Staying afloat
By Steve Ritchie Five years ago, with the future of the City of Silverton’s swimming pool in doubt, voters narrowly passed a five-year operating and maintenance levy for the pool. The tax funds supplied by the levy’s passage not only kept the pool open in the peak summer months, but also enabled it to remain open year-round. With the current levy expiring in June 2018, the City of Silverton has placed a new five-year levy for the swimming pool on the Nov. 7, 2017 ballot. The levy amount is for the same amount as the previous one, $275,000 annually, or $1,375,000 over the five years. For many Silverton residents, being able to use the pool throughout the year has provided a range of benefits. Seniors take advantage of exercise classes, children take swim lessons, exercise enthusiasts ply the water during lap swim times, and school and club swim teams hold practices and competitions.
Pool tax levy up for renewal in November general election
The Silver Falls Family YMCA has contracted with the City to manage the swimming pool since 2001. Brandon Lemon, Marion & Polk YMCA vice president of sports and aquatics, oversees the operation of the Silverton pool. Lemon is enthusiastic about the partnership between the YMCA and the City of Silverton, and says the YMCA programs serve all ages of the community. “We cater to everyone at the pool. Our programs start at six months old (for infant-and-parent water recreation) and go all the way up to aquatics classes for seniors. We have the diehard swimmers here every day at 5:30 or 6 in the morning, and it ruins their day if we are not open because of a mechanical problem. We have the swim teams using the pool year-round and hosting their meets here.” Lemon tells a story about an older gentleman, a regular pool user, who stopped him recently to thank him for the affordable membership, and added,
Levy overview The Silverton pool was originally constructed in 1939. Voters passed a 10 year, $1.2 million bond in 2003 to fund a number of improvements to the pool and to construct a new bathhouse. In 2012 voters passed a $1,375,000 levy to operate and maintain the pool on a year-round basis. This levy expires June 30, 2018. The City has “no identified alternatives to fund operation of the pool past June of 2018.” The proposed levy would raise $1,375,000 over a five-year period, but the impact on individual homeowners will be less than the current levy due to community growth and increased assessed value.

Supplemented by user fees, memberships and fundraising, the levy would also maintain current programs at the pool, including exercise classes, swimming lessons, physical rehabilitation, training and competition for swim teams, lap swims for all ages, and handicap access. Lemon says the number of YMCA members in Silverton is rising, and is now over 600. Families who join as members get free YMCA youth sports.

In addition, YMCA pool statistics show a pattern of consistent swimming pool use by the community. During the peak summer months of July and August 2017, the pool averaged nearly 200 people a day, and, on some days, it surged to almost 500. Becky Ludden served as treasurer for the Friends of Silverton Pool PAC in 2012, and is a strong advocate for the pool. She says the pool quickly became the focus of her exercise regimen after she moved to Silverton, and also provided a caring group of friends. “As newcomers our first group of friends were people we met at the pool,” Ludden said. “The lap swimmers, exercise group, and pool staff became our core group. We all worked together to promote passage of the pool levy five years ago and learned more about each other as everyone brought hidden strengths to that process... I have been part of a special group who reach out to welcome, assist, and care for others. The pool and its users made us feel at home, not strangers in Silverton.”
Her experience in the previous campaign to pass the pool levy has Ludden a little nervous about next month’s election, especially since the last levy passed by just 168 votes (out of 4,160). The measure’s Explanatory Statement notes that, if the measure fails, the City will be unable to continue year-round operation of the pool. “It’s always hard to pass a tax levy of any kind,” Ludden said. “But this one will cost the homeowner less than before.” (See overview for an analysis of the levy and the tax impact.) “Having a year-round pool is an important asset to the community. Recreation, yes, but lap swimming, swim teams, and exercise classes to improve mobility are all health benefits offered at this facility. In addition, the pool provides a social meeting place for long time and new residents of all ages. It is an essential part of where we live.”
Solar farm
Panels sprout up in Silverton
Solar farming has come to Silverton. Silverton Solar, LLC, a Santa Monica, Calif., company has a 12-acre photovoltaic power generation facility under construction at the north end of Airport Road. The company plans to sell the power to Portland General Electric and expects to complete construction by the end of the year, company representative Amy Berg Pickett told Our Town. Berg Pickett said that the electricity generated by the solar farm will be enough to power 300 average homes. The parcel, which contains a total of 23.8 acres, is adjacent to the John’s Waterproofing facility and is under Marion County jurisdiction. It occupies the south end of the property. Silverton Solar received a conditional use permit from the Marion County Planning Division in January 2016. The permit was required because the land is in an exclusive farm use zone.

The permit expires Feb. 2, 2018, but extensions can be granted as long as the company complies with the terms of the permit. Key conditions that must be met involve weed eradication and vegetation management as well as paving improvements to the Pine Street/Airport Road intersection. Berg Picket said that Silverton Solar “maintains and operates all solar farms by hiring local professionals to conduct weed mitigation and vegetation care.” -- James Day

Dennis Downey was my friend and I am proud to say that... And as it became very apparent to me as his days wound down and then after, hell, who wasn’t? Sure, Denny could be a little rough around the edges. So how could he have soooo many friends from all walks of life? I don’t have enough space in this dopey column but here are a few reasons: Dennis cared about you and he made sure you knew it, he would always ask about how your family was doing, how was life, how was your health? It wasn’t just small talk, he really wanted to know. He loved kids, his kids, your kids, even strangers’ kids... whether it was as swim team coach, his annual appearance as the jolly greeter at the Christmas craft fair or teaching the fine points of hunting and fishing, Dennis was there. He was generous. I remember one time mentioning that we had a car accident and he, without hesitation, handed me a set of keys and said “Here, take my truck, keep it as long as you need” and looking me straight in the eyes said “And I don’t ever want to hear another word about it”... time, sensing we needed a little time away, tossed us the keys to his trailer in Newport for a few days of peace and quiet and said with a wink “Try to not burn it down”... Typical Denny (although I noted use of his prized O’Downey for a spin around the bay was forbidden. Everyone has their limits ;~). He was funny: once inviting me to his house for a dinner of “Beluga Whale” which turned out to be a trick for me to attend a surprise party for my 50th birthday; the time he was my running mate for The Man’s illfated presidential bid in 2008; or giving me crap about my love of cycling and my “tight black French lace shorts” (but he always knew how many miles I had ridden the previous year)... Double D was above all a world class hugger, and I don’t mean a little squeeze but a full on bear hug that stuck with you for a while... And I think a lot of you can relate to that. So as Cindy, the family and the many friends Dennis touched continue the grieving process, I suggest we all take a tip from “Dennis Downey, Silverton Oregon”....before we hear those words to “get our affairs in order.” Live like you have it all figured out, don’t take yourself (or life) too seriously, be comfortable in your own skin, be genuine, be good to your friends, spend quality time with your family, and above all, hug like you mean it. And just so you know, even in the last dark days Big D hadn’t lost his sense of humor.... His advanced directive reads, and I quote, “I’m Irish, don’t give my liver to a Mormon”...

Love casts out fear I’ve been thinking a lot lately about people. How different we are. How beautiful and broken and flawed we are. How stubborn yet patient, cruel yet kind, and gentle yet brutal we can be. In light of all the madness going on in the world right now, what can we really do to make it better? What can we do as a group? What can we do as individuals? What can I do as a stay-athome mama of a sweet two-year-old boy? How do I help that little boy understand the world and try to make the very best of it that he can? Part of me definitely wants to hide him away from it. Like, a big part. There’s something on every corner that seems more terrifying than the last. I feel like all I hear is “kids these days…” everywhere I go; sometimes even out of my own mouth. It all feels so overwhelming and really gets the best of me and my already anxious heart. It feels so hard to understand other people. Look at the faces in the photos of the horrifying news stories and understand the hate, pain and suffering. Where does it come from? What’s happened to these

The way he picks up what’s most precious to him in the world, his little metal tractor, and bashfully approaches another child to share his joy. I remember that loving him and helping him love others is the very best way for me to change the world in this stage of life. And while

Fountain of life By Melissa Wagoner When people ask Christine Carlisle when the fountain at Coolidge McClaine Park in Silverton will be finished she laughs and says, “It’ll be done when it’s done.” Started in 2014 by a Ford Foundation Leadership Team, the fountain has taken much longer and more work than anyone originally thought. “It was a huge learning process,” Carlisle, the facilitator for the project, said. “I didn’t meet this group until about one and a half years in and I said, ‘Do you realize this is an architectural mosaic?’” The team originally thought the fountain could be rebuilt upon the original structure without any changes but soon learned that reinforcement would be necessary in order to support the artistic addition. “It completely had to be refinished and we didn’t expect that so it was a huge expense,” implementation team member Aba Gayle said. “There’s so much rebar it’s not going anywhere,” Carlisle added. The impressive fountain centerpiece, which was added by crane this summer, was created by local painter Laura Lucero with a special scene on each of the four sides.
Park monument continues to gather support Coolidge McClaine Park Fountain Project Information: Aba Gayle, 503-930-0670 Much of the fountain work was done by novices taught by Carlisle during short seminars. “Over 500 people have worked on the fountain,” Carlisle said. “Untold hours – we’re talking thousands of volunteer hours now. It’s real labor. You end up with a handful of people who are there workshop after workshop.” Two of the handful who have handled much of the finish work are artists Mara’d Van der Wal and Cindi Bates, both members of the original leadership team. Along with Carlisle and Gayle they are currently, finishing the grout and making the fountain winter-ready. The group is also working to form an LLC and partner with a non-profit in order to fund the remaining work and future maintenance. The plan is to create a friendship group along with a webpage and a crowdfunding account. “This is technically on city property but it’s really good to have the people who created it work with them to maintain it,” Carlisle explained. With so many hands having left their mark on the fountain’s 125 panels so far, Carlisle is hoping to continue
garnering volunteer support. “When I finally took off the pressure about getting it done in one summer I realized what is going on with the people is more important,” she said. “The beautiful thing about this fountain is the volunteers come in and you get them going and I hear two people that are telling their stories and it’s a place of connections. It’s about community. All of us have our broken pieces and we’re putting them back together. It’s a fountain of healing – a fountain of life.” Many of the volunteers have been Silverton residents, with workshops held at the Silverton Senior Center every week for over four months, but some have come from far away. “One person that working with me today is from Chile,” Carlisle said. “Over there she wove what was a necklace, one for her mother and one for her sister whom she remembers.” Although the weather is turning, Carlisle hopes to fit in a few more work parties and welcomes helpers whenever she is working on-site, which is most days. The implementation group is working on coming up with an annual fundraiser and welcomes monetary donations. “We want to overpay our artist. That’s one of our goals,” Gayle said, smiling at Carlisle. “How do you pay an artist what they’re worth?”

New sports at Kennedy
Trojans adding wrestling, swimming
Kennedy High is adding two sports this winter, marking the Trojans as an outlier in these budget constrained times.
Tri-River only receives two automatic qualifying spots in the state playoffs, but the high rankings all but guarantee that the team that finishes third also will get a bid. The regular season winds up Wednesday, Oct. 18.
Kennedy will add wrestling and swimming to its current roster. Both teams will include boys and girls. A wrestling coach, Dewey Enos, has been hired, while Athletic Director Kevin Moffatt still is searching for a swimming coach. Moffatt told Our Town that the school made the additions to balance out the number of students it can serve in the three sports seasons. Boys and girls basketball were formerly the only winter offerings at Kennedy, with the two sports accommodating 40 athletes. More than 70 athletes are involved in fall sports at the school, and 100 participate in the spring. “Every study says that kids involved in extra-curricular activities also perform better in school and the studies we have done at our school the past 12 years echo those findings,” Moffatt said. “Plus (swimming and wrestling) are really different from what we have – new and fun.” Enos, 26, is a Silverton High graduate who has worked as a club coach for Salem Elite and the Silverton Mat Club as well as coaching at Mark Twain Middle School. He told Our Town he has 14 or 15 kids signed up and hopes to get to 20, with the squad likely anchored by Matthew Morrow, Bryce Vandervort and Carlos Saravia.

The first OSAA-sanctioned practice for wrestling and swimming is set for Nov. 13, with Nov. 29 the first contest date.

Football: Silverton has lost two in a row after a 4-0 start, falling 33-13 to Crescent Valley on Sept. 29 and 40-37 to Corvallis on Oct. 6 at the Foxes’ Homecoming game. Impressive individual efforts by opposing playmakers proved the difference in the two games. Talanoa Hufanga came off of suspension for C.V. to score three touchdowns. Silverton, ranked No. 8 in Class 5A, closes the MidWillamette Conference season with an Oct. 13 game at No. 9 South Albany and an Oct. 20 home game against No. 7 Central. Four MWC teams will make the playoffs. Kennedy, meanwhile, lost 54-14 against St. Paul on Oct. 6 at the St. Paul Rodeo Grounds – and moved up a spot in the Class 2A rankings, another sign of how insanely competitive the Tri-River Conference is. The Trojans are 1-5 overall and yet are ranked ninth and remain a good bet to make the playoffs. St. Paul is ranked No. 1, with Santiam eighth and Central Linn 10th. Defending state champion Regis is 15th. Kennedy, 1-1 in league, closes Tri-River play with home games against Santiam (Oct. 20) and Regis (Oct. 27). Soccer: The Silverton girls are once again a major player in the Mid-Willamette conference race. The Foxes, runners-up in Class 5A a year ago, opened 1-5 in a difficult non-league schedule in which they scored just three goals. But Silverton has exploded for three victories by a combined score of 14-0 to open league play. Matches down the stretch against Lebanon, Crescent Valley and Corvallis will determine which of the six playoff spots the Foxes will occupy. Volleyball: Kennedy is in the thick of the battle for the Tri-River title. The Trojans are 6-2 in league, 16-5 overall and ranked No. 5 in Class 2A. Kennedy trails No. 3 St. Paul (8-1) and No. 4 Central Linn (7-2). The

Silverton, meanwhile, is 7-4 in the Mid-Willamette and ranked No. 14 in Class 5A. The Foxes are a virtual lock to snag one of the six MWC playoff spots and have the opportunity to solidify their standing down the stretch with league-season closing matches against Lebanon (9-2), Crescent Valley (6-5) and league leader Corvallis (10-1). Cross country: Kennedy’s Kaylin Cantu and Alejandra Lopez are ranked 1-2 at 5,000 meters in the Special District 2 listings. Three other Trojans are in the top 15, which will make Kennedy a formidable contender at the Oct. 27 district meet at Bush’s Pasture Park in Salem as well as the Nov. 4 state meet at Lane Community College in Eugene. The Trojans’ boys also are well represented in the district rankings with Nick Riedman fifth and Luke Hall eighth. Silverton’s Jori Paradis and Haile Stutzman are both ranked third in the girls and boys rankings in the MidWillamette. The Foxes’ district meet is Oct. 25 at Willamette Mission State Park. Youth hoops: The Silverton High boys and girls basketball programs are forming traveling teams of younger players, with tryouts for the Future Foxes boys squads and the Future Lady Foxes girls teams set for November. Teams will be forming from each grade level from fifth to eighth for the girls and third through eighth for boys who will be attending Silverton High. Girls tryouts will be Wednesday, Nov. 1, 7 - 8:30 p.m. and Sunday, Nov. 5, 3 - 4:30 p.m. Boys will try out Wednesday, Nov. 8, 7 - 8:30 p.m. and Sunday, Nov. 12, 3 - 4:30 p.m. All tryouts will be at the high school. OSAA redistricting: The redistricting committee of the Oregon School Activities Association has completed its work, with its recommendations now in the hands of the OSAA’s Executive Board and Delegate Assembly. Barring changes at the Oct. 16 meeting of the two groups, Silverton will remain in the Class 5A Mid-Willamette Conference, but the league will present a different face. Woodburn is set to move to Class 4A, with North Salem, West Albany and Cascade being added to form a 10-team league with holdovers Corvallis, Crescent Valley, Lebanon, Central, South Albany and Dallas. Kennedy, meanwhile, is tentatively slotted into Class 2A’s new Central Valley League with Chemawa, Colton, Culver, Delphian, Gervais, Santiam, Sheridan and Western Mennonite. Music, muscle and milk It is so easy to talk about the multitude of things going awry in the world, and then have to suffer the “slings and arrows of outrageous” barbs for offering a viewpoint counter to those who lie in wait for the attack, like a cheetah stalking the herd’s wounded or youngest gazelle. That being said, I told my daughter that I wanted to write something positive this time, and about people doing good things. Bless her heart, she went out on Facebook posing that question, and had more than 150 comments and recommendations in what seemed like nano-seconds. There are so many do-gooders, not all will make it to print. Yet. Sarah Weitzman sat in a booth in the rain raising funds for “Friends of Music” at the Oct. 7 Silverton Sidewalk Shindig. She set up kid activities, including musical instruments to play, and wiped them all off (the instruments and probably kids, too). We already knew she had the voice of an angel. Seems she got the heart, too.
Do-gooders deserve a special shout-out the next game. Doing so with unfailing respect, diplomatic aplomb and politeness gets him an A+ in my grade book.
Frank Petrik, band director extraordinaire for Silverton High School, led his students in the audio-visually stunning performance at the Foxes Homecoming game Oct. 6. One patron said the band’s performance of songs from Les Mis, nearly brought her to tears. The “Leader of the Band” rocks. Josh Craig, head coach of the Foxes Football team, has put together a very solid team in the rugged Mid-Willamette Athletic Conference. His shows enthusiasm, knowledge, and a willingness to humor a lot of old men who all played high school football with Al Bundy from Married with Children fame and relentlessly offer unsolicited tips for
Kudos to the Community Roots School annual auction, scheduled for the Mount Angel Festhalle on Friday, Oct. 27, from 6-10 p.m. and even more so to the tons of supporters who buy up some spectacular gifts in the oral and silent auction each year yet don’t even have kids enrolled in the school. That is so impressive and indicative of how deeply those roots run in this community. Janet Smith, yet another unsung heroine, represents all things good for something we just didn’t talk about in public not long ago – breastfeeding! Janet is an independent lactation nurse, and is known on Facebook as “Lambs by Janet Smith.” There is an incredibly active group of moms in this area who believe this woman is destined for sainthood. Nothing but the “breast” for those mothers whenever possible, and a ton of support (and donated milk) when it isn’t. Janet helps those babies “latch on.” Gotta love that.
Lara Ghio Gaiton started a Spanish story time Tuesdays at the Silver Falls library. The popular story sessions are free. Muy bueno, mi amiga. Gracias. Keith Amano and Manuel Borbon have created citizenship classes, with childcare provided. Classes are every Saturday 10-noon at Immanuel Lutheran. How cool and timely is that? There is a new Scholarship for Social Justice (an annual $500 is the goal) which Sheldon Lesire created specifically for that cause. A current topic if ever there was one. But the effort also sends a message to elected officials who haven’t recognized the rightness of that cause yet and might want to take heed before the next election cycle. The fund is growing as I write. And to my lovely and indefatigable friend of 53 years, Beth Davisson, for all you have done, all you are doing, and all you have yet to do in this community that you love and which loves you back exponentially. Air kisses! And a great big hug at the next Rotary meeting.
