The three R’s of the Santiam Canyon region traditionally have been recreation, relaxation and resources. After the devastating wildfires of 2020 they became recover, rebuild and renew.
Recovery has been an ongoing process, but Canyon Strong, our communities have added a fourth R: resilience!
With determination, persistence, and assistance from the federal level with FEMA, the state, Marion and Linn counties, the Santiam Service Integration Team, Santiam Canyon Wildfire Relief Fund, Santiam Long Term Recovery Group, and SEDCOR’s Santiam Rebuild Coalition recovery continues.
Those who lost homes, businesses, and their sense of security to the flames are finding ways to rise again. Local organizations are undergoing a revitalization, too. They are resuming favorite events and welcoming new members and projects.
The fire-scarred landscape continues to show signs of renewal. There’s green on the forest floor and in the branches of trunkblackened trees. Plots are cleared of rubble. More parks have reopened. Community activities are reviving.
Revisioning town halls are being held to gather citizen input on ways to move forward. Signs of construction dot the landscape. Businesses have pivoted, focusing on what they can do rather than what was lost.

Finishing the job Santiam Canyon continues to rally from wildfires
By James DayTime plays tricks on us. A huge forest of mature Douglas firs is a marvel to behold, but there are no 17th Century photos of what the forest looked like when it was growing and developing. We don’t always see the steps along the way that led to and produced the marvels.
Forests don’t rebound overnight from something as devastating as the 2020 Labor Day wildfires. Ditto for communities such as those in the Santiam Canyon. Sometimes it’s baby steps, like the promise shown by a seedling sprouting in a scorched section of the Santiam State Forest. Sometimes it’s a big move, like the $12 million state appropriation that will play a key role in helping Canyon families rebuild. But they add up, they all contribute to that sum of light.
The Beachie Creek and Lionshead fires scorched 400,000 acres, destroyed more than 1,500 structures and virtually leveled Detroit and Gates, with Mill City, Idanha and Lyons suffering moderate to extensive damage. Five people were killed.
Here are some glimpses of a region resurgent, one in which you have to forget about returning to normal and instead accept the new normal, a new normal that reflects the continuing resilience of the Canyon and its residents.
Housing
The $12 million in state money, awarded by the Oregon Housing and Community Services, is part of $150 million in state funding
approved by the Legislature as part of House Bill 5006, a supplemental state budget appropriations measure that took effect July 1, 2021.
The new money will target those in the Canyon who still are looking to rebuild, a number that has been steadily dropping. According to case management data compiled by Santiam Hospital, 470 Canyon homes were lost in the 2020 fires. A total of 252 families have rebuilt or relocated. A total of 107 households are currently working with case managers, with 91 homeowners currently rebuilding and 16 renters in search of units to rent. It’s that last 107 that the $12 million is going to be used to assist.
“This is likely the biggest news for Santiam Canyon wildfire recovery efforts since the fires were put out,” said Deana Freres, board president of the Santiam Long Term Recovery Group.
OHCS has restricted the funds to families whose income does not exceed 120% of the area median income. The median household income in the Canyon is approximately $68,000. Thus, 120% of that figure, or the maximum allowable under the program, would be $81,500.
The income level required for the funding proved to be a challenge during discussions on terms between the county and the OHCS, said Danielle Bethell, Marion County commissioner.
“We have been in discussions with OHCS since April of 2021 on these funds,” she said. “It has

Our persistence is paying off and we will be able to help far more of the remaining wildfire survivors get back into permanent, stable housing.”
Mill City
Two of the biggest post-fire housing developments are targeted for Mill City, the 66-unit Santiam Meadows affordable housing project on 15 acres west of town and south of Highway 22. A nearby 4.3 acre plot is scheduled for 54 apartments/townhouses in the Greenlight development.
Forests and parks
Santiam State Forest officials have planted 3 million trees, mainly Douglas firs, with lumber firms, individual property owners and volunteer parties adding to that total. The Oregon Department of Forestry has supervised the salvage-logging of 57 million board feet in the 48,000-acre forest.
Each year a park re-opens or resumes access to previously closed areas or amenities across a wide range of jurisdictions: the ODF, Marion County, the Bureau of Reclamation, Oregon State Parks,
the U.S. Forest Service and individual Canyon towns.
The Santiam Horse Camp (ODF) above Gates is back to offering its popular equestrian campsites and trail system. Fishermen’s Bend (BLM) near Mill City just opened more day-use activities. Fox Creek, Humbug and Elk Lake (USFS) have reopened in the

Willamette National Forest. Marion County hopes to reopen its Bear Creek and Salmon Falls facilities toward the end of the year, timed to coincide with the county’s ending the access restrictions to roads into the North Fork/Elkhorn area.
Detroit
The town which suffered perhaps the greatest fire damage, continues to fight back. New homes continue to spring up, a new restaurant, the Mountain House Diner, has opened, and the city is about to close the books on a massive land use code revision with planning assistance from the Mid-Willamette Valley Council of Governments.
Marion County economic development officials are assisting with a proposed project to dredge under the city’s two marinas, reducing the times during the year in which the water level at Detroit Lake is too low to operate. The target date for completing the project is December 2026.
Gates
Voters overwhelmingly supported a measure that will continue a property tax levy for fire service. The four-year levy, backed by 77% of fire district voters, runs through June 2027 and will raise approximately $272,000. The money will pay for operating costs for the district’s emergency services as well as the upgrade of district vehicles and equipment.

The levy is scheduled to raise $65,561 in the 2023-24 fiscal year, $67,200 in 2024-25, $68,880 in 2025-26 and $70,602 in 2026-27.
Lyons
Freres Engineered Wood, the Canyon’s largest employer, continues to represent the region well as it moves into its second 100 years of operations. Freres used its innovative mass plywood panel technology to build a viewing platform at the annual Mass Timber Conference in Portland, participated in a high-profile San Diego exercise testing the seismic safety of 10-story wood buildings and is in the home stretch in its project to produce an all-wood roof for a new terminal at Portland International Airport.

Association of Northwest Steelheaders
Ours is one of the oldest conservation organizations in the Pacific Northwest. It was founded in 1960 and has 12 chapters in Oregon and Washington. The Salem Chapter meets on the third Tuesday of the month at 7 p.m. at Keizer City Hall, 930 Chemawa Road, Keizer. Canyon Gleaners
Gleaners is a non-profit self-help food program. It is not a food bank or emergency food provider. The mission is “To give a hand up to those struggling to put food on the table for themselves and their families. This is made possible by participating in gleaning activities, allowing them dignity and self-respect in the knowledge that they are helping themselves as well as others in the community.” All board members are volunteers. Membership is based on household size and runs from $10 per month to $30, for families of 10 or more. Volunteers are in the warehouse 11 a.m to 1 p.m. Wednesday and 10 a.m. to 2 p.m. Thursday, in the back of Stewart’s Hall, 150 SW Broadway, Mill City.
Canyon Service Center
Formerly the Canyon Senior Center, the CSC was established in 1994 to provide opportunities for people over 50 to socialize, learn, and serve the community. The CSC offers such opportunities to members and non member volunteers. Located at 844 S. First St. in Mill City, the CSC is funded through donations, including recyclable cans and bottles, and used clothing (deposit in parking lot shed). City of Lyons
Lyons is a local government serving the citizens of Lyons. Residents may volunteer to serve on the city council, planning commission, budget committee or library board or volunteer at the Lyons Public Library. City of Mill City
Mill City is the largest of the communities located in the North Santiam Canyon. Located at the base of the Cascade Foothills, it is rich in logging and mill history and offers many outdoor recreational opportunities including fishing, rafting, kayaking and more. The historic Phoenix Column Railroad Bridge spans the North Santiam River. It provides a beautiful view of Mill City Falls, where salmon and steelhead spawn each year. Fourth of July Committee
In 1956, Mill City held its first “organized” July Fourth celebration, Its first “organized” parade was held in 1959. The Fourth of July Committee filed for 501(c)(3) status in 2019, and every year a small group of volunteers meets to plan a celebration. Festival grounds are in Mill City’s Kimmel Park. Food, craft vendors and entertainment, plus a parade and fireworks by Mill City Volunteer Fire Department, bring many visitor. Events have included a Mutt Show, horseshoe and softball tournaments, a Fun Run

Meals on Wheels
Meals on Wheels is open to people who would like to serve the seniors in the Mill City community. It’s a great way to learn about the Canyon. We’d love to talk with you. If you would like to be a part of the Meals on Wheels program, call Carmen Martinez, site manager, 503-897-2204.
Mill City / Gates Community Assistance Center
Our food bank has been helping Canyon residents for more than 30 years. Food is given out twice each week and financial help in emergency situations is coordinated through the Ministerial Association. Volunteer opportunities always exist, whether sorting incoming food or arranging for distribution. A volunteer board welcomes new members. Mill City Library
The library is dedicated to providing services to the Santiam Canyon. Located on Broadway next to the Mill City Presbyterian Church, it started in the 1980s, and has been in its current location since 2015. Volunteers work morning or afternoon shifts providing books and access to WiFi computers and printers. The book collection is made up of donations as well as titles purchased by the library: Westerns, Mystery and Suspense, and “Cozys” along with a selection of children’s books and paperbacks. To volunteer, stop by when the Welcome sign is out. It was originally a project of the Women’s Club, Barbara Alexa and Wilma Shepherd heading up the project. Volunteers continue their tradition.
Mill City Lions Club
Our small but active club open to anyone who has a heart to serve others. The Lions’ motto has always been “We Serve”. The club areas of emphasis are sight, hearing, and diabetes. As seriously as we take our mission in the Canyon, we don’t take ourselves all that seriously. If you need a little more fun in your volunteering, come check us out! Mill City Odd Fellows
Our priority has been maintaining the Mill City Odd Fellow building – our largest asset – for uses that assist children, the elderly and everyone, in that order. It provides space for other nonprofit organizations and for community use. Users include The Canyon Gleaners, SKATE (Santiam Kids and Tourism Effort), Mill City Fourth of July Committee, Hearts2Arts and KYAC radio and the Santiam Canyon Chorus, as well as Young Life. Neighborhood Watch
Mill City residents work with the Linn County Sheriff’s Office to keep neighborhoods safe. Volunteers meet, share concerns and pass on information to LCSO. North Santiam Historical Society / Canyon Life Museum
The North Santiam Historical Society is a 501(c)(3) organization made up of those who are interested in preserving and sharing the rich history of the North Santiam Canyon. The museum contains exhibits, artifacts, documents, photographs and stories of people who settled in the area. The Kalapoois, migrants from the United States, immigrants from throughout the world, lumber barons, railroad promoters, miners, loggers and famers all contributed to the history of the Canyon. North Santiam River Guides Association
The North Santiam River Guides Association provide resources and knowledge to enjoy the scenery and fishing on the North Santiam River. For more than 60 years the association has been helping people learn to drift the North Santiam through our Learn the River trips. North Santiam Quilters
The quilters group has been quilting for each other since before the 1980s. They meet Thursdays, 10 a.m., at the Gates Community Church Fellowship Room. Santiam Canyon Community Chorus

Santiam Kids and Tourism
Santiam Kids and Tourism Effort (SKATE) endeavors to increase recreational activities and tourism by providing activities and economic prosperity for people of all ages to enrich the lives of residents and visitors alike. A 501(c)(3) non-profit, SKATE’s primary project is to complete the acquisition of funding and the construction of a skate park in Mill City. The Mike Long Youth Benefit Golf Tournament

Gates Community Church of Christ
We are a small church in a small town but we are big on helping this Canyon strive and grow. Our mission statement is: Live by Faith; Known by Love; Hope in Christ. We offer activities such as JAM time (Jesus and Me) a fun program for the children. We put together and distribute holiday food boxes and work with the local food bank. We have our Mary Martha group for the ladies to get to know one another and minister to those in need. We have a weekly quilting group. We have prayer groups and weekly Bible studies. Check us out! Liberty Fellowship
Ours is a Spirit filled family church. We are focused on “loving one another” as Christ said, “It’s your love for one another that will show you are my disciples” (John 13:35). Mill City Christian Church
The church exists to lead people to the Father, disciple them in Christ, and serve with the Holy Spirit. We do this by loving and encouraging those in the church and those outside. Mill City Presbyterian Church
We have a 125-year history of providing a place where people gather to worship, to grow in their faith walk, and for fellowship and support of each other, and, most importantly, to tell others about God’s love for them. Santiam Student Ministry
The ministry exists to serve young people, grades seven through 12. Our Community Youth Group meets Thursdays, 6:30 p.m. at the Old School Community and Youth Center in Mehama, providing students with fun and a safe place to enjoy games, a positive message and just plain hanging out. St. Catherine of Siena Catholic Church
Our parish community works to share the Word of God, help those in need and live as examples by volunteering in the local food bank, Meals on Wheels and various organizations and ministries.
