Welcome Traditionally, the three R’s of the Santiam Canyon region have been recreation, relaxation and resources. After the devastating Labor Day wildfires of 2020 that changed. The three R’s driving the area now are recover, renew and rebuild. Recovery has taken many forms: help from the Federal level with FEMA; the State and Marion and Linn counties funding assistance and modifing procedures; cities scrambling to reestablish services. Meanwhile, the Santiam Service Integration Team and Santiam Canyon Wildfire Relief Fund, among others, reached out to provide support to those who lost homes, businesses, and their sense of security to the flames.

The Comeback Trail Santiam Canyon communities show resilience By James Day The grit and determination that defines residents of the Santiam Canyon is coming to the fore once again. Devastating wildfires damaged or destroyed huge swaths of the region last September, but the signs of optimism are everywhere. New construction, businesses reopening, voters ponying up for new infrastructure, Memorial Day weekend coming off, well, almost like old times. Here is a quick snapshot of developments in the region:

Detroit “In Detroit, we keep running into hurdles,” said Mayor Jim Trett. “Every time we turn around we have a hurdle. Wouldn’t it be nice to have just one thing happen?” The town has broken ground on a new city hall/ community center, with much of the labor and materials donated by a coalition of contractors led by Rich Duncan. “They’re doing such a great job,” Trett said. The community center will be completed first, Trett said, with the builders getting a head start by being able to use the walls of the former Detroit High School gym. The goal, Trett said, is to have a regionwide celebration of the community hall building on Labor Day weekend, with SANTIAM REBUILD COALITION GROUNDBREAKING FOR THE DETROIT COMMUNITY CENTER COMPLEX.

City Hall to be finished later. The city’s badly damaged water system is perking along with temporary tweaks and splices that are producing 70 gallons a water per minute, with a reservoir available to store the water during the overnight hours. “We have water back,” enthused Trett. He reports that the system held up just fine during Memorial Day weekend, although the high-visitor periods of July 4th and Labor Day still are to come. A new water system for Detroit is a year and a half or two years away, Trett predicted. Another positive for Detroit and the region is that five businesses were open for Memorial Day: both marinas, two restaurants and the Mountain High Grocery. Detroit also got a boost earlier this year when broadband came to Detroit via Ziply Fiber. The Ziply Fiber work involved laying approximately 20 miles of fiber throughout Detroit and Idanha, which is enabling gigspeed service to approximately 450 area homes and businesses. Ziply Fiber dug and buried fiber-optic cables as well as secured fiber to the existing copper telephone lines. In Detroit, the company also had to redesign its entire network because the vast majority of the infrastructure was damaged or destroyed by in the fires. The addition was a boon for Canyon students who were studying at home because of the pandemic and Mayor Trett also said the new fiber will make Detroit more attractive for individuals looking to build second homes in the area or for folks looking to work from home.

Mill City The Mill City Rural Fire Protection District received a boost from the voters in the May special election. Voters approved a renewal of its five-year local option property tax levy that pays for district operations. 4 | SANTIAM


The levy in Measure 22-186 will assess district property owners the same 30 cents per $1,000 of assessed value as the current levy. Thus, a homeowner whose property is assessed at $200,000 would continue to pay the same $30 per year as under the current levy. District officials estimate that the levy, will raise approximately $236,000 over five years. The measure passed with 54% of the vote, with about 52% of district voters in Linn County supporting it and 61% of those in Marion County.

Lyons and Mehama Lyons and Mehama, which also straddle the Linn and Marion borders, also received a boost from voters when Measure 22-187 sailed through in the May ballot with 80% approval. The measure will raise more than $5 million from district property owners to upgrade the water system. District officials plan to:

• Replace two storage reservoirs that have reached the end of their useful lives. • Provide a new, 1.3-million gallon tank to promote system resiliency and provide additional storage capacity. • Install two new water mains to assist with water delivery and provide higher fire flow capacity. • Refinance outstanding borrowings for related capital costs. • Pay for site improvements, demolition, equipment and bond issuance costs. Property owners in the district will be charged $1.10 per $1,000 of assessed value to pay for the improvements. Property valued at $200,000 would be liable for an additional $220 per year in property to pay for the bond. The district serves residents of Lyons as well as unincorporated areas east and south in Linn County and the community of Mehama in Marion County. And it passed with nearly 80% of the vote in both counties.

Gates Hard hit by fires, like the forest floor, there are many signs of life and renewal in Gates. While Upward Bound Camp lost most of its structures to the fires, what looked to be an impossible task just a few months ago is changing into a new beginning for the camp. Summer programs are planned. The Christian-

based recreational and educational camp will continue to provide experiences for persons with special needs, as it has since 1978. More new growth: the Santiam Canyon Tool Library was set up and began operating on the grounds of the Gates Community Church. Donated tools from individuals and local businesses can be checked out and returned free of charge: saws, pressure washers, generators, wheelbarrows, chain saws, ladders, paint sprayers, leaf blowers, sanders and more. To honor the work of city employees who juggled their own losses with the struggle to get city services back online, the city of Gates was awarded a flag flown over the nation’s Capitol in December. The flag will be mounted at City Hall. A second flag was donated to the Gates Rural Fire District. It will be displayed at the fire house with memorabilia collected from the fire.

Idanha

The small town at the eastern end of the canyon has added a card-lock gas station, making it easier for residents and commercial traffic to fill up in that more isolated corner of the region. The Idanha-Detroit Rural Fire Protection District was gifted with a used engine from Coos Bay to replace a vehicle destroyed in September’s fires. That brought the district’s rolling stock up to date. More than 3 acres were donated to the district as a site to replace the fire station that burned down. Now the goal is identifying funding sources for the project, estimated $2.4 million, to move into construction. Mary Owen contributed to this report

In a tough year, Santiam Canyon School District comes out on top By Melissa Wagoner The Santiam School District’s new junior/senior high school building, begun in March 2020, may have cost taxpayers $17.9 million but it’s worth much more than that. “We’re over-delivering,” Superintendent Todd Miller, said of the grants, donations and district funding that made it possible to include, in addition to the initial building (20,000 sq. ft. larger than promised), a gymnasium, a cafeteria and a parking lot. In total, it’s $26 million in improvements, under budget and on-time despite a year of horrendous setbacks. “Even amongst everything that could be thrown at us the crews have done a great job,” Miller said. That includes mitigation of an estimated $1.5 million in smoke damage from the Labor Day fires. “Our buildings were horrendous,” Miller said. “A great big

gymnasium, and everything from the floor to ceiling had to be scrubbed down and special machinery to scrub the air.” For three weeks post-fire school – even for remote learners – was cancelled while the district rallied. “How are you supposed to do distance learning if you don’t even have a house?” Miller asked. With 30 percent of the district’s students and 10 percent of its staff unable to return home, and more than that without

basic amenities, the district was granted special dispensation from the governor that allowed some in-person learning in hubs. Fortunately, the new buildings – once thoroughly cleaned – made this possible. In Detroit, where things were dire, a modular building was added along with a solar field. “We were able to hook up our building and have internet for those kids,” Miller said. Now, the district has opened in-person schooling. “In this situation, with the new campus, wildfire and COVID it was the triple whammy and we should be the furthest away from getting kids back,” Miller said. “But 85 percent of students are in-person (in May when this interview was done) and every day that number grows.” The district has made a concerted effort to put emotional needs above academic ones – adding additional counseling staff and making summer learning optional. More than anything Miller is grateful to staff, students and the community. “If there’s a crew that’s going to survive anything it’s this crew here… Shed a tear, but then we’ll roll up our shirt sleeves and get to it.”

Fire districts grapple with new needs By Melissa Wagoner “Operationally and tactically, we don’t have many changes,” Will Ewing, Idanha-Detroit Rural Fire Protection District (RFPD) Chief, explained when asked about operational changes since the 2020s Labor Day wildfires. That sentiment was echoed across the board by the RFPDs in the Santiam Canyon. But what has changed is a need to replace revenue losses, equipment losses and increase training and volunteer recruitment to prepare for the next emergency. Because although Idanha-Detroit RFPD has a roster of around 22 volunteers, Ewing, like all of the canyon’s fire chiefs, would welcome more volunteers to provide emergency medical services (EMS) care – 80 percent of what the districts do – and other important support roles. “The more people we have to help with those other jobs then it doesn’t take our firefighters away from fires or

medical accidents,” Gates RFPD Chief Jack Carriger confirmed. Another issue the RFPDs are all attempting to address is the need for more wildland fire training. “We received a grant from the State Fire Marshal’s office to do training and buy equipment,” Carriger noted. Training is a focus for the Lyons-Mehama RFPD, too. “We already had a good training program before,” Teri Butler, office administrator for the district, confirmed. “And now we’re improving it.”

Which harkens back to that loss of tax revenue due to lost homes and businesses, which has been detrimental to all of the Canyon’s RFPDs.

Focus for the Idanha-Detroit RFPD is different. It’s still on survival. With two-thirds of the district’s volunteers living outside the canyon, and the station having burned to the ground, volunteers currently have nowhere to stay. “They have to bring a trailer or go home at the end of the day,” Ewing explained. And it’s not just the volunteers who are unhoused. The district’s equipment – which includes substantial donations after the loss of their engine and several other pieces of gear to the Labor Day fires – has been difficult to store as well.

“We’ve gotten grants but they’re for specific things and not survival,” Ewing pointed out.

“We had to buy a storage container to put all the stuff in,” Ewing noted. The district is working toward a permanent solution with the help of a $45,000 grant awarded by the Santiam Wildfire Relief Fund and 3.5 acres of donated land, on which they plan to rebuild. “Any collections we get are going into the new fire station…” Ewing said. “But it’s a $2.4 million project.”

“People say, ‘You’re a volunteer company. It shouldn’t cost you anything,’” Carriger noted. “And they’re right. In any organization the largest expenditures is personnel. But we need money to keep the doors open and keep the trucks running.”

Despite the needs, Carriger – and all of the Canyon’s RFPDs – is grateful for the community support the districts have received. “We all deeply appreciated the support that our community showed us through the wildfires…” he said. “They donated so much, helping people who were displaced from their homes. The generosity was almost overwhelming.”

Step by Step Towns team up on sewage solutions Plans to link together a new sewer system for Mill City and Gates, as well as Idanha and Detroit, are moving forward. The four towns, working with Marion County officials, formed the North Santiam Sewer Authority in May 2020 to guide the planning. Now a master plan is nearly complete. Mill City and Gates will be the first towns to receive upgrades, said Danielle Gonzalez of Marion County’s economic development department. Mill City already has a sewer system, but it is nearing capacity. Detailed engineering, design and testing will start in early summer in Mill City and Gates. Construction could begin as early as 2023, she predicted. Meanwhile, some interim measures may take place in Mill City to speed up system linkage with new housing being built in the aftermath of 2020’s Labor Day fires. “Detroit and Idanha will require additional time due to the topography and the complexity of the permitting requirements,” Gonzalez said. “At this time, there is

no specific date for the Detroit and Idanha construction. We expect more details in the coming summer months once a clean water disposal location is identified.” Interim wastewater measures also might be required in the Detroit area. Sewer authority officials have requested $60 million from the Oregon Legislature for the Mill City and Gates portion of the plan. Additional funding will be necessary for the Detroit and Idanha phases, Gonzalez said. Overall, Gonzalez said, the fires last September “raised the stakes and importance of this work … but they have not delayed the work in any way.”

“It is not necessary for residents impacted by the fires to wait for the sewer project to rebuild. Rebuilding and SANTIAM HE additional housing are an urgent matter in these impacted communities,” Gonzalez added. & SHEE

Dam Upgrade Corps of Engineers looking at fish passage, too Detroit Lake and Detroit Dam are crucial to the Santiam Canyon. The lake provides water and recreation, while the dam keeps everything under control.

Although the likelihood of an extreme earthquake is low, the potential impacts of a breach of the gates are high due to the large downstream population, the report said.

The dam was constructed between 1949 and 1953, and as you might expect with a structure of that vintage, it needs work from time to time.

Further down the road the Corps hopes to address fish passage and water temperature issues that are affecting salmon stocks. A lengthy review process that featured opportunities for Canyon residents, businesses and elected officials to chime in, led to a tentative plan to do the project “in the wet,” meaning that the lake level would not need to be reduced for the work. The project would include a giant weir that would be used to move fish around the dam and a tower near the dam that would manage the water temperature.

Currently, the dam is about midway through a three-cycle project to rehabilitate the spillway gates. Work for this season ended Feb. 24, said Tom Conning, a spokesman for the U.S. Army Corps of Engineers. Three more gates are awaiting repairs, with Conning noting that the timeline depends on future funding. The Corps also recently studied the gates for seismic resiliency and concluded that a slightly lower water pool for 2021 and beyond will be required. The Corps studied the possible impact of a major Cascadia Subduction Zone earthquake on the dam to better understand the potential ground motion at the site and its effect on the dam’s spillway gates.

The original budget and timeline called for spending in the neighborhood of $500 million, with construction concluding by 2028. However, Conning noted that given there is no current defined funding for the project, the Corps is going to take a step back and re-examine the issue to make sure it complies with all environmental policies and endangered species acts.

Relief, Recovery, Rebuild Wildfire Relief Fund continues efforts to uplift Canyon By Melissa Wagoner Wildfire recovery doesn’t happen overnight. In fact, disaster recovery experts at FEMA estimate that it will take a minimum of five years for the Santiam Canyon’s communities to recover from the devastation of the 2020 Labor Day Beachie Creek and Lionshead fires. It’s a long and rocky road because, while recovery takes work and money, it also takes robust organization efforts to fit the pieces together. That’s where the Santiam Canyon Wildfire Relief Fund (SCWRF) comes in. Established on Sept. 11, 2020, the organization is a non-profit focused on raising the funds necessary to make rebuilding possible. But it does much more than that. A 12-person advisory committee and a network of established non-profits ensure those funds are allocated ethically, legally, and with the donor’s wishes in mind. “At the fund’s inception, SCWRF advisors identified three

phases of support to help organize the relief and funding effort strategies,” Advisory Committee Member Deana Freres said.

Using the terms Relief, Recovery and Rebuild, each phase has a focus on organizing funds and non-profits to aid in its efforts. Phase one, Relief, took place directly after the fires. It was heavily funded through community partners including the United Way, Mid-Willamette Valley Community Action Agency, Marion Polk Food Share, ODHS, SNAP, St. Francis Shelter, Red Cross, and several

faith-based organizations. SCWRF partnered with the Santiam Service Integration Team (SIT), ensuring the provision of immediate needs like food, shelter and safety. “Over $140,000 of SCWRF’s cash dollars were used to supplement these SIT partners’ immediate relief support,” Freres said. SCWRF also received $215,000 in in-kind donations of housewares and clothing, $20,000 in gas cards, over $25,000 in grocery/gift cards, and thousands of volunteer hours. Now, in the midst of phase two, Recovery, is distributing grants. There have been $1,000 grants directly to homeowners, a $45,000 grant to the Idanha-Detroit Rural Fire Protection District and distribution of thousands more is planned to those who lost structures, not home-related, in the fire. SCWRF is slated to allocate $2.4 million by the end of this phase. Then the organization will move on to phase three, Rebuild. As of now this phase is undefined. It will be entirely contingent upon the procurement of more funds – possibly through grants but also through private donations. “As of May 13, 2021 just over $3.1 million has been donated to SCWRF,” Freres said.

The retreat center sustained considerable damage during the 2020 Labor Day fires and he was trying to find meaning in what he referred to both as a “disaster” and “catastrophe.” Tourism – disaster or no – is still the primary source of income for many Santiam Canyon businesses. They have had to get creative in order to open their doors in 2021.

Detroit Lake State Park

www.stateparks.oregon.gov “The first of May we’re hoping to have at least the day use open,” Robert Rea, Park Manager of Detroit Lake State Park, said when asked about the park’s reopening plans. “But we’re not going to be able to open to any walk-in camping, that will be next year at the earliest.”

“For folks that are missing Opal Creek, it’s there,” Selvig assured. “The water is there…looking crystal clean and pure as we all remember it. If anything, it’s the centerpiece now. You can hear it from wherever you are. But it’s all fragile. It needs time to heal. And this year is not the time [to visit] but there will be time in the future.”

With hazardous tree removal already underway, Rea said amazingly much of the old growth timber survived and scorched vegetation is already growing back.

Recreation.gov “There are various closures in place as a result of the September fires impacting areas near Detroit in the Santiam Canyon and near McKenzie Bridge,” Joanie Schmidgall, acting Public Affairs Staff Officer for the Forest Service, said when asked about the Willamette National Forest. “Those closures can be found [at Recreation.gov].”

“It’s amazing how it’s come back in such a short time,” Rea marveled.

With access for camping and hiking limited in specific areas, it is best to check the website.

Opal Creek Wilderness Area

“Typically, our campgrounds will open by Memorial Day. Some areas have been adversely impacted by fire and Forest Service recreation staff are still in the process of evaluating and assessing various campgrounds. We do know the Little North Fork area and recreation sites up Forest Road 46 towards Breitenbush will be closed for several months, if not longer. Sites near the lake may be open sooner.”

www.opalcreek.org “I think the reality of our situation right now is that it won’t be open to the public in the next year,” Megan Selvig, Program Director for the Opal Creek Wilderness Area, said. “So, tourism will be zero.” With severe fire damage throughout the Opal Creek Drainage, a mosaic burn in and around Jawbone Flats and damage to multiple bridges, even assessing the full extent of the damage has been tricky. “Our focus is getting our own access to the site so we can start cleanup,” Selvig confirmed. “We’ve visited a couple of times by helicopter and…we’re going to need a lot of help. There is a lot of damage up there.” The sad fact is, Selvig acknowledged, Opal Creek will never be the same. “I’m right there with everybody else… I was not ready for the emotional toll it takes. But at the same time, it’s going to be exciting to watch it change.” Already life is springing forth from beneath the burn. 14 | SANTIAM

The Detroit Ranger Station will remain closed until further notice. “We’re asking the public to be patient with us as we work to reopen fire impacted areas,” Schmidgall said. “Additionally, adhering to current closure orders is very important for public safety and the safety of Forest Service employees. We have a long road ahead, and we’re moving as quickly as possible. We realize how important recreation and tourism is to the Santiam Canyon area.”

Although the RV park will not reopen until later this summer due to a lack of water and electricity, the staff is excited to welcome guests at a limited capacity. “Our customers are anxious to return and we hope to be ready for them,” Loveberg confirmed, “it’s still a beautiful place to be with greenery around the lake and it will only continue to get better.”

www.detroitlakemarina.com “We’re hoping for Memorial Day,” Carly Lunski, Manager of the Detroit Lake Marina said. And that hope proved true. Although the marina lost nearly everything on shore, including the store, the staff plans to welcome visitors for both boat rentals and moorage.

And while Breitenbush lost a lot to the fire – all of its century old cabins as well as hundreds of trees – the lodge, the hot springs themselves and the off-the grid infrastructure survived.

“We’ll never see the property the way we saw it before,” Moore confirmed. “But we’re going forward.” Rebuilding contemporary cabins using wood salvaged from trees that burned, the future will be a mix of the old and the new. “It’ll still be Breitenbush,” Moore stated. “We’re celebrating life.”
