n Pawlet, Rupert to vote on school merger proposal By Krystle S. Morey Vermont residents will decide Tuesday whether to accept a proposal to merge the Pawlet and Rupert school districts under the state’s Act 46 education reform plan. Voters in both communities will go to the polls from 10 a.m. to 7 p.m. on Nov. 21 to decide on the merger, which would establish one school dis-
trict – the Mettawee School District – under one school board with one budget. Pawlet residents will vote at the Pawlet Town Hall at 122 School St in Pawlet. Rupert residents will vote at the Rupert Town Offices at 187 East Street in West Rupert. Because they do not have a secondary school of their own, students who live in Pawlet and Rupert are current-

Vote Continued from front page ly designated to attend Granville High School or Salem High School in New York, depending on their location. They do, however, have the choice to attend other high schools including private institutions such as Long Trail and Burr & Burton Academy. Act 46 is intended to realign and restructure Vermont’s education system to increase fiscal efficiency and student opportunity. A large part of the law looks at picking between designating high schools or opting for school choice. The Pawlet and Rupert Act 46 Merger Committee last month voted 4 to 3 to abolish designation to New York schools, meaning that students in those Vermont communities will get a choice between Vermont private schools or
Trot Continued from front page Participants who preregistered before Nov. 10 received a free t-shirt. This figure is up from last year; at the same time last year only 50 people had preregistered with a total of 110 turning out. “I think we’re going to beat that significantly,” Worthing said.
Granville and Salem high schools. “If one town votes it down, it doesn’t happen,” said Susan Hosley, chairman of the Pawlet and Rupert Act 46 Merger Committee. In the case of a “no” vote, the merger committee would dissolve and a new committee would be tasked with presenting taxpayers with another merger plan – with or without designation. Failing that, the state would step in and “mandate a merger,” Hosley said. If the Pawlet and Rupert Act 46 Merger Committee’s proposal is accepted by Vermont voters, they will have their choice of secondary schools – and Granville and Salem will be tasked with competing against private schools to recruit students. An approval would also mean the Pawlet School District would be dissolved and merged with Rupert to form
the new Mettawee School District. The merged district, which would take effect next year, would have a one budget and one school board – made up of four board members from Pawlet and two from Rupert. Wells and Middletown Springs, Vermont residents this spring approved a similar merger to form the Wells Springs Unified Union School District. That district, which will begin operation on July 1, will have one school budget, one board and a student population of about 300. The school board will be made up of three representatives from each community and a seventh “at large” board member from either town. All seats are voted on by taxpayers. In addition to voting on the merger, the communities will also vote Tuesday on the new unified school board.
Every year the race draws anywhere from 70 to more than 100 walkers, runners and sprinters. Same-day registration and packet pickup begins at 9 a.m. Saturday. The cost to participate $15 with a non-perishable food donation or $20 without a food donation. The event is hosted by the Fair Haven Union High School and will benefit both Fair Haven Concerned and Fair Haven Class of 2018. Each year several local busi-
nesses rally behind the turkey trot. This year’s sponsors include Hubbardton Forge, Camara Slate Products, Lakeview Leicesters, Thomas Dairy, Castleton Family Health, G&L General, Brown’s Auto Salvage and Fyles Brothers. “Thanks to all the participants and sponsors from the Class of 2018,” said Worthing. More traditions at the Castleton Free Library In case you forgot to mark your calendar or missed the last column, the Castleton Free Library would like to remind you that storyteller Hears Crow will be sharing stories from the Longhouse cultures tonight, at 6:30 p.m. All are welcome. Earlier this week, in celebration of Agricultural Literacy Week, the library showed the new film, “Vermont Farm Kids,” which focuses on several farm families-including some of local ones -who follow traditional practices. If you were unable to come to the screening, please contact the library for information on how to access it. The library is continuing their focus on traditions by offering several Do-It-Yourself craft workshops in the coming weeks, in case you or your children would like to get started on homemade gifts. On each of the next five Saturdays from Nov. 18 through Dec. 16, during open hours of 10 a.m.-noon,
there will be a craft table set up with all the supplies needed for kids to drop-in and make a gift or two. The library cannot promise direct instruction each week, but there will be samples, howto sheets, and hopefully enthusiastic friends to provide fun and inspiration. Some of the projects include, up-cycled pencil cases, clothespin dolls, sunand-moon catchers, ornaments, and more. All ages are welcome, but children should be supervised by an adult. The Castleton Free Library will be repeating two sign-up programs as well: Decoupaged Chairs on Tuesday Nov. 28 at 6:30 p.m. and Gingerbread Houses on Sat. Dec. 23 at 10 a.m. Because the library needs to limit the number of participants, both of these programs require pre-registration by calling the library at 802-468-5574 or emailing castletonfreelibrary@gmail.com. The library will contact you to confirm
available space. Both programs are free and all materials supplied. This time around, the chair program will be open to adults and teens. Come help recycle old molded-not moldy-plastic chairs and old magazines by creating a one-of-a-kind desk chair that you take home. The gingerbread program is open to kids in first through third grade, who each will make a miniature candy-studded house that even Hansel and Gretel’s witch would envy-if they hadn’t cooked her. Please note that this probably won’t be nutfree. Besides running this workshop, Mary has agreed to make another, larger gingerbread house that will be raffled. Mark your calendars now for more traditions at the annual Tree of Remembrance Lighting on Wednesday Dec. 13; details will be coming later.

The Granville Lions and Leos will sponsor their annual fall blood drive on Thursday, Nov. 30 from 1-6 p.m. at the Granville High School Library. Appointments can be scheduled by calling Mary Ann Niles at 518 642-3516 or by going online at redcrossblood.org and enter sponsor code GRANVILLELEOSNY. Walk-ins are always welcome but appointments are preferred.
Come to donate and receive a free American Red Cross T-Shirt, while supplies last. This twice-yearly collaboration between the Leos and the Lions is of great benefit to the community. The Lions Club has sponsored blood drives for many years but we have joined forces with the Leos for the past several years with great success. Leos help with many aspects of the drive and are particularly effective in
encouraging high school students and staff to donate blood. Students who become first time donors frequently return to donate in future blood drives. In return for their participation, the club is eligible to participate in the Red Cross scholarship program which makes an award of a minimum of $250 to a graduating senior. The amount depends on the number of units collected as well as other criteria.

Around the world Hampton native, wife travel globe on unbeaten path Editor’s note: This is the third installment of the story. The final installment will be published next week By Matthew Saari When the Lakes Region Free Press last spoke with Hampton native Ethan Atwood, a Whitehall High School graduate, he was on his way to India and Bangladesh and had just eaten a pickle which made his tongue go numb. Many months and incalculable miles later, Ethan has returned to his family home in Hampton, having completed the journey of a lifetime, which took him and his wife, Lauren, around the world. The Atwoods embarked on their journey in late 2015. Their road was certainly the less traveled, taking them through Europe, North Africa, the Middle East, India, Bangladesh, Nepal and Southeast Asia before coming full circle back to America, wrapping up with a cross country road trip through the southern United States before terminating in Hampton, Ethan’s childhood home. Over the course of nearly two years,

Ethan and Lauren not only visited these locales but embedded themselves with the locals, not only to keep traveling expenses as low as possible but to learn about the various cultures, personalities and lives of the people they encountered. Shortly after their return to rural upstate New York the Atwoods sat down with the Free Press and provided remarkably clear, concise details about distant vistas, mountains and ancient monuments and startling revelations about foreign cultures, the changing perceptions of Americans and the U.S. and, of course, culinary insights which can be delectable or unsavory, depending on your food preferences. People are people The website of the State Department maintains a warning board, listing all the countries they feel are hazardous and which Americans should avoid. Currently there are 42 countries worldwide on this Worldwide Caution list. During their travels, the Atwoods
December is right around the corner and members of the Benevolent and Protective Order of Elks 1491 are getting the word out now so residents can clear their schedules for their annual charity event. visited five of them including Egypt, Turkey, Israel, Bangladesh and Jordan. Each stay varied in length from a week to a month or longer. Perhaps surprisingly to some Americans, they were not kidnapped, shot at or tempted to the dark side of ISIS. Said the Atwoods via email, “I don’t want to be declared a Pollyanna, dangers exist. You have to watch out for pickpockets, scammers, up pricing, fake tickets, beggars, cheats, crazy rickshaw drivers, and runaway busses, but in the end, if you travel smart, you can avoid all of the situations that can become dangerous. There is real danger in places like Northern Sinai near the border of Hasbulla-controlled territory, eastern Turkey near Syria, and Libya is definitely a place to avoid. In almost two years of travel, we were never mugged, threatened, kidnapped, beaten, held up, punched, or blown-up.” Ironically, many foreigners consider America a hazardous place to visit due
Anyone interested in attending better buy a ticket now because there are only 325 tickets to be sold. Tickets are $100 each and each ticket admits the ticketholder and one guest. The charity raffle promises to be the showstopper of the evening; the grand prize of which is either $15,000 cash or a 2017 Chevrolet Sonic, provided courtesy of Whitehall’s own Ross Chevrolet. The first place prize of the drawing is
$500; there will also be 10 second place prizes, each consisting of $100. Dinner will be a choice between ham or pork tenderloin and will be catered, and served, by the local Elks members. Interested parties can purchase a ticket at one of the following locations: Putorti’s Market, Lake Champlain Coal Co., the Whitehall Athletic Club, Ross Chevrolet, Big G’s Pub or stop by the Elks Lodge.

to the amount of gun violence they see in the news. “They didn’t feel their country was dangerous considering the amount of gun violence in the U.S.-because guns were illegal in all but Israel. People were often surprised and excited to meet us in places Americans don’t usually go,” the Atwoods said. “Many are afraid to come to the US, scared by reports of gun violence, discrimination, and cost. Just as the news scares Americans away from places like Egypt, transforming many tourist-centered communities into forgotten ghost towns.” The couple continued: “We stayed with 40-plus locals throughout our travels and volunteer positions. Everyone wanted a safe place to live, education for their kids, clean food and potable water. Basic essentials that our families in the U.S. want. Fear only seems to help the powerful get more powerful, a.k.a., rich.”
Slate Valley Museum hosting special program On Saturday, Nov. 18 at 11 a.m., the Slate Valley Museum will host an informative and engaging lecture by historian Debi Craig. The lecture, “Through Susan’s Eyes: Susan Brownell Anthony’s Childhood in Washington County,” will commemorate the 100th anniversary of women’s voting rights that followed the Women’s Suffrage Movement of the 1910’s. Craig, a retired music teacher and local historian, offers a look into the world of the notorious suffragist and shows Washington County as it was in the 1800’s. Anthony moved to Battenville in the Town of Greenwich in 1826 when she was six years old and did not move again until her mid-twenties. During this time many of ideas about women’s rights were developed. The Slate Valley Museum is located at 17 Water St. The lecture is co-hosted by the Washington County Historical Society. Lecture attendance is free with $5 museum admission. For more information call the museum at 518-642-1417 or email director@slatevalleymuseum.org.

Drug traffickers, burglars use ‘rail trail,’ police say By Krystle S. Morey Granville law enforcement officials say the recreational Rail Trail is being used by criminals to traffic drugs and as a means to escape after burglarizing homes and vehicles in the village. The problem is, the charges don’t always stick once suspects are arrested. “They are utilizing it to get to different locations, whether it be for drugs or… recently we had some break-ins where they are using the trail to access these places,” said Granville Police Chief Ernie Bassett. Mayor Brian LaRose brought up the “undesirable traffic” at the village board meeting last week. “We know for a fact that trail is being utilized as a means to transfer drugs,” LaRose said. “How do we fix this?” LaRose asked the board and law enforcement officials in attendance. The discussion panned through a number of possibilities, from installing signage to analyzing why certain trespassing cases involving the rail trail after hours are thrown out. “It’s been an issue for the police department to act on those type of incidents,”
LaRose said. “We have had issues go to the court and the court has thrown those out because of issues with inappropriate signage at access points along the rail trail.” Bassett cited a specific case from a couple of years ago in which two suspects who were trespassing on the rail trail between Main and North streets was dismissed. “That case got tossed out of court for the lack of proper signage,” he said. LaRose referred to the village’s Rails to Trails Law (No. 4-2007), which specifies the hours of operation and use of the rail trail. “In the Village of Granville, the hours of operation of the Rail Trail will be from 7 a.m. to 11 p.m. each day. The Rail Trail shall be closed from 11 p.m. to 7 a.m. each day. Anyone on the Rail Trail while it is closed will be guilty of trespass,” the law states. “There is a local law, but it

has not been enforced anytime that these folks have acted on it,” LaRose said, noting that inadequate signage at all access points along the rail trail was to blame. Judge Roger Forando, who was out of town at a confer-
rail trail to access and burglarize a local slate company. The man last month scaled a fence bordering the nearby recreation trail and entered a warehouse on the property to steal copper wiring and piping. “The rail trail is a route of travel – a path of communication – right through the village. It’s a dark, secluded area. It provides people a perfect Ernie Bassett means to elude the cops,” Pedone said. Referring to suspected drug trafficking, Pedone said it’s something that’s ongoing. “I’m sure there’s nothing more frustrating for you guys than to chase somebody all of the way down the trail and have it tossed out,” said trustee Dean Hyatt. Town supervisor Matt Hicks said there is minimal signage regarding hours of operation along the trail in the town. “There’s very little – whatever parks and rec requested of us when they opened the trail,” he said. He added that there have
‘They are utilizing it to get to different locations, whether it be for drugs or… recently we had some break-ins where they are using the trail to access these places.’ n Granville Police Chief ence, said Monday that he didn’t recall the cases referenced and could check upon his return. He noted, however: “In order for them to be dismissed, it would have to be recommended for dismissal by the D.A.” Forando said he doesn’t often see trespassing cases on the rail trail. “They don’t come to mind as a hot topic,” he said. “There are issues with the rail trail, we are just trying to deal with it the best that we can,” added Sgt. Ryan Pedone. Pedone referenced a recent case where a man had used the
been “very few” after-hours complaints regarding the trail in the town. “There’s probably not a lot of foot traffic in those areas in comparison to the village,” Bassett added. “I think that we have to look at this,” LaRose said. “I think that there are issues going on there that need to be addressed and I don’t think that we are giving our police force the tools that it needs to do that right now. Added LaRose: “I’m just looking for a means to make it easier for you folks to make those types of arrests and to deter those kinds of activities along the rail trail.” Village officials said they would revisit the issue at a future meeting. Before the board meeting ended, LaRose urged law enforcement officials, “If you guys have the opportunity to make those arrests, do.” “If it does go in front of a judge and it does for whatever reason get dismissed, then maybe we have some cause to move forward and see what we can do to address it,” he added. LaRose said: “We want to give you guys the ability to act on those issues, and if you do act on those issues, we have to figure out a way to make them stick.”

Be sure to keep these important safety basics in mind to ensure a safe and successful hunting season. 1. Treat every firearm as if it is loaded. 2. Always point the muzzle in a safe direction. 3. Be certain of your target, and what’s beyond it and in front of it. 4. Do not fire your gun at a target in the dark; wait for the animal to enter a lighted area. 5. Keep your finger outside the trigger guard and off the trigger until ready to shoot. 6. Unload firearms and unstring bows when not in use, and place in a safe and locked place. 7. Handle all firearms carefully and respectfully; never horseplay with them. 8. Don’t drink alcohol while handling firearms or bow and arrows. 9. Always wear ear and eye protection.
