Community members question City of Stayton over police resignations

By Mary Owen The recent resignation of Stayton Police Chief Rich Sebens has been met with mixed emotions. “I am shocked and appalled that two police careers were ended,” Cari Sessums, co-owner of the Covered Bridge Café, told the city council at its Aug. 19 meeting. “I can’t fathom what is happening within the city,” she said of Sebens resigning and Captain Charlie Buttons resignation just after. “I just feel like there is havoc being wreaked.” Sessums asked city councilors and Mayor Hank Porter to speak on the matter. “The last three or four meetings I’ve attended, you are not listening to us,” she said. “I want you to be a part of the solution for our city, and not make it for your personal opinions and agendas.” Stayton business owner and former councilor James Loftus called Sebens and Buttons “two of the finest officers I’ve ever had the opportunity to know.

“I’m extremely disappointed in the decision process, and that you didn’t let the public know,” he told the council. “There are a lot of red flags going on right now.” CERT team leader Jamie Mattison added, “Having some of our best officers being kicked to the curb after all their years of service is just gut-wrenching.” On the flip side, resident Frank Hubbard said, “I cannot for the life of me figure out what all of you people are complaining about. There must have been a reason” behind the resignation, “but the city can’t tell you what the reason is because they’d be in trouble with the state. This is just nonsense.” Kelly Schreiber, former executive director of the Stayton Sublimity Chamber of Commerce, suggested “lots of politics” are involved in the recent upsets with police personnel and other city employees stepping down. “I adore Rich, and I have admired his kind and gentle demeanor over the years,”

she told Our Town.” Sebens’ resignation, she said, “[It] makes my heart sad.” Mayor Porter said perceptions in the community were not matching the reality of the situation. “We are interested in what we can do better to rectify this perception,” Porter said. In a recent press release, Chief Sebens had the following to say about his decision to resign: “I would like to thank the City and community of Stayton for the opportunity to serve you for the past 20 years and your police chief for the past 10 years.” Over the years, Sebens served in the role of a patrol officer, school resource officer, patrol sergeant, lieutenant and police chief. In 2009, he attended and graduated from the FBI Academy and obtained Advanced Police and Executive certifications. He also functioned as the City Emergency Manager and sat on numerous local and state oversight boards and committees.

Stayton City Manager Keith Campbell limited his comments to a press release issued about the resignation: “I want to thank Police Chief Sebens for his service to the people of Stayton and wish him the very best in the future.” Meanwhile, the city has appointed Ty Hanlon as interim police chief and David Frisendahl as interim deputy police chief. “I am honored to be able to appoint two distinguished police officers to oversee and lead our police operations during this transition,” Campbell said. Hanlon has 24 years of police experience. He spent almost 15 years in Beaverton and almost 10 with the City of Sherwood, the last seven years as a captain. Frisendahl comes to Stayton with more than 28 years of experience. He spent 25 years with the City of Tigard, including four as sergeant and five years as lieutenant. A nationwide search has been instituted to find a permanent replacements.

Former Stayton Police Chief looks back on rewarding career

By Mary Owen Stayton’s newly resigned police chief is taking a little time off, but plans to stay in the area. “I grew up in Northwest Washington and moved to Oregon in the late ‘80s to attend college where I met my wife, Carole,” Rich Sebens said. “After college and earning a bachelor’s in management and communications and an associate of science degree in fire science technology, I worked in the medical field for several years.” While working in kidney dialysis, Sebens began volunteering as a reserve officer with the Stayton Police Department, and, he said, “fell in love with the career.” In 1999, Sebens was hired as a fulltime patrol officer under Chief Don Eubank, who became his mentor. During the next two decades, he worked as a school resource officer, patrol sergeant, lieutenant, and in 2008 was promoted to police chief

“While working here, I was able to see many changes in law enforcement, especially in the world of technology,” Sebens said. “We went from hand-written paper reports and DOS computers to fully computerized with computer-aided dispatching in the cars. We saw the addition of tasers and body cams.”

But the biggest change – and challenge – he said he saw over the years was “the increase in mental illness or the awareness of it with very limited resources for dealing with it.” “Sadly, I see this issue continuing for years to come,” he said. “As always, funding is an issue as well and will continue to be an issue as tax revenue pretty much has stayed the same, but costs continue to rise.” Former Chief Eubank taught Sebens that police work is not about equipment or the number of arrests made, he said. “Its about relationship building with the community,” he said. “The most rewarding part of my career was being able to help

Buddy bench By Mary Owen Sublimity Elementary School has a new “buddy” bench, thanks to a local Girl Scout. “I chose to build a buddy bench because I see so many young kids who feel left out or need someone to play with, but they don’t always know how to reach out,” said Addison Winstead (‘Addi’ for short), a 14-year-old Sublimity Middle School student who earned her Silver Award with the project.

“The buddy bench allows them an easy way to send a message to the kids and the teachers that they need some help finding a friend, someone to talk to or a game to play.” The project took Addi about six months to finish from the time she started looking at the requirements to earn her Silver Award to when she actually presented the bench to the school. They were surprised when I presented it at the assembly, and then a lot of them wanted a picture on the bench with me.” Addi belongs to Troop 21890 in Stayton, and just registered for her seventh year of Girl Scouts. “I feel proud of myself for building something that will help the kids in the community,” she said. “I hope this shows the kids that everyone can make a difference. “We live in a great community with so many supportive adults, it feels good to give back when I can,” she added. “I can’t wait to hear the feedback in the next school year!”

SWAT intervenes on domestic disturbance

Stayton plant to close

On Aug. 22, NORPAC Foods joined Quincy Foods and Hermiston Foods in filing voluntary petitions for relief under Chapter 11 of the U.S. Bankruptcy Code. As part of the bankruptcy provisions, NORPAC entered into an asset purchase agreement with Oregon Potato Company under which OPC, headquartered in Pasco, Washington, will acquire substantially all of the company’s assets, according to online information. “NORPAC is pleased to have found a partner who shares our vision and will ensure the best possible future for our growers, employees, customers and partners,” Shawn Campbell, CEO of NORPAC Foods, said in an article on potatopro.com. “Our business operations will continue as normal through the bankruptcy process.” The transaction is expected to close within 60-90 days, and is subject to customary closing conditions, federal regulatory and

Bankruptcy Court approvals. NORPAC is a farmer-owned cooperative of family farms representing over 200 growers on more than 40,000 acres of land in the Willamette Valley. The company has worked to improve farming and food processing practices since its inception in 1924. The company has prided itself on quality, with the ability to pick and pack fruits and vegetables in less than four hours, according to its website. In 2016, NORPAC opened a new facility in Salem and moved its headquarters from Stayton. Reportedly due to its age, the Stayton plant is not part of the OPC agreement. The plant is scheduled to close the end of October. A meeting of creditors will be held at 9:30 a.m. on Sept. 27 at the U.S. Trustees Office, 620 SW Main St., Room 223 in Portland. Creditors are welcome but not required to attend the meeting. -- Mary Owen

At approximately 10:41 p.m. on Aug. 16, deputies were dispatched to a domestic disturbance in the 300 block of NE Crest Street in Sublimity. When deputies arrived, they encountered an intoxicated male who had allegedly struck the victim in the head with a liquor bottle. Deputies were able to help get the victim to safety before the suspect barricaded himself in the residence. Over the next few hours, deputies attempted to get the suspect to surrender peacefully. After those efforts were unsuccessful, the Sheriff’s Office SWAT Team was called to the scene at close to 2 a.m. Negotiators from the Tactical Negotiations Team made numerous attempts to engage with the male and to convince him to surrender. SWAT Tactical Team members made entry into the

residence and were able to take the suspect into custody on multiple charges. The suspect has been identified as Michael Ducommun, 54, from Sublimity. He was been taken to an area hospital for an evaluation followed by incarceration at Marion County Jail. Charges included Assault III, Assault IV, Resisting Arrest, and Unlawful Use of a Weapon. The victim, a 49-year-old Sublimity woman, was treated and released at an area hospital. The SWAT Team is comprised of deputies from all four divisions of the Sheriff’s Office; Enforcement, Institutions, Community Corrections, and Operations. They are joined on this multi-agency team by officers from the Woodburn Police Department.

What’s new at Sublimity Harvest Festival By Mary Owen Monster trucks are coming to the 47th annual Sublimity Harvest Festival Sept. 6-8. “We have a weekend of family fun lined up,” said Becky Silbernagel, SHF secretary. “Can’t wait!” This year’s monster trucks include Maniac, driven by Dave Smith; Obsessed, driven by Eric Swanson; T-Maxx driven by David Tucker; and Wicked Strong driven by Brandon and Jake Gallie. “New this year, we’ll be having monster truck rides!” Silbernagel said. “The rides on Zombie Trucker will be going while we are open until any track events start. Rides are $10 a person and each ride seats eight people.” “There will be a pit party on the track after the monster trucks are done, with live entertainment by The Jimmy Buffett Tribute Band,” Silbernagel said. Presented by Power Chevrolet, the festival takes place at the Sublimity Harvest Festival Grounds, complete with music, food booths and commercial vendors. A full list of sponsors can be found on the Harvest Festival website. All events are general admission, and tickets are: Friday, $15 for adults, $8 for seniors, and $5 for children 6-12; Saturday, $20 for adults, $10 for seniors, and $5 for children 6-12; and Sunday,

After a long principal search that began last November, the RSMCS board of directors selected Hedrick, who served three years as its viceprincipal. Additionally, she has many years experience as assistant principal in the Salem-Keizer and Warm Springs school districts. She is also a certified instructional coach and reading specialist, and has “the expertise and acknowledged

talent in developing and improving curriculum for academic excellence and rigor,” according to school officials. “I started my career off as a teacher, and this will be my sixth year as a school administrator,” Hedrick said. “We have such an incredible team of educators to serve our families and community, that it’s difficult to feel anything less than hopeful for the future of our schools. “I believe that as long as we continue to put students first and insist on providing nothing but the best instruction and high levels of learning for every student,” she added. “Then we will successfully advance our mission and vision.” Hedrick said the current challenge is to creatively promote the Catholic school’s program to a greater number of families and future students, while continuing to provide a high-quality and academicallyexcellent educational experience preschool through 12th grade.

Local squads get set for season

Santiam High’s football team has advanced to the Class 2A football championship the past two years, and it looks like coach Carl Rupp has another good batch cooking up this year in Mill City. “I’ve been impressed by what I’ve seen so far. Numbers are up from last season by a few, and everyone is getting after it in the weight room and on the field,” Rupp told Our Town. “We have a lot of position battles raging right now, so we’re seeing the best that players can give us across the board, knowing that there are positions open all over the place.” The Wolverines lost to Monroe in the 2017 title game and fell to Special District 2 foe Kennedy in last year’s championship matchup. Rupp was the defensive coordinator in 2017, with last year’s 10-2 season his first as the head coach. Three seniors will lead the way for Santiam, which returns four offensive starters and three on defense. Colin Thurston enters his third season as the starting quarterback, with Quinten Cook (offensive lineman and linebacker) and Brody Davidson (running back and linebacker) unlikely to leave the field very often. “The [district] is wide open this season,” Rupp said. “We’re fighting for one of the automatic bids for the playoffs, which is top two at the end of league play. There’s going to be a lot of competitive games this season across the board. If we continue to improve like we have this summer and fall camp, I feel like we have a legitimate chance at a playoff spot. Our league is an absolute meat grinder at the 2A level, so if we can come out of that pack, we feel good about our chances to make some noise.”

The Wolverines open Friday, Sept. 6 at Class 3A Willamina. Cascade, meanwhile, returns six starters apiece on offense and defense from a squad that came within a 3-point loss at Sweet Home from an undefeated league season. The Cougars were 4-5 overall, falling in the first round of the playoffs to eventual Class 4A runner-up Seaside. “We have been going at it all summer,” fourth-year head coach Brandon Bennett told Our Town. “Our summer workout numbers were through the roof this year and that has led to great team chemistry. This has been the most motivated group I have seen in the past three years. They are hungry.” Bennett has a strong senior class to depend on, including Ryan Diehl, Elijah Nolan, Caleb Sell, Brandon White, Westin Nelson, TJ Marquez and Ethan Coffey. Also expected to assist are junior David Kanoff and sophomores Jacob Hage, Blake Lewis and Will Ramos. “The last four seasons we have dropped a league game which stopped us all four years from undefeated league titles,” Bennett said. “So how do we stack up? We will be in the mix for sure.”

A Grin at the End

Almost Canada I am standing on a spit of land that curls into the Pacific Ocean. As the sun drifts lower in the evening sky, the far-away islands take on a golden hue, basking in the summer twilight. I’m thankful that I’m standing on the northern precipice of the U.S., a place I never had any intention of visiting. I have the federal government to thank. I should back up a bit. It all comes down to my dislike of lines. I don’t like them at the grocery store, at the fastfood restaurant, the movie theater – or anywhere else, for that matter. I especially don’t like the security lines at the airport, where our friends from the TSA – short for Terribly Slow Annoyance – manage to both increase my stress and reduce my chances of making a flight. My plan was to get those “Pre-Check” cards that would allow my wife and me to casually waltz through security without

having to disrobe or unpack. I went to the federal government’s website to see what that would take, and I ran across another option – Global Entry. It’s like PreCheck, but on steroids. Not only do you get the express lane for airport security, you get the express lane when you come back into the Good Old U.S. of A. from overseas. That sounded like it was right up my alley. We signed up online, telling the good folks at the federal government everything about ourselves except my shirt size and what my favorite dessert is. Those are both closely held secrets.

That’s where things got a bit complicated. I started to look for a place for my wife and I to be interviewed. I figured we could take an afternoon and go to some office in Portland and that would be it. Oh, no! It couldn’t be that easy. I looked at the interview schedule for the Portland office. No appointments were available until January. We have a trip planned in November, so that wouldn’t work. I looked around at other offices, and the only place I found two appointments together was in Washington state – in Blaine. For those who haven’t had the pleasure, Blaine is approximately two inches from Canada. I figured it would be worth the

trip, if for no other reason than getting it out of the way. I’m one of those guys who likes the “doneness” of a project as much as anything else about it. I figured we could drive to Blaine, hang out for a day or two, do the interview and head home. The only problem was how gorgeous it was there. I mean Gorgeous with a capital “G.” We stayed at a resort called Semiahmoo, which I presume is Native American for “You won’t believe the view.” That and the seals, otters and other critters roaming around the area made the trip well worthwhile. By the time we got to our appointment for the Global Entry thingie, I was already thinking about our next trip – to Blaine. Carl Sampson is a freelance writer and editor. He lives in Stayton.
