Resilient Agricultural Landscape Program: Carbon Sequestration and Grassland Resilience (RALP) will support on-farm beneficial management practices and projects that enhance the provision of ecological goods and services.

The eligibility has been expanded, and eligible applicants now include primary producers across Manitoba, Association of Manitoba Community Pastures, Agricultural Crown Land forage lease holders, and Indigenous primary producers and communities, including First Nations and Métis. Please note that Watershed Districts are eligible for a different RALP funding stream, RALP: Watershed Resilience, where districts collaborate with primary producers within district boundaries to implement projects on agricultural land. Application intake is currently open and will close 11:59 pm on January 22, 2024. An EFP is not required at time of application, however it will be required at time of claim. Eligible Canadian residents to receive their first pollution pricing rebate of the year (January 12, 2024 Environment and Climate Change Canada News Release) Canada’s

approach to pollution pricing is not only one of the best ways to fight climate change, it also puts money back into the pockets of individuals and families. The direct proceeds from the federal pollution price are returned to the jurisdiction from which they were collected to help with cost-of-living challenges while keeping the incentive to pollute less. On January 15, 2024, people living in provinces where the federal fuel charge applies will receive their first pollution pricing rebate of the year through direct bank deposit or by cheque. This means a family of four will receive a pollution price rebate, called the Climate Action Incentive payment, in the following amounts: •

Eight out of 10 households receive more money back through the pollution price rebate than they pay as a result of the federal pollution pricing system, with low- and middle-income households benefitting the most. Residents of small and rural communities receive an extra 10 percent supplement beyond the base rebate amount. As of April 2024, the Government will double the rural supplement to 20 percent, in recognition of the increased energy needs of rural residents and their reduced access to cleaner transportation options. As 2024 kicks off, the Government of Canada reiterates its commitment to pollution pricing and its crucial role in meeting targets to cut emissions by 40 percent below 2005 levels by 2030 and achieve net-zero emissions by 2050. Estimates show that pollution pricing will contribute about a third of the total reductions in emissions that will occur between now and 2030. Putting a price on pollution and returning the proceeds to eligible Canadians through rebates provides support for individuals and families while also maintaining an incentive to reduce emissions.

In provinces where the federal pollution price applies, 90 percent of pollution pricing proceeds is returned directly to households through pollution price rebate payments. The other 10 percent is used to support small- and medium-sized enterprises, Indigenous groups, and farmers. Residents of Canada don’t need to apply to receive the pollution pricing rebate. They need to file their income tax and benefit return to automatically receive the payments they are entitled to. Labelling of this direct deposit payment can vary from one financial institution to another, and its amount will vary depending on the number of eligible individuals living at the same address, and whether they reside in a small and rural community.

Resolutions Suggestion Form for 45th Manitoba Beef Producers AGM MBP’s board of directors is now accepting in writing suggested resolutions for potential debate at its 45th Annual General Meeting set for February 8-9, 2024, back at the Victoria Inn Hotel & Conference Centre at 3550 Victoria Avenue in Brandon. If the resolution is deemed to be in order by MBP’s Resolutions Committee it will be considered for debate at the AGM. In consultation with the resolution’s author, proposed resolutions may be subject to editing by MBP for clarity and to ensure consistency of formatting across all resolutions. Please note: If the resolution covers off matters on which MBP is already conducting advocacy work, it may be deemed to be redundant and not taken forward for debate so as to ensure there is time to debate resolutions on emerging matters. As well, it is also important that proposed resolutions deal with something that is potentially achievable and clearly state the actions you are asking MBP to consider taking. The sample resolution format is below and two examples are on the second page. Manitoba Government Seeking Feedback on Plans for North Perimeter Highway (January 10, 2024 Province of Manitoba News Release)

Manitobans are invited to provide their thoughts on the new plans for Provincial Trunk Highway (PTH) 101, the North Perimeter Highway, Transportation and Infrastructure Minister Lisa Naylor announced. “Manitobans rely on highways to commute to school and work, travel and visit loved ones,” said Naylor. “Our government is committed to building the infrastructure needed so our highways are safe and accessible. I encourage Manitobans to use this opportunity to share their ideas on how we can make improvements to the Perimeter Highway.” The Manitoba government is working to upgrade the Perimeter Highway around Winnipeg to meet freeway standards. Consultants were engaged to undertake a functional design study of PTH 101 in 2022. The purpose of the study is to plan to turn the North Perimeter Highway into a fully accesscontrolled, grade-separated freeway that can ultimately accommodate six lanes and improve highway safety. The proposed functional design, which will incorporate public and stakeholder feedback, is expected to be completed by December, the minister noted. An online survey launched this week invites Manitobans’ feedback on the proposed options for the PTH 101 functional design study, which includes drawings of the alignments for five separate segments along PTH 101. The survey will be available until Jan. 24. The government will post a What We Heard report summarizing the feedback received on the EngageMB website shortly after. Other in-person public engagement opportunities will take place throughout the project. The third phase of public engagement is expected to commence in fall 2024 to present the recommendations of the functional design study, which will incorporate feedback gathered during the EngageMB round of consultations. Phase three public engagement will include stakeholder meetings, open houses and other engagement activities.

The Perimeter Highway is a key economic corridor in Manitoba and Canada, providing a link to the Trans-Canada Highway and the U.S. border, added Naylor. Work on the Perimeter Highway supports the Manitoba government’s infrastructure investment strategy, which outlines strategic investment in roads, highways, bridges, airports and flood protection over the next five years, noted the minister.
