Free fishing? Yes, it’s true n Free Ice Fishing next Saturday Vermont residents and visitors alike can go ice-fishing on any lake in the state on Saturday, Jan. 26. Acquiring a fishing license is normally a necessary first step to fishing in Vermont, but on Free Ice Fishing Day licenses are not required, so long as anglers follow fishing regulations, the Vermont Fish & Wildlife Department said. “Once you find out how much fun it is, you’ll be hooked, pun intended,” said Ali Thomas of Vermont Fish & Wildlife. Free Fishing Day is also offered in June. “We offer these days to introduce people who may not have tried fishing

before the opportunity to try something new for free,” said Thomas. Fishing licenses are not expensive Vermont would-be anglers can get a oneyear fishing license for $26; nonresidents pay $52 - but the chance to try something new for free is an incentive. “Ice fishing is so different from openwater fishing, but it’s easy to learn and requires only a few basic materials,” said Thomas. Interested anglers can head out to any body of water in Vermont on their own on Jan. 26, but are encouraged to go to Knight Point State Park in North Hero for a free ice-fishing demonstration from 11 a.m. to 3 p.m. by staff from Vermont

All proceeds from the event, including admission and a raffle for an authentic Pink the Rink jersey, will be donated to the Breast Care Program at Rutland Regional Medical Center. Raffle tickets for the jersey are available at the RRMC Gift Shop, or by calling 802-747-3634. In addition, there will be a 50-50 raffle and a basket auction at the Spartan Arena. An addition to the event this year is the sale of limited-edition pink game pucks. The

pucks cost $5 and can be purchased only at the Pink the Rink game. Proceeds from puck sales will also benefit the Breast Care Program. Since its inception, the Pink the Rink game has raised more than $60,000 in support of the program. Admission to the game is $7, $4 for seniors and $2 for students. “We continue to be grateful for the ongoing partnership and collaboration with Castleton University and the women’s ice hockey program in support of the Breast Care Program,” said Linda McKenna, Director of Oncology at Rutland Regional’s Foley Cancer Center. Martin Luther King Jr. Day celebrates the birthday of this influential American civil rights leader. The federal holiday falls on the third Monday of January, around the time of his Jan. 15 birthday. Events around the region celebrate Dr. King’s life and achievements in the struggle against racial segregation and racism and promoting equal rights for all Americans.

Glens Falls The annual celebration in Glens Falls of Dr. Martin Luther King’s birthday will take place on Sunday, Jan. 20 and will once again focus on the region’s youth. The event will begin at 3 p.m. with a gathering at Glens Falls City Hall where NAACP officials and local dignitaries will deliver remarks at Glens Falls City Hall. At 3:30 p.m. marchers will walk to Christ Church United Methodist at 54 Bay St. to celebrate King’s legacy. Brace Continued from front page where his family held high positions. His father was Captain of the King’s Life Guards, as was his grandfather. As a teenager, Brinch was captured by European slave traders and taken to Barbados where he was sold into slavery. Around 1760, Jeffrey Brace, as he was now called, was sold to Captain Isaac Mills and served as an enslaved sailor-soldier in the French and Indian War. After the war, he was sold to John Burwell of Milford, Connecticut, who was the first of many owners of Brace. Later, he would also fight as a slave-soldier in the American Revolutionary War. When that war ended in 1783, Brace was returned to a previous owner in Milford, Mary Stiles, whose son eventually granted Brace his freedom. Brace’s connection to Vermont began in 1784 when he moved to Poultney. He bought a parcel of land in what is now called Ames Hollow and then worked for some years in Dorset to save money. In

Poultney Green Mountain College is hosting a Dr. Martin Luther King Jr. march down Main St. in Poultney on Monday, Jan. 21 at 10 a.m. The march will start at the Jeffrey Brace plaque in Richardson building to the historical marker in East Poultney honoring this Revolutionary War veteran, author, and wellrespected abolitionist as part of the Rev. Dr. Martin Luther King Jr. holiday. Upon arriving at the marker an excerpt from Brace’s memoir, “The Blind African Slave,” will be read. The Jeffrey Brace historical marker is one of many stops along the Vermont African American Heritage Trail, a guide that explores the stories of African Americans throughout Vermont. Dorset, he met and married Susannah Dublin, an African widow with two children with whom Brace had three more children. In 1795 the family returned to Poultney to build and manage their farm on Ames Hollow Road. Life in Vermont was not easy for the freed slave and his family. Susannah’s children were forced into indentured servitude in Dorset, and in Poultney a neighbor subjected the Braces to harassment, turning his cattle loose in their crops and tapping their maple trees. The family eventually moved to Sheldon, Vermont, and finally to Georgia, Vermont. Brace lived to be about 85 years old and became blind in his later years. In 1810, he told his life story to Benjamin F. Prentiss, who published his memoirs as “The Blind African Slave or the Memoirs of Boyrereau Brinch Nicknamed Jeffrey Brace.” Additional events around Martin Luther King Jr. Day at Green Mountain College include Soul Food Sunday on Jan. 20 from 5 p.m. to 7 p.m. at Withey Hall on campus. All are invited to this potluck dinner hosted by

On Tuesday, Jan. 22, at 7 p.m., at Withey Hall, the community is invited to a free screening of “Divided by Diversity,” a documentary about the experiences of five student-athletes from the Bronx who were accepted to a private school in Vermont. Mettawee school board approves 2020 budget Last Wednesday, after two meetings filled with detailed deliberations, the Mettawee School Board unanimously approved the Fiscal Year 2020 school budget of $5,539,649. This is the warned amount that will be voted on by the public by Australian Ballot on Tuesday, March 5. The warned spending level is a five percent increase over the budget amount for the previous year. “We understand that our neighbors will have questions about the added funding,” said board chairwoman, Jane Lourie. “We look forward to meeting with them in February to go over the budget. We are proud of the education and choice we provide for our children. Not only at the Mettawee School, but also the high schools they can attend in New York and Vermont.” Two primary drivers of the added costs in 2020 are an increase in the number of stu-

dents in high school and special education. There are also contracted increases for teacher salaries and health benefits. The determination of the overall spending level sets in motion a series of calculations determined by the State of Vermont that produces an equalized tax rate of $1.468 for the Mettawee School District. Next, because the voters of Pawlet and Rupert reached a merger agreement under Act 46, tax incentives lower this number by 6 cents to $1.408. This adjusted equalized tax rate is 5.2 percent over the previous year. With the overall rate of $1.408 set for the Mettawee School District, the amount is adjusted one final time for each community. Based on local real estate transactions, the state of Vermont determines a Common Level of Appraisal for each town. When this formula is applied, the estimated actual tax rate for Pawlet is lowered to $1.378 or

almost equal to fiscal year 2019’s $1.377. Rupert’s estimated tax rate goes even lower to $1.260, but that is still higher than its 2019 number of $1.148. Before approving the final budget, the Mettawee School Board considered tapping its tax stabilization fund of $1,015,191 to lower the FY20 rate further. Said Lourie, “We finally decided, however, that with the Act 46 incentives still in place it’s best to save the fund for the future.” Prior to the vote, the Mettawee Board will host an annual meeting for residents from Pawlet and Rupert on Wednesday, Feb. 27 at 7 p.m. at the Mettawee Community School. At this public forum, the board will present the spending plan for next year and answer questions from the voters. Before that meeting, a detailed report on the budget will be mailed to all households of registered Pawlet and Rupert voters.

History talk in Rutland Feb. 6 Middlebury College professor Jane Chaplin will discuss how historical writing began in a talk at Rutland Free Library on Feb. 6 at 7 p.m. “The Invention of History,” is part of the Vermont Humanities Council’s First Wednesdays lecture series and is free and open to the public. There was a time when the idea of writing about history didn’t exist. Professor Chaplin will describe how two Greeks,

Herodotus and Thucydides, conceived of history in the sense of writing a narration of past events. Educated at Brown, Oxford, and Princeton, Jane Chaplin shares the teaching of Greek and Latin with her departmental colleagues in the classics department at Middlebury and has responsibility for the ancient history curriculum, offering courses on the Greek and Roman

worlds. Her area of specialization is classical historiography, especially the Roman historian Livy, on whom she has produced three books. This lecture is free and open to the public.
