THE LEADERSHIP of the Senate will not change hands when a new set of legislators — overwhelmingly allied to President Rodrigo Duterte — takes office in July, incumbents claimed on Monday. Senate President Pro Tempore Ralph Recto and Senate Majority Leader Juan Miguel Zubiri said Sen. Vicente Sotto 3rd would remain president of the chamber following discussions with several senators-elect. “[L]ooks like 99.999 percent,� Recto said. Sotto, Recto and Zubiri met with former presidential aide Christopher Lawrence “Bong� Go, former Philippine National Police chief Ronald “Bato� de la Rosa, former Metro Manila Development Authority chief Francis Tolentino and former senator Ramon “Bong� Revilla — all expected to be proclaimed winners — at a dinner hosted by Sen. Emmanuel “Manny� Pacquiao.
HE termlimit controversy comes down to this. In interpreting the provisions on term limits in the Constitution, the Commission on Elections (Comelec) and the Supreme Court went beyond the text to amend the Charter and emasculate the provision.
