Something to Think About
Emerald ash borer By James Day
Pest threatens Oregon’s ash trees, ecosystems
About the borer
The emerald ash borer (EAB), a forest pest that has been targeting ash trees in the United States since 2002, has been found in Oregon.
The pest: Emerald ash borer (Agrilus planipennis Fairmaire)
An infestation discovered June 30 in Forest Grove means that concerns of state and local officials about the ash borer’s impact on urban forests, wetlands and streams has gone from the hypothetical to the here and now.
The problem: It has killed more than 100 million ash trees in the United States and caused $2 billion in damage
“Since it was first found in the Detroit, Michigan, area back in 2002, EAB has become the most destructive and costliest forest pest ever to invade North America,” said Wyatt Williams, an invasive species specialist in the Oregon Department of Forestry.
The source: The EAB is a native of eastern Asia (Russia, China, Mongolia, Japan and the Korean Peninsula)
“This little insect (it’s only half an inch long and an eighth of an inch wide) has spread to 35 states and five Canadian provinces, killing up to 99 percent of the ash trees in some locations. At least five ash species native to the central U.S. have become critically endangered as EAB spreads across the country killing hundreds of millions of urban and wild ash trees.”
The history: In 2002, likely through international shipping of infested wood product materials such as pallets in the Great Lakes area. The casualties: Five eastern ash species – green, white, black, blue and pumpkin – already are listed as critically endangered.
trees are also frequently used as street trees. “It’s an ecologically vital tree as it shades water, keeping it cooler for fish,” Williams said. “The roots stabilize streambanks, reducing erosion. And lots of animals, birds and insects eat the seeds and leaves. Losing it will likely have a huge impact on those ecosystems.” The good news is that because the arrival of the pest became public knowledge in 2002 there was time for Oregon officials to plan a response. In fact, a 79-page “readiness and response plan” was completed in March of 2021.
Within a decade of EAB’s arrival in an area, most ash trees are dead or dying. The concern in Oregon is for Oregon ash because of the important ecological role the native species plays along streams and in wetlands. Ash

How it works: Eggs laid in crevices of bark hatch and the larvae consume the inner phloem, cambium and outer xylem just beneath the bark. The feeding cuts off the flow of sugars from the leaves to the roots, effectively starving the trees. Source: Oregon Department of Forestry
The bad news is that there are not a lot of good solutions out there. Traps are only partially effective, pesticides are costly (and come with baggage and challenges of their own) and biological controls such as introducing a natural enemy of the EAB remain a work in progress. Silverton plans to create a committee to work on EAB issues and other city tree matters. A resolution authorizing the committee will be on the agenda at the City Council’s Sept. 12 meeting. The committee, said City Manager Ron Chandler, will Licensed Bonded Insured

told Our Town on a visit to Town Square Park, which includes ash trees. “We just need to monitor it and pay attention. It’s a keystone species because of the quantity and the other life – insects and birds – that lives in there.”
The impetus to form the committee started with public testimony at the July 11 meeting from retired nursery man Eric Hammond.
One key effort that Williams and other Oregon officials have been advocating is the harvesting and preservation of ash seeds.
“We don’t have to do anything right away,” Hammond
“The first goal is to try and preserve as much of the tree’s

genetic diversity as we can before it’s lost,” Williams said. The U.S. Forest Service’s Dorena Genetics Resource Center in Cottage Grove stores the ash seeds and is sharing them with researchers. “The researchers will test for any resistance to EAB. If any is found, we might then be able to breed resistance into local strains and replant streambanks,” Williams said. Scott Altenhoff, ODF’s urban and community forestry assistance program manager, advises cities and towns to do three things. “First, if it hasn’t been done already, inventory trees to see how vulnerable the local urban forest is to losses from emerald ash borer.” Altenhoff said. “Second, now is a good time to remove ash trees from approved street tree lists as has been done in Portland. Finally, consider how wood from ash trees that die from emerald ash borer might be used locally.” But Altenhoff and other state officials strongly caution that ash should not be moved beyond the local area. That avoids people accidentally spreading wood-boring pests faster than they would otherwise. Altenhoff also advises communities to prioritize removal of ash trees that are already in poor health or growing in spaces too small for them.

Brush Creek Playhouse looking for volunteers The Brush Creek Players is an allvolunteer theater group working together to present quality plays to the greater Silverton, Salem and Mount Angel communities. It is a nonprofit organization that offers a wide variety of productions, including well-known plays, original works, teen/young adult and children/youth shows. This one room schoolhouse theater has been cared for and loved by many over the years, but these days, it needs some more love and care. The organization is looking for new volunteer directors, actors, light
and sound persons, and help with construction, tickets, promotion and concessions, etc.

exactly how she wanted each customer to experience her store.
“When I worked at spas, the moment people opened the door they would
relax,” the seasoned spa manager said, describing the way the sights, sounds
and even the smells of her store emulate that spa experience.
“The overarching theme is positivity and that’s what I focus on when I’m
curating products,” she said. The spa
items – aromatherapy sprays, skin creams and candles – and home décor items –
furniture, artwork and seasonal decorations – are the main focus of the store.

pretty. It nourishes your soul,” Perkins

The next one – scheduled for Aug. 22, 5 to 7 p.m. – will be unique because it will also include a wax studio, hosted by aesthetician Jennie Pino. “Some people are intimidated by a spa environment,” Pino said. She believes combining aesthetics with a familiar environment provides a real benefit. “I think when it comes to incorporating skincare and beauty into your life it shouldn’t be hard and complicated. And coupling it with your daily activities, making it as accessible and enjoyable as possible… well, I love giving people a jumping-off point.”

When it comes to keeping invasive pests from spreading, Beth Myers-Shenai – a specialist in Noxious Weed Control for the Oregon Department of Agriculture (ODA) – knows observation is key. So, when it came time to design a method for keeping the incredibly invasive spotted lanternfly, a destructive insect currently spreading throughout the East Coast, out of Oregon, she decided to utilize a new and growing trend – citizen science. “Citizen science is tapping into all the people that come out and love the outdoors,” Myers-Shenai said, describing how popular plant identification apps like iNaturalist enable researchers to harness the power of outdoors enthusiasts to aid in the collection of data. “In the past we’ve been divided about the scientific community and the public,” Myers-Shenai said. “But now we can vet them in a more concrete way.” That’s because apps allow users to crowdsource plant identifications, record the data and upload it to one comprehensive database. “It’s an almost Wikipedia-style kind of regulation,” Myers-Shenai said. “I love the way the naturalist community dives in to help other naturalists verify.” But it’s not the spotted lanternfly itself that Myers-Shenai has her citizen scientists tracking, it’s the insect’s favorite food, another invasive species – the tree of heaven. “Since we have the benefit of this invasive, this could tip the balance,” Myers-Shenai said, noting that the first step, to map all of the areas where the species is currently thriving, is already underway. “We’ve had 686 observations since midMay,” she said. “It’s been wonderful.” This map will provide researchers with information about where the tree is found in greatest concentrations and where its removal would be most beneficial. “We’ll know, where are the clusters near economic crops or ecologically significant trees?” Myers-Shenai pointed out.

She is urging anyone with a mature tree of heaven or its seedlings to consider their removal. “It’s not just the ecological impact of the trees crowding out native trees, they have the potential of harboring these insects,” Myers-Shenai pointed out. For those who would like to join the tree of heaven mapping project, it’s easy. “Go to the website, iNaturalist, get an account and search for ‘Oregon tree of heaven tally’ and join,” Myers-Shenai said. “It’s a really positive project.”

This year marks the 20th annual Silverton Arts Festival. Thank you to our volunteers and sponsors who continue to make this event possible! If last year’s festival marked a step toward “normal” – after covid, fires and a devastating ice storm – this one represents a move toward connection through a more interactive festival, further community outreach, and continued artist support. That being said, we cannot do this alone! We know many of you are looking forward to a full roster of classes and workshops. We want you to know, we are working on this: Our goal is to bring art education back to the Art Center while at the same time increasing accessibility and inclusivity.
In the meantime, please enjoy this year’s festival, which we hope is a sneak peak of what is to come. Along with an inspiring array of vendors, we are hosting costumed life drawing instruction, live poetry readings by the Silverton Poetry Association and interactive art demos, as well as a community participation project through the drawing tablets and easels available for your use throughout the park. In short, there is a lot to explore and just as much to do! We look forward to celebrating the arts with you but more than that, we look forward to creating art with you now and in the future!

Skate park to get landscaping buffer
By James Day
expressed concern about the application because the parcel is outside the urban growth boundary. Also, the annexation and the water hookups would cost the Skomials more than $20,000. That bill would have been $30,000 had the property owners annexed at the time they built their house.
Street trees and landscaping will be added to the skate park on Main Street to help buffer the popular recreation site from the rest of the neighborhood. At its Aug. 5 meeting the City Council agreed to plant seven trees and other landscaping in the planter strip on the skate park side of Main Street. The city will pay the cost of the project, said City Manager Ron Chandler, although the budget has not yet been established. The skatepark has been upgraded in recent months with additional runs, a bench and a plaque that honors founder Jason Franz. All of that work was paid for by community donations. Skate park backers still are working on a plan to add lights to the facility. In other council action during the fourhour session at the Silverton High library: • A 5-1 decision by the city Planning Commission to approve a one-lot

annexation off of Edison Road NE was overturned on a similar 5-1 vote. The council decision directs city staff to come back with an ordinance to reject the annexation plan at its Sept. 12 meeting. The complicated land-use decision stems from a request by property owners Al and
Sheila Skomial to bring their property on Edison Heights Lane into the city. The key challenge for the Skomials is a failing well, which does not deliver the required water flow and also has higher than healthy levels of bacteria. Councilors and members of the public
• An item approved as part of the consent agenda will implement an amnesty program for Municipal Court-ordered traffic fines and fees. The city has a backlog of $1.5 million in delinquent fines and fees. The program, which would affect fines and fees issued before Sept. 1, 2021, requires defendants to provide 50% of the balance owed to qualify. • An appropriation of $32,000 was approved that will pay for repair work on the stone columns at the entrance to Coolidge McClaine Park. Chandler said the work likely will begin in September.

SILVER FALLS FAMILY YMCA
Civic center project taking shape By James Day The flurry of construction activity continues on the $19 million Silverton civic center project that is a year away from completion. Community Development Director Jason Gottgetreu, the project manager for the facility, said that “we are looking at an Aug. 22, 2023 substantial completion date, which is about three weeks later than originally anticipated.” The slab for the building’s foundation is scheduled to be poured Aug. 15, Gottgetreu said. The project includes a two-story building, parking, a park and a plaza. The building is being erected on a 2.7-acre site at the
north end of the former Eugene Field property, which backs up to A Street between North Water and North First. A park is planned for the south end of the property that abuts Park Street. A plaza and parking are scheduled to be constructed between the building and the park area. The new building will house city staff as well as the Police Department. No decisions have been reached on the fate of the old City Hall building on South Water Street or the temporary dog park parcel that is just north of the project site. Discussions have been held on possibly using the extra acreage to help ease downtown parking challenges.

Jim Rue
Mildred Marcheta Hicks
Nov. 9, 1949 – July 19, 2022
Nov. 3, 1925 – May 14, 2022
Jim Rue, resident of Silverton, Oregon, died early in the morning of July 19. Jim had just retired from his 11-year position as Director of the Oregon Department of Land Conservation and Development where he was responsible for the adoption and regulation of rules for Oregon’s singular landuse program. His great pride was the recent passage of the Climate-Friendly Equitable Communities rules that limit pollution from Transportation, increase housing availability for all, and create walkable/bikeable neighborhoods. He loved Oregon and wanted it to retain its natural beauty, its robustness as an agricultural powerhouse, and its livability. Jim was born in Oregon in the house his grandfather built in 1910. He died in the same house on the farm he loved. He had returned to Oregon after 16 years on the East Coast where he completed a double Masters at Yale University in Environmental Science and Business. It was at Yale where he met his beloved spouse, Mignon Mazique. During those years, Jim and Mignon raised two children, Jim worked as deputy director for the Audubon Society, ran a successful Rhode Island congressional campaign, served as deputy director for the Pennsylvania Department of Environmental Quality, and helped start two biotech companies. Upon returning to Oregon, he worked as Director of Environmental and Public Affairs for Ross Island Sand and Gravel leading the negotiation with Federal, State and Local agencies to guide the company’s transition from mining to environmental clean-up, habitat protection in the Willamette River, and committing the return of parts of Ross Island to the City of Portland to be used for recreation. Jim devoted his life to work, family, and service as a member of the vestry at Trinity Cathedral, the Board of Oregon Episcopal School, the state Agriculture Board, the Global Warming Commission, and the board of United Way. His commitment to economic and environmental justice also led him to international service in Honduras and North Korea. Jim’s friends describe him as “a giant,” “lovely and kind,” “compassionate, socially embracing, and challenging,” “playful and always ready with a silly pun,” “smart, funny, witty, argumentative, logical with a prodigious memory,” “full of life and welcoming.” His leadership evoked real love and admiration from his co-workers. He adored riding his tractor, greeting his young children when arriving home from work with “TWOOO BABIES!!,” dancing with vigor and joy, romancing his wife, playing with his grandchildren in playhouses he built for them, building furniture and gardens for his family, and spending time at his most beautiful place on Earth, the Metolius River at Camp Sherman. His plan in retirement was to work with the scientists at Stanford to ascertain if stem-cell application could solve Cerebral Palsy, the condition experienced by his first grandbaby, Charlotte. He was deeply grateful for his life; he was private but warm, a trusted confidante, a wise advisor, an avid protector; he was an optimist, indomitable in his faith in a better world, committed to a better future and convinced he could bring it about. The world is bereft without him. He is survived by his wife; two children, Seth Rue and Leah Rue-Shrader; two grandchildren, Olivia and Charlotte; a brother, Joel Rue of Silverton; a sister, Elizabeth Ernst of Turner; and many nieces, nephews, and cousins. A Celebration of Life will be held at Trinity Episcopal Cathedral in December. In lieu of flowers or other remembrances, please consider a small contribution to Charlotte’s ABLE account at www.sumday.com/gift/ oregon-able/8vLYJ2n2D0WlgUurhalBug.
Our Town Life
After living a full life of 96 years, Mildred Marcheta Hicks has now joined her husband in heaven. She was born in Coos Bay, Oregon, on Nov. 3, 1925, and died in Tacoma, Washington on May 14, 2022. Marcheta, as she was known by her friends, was named after an old Mexican love song. Born into a Scandinavian family on Catching Inlet, she grew up in a home filled with Big Band and Dixieland music. She enjoyed sharing her childhood memories of family gatherings, music in the home and getting to school by boat. Her father died when she was young and her mother opened her home to boarders so that she was able to make ends meet while raising Marcheta and her brother, Chet. This is where she met her future husband, Everett (Buck). They were married and started their family living next door. In 1968, they moved to Silverton and lived on East Main Street until their sons, John and Joe graduated from high school. She worked as a secretary for Continental Phone Company and later for Wilco Farmers. They attended Immanuel Lutheran Church. It was during this time in her life that Marcheta would say she became a true Christian. She was thankful for God’s forgiveness of her sins and spoke freely of this until her last days. She prayed fervently for the salvation of her husband and when he became a Christian at the age of 84, her prayer was finally answered. When Buck was offered a position with the telephone company to move to Juneau and later Fairbanks, Marcheta joyfully followed. She was a woman who loved adventure, wildlife, beautiful scenery, and outdoor adventures which they took part in together. In Juneau she became secretary for Gary Jenkins, who she often said became a brother to her. She spent time with his wife, Marion, and their family. After they were back in Silverton, Gary and Marion would often come to stay at the “Hicks Hotel.” When they moved back to Silverton, they built their home on Peaceful Lane and began to attend the Assembly of God Church. For many years she enjoyed arranging the flowers for the Church Altar and playing the piano on Sunday mornings. She loved talking to the young people and inviting them to play music and sing Hymns in her home. She kept the Prayer Chain by her phone and made many friends at Christian Women’s Club. This is where she met her friend Pam Leirman and her family. They became close to Buck and Marcheta, sharing meals, holidays and game nights together. Phil & Pam checked in on them often. Alex would entertain them on Independence Day with his fireworks show. Her trips to Macy’s with Pam, Elspeth and Katie were a highlight. Marcheta was an example of the Biblical term “Keeper of the Home.” She was hospitable to friends, family and strangers. She created a comfortable place for all who entered with her generous hospitality, serving delicious dinners and desserts with excellence. The smell of coffee and fresh baked cookies were waiting for all who entered. She loved dressing up. It was rare to see her not wearing her pearls and lipstick was a must. Buck and Marcheta loved their home on the Abiqua, their neighbors and their life in Silverton. They enjoyed their routine of feeding the birds, watering the flowers, getting the paper, working in the shop and canning peaches. As she grew older, Marcheta insisted that she was not getting old, just “older.” They both shared concern about what the other would do in the future alone. In August of 2021, they moved to be with their family in Tacoma. Marcheta’s husband of 67 years passed away Dec. 21, 2021. Her comfort was knowing that he was in heaven and that she would be able to join him soon. Marcheta would be the first to tell others of the good life she had been given by God and that He was especially gracious by giving her husband Buck to her. She was thankful for her family, mostly that they are being raised in Christian Homes. She prayed for them and her son Joe often and openly. She fervently wanted others to know about Jesus and His forgiveness. When the Chaplain came to comfort her at the end, he was impressed by her zeal and selfless care. Marcheta is survived by her sons Joe (Fairbanks, Alaska) and John (Tacoma, Washington), nieces Jan Laird and Laurel Stocker, and nephew Mark Stocker all from the Portland area. She was fondly called Aunt “M” by them. A most loving grandmother to John & Kathy’s children: Jesse (Christal), Joel (Letha), David (Joanna), Daniel (Kaylee), Sarah (Todd), Ruth, John (Liz), Luke and Katie. She was quite pleased to tell others of her 29 great grandchildren. Knowing that her family members were gifts, she treated each of them with love and affection. She shared with them her sense of humor when playing Old Maid, adventure when catching crawdads in the creek, appreciation of God’s Creation in her poetry, labor of love serving wonderful baked goods, and love of music when gathered around her piano. Remembering their birthdays was important to her. She kept a basket of photos on her coffee table to show her friends. Buck & Marcheta – beloved friends, parents, grandparents and greatest grandparents were special people who gave us many wonderful memories. They will be missed.

Memories
And memories in the making
I secretly wished that Olivia Newton-John was singing her mega-hit, I Honestly Love You to me when it was released in 1974. Stationed at Bergstrom Air Force Base in Austin, Texas, I found her breathy rendition of that song made me even more enamored with her. Certainly at least 50 million young and old men had the same fervent dream, and it hit a feverish pitch when Grease was released in 1978, as she morphed from the prim and proper, totally adorable “Sandy” into the black leather pants-clad temptress singing, You’re the One That I Want to John Travolta’s “Danny.” She was sweetness personified, with an angelic face and saccharine pipes. She once said to The Detroit Press, “I was just a performer the audience found pleasant.” Like Tim McGraw sang, “Always Be Humble and Kind.” That was Olivia Newton-John. Humble. Kind. Pleasant. Winner of four Grammys with five Number 1 singles, and Australia’s all-time most successful singer. She passed this week at age 73, and it made me sad. Way too young. Way too cute. On another note, I took over as Rotary Club of Silverton President July 1, for the second time. This is quite an organization. Along with the Bill and Melinda Gates Foundation, Rotary has successfully led the charge to eradicate polio in the world. With 350,000 cases in 1988, to six cases in 2021, that represents a 99% drop. (again, Rotary was there), was fun, although we did hit 100 degrees once or twice, and the parade was spectacular. that is only ONE project. Our local club is cleaning up Silver Creek on Aug. 27, and we could use some extra hands and feet (those rocks are slippery). We have a fund-raiser, “Hops and Vines” coming on the 20th of this month. We are beginning to create two new projects – cleaning and charming up the area around Salamander Island (ably led by Garron Lamoreau of Rotary) and five historically charming benches representing each branch of the service. We are always looking for new members, as benevolence and community service must never take a holiday. Have your people call my people. The coffee’s on and I will make the time! One other cool thing happened this weekend – we went to a wonderful wedding reception, where Austin Kraemer and Destinee Sandlin tied the knot. Gallon House Farms, as always, was a spectacular venue, because owners Tim and Becky Paulson Roth know what they are doing – making it special and creating memories. Even more fun? Attending 54,913 weddings in the last few years, my lovely bride of 40 years this month, Lisa and I FINALLY were the last ones on the dance floor for the anniversary dance. Veritable newlyweds Dave and Janet Kraemer Kirk were a close second, at just over 37 years. When the DJ asked to what we attribute our nuptial longevity, my answer was simple. “Just say yes, Dear” to anything and everything she wants or asks. Easy peasy. Her reply, “A happy wife is a happy life.” Ain’t it the truth?
