Naêm 2007 kheùp laïi ñaùnh daáu moät giai ñoaïn phaùt trieån kinh teá cuûa Vieät Nam sau moät naêm Vieät Nam trôû thaønh thaønh vieân chính thöùc cuûa WTO vaø thöïc hieän Quy cheá thöông maïi bình thöôøng vónh vieãn (PNTR: Pemanent Normal Trade Relations) vôùi Hoa Kyø. Toác ñoä taêng GDP ñaït möùc cao 8,5%, xuaát khaåu taêng 20%, voán ñaàu tö nöôùc ngoaøi ñaêng kyù ñaït 20,3 tyû USD, nhöõng thaønh quaû ñoù ngaøy caøng khaúng ñònh vò theá cuûa Vieät Nam treân tröôøng quoác teá ñöôïc naâng cao, caùc hoaït ñoäng ngoaïi giao, hoaït ñoäng hôïp taùc ñaàu tö giöõa Vieät Nam vaø caùc nöôùc ñöôïc thuùc ñaåy nhanh. Kính thöa Quyù vò, Beân caïnh nhöõng thaønh quaû ñaït ñöôïc cuõng coøn moät soá haïn cheá nhö thò tröôøng chöùng khoaùn ñang trong giai ñoaïn ñieàu chænh, taâm lyù caùc nhaø ñaàu tö coøn dao ñoäng vaø höôùng moät phaàn sang keânh ñaàu tö baát ñoäng saûn. Vì vaäy, thò tröôøng baát ñoäng saûn trong naêm 2007 ñaõ coù moät soá ñôït taêng giaù ôû moät vaøi khu vöïc nhö Quaän 2, 7, Nhaø Beø, Bình Chaùnh. Cuøng vôùi söï phaùt trieån cuûa neàn kinh teá cuûa ñaát nöôùc, naêm 2007 laø naêm BCCI coù nhöõng böôùc phaùt trieån lôùn trong quaù trình hoaït ñoäng saûn xuaát kinh doanh: - Naêng löïc taøi chính cuûa BCCI ñöôïc taêng cöôøng vôùi möùc voán ñieàu leä ñaït 542 tyû ñoàng. - Veà hoaït ñoäng kinh doanh, toång taøi saûn taêng 71%, lôïi nhuaän sau thueá taêng 180%. - Thöông hieäu BCCI ngaøy caøng ñöôïc khaúng ñònh laø moät trong nhöõng coâng ty haøng ñaàu treân thò tröôøng baát ñoäng saûn. Böôùc sang naêm 2008, trong boái caûnh neàn kinh teá Vieät Nam ñang phaùt trieån vôùi nhieàu cô hoäi vaø thaùch thöùc, BCCI xaùc ñònh caùc muïc tieâu chieán löôïc vaø taäp trung nguoàn löïc quyeát taâm hoaøn thaønh vöôït möùc muïc tieâu keá hoaïch saûn xuaát kinh doanh naêm 2008, cuï theå: - Taïo ra giaù trò cho coå ñoâng thoâng qua ñaït möùc lôïi nhuaän sau thueá 201 tyû ñoàng.
- Doanh thu baùn haøng ñaït treân 833 tyû ñoàng. - Giaù trò ñaàu tö xaây döïng cô baûn vaø thu hoài ñaát ñaït treân 1.524 tyû ñoàng. - Ñaåy nhanh tieán ñoä ñaàu tö cuûa caùc döï aùn troïng ñieåm nhö: Khu ñònh cö Phong Phuù (84 ha), khu daân cö Phong Phuù (132 ha), khu daân cö 11 A (16,6 ha), khu ñoâ thò Taân Taïo (320 ha). - Naâng cao hôn nöõa tính chuyeân nghieäp trong quaûn lyù ñieàu haønh saûn xuaát kinh doanh, tieâu chuaån chaát löôïng saûn phaåm ñeå phuïc vuï vaø thoûa maõn toái ña nhu caàu khaùch haøng. - Tieáp tuïc hôïp taùc, duy trì, phaùt trieån hôn nöõa moái quan heä hôïp taùc vôùi caùc ñoái taùc chieán löôïc. BCCI ñaït ñöôïc nhöõng thaønh quaû khaû quan nhö treân, tröôùc heát phaûi keå ñeán laø söï uûng hoä cuûa quí coå ñoâng, quí khaùch haøng vaø söï giuùp ñôõ coù hieäu quaû cuûa caùc caáp, caùc ngaønh, caùc ñòa phöông vaø ñaëc bieät laø söï ñoùng goùp tích cöïc cuûa toaøn theå CB - CNV cuûa BCCI. Thay maët HÑQT Coâng ty, toâi xin caûm ôn quyù coå ñoâng, quyù khaùch haøng vaø caùc nhaø ñaàu tö ñaõ tin töôûng vaøo coâng ty. Vôùi quaù trình kinh nghieäm cuøng vôùi nguoàn löïc saün coù BCCI coù theå hoaøn thaønh vöôït möùc keá hoaïch saûn xuaát kinh doanh naêm 2008 vaø töøng böôùc naâng vò theá BCCI leân taàm cao môùi.

Coâng Ty Coå Phaàn Du Lòch Dòch Vuï Haøng Haûi Baøn Thaïch: voán ñieàu leä 70 tyû ñoàng, BCCI chieám 78% treân voán ñieàu leä. Muïc ñích khai thaùc kinh doanh dòch vuï du lòch, dòch vuï haøng haûi, moâi giôùi kinh doanh baát ñoäng saûn.

Coâng ty Vindemia: (tröïc thuoäc taäp ñoaøn Casino Phaùp): kinh doanh sieâu thò Big C, BCCI chieám 20% voán ñieàu leä. Hoaït ñoäng chính cuûa Coâng ty laø xaây döïng vaø khai thaùc ba sieâu thò vôùi heä thoáng cöûa haøng baùn buoân, baùn leû ñeå cho thueâ; kho vaø xöôûng cheá bieán taïi Phöôøng Bình Trò Ñoâng B, Quaän Bình Taân (Big C An Laïc); taïi ñöôøng Toâ Hieán Thaønh, Quaän 10 (Big C Toâ Hieán Thaønh) vaø taïi ñöôøng Hoaøng Vaên Thuï, Quaän Phuù Nhuaän (Big C Hoaøng Vaên Thuï). Lieân doanh vôùi boán coâng ty nöôùc ngoaøi cuûa Singapore ñaàu tö khu ñoâ thò Sing Vieät vôùi toång dieän tích khu ñaát 300 ha, voán phaùp ñònh cuûa döï aùn laø 50.000.000 USD, Coâng ty BCCI chieám 30% voán lieân doanh.

Nhöõng söï kieän noåi baät trong naêm 2007 Naêm 2007 laø naêm ñaùnh daáu nhieàu söï kieän quan troïng sau hôn 08 naêm hoaït ñoäng theo hình thöùc coâng ty coå phaàn, cuï theå nhö sau: 1. Voán ñieàu leä:
4. Giao dòch coå phieáu BCCI treân thò tröôøng OTC:
Vôùi muïc ñích môû roäng qui moâ ñaàu tö - kinh doanh, ñöa taàm hoaït ñoäng cuûa Coâng ty leân moät böôùc phaùt trieån môùi, vôùi phöông chaâm ña ñaïng hoùa vaø naâng cao giaù trò saûn phaåm ñeå ñaùp öùng nhu caàu ngaøy caøng gia taêng cuûa khaùch haøng trong lónh vöïc baát ñoäng saûn trong thôøi gian saép tôùi, BCCI hoaøn taát quaù trình taêng voán ñieàu leä töø 54 leân 542 tyû ñoàng. Vieäc taêng voán ñöôïc chia laøm 2 ñôït: ñôït 1 - taêng voán ñieàu leä töø 54 tyû ñoàng leân 270 tyû ñoàng, ñôït 2 - taêng voán ñieàu leä töø 270 tyû ñoàng leân 542 tyû ñoàng.
Neáu trong naêm 2006, coå phieáu ngaønh ngaân haøng ñöôïc caùc nhaø ñaàu tö quan taâm nhieàu nhaát thì coù theå noùi naêm 2007 haàu heát giôùi ñaàu tö ñaõ chuyeån sang ñaàu tö vaøo caùc coå phieáu cuûa caùc coâng ty lieân quan ñeán ñaàu tö xaây döïng vaø kinh doanh baát ñoäng saûn, ñöôïc ñaùnh giaù laø ngaønh ñaày tieàm naêng vaø trieån voïng ñoái vôùi neàn kinh teá ñang trong quaù trình hoäi nhaäp nhö Vieät Nam.
2. Trôû thaønh coâng ty ñaïi chuùng: Töø thaùng 06/2007, BCCI trôû thaønh coâng ty ñaïi chuùng. Tính ñeán ngaøy 31/12/2007, toång soá coå ñoâng cuûa coâng ty laø 592 coå ñoâng, gaáp 6,29 laàn naêm 2006. Ñaây laø con soá vöôït troäi vaø phaàn naøo noùi leân ñoä haáp daãn vaø söï tin töôûng cuûa caùc nhaø ñaàu tö ñoái vôùi coå phieáu BCCI. Ñeå ñaùp laïi nieàm tin ñoù, BCCI ñaõ ñeà ra caùc keá hoaïch chieán löôïc trong töøng giai ñoaïn cuï theå nhaèm taïo ra giaù trò cho coå ñoâng, cho khaùch haøng, cho caùn boä vaø coâng nhaân vieân, cho coäng ñoàng xaõ hoäi. 3. Hôïp taùc vôùi caùc ñoái taùc chieán löôïc: Trong ñôït taêng voán naøy, BCCI ñaõ choïn vaø kyù keát hôïp ñoàng hôïp taùc vôùi 3 ñoái taùc chieán löôïc giaøu kinh nghieäm, maïnh veà taøi chính ñoù laø Vina Capital, Dragon Capital vaø Temasek Holdings. Vieäc hôïp taùc vôùi 3 nhaø ñaàu tö chieán löôïc giaøu kinh nghieäm trong caùc lónh vöïc taøi chính, ñaàu tö baát ñoäng saûn vaø quaûn lyù naøy nhaèm cuøng vôùi BCCI khai thaùc toái ña caùc cô hoäi tham gia ñaàu tö - phaùt trieån trong lónh vöïc baát ñoäng saûn cuõng nhö caùc lónh vöïc ñaàu tö khaùc cuûa coâng ty trong thôøi gian saép tôùi.
Ñieàu naøy coù theå tham chieáu thoâng qua bieán ñoäng giaù coå phieáu BCCI. Vaøo khoaûng thaùng 04/2007, giaù coå phieáu BCCI giao dòch treân thò tröôøng OTC khoaûng 250.000 ñoàng/coå phieáu. Sau khi taêng voán ñieàu leä leân 270 tyû ñoàng, thò tröôøng giao dòch vôùi giaù 150.000 ñoàng/coå phieáu. Trong thaùng 12/2007, khi BCCI taêng voán ñieàu leä leân 542 tyû ñoàng, cuøng luùc thò tröôøng chöùng khoaùn ñang suït giaûm ñaùng keå ñaõ laøm cho giaù coå phieáu BCCI giao dòch ôû möùc giaù 95.000 ñoàng/coå phieáu. 5. Caùc giaûi thöôûng ñaït ñöôïc: Trong naêm 2007, BCCI ñaõ ñaït 3 giaûi thöôûng quan troïng ñaùnh daáu moät söï bieán ñoåi caû löôïng vaø chaát trong quaù trình ñieàu haønh hoaït ñoäng saûn xuaát kinh doanh. Ñoù laø caùc giaûi thöôûng: (1) Cuùp vaøng ISO 2007 do aùp duïng hieäu quaû heä thoáng quaûn lyù tieâu chuaån ISO 9001, ISO 14000 trong saûn xuaát; (2) Cuùp vaøng xaây döïng do Ban toå chöùc trieån laõm Vietbuild 2007 do doanh nghieäp coù uy tín trong ngaønh; (3) Giaûi thöôûng Nhaø quaûn lyù gioûi trong ñieàu haønh doanh nghieäp, ñaûm baûo ñôøi soáng, vieäc laøm cho coâng nhaân vieân.

Vôùi nhöõng muïc tieâu chieán löôïc cuï theå, BCCI xaùc ñònh vieäc tieán haønh boán nhoùm chieán löôïc chính laø nhoùm chieán löôïc taïo ra giaù trò cho coå ñoâng, nhoùm chieán löôïc taïo ra giaù trò cho khaùch haøng, nhoùm chieán löôïc taïo ra giaù trò cho nhaân vieân vaø nhoùm chieán löôïc taïo ra giaù trò cho coäng ñoàng. Nhöõng muïc tieâu cuï theå veà ñaàu tö, kinh doanh, lôïi nhuaän vaø tieáp thò ñaõ ñöôïc ñònh ra vôùi giaù trò tuyeät ñoái cao hôn naêm 2007 töø 2 - 4 laàn. Kính thöa quyù ñoái taùc vaø khaùch haøng, Naêm 2007 laø naêm ñaàu tieân Vieät Nam hoaït ñoäng vôùi tö caùch laø thaønh vieân chính thöùc cuûa toå chöùc thöông maïi theá giôùi WTO, ñaùnh daáu söï khôûi ñaàu hoøa nhaäp cuûa doøng soâng kinh teá Vieät Nam vaøo bieån lôùn kinh teá theá giôùi. Kinh teá Vieät Nam - ngoâi sao ñang leân cuûa kinh teá theá giôùi ñaõ coù toác ñoä taêng tröôûng GDP ñaït 8,5% - möùc cao nhaát trong 10 naêm qua, voán ñaàu tö tröïc tieáp nöôùc ngoaøi öôùc ñaït treân 20 tyû USD taêng gaàn 70% so vôùi cuøng kyø naêm 2006. Cuøng vôùi nhöõng thuaän lôïi, cuõng khoâng thieáu nhöõng thaùch thöùc lôùn nhö söï bieán ñoäng maïnh cuûa thò tröôøng chöùng khoaùn, chæ soá giaù tieâu duøng toång hôïp ñaït möùc 12,6% - möùc cao nhaát trong nhöõng naêm gaàn ñaây maø ñaëc bieät laø giaù nguyeân vaät lieäu xaây döïng. Ñoái vôùi thò tröôøng baát ñoäng saûn, naêm 2007 ñaùnh daáu söï tan baêng vôùi söï phaùt trieån maïnh meõ veà giao dòch cuõng nhö söï phaùt trieån ña daïng vaø coù chieàu saâu cuûa saûn phaåm vôùi söï hình thaønh thò tröôøng saûn phaåm cao caáp bao goàm caên hoä chung cö cao caáp, bieät thöï cao caáp. bieán veà giaù baát ñoäng saûn maø ñaëc bieät laø khu ñoâ thò môùi Nam thaønh phoá Hoà Chí Minh vaø khu vöïc noäi thaønh môùi. Trong nhöõng ñieàu kieän veà kinh teá xaõ hoäi, ñeå hoaøn thaønh muïc tieâu ñöôïc ñeà ra trong keá hoaïch naêm 2007, hoøa cuøng vôùi xu höôùng phaùt trieån cuûa kinh teá Vieät Nam, BCCI ñaõ coù nhöõng chuyeån bieán tích cöïc trong naêm 2007 khôûi ñaàu vôùi nghò quyeát cuûa Ñaïi hoäi ñoàng coå ñoâng thoâng qua vieäc taêng voán ñieàu leä töø 54 tyû ñoàng leân 542 tyû ñoàng vaø chuaån bò nieâm yeát treân thò tröôøng chöùng khoaùn. Ñaây laø moät trong nhöõng ñieàu kieän tieân quyeát ñeå naâng cao vò theá BCCI trong thò tröôøng baát ñoäng saûn, thu huùt maïnh meõ nguoàn voán ñaàu tö töø beân ngoaøi, gia taêng giaù trò cho caùc coå ñoâng, cho nhaân vieân vaø cho coäng ñoäng. Qua moät naêm trieån khai, vôùi söï quan taâm chi tieát vaø saâu saéc cuûa Hoäi Ñoàng Quaûn Trò, vôùi nhöõng noã löïc vöôït baäc cuûa Ban Toång Giaùm Ñoác vaø ñaëc bieät laø tinh thaàn coá gaéng cuûa töøng nhaân vieân, BCCI ñaõ trieån khai nhieàu hoaït ñoäng cuï theå, lieân tuïc ñoåi môùi vôùi ñònh höôùng ngaøy caøng chuyeân nghieäp hôn. Ñeå ñaït ñöôïc nhieäm vuï naøy, BCCI xaùc ñònh vieäc phaùt trieån chuyeân nghieäp hôn trong lónh vöïc ñaàu tö vaøo baát ñoäng saûn vôùi nhöõng saûn phaåm coù chieàu saâu, coù giaù trò gia taêng cao. Ñaëc bieät, trong naêm 2008, beân caïnh caùc saûn phaåm vaø ñòa baøn truyeàn thoáng cuøng vôùi vieäc khôûi coâng haøng loaït caùc döï aùn khu daân cö, khu coâng nghieäp vaø caùc cuïm nhaø cao taàng, BCCI cuõng taêng cöôøng môû roäng ñòa baøn hoaït ñoäng, ñaëc bieät laø khu vöïc noäi thaønh. Ñoàng thôøi BCCI cuõng taêng cöôøng khaû naêng huy ñoäng nguoàn löïc töø beân ngoaøi thoâng qua caùc hình thöùc lieân doanh, lieân keát ñaàu tö. Vôùi nhöõng muïc tieâu chieán löôïc cuï theå, BCCI xaùc ñònh vieäc tieán haønh boán nhoùm chieán löôïc chính laø nhoùm chieán löôïc taïo ra giaù trò cho coå ñoâng, nhoùm chieán löôïc taïo ra giaù trò cho khaùch haøng, nhoùm chieán löôïc taïo ra giaù trò cho nhaân vieân vaø nhoùm chieán löôïc taïo ra giaù trò cho coäng ñoàng. Nhöõng muïc tieâu cuï theå veà ñaàu tö, kinh doanh, lôïi nhuaän vaø tieáp thò ñaõ ñöôïc ñònh ra vôùi giaù trò tuyeät ñoái cao hôn naêm 2007 töø 2 - 4 laàn. Ñaây laø cô hoäi lôùn vaø ñoàng thôøi cuõng laø thaùch thöùc lôùn cho toaøn theå nhaân vieân BCCI. Vôùi cöông vò Toång Giaùm Ñoác, toâi cuøng toaøn theå nhaân vieân BCCI naém tay nhau ra bieån lôùn kinh teá vôùi quyeát taâm hoaøn thaønh vöôït möùc keá hoaïch naêm 2008. Thay maët cho Ban Ñieàu Haønh BCCI, toâi xin caûm ôn quyù coå ñoâng, quyù khaùch haøng vaø toaøn theå nhaân vieân ñaõ tích cöïc ñoùng goùp vaøo söï thaønh coâng trong naêm qua vaø hy voïng vaãn nhaän ñöôïc söï ñoùng goùp cuûa caùc quyù vò ñeå BCCI ngaøy caøng phaùt trieån oån ñònh vaø beàn vöõng hôn nöõa.

Cô caáu nhaân söï hieän taïi cuûa Coâng ty bao goàm Ban Toång Giaùm Ñoác; 05 Phoøng chöùc naêng (Keá hoïach ñaàu tö, Kinh doanh, Nghieân cöùu tieáp thò saûn phaåm, Taøi chính keá toaùn, Nhaân söï - quaûn trò vaên phoøng quaûn trò chaát löôïng); 05 Ban Quaûn Lyù Döï AÙn (Döï aùn soá 1, Chi nhaùnh Nam Saøi Goøn, Khu ñònh cö Phong Phuù, Nhaø cao taàng, Khu coâng nghieäp Leâ Minh Xuaân).

Tuyeån duïng Trong naêm 2007, do nhu caàu môû roäng hoaït ñoäng saûn xuaát kinh doanh, naâng taàm hoaït ñoäng coâng ty leân coâng ty ñaïi chuùng vaø nieâm yeát treân trung taâm giao dòch chöùng khoaùn TP.HCM, do ñoù cô caáu toå chöùc nhaân söï coâng ty coù
thay ñoåi nhö boå nhieäm theâm 01 Phoù toång giaùm ñoác phuï traùch ñeàn buø, thaønh laäp môùi phoøng Nghieân cöùu - tieáp thò - saûn phaåm, boå sung chöùc naêng cuûa phoøng Keá hoaïch - ñaàu tö... Nguoàn nhaân löïc ñaùp öùng nhu caàu thay ñoåi naøy chuû yeáu töø vieäc thuyeân chuyeån vaø thaêng tieán nhaân vieân trong noäi boä vaø tuyeån môùi töø beân ngoaøi, trong naêm ñaõ thuyeân chuyeån noäi boä 05 nhaân söï, thaêng tieán 10 nhaân söï, vaø tuyeån môùi 10 nhaân söï. e. Tình hình söû duïng chi phí quaûn trò vaên phoøng naêm 2007: Chi phí thöïc hieän quaûn trò vaên phoøng trong naêm 2007 toaøn Coâng ty laø 3,224 tyû ñoàng, chieám 86% keá hoaïch naêm. f. Ñaøo taïo Trong naêm 2007, Coâng ty ñaõ tieán haønh thöïc hieän ñöôïc 26 chöông trình ñaøo taïo vôùi toång chi phí laø 239,30 trieäu ñoàng. Trong ñoù, coù 24 chöông trình theo keá hoaïch vaø 02 chöông trình phaùt sinh do nhu caàu coâng vieäc. Nhìn chung, caùc khoùa ñaøo taïo ñeàu ñöôïc söï uûng hoä nhieät tình cuûa haàu heát CB - CNV vaø ñem laïi moät soá keát quaû nhaát ñònh, naâng cao trình ñoä chuyeân moân vaø moâ tröôøng laøm vieäc cho CB - CNV. Ngoaøi ra, Coâng ty cuõng ñaõ toå chöùc caùc buoåi thaûo luaän lieân quan ñeán hoaït ñoäng xaây döïng cô baûn, khoùa hoïc kieán thöùc cô baûn thò tröôøng chöùng khoaùn, lôùp chuyeân vieân baát ñoäng saûn cho nhaân vieân phoøng Kinh doanh. Coøn laïi laø nhöõng chöông trình ñaøo taïo daønh cho caù nhaân.

Trong naêm 2008, Coâng ty CP ÑTXD Bình Chaùnh vaãn tuaân thuû boán nhoùm chieán löôïc chính nhö sau: 1. Chieán löôïc taïo ra giaù trò cho coå ñoâng: ° Lôïi nhuaän sau thueá ñaït treân: 201 tyû ñoàng. ° Tyû leä chia coå töùc/voán ñieàu leä: 15 %. ° Doanh thu ñaït treân: 833 tyû ñoàng. ° Ñaàu tö xaây döïng cô baûn vaø thu hoài ñaát ñaït treân: 1.524 tyû ñoàng. 2. Chieán löôïc taïo ra giaù trò cho khaùch haøng: ° Hoaøn thaønh toát caùc cam keát giöõa coâng ty vaø khaùch haøng trong caùc khu daân cö vaø khu coâng nghieäp, khu chung cö. ° Ñaùp öùng 100% nhu caàu cuûa khaùch haøng thoâng qua caùc cam keát trong hôïp ñoàng, caùc yeâu caàu cuûa keá hoaïch ñöôïc duyeät. ° Taïo ra giaù trò gia taêng cho caùc doøng saûn phaåm cuûa coâng ty. ° Hoaøn thaønh cô baûn phaùp lyù vieäc caáp giaáy chöùng nhaän quyeàn söû duïng ñaát cho khaùch haøng taïi caùc khu daân cö. 3. Chieán löôïc taïo ra giaù trò cho nhaân vieân: ° Chính saùch tuyeån duïng: Ñaûm baûo ñaùp öùng nguoàn nhaân löïc phuø hôïp veà soá löôïng vaø chaát löôïng cho caùc ñôn vò hoaït ñoäng nhaèm ñaït ñöôïc muïc tieâu keá hoaïch. ° Chính saùch ñaøo taïo: Naâng cao hieäu quaû ñaøo taïo ñaûm baûo CB - CNV naêm 2008 coù ñuû naêng löïc ñeå thöïc hieän thaønh coâng caùc muïc tieâu kinh doanh - ñaàu tö cuûa coâng ty. ° Chính saùch tieàn löông phuùc lôïi: + Chính saùch phaùt trieån nhaân vieân. + Ñaûm baûo moâi tröôøng laøm vieäc cho nhaân vieân. ° Caùc öu ñaõi khaùc: + Chöông trình du lòch - an döôõng. + Chöông trình khaùm söùc khoûe haøng naêm. + Chuùc möøng sinh nhaät. 4. Chieán löôïc taïo ra giaù trò cho coäng ñoàng: ° Ñaàu tö vaø baøn giao caùc haï taàng kyõ thuaät - xaõ hoäi cho ñòa phöông. ° Ñoùng goùp ñaày ñuû nghóa vuï thueá cho ngaân saùch nhaø nöôùc. ° Ñoùng goùp xaùc ñaùng vaøo caùc chöông trình xaõ hoäi. ° Caûi taïo moâi tröôøng soáng.

Chæ tieâu kinh doanh: ° Doanh thu: 833 tyû ñoàng. ° Chi phí Marketing: 10 tyû ñoàng. ° Muïc tieâu Marketing toaøn coâng ty: + Duy trì vaø phaùt trieån maïnh meõ hôn veà thöông hieäu. + Taêng cöôøng & xaây döïng hình aûnh coâng ty. + Taêng giaù trò coå phieáu vaø giaù trò saûn phaåm. III. Chæ tieâu taøi chính: ° Toång lôïi nhuaän keá toaùn tröôùc thueá: 287,564 tyû ñoàng. ° Noäp thueá thu nhaäp doanh nghieäp: 86,269 tyû ñoàng. ° Lôïi nhuaân sau thueá: 201,295 tyû ñoàng. ° Lôïi nhuaän coøn laïi döï kieán phaân phoái: 180 tyû ñoàng. IV. Cô sôû yù kieán Quaù trình kieåm toaùn ñöôïc thöïc hieän theo höôùng daãn cuûa caùc Chuaån möïc kieåm toaùn cuûa Vieät Nam. Caùc Chuaån möïc naøy yeâu caàu coâng vieäc kieåm toaùn phaûi laäp keá hoaïch vaø thöïc hieän ñeå coù söï ñaûm baûo hôïp lyù raèng caùc Baùo caùo taøi chính hôïp nhaát khoâng coøn chöùa ñöïng caùc sai soùt troïng yeáu. Chuùng toâi ñaõ thöïc hieän kieåm toaùn theo phöông phaùp choïn maãu vaø aùp duïng caùc thöû nghieäm caàn thieát, kieåm tra caùc baèng chöùng xaùc minh nhöõng thoâng tin trong Baùo caùo taøi chính hôïp nhaát; ñaùnh giaù vieäc tuaân thuû caùc Chuaån möïc vaø Cheá ñoä keá toaùn hieän haønh, caùc nguyeân taéc vaø phöông phaùp keá toaùn ñöôïc aùp duïng, caùc öôùc tính vaø xeùt ñoaùn quan troïng cuûa Ban Toång Giaùm ñoác Coâng ty Coå phaàn Ñaàu tö Xaây döïng Bình Chaùnh cuõng nhö caùch trình baøy toång theå Baùo caùo taøi chính hôïp nhaát. Chuùng toâi tin raèng coâng vieäc kieåm toaùn ñaõ cung caáp nhöõng cô sôû hôïp lyù cho yù kieán cuûa Kieåm toaùn vieân. Haïn cheá cuûa cuoäc kieåm toaùn Do chöa coù quyeát toaùn chính thöùc veà keát quaû kinh doanh cuûa caùc Hôïp ñoàng hôïp taùc ñaàu tö vôùi oâng Voõ Vaên Taâm neân Coâng ty taïm thôøi öùng tieàn laõi ñöôïc chia. Toång soá tieàn öùng tröôùc naøy laø 2.170.708.408 ñoàng ñöôïc phaûn aùnh taïi chæ tieâu Phaûi thu khaùc (xem thuyeát minh soá V.4). Nhö vaäy, lôïi nhuaän chöa phaân phoái luõy keá ñeán cuoái naêm cuûa Coâng ty bao goàm caû lôïi nhuaän cuûa beân tham gia hôïp taùc kinh doanh seõ ñöôïc chia theo Hôïp ñoàng hôïp taùc ñaàu tö xaây döïng caùc khu daân cö.

One year after Vietnam joined the WTO and implemented its PNTR with the United States of America, its GDP growth rate has reached 8.5%, export turnover increased by 20%, and registered foreign investment capital reached 20.3 billions USD. These achievements have affirmed the increasing status of Vietnam on the international area. Furthermore, diplomatic and investment co-operation activities between Vietnam and other countries have been promoted greatly. Ladies & Gentlemen , Apart from achievements, there still remain short comings; for instance, the exchange market is still at its adjustment stage, the investors psychologically feel unsafe and, as a result, partially direct their investment channel to the real estate field. Therefore, the real estate market in 2007 saw a rise in price for several times in some areas such as Districts 2, 7, Nha Be and Binh Chanh. In company with the national economic development, in 2007 BCCI had made great achievements in its operating course: - BCCI's financial status has been strengthened with its legal capital reaching 542 billions VND. - With regard to business activities, the company's total assets have increased by 71% and its after-tax income increased by 180%. - The Brand BCCI has been recognized to be one among the leading companies on the real estate market. Entering the year 2008, in the context of the Vietnamese economic development with numerous opportunities and challenges, BCCI has defined its strategic goals and concentrated its strength and resources on surpassing its business and production plans of the year 2008, which are detailed as follows:
- Generating values for its shareholders via earning an aftertax income of 201 billions VND. - Raising its sale turnover up to more than 833 billions VND. - Raising the value of basic construction investment and recovered land up to more than 1,524 billions VND. - Speeding up the investment progress for key projects such as Phong Phu resettlement area ( (84 ha), Phong Phu residential area (132 ha), residential area 11 A (16,6 ha), Tan Tao urban area (320 ha). - Improving its professionalism in production and business management and operation and product quality aimed to serve and satisfy to the maximum the customer's needs. - Continuing to further co-operate, maintain and develop co-operation relations with strategic partners. BCCI above-mentioned achievements are firstly thanks to the support from the shareholders and customers, the efficient assistance from the authorities at various levels and especially the active contribution from its devoted staff. Remarkable events in 2007 The year 2007 is a remarkable year with many essential events after more than 08 years of operation under the form of shareholding company, including as follows: 1. Chartered capital: For the purpose of expanding the scope of business and investment and raising the corporate operational level to a new step of development, with the philosophy of product diversification and quality increase for meeting customers' rising demands in real estates in the future, BCCI has completed the procedure of raising the chartered capital from 54 billions VND up to 542 billions VND. The capital increase has been deployed into two phases: Phase 1 - increase of chartered capital from 54 billions VND up to 270 billions VND, phase 2 - increase from 270 billions VND up to 542 billions VND. 2. To become a public company: Since June 2007, BCCI has become a public company. Up to 31st December 2007, the total shareholders of the company are 592, 6.29 times higher than the year 2006. This is an impressive figure and it has proved the attractiveness from the company and investors' strong beliefs in BCCI shares. In order to respond to this belief, BCCI has built up strategic plans in specific stages for creating values for shareholders, clients, staffs and the social community. 3. Cooperation with strategic partners: In this capital raising phase, BCCI selected and signed the cooperation contracts with 3 strategic well-experienced and financially strong partners including Vina Capital, Dragon Capital and Temasek Holdings. The cooperation with three strategic investors who own much experience in financial aspects, real estates investment and management has expressed BCCI's aims at taking full advantages of investment and development opportunities in the real estates
and other fields of BCCI in the coming time. 4. Transaction of BCCI shares on OTC market: In 2006, shares of banks were noticed most by investors, but in 2007, investors have turned their attentions into shares in regard to construction investment and real estates business, which are evaluated as fields of good potentials and prospects in the Vietnam's economy in the progress of integration. This can be referred through the price fluctuations of BCCI shares. In April 2007, BCCI shares was traded at the price of 250,000 VND/share in OTC market. After its capital increase to 270 billions VND, BCCI shares were traded at 150,000 VND/share. In December 2007, when BCCI raised its chartered capital to 542 billions VND, the stock market was in considerable decline and the price of each BCCI share was 95,000 VND. 5. Awards and achievements: In 2007, BCCI gained 3 important awards which mark a significant change in both quantity and quality in business and production management. They are the awards: (1) ISO 2007 Gold Award on effective application of ISO 9001 and ISO 14000 standards management systems in production; (2) Gold Construction Award granted by Vietbuild 2007 organizing board to enterprises of good reputation in the industry; (3) Excellent Manager Award in corporate administration, assurance of workers' job security and living standards.

With obvious targets and concrete strategies, BCCI has identified the implementation of four groups of main strategies including the group of values-for-shareholders strategies, values-for-customers strategies, values-foremployees strategies and values-for-community strategies. Detailed targets on investment, business, profits and marketing have been defined with the value from two to four times higher than in the year 2007. Dear our partners and customers, The year 2007 is the first year when Vietnam has operated in the status of an official member of the World Trade Organization (WTO), which is a starting point for the the river of Vietnam's economy to integrate into the vast sea of the global economy. Vietnam's economy - a rising star of the world economy gained a GDP growth rate of 8.5% - the highest during the past ten years, and a direct foreign investment of over 20 billion USD, increasing about 70% in comparison with that of the same time in 2006. With such advantages as well as major challenges such as the strong fluctuation of the stock market, the index of general consuming cost achieved 12.6% - the highest during the recent years, and particularly in the prices of building materials. In the real property market, the year 2007 was a hallmark of its thaw with the strong development of transaction and the deep and diverse development of various products, which is clearly seen through the establishment of a luxurious product market specializing in high-qualified flats and luxurious villas. Accompanied with the market development are a lot of changes in the real property costs, particularly
in the new urban of South Hochiminh city and the new inner-city area. In the real socio-economic conditions, in order to fulfill our targets planned in 2007 and integrate with the common developing trend of Vietnam's economy, the Binh Chanh Construction Incorporation (BCCI) made positive changes in 2007, starting with the Resolution of the Shareholders' Meeting in which we approved an increase of the charter capital from 54 billions VND to 542 billions VND and the preparation for our listing in the stock market. It would be one of the prerequisite conditions to strengthen BCCI's position in the stock market, attracting great investment from the outside and increasing the values for our shareholders, staff and community. After one year of deployment, with the thoughtful and through concern of the Boards of Directors, the endless efforts of the General Director Committee, and specially the endeavor of each employees, BCCI has implemented many concrete activities and kept changing with a more and more professional orientation. Thanks to the synchronous solution to the organization structure as well as strongly-mobilized resources, BCCI has achieved some good results as follows:

In order to fulfill this mission, BCCI has determined a more professional development in the field of real property investment with products of greater depth and higher value. Specially, in the year 2008, besides the traditional products and areas and the starting of constructing series of projects of residence areas, industrial zones and high-building blocks, BCCI will enlarge its operating area, particularly in the inner - city area. At the same time, BCCI will strengthen the capacity of mobilizing the force resources from the outside through the forms of join-venture and investment association. With such concrete targets and strategies, BCCI has determined the implementation of four major groups of strategies, i.e. the strategy group to create values for the shareholders, the strategy group to create values for the customers, the strategy group to create values for the staff, and the strategy group to create values for the community. The concrete targets of investment, trade, profit and marketing have been set up with their absolute values from 2 to 4 times higher than those of the year 2007. In 2007, keeping pace with the operation expansion and development of the company, total investment value increased 3.8 times in comparison with that of 2006, it was due to the fact that land reclamation of projects had been carried out quickly, especially six (06) months at the end of the year, managers of units had fully recognized and actively performed their duties in land reclamation not only in respects of value but also in reclamation area. 3. Organization – personnelï: a. Personnel: °

Total workforce of the company at time of 31 December 2007 was of 164 people, => increased 33 people in comparison with that of 2006 year. In which: Paid by time wage: 142 people; job wage: 04 people; daily wage: 18 people.
Current personnel structure of the company includes General Management Board; five (05) Functional Departments (Planning - Investment Department, Product Research and Marketing Department, Finance - Accounting Department, Personnel Office Administration Department, Quality Control Department); Five (05) Project Management Boards (Project Management Board 1, Southern Sai Gon Branch, Phong Phu resettlement Management Board, high Building Management Board and Le Minh Xuan Industrial Management Board).
Total salary and insurance payments in 2007 year were 8.83 billions VND, accounting for 95% of the plan, and increase 23% in comparison with 2006 year. Incomes of personnel were as follows: °
Average income: 4.03 millions VND/people/month.

Lowest income: 1.87 millions VND/people/month.

Highest income: 22.55 millions VND/people/month.
b. Bonus Total bonus fund for officers, Board of Directors, Controlling Board in 2007 was 1.8 billions VND. c. Welfares Cost for welfare of 2007 year: 824 millions VND, increasing 100% in comparison with 2006 year. With the arm of improving and increasing income of its personnel, the Company had increased all funds such as salary, bonus and other welfare with average increase of above 20%.
d. Employment In 2007, due to the requirement of operation expansion and public company (listing on Ho Chi Minh city securities trading center), personnel structure of company also changed correspondently, one (01) Vice-Director in charge of compensation was assigned, Product Research and Marketing Department also was established and Planning and Investment was authorized with new functions ect. The labor force meeting those changes was mainly from secondment and promotion of internal officers and new employment with respectively numbers of five (05), ten (10) and ten (10) officers. f. Picture of office administration cost in 2007 year Office administration cost of the company in 2007 was 3.224 billions VND, accounting for 86% of the plan. e. Training In 2007, the company conducted 26 training courses with total charge of 239.30 millions VND. In which, 24 training courses happened according to the plan and two (02) ones were arisen due to work requirements. In general, those training courses were welcome by all staffs and officers and brought about significant results such as improving professional knowledge and working environment of labor force. In addition, the company also organized discussion sessions relating to capital construction, courses of securities market, real estate executive for staffs of Trading Department. The remaining courses were for personal training programs.

In 2008, Binh Chanh Construction and Investment Joint Stock Company shall follow four (04) strategy groups as follows: 1. Strategy of creating value to shareholders: ° Earnings after tax: more than 201.295 billions VND ° Rate of net profit/registered capital: 15% ° Revenues: more than 833 billions VND ° Capital construction investment and land reclamation: 1.524 billions VND 2. Strategy of creating value to customers: ° Completing perfectly commitments between the company and customers in residential areas, industrial parks and dormitory areas. ° Meeting 100% customer demands through commitment in contracts, and requirements of approved plan. ° Strategy of creating added value to production lines. ° Basically fulfilling legal procedure for issuing land usage certificates to customers at residential areas 3.
