The owner of Northumberland Court has begun gutting the notorious Maple Ridge townhouse complex as the clock ticks towards the district’s deadline for demolition. Bing announced his decision to step aside Friday, leaving two councillors – Deb Walters and John Becker – to duke it out in November. “After a relaxing vacation that gave me some time to think, I have reached the conclu-

sion that losing three experienced Pitt Meadows council members in the upcoming election is not in the best interest of the community,” said Bing, who is a dentist in Pitt Meadows. “At this time, I feel I can make a more meaningful contribution to the community by running for reelection to council rather than pursuing the mayor’s chair.” In April, both Bing and Walters Bing announced they’d be vying for the mayor’s seat after current Mayor Don MacLean revealed he wouldn’t be seeking re-election.

The three men in their 20s were found unharmed and rescued just after 1 p.m. by a team that descended from a helicopter north of Pitt Lake.

“The weather finally broke for us and we could long-line our rescuers in,” Coquitlam SAR spokesperson Dwight Yochim said later. “It looks like as soon as they heard our helicopter coming, they set off smoke and stayed where the beacon alert was.” Yochim said the men’s distress signal was detected Monday but low cloud cover kept the helicopter grounded until Tuesday afternoon. Rescuers didn’t know if the men were injured, stuck or simply lost and waiting for help. “It’s almost impossible to set off one of these beacons accidentally,” Yochim said earlier.

“There’s a whole sequence you have to go through to trigger it, so the fact that they have triggered it brings us some concern and that’s why we’re trying so hard to get in there.” The young men had set off hiking from Squamish to Coquitlam along the Fools Gold Trail several days ago and despite being physically fit and experienced hikers, they did not bring a tent with them, Yochim said. Two teams of ﬁve rescuers set out on foot Tuesday to try to reach the men, whose beacon was signalling from an area northwest of DeBeck Creek on the north side of Pitt Lake. That led rescuers to believe the

hikers were stuck on cliffs 400 m above an old logging road that serves as the trail. “When you come into that area, the natural tendency is to stay to the north because it’s easier walking but you quickly get rocked out without knowing it, and I believe that may have happened to these guys,” Yochim said. Coquitlam Search and Rescue operates a command centre at Grant Narrows at the south end of Pitt Lake, equipped with a rescue boat and helicopter. Crews from Ridge Meadows Search and Rescue and North Shore Rescue also were standing by Tuesday to assist.

Maple Ridge and Pitt Meadows will receive $230,000 for new signs, improving bus shelters and improving access to those shelters. The funding is part of the provincial government’s 2008 transit plan. Five sites will be targeted for makeovers in Pitt Meadows and Maple Ridge. A new bus bay with a wheelchair landing pad and wheelchair ramps will be built a l o n g Lougheed H i g hway at 216th Street, in Maple Ridge. P i t t Meadows will also receive a Dalton new wheelchair-accessible bus bay on Lougheed Highway and Kennedy Way and Lougheed Highway and Allan Way. “We’re getting a quarter of the funding, so this is good for our community. I’m happy about that,” said Marc Dalton, MLA for Maple Ridge-Mission. “The more accessibility and the more availability means people can depend on the system to get to school and work. It’s about encouraging people to use the system. He added that money will help people with disabilities. “Our overall demographic is aging, so this is really valuable for seniors. Bing backs Becker Bing from Front “Ultimately, politics is about making choices, and I will be endorsing John Becker as the best choice for mayor of Pitt Meadows. I believe Coun. Becker has demonstrated exceptional communication and leadership skills and he would be an outstanding spokesman for the community.” Bing spoke to Walters before he announced he was withdrawing from Walters the mayor’s race. “You’ve got to go where you feel comfortable. I’m OK with that,” said Walters. Her bid for the mayor’s chair is being backed by the two other women on city council – Gwen O’Connell and Tracy Miyashita. Walters’ noted that Becker was also a patient of Bing. “I am not shocked or surprised that he would support John,” she added, distinguishing herself from Becker by stressing she won’t be distracted by running a business. “I am willing to do it

full-time, I have no conﬂict whatsoever,” Walters said. “I can be there when the public needs me to be there.” Becker meanwhile was surprised with Bing’s endorsement but also “ﬂattered” and “pleased.” He noted Bing didn’t have to support him. Becker said being a local government politician is not a career. “I have 30 years of business and community involvement and it’s simply a question of reallocating my time to the business of city hall.” MacLean, who has been on city council for 21 years, isn’t endorsing either candidate but is proud of Bing for wanting to make sure there is continuity and experience on the next city council. “Knowing Doug, he thought long and hard about it and felt that he could serve council best by seeking re-election as a councillor,” said MacLean. “It’s very self-less and that’s the type of thinking we need in Pitt Meadows.”

He assures neighbours who are concerned the property will languish undeveloped that he won’t walk away from it. “I know we are the catalyst for change in the neighbourhood,” said Rawji on Monday as he watched workers dismantle the innards of one building. “So far, everything looks good and viable.” Rawji is still ﬁghting with a lawsuit launched by the previous majority owner of most the townhouse complex, Jagdev ‘Jack’ Athwal.

Athwal filed the lawsuit in January, alleging Rawji’s company, Northumberland Fraser Street Holdings Inc., reneged on conditions agreed to when it lent Athwal more than $300,000 to clear title on the townhouse complex. In a response to Athwal’s claim filed in New Westminster Supreme Court, Rawji states that it is Athwal who has defaulted on the mortgage, a promissory note and is in breach of the agreement. He has asked the court to dismiss Athwal’s lawsuit and said it has been “temporarily” settled.

Double TransLink tax for more revenue

igh home costs are increasingly pricing people out of the real estate market and raising questions about Metro Vancouver’s long-term affordability and sustainability. Meanwhile, the struggle continues to find new funding for TransLink for much-needed transit expansion without inflicting too much pain on already heavily taxed residents and motorists. Gas taxes, vehicle levies and tolls are all hugely unpopular, raising the spectre that political paralysis may freeze any improvements, including the Evergreen Line. So here’s one proposal that might help both: double TransLink’s current residential property taxes. At the same time, create a homeowner grant that rebates 50 per cent of the TransLink tax. Like the homeowner grant on municipal property tax, the TransLink version would exclude vacation homes and disqualify owners who aren’t Canadian citizens or landed immigrants. There’d be no change in the $230 a year in property tax the average resident homeowner now pays TransLink for a typical house. Most people would notice no difference. But the transportation authority would suck twice as much cash from foreign buyers, other non-resident owners and speculators. A $4-million luxury condo owned by a Hollywood starlet, Shanghai business magnate or Alberta oil tycoon – who jets in once or twice a year – might bring $2,800 to TransLink each year instead of the current $1,400. They come to enjoy Vancouver’s legendary livability yet make no permanent commitment and use scarce housing inefficiently. Power export plan isn’t dead yet VICTORIA – He would never quite admit it, but former premier Gordon Campbell’s push for self-sufﬁciency in clean electricity has always looked to me like a long-term strategy to export hydroelectric power. It still looks that B.C. Views way. Tom Fletcher B.C.’s spring and summer runoff match perfectly with peak air-conditioner season in California. But the recent review of BC Hydro operations discusses how the prospects for exports have changed since Campbell’s 2007 energy plan. The government instructed BC Hydro to wean itself off power imports by 2016, even in drought years, and obtain new capacity mostly from outside sources with net-zero greenhouse gas emissions. Nuclear plants were formally ruled out. The review of BC Hydro by three top bureaucrats acknowledges that government directions have “placed pressure on BC Hydro to increase their energy supply through increased long-term agreements with independent power producers (IPPs).” Cue the doomsayers. Independent power production is enemy number one for BC Hydro unions. Their champion, NDP energy critic John Horgan, was immediately out with a grossly distorted version of the report. He cherry-picked statistics to compare the $124-per-megawatt hour average cost for delivering independent power

with the lowest end of the spot market for electricity, which currently swings wildly from around $4 to more than $50. In fact, the report puts the average price paid for IPP power at $63.85. Compare that with the projected cost of $87 to $95 for power from Site C, the proposed third dam on the Peace River that will be BC Hydro owned and operated. The $124 figure includes other costs, notably extending the electricity grid to connect IPPs. Horgan claims to favour wind or run-of-river for remote areas with no other clean energy option, but apparently is against hooking them up to the grid. (Further evidence that current NDP energy policy is nonsense: Horgan opposes Site C based on an assumption of little or no growth in mines, mills or other industries such as liquefied natural gas, which an NDP government would be a good bet to deliver. He’s against smart meters for the same reason he’s against the HST – because it looks like a popular pose right now.) When it comes to electricity exports, the important point is not what power sells for today, but what it will be worth a decade from now. And that depends on whether clean energy can command a premium price, and whether coal and other fossil fuel sources have a carbon price imposed on them. Conventional wisdom right now is that carbon taxes and cap-and-trade programs are, if not dead, at least dormant in North America. Climate change has fallen off the front page as the U.S. and Europe grapple with economic troubles. So I was surprised to find that this

month Powerex, BC Hydro’s electricity trading company, wrote to the California Air Resources Board asking for clariﬁcation of the state’s proposed changes to its greenhouse gas reporting and cap and trade rules. California wants to prevent suppliers from engaging in “resource shufﬂing,” where a supplier such as B.C. might import coal power from Alberta for its own use, while selling supposedly clean power for export.

Considering that restriction, B.C.’s self-sufficiency rule starts to make more sense. If B.C. is not importing power, its supply must be clean. Also, a meta-analysis on climate effects came out last week in the journal Science, detailing world-wide species migration due to warming. Clean energy sales to California are a long way off, but it would be a mistake to reject the possibility. Re: Darwin’s Law applies to bacteria, (The News, Aug. 19.) D.M.S. Watson, a professor of zoology and comparable anatomy at the University of London, and an evolutionist (now deceased) stated, “Evolution is accepted by zoologists not because it has been observed to occur or can be proved by logically coherent evidence to be true, but because the only alternative, special creation, is clearly incredible.” It was honest of him to enter human nature, atheism and bias into the mix. The whole debate is unimportant to people who believe in God, many who are highly educated, for example, C.S. Lewis, (now deceased) a professor of medieval and renaissance literature at Cambridge University, also a Christian writer of many books, for example, The Chronicles of Narnia. His leadership and vision made a huge impact on Canadian politics. His endearing personality made him one of the most loved and trusted politicians in Canada. Mr. Layton, the official leader of the Opposition, was able to stand up proudly in Parliament in the spring of 2011 and for the first time give a real voice to the NDP. No longer a party to be dismissed, the NDP under Jack Layton had achieved unprecedented success. Today is not the day to think about what is next, but to celebrate the man and his accomplishments. Jack Layton campaigned with cancer and a hip replacement. His cane became a symbol for the rights of the down trodden and under-represented. Personally, Layton was one of the main reasons I decided to step up into politics. I was able to see that dreams of change and a better Canada were not out of reach. With hard work and determination, anything can be accomplished. I hope that Jack Layton’s legacy will be that it is possible to stick to your principles and still succeed in politics. That leadership is not about getting power at all costs, but to stick to what is right and eventually people will see the light. For Ms. Fowell to say that reasons to get rid of the HST are either emotional or political and not what is best, is nonsense. The HST financially hurts families, retirees and anyone struggling to get by. It is a tax that hurts people. The Liberal government told us that the HST is ‘revenue neutral’, meaning the provincial tax coffers see no net change. So it is simple math with the HST, big business will pay less and people pay more. Soon, children will be returning to school and families will have to pay taxes on school supplies (that were never taxed before the HST). Of course, business does not pay HST on office supplies. And what else are families now paying new taxes on?

Kanaka Creek isn’t trash creek EDITOR, THE NEWS:

Re: Kanaka Creek second trashiest in Canada, (The News, Aug. 19). This article begs for clarification. The two Great Canadian Shoreline Cleanups that occurred in 2010 did not actually occur on Kanaka Creek. One took place in a forested area near Cottonwood Creek, a Kanaka tributary, while the other happened along River Road, to the east of the Riverfront section of Kanaka Creek Regional Park. Great Canadian Shoreline’s data reflects these two locations, and not Kanaka Creek itself. What is ironic is that the reason Kanaka Creek’s shoreline was not targeted for either cleanup event was because there simply wasn’t enough for the volunteers to do. Metro Vancouver Parks staff, along with a number of volunteers, maintain the shoreline of Kanaka at a high level. In fact, Kanaka Creek’s shoreline is one of the cleanest you will find anywhere. Hope teachers don’t miss their Pro-D day Re: HST is the best for public good, The News, Aug. 19. Nina Fowell says, “As a teacher, I’m obviously not a fan of Gordon Campbell or Christy Clark or any government that shows disrespect to education or health issues.”

Back in 2006, teachers received a $4,000 signing bonus and 16-per-cent wage increase over five years. One would think she would be a huge fan of Gordon Campbell, but for teachers like Nina Fowell, nothing is

ever good enough. There was a downturn in the economy during the years she was receiving bonuses, decent wage increases and benefits. I sure hope that Nina and other teachers had a great two months off with pay.

School is back Sept. 6 if they are not on strike by then. That would be a shame if they are on strike though – they would miss their Pro-D day on Sept. 23. Give me a break!

Re: Green Party gets lost in the static (B.C. Views, Aug. 3). Tom Fletcher is correct. The 2009 BC Greens platform had a time line that included smart metering by 2012. We did not recommend wireless meters because, as Fletcher mentioned, we have precautionary policy on EMF radiation. Our policy was revised in 2010. The initiatives we wanted implemented prior to new meters – feed-in tariffs, timeof-day pricing and regional

management boards – were not in progress at the end of 2009, so the timeline for smart metering was eliminated. Without being tied to substantial energy conservation, BC Hydro’s smart meter program is simply a different and more expensive way to collect data. A billion dollars invested in conservation and energy retroﬁts, diversifying to renewable energy or any number of priorities should precede changing meters. Fletcher may dismiss

health concerns associated with WIFI but people have a right to feel safe and healthy in their own homes. Those who chose not to use wireless technology should not be forced to do so. As I said at the news conference, wireless smart meters are a technological solution looking for a problem. With shrewd marketing, the companies that developed wireless smart meters have become wealthy with solesource contracts from government after government.

At some point, given deﬁcits and debt load, we will need to reverse the decisionmaking process so that longterm plans actually precede implementation of new technology. Other jurisdictions are putting moratoriums on or cancelling the installation of smart meters. We are recommending BC Hydro listen to valid privacy, security and health concerns and change course.

Translink nearing service limit Can’t expand to keep pace without more cash by J eff Nage l Black Press TransLink is on track for a record year of transit ridership, surpassing even the number of passengers carried in 2010, when the region hosted the Winter Olympics. But the high usage numbers are being tempered with a caution that the transportation authority is near the limit of what it can offer riders and needs a big and controversial package of upgrades if it’s to expand service and keep pace with rising demand. The 114.4 million transit trips in the first six months of the year are four per cent more than in 2010. And if the April to June months are compared – to exclude the Olympic surge – ridership was up 13 per cent in the second quarter. Officials warn the gains are not sustainable if the public and regional politicians refuse to accept some combination of higher taxes and fees to finance expansion. “I’m very concerned that

Spokesman Ken Hardie said TransLink has been “optimizing” bus service by selectively trimming service on routes or at times where buses are underused and adding it where buses are crowded or more passengers can be attracted. That will continue to deliver minor efﬁciency gains, he said. “But the real large service

increases are just not going to happen,” Hardie said. “We will not have the capacity to do that.” Area mayors are being asked to approve a $70-million-a-year increase in revenue – through a two-cent gas tax hike and other yet-to-be-determined mechanisms. That would fund the $700-million Moving Forward package of proposed upgrades over 10 years, including TransLink’s $400-million contribution to the Evergreen Line plus about $300 million in other service increases.

The package would increase SeaBus sailings, upgrade SkyTrain stations and provide more money for road work and cycling infrastructure. Conventional bus service hours would rise seven per cent by 2014 to combat overcrowding and passups. Half of the extra service hours would be earmarked for the South of the Fraser area. New routes would include a B-Line express bus run connecting Surrey Central, Guildford and White Rock via King George Boulevard as well as a promised Langley-White Rock route. Also to be funded is the Highway 1 Bus Rapid Transit service from Langley to Lougheed Station via the new Port Mann Bridge. A vehicle levy, road pricing or a second carbon tax are among the potential options to provide the revenue – in addition to the planned two-cent gas tax increase. They would be the subject to ongoing negotiations between mayors and the provincial government over the next year. • Public consultations on the plan take place in September. The Translink app relaunches Sept. 6

Track your bus It’s a couple of years behind schedule but transit riders can soon use their smart phones to ﬁnd out precisely when to expect their bus. The upgraded TransLink iPhone app relaunches Sept. 6, allowing users to see a real-time map of buses anywhere in the region, plotted using location data from on-board GPS systems. But it won’t be until early in 2012 that the system will also be able to tell users how many minutes their bus is from a given stop. For now, spokesperson Erin McConnell said, app users will have to look at where the bus is on the map and make their own estimate. Not having to wonder if a bus is late or has already gone by would be a huge boon to those waiting – particularly on lower frequency routes where buses may be 30 minutes or more apart. TransLink predicted in 2008 real-time bus arrival estimates – the Holy Grail of transit information – would be available to users by late 2009.

Sawmill up and running after fire Blaze considered accidental by M o n i s h a M a r t i n s staff reporter Watkins Sawmill was back in business on Monday two days after a ﬁre destroyed a pair of buildings at east Maple Ridge lumber operation. Owner Ed Watkins promised the burned remanufacturing plant, which employs between 10 and 12 people, will be rebuilt.

“We’ve already put a bunch of people back to work today,” said Watkins, who was first on scene when the fire broke out around 8:35 a.m. Friday. “The main log mill is running and the treatment plant is back at work. We are going to put [the workers] in some of our other buildings to keep them employed and they will also help with the rebuilding and the clean-up.” Firefighters from Maple Ridge, Mission and the North Fraser district fought the fire well into Friday afternoon, containing it to two metal-clad buildings on the property and prevent-

ing it from spreading to an adjacent shake mill and treatment plant. Founded in 1947 by Bill Watkins, Watkins Sawmills is still owned by the family and has operated its mill on Lougheed Highway at 288th Street for more than 60 years. “It is scary for the people that work there,” said Jill Iacino, who works in the office across from the fireravaged building and watched as it burned to cinders. “They don’t work on Fridays so it’s a real good thing that there was nobody in the plant.” Because of the stock of lumber inside the remanufacturing building, there was plenty fuel to keep the fire burning into the afternoon. A black plume of smoke rolled into blue sky as flames raged two storeys high. At the height of the fire, 14 fire trucks - nine from Maple Ridge, four from Mission and one from the North Fraser district - as well as 60 firefighters battled the blaze. See Fire, p11

Cause still being investigated Fire from p10 An Abbotsford fire service engine was dispatched to cover the District of Mission and the Pitt Meadows Fire Department attended calls in Maple Ridge while their crews battled the blaze. Kerry Exner was welding at S&W Forest Product, a sawmill adjacent to Watkins, when office staff told him a building next door was in flames. Exner, who spent 23 years as a firefighter in Mission, ran to the Watkins mill, grabbed a fire hose and began to cool propane tanks and wet surrounding buildings on the property to stop the flames from spreading before fire crews arrived. Several propane and acetylene tanks blew up in the fire and at least one fork lift was destroyed. One of the building’s destroyed in the fire housed 80,000 litres of oil-based stain and solvents which posed a potential hazard if it spilled into the nearby Stave River. Because of the threat, the Ministry of Environment worked with the Maple Ridge Fire Department and Ridge-Meadows Search and Rescue to prevent contamination of the Stave River. he Coastal Sound Youth Choir placed ﬁrst in the National Music Festival earlier this month and although it’s a huge accomplishment don’t expect these young singers to gloat about it. It’s just not their style. “We don’t really put an emphasis on competition at all,” said 19-year-old choir member Kaitlyn Salonga, of Maple Ridge. “We’re in it for the experience.” “One of our main focuses is to really connect with our audience on an emotional level,” added fellow choir member Lacey Polack, 18, who’s also from Maple Ridge. “We want to make the audience feel how we

feel about a song, whether it’s happy, sad, about love or humour.” The Coastal Sound Youth Choir is part of the Coastal Sound Music Academy, a non-profit society based in Coquitlam. The academy, which began 22 years ago, offers choral music programs to people of all ages and promotes kindness and connection through vocal performing. They also provide singing workshops, vocal coaching, childhood music education and music theory training. The academy’s youth choir consists of 65 members who’re aged 14 to 22 and although it was the group’s first year entering the festival, they placed first regardless and beat out all other community youth choirs from across Canada. The competition required choirs to send in unedited recordings

that were submitted to their respective provincial music festivals and those provincial winners had their recordings forwarded on to The National Music Festival, an event sponsored by the Federation of Canadian Music Festivals. A panel of choral experts then judged the entries to determine the best youth choir in the country. The winning entry sent in by Coastal Sound featured performances of Rheinberger’s Abendlied and a piece dedicated to the Mothers of Brazil called Salve Regina by Lars Jansson and arranged by Gunnar Eriksson. The choir was awarded their top prize on Aug. 13 in Antigonish, NS at the festival’s grand award concert. Although the group couldn’t be there, Annette Cofﬁn director of one of the youth choirs at Coastal Sound

was on hand to accept the award. “I’m super proud of all the work they’ve done this year. We had a year with a bunch of new singers and the group just came together and worked really hard,” choir director Carrie Tennant said. “The focus of the academy is to build relationships and give these young people the experience of being artists at whatever level they’re at.” “We really don’t try to emphasize competition as part of Coastal Sound.” In fact, Tennant was adamant about keeping the recording a secret from her students because she didn’t want to make the kids nervous. “I really don’t like to emphasize competition at all. I didn’t want to make a big deal out of it,” Tennant said. “I basically recorded it and didn’t tell them why. I said it was for educa-

Problems can depend on the tank size, how heavily it’s used, what the weather’s been like, how it’s affected by trees or driveways, the materials used in the tank’s construction and even the air temperature. The longest game of their lives Hockey players from across the Lower Mainland to play world-record game for Cystic Fibrosis by M a r i o B a r te l Black Press Val Skelly is about to play hockey for 242 hours straight, so why is she sweating about 15 seconds? Because that quarter of a minute could mean the difference between just being really tired and sore when the ﬁnal whistle blows and setting a new world record for the longest continuous hockey game. Skelly is the organizer of the Longest Game for CF, a marathon match being played by 40 women at Burnaby 8 Rinks to raise awareness and money for Cystic Fibrosis. When the puck drops at 8 a.m. this Friday to begin the game, it will be the culmination of Skelly’s lifelong association with the genetic disorder that destroys the lungs and digestive system, usually killing its sufferers before they’re 28 years old. Her father Bill had forged a relationship between Kinsmen clubs in Canada and CF that has raised tens of millions of dollars since 1963. When Skelly was 17, she came face-to-face with the disease while working a summer job at a camp for kids coping with CF. She became close friends with one of the campers, staying in touch for 10 years until her friend succumbed to the disease. “Not a lot of people know what CF is about, people who have it don’t look sick,” says Skelly. “I decided one day I’m going to do something big for CF.” It may have taken her awhile to get to that day, but there’s no doubting the size of her ambitions. “I thought, what can I do that is so outrageous that it will catch the eye of the Canadian public?” Her answer was a wrist shot away. An avid hockey player, she started chatting

up her teammates in her women’s league about the possibility of playing a marathon game. To increase the wow factor, all the players would be women. And to put it over the top, they’d aim to set a new world record. That was in January, 2010. A few months later she approached Cystic Fibrosis Canada about her idea and to find a spokesperson who could put a face to their purpose. They hooked her up with Bill Markvoort, whose daughter Eva had just lost her battle with CF. Eva, a former Miss New Westminster ambassador, had chronicled her struggle to stay alive in an online journal called 65 Red Roses. Her story had been documented in a film of the same name. Her greatest wish before she died was to leave a legacy of awareness about the disease and hope for its sufferers. Skelly’s game could be a part of that legacy. Markvoort gave his blessing to have Eva and her trademark fiery red hair become the game’s face and Skelly used Eva’s blog to construct a power point presentation telling the story of CF to help recruit players, volunteers and sponsors. More than a year later the 40 roster positions are filled with players from Maple Ridge to Delta, one from Victoria and two from Ontario. Volunteers include first aid attendants, timekeepers and even a chef from the Delta hotel in Richmond who’s taking his vacation to cook all the meals during the marathon. Save-On Foods is donating all the groceries and Canlan Ice Sports is contributing the ice time as well as a conference room that will be converted into a lounge in which players can rest and relax between their four and eight hour playing shifts.
