Canby Community Guide 2024
Canby is a special place to call home.
The Garden Spot
What sets Canby apart from larger metropolitan cities is its commitment to its small-town feel inspired by its collective of supportive residents and local business owners. The City of Canby hosts several community events which include Independence Day, our annual Christmas Tree Lighting, Canby’s Big Weekend and Street Dance, Halloween Spooktacular, and monthly First Thursday Markets. These community events are just a few ways our City works with our community to bring them together and keep them connected. Canby has a rich history and a deep sense of community rooted in its agricultural heritage that continues to this day! We are a leading exporter of Hazelnuts (locally knows as “Filberts”), and farm fresh produce is abundant during our seasonal Farmers Market. Local farmers produce beets, rhubarb, corn, squash, hemp, pumpkins, cherries, onions and more, which are shipped worldwide. One only has to visit our Farmers Market to experience the real meaning of “Farm to Table”!
Living
Welcome to Canby
We are also known for being the Garden Spot and the home of Swan Island Dahlias – a worldwide supplier of stunning Dahlias with their own annual festival. The City of Canby has made thoughtful and intentioned investments in our downtown core. New streetscapes and parking have made our downtown more walkable and accessible to local businesses. Our police and fire departments are committed to public safety which has ranked Canby as one of the Top 10 safest cities in Oregon for the past eight years. Restore Oregon has just awarded their coveted DeMuro Award to celebrate outstanding rehabilitation projects like the historic preservation and restoration of our old City Hall, Police and Fire Stations which now serve as commercial businesses. Our new City Hall resides in the Canby Civic Building co-located with our public library which was built in 2016. Through public and private partnerships, our downtown has added a movie theater, new apartments, modernized retail spaces, new restaurants, and grant funded façade improvements. We have a growing manufacturing and distribution core where Oregon-made products are supplied nationally and exported overseas. Housing has also expanded in recent years and yet we are still able to retain that neighborhood feel. We hope you see Canby as the perfect place to visit, live or bring your business to. We look forward to having you build lasting memories, right here in Canby! – Brian Hodson, Mayor of Canby Canby Community Guide 2024

About Canby
With a population of just over 18,000, Canby is a growing and inclusive community that has continued its recovery from the pandemic and seen positive growth and stability in our local economy. We continue to see housing developments both for seniors and families in our housing market and as the business sector continues to add new capacity and jobs.
With Canby’s strong agricultural history, small town feel and close-knit ties, there is a sense of caring for one another. We are resilient, and our ability to expand our capacity for events, business relationships, and broad community partnerships continues to thrive. If you are considering Canby as your new home, we invite you to peruse these pages and learn more about just some of the great features that make Canby a great place to live, retire, raise a family, or just to visit and spend an afternoon or weekend. Canby is defined by its relationship to rural country roots. We are located on a high plateau between the Willamette and Molalla Rivers in Clackamas County, about 25 miles south of the city of Portland and its growing Metro region. We believe Canby will be one of the last bastions of small town life left in the ever-growing Northern Willamette Valley, and as is the tradition in small towns across our nation, we invite you to get to know us. Canby is uniquely positioned for convenience for both residents and businesses alike. Bisected by Highway 99E, Canby has easy access to both I-5 and I-205, making it a quick dash into the larger urban centers of Portland and Salem. Because we are not a “freeway” community, Canby has been able to retain its quiet neighborhood streets, local

retail markets, and longstanding agricultural ties. Canby is a full-service city, and you will find that we have many of the amenities that larger cities provide while still maintaining our identity as a suburban/rural community. Canby has it all. Whether you are looking to escape the density of other parts of the metro region, are looking for a quiet place to retire, or are interested in continuing your career via telecommuting in a small town community that can feed your soul, you’ve found the right spot... the Garden Spot. City & Local Services The City of Canby is a fullservice city, often providing resources many residents expect from larger municipalities, and our capacity is expanding with a thoughtful urban growth boundary and other development projects on the horizon. In the 1990s, Canby, Oregon established an Urban Renewal District, in order to kick start the expansion of its industrial parks and the revitalization of its downtown business corridor. Tax increment financing (TIF) from the Urban Renewal District funds was initially invested in roads, power, water, and sewer for the industrial parks, which over the last 15 years, has increased the tax value of the land. The City used the funds to borrow against those land values and received an Oregon Main Street Revitalization grant of $200,000 to assist with redevelopment. This resulted in

several new downtown projects, including updated parking and street structures, a community parking lot, a new Police Station, and the construction of a new, 35,000-square-foot building, which now houses the library, City Council Chambers, and their Administrative Offices, freeing up four former civic buildings for redevelopment.
The City prides itself on the support and care of all its residents, guests, and visitors. As such, there is a robust compliment of services provided by the City or by their community partner organizations to ensure those needs are met. Through the tireless work and professional services provided by the Canby Fire District who provide firefighting, rescue, and ambulance services and by the Canby Police Department who patrol and respond to incidents in over 54 square miles for more than 30,000 citizens and visitors. Their combined outreach, education, and community participation has built trust and a support network throughout the Canby community. They are highly involved in civic outreach and have excellent relationships within the community. Due to their efforts, Canby was ranked #1 by National Council for Home Safety & Security in 2019 (source: Alarms.org) and, in 2022, ranked #13 by Safewise (source: Safewise.com) and in 2023, Canby was ranked #6 of the 46 cities deemed the “Safest Cities in Oregon.”
UTILITIES Canby’s utility makeup is unique in that we have multiple local providers for services that many other cities farm out to big corporate players.

For water and electricity, look no further than Canby Utility, our local community-owned utility company since 1970. They provide top quality service for all of our water and electricity needs and are an independent subdivision of the City. Canby Utility is looking at forthcoming projects that will allow for more efficiency and expanded capacity in the future. They are growing with us. For telecommunications, you can find DirectLink for all your needs from phone to internet. Their local connection and involvement in the community guarantees a level of service that surpasses many of the national telecom brands.
TRANSPORTATION Businesses in Canby, Oregon benefit from excellent highway access – Interstate 5, Highway 99E, and I-205 all of which allow for easy commuter access to other areas for those who choose to work outside of Canby. The Union Pacific Railroad has freight line that runs through the center of downtown along with excellent intercity passenger rail service from Amtrak Cascades, with a stop in nearby Oregon City, connecting Eugene, Portland and onward to Seattle and ultimately Vancouver B.C. Canby Area Transit was established in 2002 and is supported by Canby area business taxes and state funding. CAT’s mission is to serve the citizens of Canby with accessible, dependable, and efficient public transportation (Monday-Saturday service). Canby Community Guide 2024

Culture & Lifestyle Bordered on three sides by rivers, including the Willamette and Molalla Rivers, and afforded great views of Mount Hood on clear days along with rolling hills and beautiful farmscapes, Canby does, at times, feel like an oasis on the outskirts of the Portland Metro Area: just over 20 miles away.
We also embrace diversity, inclusion, and belonging in Canby, and hope that will speak to you and that you’ll find a welcoming experience! About 50% of people who live in Canby are from outside Oregon and Clackamas county’s political climate is Democrat, 54.0%, and Republican, 42.9%.
Canby’s livability is due to many factors, but the combination of our size and location are two important ideals we feel set us apart from the hustle and bustle of “big city” life. We are still a small town and we like it that way! It’s a place where you get to know the local butcher, Fire Chief, farm-to-table grocer, and baker by their first name.
This is a family-friendly community, with support for our schools and the children who attend them. It’s a place for single professionals to decompress, and retirees who want to slow down enough to catch the annual Cutsforth’s Cruise-In with over 700 cars to ogle over, or who still enjoy walking downtown to catch dinner and a movie.

“C cr Canby Fire District is one of two agencies within Clackamas County that provides both fire and medical services directly through our own department. This means that ambulance services are provided by Canby Fire and not an outside, private company. Canby Fire District services 54 square miles of the cities of Canby and Barlow, serving a population of approximately 30,000. In May 2023, Canby Fire passed a 5-year replacement levy that will fund the hiring of six additional personnel. This extended workforce will be divided between the main station, located on South Pine Street, and the new northside station, located off Territorial and Redwood. This allows for faster, more efficient response to emergencies by utilizing three fully-staffed Canby Fire medical/ fire response teams 24/7.

The Dahlia Apartments.
Housing & Rentals Relocation often involves finding housing or RV space rentals. Canby has several options with a wide variety of affordable options for singles and families.
up to residents and newcomers which can shift the amount of available housing as people move out of existing rental properties.
A wonderful addition to that slate was the result of a public/private partnership between the City of Canby and Hanlon Development, with a new apartment development in the heart of downtown! The Dahlia Apartments and the newly constructed Trail Crossing Apartments offer immediate access to one of Canby’s natural features – the Logging Road Trail! The same trail is close to Willamette Grove Apartments and in close proximity to Canby’s premier private golf course at the Willamette Valley Country Club.
HOUSING STUDIES: FINDINGS
Living in Canby also puts you within driving distance to all the events and offerings of the Portland Metro Area, while maintaining that sense of respite and retreat upon returning home to Canby. That is due, in part, to a well-enforced “urban growth boundary” prohibiting much of the sprawl development seen in other cities. Having no sales tax in Oregon is another draw for visitors and those looking to relocate here from out of state. With newer apartment and new housing developments working toward completion, additional rental or ownership options may open
Key findings from the draft Housing Needs Analysis include: • Canby’s population is forecast to grow by approximately 5,931 new residents by 2043. • The median home sales price in Canby was $585,000 in November 2023, down from a peak of $582,000 in June 2022. • Rental rates in the region have been increasing faster than household income levels over the past five years. Canby needs to add approximately 2,285 new dwelling units over the next 20 years to accommodate the city’s projected population growth: • 768 single-family detached homes: standard lot size • 582 single-family homes: small lot size • 412 townhomes/plexes and modular homes • 521 multifamily units

Our Business & Industry Our downtown core contains retail, small businesses, banks, and restaurants, while the outskirts of town provide an abundant natural balance with rolling hills and scenic farmland, including some Century Farms over 100 years old!
Canby boasts some of the best soil in the state and is home to a sophisticated nursery industry of high quality dahlias from Swan Island Dahlias, tulips from the nearby Wooden Shoe Tulip Farm, as well as perennials, shrubs, and trees. All are sold and distributed nationwide – thus the city’s moniker: “The Garden Spot.” We are the largest exporter of landscaping plants, Hazelnuts (locally known as “Filberts”) with a huge variety of other nuts, fruits (apples, pears, cherries,
grapes) and produce (turnips, corn, rhubarb, and hops) which makes for a true “farm to table” experience!
This meshes perfectly with our agri-tourism markets; having several regional brewpubs, cideries, vineyards and wineries that benefit from the fruits of our rich volcanic soil. The South Clackamas Farm Loop is a self-guided farm tour route that leads you to several farm stops in and around the Canby area. You’ll find things to do and see all year round. It’s the perfect outing for family and friends, right in Portland’s backyard. Our farms include abundant and varied livestock which provide fresh meat and dairy products, such as TMK Creamery and Ebner’s Fresh Meats – our local butcher shop.

INDUSTRIAL SECTORS
Due to its accessibility and small town charm, Canby also attracts regional and international businesses. Our locally owned and managed utilities offer competitive rates, responsive service and ample capacity allowing new businesses to settle in quickly! Canby boasts one of the largest supplies of available industrial sites in the Portland Metro area, with a variety of parcel locations and sizes with easy access to State Highway 99 E with daily traffic volumes of nearly 25,000. Canby Pioneer Commercial and Industrial Park is a 360+ acre park in addition to our other industrial pockets and businesses have uses that focus on distribution and manufacturing. Canby Community Guide 2024
ECONOMIC HEALTH
The Canby Chamber Area of Commerce provides Certificates of Origin for many of our local manufacturing companies that ship their products all over the world – made right here in Canby. These companies are very diverse, from pump companies and aerospace, to large distribution centers. Major employers include Columbia Distributing, one of the largest beverage distributors in the west; Pioneer Pump; Shimadzu USA Manufacturing; Milwaukie Electronics; Willamette Plastics; Wilson Construction; SR Smith; American Steel; Package Containers; and Clarios, which makes batteries in use for one in three vehicles worldwide; and Stanton Furniture (Pacific Motion, LLC) is a manufacturer of high quality sofas, sectionals, pull out couches, chairs, and recliners.
WORKFORCE Canby’s location within the Portland Metro region means over 213,000 people live within a ten-mile radius, with a labor force of over 166,000. State and regional workforce development initiatives are already in place and the Chamber works with Clackamas Workforce Partnership on a regular basis and is partnering with local schools to support and encourage growing students into ready positions locally. Through Canby High School’s Career and Technology Education (CTE) program, students build workforce skills in manufacturing, construction, marketing, accounting, agriculture, graphic design, and early childhood education. Canby Community Guide 2024
Because of Canby’s business-
friendly approach, community
values, and small-town charm, it is attractive to regional and
international businesses alike. Canby is resilient and is growing despite post-pandemic
challenges hosting nearly 800 businesses and over 7,800
workers creating an annual GDP over $650m.
The Canby Area Chamber of Commerce’s Government
Affairs Committee keeps an eye
on upcoming legislative activities that may have a negative
impact on businesses of any TMK Creamery.
Beyond Canby’s boundaries, there are multiple secondary education institutions such as Clackamas County Community College, about ten miles away, which offers a Cooperative Work Experience (CWE): An internship program which offers students the opportunity to earn college credit by working in a job directly related to their program of study.
LOCATION Canby is a significant economic hub within the Greater Portland Metro Area with easy access to local freeways, Portland International Airport, Aurora State Airport, the deep draft Port of Portland and the downtown Portland area. While Canby feels like a small rural town in the Willamette Valley, it is one of the most livable cities in the state!

Welcome to Canby! The Canby School District is at the heart of our community. With a staff dedicated to excellence, we educate nearly 4,300 students each year.
As a district, we are constantly thinking about our vision question: “How do we create a vibrant and engaged learning community dedicated to growth for all?” Partnerships with parents and our community help us reach these goals! Currently, we are collaborating with students, staff members, parents, and community partners to develop a strategic plan that will help guide our work over the next five years. At Canby High School, our nationally recognized Career and Technical Education (CTE) program helps prepare students for life after high school. Students can master skills in accounting, agriculture, construction, early childhood education, graphic design, manufacturing, and marketing. Plus, with dozens of sports, activities, and enrichment programs, Canby students leave our district with the academic, social, and practical skills to help them succeed. Students choose from a wide selection of opportunities, which allows us to educate the whole child, fostering lifelong skills through movement and team building. We offer high-quality fine and performing arts education for students in grades K-12 and a variety of activities that help kids feel connected to school. In 2023, Canby High’s choir and dance team both won state championships. A special aspect of the Canby School District is our K-12 dual-language immersion program. English- and Spanish-speaking students can begin their bilingual journey at our magnet school, Trost Elementary. The school is open to all students in the district upon entering kindergarten. Students continue their journey through middle and high school, and many go on to earn the Oregon State Seal of Biliteracy with their diploma. This spring, 50 students earned the seal, more than ever before.
Dr. Downs participating at Econ Summit.
If your child will be joining us, we’d like to welcome your family to our schools! The Canby community has a long and strong history of supporting our facilities, staff, and students. We look forward to welcoming you to the Canby School District.
If you don’t have students in our district, we hope you can still be a part of our community. We host a variety of community events throughout the school year. Join us for a play, a concert, or a game. Your support makes a difference to each one of our students. 24
Sincerely, Dr. Aaron Downs Superintendent Canby School District
