Manteca Manteca is something worth howling about. Ask Great Wolf Resort that is making a $180 million investment in Manteca building a 500-room hotel and indoor water park along the 120 Bypass that is targeted to open by summer 2020. Great Wolf expects 500,000 guests a year. It’s right across the street from the Big League Dreams sports complex with its six replica Major League Baseball playing fields that draw competitive tournaments every weekend of the year plus over a half million spectators. And that’s just the beginning of the Manteca experience. You are literally minutes from the San Joaquin Delta as well as the San Joaquin and Stanislaus rivers. The city has the top-rated 18-hole municipal golf course in the Northern San Joaquin Valley, a premier BMX track, hosts monthly NorCal youth soccer tournaments year round at the highly regarded Woodward Park soccer fields, a 48-lane bowling alley, and more. Manteca is not just all play. It means business. Also along the 120 Bypass

is the Manteca Bass Pro Shops that lures 2.1 million customers. Bass Pro and Great Wolf share a common thread. They are “100mile market” concerns meaning their customer bases rely on those residing within a 100-mile drive. Bass Pro Shops opted for Manteca after a targeted geographic and demographic analysis showed
the city was at the epicenter of the nation’s second largest “100-mile” market with more than 18 million consumers within a little over a 90-minute drive. Those 18 million consumers includes people in San Jose, San Francisco, Fresno, Sacramento, and Oakland — the 3rd, 4th, 5th 6th, and 8th largest cities in
California. It’s little wonder that Manteca and Lathrop — a growing community with shared roots that snuggles up against Manteca’s western border — is one of the hottest locations in the nation for new distribution centers and other concerns. Manteca counts amount it’s major distribution

centers 5.11 Tactical, Penske Logistics (Lowe’s Home Improvement), Medline, Amazon Prime, Ford Motor Company Small Parts, Lineage Refrigeration Services, Dreyer’s Ice Cream, and more. There is over 1 million square feet of distribution style space under construction with nearly another 5 million square feet in the planning process. Lathrop counts among its major employers Wayfair, Tesla, Home Depot distribution center, United Parcel Service hub, California Natural Products, Simplot, In-n-Out Burger distribution, plus Ghirardelli Chocolate. And that is literally just the tip of the iceberg. Those firms and more have come to the greater Manteca area as opposed to other locales in the Northern California Mega Region of 18 million consumers partly on the strength of location. But when that is wedded with the unparalleled transportation infrastructure to move goods to market that Manteca-Lathrop are at the epicenter of, the reason the likes of Amazon has opened four major distribution centers in the Southern San Joaquin County/ Northern Stanislaus County becomes clear. Highway 99 — dubbed California’ “Main Street that runs the length of the Great Central Valley moving the lion’ share of the nation’s fruits, vegetable and nuts to market as well as other goods — passes through Manteca while the commerce heavy Interstate 5 that runs from Mexico to Canada passes through nearby Lathrop. The 120 Bypass through Manteca connects the two major north-south corridors. Interstate 205/580 is a direct link to the heart of the consumer heavy Bay Area. There are two major intermodal yards for truck trailer to train movements of goods. The Union Pacific Railroad intermodal yard is sandwiched between Manteca and Lathrop. The Santa Fe Railroad intermodal yard is 10 miles north of Manteca via Austin Road. Stockton Metro Airport with more than a half dozen Amazon Prime Air flights per day is the most non-congested airport for freight movement in the San Francisco Bay AreaSacramento region in terms of both air traffic and accessible by ground traffic. It’s just a 15 minute drive from central Manteca.
Altamont Corridor Express commuter trains will starting running from the downtown Manteca Transit Center to San Jose and Sacramento in 2023.
The Port of Stockton — the eastern most seaport in California is less than 25 minutes away. Manteca is not just the place to get the job done. Manteca, called by some the Crossroads of California due to its freeway connections in the state’s Heartland, is also at the crossroad of an emerging passenger rail network. Already four weekday Altamont Corridor Express commuter trains depart the LathropManteca station for San Jose plus another two trains run on Saturdays. By 2023 ACE service will be extended to downtown Manteca and south to Ceres. You will also be able to catch an ACE train in downtown to travel to Sacramento. Valley Link — a rail connection to the BART station at Pleasanton/Dublin — is in the works

to reach Lathrop. Manteca is also a place that people chose to raise families. For the past decade Manteca has been consistently among the fastest growing cities in the state. It has been adding more than 2,200 new residents a year. There are nearly 8,000 housing units in various stages of approval in Manteca. Combined that with 10,000 more homes in the River Islands at Lathrop planned community of 11,500 homes along with 2,500 other planned homes in the rest of Lathrop that are moving toward construction, is why Manteca and Lathrop’s status as the fastest two growing cities in the mega region will likely be secured for years. Manteca has secured the water and wastewater treatment capacity to accommodate the growth. Manteca isn’t just building homes, however. They are building a community with all of the attributes people raising families or seeking to enjoy retirement are looking for, hence Manteca’s motto “The Family City”. The City of Manteca is meeting the challenge of growth through solid governance and innovative thinking. Manteca has a healthy 25 percent budget reserve and no general fund obligation bond debt. The city’s fiscal prudence and drive to continue improving the quality of life is reflected in its approach to projects. Manteca is now building California’s first diverging diamond interchange. Not only does it cost $10 million less than a traditional interchange projects as it didn’t require more land to widen or entail the demolition of the existing bridge deck, but it allows for more efficient traffic movements by eliminating half of the normally required number of traffic signals while at same time substantially reducing the number of conflict movements that can lead to crashes. The city has also just rolled out its innovative food waste to fuel program. It takes commercial food waste, combines it with methane gas from the wastewater treatment process and produces compressed liquefied gas that is being used to fuel the city’s fleet of 30 solid waste collection trucks. It eliminates burning off methane into the atmosphere and replaces diesel burning solid waste trucks to improve air quality. It also avoids landfilling food waste and at the same time reduces the cost of operating solid waste services as the trucks burn cleaner fuel and they last longer. Manteca is a place where you can live, work, and play in a family friendly setting and do so knowing technology and fiscal responsibility makes a future here sustainable.
Manteca Manteca — America’s most patriotic city? It is more than just wishful thinking. Ten times a year hundreds of volunteers get up before dawn’s early light to place 2,400 American flags along Manteca’s main streets to honor our fallen, our veterans, our military, our civl rights leader, and our founding principles. It is all a part of the Manteca Chamber of Commerce’s marquee community service endeavor Flag over Manteca. Months after the terrorist attacks on Sept. 11, 2001, then Manteca Chamber of Commerce executive director Joe Pellegrino proposed to the chamber board that the business group should undertake a flag project to reflect the community’s patriotic sentiments that were sharpened by the terrorist attacks The idea spread like wildfire. Within two months the community donated $70,000. Mountain Valley Express donated a truck trailer to the flags, Perez & Sons Cabinets stepped up to make the flag poles, Luna Painting varnished them. Monogram Magic embroidered the flags. And then volunteers like Les Thomas stepped up to place the flags and retrieve them on days such as Presidents Day, Veterans Day, Armed Forces Day, Martin Luther King Day, Flag Day, Memorial Day, Fourth of July, Labor Day, Pearl Harbor Day and Patriot Day on Sept. 11. Thomas and others also step up on somber occasions when service men return home or when the fallen come home.
FLAGS OVER MANTECA
Volunteers — young and old — get up before dawn ten days a year to place 2,400 flags along Manteca’s main streets.
Thomas — like many others — never missed a day of putting the flags out. Thomas has gone a step further. He stepped up and coordinated the distribution and collection of the 2,400 flags. The impact of the flags goes beyond Manteca. Residents from up and down the Northern San Joaquin Valley come to Manteca on the day the streets are graced with the nation’s colors. And there have been instances where the flags — when seen on a visit by people passing through Manteca from the Bay Area — used them as the deciding factor of where to move
for their retirement. Patriotism is more than just placing flags. It isn’t uncommon for those in uniform to have complete strangers — Manteca residents — walk up to them and thank them for their service. Past commemorations have included Manteca’s own Medal of Honor recipient Sammy Davis, a Vietnam War hero who attended Manteca High. Davis also was involved with another benchmark event in Manteca’s long history of reverence for those who have served and those who have fallen. Back in 1993, Manteca was the site if what then was the biggest one-day draw for the Traveling Wall replica of the Vietnam Memorial in Washington, D.C. Nearly 15,000 people crowded the bleachers and fields of Manteca High to not only see the wall but to witness a surprise reunion between Davis and one the men he rescued under heavy enemy fire that he hadn’t seen since the war. The Manteca Mural Society has also invested $125,000 creating a series of five murals gracing the two-story Manteca Bedquarters wall at Yosemite Avenue and Main Street at the heart of Manteca’s downtown honoring those who served America in World War I, World War II, the Korean War, the Vietnam War and the Global War on Terror. Professional muralists say it is the largest mural salute to veterans of its kind in California.

Manteca — along with Ripon and Escalon — is a major almond-growing region. The last several weeks of February fill the air with the sweet scent of almond blossoms followed by a week where the ground in over 20,000 acres appear as if it has been snowing as the blossoms float to earth. The Almond Blossom Festival features small-town joys such as church baked cream puffs, diaper derby, parade, dances, dinners, a carnival and more. For more information call the Ripon Chamber of Commerce at (209) 599-7519.

For more information contact the Manteca Chamber of Commerce at (209) 823-6121. uOld-Fashioned Fourth of July: (Independence Day, July 4) It’s a true red, white, and blue holiday in Manteca starting with the 2,400 flags placed along major streets as part of the Manteca Chamber of Commerce’s “Flags Over Manteca” project. u Dell’Osso Farms Corn Maze: (The month of October) More than 140,000 people visit the Dell’Osso Corn Maze each year next door to Manteca in Lathrop off Interstate 5. It features a 40-acre corn maze either by the light of day or by the glimmer of stars and flashlights in the evening. There is also a haunted house, games, go-carts, pumpkins sales, hay rides and more. But the star attraction is the pumpkin blasters. It’s the only place on earth that you can find the answer personally to the question: How far can you lob a minipumpkin using a 6-foot barrel with sights? The answer is about 200 yards. Farmer Ron Dell’Osso has designed and had six “pumpkin blasters” welded from steel. For $5, you get a bucket of ammo — 12 minipumpkins to be exact — that you can fire away at targets that include the standard open mouths on Halloween characters and hanging tires. For more information on the Dell’Osso Farms Corn Maze go to www. pumpkinmaze.com. u Twilight Christmas Parade & Christmas in the Park: (First Saturday in December) For more than 30 years, Manteca has conducted a twilight Christmas parade through downtown. In recent years other cities have followed suit. Manteca, though, is still the largest with more than 120 entries. There is also a holiday festival at Woodward Park complete with snow. For more information, call the Manteca Chamber of Commerce at (209) 823-6121.

Manteca Manteca is more than just a place to live. It is a community full of life. It’s the laughter of the young — and young at heart —as they gets soaked from Manteca firefighter spraying water above the crowds filling Main Street as the Fourth of July parade. It’s in the smile of seniors — those in high school and those retired — sharing a dance at the annual teen-senior dance. And it is in the look of satisfaction on faces of those who spend several hours on a Saturday gleaning citrus from residential trees that would otherwise go to waste so those in need don’t go without. Some cities build homes. Manteca builds a community. It goes beyond churches, solid schools, and a host of activities for youth. Manteca goes beyond what you’d expect to find in a typical community. Forty years ago when people noticed when latchkey kids were getting into mischief after school and in the summer, the community banded together, raised money and used volunteers to build a Boys & Girls Club. Today that club is still going strong with 1,700 active members. It is financially supported 100 percent by the community. Thirty years ago when churches noticed an upswing in struggling families, they joined forces to found HOPE Family Shelters. Since then 180 people a year — families, single moms, and their children — are provided temporary shelter while receiving help at better managing their finances and addressing issues that make keeping a roof over their heads precarious. HOPE Family Shelters enjoys a 70 percent success rate when it comes to families being able to secure and retain permanent housing after spending up to three months at one of the shelters. That compares to the national rate of 10 percent. It is done though active community support that includes donating funds for 90 percent of its budget. Twenty-two years ago a home builder — the late Antone Raymus — was frustrated at seeing young people struggle and end up making bad decisions. When he was told much of the issues could be traced back to not being able to grasp reading, writing, and math as well as a lack of mentoring, Raymus gathered community leaders together and put up $300,000 of his own money to form a free tutoring and mentoring organization called Give Every Child a Chance. Today the non-profit has more than 30 tutoring sites and helps more than 3,000 kids a year to perform better in school. The three programs are not the exception, but rather the rule in Manteca. And when the city established a program — such as the Manteca Senior Center — the community picks up the ball and runs with it. The senior center is considered one of the most active in Northern California with numerous

activities and programs for seniors. The moniker Family City is not just a snappy city slogan. To make the community more family friendly, city leaders long ago decided Manteca needed to strive to have a park within a half mile walking distance of any home. Today Manteca — with 76,000 residents — has more than 70 parks. It is by far the highest number per capita in the region. Youth activities run the gamut from organized sports and vibrant JROTC programs to FFA, 4H, Scouting, and more. The Manteca Chamber of Commerce makes

it their business to help build a stronger community fabric. They sponsor community events throughout the year. They stage the annual Twilight Christmas parade and Christmas in the Park complete with snow. Other community projects include Flags Over Manteca. It involves placing 2,400 flags along Manteca’s main streets ten times a year on days such as Martin Luther King Day, Armed Forces Day, Memorial Day, Labor Day, Veterans Day, Fourth of July, and Sept. 11.

Manteca AGRICULTURE STILL KING San Joaquin County besides being one of the sixth most productive counties in California that produces 11 percent of the farm harvest in the United States would rank as the 35th state for agriculture if it were a state thanks to crops worth in excess of $2.5 billion. Agriculture not only is thriving but is expanding thanks to a heavy concentration in orchards and vines even as growth changes the urban face of San Joaquin County. Few realize that the largest wine grape growing area in California is not Napa, Sonoma, or Monterey. It is San Joaquin County. In the latest United States Department of Agriculture stats, San Joaquin County in 2017 had 73,285 acres planted in wine grapes or more than 15 percent of the state total of 401,387 acres. That is followed by Sonoma County with 59,508 acres, Monterey County with 45,416 acres, Napa County with 45,339 acres, and Fresno County with 40,108 acres. Two of the world’s largest wineries — Delicato and the Wine Group — are in the Manteca-Ripon area while the Lodi area boasts more than 70 smaller wineries, many of which have tasting rooms In terms of commerce, wine is also Manteca’s largest global reach. More than 13 million cases of wine created from grapes grown in California’s three leading vineyard regions — Napa-Sonoma, Monterey, and San Joaquin County — were sold worldwide in 50 countries during 2018 by Manteca-based Delicato Family Wines. The bulk was produced at the Delicato Family Wine’s main winery just north of Manteca south of French Camp Road and west of Highway 99. It is at that site 95 years ago where immigrant Gaspare Delicato planted his first vineyard that has led to a family-owned enterprise that now records more than $500 million in annual sales making it the ninth largest winery in the country. The Indelicato family owns more than 4,000 acres of vineyards in the three wine grape growing regions with wineries in King City as well as Black Stallion in Napa Valley. But it is the Manteca winery that is the

juggernaut that produces wine that has been enjoying double digit annual growth making 450 fulltime local jobs possible with an additional 125 seasonal jobs during the crush season. That reflects a local payroll of $25 million that is more than double what Great Wolf Resort anticipates paying when they open their 500-room hotel and indoor waterpark in Manteca in mid-2020 that will offer 250 fulltime jobs and 250 part-time jobs. Companywide, the winery has 850 fulltime employees The Manteca winery is in the midst of a three-phase expansion that when completed will roughly double its capacity and create about 15 percent more jobs. The biggest visible impact of the expansion is a 700,000-square-foot plus building — currently the largest in the Manteca area — that will serve as a warehouse with several bottling lines along with a lab. The Delicato label per se has been retired in favor of 18 basic brands with the biggest three sellers being Gnarly Head, Noble Wines, and Bota Box. The explosive growth of Delicato Family Wines — it was the 25th largest winery just 12 years ago and is now
Manteca Chamber of Commerce 2019-2020
in the 9th largest — is attributed to a decision by the current generation to switch primarily as a winemaker’s winemaker producing wines for other wineries to concentrating on creating and marketing their own labels. It has allowed Delicato to far outpace the industry in terms of growth. Being a winemaker’s winemaker is what powered the winery’s strong growth from the 1950s to the early 1990s. Among the notable labels they produced were Almaden Wine and California Coolers. Delicato’s various labels feature price points from $15 to well past $100. Their wines have been showered with hundreds of honors by international and national wine connoisseur organizations, wine magazines, wine critics, and the wine industry. Gaspare Indelicato — who immigrated from Sicily in 1911 — was responsible for planting the vineyard in 1924 that today more than 575 Manteca area households rely on for income as well as numerous trucking firms. Gaspare worked his way across the United States. He first worked in a coal mine in Pennsylvania, then a lumber mill in Washington, a brick yard in Oregon, and then helped build the O’Shaughnessy Dam in Hetch Hetchy Valley in Yosemite National Park before establishing a dairy where the main family winery is today. Even though the Prohibition was in full force, Gapsare planted wine grapes as the allowed people to produce their own wine at home. He ended up selling wine grapes to home winemakers. Once Prohibition ended, Gaspare expanded his wine making into a commercial winery.

REACH 18 MILLION CONSUMERS
There are 18 million reasons why locating in Manteca makes good business sense. Manteca is at the heart of the third largest market in the United States with 18 million consumers within 100 miles. It is exceeded only by Los Angeles and Manhattan in terms of consumers within a 100-mile reach. It is also at the center of the San Jose, Sacramento, and San Francisco markets with each being roughly 60 miles from Manteca. It is the hub of strong regional growth in the Northern San Joaquin Valley with 1.1 million consumers within 30 minutes. And you can’t run a successful business today unless you can get your product to customers as fast as possible. At the same time you need to keep overhead costs low, have a reliable workforce, and be in a location that maximizes your potential. It is little wonder that Manteca and nearby communities have emerged as a major epicenter for distribution for firms serving the lucrative San Francisco Bay Area-San Jose and Sacramento markets. Manteca is at not only at the bulls-eye of 18 million consumers within 100 miles it has everything you need in terms of logistics to ship goods whether it is by freeway, by rail, by air and by water. That unique combination of being at the epicenter of what is the third largest 100mile radius consumer market in the United States — behind Manhattan and Los Angeles County — is what has made MantecaLathrop so appealing to firms wanting to get the maximum efficiency out of distribution centers. The list includes Ford Motor Parts, Home Depot, Lowe’s Home Improvement Center (Penske Logistics), JC Penney, Tesla, Lineage Refrigeration, Wayfair, 5.11 Tactical, Medline, In-n-Out Burger, Dreyer’s Ice Cream, United Parcel Service, Del Monte, Ghirardelli Chocolate and scores of smaller firms. They can reach consumers in job-rich Silicon Valley, San Francisco, and Sacramento that are all within 65 miles of Manteca as well as reach to Fresno and elsewhere from one central location It is also why investors — major insurance funds to developers — have also built over 9 million square feet in MantecaLathrop to serve logistics style operations and manufacturing concerns with significantly more on the drawing board to position themselves to take full advantage of economic growth. There are ready-to-move-in cube-style business parks with up to 100,000 square feet that allow firms to make the quick decisions they need in the changing com-

petitive world of commerce. But more than anything else, the location of Manteca combined with unparalleled transit options makes it ideal in this day and age of on-time inventory aimed at keeping costs down while being able to respond quickly to consumer demand. Transit infrastructure available to businesses in Manteca include: uThe Highway 99 corridor that is known as the “Main Street of California” in terms of the movement of everything from agriculture to consumer products. uInterstate 5 that runs from Mexico to
Canada to connect with all major Pacific Coast markets. Interstate 5 runs through Lathrop and Highway 99 through Manteca and are connected by the seven-mile long Highway 120 Bypass. uUnion Pacific Railroad has a major rail-to-truck intermodal operation sandwiched between Manteca and Lathrop that has had a major increase in traffic to the point they are preparing to expand the operation. uSanta Fe Railroad also has a major rail-to-truck intermodal operation just 10 miles northeast of Manteca to provide concerns located in Manteca-Lathrop with access to both major rail carriers serving the Western United States. uStockton Metro Airport is 15 minutes north of Manteca. Amazon is among those taking advantage of the airport’s strategic location with four to six cargo flights a day. It also has an extended runway that accommodates larger jets. Allegiant and United Airlines also provide passenger service. A major business park is moving into the development stage on the northeast corner of the airport. It has a runway with take-off distance of 11,037 feet for cargo jets plus a 4,458-foot long 75-foort wide general aviation runway. There are six air carrier gates adjoining terminal building. uPort of Stockton is 14 miles northwest of Manteca. It is the furthest eastern seaport on the West Cost and supports a wide variety of endeavors from shipping agricultural commodity, fertilizers through firms such as Simplot and importers such as Pier One Imports that maintain distribution centers at the port. It has berths for 17 ships with 7.7 million square feet of warehousing that is all served by rail. The port consists of a 2,000-acre operating area. uInterstate 205/580 — with a junction just three miles southwest of Manteca on Interstate 5 — is the major Bay Area connector.

Manteca Manteca’s murals are designed to give visitors, newcomers and longtime residents alike an insight into the community’s culture, history, and economy. The Manteca Mural Society has finished nine of 30 planned murals. Four more are being started this year at Library Park. The best place to start an easy walking tour of the murals completed so far is to start at the corner of Yosemite Avenue and Main Street in the heart of downtown Manteca Among the murals are: Veterans Mural Wall The collection of five murals honoring the sacrifice and service of Americans in five wars — World War I, World War II, the Korean War, Vietnam War, and the Global War on Terror — is considered the greatest mural effort west of the Mississippi River honoring those who served America Sierra’s Crown The first mural on your tour is part of the Veterans Plaza in front of the Legion Hall in the 200 block of West Yosemite Avenue. Ripon artist Dave Peterson’s original transparent watercolor of Half Dome is blended with images of Yosemite Valley and Merced River. The front of the Legion Hall in the 200 block of East Yosemite is a compilation of details such as a rainbow arching above the granite cap, as well as, trout in the Merced River. The mural is particularly dramatic just after sunset where ground lighting creates the feel of night-

fall coming to Yosemite Valley. Crossroads 1918 The mural gracing the Main Street wall of Century Furniture located at Yosemite and Main is Manteca’s largest. It covers 4,000 square feet and was created by Dave Gordon. “Crossroads” depicts what Manteca’s business district looked like in 1918. That is when the community was incorporated as a city. It offers the same vantage point you would see standing across the street next to the Bank of America parking lot, but 90 years later. Cruising Arguably the most popular of all murals, people who didn’t even grow up in Manteca
and experience the cruise down Yosemite Avenue in the 1950s and 1960s find themselves reminiscing about bygone days. It is in the 100 block of North Main Street on the Accent Carpets building and is the largest — and most realistic — of all the murals. Pitching Pumpkins Across Main Street from the “Cruising” creation is the “Pitching Pumpkins” mural. It pays homage to Manteca’s most famous crops — pumpkins. Seventy percent of California’s jack-o’-lantern pumpkins are grown in the Manteca countryside. Rotary Mural From the “Pitching Pumpkins” mural you can head west through the parking lot. You will reach the “Rotary Mural” and a new mini-plaza.Take a minute to rest on one of the benches and enjoy the water fountain and garden. That way you can appreciate the detail of artist Don Gray’s salute to the worldwide service efforts of Rotary International. San Francisco The next mural is reached by heading south on Maple Avenue. Stay on the east side of the street when you reach Yosemite Avenue. Look upward to the west and you’ll see the “San Francisco” mural. Free-for-All This is in the 100 block of South Maple Avenue and shows a Manteca barn scene with children playing.

ast year, we celebrated our city’s Centennial celebrating our beginning and the achievements that make us the community we are today. As we look forward, we must ask ourselves: Are we effectively reaching out to the customer, or waiting for them to come to our door? Where are we failing and how can we improve? Are we on the right path for future growth and success? As business owners, we must constantly ask ourselves these questions, and so must the Chamber. The Manteca Chamber of Commerce has been serving the community since 1923 and is organized to advance the economic well-being and uniqueness of the Manteca area so that its citizens and all of the business community can prosper. The chamber organization is unique, in that we are member driven, member led, and we serve our membership. Our weekly Coffees continue to be a great way
to build a strong foundation with our membership and our Lunch ‘N Learns are a great tool to stay up to date on current business practices, laws, rules and regulations. You can have all of the economic vibrancy in the world and a community may not be the place you want to locate your business or to live. The key ingredient still needed after you take into account location, schools, shopping, climate, safety, and amenities such as parks and recreational purists are the people. And nothing speaks more volumes about the people a community has than the level of volunteering and support of community endeavors. Volunteers have made the highly proclaimed community-based non-profit free tutoring service known as Give Every Child a Chance a success for going on 22 years. Last year, more than 2,500 students received help with grasping their school work. Among those were over 400 in danger of flunking their classes. But thanks to one-on-one volunteer tutoring performed by adults and older students, the GECAC has a 90 percent plus success rate of getting struggling kids to improve at least a grade level. Manteca also has one of the most effective volunteer forces to assist law enforcement. There are almost 80 members among the ranks of the Manteca Seniors Helping Area Residents and Police (SHARP) unit. They do a wide variety of duties that free up sworn personnel to handle more pressing needs. The SHARP volunteers issue handicapped citations, abate graffiti, assist with code enforcement, provide traffic control at major incidents and accidents, help with events such as parade, ferry documents to court, help file, assists with community outreach programs, do vaca-

tion checks of homes, help patrol neighborhoods, and much more. The Manteca Fire Department has a similar program known as SAFE — Seniors
Assisting with Fire Effort. There is also a Community Emergency Response Team with nearly 50 members trained by the police that help with Neighborhood Watch efforts, community events and are called on in emergencies to augment police efforts such as searching for a lost child. Several years ago during a week-long heat wave when temperatures were above 100 degrees, the CERT volunteers went door-to-door in mobile home parks to check on the elderly and were credited with saving one woman’s life as she was in the early stages of heat stroke. Manteca also has countless community and youth groups that rely on volunteers. It is why the Boys & Girls Club actively serves 1,500 members at two different sites, how a community of 85,000 can support three Little Leagues, two softball organizations, five youth football organizations, and a large soccer organization to provide youth sports on top of Scouting, 4H and more.

NEVER JUDGE A BOOK BY ITS COVER For half a decade Phil Waterford has had an incredible opportunity and been a part of something very special. Waterford enjoys a special relationship with several of the players, coaches, staff, and ownership of the Golden State Warriors which has led to attending the NBA Playoffs as well as the NBA Finals. One of the highlights of Waterford’s 2019 NBA Finals experience was connecting with an incredible human being, Nav Bhatia, the “Superfan” of the Toronto Raptors. During Game 1 of the NBA Finals in Toronto while Waterford was enjoying the game with the families of the team members, the arena concierge repeatedly delivered refreshments to Waterford, compliments of the “Superfan.” Just before halftime, security delivered an invitation to Waterford from the “Superfan” to meet and sit courtside with him. Upon arriving, Bhatia was slightly embarrassed as he realized he had mistaken Waterford for the famous actor Denzel Washington! After exchanging pleasantries, Bhatia said, “I do know you, though. You have a car dealership in California.” Bhatia recognized Waterford by observing several community outreach programs that have improved the quality of life for others, both locally and abroad on social media. It was at that time that the relationship blossomed. Bhatia, a Sikh who brought his family from India to Canada in 1984 also brought with him a degree in mechanical engineering, a few dollars, and his characteristic Sikh turban which he always wears. It was a turban that made it nearly impossible for him to obtain a job. “At that time, nobody wanted a guy with a turban and a beard.” Bhatia stated. He went through about 300 job interviews before finally landing a position as a car salesman where he instantly became successful, selling 127 cars in his first 3 months - which eventually led to ownership of several auto dealerships in the Toronto area. And much like Waterford, Bhatia also serves his community through local outreach programs and has a love and passion for both humanity and basketball.
The two gentlemen eagerly agreed to host each other to sit courtside in their respective countries during the 2019 NBA Finals. While sitting with Bhatia during Game 5 at Toronto, Waterford noticed a sour look on the “Superfan’s” face. Being concerned, Waterford asked what was wrong. Bhatia stated that his daughter, his only child, really wanted to sit courtside with her dad as there was a real opportunity to win a championship on their home court in Toronto. Waterford said, “if it was my daughter, I would want her to sit with me.” Waterford then gave up his courtside seat for Tia and later found out that he and Nav had yet another common trait. Bhatia’s only daughter, like Waterford’s only daughter, is adopted. Waterford and Bhatia’s connection can be clearly seen in the series of videos posted to Waterford’s social media accounts during the Finals. Bhatia’s outlook and energy are infectious and magnetic. In one of Bhatia’s most famous quotes, he proudly says, “I don’t drink, I don’t smoke, I don’t womanize - I only Raptorize!” When Waterford hosted Bhatia for game 3 & 4 at Oracle Arena, every fan recognized him with many asking to take photos with him and requesting autographs. Even as Waterford and Bhatia were making their way to a series of interviews scheduled from different media outlets throughout the continent, Bhatia did not deny 1 person, almost making them late for an interview with ABC’s Nightline. About Bhatia, Waterford had this to say, “I don’t think I have ever seen such an outpouring of love from one person.” In the U.S. sometimes people tend to prejudge someone who looks different. “Nav Bhatia is a very warm human being and has a special gift of bringing people of all walks of life together,” stated Waterford, “and meeting Nav Bhatia confirms my belief that you should never judge a book by its cover.”

Current Manteca Police Chief Jodie Estarziau is flanked by two of her predecessors, Nick Obligacion, left, and Charlie Halford, right. Both Halford and Obligacion volunteer extensively in the community. They are among of four retired police chiefs — the others are Dave Bricker and Willie Weatherford — that opted to stay in the community they served after retiring. It’s a testimony to Manteca’s low crime and family friendly community.

A Community Success
WATER & POWER
From the day in 1909 when the South San Joaquin Irrigation District was created, we’ve always been more than water and canals. SSJID is a vision and a promise – a vision of how water could transform our region into an agricultural paradise and a promise to deliver clean water and quality service, year after year, to the people we serve. Through the years, we’ve expanded our vision to provide not just irrigation water, but also drinking water and clean hydroelectric and solar power.
Now we’re working to replace PG&E as our area’s electric provider, bringing power to the people safely, reliably, and at a lower cost. SSJID was created by this community to serve this community, and because of community support and involvement, SSJID has been fulfilling that vision for 110 years. The South San Joaquin Irrigation District is a community success.
