VOTER INFORMATION GUIDE
The Mansfield City Council has called a Special Election for Saturday, May 6, 2023. Voters will consider two propositions regarding the allowable uses for the existing half-cent sales tax by the Mansfield Economic Development Corporation. This brochure is designed to provide general educational information and does not advocate passage or defeat of the propositions.
NOT A NEW TAX - NO TAX RATE IMPACT
Proposition A
Proposition A asks for voters to allow the Mansfield Economic Development Corporation (MEDC) to use the currently approved collection of its Type “A” sales and use tax, including amounts already collected, for certain Type “B” projects and the maintenance and operating costs of such Type “B” projects, in addition to the Type “A” projects currently authorized to be undertaken by the MEDC.
Proposition B
Proposition B asks for voters to allow the MEDC to use the currently approved collection of its Type “A” sales and use tax, including all amounts already collected, for a professional multi-sport venue and related infrastructure as defined in Chapter 334.001 of the Texas Local Government Code, and maintenance and operating costs associated with the project.
FAST FACTS
1) If either Proposition is passed, will this increase my taxes?
No. The city currently collects a one-half cent sales and use tax for the benefit of the MEDC. Propositions
A & B do not increase the amount of the sales and use tax collected for the MEDC. Sales and use tax is tax paid on most goods for retail sales, leases and rentals within the city regardless of residency. Propositions A & B would expand the type of projects the MEDC’s sales and use taxes could be used for, but would not increase the amount of the sales and use tax collected.
2) What additional Type “B” projects would the MEDC be able to use its Type “A” sales and use taxes for if Proposition A is approved?
Projects related to recreational or community facilities, including:
• Professional and amateur sports and athletic facilities;
• Tourism and entertainment facilities;
• Convention facilities and public parks; and
• Related store, restaurant, concession, parking and transportation facilities
• AND would maintain the ability to use sales and use taxes for Type “A” purposes.
3) What additional Type “B” projects would the MEDC be able to use its Type “A” sales and use taxes for if Proposition B is approved?

GERTIE BARRETT PARK
Mansfield’s newest park opens in spring 2023! Gertie Barrett Park, located at 2121 Gertie Barrett Road, is a brand new, eight-acre neighborhood park that we expect to quickly become a new favorite. The park includes a large playground, restrooms, looped trail and natural wooded and wildflower areas, offering both room to play and space for peace and quiet. Gertie Barrett also brings a large, highly anticipated splash pad.
Gertie Barrett Park was the highest priority project for the northwest quadrant of Mansfield in our 2020 Master Plan, and achieves multiple core department goals while also addressing three of the master plan focus areas: playgrounds, trails and aquatics.

MCCLENDON PARK WEST
McClendon Park West reopens this spring after nearly nine months of renovations we can’t wait to share. The existing basketball court was replaced with a splash pad and new restroom building, sure to be a big hit at the already-busy park. The previous restroom was demolished to make room for expanded parking.
At the same time, two full-size lighted basketball courts were added in the rear of the park, in place of an unused softball field. The new basketball space also includes seating and expanded parking.
The playground, recently replaced in 2016, remained intact, along with the covered pavilion, trees and most sidewalks. The updated layout and addition of a highdemand amenity like a splash pad will give an incredible new life to the park, which has served Mansfield well since opening in 1985.

JAMES MCKNIGHT PARK WEST
Mansfield Parks and Recreation was awarded a $750,000 grant from Texas Parks and Wildlife this January to fund renovations at McKnight Park West, 799 E. Broad St. Updates include a playground, pavilion, trail extension to Julian Feild Park, and the city’s first disc golf course. The project is in the early planning stages; watch for more information and feedback opportunities soon.

KATHERINE ROSE MEMORIAL PARK
Katherine Rose Memorial Park has been a Mansfield favorite since opening in 1996, but the much-loved park is showing its age and in need of a refresh. The park was marked as the number one priority in the southwest quadrant in the 2020 Master Plan due to the high visibility, high use and facility age.
As planning got underway to replace the playground, staff quickly realized the land needed not just an update, but an opportunity existed to establish Rose Park as a unique destination for all residents to enjoy remarkable experiences, regardless of their age, interests or physical abilities.
The planning stage, which included several months of public engagement, community meetings and focus groups in 2022, ended with a complete reimagining of not only Rose Park, but also Hardy Allmon Soccer Complex, which is directly across Walnut Creek Drive and connected via the Walnut Creek Linear Trail, as well as undeveloped park property in Historic Downtown.
As with many parks, the majority of the property is within the flood way and unable to have permanent structures. Parks are often built on flood way/floodplain land, which is otherwise unusable but a great way to preserve much-needed green space in the community that can be enjoyed as a park on dry days. This severely restricts the buildable land within the property, so layout changes and amenity options are limited to what can be feasibly built in the available spaces. Park planners and consultants worked hard to find an incredibly creative and remarkable solution that will set the stage for the future of Mansfield parks. The concept includes a large, state-of-the-art, adaptive and inclusive playground, new restrooms and pavilions to be built in the space currently occupied by the parking lot. The parking lot, in turn, will
be reconfigured in the open space. Story walk stations and play nooks along the existing looped trail will expand the opportunities for play throughout the park. Basketball and volleyball courts, displaced by the new parking configuration, will be built at Hardy Allmon, along with new tennis and pickleball courts, restrooms and a pavilion.
In March, Mansfield City Council awarded $4 million in federal ARPA funding to the project. That, combined with the $3 million already identified in 2021 to fund the playground replacement, will complete phase one of the Rose Park renovations.
The project now moves to the design phase to create architectural plans and construction documents. That process should take 4-6 months, with work planned to begin in winter 2023 and a 12-month construction schedule.

• Each member of the family 2Y+ must have their own MAC card to participate in programs where membership is required.
• MAC cards must be scanned at the front desk on each visit.
