MBP Participating in Growing Forward 2 Industry Consultations On Dec. 18, Manitoba Beef Producers President Ray Armbruster and General Manager Cam Dahl attended a Growing Forward 2 consultation session with Manitoba Agriculture, Food and Rural Initiatives Minister Ron Kostyshyn, Deputy Minister Barry Todd and the senior MAFRI Executive. The consultation session brought together virtually of the farm groups in Manitoba along with processors and other stakeholders. MBP emphasized its key priority areas: • Implementation of a Cattle Price Insurance Program to provide real risk management for beef; • Increased spending for research and innovation; • Market access; • Adequate funding for, and producer control of, non-business risk management programs like Verified Beef and Traceability.

The Outstanding Young Farmers Program (OYF) gives everyone an opportunity to nominate young farmers who are worthy of the recognition. Nominees may be individual, a couple or a managing partner/shareholder of a farm group.

UPCOMING WORKSHOPS FOR PRODUCERS Manitoba Beef Producers will host three workshops on the Beef InfoXchange System (BIXS), Biosecurity and Verified Beef Production. The workshops are being presented by two past Presidents of MBP, Ms. Betty Green and Mr. Marlin Beever. For those who are not aware, the BIXS system allows producers to retrieve yield and grade data when animals from their operation eventually move to slaughter. The system utilizes the RFID tags. BIXS will prove to be valuable to producers for marketing purposes and for fine tuning their breeding programs. Verified Beef Production (VBP) is Canada's verified on-farm food safety program for beef, a dynamic program to uphold consumer confidence in the products and good practices of this country's beef producers. Canada's beef producers already have a reputation for acting responsibly, but VBP takes that to a new level. the program is part of a broad effort by Canada's food providers to ensure on-farm food safety. It is based on the principles of an international quality control program used widely in many industries, called Hazard Analysis Critical Control Points (HACCP), which has been specifically adapted for VBP. The biosecurity workshop walks producers through the steps that they can take to increase biosecurity for their operation, thereby reducing the risk of disease spread to their herd from outside sources as well as reduce the spread of disease within their herd. The workshop is based on the national biosecurity standard released by the Canadian Cattlemenâ&#x20AC;&#x2122;s Association and the Canadian Food Inspection Agency. The program has been put together by MBP to fit production in Manitoba. Beef Producers Welcome TB Coordinator Manitoba Beef Producers (MBP) applauded the announcement that a TB Coordinator position has been created to lead the effort to eliminate bovine tuberculosis from the Riding Mountain Eradication Area (RMEA). "MBP has long called for the appointment of a TB Coordinator and we are pleased that governments have made our request a priority,” said Ray Armbruster, MBP president. MBP thanks all four Ministers involved in the creation of this position: Hon. Gerry Ritz, Minister of Agriculture and Agri-Food; Hon. Ron Kostyshyn, Minister of Agriculture, Food and Rural Initiatives; Hon. Gord Mackintosh, Minister of Conservation and Water Stewardship; and Hon. Peter Kent, Minister of the Environment. “Agreements between two levels of government, four Ministers and five departments are not often easy to reach,” noted Armbruster. “Ministers have taken this important, coordinated step towards the eradication of bovine TB in the RMEA because they recognize the impact the disease is having on both cattle herds and wildlife.” MBP would especially like to thank Minister Ritz for his work in spearheading the effort to introduce this important new role. MBP welcomes Dr. Allan Preston as the Coordinator and thanks him for taking on this role to ensure accountability for the eradication of bovine tuberculosis. "Dr. Preston brings a tremendous amount of industry knowledge and expertise to this position and we look forward to working with him," said Armbruster. Beef producers continue to participate in bovine tuberculosis testing while carrying out best management practices to limit interactions between wildlife and their cattle in order to keep their herds disease-free. Testing and mitigation efforts inflict considerable costs on producers. MBP will continue to work with governments and other stakeholders on efforts to eradicate bovine tuberculosis from the RMEA.

CCA Pleased with New Growing Forward 2 Programs CCA Release The Canadian Cattlemen’s Association (CCA) welcomed the announcement today from the Government of Canada regarding three new programs under Growing Forward 2 (GF2). The new programs are in direct alignment with the CCA’s key priorities of research and innovation, competitiveness and market development. “These top priorities of the CCA are fundamental areas that help to deliver long-term benefits to Canada’s beef cattle industry,” said CCA President Martin Unrau. “By focussing investments on research outcomes that address industry priorities, the Government is enabling Canada to maintain its status as a leader in agriculture.” Announced by Agriculture and Agri-Food Minister Gerry Ritz, the AgriInnovation, AgriMarketing, and AgriCompetitiveness Programs will come into effect on April 1, 2013, ensuring continuous funding for critically important existing programs like the Beef Science Cluster. As the national research strategy for the beef industry, the Cluster is necessary to improve market competitiveness, said Unrau. “The Canadian beef cattle industry’s ability to compete domestically and internationally is dependent on research to improve feed efficiency, improve feed, forage and grassland productivity, reduce animal health and welfare concerns, and ensure food safety. The Beef Science Cluster allows industry to partner with governments to seek advancements in all these areas.” Unrau also expressed his appreciation of the Government of Canada’s efforts to improve service delivery of the programs.

New video series disseminates valuable research information to beef cattle producers Through a partnership with RealAgriculture.com, the Beef Cattle Research Council (BCRC) has launched a new online learning resource called Beef Research School for the benefit of Canadian beef cattle producers. The School, a series of approximately 30 videos, will encourage producers to utilize research-supported knowledge and technologies, which can positively impact their herds, land and bottom lines, and support the competitiveness and sustainability of the industry. Videos will feature interviews with researchers, veterinarians and other industry experts from across Canada on the latest research knowledge and technology, as well as progressive producers and feedlots that put it into practical use on their operations. Each segment will run approximately 6-10 minutes.

Bovine TB Fight Boosted in RMEA NEWS RELEASE NOV. 5 Manitoba Beef Producers and Manitoba Wildlife Federation welcome the Government of Manitoba’s effort to move closer to the goal of eradicating bovine tuberculosis in the province through changes to the white-tailed deer season around the Riding Mountain Eradication Area (RMEA). The extension of the white-tailed deer season in the Western Control Zone and increase in the number of tags available are vitally important in order to obtain enough samples to conduct a science-based approach to the control and eradication of bovine tuberculosis. The Western Control Zone includes those portions of Game Hunting Areas 23 and 23A within the Rural Municipalities of Grandview and Rossburn. A map can be found here. “These changes acknowledge that bovine tuberculosis poses a significant problem to both wildlife and agriculture and we appreciate that Manitoba Conservation and Water Stewardship has taken this step to help meet the mandate of the RMEA,” said Ray Armbruster, Manitoba Beef Producers president.

Update on the Beef Recall Manitoba Beef Producers is pleased with the agreement between JBS USA and XL Foods that has seen JBS USA assume the management of the beef processing in Brooks, AB. The operating license for the Brooks facility has been re-issued by the CFIA and limited operations have already resumed. It is expected that the plant will begin receiving cattle next week. “JBS has a global reputation as a leader in the beef business,” said Martin Unrau, Manitoba producer and President of the Canadian Cattlemen’s Association. “Their sophisticated knowledge of modern beef harvesting management as well as extensive world-wide beef marketing network will be a valuable asset for the entire Canadian beef sector.” JBS USA is a leading animal protein processor in the U.S. and Australia and a wholly owned subsidiary of Brazilbased JBS S.A., the world’s largest protein company. The development is welcome news for cattle producers as resumed operations at the plant will ease the back up of market-ready cattle in Western Canada that has developed as a result of the temporary closure of the XL facility. Federal, provincial and territorial agriculture ministers met last month in Whitehorse to finalize the next agreement on agriculture policy and programs. There has been a great deal of coverage in the farm and rural media about the agreement they reached. Much of this coverage has been negative, focusing on what some think they have lost. I, and Manitoba Beef Producers (MBP), have a different perspective.

Questions and Answers on the Beef Recall MBP takes the beef recall issue very seriously. Food safety is the cornerstone of consumer confidence in beef. Fortunately, consumers have no reason to begin to question the safety of the food in their local grocery stores. We know that this issue will impact prices and market availability for producers if the plant in question remains closed for an extended period of time. This is an issue that has seized both the Board of Directors and staff of MBP and this has become a top priority. While the plant has been given provisional approval to process product on hand, it remains without a license to operate from the Canadian Food Inspection Agency. Until that license is restored (hopefully soon) the plant will not be in a position to accept cattle nor will it be able to sell product. At this point we cannot speculate on when full operations will resume. Despite some media to the contrary, this event demonstrates the rigour of Canadaâ&#x20AC;&#x2122;s food safety system. Canada has an excellent track record in food safety. Canadian meat processors have developed internationally recognized systems known as HACCP (Hazard Analysis and Critical Control Point) plans to control E. coli O157:H7 and other foodborne bacteria. These plans identify potential food safety hazards and monitor the most important production steps (critical points). Manitobans can be assured that Canadian beef is a safe and nutritious choice. You can safeguard your health through proper hygiene, effective food preparation and thorough cooking of ground meats. Consumers should remember to: o Cook meat to a safe internal temperature. For ground beef it is 71C/160F. Manitoba Beef Producers is pleased to be part of the Steaks for Soldiers event at Canadian Forces Base (CFB) Shilo on Oct. 13. MBP directors will be on hand to help serve base personnel and their families at this special Family Day event. MBP appreciates the work of Harvey Dann and Jackie Dann, the organizers who have made this event their passion. We thank them for the time they have given to make Steaks for Soldiers happen. It will be an honour to visit CFB Shilo to serve the soldiers and their families in this small way to thank them for serving us domestically and around the world.

The rule of public communications would be “don’t talk about this issue, it is a negative story.” But I want to talk about this because I think this is a positive story for both beef producers and consumers. The fundamental take-home message from this recall is: Canada’s food safety works. The product was not pulled off of shelves because people were sick. The company involved did the responsible thing and voluntarily recalled a product because there might have been a risk of a problem.

Producer Workshops on Biosecurity, BIXS and VBP

Manitoba Beef Producers is set to host a series of workshops that will be of interest to beef producers across the province. The first of these half-day workshop events will be split into two sessions and they will focus on the Beef InfoXchange System (BIXS) and Verified Beef Production (VBP) or Biosecurity. Each session will begin at 1 p.m. and wrap up around 6 p.m. The Biosecurity workshop will focus on helping beef producers prevent and mitigate diseases from entering or spreading to operations that contain livestock. The various tools and risk management practices that beef producers can apply to keep livestock healthy will be covered. Additional Biosecurity workshops will be held in 2012-2013. MBP is partnering with the Canadian Cattlemen's Association to bring the BIXS workshop to Manitoba. BIXS is a national voluntary web-based database designed to capture and exchange data linked to an individual animalâ&#x20AC;&#x2122;s unique electronic ID tag number, known as the Canadian Cattle Identification Agency (CCIA) tag or radio frequency identification (RFID) tag. BIXS will relay carcass yield and grade back to the primary producer. Verified Beef Production (VBP) is Canada's verified on-farm food safety program for beefâ&#x20AC;&#x201D;a dynamic program to uphold consumer confidence in the products and good practices of this country's beef producers. MBP Calls for Immediate Action on Flood Impacts

MBP has released a letter urging Manitoba Premier Greg Selinger to immediately address ongoing impacts of the 2011 flood. MBP is lobbying on behalf of beef producers who are still facing the damaging effects of flooding last year. MBP calls attention to the fact that this flooding was, at least in part, a result of government decisions. MBP is calling for the Premier to announce immediate Forage Shortfall and Transportation Assistance programs. These two programs have been used in the past to ensure producers can feed their cattle over the fall and winter. “Producers desperately need the Forage Shortfall and Transportation Assistance programs this year,” said Ray Armbruster, MBP president. “They have carried their operations through the effects of BSE, U.S. trade barriers and closed international markets, but without these programs they may be forced to shut down their family farm operations. We are concerned that the drought south of the border is pulling hay out of the province. Action is required before any surplus hay is gone.” MBP also calls for the delivery of assistance that was promised to address the flood damage caused in the spring of 2011. Funds which are to be delivered by the Emergency Measures Organization (EMO) need to be sent to producers in order for their operations to remain viable. “We have been fighting for this compensation to flow since last year,” said Armbruster. “Many producers in all parts of the province, including those around flood-affected lakes, regions in southwestern Manitoba and within the Assiniboine watershed, are waiting for these promised funds to arrive.” Continued on page 2

Flooding caused by the release of water from the Shellmouth Dam is becoming a chronic issue with significant losses to producers and the Manitoba economy. “MBP appreciates the clarification that the current administration will remain in place through the 2013 grazing season,” said Ray Armbruster, MBP president. “Beginning the transition after the 2013 grazing season was a specific request of producers and this will give adequate time to develop and implement an alternative administrative structure.” In recent months, MBP called together the chairs of the Patron Advisory Committees (PAC) from each pasture. A steering committee of PAC chairs and MBP directors has been nominated by this group to lead the development of an alternative producer led structure to administer community pastures in Manitoba. “We are confident the new administrative structure, led by producers, will be in place to facilitate an orderly transfer of these first five pastures to transition away from federal administration,” said Barry Lowes, chair of the Steering Committee and chair of the Producer Advisory Committee for Ellice-Archie.

“The model being developed by the Steering Committee will be used to administer all of the pastures as they transfer from AAFC administration,” noted Armbruster. “MBP emphasizes that as governments make changes to the community pasture program measures must be taken to ensure that current agricultural land use does not change and that these pastures remain available to beef producers in Manitoba.” MBP will continue to work with the Governments of Manitoba, Canada and municipalities in order to ensure a sustainable community pasture program in Manitoba. Farm Programs and Producer Priorities By Cam Dahl, MBP General Manager

Farm groups spend a lot of time designing and re-designing subsidy programs. Governments spend even more time on the same subject. Agriculture and AgriFood Canada has an entire branch dedicated to farm financial programs. These debates have been going on since the late 1960s. I wish it were possible to add up the budget expended, hours spent and intelligent minds that have been dedicated to this issue. Someone should conduct a cost benefit analysis for both taxpayers and producers. Even if we do not have these numbers we should still ask “is it worth it?” Manitoba Beef Producers (MBP) is no exception to the pull of the great subsidy debates. We too spend a lot of time evaluating different subsidy options, attending consultation sessions and lobbying for positions that we think will bring the greatest value to the beef producers we serve. There is a key phrase in the last sentence: “producers we serve.” Too often your voices are lost or never raised in the complicated and politicized (Hey, that province is getting more than us!) discussions over farm support. Producers should change that. You should contact your associations—MBP’s door is always open—and your governments. As you are reading this, there are hundreds of economists and politicians designing the next suite of support programs and they could use your input. It is always a bit dangerous to openly state where one stands on tax dollars directed into farm support. This is a bit like discussing politics or religion while at the dinner table. But I will take a crack at it.

Agriculture is a key driver for the Manitoba economy and it makes up a significant percent of our GDP. Agriculture is also a key driver of innovation and technology innovation-developments that are often adapted by society at large. Continued on page 2

Producer Priorities continued… The industry supports thousands of jobs in our urban centres, such as Winnipeg, Brandon or Portage la Prairie. Agriculture is also the backbone of our rural communities. I believe government does have a role to play in ensuring the ongoing stability and viability of agriculture because it is so important to both urban and rural Manitoba. For example, governments should be there when natural disasters threaten to drive producers off the land. The 2011 flood is just one example of a case where it is in society’s best interest for government to step in to ensure that this critical industry can thrive in the future. I also strongly support government investment in research. This is because taxpayers get a very high rate of return when government dollars are invested in agriculture research. For example, a 2004 academic report found that there were $48.3 dollars generated for every federal dollar invested in beef research. Governments also have a role to play in insurance programs like crop insurance or a market-based price insurance program for livestock. This is something that MBP has been lobbying for at both levels of government. Governments also have a responsibility to help Canadians secure access to international markets. Disaster relief, investment in research, insurance programs and ensuring access to markets have one thing in common: while they support the rural economy and help ensure the viability of the agriculture sector, they do not aim to directly subsidize farm income or support a producer’s revenue margins. This leads to a big very big question: Should tax dollars be used to support farm and ranch incomes? We need to have our answers ready. Consultations on the next suite of federal/provincial agriculture programs (Growing Froward II) will reach a conclusion shortly. MBP will be part of these discussions. When I hear officials ask that critical question, I want your answer as well. How do you think tax dollars should be invested in agriculture? What are your priorities?

Manitoba Beef Producers (MBP) applauds the decision by the World Trade Organization (WTO) Appellate Body regarding mandatory Country of Origin Labelling (COOL).

The ruling found that COOL legislation discriminates against Canadian livestock in the U.S. market. This means the U.S. must now amend its legislation. “We are extremely pleased with this outcome,” said Cam Dahl, MBP general manager. “In Canada, COOL has hit Manitoba livestock producers the hardest due to the fact that we send a high percentage of our animals south.” While this is not the end of the process, MBP welcomes comments made by U.S. officials which indicate that the U.S. will comply with the ruling. MBP is hopeful the U.S. will make amendments to COOL legislation to allow for efficient trade. The next step in the process is for the WTO Dispute Settlement Body to adopt the ruling. The U.S. will have 30 days from adoption to announce its intention regarding the ruling. COOL was implemented in 2008 and since then it has cost beef producers in Manitoba and the rest of Canada approximately $150 million per year. On both sides of the border COOL has affected billions of dollars of commerce in cattle and beef products.

Producers Must Speak Up on Trade By Cam Dahl, MBP General Manager

Trade negotiations. I can almost hear the pages turning as people turn to other things that seem more relevant. For years everyone involved in agriculture has been subjected to the strong arguments on both sides of this issue. And yet, very little seems to change. For example, since 2001, the World Trade Organization (WTO) Doha round of negotiations has tried to break through the entrenched interests, to no avail. Many find this rather tiring. Why should I pay attention? Do these negotiations have anything to do with what happens on my ranch or farm? Is there anything I can do about it? These are three of the most common questions I hear from produces when trade negotiations are discussed. The fact is trade negotiations matter a great deal and we are seeing progress. Perhaps not at the WTO, but we are seeing results through bilateral deals and entry into the Trans-Pacific Partnership (TPP) negotiations. These deals are very important to producers. We should be paying attention and we should ensure that our politicians are hearing the voices from the end of the gravel roads. Trade is vital for the beef sector in particular because approximately 50 per cent of Canadian beef production is destined for export markets. Beef producers have always understood the significance of international trade. However, the importance of open markets was hammered home in 2003 when a case of BSE slammed our borders shut. The loss of markets was devastating to our industry and has cost the Canadian economy billions. READ MORE HERE

MBP Welcomes Canada’s Participation in Trans-Pacific Partnership Trade Talks Manitoba Beef Producers (MBP) welcomes the announcement that Canada will be participating in the negotiations for a Trans-Pacific Partnership (TPP). The TPP seeks to enhance economic growth among participating countries and it could provide an opportunity for the beef industry to further strengthen its export markets. “Manitoba Beef Producers supports the TPP partnership and the removal of trade barriers, both tariff and non-tariff, for the growth of Canadian beef export markets,” said Ray Armbruster, MBP president. Canada joins the United States, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, Vietnam, and Mexico at the table, with Japan also expressing interest to join in the TPP negotiations. Manitoba Beef Producers emphasizes the importance of eliminating import tariffs. Countries must follow the science-based guidelines established by the World Organisation for Animal Health (OIE), and MBP encourages the TPP countries to remove those tariffs on Canadian beef and beef products. “Open trade strengthens the industry as a whole creating opportunity for renewal and growth,” said Armbruster. “We believe there is significant room to expand our beef trade because the high quality of our product meets the needs of those customers. Barrier-free trade would create a level playing field with our international competitors. I know we can compete on quality.” Through Canada’s participation on the Trans-Pacific Partnership, there is an opportunity to strengthen relationships with importing countries. The beef industry depends on trade and open access, and eliminating these tariff barriers through partnerships like the TPP will increase the competitiveness of our products and decrease the cost of exporting Canadian beef.

Manitoba Beef Producers Will Continue to Fight for Community Pastures By Lauren Stone, MBP Policy Analyst

Over the next six years, Manitoba will start to see the transition of its 21 community pastures away from the current Agri-Environment Services Branch (AESB) administration under the federal government. This move brings many questions. What does this mean for the patrons who use the community pastures and for those employed through pasture management? What does this mean overall for the beef sector in Manitoba? Manitoba Beef Producers (MBP) is searching for answers to these and many other questions. We know that grazing offers environmental, economic and social benefits. Through the use of grazing on land unsuited to grain and oilseed production—land that would otherwise remain agriculturally inactive—the community pastures program has the opportunity to provide benefits to the province as a whole. This 75-year conservation legacy demonstrates practical resource management providing natural habitat to animals, birds and other wildlife. Community pastures are important for carbon sequestration, water quality and helping to limit the spread of invasive species. The use of this land by beef producers returns an economic incentive to Manitoba’s economy, while also being available as a risk management tool for young and smaller-scale producers.

Beef producers have another opportunity to provide input into the redevelopment of the beef cattle Code of Practice by participating in a new online survey on routine management practices such as animal identification (branding), dehorning, and castration. The Codes of Practice are nationally developed guidelines for the care and handling of different species of farm animals. Codes are not intended to be used as production manuals; instead, the Codes are designed to be used as an educational tool in the promotion of acceptable management and welfare practices. The Codes contain recommendations to assist farmers and others in the agriculture and food sector to compare and improve their own management practices.

Memorial donations may be made in memory of Major Jay Fox to a trust fund for his children Devon, Charlee, Porter and Major. Donations may be made at any branch of TD Canada Trust.

Code Development Progress Revisions to the Code of Practice for Beef Cattle, using the NFACC Code development process, are slated for completion in spring 2013. Priority Welfare Issues List The priority welfare issues are species specific and manageable topics that are considered to be important for animal welfare and will particularly benefit from a review of the available scientific literature. Dr. Temple Grandin to Speak to Producers and Public One of the most celebrated animal advocates in the world who has worked to improve every segment of beef production in North America will be speaking in Brandon this month. Her name is Dr. Temple Grandin, and she will discuss the topic Animal Welfare: The Right Thing to Do. The group bringing her here includes stakeholders from the agriculture sector in Manitoba including livestock commodity associations, brokers, transporters, production facilities, as well as government. Grandin is a professor of animal science at Colorado State University and an animal welfare specialist. She works to reshape livestock handling systems and help the beef industry embrace animal welfare practices. Whether you are using equipment she designed or one of her low-stress livestock handling techniques, she has probably touched your operation in some way. Grandin is also worldrenowned as an inspiration to people with autism. In numerous interviews, she has said that autism has allowed her to “see” things in a way that is similar to how animals think because her mind works very visually.

And like animals, she is also highly sensitive to sensory stimulants. Her understanding of animals is in the results she has shown through her research and designs related to livestock handling. She is the designer of a centre track restrainer system for processing plants, which is used in about half of all cattle processing facilities in Canada and the U.S., and her curved chute systems are used worldwide. Grandin’s insight on the flight zone and other principles of grazing animal behaviour has helped producers reduce animal stress during handling. She also designed an objective scoring system for assessing handling and stunning of cattle at processing plants. Many large corporations use this system to improve animal care. During her career, she has received considerable recognition for her work to improve humane handling of livestock, as well as a spot on Time Magazine’s list of The 100 most influential people in the world. Her life story was even featured in the HBO movie Temple Grandin, a winner of seven Emmy awards and a Golden Globe.

Manitoba Beef Producers (MBP) has a mixed response to the 2012 Manitoba Budget. MBP hoped to see provisions which were not mentioned in the budget such as cattle price insurance, an effective environmental goods and services program and a herd protection program.

MBP was pleased that there was a commitment in the budget to the forage restoration program for pasture and hayland flooded in the spring of 2011. “This is a critical program for those still suffering from the 2011 flood,” said Ray Armbruster, MBP president. “Flooded land will take years to rehabilitate. MBP will continue to work with the provincial government to restore flooded pasture and hayland.” The budget included an announcement on a “Nutrient Management Tax Credit” that will be a component of the Save the Lake Winnipeg Act, which was introduced in June 2011. MBP believes producers will be confronted with additional costs to adhere to the manure/nutrient management regulations coming into force in 2013 and this tax credit may assist producers with costs incurred with the engineering, design and installation of nutrient management equipment. “We hope that the $300,000 allocated to tax credits in the program provides equal opportunity for all livestock producers,” said Armbruster. MBP welcomes the budget increase to Infrastructure and Transportation and encourages the government to restore provincial highways within the Shoal Lakes complex, Lake Manitoba region, the southwest part of the province and other areas in which provincial highways were damaged by the 2011 flood.

Gas for your car and fuel for commercial transport trucks will be going up by 2.5 cents in tax, for a total of 14 cents per litre, and a new 3 cents per litre tax on motive fuel has been introduced. This new tax applies to previously exempt marked gasoline (purple fuel), but does not apply to marked diesel. In addition to the fuel taxes, the province will be applying a sales tax on property insurance. This means that producers could be subject to a 7 per cent sales tax on insuring their farm properties. The School Tax on farmland was not eliminated. MBP is waiting for this promised change.

There are many priorities for Manitoba’s beef producers that were not mentioned in the budget. MBP included the following issues in our provincial budget document that was presented to various government departments: 1. The implementation of a zero-till program, including equipment purchase, to assist in the rehabilitation of land damaged by standing water as a result of the 2011 flood. 2. Funding in place for the appointment of a TB (tuberculosis) Coordinator to oversee the eradication of bovine TB in the Riding Mountain Eradication Area. 3. Support for a TB mustering fee to help offset the financial losses that our producers continue to face due to the mandated Canadian Food Inspection Agency (CFIA) testing. 4. Full-time predator removal officers, under the Predator Control Program, to deal with problem predators in areas of high predation. 5. Implementation of a Cattle Price Insurance pilot project commencing in fall 2012, in which premiums are cost-shared with the producer and the government. With further review of the costs and benefits of the budget, MBP will continue to lobby and investigate various options to obtain the available dollars.

Focussing on Animal Welfare

These two words often evoke a strong response from livestock producers across the country who feel that their way of life is under siege by those who don’t understand them and don’t grasp what they do for society. One just has to look at a few headlines to understand why farmers may feel this way. Animal rights groups are focussed on agriculture and they are calling on the public to support their efforts. Often our response has been to be dismissive of the concerns raised. But animal agriculture needs to take a step back from the traditional defensive responses to these issues. Activist groups like to portray our producers as heartless exploiters of their animals. But that is simply not the case. All of the farmers I know care very deeply about the welfare of the livestock under their care. Producers go to extraordinary measures, sometimes at significant personal sacrifice, to protect the health of their animals. Activists do have it wrong, but that is not a reason to dismiss, out of hand, concerns from civil society. Consumers in Canada and throughout our key international markets are demanding to know more about their food. Where does that steak come from? Who produced it? How was it raised? Governments are responding to these questions. After all, the people asking are the same ones that elect politicians to office. If we, agricultural producers, don’t answer these questions the only people left to provide information are the activists. Governments are not the only ones who are paying attention to the question “where does my food come from?” Our customers are paying attention as well. Large purchasers like McDonalds and Walmart are developing contracts that specify how the meat they sell must be produced. Our customers are not developing these codes because it makes them feel good, they are taking these steps in response to consumer demand. Continued: READ MORE HERE

MBP Encouraged by Canada-Japan Trade Talks Manitoba Beef Producers (MBP) welcomes the news that Canada will initiate negotiations towards a comprehensive trade agreement with Japan. MBP wants to especially thank Prime Minister Stephen Harper; Hon. Gerry Ritz, Minister of Agriculture and Agri-Food Canada; and Hon. Ed Fast, Minister of International Trade, for their ongoing work at tearing down barriers to Canadian exports. If successful, these negotiations will significantly increase market opportunities for Manitoba’s beef producers. “Beef producers in Manitoba depend on trade and access to new markets,” said Cam Dahl, MBP general manager. “We are pleased the federal government is working on reducing trade barriers. New trade access will strengthen prices and drive new growth of our beef herd in the province.” Japan is one of Canada’s key agricultural trading partners. Beef producers would benefit from a comprehensive JapanCanada trade agreement which provides full tariff-free access for Canadian beef and MBP looks forward to that possible outcome of these negotiations. “The Government of Canada and the beef industry have worked closely together in recent years to open international markets and create opportunities for Canadian producers,” said Dahl. MBP believes this partnership has been very successful and that it is a model of successful government/industry cooperation. Our cooperative work in these negotiations will be a continuation of these successful efforts.

US Files COOL Appeal

MBP is disappointed that the US has filed a Country of Origin Labelling (COOL) appeal but believes this will not cause a long delay on this issue. •Wash hands before and after handling food and frequently while cooking, especially after handling raw meat. •Avoid cross contamination of food by washing utensils, plates and cutting boards that have come into contact with raw meat in hot, soapy water. •Wash all raw fruits and vegetables before you prepare and eat them.

CCA Annual Meeting continued Unrau has been involved with the CCA since 2007 and said he is honoured to be elected president. Going forward, he intends to focus on maximizing the opportunities for Canada’s beef cattle industry and safeguarding infrastructure. Producers can expect a continued focus on market access and the rebuilding of the Canadian cow herd in order to become a solid player on a global scale. Maintaining the cohesion that CCA past presidents have built up between the sectors of the industry, particularly feeders and processors, is another key piece, Unrau said. “I’m big on vision for the future. The Canadian cattle industry is in a really good situation right now, however I am concerned about infrastructure dropping off because herd numbers are down. It’s one of those underlying issues that are always there when numbers are down,” he said. “I’m concerned that we might lose some slaughter and processing capacity, along with feeding capacity, in Canada and in the U.S. That’s a huge concern down the road, so we’ll have to look at that and deal with that.” Unrau has taken on a variety of roles at the CCA over the past five years, most recently as CCA vice president and member of the executive committee. He has served as chair of the Foreign Trade Committee, co-chair of the Animal Health Committee, and as a member the Domestic Agriculture and Policy Regulation Committee. Unrau operates Bar 88 Ranch along with his wife Roxie and their son Garett, one of the couple’s four children. The Unrau’s calve 550 cows and background some calves, and grow grain crops including corn, canola and barley. The CCA also welcomes the following new directors appointed by the provincial members to the board: Cathy Sharp and Pat Rutledge (Alberta); Brent Griffin and Kevin Woods (Saskatchewan), Heinz Reimer (Manitoba), Tom Wilson and Matt Bowman (Ontario); and George Smith (Nova Scotia). New this year is Byron Templeton (Alberta) representing the Canadian Beef Breeds Council.

Grade 3 and 4 students are learning about agriculture, connecting with producers and other industry “celebrities,” and understanding the role agriculture plays in their daily lives. This spring, consider applying for the Manitoba Livestock Cash Advance Manitoba Livestock Cash Advance Inc. administers the federal Advance Payments Program (APP) which provides producers with a cash advance on the value of their agricultural products during a specified period. The 2012 production period will begin in April 2012, and producers can apply as soon as their calves are on the ground. The production periods are now 24 months in length beginning April 1 and ending 24 months later (March 31) for cattle producers, which provides greater flexibility to sell products when market conditions are more favourable. The APP program offers interest-free cash advances up to a $100,000. This limit is across all advance payments programs. The maximum amount that can be borrowed at any given time is $400,000. An eligible BRM program (AgriStability), in addition to the agricultural product itself, is used as security. Producers must be actively participating in the current year. Producers Welcome Market Access to South Korea Manitoba Beef Producers (MBP) applauded the news that South Korea will resume imports of Canadian beef, after a ban that stretched eight years. MBP congratulated the Government of Canada, Hon. Gerry Ritz, Minister of Agriculture and Agri-Food, and Hon. Ed Fast, Minister of International Trade, on achieving this outcome for producers and the entire beef sector. “By restoring market access for Canadian beef, the federal government has added support to our growing market,” said Cam Dahl, MBP General Manager. “This victory confirms we have now turned a corner—after almost a decade of restricted markets due to BSE border closures.” South Korea is the last major export market in Asia to uphold a ban on imports of Canadian beef. Effective immediately, South Korea will allow beef under 30 months of age to re-enter its market. This is welcome news for Manitoba’s beef producers as this additional market access provides another reason to hope the strong prices we have been experiencing will continue. “This is not only a win for producers, but also for science-based agricultural trade,” said Dahl. “It is very important that export requirements are based on sound science. This is perhaps one of the most important lessons we have learned from BSE restrictions.” Canada Beef Inc., the market development arm of the beef industry, estimates that South Korea will represent $30 million in exports by 2015. MBP thanks the federal government, including the Market Access Secretariat, for helping open markets, and looks forward to this opportunity for our beef producers.

Attend the CCA Town Hall Meeting on Feb. 9 Manitoba beef producers will have an opportunity to get updates and voice their views on the industry at the Canadian Cattlemen’s Association (CCA) Town Hall Meeting on Thursday, Feb. 9, 2012. Producers are encouraged to attend the town hall which will be held at the Pipestone Community Hall in Pipestone, MB. This event is the second in a series of town hall meetings that the CCA is proud to present across Canada. The town hall meeting provides the opportunity to meet members of the CCA executive and managers and hear the latest reports on the many activities the CCA is involved in on behalf of Canada’s 83,000 cattle producers. The meeting also provides the opportunity for producers to bring forward local issues of national concern. This will be an excellent opportunity to ask questions and network with others in the beef industry. The session includes updates on current foreign trade issues, the global outlook on beef production and the latest market analysis from Canfax. The latest developments around traceability, TB issues, and updates on the Beef InfoXchange System (BIXS) and Beef Cattle Research Council will also be on the agenda. The meeting will run from 2:30 p.m. to 5 p.m. Through sponsorship from Farm Credit Canada, registrants are invited to stay for a complimentary meal following the presentations. There is no fee to attend the town hall meeting but space is limited and all attendees must register prior to the event.

Deadline for Manitoba Forage Shortfall Assistance Program: March 31 The Manitoba Forage Shortfall Assistance Program can assist Manitoba livestock producers who are experiencing extraordinary costs due to forage shortage caused by flooding or excess moisture conditions in 2011. The program provides assistance to producers with shortfalls in the forage production required to maintain their livestock over the 2011/12 pasture and winter periods.

Funding for Verified Beef Production

All Manitoba livestock producers that owned or leased eligible animals and incurred extraordinary forage shortages caused by excess moisture conditions or overland flooding in spring 2011 may be eligible for financial assistance.

New funding is available for Verified Beef Producers.

The deadline to apply is March 31, 2012. Click here for more information.

Up to $5000 is available for building quarantine pens or wash stations.

Producers must submit a completed application form to a MAFRI GO office. Applications may be delivered in person, faxed or mailed, provided in the case of mail that the post mark indicates a date on or before the application deadline of March 31, 2012. Application forms can be downloaded from the MAFRI website or picked up at any MAFRI GO Office.

Remembering our Friend: Major Jay Fox Manitoba Beef Producers is deeply saddened that on Dec. 23, 2011, Major Jay Fox passed away at the age of 32 years. Jay served two terms as President of Manitoba Beef Producers in 2010 and 2011, one term as Second Vice President in 2009, and six years as District 12 Director. MBP will print a tribute to Jay in the February 2012 issue of Cattle Country. We extend our deepest condolences and support to Jay's family and friends at this sad time. Services for Jay were held on Wednesday, Dec. 28, 2011 in Eddystone, Manitoba and on Friday, Dec. 30, 2011 in Lloydminster, Saskatchewan. This is the question the Upper Assiniboine River Conservation District and Rural Development Institute (RDI) of Brandon University are asking producers. Short survey RDI invites beef producers in Manitoba to volunteer to participate in its 5 to 10 minute baseline survey that investigates their current and prevailing interest and awareness of shelterbelts for beef production and other uses. The project The project being conducted along with this survey aims to demonstrate environmentally responsible practices for reducing greenhouse gas emissions while simultaneously reducing livestock production costs.
