Tour of Homes June 16 – 24 The 2018 HBA Tour of Homes, presented by NW Natural, officially opens June 16 with 23 homes on display from 18 of the Association’s premier builders. The Tour runs June 16 –24, noon to 6 p.m. on weekends and 6 to 9 p.m. weekdays. Home prices in this year’s Tour range from just below $300,000 to more custom luxury homes with the highest priced at $850,000. As in years past, most of the homes are located in the Salem area, but several are located in surrounding communities including four in Dallas, one in Turner, one in Keizer, one in Sublimity, three in Stayton and one in Monmouth. Make sure to check out the Tour of Homes website at www.tourofhomes.net starting Monday, June 11. The Tour of Homes magazine will not be distributed in the newspaper this year, but you can pick up a copy at any of the Tour homes, or by visiting the HBA office or any of our Tour of Homes supporting sponsors starting June 11 – Cherry City Interiors & Design, Hear No Evil, Home Smart Real Estate or The Fixture Gallery/Consolidated Supply. I encourage everyone to go online and look to see where they can save money. Multiple builders would have been paying tens of thousands more in SDC’s this year without the HBA. The same can be said at the state level. There have been many poor initiatives turned away from our industry because of the efforts of the OHBA. Issues such as predictive employee scheduling and inclusionary zoning regulations that could have been costly to all of us.

Challenges and Change Higher construction costs and the dwindling availability of buildable land are forcing a higher volume of home builders to move from Portland into the greater Salem market. “As Portland pushes against their Urban Growth Boundary, builders there are having trouble finding development land and so they’re looking to secondary markets like Salem,” said Mike Erdmann, Chief Executive Officer of Home Builders Association of Marion& Polk Counties. “Land prices in the Portland metro region have skyrocketed, and as expensive as out land is here in this area, it’s still considerably less expensive than it is up there.” In many cases, the migration of homebuilders makes it much tougher for smaller, more local builders to acquire building lots, Erdmann said. “In past years, we had developers like George Suniga and Larry Epping that developed large subdivisions
and were willing to sell individual lots, or small numbers of lots, to local builders, even if it meant that it took a few years to sell all the lots in the subdivisions,” Erdmann said. “Unfortunately, those developers have passed on, and in today’s market, volume builders are making offers to buy entire subdivisions before the project is even platted. That’s putting a squeeze on smaller builders, and it’s likely going to get worse in years to come.” Builders are still finding pockets of land in Marion and Polk counties, particularly in neighboring communities like Dallas, Independence, Turner, Stayton and Sublimity. As lot prices continue to increase in Salem, pushing housing affordability beyond the reach of many home buyers, builders are finding more affordable opportunities in nearby smaller communities. In 2017 alone, Dallas permitted nearly 120 new homes, more than
one-third the number of new homes built in Salem last year. Additionally, with home costs rising, less available land, and the influx of families living together or retirees downsizing from single-family homes, Erdmann cited another market trend having an impact: more multi-family apartments under construction, up significantly over the last couple of years. “Income levels aren’t keeping pace with increasing housing costs, both with new construction and existing homes,” Erdmann said. “This makes it increasingly difficult for people to afford home ownership, and so we’re seeing increased demand for more affordable apartment living. “Increased down payment requirements compared to 10 years ago make it more difficult for aspiring home owners to move from apartment living to home ownership,” he added. “So they spend longer living in apartments as they save up their down payment for a home.”

New Trends Require Builders to Adapt Statistics show that as of April the average two-bedroom apartment in the Salem area rents for about $950. As rents continue to rise right along with home ownership costs, it makes it difficult for want-to-be home owners to save for a down payment. With home-ownership just out of reach, the transition from single-family to multi-family building is becoming a reality for many. “Anyone that has been through a few economic cycles will tell you that you have to learn to adapt in order to survive,” said Matt Holstege, Chief Executive Officer of MC Northwest, Inc., a Salem-based firm. “We hope that we learned from the recession. We want to be a little more diverse in our strategy, and we realize that changes in the market will change who our customer is. We also see the value in building something that produces a residual income.” “Also, with the push for higher density, it seems like an inevitable market change.”

In the future, the building industry may embrace more efficient homes that are cost, energy and maintenance friendly, Holstege said.
To date, Holstege said single-family homes are not losing popularity. Rather, he noted, due to high demand, less inventory available. As the cost of living continues to rise, people are exploring joint living situations, he said. “We are starting to see that, and I think we will see more of it,” he added. Holstege also expects more demand for such building options as homes with zero lot lines, smaller lots, and even integrated “green” communities like Pringle Creek Community in Salem. “Salem has been very resistant to it thus far,” he said. “A lot of people

Local Election Results Produce Mixed Bag for Building Industry May’s primary election will bring about further changes to the Salem City Council, with local activist Jackie Leung defeating incumbent Ward 4 councilor Steve McCoid who has represented South Salem since 2015. McCoid, the former CEO of the Oregon Restaurant and Lodging Association, has been very understanding of small business issues and the building and development industry. Leung, on the other hand, was quoted in the Statesman-Journal in April as saying that “developers should have to create five units of housing for low-income residents when they apply to the city to build here”, and that “city leadership needs to be more accountable to citizens and less beholden to developers”. Leung will take office in January of next year. The good news coming out of the May election was Jim Lewis winning his hard-fought re-election battle over Micki Varney to continue representing the Ward 8 area of West Salem on the City Council. The HBA was a significant contributor to Lewis’ campaign, contributing $14,000 from the association’s political action committee, with thousands of additional dollars coming from HBA members. The race, which centered on the issue of a new third bridge over the Willamette River in Salem, with Lewis having been the strongest advocate on the City Council for construction of a new bridge. Despite Lewis’ victory, a majority of the Council has expressed strong opposition to a new bridge crossing. In other election news, voters also passed the Salem-Keizer School District’s $619 million bond measure, which will provide additional school capacity throughout the district, despite not building any new schools. The HBA endorsed and contributed $7500 to the bond measure campaign from our political action committee, recognizing that adequate school capacity is a key factor in our members’ ability to sell new homes to buyers from outside the community.

construction, six custom homes in design or the permitting stages, and seven extensive remodel projects. Riddle also helps lead Advanced Construction Education, a nonprofit that partners with the Salem-Keizer School District to provide opportunity and financing for students in the residential construction program at the Career Technical Educational Center. CTEC students build a newly constructed home each school year, which is sold to provide funding for the next lot purchase, continuing the process from year to year. Students are now working on their fourth home through the program which provides a model for other schools around the nation, Riddle said. “We provide students the opportunity to learn real world construction skills,” Riddle said. “This type of work force development gives high school students a world of options other than college after they graduate. With this investment in the community, we hope to train the next generation to lead the construction industry.” According to Riddle, everyone needs a place to call home, albeit, he said, “a ‘home’ is a very subjective term.” “From the apartment to the luxury home, there’s always someone upgrading or simplifying by downgrading.” Riddle said. “All ages participate in the market and keeps product moving. In any market, there is always someone in the market for some type of home – for themselves or as an investment.”

Not only have we been travelling around the state visiting our locals to get an understanding of current needs and successes, but we have been hard at work creating membership resources that we hope serve the locals where they need it. In order to truly be of service as your state association, we understand the need to be involved on the ground and in person--working collaboratively to promote membership, gain stronger understandings for advocacy work and support a flourishing dynamic between associations. Less Waste, More Money Green Building
The increase in lumber prices has made it more important to consider how to use wood in “greener” ways. There are several ways to reduce the amount of lumber we use which cost little to implement and will save money. Howard Asch
A code change allows salvaged lumber from remodels to be reused if it is in good condition and free from rot or damage. Longer lengths of scrap lumber can be donated to Habitat for Humanity rather than going in the dumpster. Clean sawdust can be used in compost piles or in garden areas. People are
