In-year admissions – how to apply If necessary, you can apply to change schools any time during your child’s education. The decision to change schools is important and you should be sure it is right for your child. You may also need to apply for a school place if you have recently moved into the country or into Manchester. This booklet is available in all Manchester schools, some GP surgeries and health centres, your local library and direct from the Integrated Admissions Team within Manchester City Council. This booklet provides information on the number and types of secondary schools available and the contact details for each school or academy, should you require any further information. Accompanying this brochure is an application form for you to complete. If your child has previously attended a school in the UK, you must get section D of the application form completed by the school. Please state at least three preferences on your application form. If all of your preferred schools are full, the Integrated Admissions Team aim to offer you a reasonable alternative school placement, which will be the closest school with vacancies.
Choosing the right school for your child 3
Manchester’s community oversubscription criteria for in-year admissions Category 1 Children who are looked after by a local authority and children who were previously looked after by a local authority. Previously looked-after children are children who were looked after, but ceased to be so because they were adopted (or became subject to a residence order or special guardianship order).
Category 2 Children with exceptional medical/social needs.
•
A panel of local authority officers will consider Category 2 applications on behalf of the Director of Children’s Services.
•
If a parent/carer has chosen a particular school because the child has exceptional social or medical circumstances or the parent is disabled, this should be indicated with the reasons for choosing the school. Parents must also provide a letter from a doctor or social worker as supporting evidence. The LA will then send a Category 2 application form allowing the parent to state in full the exceptional social/medical reasons why the child should attend this school.
•
If supporting evidence is not supplied with a Category 2 application, the application will be refused.
Category 3 Children with a sibling at the school.
•
A sibling is defined as a brother or sister attending the appliedfor school when the applicant will take up the place and living at the same address. This includes adopted siblings, stepsiblings and foster children.
•
Sibling criteria as specified above may be applied whether the sibling is older or younger than the applicant, with the exception of siblings who are in a nursery class of a primary school or attending the sixth form of a secondary school or academy.
4 Choosing the right school for your child
Category 4 Children who have moved into Manchester and are without an offer of a school place. A child is considered new to Manchester when they:
•
Move into the city from abroad and make an application within the same academic year
•
Move into the city from another LA and make an application within the same academic year and it is unreasonable to expect them to attend their previous school.
A child who is new to Manchester will be prioritised for their preferred schools. These applicants have not had the opportunity to apply during the normal admission round when they may have had a reasonable chance of being offered a preferred school. All preferences will be considered equally and if more than one preference can be offered, the highest-ranked preference will be offered. If no preference can be offered, an alternative offer of the closest Manchester school or academy with vacancies will be made. Once a preference or a reasonable alternative offer is made, the applicant will no longer be considered in this category. A reasonable offer is defined as: a. A primary school or academy within two miles of the home address b. A secondary school or academy within three miles of the home address. All measurements are straight-line measurements as described on the next page.
Category 5 All other children.
Choosing the right school for your child 5
How we calculate distance when allocating school places We use a computerised measuring system to measure distance in a straight line from the child’s permanent home address to the centre point of the school, as defined by the (LLPG) Local Land and Property Gazetteer. Those living closer to the school will receive higher priority.
Waiting lists Waiting lists will be held in criteria order according to the oversubscription criteria. Waiting lists will not be operated on a ‘first come, first served’ basis. The amount of time an applicant is on a waiting list will not affect their position on it. For in-year applications, waiting lists will be held for the term in which the application was made. At the end of the term all applicants will be removed from all waiting lists. The only exception to this will be if the applicant has not been offered a place at any Manchester school. In this circumstance the applicant will be kept on the waiting list for the next term. Details of the waiting list process will be on the application forms within this pack and on the offer letters sent to applicants.
6 Choosing the right school for your child
Some schools set their own policies for admission. In community secondary schools the LA decides the policy for offering places. Some academies have agreed to operate the same policy as Manchester LA, but others operate their own policy. This means that the policy can be different, depending on which school you want for your child. Please note that you must fill in an extra form for Trinity C of E High School, King David High School, The Barlow RC High School and William Hulme’s Grammar School Academy.
Types of schools There are four different types of school in Manchester. The type of school affects who sets the oversubscription criteria for the school. For community schools the local authority sets the oversubscription criteria (see pages 4 and 5). For voluntary-aided, foundation schools and academies the governing body sets the oversubscription criteria. To find out the oversubscription criteria for Manchester schools, either contact the school direct or go to www.manchester.gov.uk/admissions The school type and contact details are shown on pages 8–34 of this booklet. For information on schools in other local authorities, you will need to contact that LA. If you are a Manchester resident and wish to apply for a school in another LA, you need to make an application using the Manchester LA application form. You may also apply online at www.manchester.gov.uk/admissions
