Federal Government Launches Consultations for a Sustainable Agriculture Strategy

(December 12, 2022 Agriculture and Agri-Food Canada News Release) The Minister of Agriculture and Agri-Food, the Honourable Marie-Claude Bibeau, announced the launch of consultations to develop a Sustainable Agriculture Strategy (SAS) in collaboration with a diversity of partners.

Minister Bibeau made the announcement alongside her parliamentary secretary Francis Drouin, Terry Duguid, Parliamentary Secretary to the Minister of Environment and Climate Change, Mary Robinson, President of the Canadian Federation of Agriculture (CFA), and Martin Caron, President of the Union des producteurs agricoles and board member of the CFA.

The Strategy will serve as a guide to support the livelihoods of farmers while growing a sustainable sector. By identifying goals and a way forward, Canada’s agriculture sector will be equipped to recover quickly from extreme events, thrive in a changing climate, contribute to world food security, while also contributing to Canada’s overall efforts to cut emissions.

Producers have already taken action on sustainability in a wide range of ways. The Government of Canada wants to amplify the work already underway and increase adoption of these best practices. Their expertise will be used to

identify the best solutions in the development of the Strategy.

The Strategy will be developed in close collaboration with the agricultural sector. Provinces and territories will be engaged through the consultation phase and focus on how to best work collaboratively towards developing the strategy. The process will include public consultations, targeted workshops and an Advisory Committee. Cochaired by Agriculture and Agri-Food Canada and the CFA, the advisory committee will be comprised of industry experts, including producers and representatives of associations and non-governmental organizations.

These members will collaborate to identify shared challenges and solutions as we take steps towards finalizing the Strategy in the next year. The Committee’s inaugural meeting occurred December 12.

The overarching and integrated strategy will focus on five priority issues – soil health, climate adaptation and resilience, water, climate change mitigation, and biodiversity.

As part of the consultation process, a discussion document is now available for comment. Consultations run until March 31, 2023.

Governments of Canada and Manitoba Invest Over

$600,000 to Establish Project Aspire Hub

As part of its ongoing work to position Manitoba as a global leader in sustainable protein, the governments of Canada and Manitoba are investing more than $600,000 through the Canadian Agricultural Partnership (CAP) to establish a hub that supports the implementation of Project ASPIRE (Accelerating Sustainable Protein Impact and Results), federal Agriculture and Agri-Food Minister Marie-Claude Bibeau and Manitoba Agriculture Minister Derek Johnson announced.

“The ASPIRE Hub is a tremendous example of protein industry stakeholders working together towards a strategic vision,” said Bibeau. “Engaging the entire value-chain will improve competitiveness and long-term growth of Manitoba’s protein sector.”

“Since launching the Manitoba Protein Advantage Strategy in 2019, our government has continually supported the sustainable growth of the province’s protein industry, recognizing that positioning Manitoba as a global protein supplier of choice will benefit the profitability and competitiveness of local producers and processors and the provincial economy as a whole,” said Johnson. “Project ASPIRE – a concerted and co-ordinated team effort advancing the strategy – is gaining momentum, making it the opportune time to establish this hub.”

The Project ASPIRE hub will provide stakeholders the opportunity to work collaboratively at industryled roundtables – one for each of the strategy’s 10 pillars – to identify priority actions and co-ordinate strategic activities to advance sustainable protein production and processing in the province.

The hub will be hosted by the Canadian Manufacturers & Exporters, thanks to the industry association being well-equipped to co-ordinate, catalyze and facilitate the implementation of Project ASPIRE. Canadian Manufacturers & Exporters will be recruiting expertise in the near future to facilitate industry, academia and

government actions to implement ASPIRE’s objectives.

“We are pleased to host the ASPIRE hub to bring industry leaders together to foster innovation and competitiveness to the sector,” said Ron Koslowsky, divisional vice-president, Canadian Manufacturers & Exporters. “We are always looking for ways to help local manufacturers strengthen their competitive advantages and build knowledge, capacity and contacts, and this hub will do just that.”

The Manitoba Protein Advantage Strategy launched in 2019 to grow the animal and plant protein sector, aiming to attract new investments of $1.5 billion and create 1,550 new jobs by 2025. To date, the strategy has already attracted over $823 million in new investments 55 per cent of its goal and created 912 new jobs 59 per cent of its goal.

“This initiative to advance a vision where Manitoba is the global leader for growing and value-adding sustainable protein has been strongly embraced by protein industry stakeholders,” said Dickson Gould, chair, Manitoba Protein Consortium. “The creation of the ASPIRE Hub provides the structure and support that enables industry stakeholders to take the lead in achieving our ambitious goals.”

The Canadian Agricultural Partnership is a five-year, $3-billion commitment by the federal, provincial and territorial governments that supports Canada’s agri-food and agri-products sectors. This includes a $2-billion commitment that is cost-shared 60 per cent federally and 40 per cent provincially/territorially for programs that are designed and delivered by provinces and territories.

Manitoba Government Highlights Success of Protein Advantage Strategy at Inaugural Animal Protein Summit

(December 15, 2022 Province of Manitoba News Release) The Manitoba Protein Advantage Strategy has already attained more than 55 per cent of its key investment and job creation targets, Agriculture Minister Derek Johnson announced at the inaugural Animal Protein Summit, which brought together industry, government and academia stakeholders to foster dialogue around sustainable protein systems.

“Our government recognizes that sustainable protein is the future and we are committed to continue working to build our province as a global protein supplier of choice,” said Johnson. “Manitoba was the first North American jurisdiction to develop a comprehensive strategy to advance sustainable protein, and I am pleased to report on our strategy’s significant achievements to date.”

The minister noted the strategy has already attracted over $823 million in new investments 55 per cent of its goal and created 912 new jobs 59 per cent of its goal. The ongoing momentum of the strategy has been very positive, with partnerships from provincial, national and international businesses and organizations, added Johnson.

Animal protein is an essential pillar of the global food system, noted the minister, adding that the thriving sector brings substantial ecological, economic and societal benefits to Manitoba. The level and scope of investment happening around the province is remarkable, said Johnson.

Some of the animal protein sector’s recent achievements include:

• a $182-million investment by Maple Leaf Foods to expand its bacon plant, which added 350 permanent full-time jobs;

• a $35-million investment by Topigs Norsvin in its Plumas sow facility, which added 28 permanent high-tech jobs in rural Manitoba;

• a $19-million investment by Bothwell Cheese to upgrade its processing and distribution capacity, which added 30 permanent full-time jobs;

• a $10-million investment by Burnbrae Farms Limited to increase its egg processing and grading capacity; and

• a $7-million investment by True North Foods to expand its beef processing capacity, which will add up to 80 new jobs over the next four years.

The Manitoba government launched the Protein Advantage Strategy in 2019 to grow the animal and plant protein sector and advance the profitability and competitiveness of Manitoba producers and processors. The strategy aims to attract new investment of $1.5 billion and create 1,550 new jobs by 2025.

• A Sustainable Agriculture Strategy (formerly referred to as “the Green Agricultural Plan”) was highlighted in the 2030 Emissions Reduction Plan, as well as in the Minister’s Mandate Letter commitment to support the agriculture sector’s actions on climate change and other environmental priorities towards 2030 and 2050.

• The guiding vision of the Strategy is to ensure that Canada continues to be recognized as a world leader in sustainable agriculture and agri-food production. This includes building a solid foundation of regional strengths and diversity to address climate change challenges, while meeting the expectations of consumers to have access to safe and nutritious food and feeding Canadians and a growing global population.

• A Sustainable Agriculture Strategy will bring together, under one umbrella, action needed in the agriculture sector as identified through various public and stakeholder engagements. A strategy will collectively identify goals and actions from other ongoing initiatives as well – such as consultations on developing a path towards reducing fertilizer emissions in the sector, a National Adaptation Strategy, the new Sustainable Canadian Agricultural Partnership, Canada’s contribution to the Global Methane Pledge, as set out in Canada’s Methane Strategy, and the development of the Canada Water Agency.

• An Advisory Committee was established alongside the consultation process, cochaired by Agriculture and Agri-Food Canada and the Canadian Federation of Agriculture, to ensure continuous dialogue with the sector as the Strategy is finalized in the next year.

• The Government of Canada looks forward to hearing from producers, other stakeholders, and partners on how working together to improve environmental outcomes will ensure a resilient and sustainable sector, while providing producers across the country a competitive advantage at home and abroad.

Manitoba Government Launches Enhanced 511

Service

(December 15, 2022 Province of Manitoba news Release) The Manitoba government has relaunched the Manitoba 511 highway and traffic information service following enhancements to the Manitoba 511 website, mobile app and 511 phone system, Transportation and Infrastructure Minister Doyle Piwniuk announced.

“Manitoba’s 511 is a valuable resource for transportation information and we encourage all Manitobans to check 511 when planning trips”, said Piwniuk. “The new enhancements to the service will provide more information and help drivers move around the province safely.”

Enhancements include faster and more interactive map features, new customized notifications and hands-free audio alerts, as well as:

• up to three route options with corresponding travel times and handsfree audio alerts for selected routes when a destination is entered in the mobile app;

• notifications for traffic incidents and road closures with registered accounts; and

• interactive voice response on the 511 phone system to allow hands-free

access to road conditions and traffic alerts on preferred routes.

Manitoba 511 is a free traveller information service operated by the Manitoba government. The service is available by phone, computer and mobile device. In 2021, there were approximately six million visits to the Manitoba 511 site and telephone line.

Manitoba 511 can be accessed on a computer or mobile device by visiting the Manitoba 511 website at: www.manitoba511.ca or by downloading the app to a mobile device. It can also be accessed toll-free (within Manitoba) by calling 511.

Current users of the Manitoba 511 app will receive an automatic update when it is launched today. Users who do not have the auto-update feature enabled on mobile devices will need to update the app to continue to receive current road condition and driver information.

Travellers should always check the Manitoba 511 website for current road conditions to ensure safety prior to making the decision to travel. The website is updated regularly by road patrol, but conditions can change in a matter of minutes. Manitobans can also follow @ MBGovRoads on Twitter for closures or incidents. Province Advises Of Additional Actions to Help Prevent Spread of Chronic Wasting Disease

(December 15, 2022 Province of Manitoba News Release) Manitoba Natural Resources and Northern Development is advising of additional management actions to help prevent the spread of chronic wasting disease (CWD).

CWD is a highly contagious, incurable and fatal disease that affects members of the deer family (cervids) including mule deer, white-tailed deer, elk, moose and caribou. Animals infected with CWD may appear healthy until the later stages of the disease. Though CWD is not known as a human health risk, meat from a CWD-infected animal is not recommended for consumption.

First detected in November 2021, the Manitoba government has implemented significant new measures and resources to assess the disease’s prevalence in the province and contain its spread. Because of these activities, seven cases of CWD have been confirmed near the Manitoba-Saskatchewan border over the last year. All confirmed cases occurred in mule deer.

These findings indicate additional disease surveillance efforts are required within the mule deer population to prevent further spread of CWD. Strictly managed mule deer hunting opportunities were part of these efforts in 2022 and resulted in the detection of CWD cases.

To further support CWD prevention, the Manitoba government is establishing a winter

mule deer hunting season from Dec. 19 to Feb. 5, 2023, in the same game hunting areas as the fall season. These areas will include game hunting areas (GHA) 5, 6, 6A, 11, 12, 13, 13A, 18, 18A, 18B, 18C, 22, 23, 23A, 27, 28, 29, 29A, 30, 31, 31A, 32, 33, 35 and 35A.

Residents can purchase up to three mule deer licences per year. Any unused mule deer licences purchased for the fall 2022 hunting season can be used during the upcoming winter hunting season. For more information, visit https://gov.mb.ca/nrnd/fishwildlife/pubs/fish_wildlife/huntingguide.pdf

The mandatory sample submission area remains in effect. Hunters will be notified immediately if animals test positive for CWD. Sample results from harvested animals are also posted on https://www.gov.mb.ca/nrnd/fishwildlife/wildlife/cwd-results/cwd-results.html

Hunters active in areas where CWD is a concern should practise safe carcass handling protocols and refrain from consuming any animal that has tested positive for CWD.

Government of Canada Welcomes Budget Submissions from Canadians

(December 14, 2022 Department of Finance News Release) The Government of Canada is inviting all Canadians to share their ideas as part of prebudget consultations on how to best support Canadians, Canadian businesses, and the Canadian economy.

With the Canadian economy facing global headwinds and Canadians contending with the impacts of global inflation and elevated interest rates, the suggestions received from Canadians will inform measures and investments in Budget 2023 that will help build an economy that works for everyone.

Canadians are invited to participate by sharing their ideas at LetsTalkBudget2023.ca until February 10, 2023.

In the weeks to come, the Deputy Prime Minister and Minister of Finance, Chrystia Freeland, the Minister of Tourism and Associate Minister of Finance, Randy Boissonnault, and Parliamentary Secretaries, Terry Beech and Rachel Bendayan, will be holding public events and meetings across the country to hear from Canadians as part of government-wide prebudget consultations.

#588: Bivalent Booster

Vaccine Approved For Children Aged Five To 11

(December 13, 2022 Province of Manitoba News Release) Manitoba Health advises that a bivalent booster vaccine has been approved and recommended for children aged five to 11. Children in this age group have previously been eligible for a booster dose with the monovalent (original) Pfizer pediatric vaccine. This is the first bivalent booster vaccine available for this age group.

This vaccine is being delivered to Manitoba this week and will then be shipped to vaccine sites across the province. The vaccines are expected to become available at sites the week of Dec. 19. However, to ensure children can receive a bivalent booster dose, book the appointment for Dec. 23 or later or check with the provider to confirm availability.

Parents and caregivers of children aged five to 11 who would like to make an appointment for a bivalent booster dose can begin doing so tomorrow at 9 a.m. using the online booking tool or by contacting the vaccine call centre at (tollfree) 1-844-626-8222 (1-844-MAN-VACC). Medical clinics and pharmacies can also be contacted directly for appointments.

The bivalent vaccine has been developed to provide protection against two strains of COVID19: the original strain of the virus and the omicron variant. Public health recommends people who are due for a booster should get the bivalent vaccine. Boosters are important because protection against COVID-19, either from previous immunizations or an infection, decreases over time. Children aged five to 11 who previously received a booster dose with the monovalent (original) vaccine do not need to receive a second booster with the bivalent vaccine.

Public health encourages all Manitobans, including parents and caregivers, to make vaccination a part of holiday planning. Many

clinics and other locations will continue to offer vaccinations, by appointment or by walk-in, over the coming weeks. Being up-to-date on all vaccinations, including COVID-19 and seasonal influenza, will help protect people and their families and friends over the holiday season as gatherings and celebrations are held. Based on updated clinical guidance, everyone aged six months and older can safely get the COVID-19 vaccine at the same time as other vaccines including the flu vaccine.

As of Dec. 6, more than 208,400 doses of bivalent vaccine have been administered in Manitoba and entered in the provincial immunization registry.

Manitoba’s Pandemic Response System (PRS) will be retired this week and removed from www.manitoba.ca/covid19. It has been at the limited risk (green) level since March 2022, due to the broad availability of safe and effective vaccines. Public health restrictions also ended at that time, meaning the PRS is no longer required to provide a view of regional or sector-specific requirements. The PRS will continue to be a tool available to the government to share information with Manitobans in the future, should it be required.

Animal Health Emergency Management (AHEM)

The Animal Health Emergency Management (AHEM) project is an industry-led initiative under Animal Health Canada. Funded by AAFC CAP, this multi-year project has worked to provide resources for the development of emergency management tools and resources for livestock and poultry organizations as well as producers.

AHEM has developed a survey to gauge industry preparedness for emergencies. The aim of the survey is to assess animal health emergency preparedness and receive feedback to inform future emergency management activities. Your participation is important as it will allow for a more accurate picture of the current emergency preparedness landscape.

Required to Process Disaster Financial Assistance Claims Associated with the 2022 Spring Flood, Including Livestock Losses

The following information has been provided by Manitoba’s Emergency Measures Organization.

Manitoba EMO’s Disaster Financial Assistance program is working to issue assistance payments to producers as quickly as possible. For producers that have experienced livestock losses as a result of the 2022 spring flood, please ensure you have submitted the following mandatory documents otherwise your claim cannot be evaluated. Mandatory documents include:

1. A completed and signed Farmland Owner’s Authorization form

2. A completed Insurance Declaration form (completed by your property insurance provider)

3. A signed, original copy of the Financial Assistance Application form

4. Veterinary Certificate completed and signed for verification of livestock loss.

5. Tax information (send copies of all that apply to you):

1. For a farm that is a sole proprietorship, a complete copy of the most recent T1 General income tax return or notarized proof of income and Statements of Income and Expense.

2. For a farm that is a partnership, a copy of your partnership agreement and a complete copy of the most recent T1 General income tax return.

3. For a farm that is a limited company, a copy of your articles of incorporation, a complete copy of the most recent General income tax return and statements of income and expenses.

The documents can be sent via email, fax or by mail. PLEASE INCLUDE YOUR DFA CLAIM NUMBER (200204xxx) WHEN SUBMITTING DOCUMENTS.
