Building the Corvallis economy looks a lot like the branches of a tree. It takes many “branches” for the tree to be healthy and vibrant. And the branches all have to work together as well.

It starts with three key pillars of the business community: the Corvallis Chamber of Commerce, Visit Corvallis and the Corvallis-Benton Economic Development office.

Here is how Christopher Jacobs of the economic development office, which is co-funded by the city and Benton County, sums it up:

“Our office values and maintains a close working relationship with the Corvallis Chamber of Commerce and Visit Corvallis. We meet monthly to discuss opportunities and share updates between the three organizations, and there is a high degree of transparency when it comes to sharing information and resources,” Jacobs explained.

“Visit Corvallis is well connected among destination marketing organizations and provides valuable tools … to our office which helps us collect and process data used in decision making. This allows us to analyze trends, patterns, and movement within the community based on cellular data in addition to the internal metrics we track quarterly and annually.

“(Visit Corvallis Executive Director) Christina Rehklau has been in the community longer than most of the leaders in the economic development space and is able to provide valuable historical context and leverage strong working relationships that are important to our shared work.”

“The Chamber of Commerce is an important membership-based organization that has been critical in helping develop our business registry and facilitate connections with business owners to hear about their needs and challenges. The events and programming they are responsible for helps support the broader business and entrepreneurial ecosystem and these are services our office typically does not manage,” he added.

“When the business community wishes to see more resources directed to the investments they care about, the Chamber of Commerce is a valuable conduit for that advocacy.

“Our office manages things like documenting site conditions, managing tax incentives, grant or loan programs, site selection, and helps businesses navigate the development review process. We have perhaps the most direct role when it comes to supporting businesses and good relationships with the Chamber and Visit Corvallis helps make our efforts more effective.

“I commonly refer to economic development as a ‘team sport’ and those organizations would represent some of our closest teammates,” Jacobs said.

Economic Development

Other team members include an eclectic collection of agencies and groups such as the Business Association of Monroe, the Philomath Chamber of Commerce, the Cascades West Council of Governments, the Corvallis Foundry work space, Community LendingWorks, the Oregon State University Advantage Accelerator, Oregon RAIN, the Small Business Development Center at Linn-Benton Community College and the Willamette Innovators Network.

Many times to make money you have to spend money and the economic development folks have been able to reel in federal funds, Corvallis Urban Renewal grants and some of its own funding to put more branches on “the tree.”

The Federal American Rescue Plan act provided $260,000 that the economic development office distributed in $10K chunks to businesses in Corvallis, Monroe and Philomath.

Other ARPA funds – to the tune of another $550,000 – will help to create a food hub in South Corvallis. The project seeks to improve food access in South Corvallis, incubate food businesses, and create new connections within the local food system.

Two $250,000 chunks of urban renewal funds also are headed to South Corvallis as part of a revolving loan fund program that is expected to spend half the money by the end of 2024 and the remainder in the spring.

Jacobs’ team also is spending $47,000 in economic development office funds on another revolving loan program, this time for a pair of downtown businesses, the Munster & Company bookstore and Greenhouse Coffee + Plants. The loans will pay for building renovations.

he presence of Oregon State University continues to produce dividends for the local economy. OSU received $480 million in federal research funds in 2023, more than the other seven state university campuses combined. The university has long been an economic driver for the community because of the way its research successes can turn into companies, with help from tree branches such as Oregon Rain, the Corvallis Foundry, Oregon Rain and the Willamette Innovators Network.

“OSU is critically important,” Jacobs said. “OSU is world class when it comes to research commercialization. Their support and partnership with industry has led to the Advanced Technology and Manufacturing Institute (ATAMI), which is a world class incubator and business accelerator. This is (also) evidenced by the presence of two tech hubs that call Corvallis home, one in microfluidics and the other in mass timber. The only problem is that historically these companies have found it difficult to remain in Corvallis, or Benton County for that matter. We have few vacant industrial buildings that are suitable for these emerging companies to grow into, and they often leave the county or even the state.”

To help ease the industrial work space challenge an effort is underway for the city to annex the Corvallis Airport Industrial park. Jacobs called it “critically important to building an enterprise fund needed to participate in public-private partnerships, build out infrastructure, and create opportunities for companies to stay in the region. The process should be complete by the end of the 2024-25 fiscal year and then we anticipate a strong push to begin marketing those development opportunities.”

And add more branches to the tree.

ATTRACTIONS & EVENTS

There are lots of reasons to visit Corvallis. The area is dotted with wineries and fine restaurants, has a unique and historic downtown and a thriving arts and culture presence. Outdoor recreation attractions abound. Then there is Oregon State University, which draws visitors for cultural and educational happenings as well as athletic events involving the Beavers.

The tourism philosophy espoused by Visit Corvallis executive director Christina Rehklau and her team is simple. They want to put more heads in beds.

They work with the Corvallis Chamber of Commerce and other partners to bring events to town. They also initiate programs, particularly with agri-tourism, with the goal of persuading as many visitors as possible to stay overnight. It takes a lot of teamwork to make it happen.

“The Chamber and Visit Corvallis serve as liaisons on one another’s boards, and I serve on the Chamber Government Affairs and DEI committees,” Rehklau said. “We also meet once a month to connect on work we’re doing in a setting outside of a board meeting. We do this as it helps support one another’s work and creates a strong connection between the organizations. This collaboration allows us to understand what we are working on and where we can create synergies. What is good for the Chamber is good for Visit Corvallis as we are all working towards making Corvallis a better place.”

The organizations team up in other ways, too.

“Visit Corvallis and the Chamber [also] collaborated on training front-line staff,” Rehklau said. “This training was offered as a way to empower front-line staff and lower staff turnover.”

Almost any tourism is good for the economy, but if someone stays overnight, there are more winners:

hotels, restaurants, shops, even convenience stores and gas stations. But the key is the hotel piece.

“We have a total of 963 rooms,” Rehklau said. “A downtown hotel called the Gordon Hotel is scheduled to break ground within the next few months by Obie Companies. This property would have both residences and lodging. We are excited that this is an opportunity to get people living downtown and add a luxury hotel to our market mix.

“Two hotels in the planning phase will be located near Home Depot [at the north end of town]. One of the hotels is a Hampton Inn and the other is an extended stay hotel. The extended-stay hotel would be a nice addition as we currently don’t have a property like this one in the marketplace.”

The Gordon project is the farthest along, Rehklau said, and it is scheduled to have 75 rooms and 92 apartments.

Visit Corvallis, which receives approximately 30% of the revenue produced by the city’s hotel tax, is forever linked to the city’s ability to draw in overnight guests. Things have improved since the COVID-19 pandemic, Rehklau said.

“Occupancy had recovered to

pre-pandemic levels,” she said. “At the end of 2019, our occupancy was 55% and is currently 55% for 2024. The hotels recovered to prepandemic occupancy rates starting at the end of 2021.

“Before 2020, we had a goal to grow occupancy to 60% year over year,” Rehklau said. “We still have this goal. However, due to inflation and a changing economy, the hospitality industry is seeing demand decrease and rates increase overall.”

There is some volatility in the Oregon State University sector as well. The Beavers and Washington State no longer are playing in the same league with the top West Coast schools such as Oregon, USC and Washington, all of whom have moved to the Big Ten. OSU and WSU are trying to revive the Pac-12 Conference by reeling in teams largely from the Mountain West Conference that are generally speaking less attractive at the gate than their predecessors.

“Approximately 5% to 10% of the overall destination business depends on OSU events,” Rehklau said. “At the end of this year, we’ll better understand how bookings have changed and gauge interest in next year’s [football] schedule now that progress has been made on rebuilding the Pac-12.”

Meanwhile, work on agri-tourism projects such as the Willamette Valley Food Trail, the Corvallis Hazelnut Trail and the Heart of Willamette Wine Passport continues. Rehklau said the group plans to add a passport program to the hazelnut trail and other marketing support.

Down the road a bit will be a combo of Visit Corvallis, the Willamette Valley Visitors Association, Team Dirt, and a consultant teaming up to create a new mountain biking trail designed for adaptive cyclists and all to enjoy.

“We are currently in the concept and design phase of the project, which has been paid for in part by Travel Oregon grants,” Rehklau said. “This project will take five to seven years to complete.”

Adaptive cycling offers opportunities for individuals with mobility issues. The trail will be available and used by both adaptive and nonadaptive cyclists, Rehklau said.

“Most mountain biking trails are built with non-adaptive cyclists in mind and then retrofitted to accommodate adaptive cyclists,” she said. “This project is unique because it is being built with both audiences in mind from the beginning.”

The adaptive cycling trail will dovetail nicely, in terms of potential visitors, with the Corvallis-to-the-Sea Trail, which opened in 2021 after decades of dreaming and scheming by Corvallis-area hiking and biking enthusiasts.

Just another way to help put heads in beds.

Since 1972, Benton County has been an Oregon “Home Rule” County, meaning that the residents have full control over the County Charter, rather than using a standard constitution issued by the state. The voters elect three County Commissioners, a District Attorney, and a Sheriff to four-year terms.

Oregon State University

Foundational for the city Corvallis, in 1868, the State Legislature turned Corvallis College into the state’s official agricultural school. The move put both the city and the school on a path to be a vital center for teaching, research and innovation.

Today Oregon State University enrolls more than 36,000 students, roughly 24,000 at the Corvallis campus, the remainder at its campuses in Bend, Portland, LaGrande and online.

Founded as a public land-grant university, OSU is one of three universities in the United States to hold Land, Sea, Space and Sun grant status. While each grant has its own focus, they all are integrated into the university’s mission and ability to gain research funding. The grant status provides students many opportunities for hands-on research experiences. The university offers more than 100 undergraduate majors along

with 90 graduate majors. In fiscal year 2023 it received $480 million in total research awards. The university is a leader in research in many fields, including marine sciences, forestry, climate change, and sustainable food systems. More than 100 companies have launched since 2013 through OSU innovation and entrepreneurship programs.

find a new hobby, Linn-Benton Community College has something to offer. It is “cultivating an environment for success through inclusive education and community engagement,” according to its website.

LBCC has been serving the communities of both Linn and Benton counties since 1966. It has campuses in Albany, Corvallis, and Lebanon. In 2024, approximately 5,500 degree-seeking students participated in more than 90 areas of study. An estimated 13,000 students took at least one class. The student to instructor ratio is 15:1.

The First Resort is LBCC’s student support and navigation center. Both staff and student ambassadors support students through their educational journey, helping them understand and navigate complex college processes. The goal is to connect them with academic, financial, career, and personal resources on campus.

LBCC navigators stick with students from their first term all the way to their end goal. They help with college processes like registration, connection with clubs, and accessing resources. Corvallis School District

The Corvallis School District includes seven elementary schools, one non-boundary K-8 school, two middle schools, two high schools, an alternative high school pathways program, and one K-5 charter school.

The district is “committed to building relationships of trust and respect, providing inclusive learning environments that are culturally relevant, and igniting student engagement through real-world, experiential learning,”

according to its website.

Its goal is to work “to help all students reach their full potential.” Its students represent more than 77 birth countries, making the schools rich in cultural and linguistic diversity. The district reports one in seven students are identified as Talented and Gifted and one in five students receive targeted instructional support. Nearly 11% of the students benefit from an Individualized Education Plan (IEP) to support special education needs. Students also benefit from the district’s relationships with community partners including Oregon State University and Linn-Benton Community College.

“Programs and facilities are designed to adapt as necessary to support student success in a rapidly changing world. Access to indoor and outdoor spaces reflect and stimulate curiosity, imagination, and learning,” the district reports.

LOCATION

Corvallis, bordered by the Willamette River to the east and Marys River to the south, is built on a plateau which extends to the foothills of the Coast Range. The city sits at 235 feet above sea level.

Its name, created in 1853 by town founder Joseph Avery, is the combination of the Latin words for “heart” and “valley.” Corvallis: “the heart of the valley.” The city is at the junction of U.S. 20, OR 34 and OR 99 W, and is ten miles west of Interstate 5.

A wealth of information about Corvallis, both before and after the arrival of European and American settlers.

For generations, a diverse group of Native American tribes known as the Kalapuyas made the land encompassing the Willamette Valley home. Hunters and gatherers, they were the primary residents of western Oregon, with an estimated population of 15,000. The arrival of white explorers, traders and missionaries brought new diseases. Epidemics of smallpox and malaria descimated the Kalapuya peoples. The outbreaks of 1830 and 1833 are said to have wiped out 90% of the population; by 1849 the Kalapuyas were estimated at 600.

In 1845, a 640-acre land claim was filed at the junction of the Willamette and Marys Rivers by settler Joseph C. Avery. In the winter of 1847-1848 he marked off 12 acres around his cabin for town lots. It was the inception of what would become Corvallis.

Originally named Marysville, the city was made the seat of Benton County in 1851. To avoid confusion with a town in Northern California, Avery renamed the community Corvallis in 1853. He is credited with coining the name by compounding the Latin words for “heart” and “valley.” Corvallis: “the heart of the valley.”

According to the Oregon Encyclopedia, Corvallis briefly served as the territory’s capital in 1855, but that honor shifted to Salem in 1856. The city incorporated in 1857. Statehood for Oregon followed in 1859. Listed in the 1860 census with a population of 531, Corvallis grew slowly for the rest of the century, numbering 1,819 people in 1900.

Since 1976, historic resources have been inventoried and listed in the Corvallis Register of Historic Landmarks and Districts. Over 300 detailed inventories have been performed, and approximately 148 resources have been listed in the Local Register, according to the city’s website. A number of these resources have also been placed on the National Register of Historic Places. The bulk of these resources are located within the AveryHelm, College Hill West, or Oregon State University Historic Districts, but over 100 resources have been designated individually.

THE CORVALLIS MUSEUM
