in December. Many respondents to the consultation said that if the Malden Centre is to be redeveloped, they would like to see a new centre open before the current one closes. In addition we have been assured that the area of green space on the site will be maintained, even if its shape or location changes. One intriguing possibility is that Cocks Crescent could be the site of a locality centre providing a wide range of services and information to keep people healthy. This concept is part of a new model of integrated health and social care being developed in Kingston and discussed by Kingston HealthWatch. Recipe Beef stew with horseradish dumplings This is a traditional and warming casserole which is ideal to serve to the family during the chilly winter months. Serve with steamed green vegetables such as broccoli, Savoy cabbage or green beans. For the dumplings 75g self-raising flour 40g shredded suet 1 tsp grated horseradish 1tbsp freshly chopped parsley 1 Preheat the oven to 170C, 325F, Gas 3. Place the meat and seasoned flour in a large plastic freezer bag. Seal the bag and shake well, until the meat is coated in the flour. 2 Heat half the oil in a large frying pan and brown the meat in small batches, over a high heat. Add more oil if necessary. Transfer the meat to a large casserole dish. 3 Add the remaining oil to the pan and fry the onions for 5 minutes. Pour in the Guinness, stock and Worcestershire sauce and bring to the boil. Pour the liquid and onions over the meat and add the carrots, thyme sprigs and bay leaves. Cover and cook for about 3 hours until the meat is tender, stirring once. 4 To make the dumplings, place the flour, suet, horseradish and parsley in a large bowl. Season with ½ tsp salt and plenty of freshly ground black pepper, then stir in enough cold water to mix to a soft dough. Using lightly floured hands, divide and shape into 8 dumplings. 5 Uncover the stew and gently sit the dumplings on top of the meat. Cover and cook for a further 20 minutes until the dumplings are fluffy and risen. Serve sprinkled with extra freshly ground black pepper. TIP If you don’t want to serve this stew with dumplings, try topping with sliced potatoes instead.
