Our water system recently violated a drinking water standard. Although this is not an emergency, as our customers, you have a right to know what happened, what you should do and what we are doing to correct the situation. We routinely monitor for the presence of contaminants in drinking water. Each calendar quarter samples are collected and analyzed to determine the levels of Haloacetic Acids and Trihalomethanes. Haloacetic Acids and Trihalomethanes are a byproduct of drinking water disinfection, which is needed to kill harmful organisms. An average of four quarterly samples is used to determine compliance with the New York State public drinking water standard. In samples collected during the first quarter of 2017, the average level of trihalomethanes was 84.4 micrograms per liter (ug/l). This level exceeds the New York State public drinking water standards of 80 ug/l. Exceedance of the standards is not an immediate health hazard, but indicates that actions should be taken by the supplier of water to reduce contaminant levels and lower the potential for long term exposure. What are trihalomethanes? Trihalomethanes are a group of chemicals that are formed in drinking water during disinfection when chlorine reacts with naturally occurring organic material (e.g., decomposing vegetation such as tree leaves, algae or other aquatic plants) in surface water sources such as rivers and lakes. They are disinfection byproducts and include the individual chemicals chloroform, bromoform, bromodichloromethane and chlorodibromomethane. The amount of trihalomethanes formed in drinking water during disinfection can change from day to day, depending on the temperature, the amount of organic material in the water, the amount of chlorine added, and a variety of other factors.

Disinfection of drinking water by chlorination is beneficial to public health. Drinking water is disinfected by public water suppliers to kill bacteria and viruses that could cause serious illness, and chlorine is the most commonly used disinfectant in New York State. All public water systems that use chlorine as a disinfectant contain trihalomethanes to some degree. What are the health effects of trihalomethane? Some studies suggest that people who drink water containing trihalomethanes for long periods of time (e.g., 20 to 30 years) have an increased risk of certain health effects. These include an increased risk for cancer and for low birth weights, miscarriages and birth effects. The methods used by these studies could not rule out the role of other factors that could have resulted in the observed increased risks. In addition, other similar studies do not show an increased risk for these health effects. Therefore, the evidence from these studies is not strong enough to conclude that trihalomethanes were a major factor contributing to the observed increased risks for these health effects. Studies of laboratory animals show that some trihalomethanes can cause cancer and adverse reproductive and developmental effects, but at exposures much higher than exposures that could result through normal use of the water. The United States Environmental Protection Agency reviewed the information from the human and animal studies and concluded that while there is no casual link between disinfection byproducts (including trihalomethanes) and human health effects, the balance of the information warranted stronger regulations that limit the amount of trihalomethanes in drinking water, while still allowing for adequate disinfection. The risks for adverse health effects from trihalomethanes in drinking water are small compared to the risks for illness from drinking inadequately disinfected water. What is being done? Prior to 2016, the Village of Whitehall consistently had disinfection byproduct levels below the MCL. The New York State Department of Health has requested a corrective action plan and timeline for compliance with the Total Trihalomethane MCL.

MILK FROM COUNTY FEEDS THE COUNTRY By Matthew Saari As ever, the dairy industry remains one of the most significant economic forces in Washington County, which is ranked 15th in the entire state in terms of dairy production. In 2016 alone the county shipped 350,137,000 pounds of milk, an increase of 3.5 million pounds over the previous year. This increase was helped by six new dairy farms entering the market. At the end of 2015 the county had 116 milk-producing farms; by the end of 2016 there were 122. Washington County has more than 200,000 acres dedicated to agriculture. Assuming one serving of milk is six ounces, the county’s dairy cows produce enough milk to feed the entire U.S. population their three servings of milk for one day. Sandy Buxton, farm management educator for Washington County Cornell Cooperative Extension, said that 48 percent of the milk produced enters what’s known as the fluid market. The other 52 percent is turned into a variety of edibles including yogurt, cheese and powdered milk. “Some of our milk could be going into Fage or Chobani yogurt or cheeses that are sold nationally,” Buxton said. “Anything’s possible.” It’s not all good news however. Buxton said that the dairy industry faces some hurdles ranging from current dietary trends to the weather. “Ideally we’d like people to eat cheese and drink milk every day,” she said. “But we have a lot of people staying away from dairy products.” Buxton added: “Low fat dairy is extremely healthy but people get mixed commentary from nutritionists, doctors, it could be from any place.” While the dairy farmers haven’t seen any detrimental effects from the cold, rainy spring yet, Buxton anticipates it will have a negative impact on future production because the weather has made it difficult to produce the high-quality feed for the cows which in turn leads to quality milk. “It’s been a bit of a challenge,” she said. “The goal is to feed cows the best possible feed. It’s like the difference between you eating a balanced diet of protein and vegetables or eating Cheetos.” Technological advances are also gaining traction within Washington County. Last year there were two farms that employed robotic milking parlors, now there are three with another two farms getting the systems set up. Under this system, the cows essentially milk themselves. They step up to the machine to be milked and upon doing so are rewarded with a grain treat. No human assistance necessary. Although each robot costs $225,000, Buxton said local farmers are willing to make the investment to save money in the long run. “It’s a lot of investment but with the minimum wage bill continuing to climb it’s something more farmers are looking at,” she said.

Our Employees Are Our Greatest Assets

Bancroft Contracting Corporation is a Maine-based self-performing industrial construction company. We work on dams and we build huge fish passages. We work in paper mills and other big industrial plants. Sometimes we build giant foundations and industrial buildings. We build really cool projects all over New England. We’ve been in business since 1977. We pay well and we have a great benefit package. We need heavy construction laborers, form carpenters, and welders for a project in Chittenden VT starting right away. You need to have reliable transportation. You need to be energetic and able to do hard physical work for at least 10 hours a day in all weather conditions. You need to know how to use some basic construction tools. It’s no-go if you have a drug problem, if you have to be in court twice a week, or if you have transportation problems that make you miss work a lot. Pay depends on ability and experience. We’ll be working a lot of overtime this summer. We can use a few people with no construction experience if you can show up every day, work hard, and learn. If you have proven experience in heavy construction so much the better -- we pay top dollar for skilled journey-level craft people. Bancroft Contracting takes good care of its people, and people here work hard to take good care of our company. If this sounds interesting to you call me, Harold Skelton, and we’ll talk. I won’t BS you, and you won’t BS me -- sound about right? I look forward to hearing from you! Call (207) 743-8946.
