Car Rally GRANVILLE Classic cars, tricked-out trucks and magnificent motorbikes will be on display this Saturday at the Penhryn Engine and Hose Company’s 2017 Car Rally and Lake Cruise in Middle Granville. Enthusiasts come from communities across the r e g i o n , including Granville, Rutland, Hudson Falls and Greenwich, to view and show cars. The entry fee to show a vehicle is $10. Admission to view the cars on display is $3. Children under 6 are free. All proceeds will go to the fire company. Penhryn will use the funds it raises from the car rally to purchase new gear and equipment, and to pay for utility costs, and building and truck upkeep. This is the 11th year Penrhyn has hosted its car rally fundraiser at the fire company’s carnival grounds on County Route 24 in Middle Granville, from 5 p.m. to 8 p.m. A rain date of Sunday, June 11, has been set. There will be food, music, prizes and a 50/50 raffle at the event. Car hop tunes from the 1950s and ‘60s will be played by One Smooth DJ. New this year, the fire company added a Lake Cruise prior to the rally. Vehicles will circle Lake St.

Wednesday14 Flag Day WHITEHALL The love of country doesn’t end with Memorial Day. Elks Lodge 1491 and American Legion Post 83 will be hosting their annual Flag Day ceremony on Wednesday, June 14 at 6 p.m. in Whitehall’s Riverside Veterans Memorial Park. As with every holiday dedicated to honoring America, the veterans who risk their lives for the flag are recognized in the ceremony, much of which is dedicated to explaining the significance of the flag and its various iterations. Following the Elks’ history lesson Boy Scouts and Girl Scouts assist the Legion and Elks in disposing of “unserviceable flags.” The Scouts, Elks and Legionnaires render honors to the tattered flags and then burn them. The ceremony is a staple of Whitehall, as the Elks and Legion both receive many flags throughout the year in preparation of the ceremony. Flag Day is held annually on June 14 because that is the day, in 1777, that the flag was adopted by America as part of a resolution by the Second Continental Congress. The holiday became official in 1916 when President Woodrow Wilson issued a proclamation establishing Flag Day as June 14. President Harry Truman, also a member of the Elks, signed an Act of Congress of 1949 formally establishing national observance of the day. Whitehall residents are welcome to bring any “unserviceable” flags to the ceremony to be disposed of and join the Elks and Legionnaires at the Legion post for refreshments and food afterwards. u

Annual Drinking Water Quality Report for 2016 Village of Whitehall, New York (Public Water Supply ID Number 5700124) INTRODUCTION To comply with State and Federal regulations, the Village of Whitehall, issues an annual report describing the quality of your drinking water. The purpose of this report is to raise your understanding of drinking water and awareness of the need to protect our drinking water sources. This report provides an overview of the year 2016 water quality. Included are details about where your water comes from, what it contains, and how it compares to New York State Department of Health drinking water standards. If you have any questions about this report or your drinking water, please contact the George Rockenstire, Chief Water Plant Operator at telephone number (518) 499-1465 or 499-2681. We want you to be informed about your drinking water. If you want to learn more, please attend any one of our regularly scheduled Village Board meetings. Meetings are held at the Village Offices, 57 Skenesborough Dr., beginning at 6:00 PM on the first and third Tuesday of the month. WHERE DOES OUR WATER COME FROM? In general, the sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and can pick up substances resulting from the presence of animals or from human activities. Contaminants that may be present in source water include: microbial contaminants; inorganic contaminants; pesticides and herbicides; organic chemical contaminants and radioactive contaminants. In order to ensure that tap water is safe to drink, the NYS Department of Health (NYS DOH) and the U.S. Environmental Protection Agency (US EPA) prescribe regulations that limit the amount of certain contaminants in the water provided by public water systems. The State Health Department’s and the FDA’s regulations establish limits for contaminants in bottled water which must provide the same protection for public health. SOURCE WATER ASSESSMENT The NYS DOH has compiled a source water assessment for this system, based on available information. Possible and actual threats to the village drinking water source were evaluated. The state source water assessment includes a susceptibility rating based on the risk posed by each potential source of contamination and how easily contaminants can move overland by runoff and by subsurface movement through soils to the source water supply. The susceptibility rating is an estimate of the potential for contamination of the source water, it does not mean that the water delivered to consumers is, or will become, contaminated. The source water assessments provide resource managers with additional information for protecting source waters into the future. The source water assessment completed by NYS DOH found that our drinking water source does not have an elevated susceptibility to contamination. There are no regulated facilities within this watershed and the corresponding land cover does not pose any substantial risks to the source water supply. A list of the contaminants detected in the Village drinking water supply is provided in the next section of this annual water drinking water quality report. The NYS DOH will use this information to direct future source water protection activities. These may include water quality monitoring, resource management, planning and education programs. A copy of this assessment can be obtained from the Village Water Department. WATER SUPPLY AND TREATMENT SYSTEM The Village water source is a surface water supply located in the Town of Dresden, Washington County. Water is drawn through a screened water intake structure and then flows by gravity through three miles of cast iron water main to the Village’s Drinking Water Treatment Plant (DWTP). Water entering the filtration plant is filtered through a membrane microfiltration system. Sodium hypochlorite is added to the water as a disinfectant. Chemicals used for corrosion control are 25% caustic soda and 5.5% phosphoric acid solutions that are added into the chlorinated water supply in proportion to the daily amount of water supplied to the village. All chemicals added to the water are certified for potable drinking water use by the testing standards required by the National Sanitation Foundation (NSF) and the American Water Works Association (AWWA). A 750,000 gallon concrete water storage tank was constructed in 2007. This tank serves as the one-day required storage capacity for the Village and as the chlorine contact chamber. FACTS AND FIGURES The Village of Whitehall supplies water to 1,068 village customers, 18 customers in the Town of Dresden and 114 customers in the Town of Whitehall. In 2016, the total finished water produced was approximately 194,304,000 gallons or an average of 532,340 gallons per day. The total amount of metered water was 67,634,705 gallons. As a result 65 percent of the total amount of water delivered was unaccounted for by the water metering. Some of this loss was water used to flush water mains, firefighting and other Village authorized hydrant uses. A greater percentage of the water loss has been determined to be leakage from water mains and laterals in the distribution system. The Village DPW repaired a number of major water main leaks in 2016. Ongoing water system upgrades are in progress. The average delivered water rate for year 2016, was $3.9 per 1,000 gallons. ARE THERE CONTAMINANTS IN OUR DRINKING WATER? As the state regulations require, we routinely test your drinking water for numerous contaminants. These contaminants include total coliform, turbidity, inorganic compounds, volatile organic compounds, trihalomethanes and haloacetic acids, principal organic contaminants, synthetic organic compounds, nitrate, nitrite, lead, copper and radiological parameters (gross alpha emitters and radium). The NYS DOH allows us to test for some contaminants less than once per year because the concentrations of these contaminants do not change frequently. A summary of the contaminants detected last year is provided in the table on the following page. Contaminants not listed on the table were not detected in the test samples or measured values were below the state and federal established maximum contaminant level (MCL) for a specific contaminant. It should be noted that all drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information on contaminants and potential health effects can be obtained by calling the US EPA’s Safe Drinking Water Hotline (1-800-426-4791) or the NYS DOH, Office of Public Health (518-793-3893). Information is also available through the US EPA’s drinking water website (www.epa.gov/safewater/hfacts.html) and the NYS DOH website (www.health.state.ny.us). Definitions: Maximum Contaminant Level (MCL): The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible Maximum Contaminant Level Goal (MCLG): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. Maximum Residual Disinfectant Level (MRDL): The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. Maximum Residual Disinfectant Level Goal (MRDLG): The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contamination. Action Level (AL): The concentration of a contaminant, if exceeded, triggers treatment or other requirements that a water system must follow. Treatment Technique (TT): A required process intended to reduce the level of a contaminant in drinking water. Non-Detects (ND): Laboratory analysis indicates that the constituent is not present. Nephelometric Turbidity Unit (NTU): A measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person. Milligrams per liter (mg/L): Corresponds to one part of liquid in one million parts of liquid (parts per million - ppm). Micrograms per liter (µg/L): Corresponds to one part of liquid in one billion parts of liquid (parts per billion - ppb). Picocuries per liter (pCi/L): Measure of radioactivity in water (curie) – pico corresponds to one part in one trillion parts of liquid. N/A = Not Applicable.

WHAT DOES THIS INFORMATION MEAN? As you can see by the table, our system had no maximum contaminant level violations. We have learned through our testing that some contaminants have been detected; however, these contaminants were detected below the level allowed by the State. INFORMATION ABOUT LEAD If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The Village of Whitehall is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead. IS OUR WATER SYSTEM MEETING OTHER RULES THAT GOVERN OPERATIONS? We are required to monitor your drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator whether or not your drinking water meets health standards. During 2016, the Village water system was in compliance with all State drinking water operating, monitoring and reporting requirements. DO I NEED TO TAKE SPECIAL PRECAUTIONS? Some people may be more vulnerable to disease-causing microorganisms or pathogens in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly and infants can be particularly at risk from infections. These people should seek advice from their health care provider about their drinking water. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium, Giardia and other microbial pathogens are available from the EPA - Safe Drinking Water Hotline (1-800-426-4791). WATER CONSERVATION TIPS The Village of Whitehall encourages all customers to conserve on water. You can play a role in conserving water by being conscious of the amount of water your household is using and by looking for ways to use less whenever you can. Conservation tips include: • Only run dishwashers and laundry washers when there is a full load. • Turn off the tap while you wash, brush teeth, or shave. • When washing dishes by hand, fill wash and rinse basins with water; do not let water run continuously. • Check every faucet in your home for leaks. Just a slow drip can waste 15 to 20 gallons a day. Fix it and you can save almost 6,000 gallons per year. • Check your toilets for leaks by putting a few drops of food coloring in the tank, watch for a few minutes to see if the color shows up in the bowl. It is not uncommon to lose up to 100 gallons a day from one of these otherwise invisible toilet leaks. Fix it and you save more than 30,000 gallons a year. • Use faucet aerators and low flow showerheads. • Use your water meter to detect hidden leaks. Simply turn off all taps and water using appliances, then check the meter after 15 minutes. If it moved - you have a leak. • Do not allow faucets to run continuously as a way to prevent pipes from freezing; find and fix the problem that is causing the heat loss. Friday16 Whipple City Festival GREENWICH The Whipple City Festival will celebrate its 25th year next weekend, June 16 and 17. The Village of Greenwich will kick off the festival Friday with a parade starting at 6 p.m. The theme of this year’s parade is “The Circus Comes to Town!” The parade will form in the K-Mart parking lot at 5 p.m. Judging will occur beginning at 5:30 p.m. during the line-up. The parade will proceed along Main Street, through the traffic light turn right onto Hill Street, right onto Bleeker Street, right onto Academy Street. It will conclude upon reaching the entrance to the police station on Academy Street. Following the parade, Buck2Fifty – a rhythm and blues band – will play from 7 to 10 p.m. at Mowry Park. The next day, Saturday, June 17, the Whipple City 5K and 10K races will begin at 8:30 a.m. at the Greenwich M i d d l e School on Gray Avenue. Throughout the day, there will be a variety of musical per-

formances. Among the performers is local band Craic Agus Ceol performing traditional and contemporary Irish and Celtic music, and Eastbound Jesus – six friends from Greenwich who developed their own sound that they dub “Northern Rock.” In addition, there will be free horse-drawn wagon rides beginning at Academy Street and face painting with Puddles the Clown. Local food vendors and artisans will have booths set up in Mowry Park. Historical re-enactors from the Revolutionary War, Civil War and World Wars I and II will be in Dorr Park all day. The festival also has special activities for children at the Children’s Zone on Academy Street. The “zone” will feature four inflatable activities, speed pitch games and laser tag. Saturday17 Give Back to Nature GRANVILLE The Pember Museum “Gives Back to Nature” with an ecosystem program at the Pember Nature Preserve on Saturday, June 17 from 10 a.m. to noon. A teaching garden will be established at the Porter Schoolhouse entrance to the preserve to attract more insects, birds and mammals. In the future, the garden will be used for student programs. In addition to planting, participants will learn from Pember’s Sarah Williams and Ryan Price about native plants, the animals attracted to plants and the plants’ potential uses. Funding for the ecosystem program has been made possible by an International P a p e r Foundation grant. Plants and materials have been obtained from Mandy Springs Nursery. The program is free, open to all ages and family-oriented. Registration is not required. Please dress accordingly for the weather and bring your own gardening gloves. PetAPalooza VARIOUS LOCATIONS Curtis Lumber will host its 8th annual pet adoption day on Saturday, June 17, across select retail stores located throughout New York and Vermont. The event is called “Curtis Lumber PetAPalooza.” Each store will host multiple pet adoptions/rescue groups. Many adoption rates will be lowered for the day. Hundreds of animals from more than 80 shelters and rescue groups will be available for adoption including cats, dogs, rabbits and birds. There will also be pet service providers in attendance such as local veterinarians, groomers, pet sitters, photographers and trainers offering discounts on their services. Other events include low-cost micro-chipping clinics, raffles, food, face-painting, pet caricatures, photos and more. Car Care Tips on getting your car ready for summer travel The return of warm weather marks the return of road trips for millions of motorists across the country. Whether going to the beach or heading off to parts unknown, hitting the open road with the windows down is a time-honored tradition for drivers of all ages. How to avoid hot weather automotive breakdowns When the weather warms, many people take to the outdoors to enjoy the sunshine and rising temperatures. Summer road trips or vacations are the norm, but it is important to realize that hot weather can take its toll even on a new, well-maintained vehicle. High temperatures can cause all sorts of damage to a vehicle, from zapping battery power to overtaxing the cooling system. Recognizing potential hot-weather risks and performing routine checks on the vehicle are the keys to keeping vehicles in top form.

Battery Excessive heat can shorten the life of a battery because it causes battery fluid to evaporate more quickly. This, in turn, can damage the internal structure of the battery. AAA reports that car battery issues are the most common breakdown calls. It’s a good idea to top off a battery with distilled water if it is the kind that requires it. Low-maintenance batteries may not have filler caps and will not require water. Inspect the battery for corrosion and leakage of battery acid.
