On behalf of the chamber’s administration, I would like to welcome all those present with us today. Today’s event marks another important milestone in the chamber’s young history. Today, an old chapter will be completed and a new one will commence. Almost five years have passed since some project managers met in Senglea and discussed the way how our profession could not only obtain the legal recognition it deserves but also how we as professionals could radically change the construction industry. For me this is extremely important since our country craves this transformation.
The space here is ultra limited to mention all the achievements that our chamber managed to accomplish. However, these can be witnessed in our publications, reports, website, and in the various participation in events such as the MARE Summit, I Choose and many others. Final thanks go to Dr Caroline Gumble and to her team at the Chartered Institute of Building. Without this global institution’s support, I doubt whether MCCM would have achieved so much in such a short period of time.

I have been fortunate to attend a few MCCM events over the years and have been able to congratulate members in person for working to raise standards in construction. On the occasion of your AGM it is appropriate to echo those sentiments.
Many of you know that the Maltese construction community has become a touchstone for me during my time with CIOB, largely due to the efforts of departing President, Jesmond Chetcuti MCIOB.
I have witnessed the journey you've been on to establish the MCCM. It has taken hard work to get here and the mission you are pursuing to prioritise quality, safety, modern professionalism and the delivery of high standards across the built environment is important.
CIOB has been pursuing a very similar mission for 190 years now - a long and proud history, the story of which certainly includes our collaboration with the MCCM.

The MCCM’s AGM is a key opportunity for the organization to reflect on its strategies and policies, evaluating their effectiveness and making necessary adjustments.
Improvement is an ongoing process, but this is a critical moment for the MCCM to reassess its objectives and strategies to ensure they are aligned with desired outcomes.

Chamber Financial Health
Raising funds to benefit the chamber’s members is challenging as a non-governmental organisation. In 2021, the chamber's model was based purely on membership fees.
The magazine's introduction in 2022 drove this path towards a mixed-income. The magazine boosted the chamber’s income and enabled it to take further risks and organise events such as Women in Construction in 2023 and 2024.
The introduction of events also introduced the third pillar of the chamber’s income: adverts for such events. However, the chamber has significant expenses for such events and for organising partner events and CPDs.
With the support of various partners, the chamber is in an excellent financial position and can continue offering its members the best opportunities.
These two pages will briefly overview the chamber's financial health, including how income is generated and how available funds are spent.
Looking at the positive balance and what funds we have in the two ‘’pots’’, it is clear how financial well run our chamber is, and it is important to highlight that this is happening by being ‘’thrifty’’ in our planning. As indicated earlier, all our events and CPDs are free of charge.

Working Groups, Media presence and the Codes of Practice – An Overview
The Chamber’s base work and initiatives goes far beyond the Council’s o cial meetings and discussions. Key initiatives such as the various working groups including media material and presence over the past four years evidence this. Our dedicated teams have focused on fostering collaboration, addressing industry challenges, and enhancing best practices.

- Formed specialized groups to enhance the emphasis to change, address and tackle pressing issues within our sector. The subject matter varied including but not limited to sustainability, innovation, and regulatory compliance amongst others. Council meetings
These are an essential platform during which key decisions are discussed and developed to address the needs of the chamber.
During Chantal`s term in office, we had 18 council meetings during which we have had constant discussions on how the chamber may be heard, make its presence felt, transmit its message and also looking to educate not only its members but beyond.
This included the participation of educational activities and events and the organisation of CPD’s; attendance of which has been terrific.
EDI Equality, Diversity and Inclusion:
Just over two years ago, MCCM became a signitory of the CIOB Charter for Equality, Diversity and Inclusion .
The MCCM has internally adopted its first diversity and inclusion action plan covering all aspects of the CIOB’s operation from governance to finance to HR and beyond.
We are sure that Chantal`s successor will continue to pursue this challenging aspect
Magazine
Since its first publication, Chantal has contributed by writing a column in our magazine, Managing Construction.
Chantal`s page focused mainly on sustainability, energy efficiency and innovation during the design and bulding phases of projects.
The message emitted from our magazine is to provide educational information to our readers by sharing knowledge and experience.
Women in Construction
In 2023 our chamber organised the first edition of Women in Construction. An event that had the aim to raise awareness and be a beacon for all women, especially those of a young age, of the opportunities that the construction industry holds. Chantal, not only because she is the chamber secretary, but more so because she is a hands on project manager, was one of the speakers in this first edition.

EDUCATION AND DEVELOPMENT
Education is one of the main pillars MCCM is founded on hence in these past three years it was always given its importance. Education is not limited to the certifications one achieves, but it’s the continuous development throughout one’s career. Continuous development can be achieved in different ways eg. through research, discussions in focus groups, reading etc. MCCM made sure to facilitate this to its members by getting in touch with local and foreign institutions to provide them with the necessary courses or educational opportunities to enhance their knowledge.
Clarabel has participated in various activities and events that MCCM organized or was invited to, such as the Women in Construction Event, I Choose career fair, and the MARE summit. In addition to this Clarabel was the chamber’s representative for the Excellence in Construction Awards which will be held early next year. The below provides an overview of the work carried out in relation to Education and Development.
Magazine
MCCM issues a quarterly magazine which is very important for the chamber as it is used as an educational tool. Clarabel has contributed to this magazine from its first issue by writing articles on BIM (building Information Modelling). The articles introduced this topic, provided more awareness on BIM and an insight on the current standards related to it.
Members
The MCCM membership is subdivided into three tiers and for a person to be classified in one of them must meet a certain criterion, one of which is the educational level. In this regard, Clarabel assisted and guided members on their educational path to upgrade their educational level and as a result their membership tier.
Educational Institutions
MCCM carried out agreements with both local and foreign institutions to make sure that there are the necessary courses in the market for people to enhance their educational level in project management. Through these agreements the chamber was invited on many occasions to participate at events by these institutions.
The official launch of the IDEA Academy was one of the first events for the Education and Development team. During this important event Clarabel gave a speech on the chamber’s aims and how much MCCM believes that education and development is the key to the upscaling of the industry.
The University of Malta invited the MCCM for an informative session with students undergoing a postgraduate program where Clarabel introduced the chamber and explained the aims and objectives. In addition to this she encouraged students to join the chamber because the younger generation are the future of the industry.

MEMBERSHIP AND GOZO REPRESENTATION
Membership
Whan an application for membership to the MCCM is received there is a professional and careful review process to make sure that any person interested in joining our chamber is working or studying in the field of project management of the Built Environment. All our members are encouraged to further develop their potential through attending courses and CPDs.
As at present we have around 200 members who are divided over the three membership categories; Tier 1, Tier 2 and Tier 3. Our pleasure is when someone who joins us then attains further qualifications and experience and becomes eligible to be upgraded to a higher Tier.
Apart from a number of pending applications that are being reviewed, our membership comprises 69 Tier 1, 41 Tier 2 , and 37 Tier 3.
The membership process is administered by the Chamber Membership Board (CMB). A board made up of four experienced professionals chaired by Edward Howell MCIOB.
Gozo Activities
Apart from chairing the CMB, Ed is also our Gozo representative. It is important to highlight the commitment and hard work our Ed does on the sister island. He is the person that coordinates all our work with the Gozo community and Gozitan entities including the Gozo Business Chamber and the Gozo Regional Development Authority.
In regard our work in Gozo, it is important to highlight the recent seminar organised by the Gozo Business Chamber in conjunction with the MCCM to raise awareness on the importance of project management in all aspects and stages of the project life cycle.
Another important event was the visit to Gozo of CIOB CEO, Caroline Gumble who had had a meeting with the Gozo Chamber officials accompanied by members of the MCCM Council. An occasion that confirmed how much the island is at heart not only for MCCM but also for our international partner The Chartered Institute of Building.
In 2021 our President accompanied by three other members of the Chamber met with the Minister for Gozo, the Honourable Clint Camilleri to discuss the Chamber’s strategy.

MCCM’S GROWING PRESENCE IN THE MALTESE CONSTRUCTION INDUSTRY: A TIMELINE OF KEY EVENTS
The Malta Chamber of Construction Management (MCCM) has been a key player in shaping the construction sector since its establishment. By organizing and participating in critical events, MCCM has solidified its role in addressing the challenges, innovations and sustainability of the construction industry in Malta. Here’s an overview of MCCM's journey throughout its first three years.
2021: MCCM kicked off its activities with the launch of its 2021-2023 strategy during its first Membership Presentation Ceremony in August 2021, laying out clear objectives for its role in the construction industry. In October, MCCM demonstrated its environmental awareness by participating in the National Climate Change Conference, focusing on climate challenges in Malta. The year concluded with the first Annual General Meeting (AGM) and the 2nd Membership Awards in November, reflecting on the Chamber’s progress and growing membership in its inaugural year.
2022: In February, MCCM co-hosted a Heritage Conference with the Chartered Institute of Building (CIOB), which highlighted the importance of preserving Malta’s architectural heritage in modern construction. In April, MCCM celebrated its first anniversary, launching a new website and a quarterly magazine to engage its audience further and this was followed by participation in the MARE Summit in May, showcasing sustainability and innovation in Mediterranean construction. Also in May, MCCM opened its official office, a major milestone, providing a base for its expanding activities and moreover, held a national first event in the form of a seminar titled: ‘Women In Construction’. In July, MCCM participated in the I-Choose Fair, an outreach event aimed at engaging younger generations and promoting construction careers. November featured two key events: an international conference on the conservation of historic buildings and held the 2nd AGM, which set goals for 2023.
2023: MCCM maintained its focus on youth engagement by participating in the I-Choose Fair at MFCC in January. In June, MCCM returned to the MARE Summit for the second time, reaffirming its commitment to sustainability and innovation. November saw MCCM’s 3rd AGM, reflecting on another year of growth.
2024: In April, MCCM hosted the 2nd Women in Construction Event, promoting diversity and inclusivity. Additionally, MCCM participated in the MARE summit for the third consecutive time, which was held in May and once again, served as an important opportunity for networking whilst advocating the importance of the Construction Project Manager on project to ensure Professionalism, Innovation and Quality in Construction Management. The Chamber also held a Membership and CPD Certificates ceremony in June, followed by participation in the I-Choose Fair in July and MCAST Freshers Week in October. An event on the Importance of Project Management in October, further strengthened MCCM’s mission statement within the industry. The year will culminate with the 4th AGM in November, where a new board of councillors will be nominated.

It is known that more than providing high-quality goods or services is needed, one has to spread the message; otherwise, it would waste resources, time and energy.
Considering that our chamber had to start practically from nothing, having the right platforms was and is still crucial.
Our message needs to be conveyed to a broader spectrum. It cannot stop at those already onboard, even though these are extremely valuable for our chamber. These persons were quickly convinced of the chamber’s vision for the country. The chamber’s primary means of reaching out to the broader community are the following.
Website
Websites are essential media for reaching out to the general public. We believe that a first-class website remains the same but changes according to the needs and opportunities that arise. Our website allows non-members to know the chamber’s mission and vision. In the meantime, the members are further reached through the Member Zone, which is filled with documents and publications, CPD video clips and so on.
Moreover, our website provides digital registration. The old PDF application lasted only a few months, as we firmly believe modernisation and innovation are necessary for our chamber.

Furthermore, the chamber owns a LinkedIn page. We can proudly state that despite being established in July 2022, our page has already gathered over 3,000 followers. This is very promising for a chamber founded only four years ago.
The chamber had to be innovative and continuously on the move to attract these followers. Our followers are open to project managers; some are not even related to the construction field. They come from different spheres of life and from all over the world. This is indeed another achievement for young MCCM.
Media and YouTube Channel
We invite the local media to all our events and participate in third-party events. This proves that our message is for the whole community and not restricted to our members and those directly involved in the sector.
Everyone out there must be made aware of the pros and cons of the construction industry. Hence, we always ensure that media references are accessible on our website, LinkedIn page, and even the chamber’s YouTube Channel.
