Economic Study on Energy Efficiency in Hotels & Manufacturing

Background

The Malta Business Bureau is participating in an EU LIFE-funded project titled EnergyEfficiency4SME, as part of a consortium of over 20 institutions across Europe. The relevant aspect of the project entails carrying out research on energy efficiency amongst businesses in partner countries in the following NACE codes:

• Accommodation and food service activities (NACE Code: I55 to I56.3.0)

• Manufacturing – Agri-food (NACE Code: C10 to C11.0.7)

• Manufacturing – Metalwork (NACE Code: C24 to C25.9.9)

As an initial project activity, Malta Business Bureau is subcontracting an economic study.

Research Objectives

This initial research is intended to result in an initial state of play report for energy efficiency in the aforementioned NACE codes. The purpose of this study is to allow the project to identify business needs in terms of energy efficiency projects, business needs in terms of financing of these realised and potential projects, an analysis of the financing options available to business and eventual policy and financing recommendations for energy projects in business.

Scope

The research is intended to be carried out with reference to the countries of participating institutions. The countries participating in the project are limited to Malta, Germany, France, Italy, Spain, Bulgaria, Austria, Estonia and Cyprus. Thus, the research should cover energy efficiency in the relevant NACE codes within these countries and with a sample of businesses participating in the project.

Methodology

It is expected that this report will predominantly be high-level, able to utilise publicly available research, statistics and information in combination with a more focused approach utilising information provided by the project team. The Malta Business Bureau will provide business association contacts in the partner countries, as well as limited survey data obtained through the project, to assist the winning bidder in carrying out their research. The winning bidder will also carry out desk research.

This initiative will be followed by a secondary request for quotations for a second report towards the end of 2024 which will be more detailed, and with a larger scope.

Deliverables

A complete state of play report as described above. Presentations will be required to communicate the report outcomes as required by the Malta Business Bureau.

Timeline

Start Date: 5th June 2023

End Date: 31 July 2023

Deadline to submit offer: 22/05/2023

Max Budget Allocation: €8500 exclusive of VAT
