Small Town Escapes Oregon’s Garden City While worldly challenges have occupied hearts and minds across the country over the last year, our own pocket of wonders was tested by devastating fires and an unprecedented ice storm. Yet, the berry blossoms returned and children took to the shade of Silver Creek once again. In addition to our usual spotlights on our region’s attractions, we wanted to share six stories of how our community continues to push toward improving its well being, through its people and the spaces we call home. Since 1992, the Silverton Mural Society has given open walls of Silverton an extra splash of life. The murals are painted and maintained by local and regional artists, and depict colorful personalities from Silverton’s adventurous history (like Bobbie the Wonder Dog, plus a few surprises too. The Christmas-themed mural even has a mailbox to the North Pole. See map on page 24 for a location guide to all 27 murals.

Beautifully preserved historic buildings are home to a medley of boutique galleries, antique shops, creekside restaurants and cafés, a legendary cinema, and plenty of places to sample craft beer and regional wines. People flow from one downtown business to the next on the evening of the First Friday of each month to mingle and see the new art exhibits.

Willkommen! Four miles north of Silverton, among hazelnut and hop fields, clock and church towers chime the time of day in this Bavarian-style village. Complete with thematic architecture and authentic cuisine (especially sausage), Mount Angel is proud of its roots, relationship with faith, and is renowned for its annual Oktoberfest, the largest folk festival in Oregon. This four-day celebration is a major fundraising engine for dozens of local non-profits. See page 25 for a map of the town’s Heritage Trail historic markers. Mount Angel takes its name from Engelberg, Switzerland – the homeland of the Benedictine monks that settled on a nearby butte in the 1880s. They have operated a monastery and seminary ever since. The campus has a church, coffee and gift shop, a retreat center, and a brewery (down the hill, on Humpert Lane). History and culture-seekers should visit the Abbey’s museum, with a diverse assortment of natural history specimens and artifacts from around the world. Also, don’t miss the famous library designed by Finnish architect Alvar Aalto (interior access closed at time of press due to COVID).

Oregon’s largest state park is located just 14 miles south of Silverton. The Trail of Ten Falls is the main attraction, a moderate seven mile hike. You can really feel the power of water when you walk behind some of the falls. The tallest single waterfall is South Falls at 177 feet. There are over 30 miles of additional trails to hike, bike, or ride by horse. The South Falls Lodge is a cozy, historic gem. Gallon House Bridge Gallon House Road, between Silverton and Mount Angel. Built in 1916, this is one of Oregon’s oldest covered bridges and the only one in Marion County you can drive through.

Community health care aided by heritage, state-of-the-art tech As settlers to Silverton Country blazed their way through untouched timber, medical pioneers worked feverishly to provide care for the burgeoning community. Though earlier attempts to form a hospital in Silverton had fizzled out, the advent of its robust timber industry and the horrific accidents that ensued made it a necessity. In fact, it was Silverton Lumber Company, founded in 1906, and Silver Falls Timber Company, started in 1914, that hired 36-yearold Clarence Keene, M.D., as “mill doctor” that same year. “Old Pills and Iodine” (as he was nicknamed) purchased a large home on East Hill to serve as both mill hospital and home for the Keene family. He also graciously made the facility available to any doctor who needed it. Four years later, 267 community members purchased 1,000 shares to bring the first Silverton Hospital into existence. More than a century later, Legacy Silverton Medical Center is alive and well and enjoys better community involvement than ever. The non-profit regional hospital moved to its current location in 1938. The 48-bed facility today includes a Level IV trauma center, a 24-hour emergency department, a family birth center, wound care, diagnostic imaging, physical therapy and a full range of surgical services, including orthopedics, gynecology, urology, podiatry, endoscopy and general surgery. The hospital has four operating rooms and two endoscopy suites serving patients aged four through adulthood. These facilities are open Monday through Friday, with a complete surgical team on call 24/7 for emergencies.

As part of the locally owned Legacy Health system, Legacy Silverton Medical Center is connected to an extensive network of medical clinics and providers who offer a wide range of health care services. There are four Legacy Medical Group primary care clinics located in Keizer, Silverton, Mount Angel and Woodburn, all offering telehealth visits, including video and telephone options. In addition, there is an urgent care clinic and occupational health services, including workman's compensation at Legacy Woodburn Health Center. Many other outpatient services are available to the community, including women's health services, orthopedics, physical therapy, cardiac rehabilitation, nutritional services, behavioral health services, radiology and laboratory services. Patients also have access to Legacy's heart, cancer and neurology programs, in addition to newborn and pediatric specialists at Randall Children's Hospital located on the campus of Legacy Emanuel Medical Center in Portland.

Gardening with civics, science & community The Oregon Garden was founded in 1999 by members of the Oregon Association of Nurseries to showcase the beauty of ornamental plants, promote Oregon's nurseries and demonstrate the economic benefits of the Oregon nursery industry – a billion-dollar economic powerhouse. The Oregon Garden’s mission to provide the ultimate botanical garden experience also met a crucial need of the City of Silverton and a unique partnership between the Garden and the City of Silverton was formed. The city needed a place to discharge its wastewater during the summer months when it is too warm to be discharged elsewhere. From there an extensive wetlands area was formed, opening up educational opportunities for grade school field trips and serious students – and valuable irrigation water for the Garden proper. Today, the stunning 80-acre botanical garden is a tapestry of more than 20 specialty gardens showcasing the diverse botanical beauty of Oregon’s Willamette Valley and the Pacific Northwest. The themed gardens include the Amazing Water Garden, the Children’s Garden, the Lewis & Clark Garden, and the Sensory Garden. Whether strolling or riding the tram, visitors can tour the grounds on four miles of ADA-accessible paths, enjoy lunch in an open-air café, and get information about the Garden and other nearby destinations at the Visitors Center. The gift shop offers garden-themed delights and next door there’s a nursery that sells plants propagated from the same specimens you will see and admire within the Garden itself. The Oregon Garden helps boost the local economy and provides volunteer opportunities for community members interested in gardening or serving in other capacities. With spacious indoor

and outdoor venues, the Garden is a regional mainstay for weddings and provides a place for community celebrations, fundraising functions, and many other to-dos. Overseen and run by the Oregon Garden Foundation, the Garden is supported by memberships, gate admissions, events, donations and grants. Despite the major setbacks of the past year and more – from the pandemic and local wildfires to a historic-level ice storm – the Foundation, staff, and an army of volunteers are working enthusiastically to keep the Garden a pristine example of the magic and beauty of the plant world.

The City of Silverton’s plan for a new civic complex is closer to bearing fruit. The City Council in April authorized work on construction documents, building permits, bidding and construction administration. “The construction documents will detail everything in the building and how it will be constructed, from what kinds of door knobs will be installed to what types of screws are to be used,” said Jason Gottgetreu, the city’s Community Development director and the lead staffer on the project. Gottgetreu said the project will be put out to bid by the fall of 2021. “This will lead to the city hiring a contractor to do the construction, which is anticipated to start in spring 2022,” Gottgetreu said. “Construction is estimated to take about 15 months.” The overall project cost will be around $17 million or $18 million, Gottgetreu said. The two-story building, which will be occupied first by the Police Department, with other city departments and functions to follow, will be built on 3.46 acres of land that used to contain Eugene Field School. The school was purchased by the city from the Silver Falls School District in 2017 for $1,000,000, with demolition taking place in 2019. The design, which was handled by the Mackenzie architecture and design firm of Portland, features a single building at the north end of the property backs up to A Street between North Water and North First. A park is planned for the south end of the property that abuts Park Street. A plaza and parking are scheduled to be constructed between the building and the park area. The current police/city hall building a few blocks away on South Water Street was built in 1925 and is not seismically safe.

A Village’s To-Do List Mount Angel continues to cross items off its wish list as it works on a new economic development strategy for the town. Former City Manager, Kevin Cronin, points to a series of improvements the city has made as it works to boost economic growth and add jobs. “I think the city has done remarkably well, given the challenges of COVID, two ice storms, fires and a heat wave,” Cronin said. “We’ve put the city in a much better position for economic growth.” The city’s homestay short-term rental program just approved its first application. “We’re pretty proud of that,” Cronin said. Also in the works is a mobile information kiosk that Mount Angel, Woodburn and other partners are teaming up on. The kiosk would move around to different events, hopefully by the fall or winter. The city is using $45,000 in funds from Marion County on its Property Investment & Redevelopment

(PRIDE) grant program. Mount Angel has disbursed $30,000 of the money to help businesses expand their space, look for a new space or take other steps to support business and commercial property owners. Perhaps the most visible initiative has been the city’s effort to improve the Railroad Avenue neighborhood. Three derelict properties have been cleaned up, code enforcement officials are working with property owners on improvements and a neighborhood group is forming to come up with some new designs for the region. Cronin said the city is looking to attract new private investment in some vacant land and plans to resurface a street which hasn’t been upgraded in 40 years. “This project has drawn the most positive response from the community,” Cronin said. “People notice the improvements when they go by.”

The Benedictine Sisters founded their monastery in 1882, and the campus remains a quiet, meditative space to this day. Visitors are welcome to the gift shop (check website for hours) and meander along the contemplative, outdoor labyrinth.

Launched in 2016, Sustainable Silverton is a grassroots organization of volunteers whose purpose it is to initiate dialogue around the subjects of climate change. That includes both the way a changing climate will impact the city of Silverton in the future and how government officials and the community at large can build sustainability practices into their future planning efforts. Through monthly meetings, the volunteer board has initiated numerous projects including a recycling program located at the Silverton Farmers Market and Beyond Bins Bingo – a community-wide bingo game encouraging players to build extra sustainability practices into their everyday lives. But the group’s primary venture, which kicked-off in October 2018, was the approval of an energy study by the Silverton City Council, which resulted, one year later, in the Silverton Energy Plan, coordinating the efforts of city government, local organizations and Sustainable Silverton volunteers themselves. The plan’s primary goals include the reduction of energy costs and greenhouse gas emissions; improved crisis resiliency; increased investment in energy production as a whole and in local sources of renewable energy in particular and an overall improvement in sustainability. In order to achieve these goals, the focus will be on land use and transportation; consumption and waste; food and agriculture; urban natural resources and health, social services and community well-being. “Future plans are to work with the City of Silverton and the citizens of Silverton to implement the goals of the study…” member, Karen Garst, said. Adding, “We would love interested parties to contact us. Local Advocacy in Practice Sarah White founded Sheltering Silverton – a non-profit advocating for and providing services to those experiencing homelessness or the threat of homelessness – in 2018. “We seek to create a stable space in our town where hospitality thrives,” White explained, “where each individual is welcomed and respected as precious and integral, where helpful resources are made available, and where friendship is freely offered, especially to the most vulnerable in our midst. We recognize that authentic, respectful relationship is foundational to the health and vibrancy of Silverton, and our hope is to create an inclusive culture where everyone can thrive.” But with housing and rental prices on the rise, creating that culture of inclusivity has become increasingly difficult. And so, in 2019 White also joined Silverton’s Affordable Housing Task Force, in the hopes of increasing affordable housing options within the community. “The Task Force is made up of community members who advocate for affordable housing, work with people experiencing poverty, have lived experience of being low income in Silverton, as well as developers and city leaders,” White said of the Task Force’s composition, which also includes several members of Sheltering Silverton’s board, staff and volunteers. And the partnership makes sense according to White who

said, “Silverton needs more low-income and affordable housing for seniors, families with children in our schools, and adults with disabilities…The AH Task Force is working to create recommendations that would lead to more housing.” But these long-term changes take time and in the interim, there continues to be an increased need for the assistance Sheltering Silverton provides. “Over the course of 2020 we were able to help 70 individuals connect to stable housing and we served over 180 people,” White said of the work the three-person staff accomplished, largely through the operation of a day-time shelter and resource center where they connect clients to stabilizing supports like medical care, behavioral health care, social services, domestic violence and human trafficking advocacy, veterans’ services, government resources, work and educational opportunities and housing. She hopes Sheltering Silverton can offer even more assistance, including hotel rooms for those with medical issues and families with children in the winter and regular shower, laundry and kitchen access year-round. Chamber of Commerce is a proactive volunteer organization. The proceeds from our events go to support the city fountain, flower baskets, annual 4th of July parade and fireworks celebration holiday decor, scholarships and community donations!

For more than 40 years the Mount Angel Chamber of Commerce has worked to improve the livability and economic environment of the community.
