II. Project Description 1. RATIONALE The local government of Sarangani, Mindanao estimates that 55,000 people of Indonesian descent, the Marori, were living in southern Mindanao in 2000. An unidentified number continues to live there today. While they are said to be Indonesians, many of them may not be registered with the Indonesian consulate nor have the proper staying permit papers issued by the Philippine government. Without this recognition they can not enjoy the rights or protection of neither the Philippine or Indonesian government, thus putting them in the light of the status of statelessness. UNHCR with PASALI Philippine Foundation conducted a few exploratory visits in 2011 to Glan, Sarangani and to General Santos where they were able to speak to the Bureau of Inmigration and a few Marori. The Marori are said to be living in communities on Balut Island, Sarangani Island and Jose Abad Santos Davao del Sur, Laker Island, Glan and Malapatan in Sarangani province; and in General Santos City. They belong to the lowincome bracket and work in the fishing industries, mostly as interpreters. In Glan, Sarangani, they also work as tenants in coconut farms. Some families are also engage in boat fabrication. Others live and are employed in corn farms in Isulan and Esperanza, Tacurong City in Sultan Kudarat, Sto. NiĂąo, Banga, Noralah and Suralah in South Cotabato, Kabacan and Matalam in North Cotabato. The Bureau of Inmigration Glan registered 3,259 individuals in 2010 issued with an Alien Certification of Registration. registered to LCR with parents’ nationality indicated therein. Children born to one Filipino parent is registered as Filipino. BI-Glan issues paper-based ACR instead of the I-Card with authority from DOJ. The fee is comparably lesser at PHP410 for 14 years old and above, and PHP210 for below 14y/o. Requirements for application of ACR includes NSO issued birth certificate, police clearance, certification from Indonesian consulate through its liaison officers, 5 in Glan and 1 in General Santos City. During a Focus Group Discussion in Glan, several Marori argued that the annual renewal of the ACR is a major problem. Insufficient income prevents them to raise the amount to renew ACR for all the members of the family. Elders and families who don’t have gainful economic activities are not able to renew. Surcharges and penalties on late renewal add up to their burden. Furthermore, the women said that they are not engaged in any gainful employment. They work as house-help or workers in farms along with their family. Without the state-recognized papers the Marori most likely have limited to no access to basic state facilities such as education for their children, state health care, and other services to ensure the protection and exercise of their basic rights. It is also unclear whether they have access to basic necessities such as clean water, proper shelter, and food security. 2. PLAN OF ACTION/PROJECT DESCRIPTION The UNHCR is currently negotiating with the Indonesian and Philippine government to reach structural solutions for the Marori’s and is drafting plans to execute an extensive mapping out of the population in 2012. To supplement these plans, PASALI proposes an extension of the first initial meetings also to other areas said to have Marori populations for two particular reasons: 1) to get a more accurate number of the population, 2) to initiate social awareness activities preparatory to the larger scale mapping out for the latter of 2012. PASALI identifies new key informants and conduct an appraisal of the communities on Balut Island, Sarangani, South Cotabato, and Sultan Kudarat. The data gathered from this initial appraisal can be used as a basis for planning the mapping out of 2012. These meetings with the communities will also serve as moments to raise community awareness of their legal status and the mapping out to be done early 2012. PASALI will conduct these visits to the communities with experienced enumerators and even a community organizer who is Sangir and therefore able to communicate with the Marori language. 3. BENEFICIARIES/RECIPIENTS The Bureau of Immigration of Glan, Sarangani stated that Indonesians of the Talaud people arrived in the Philippines from the 60’s on from the Islands of Marore, Tahuna, Kabiyao, Sangir Island, Mamako, Matutuwag, Kawaluro, Betong, Manado, and Yogyakarta in Indonesia. It is believed that a volcanic eruption triggered the migration of the people group and further migration occurred possibly for economic reasons. According to initial reports also, the Marori may have descended from the Great Sangir back in the 14th century during the Islamization period. In that case, they may share the forefathers with the Sangil, one of the 13 ethno-linguistic tribe of the Bangsamoro. 4. OBJECTIVES

6. COMPONENTS AND ACTIVITIES PASALI Philippines and a staff member of the UNHCR will in January 2012: - conduct a search for key informants in the above mentioned sample areas - conduct ocular visits to the living areas of the Marori in the above mentioned sample areas and conduct community meetings as means to raise awareness - conduct a community appraisal to assess their number, status and basic living conditions C.
