Evergreen is pleased to invest in Southern Oregon by making contributions that stimulate our local economy, support nonprofits, and provide positive experiences for our community to enjoy.
ESTABLISHED
FEBRUARY 13, 1934
Chartered in 1934, Evergreen Federal Bank was founded by a small group of community-minded citizens. The country was emerging from the Great Depression. Economic recovery was dependent on families being able to buy homes, start businesses, and keep their money safe. Residents wanted a bank that would serve them locally, and 90 years ago, on February 13, that small group of citizens obtained a Mutual charter designed to do just that.
Today, Evergreen has grown without losing sight of our founding member’s dream. We are proud to be Southern Oregon’s Mutual Bank, homegrown and headquartered in Grants Pass.

CITY OF GRANTS PASS
The City of Grants Pass prides itself on creating a climate that supports a healthy economic ecosystem; one built on dynamic networks, robust partnerships, and nurtured collaborations. These conditions foster an environment for the area’s functional and strategic growth. With leverageable assets like being a transportation hub, tourism, highly accessible outdoor recreation, and overall quality of life, Grants Pass is a mecca for small business.
Small Business
Home-grown business is an economic staple. The city works closely with the Rogue Community College Small Business Development Center (RCC SBDC) and the Grants Pass & Josephine County Chamber of Commerce (Chamber) to assist entrepreneurs and business owners with growth, recruitment, expansion, and retention. Many small businesses launch at the Growers’ Market, a Saturday morning tradition in Grants Pass for more than 43 years. In the 2022 Summary Data Business Survey, businesses rated Grants Pass highly as a good/very good place to live (96%) and do business (83%). “Area businesses see many advantages to operating in this community, chief among them the sense of community and quality of life here…” From a two-man coffee cart to the Wall Street stock board, Grants Pass has seen entrepreneurs like Dutch Brothers grow to a publicly traded company because of the strong support of local customers. In the city of Grants Pass, “the friendly, small-town feel, and support of loyal customers are especially valued.”
Josephine County businesses give the local community high scores for many local services and amenities. The top-rated city services are fire protection (89% good/very good with 43% very good), police (81% good/ very good), disposal/recycling (71%), streets (71%) and sewers (70%). City tourism (67%), parks and rec (60%), downtown parking (53%) and City Administration (53%) are also seen by the majority as either good or very good. Post secondary education (64%) and healthcare (56%) are also favorably viewed by more than half. (2022 Summary Data Business Survey)
Strategic Growth
Solid regional partnerships help the city provide support to manufacturing and primary industries. Southern Oregon Regional Economic Development Inc (SOREDI) promotes and manages tax incentives for key industrial sites, like Spalding Industrial Park, while the city offers matching grants and low-interest loan incentives dedicated to infrastructure and development. Grants Pass’ strategic location at the intersection of three state highways combined with two I-5 interchanges plus a short
rail line and the Grants Pass Airport provides transportation advantages for ease of commerce. The work of the 15-member Collaborative Economic Development Committee (CEDC) has strengthened the communities’ broadband infrastructure with continued expansion to our rural areas and is preparing to extend the runway at Grants Pass Airport.
Robust partnerships with Business Oregon, WorkSource Oregon, Rogue Workforce Partnership, Rogue Community College, Southern Oregon University, makerspaces, and coworking spaces are further developing an Innovation Hub. The regional collaboration between partners seeks to nurture our economic ecosystem and support entrepreneurs and workers at whichever point they enter the market. A strong local economy requires a dynamic and nurturing network of support, which Grants Pass has online and is ready to serve.
Tourism
The City of Grants Pass sponsors three major community events: 4th of July Celebration, Art Along the Rogue Chalk Art and Music Festival, and the Tree Lighting Ceremony. Each event provides an opportunity for local businesses and vendors to showcase their goods and services, and for many, the chance to give back. Our community members and businesses value the economic stimulus these events provide and recognize the draw for visitors far and wide. To further promote tourism activities, in 2023 the City created the Sustainable Tourism Grant, awarding businesses and organizations funds to promote events that bring visitors to town which in turn supports lodging, hospitality, restaurants, merchants, and retailers. Grants Pass has an especially vibrant downtown with a cute historic, quaint feel. The Grants Pass community invests in the heart of the city and is actively working with our partners to stand-up a downtown organization to support merchants and strengthen the core.
Southern Oregon Regional Economic Development Inc. (SOREDI) helps businesses Launch, Relocate, and Prosper, throughout our beautiful Rogue Valley – in all 15 jurisdictions.
We make hundreds of outreach calls to business every year to understand needs, find appropriate resources, learn of growth plans, and understand constraints. We exist to help all businesses grow and expand, for the economic vitality of all.
We operate a gap-financing program for businesses at every level of growth – the majority of which are small retailers, restaurants, and startups. We also respond to recruitment and expansion leads of new and existing companies (pictured) who express interest in the region.
We manage four different enterprise zones in the region which provide property tax abatement incentives for new capital investments by eligible companies, when 10% new job creation also occurs.
SOREDI champions a business-friendly region. If your business is seeking to grow or relocate here, we are here to help with complimentary services.

THE
OREGON CAVES
In celebration of the 100th Anniversary, we reflect on how the Grants Pass and Josephine County Chamber has supported the Oregon Caves and Chateau. Ten years after the cave was discovered by Elijah Davidson, the earliest known organized tour of the Oregon Caves was led by University of Oregon geology professor Thomas Condon in 1884. This early interest in the caves coincided with the arrival of the railroad in Grants Pass, which by then had become a center for timber, agriculture, and fur trapping following the decline of gold mining.
The Oregon Caves were designated a National Monument in 1909 by President Taft, thanks to the 1906 Antiquities Act. This was followed by a 1913 tour by Portland’s Mazama Club, which highlighted the caves’ tourism potential and prompted the need for a road to the caves. The success of this tour led to the creation of Cave Day by the Grants Pass Commercial Club in 1914, an annual event to promote the caves.
The partnership between the Grants Pass and Portland Chambers of Commerce was instrumental in funding the highway to the caves, completed with great fanfare as reported by the Grants Pass Daily Courier. The road’s completion spurred the need for a luxury hotel, catering to car-owning tourists, a high-status activity at the time.
In 1922, the Oregon Cavemen booster group was formed to promote tourism to the area. This was part of a broader local fascination with the caves, as demonstrated by the Redwoods Hotel’s Caves Grotto dining room and Shirley Temple being named an honorary “Cavegirl” in 1936.
The Oregon Caves Company (OCC), established in 1923 by local businessmen, played a crucial role in developing the Chateau as a luxury accommodation, despite financial risks. The OCC’s efforts led to a significant increase in visitor numbers, and in 1928, they successfully lobbied for federal funding to improve infrastructure, enhancing tourism and economic benefits to southern Oregon.
This rich history of the Oregon Caves and Chateau, a cornerstone of Oregon’s heritage and economy, is detailed in a forthcoming book by Arcadia Publishing, set to cover the Monument’s history from 1874-2018 and will be available for purchase from the Friends of the Oregon Caves & Chateau website, www.Friendsocac.org.
The Friends of the Oregon Caves and Chateau need your help to support the restoration of the National Historic Landmark - the Oregon Caves Chateau. This work can’t be done without the support of locals, patrons and tourists who enjoy and support our heritage and national parks. Donations to this important work can also be coordinated through the Friends of the Oregon Caves & Chateau website.
Nestled within the picturesque Siskiyou Mountains of Oregon, the Illinois Valley offers a serene and rural escape, surrounded by wilderness areas, botanical havens, and expansive National Forest Land. Our region provides an exceptional backdrop for outdoor enthusiasts, with premier hiking, bicycling, and golfing opportunities.
At the heart of the Illinois Valley is Cave Junction, host to the renowned Oregon Caves National Monument and Preserve and proudly known as the “Gateway to the Oregon Caves.” Further contributing to our region’s natural allure are the Illinois River Forks State Park, Rough and Ready Botanical Area, Lake Selmac County Park, and the Wild and Scenic Illinois River, celebrated as one of the most remote white water rivers in the western states.
Delving into our rich heritage, the Illinois Valley has a captivating history, beginning with the local Indigenous Peoples, including the Takelma, and, after the Oregon gold rush of 1851, European settlers. Our fascinating local narrative is preserved at the Kerbyville Museum, Historic Laurel Cemetery, and the Siskiyou Smokejumper Base Museum, recognized as a National Historic Site.
We extend a warm invitation to explore our vibrant culture, savor exquisite flavors at Foris Vineyards Winery and immerse yourself in our lively Cave Junction Farmers’ Market – a Friday evening tradition for locals and visitors during the summers. The Chamber reflects on a 100 years of history and it’s business roots in the community
In the early 20th century, Grants Pass, Oregon, experienced significant growth due to its strategic location as a railhead, established by the Oregon-California Railroad in 1884. This period marked the city as a key hub for industries such as mining, lumber, agriculture, and tourism.
The gold rush, ignited by the discovery at “Sailor Diggin’s,” now known as Waldo, catalyzed rapid population growth, drawing prospectors and fostering a bustling downtown area by the 1890s, complete with an opera house and a power company. Despite the waning gold rush, the local economy diversified, particularly through timber and farming, supported by railroad access and local innovation in agriculture. By 1903, the Josephine Miners Association had merged with other local entities to form the Grants Pass Commercial Club, which promoted regional development and relocation to Grants Pass through advertising and providing resources.
Key regional partnerships helped scale irrigation projects andreduce water costs, leveraging the Rogue River. Notable contributors included the Redwood Empire Association, the Oregon Grange, the Red Cross, and the Southern Oregon Development Association, among others.
The entrepreneurial spirit of Grants Pass was epitomized by John Hampshire, who arrived in 1917 and promoted the slogan “It’s the Climate.” His campaign led to the iconic sign first displayed in 1920, symbolizing the city’s identity and appeal.
The 1920s brought further growth in the establishment of the first local newspapers, the Argus and the Grants Pass Courier and many civic clubs like the Grants Pass Rotary Club. Growing local commerce through tourism and awareness was also done notably through the Grants Pass Cavemen booster club formed in 1922. The Cavemen started promoting tourism through various colorful events that helped bring widespread attention to the Oregon Caves [Resort] and displayed attention grabbing antics that promoted the Josephine County and Grants Pass area.
THE CHAMBER’S FIRST HOME 1924
THE CHAMBER’S HOME NOW 100 YEARS LATER...
Woven through all of this, The Grants Pass Commercial Club, played a pivotal role from its inception in 1903 until 1923, when in 1924 the club merged with the Redwood Empire Association to form the Grants Pass Chamber of Commerce, later expanding to be known as the Grants Pass & Josephine County Chamber of Commerce.
In 2024 the Chamber celebrates and reflects on a 100 years of community and economic development and strategically sets its vision forward on continued contribution to the economic and community success of the region.
