HE number of families that saw themselves poor rose to 11.1 million in the second quarter this year, according to the latest Social Weather Stations (SWS) survey.

The poll, conducted from June 22 to 26, showed that 45 percent of the 1,200 respondents rated themselves poor, 7 percentage points higher than the 38 percent recorded in March 2019. “The rise in the proportion of self-rated poor

families comes after a 14-point decline over the previous three quarters. It went down

from 52 percent in September 2018, to 50 percent in December, and then to 38 percent in March 2019, SWS said. The survey also found that of the 45 percent who considered themselves poor, 4.8 percent were “newly poor, or not poor one to four years ago; 3.3 percent were “usually poor, or USED TO BE NON POOR kVE OR MORE YEARS AGO and 36.9 percent were “always poor. Of the estimated 24.6 million households in June 2019, 12.1 percent were “newly nonpoor, or used to be poor one to four years

Two Presidents, one GDP track B

ENIGNO S. Aquino 3rd, when he was President, never appeared to be given to the idea of broadly-shared prosperity; his paeans to inclusive growth — a routine, insincere verbal scam. When he set out on his grand agenda of sustained growth, all he minded was how to achieve increases in gross domestic product (GDP) at impressive rates — and sustain that over six years. In a sense, he was after a paper chase: nice growth charts.

What will President promise next?

BY RALPH U. VILLANUEVA

FOR his fourth State of the Nation Address (SONA), what will President Rodrigo Duterte bring to the table? The President earlier said he would use his SONA to educate his critics about the constitutionality of allowing the Chinese TO kSH IN THE 0HILIPPINES EXCLUSIVE ECOnomic zone. This came in the wake of the Recto (Reed) Bank incident, where &ILIPINO kSHERS WERE ABANDONED AFTER THEIR kSHING BOAT WAS RAMMED BY A #HInese vessel. “They are saying it is unconstitutional, well, you wait. Maybe during SONA, I will educate people on what I did. I said, they #HINESE CAN kSH ) AM REALLY CORRECT That is not unconstitutional, Duterte said in a speech early this month. But would he offer more in his report to the nation? Communications Secretary Martin Andanar said Duterte would highlight his plans for the remainder of his term. “Our countrymen, of course, want to know where we will be brought by the President. Where will we be brought for the next three years? he said, adding that

SONA 2019: What senators wish to hear  BY JAVIER JOE ISMAEL SOME senators made a “wish listâ€? on what they want to hear from President Rodrigo Duterte’s State of the Nation Address (SONA) on Monday, July 22. Senate President Vicente Sotto 3rd hopes the President would ask Congress to amend the Local Government Code to allow local government units to

have full autonomy rather than push for federalism. However, Sotto said he was open to amending economic provisions of the 1987 Constitution if Duterte would push for charter change. Senate Minority Leader Franklin Drilon wishes that the President would announce that the government will keep an open mind and display statesmanship amid the adoption by the United Nations Human

Rights Council of a resolution seeking a comprehensive report on the human rights situation i01n the country. “We should allow the investigation to take place. The government must cooperate. We cannot simply ignore it, because we are part of it and the government is legally and constitutionally mandated to honor our treaty obligations, Drilon said.
