Dear Dr. Weinrich,

It is our great honor and pleasure to invite the International Planetarium Society to bring its Biennial Conference of 2014 to Rio de Janeiro, Brazil, hosted by the Rio de Janeiro Planetarium Foundation. Rio de Janeiro Planetarium Foundation is prepared to engage in a partnership with IPS for the organization of this important Conference. The Rio de Janeiro Planetarium has been a member of IPS since 1997, back in the days when we only had one dome. And IPS has been a part of our lives since then, so we know the benefits one can get from what we consider to be the most important message IPS sends planetariums all over the world: "It is OK to dream and to build on your strengths for the future."

Why Brazil? The IPS Conference has never been held in South America before. The continent population is over 350 million inhabitants; the congress will disseminate IPS in Latin American countries, motivating and improving of all aspects of planetarium operations. The Rio de Janeiro Planetarium also knows that it is an old IPS dream to be present in the South American continent. This dream has been proven difficult to realize, due to geographical, economical and linguistical issues. But the tides started to turn when IPS held its Council Meeting here at the Rio de Janeiro Planetarium, in 2007. Hosting the Conference of the International Planetarium Society – IPS 2014 will be very important for Brazil, since it will offer the opportunity of show the world our professionalism in the planetarium field and the high level of scientific development we have experienced. It will also be very important for Brazilian and Latin American professionals to have the opportunity to receive and exchange knowledge and experiences with other professionals from other countries with the goal to acquire new information, techniques and methodologies. Brazil is a world of natural beauties that can´t properly fit into a touristic guide. Nature, development and a warm hearted people blend together to create an unforgettable experience for all those who decide to come. The country has a complete infrastructure to host international conferences. According to ICCA International Congress and Convention Association, Brazil was ranked 7th as international meeting destination in the world in 2009, with 254 international meetings. The country is among the top 10 since 2006.


Rio de Janeiro Rio de Janeiro was ranked 1st as international meetings destination in the Americas, in the last decade. Also among the top 10 and 20 several times. The city of Rio de Janeiro is well known by its breath-taking scenery, surrounded by a green rain forest, complemented by beautiful beaches and deep blue sea. In addition, it is considered one of the world-wide prime destinations, particularly because of its exotic and vibrant cultures, and the warm hospitality of the cariocas (the people from Rio). However, Rio is not just a prime tourist destination. The great concentration of scientific and technological activities also characterizes Rio as one of the most important centers in Brazil and in Latin America. Rio de Janeiro itself could be considered the Brazilian capital of Astronomy. For over 50 years, the Rio de Janeiro Federal University hosted the only graduation course in Astronomy (one new course opened last year, in SĂŁo Paulo). Also in Rio is the National Observatory, founded in 1827 by Brazil's first emperor, D. Pedro I (father to D. Pedro II, who lends his name to one of the Planetarium's domes). Adjacent to the National Observatory is the Museum of Astronomy; and very close to both institutions, there is the National Museum, with its vast collections of fossils, mummies, plants and the largest meteorite ever recovered in Brazilian soil (the famous BendegĂł meteorite, with replicas displayed all over the world, including at the Palais de La Decouvert, in Paris, France). Our city's ability to host large events was recently recognized by three very distinct sports authorities. Rio will host the World Military Games, this year, some matches of the FIFA World Cup (including the final) in 2014 and the 2016 Summer Olympics.

Convention Center Windsor Barra Hotel is a five star hotel in Barra da Tijuca neighbouring area. The Barra Windsor´s convention center is impressive in its magnitude. Sixty fully equipped salons are available for the accommodation of small, medium or large sized meetings and events. Its daring architecture provides salons with ceiling heights of up to 17 feet, salons with terraces and views to the oceans well as ample corridors with multiple accesses which facilitate the simultaneous flow of thousands of participants. More than 32,000 square feet of meeting rooms, some with a 17 feet high ceiling. Capacities vary from 20 to 1,200 people. Access and reception independent from hotel. The Conference The Conference itself would be a fresh mix of standard IPS Conference activities, with a Brazilian twist, and unique features. We would hold the usual papers sessions, poster sessions and workshops, with open submissions from all the planetarium community. The Local Organizing Committee will be formed from experienced Brazilian planetarians. Still, the LOC will cooperate and communicate with the Officers and Council as we all plan the conference, and planning tasks will be attended to promptly and in accordance with the conference planning timetable. The guest speakers would be a mix of world renowned scientists and South American experts, ranging from archeoastronomers and ethnoastronomers to Brazilian top scientists that could give us a special view on how to do Astronomy in a developing country. A city-tour is part of our plans, mixing the standard tourist attractions with the more astronomically relevant sites in Rio. A night at a dark-sky site to watch the Southern hemisphere sky is in our plans as well. Family members will find the city very welcoming, and they will find it easy to explore on their own. We plan two large banquets, one as part of the regular schedule (the awards lunch) and the second would be the closing banquet, which would happen on top of the Sugar Loaf, just like we helped organize for the IAU GA social evening. The Institution The Rio de Janeiro Planetarium Foundation, established in 1993, is actually a 40 years old institution, since its first dome opened in November, 1970, housing a Zeiss Spacemaster projector and 130 seats. This dome, named after Italian astronomer Galileo Galilei, is 12.5m in diameter and is currently being renovated. The original Zeiss Spacemaster projector was relocated to the main exhibit at the Museum of the Universe and the dome will reopen in 2011 as a digital theater for multiple purposes, Astronomy included, powered by Barco and RSACosmos. The Foundation is a branch of the Rio de Janeiro City Hall, directly linked to its Culture Bureau. In Brazil, municipal governments are run by one elected official (the Mayor) and his or her cabinet: appointed officers that head different Bureaus. And even though the city of Rio de Janeiro has its own Science and Technology Bureau, the Planetarium Foundation is not attached to it, but instead, to the Culture Bureau. This was not a random decision. Our mission is “To divulge Astronomy and Science through the use of state-of-the-art technology in a welcoming environment, offering our visitors high quality cultural leisure”. We see Astronomy, and Science in general, as part as the cultural heritage that should be spread among the people, especially school kids. As part of a constant effort to achieve our goals, the Foundation built two other domes. Its second dome opened in 1998, with a Zeiss Universarium VIII and 277 seats. A recent remodeling has brought this number down to 263. It is 23m in diameter and is adjacent to the Galileo dome. It is named after American astronomer and science communicator Carl Sagan. The third dome was opened in 2008 and is located some 70km away from the Foundation headquarters. As odd as it may appear, this was a sound decision taken by the Mayor's office, and very much in alignment with our mission. Rio, as any major world city, has very distinct neighborhoods, presenting a wide range on HDI (Human Development Index). The new dome was built in an underprivileged part of town specifically to broaden our attendance amongst the lower income population. This third dome was named after Brazil's last emperor, D. Pedro II, a great enthusiast of Astronomy. It is 12m in diameter and houses a Digistar 3 digital projector from Evans & Sutherland and 88 seats. This new building has a 100-seat auditorium and some of the exhibits originally showcased at the main office. The main office, or headquarters, of the Planetarium Foundation has, besides its two domes, a 100seat auditorium, two classrooms (for up to 50 children each), a small digital theater (30-seat), an open amphitheater and its famous “telescope square”, with four different domes and telescopes, open to the public every Wednesday. And, of course, the Museum of the Universe, an interactive hands-on exhibit covering Astronomy, from the astrolabe to the Hubble Space Telescope.


The Rio de Janeiro Planetarium is the busiest and largest planetarium in Brazil, the only one that has an official policy to hire exclusively graduated astronomers for its domes' activities. It was the first Brazilian planetarium to join IPS and it is one of the founding members of ABP, the Association of Brazilian Planetariums. The Rio de Janeiro Planetarium is a major player in the popularization of Astronomy and Science in Brazil. It co-hosted the IAU General Assembly in 2009, offering a diverse scientific and cultural program to astronomers from all around the world. It also gave the local population the opportunity to interact with keynote speakers during a series of lectures by top scientists from different countries during the two weeks that IAU had its meeting in Rio. All lectures were planned by the Rio Planetarium, with the help of IAU and consulates from different countries, which provided translation into Portuguese. Most recently, the Rio de Janeiro Planetarium celebrated its 40 year existence by hosting the largest ABP meeting ever. Aggressively seeking funds from different branches of the federal, state and municipal governments, and gathering sponsorships from companies in and out the planetarium business, the Rio Planetarium managed to bring three international guests for this ABP meeting, and 22 young planetarians from all around Brazil, professionals or students that are entering this field and would, otherwise, be unable to attend the meeting in Rio. The next natural step is for the Rio de Janeiro Planetarium to host an IPS Conference.

Sugar Loaf This natural symbol of Rio de Janeiro can be seen at the entrance to Guanabara Bay. There are two stages in the cable-car trip to the top of the rock. The first is from the station at Praia Vermelha to Urca Hill, which rises 705 feet above the bay, and the second links Urca Hill to the top of Sugar Loaf, 1,300 feet high. Lapa Arches and Santa Teresa district Located in the Largo da Lapa Square, the center of Rio's turn-of-the-century nightlife, the Lapa Arches hold their place in history as the most monumental work undertaken in colonial Rio. This magnificent structure contains 42 arches in two tiers. Originally built as an aqueduct to supply the city with water, today they carry another outstanding attraction: the scenic tramlines linking the Carioca Station downtown to the picturesque Santa Teresa district, a vibrant artistic community, with a great range of bars, restaurants, museums, cultural centers and artist's studios.


Botanical Garden A paradise of plants and trees from the four corners of the earth. Founded in 1808, it spreads over an area of about 340 acres. Tijuca Forest Rio's largest park is the Tijuca National Park, covering 3,300 hectares, and including Tijuca Forest. The Park is the largest urban forest in the world. As you look up at the Corcovado from the Lagoa, the mass of greenery clinging to the edge of the mountain and stretching miles to your left, is the Tijuca National Park. Roads run through the entire length of the park allowing visitors to enjoy its many natural wonders, and at the weekend some of the routes become pedestrian only. SuCCESSFuL STRATEGy The Aquarela Plan has taken Brazil up to the next level, especially as regards the international tourist promotionandinflowofforeigncurrencyduetotheentranceofforeigntouristsinthecountry.Tothatend, severaldifferentpromotionaltoolsandactingstrategieswereused,whichallowedtoreachtheresults planned: • Unifi cation of Brazil’s image by means of Marca Brasil (Brand Brazil). • Increase of the off er of Brazilian destinations and tourist products among the international travel agencies and distributors. • Joint actions with states, partners and private actors. • Permanent monitoring of Brazil’s image abroad. • Support to trade. • Creation of the Brazilian Tourism Offi ces (EBTs) and “Discover Brazil” committees. • Partnership with the commercial promotion sectors of the Brazilian embassies in the priority markets. • Inclusion of the segment “business & events” as one of the main promotion strategies of the Country. • Increase of the agenda of tourism fairs to Latin America and emerging markets. • Permanent monitoring and acting with the international airway sector – regular and charter. Therewasanincreaseof9%ontheacknowledgementoftheMarcaBrasilbytheforeigntourist(data from the surveyTurista Atual – CurrentTourist – of 2009. Survey made with 2400 tourists from 27 countriesin10Brazilianairports).Theacknowledgementpercentageincreasedfrom11%in2006to 20% in 2009. 2.
