HIS EXCELLENCY MR JAMES MICHEL
THE HONOURABLE PRESIDENT REPUBLIC OF SEYCHELLES
James Alix Michel was born in Mahé, Seychelles, on 16th August 1944. He completed his secondary education in Victoria in 1959 and attended the teacher training college from 1960 to 1961. He taught for two years before joining the telecommunications company Cable & Wireless, the trade union movement and the hotel industry. From 1974 to 1977, President Michel was a member of the Executive Committee of the Seychelles People’s United Party (SPUP), the predecessor of the ruling Seychelles People’s Progressive Front (SPPF). In 1978 he became a member of the Central Executive Committee of the newly formed SPPF. He became deputy secretary general of the SPPF in 1984 and secretary-general in 1994, a party post which he occupied until June 2009. On June 2nd 2009, SPPF was rebranded as Parti Lepep (People’s Party) and he was elected its president. He was running mate in the presidential elections of 1998 and 2001 and was Vice-President from August 1996 to April 2004. He succeeded Mr. France Albert René as President upon the retirement of the latter in April 2004 and was elected to the highest office in July 2006. President Michel was re-elected in May 2011. President Michel presently has portfolio responsibilities for Environment and Energy, Entrepreneurship Development and Business Innovation, Defence , Legal Affairs and Information. President Michel was, until he became President, the longest serving minister in Seychelles. His first ministerial appointment was in June 1977 when he was given the responsibilities for public administration and information. As Minister for Information, he promoted the development of a modern telecommunications system in Seychelles and that of the media. In his long career, he also held the portfolios for Education, Finance, Communications, Defence, Culture and Sports. In 1993 he was appointed First Designated Minister, a constitutional post in which he discharged the functions of the Office of the President during the absence of the Head of State. He also held the portfolios for Education, Finance, Communications and Defence.
President Michel was responsible for the democratization of the islands’ education system in the early 1980s. A keen educationalist, President Michel was directly involved in the creation of the University of Seychelles. At the establishment of the university on 17th September 2009, he was named its chancellor. One of his greatest achievements as President has been the revitalization and reform of the Seychelles economy. In October 2008 he embarked on an economic reform programme, undertaken with vigor and far-reaching impact, unprecedented in Seychelles history. President Michel is the recipient of several international awards and decorations. The Outstanding Civilian Service Medal was conferred upon him by the Secretary of the United States Army in 1995. In 2001 he was awarded the Grand Cross of the Order Pro Merito Melitensi by the Sovereign Military Order of Malta. In 2010 the Order conferred the Grand Cross of the Knightly Order, Special Class, pro Merito Melitensi, to President Michel, recognizing the exceptional relations that exist between the Order and the Republic of Seychelles. In October 2009 he received the UNESCO Gold Medal of the Five Continents in recognition of his work to promote the ideals of peace, tolerance and his work to sensitize the international community about the vulnerability of Small Island Developing States. The following month Michel was presented with the Most Innovative People Award (for Natural Innovation) by the Global Leadership Team at the Lebanon 2020 Summit. President Michel received the Special Award for Eco-Safety from the World Eco-Safety Assembly of the International Eco-Safety Cooperative Organization, in December 2010, in view of his leadership in the field of environment and the long-standing efforts of the Government to foster sustainable development. In January 2013, President James Michel was presented the Sustainable Development Leadership Award 2013 at the Delhi Sustainable Development Summit, for his visionary and strong leadership in the implementation of sustainable environmental, economic and social renaissance programmes during challenging times . President James Michel co-chairs the Global Island Partnership (GLISPA) which brings together world leaders to promote action on conservation and sustainability of islands. Under his leadership, GLISPA has mobilized political support for the blue economy and marine protected areas within island regions of the world. Sustainable development that reduces the vulnerability of Small Island States to climate change, food and energy crises remains at the forefront of President Michel’s agenda. President Michel is the Chancellor of the University of Seychelles, and the patron of the Seychelles Football Federation, the Seychelles Islands Foundation, the Seychelles Scouts Association and the Jj Spirit Foundation.

HONOURABLE PREMIER OF KWAZULU-NATAL MR SENZO MCHUNU SOUTH AFRICA
The Premier of KwaZulu-Natal was born in 1958 at eNhlwathi in the area of KwaHlabisa, eMkhanyakude District. He is now a resident of Empangeni, and his wife is also a politician. Mrs Thandeka Mchunu is the Mayor of uThungulu District Municipality. They have been blessed with four children. Mchunu started school at iNhlwathi Primary School, and he attended the Mbopha Secondary School in KwaHlabisa and Amakholwa High School in Pietermaritzburg. In those days the pupils that wished to complete Matric often had to migrate to urban areas to find schools that offered the higher grades. After school he registered for a Bachelor of Pedagogics (B Paed.) degree through the University of Zululand. In October 1984, just before his final fourth year exams, the University closed down following protracted student protests on campus. His chances to complete his studies there ended when he was denied any possibility of re-registering at the university. In 1986 he completed his Bachelor of Arts (BA) degree through the University of South Africa with majors in Education and International Relations. In 2002 Mchunu enrolled with the University of Free State for a two-year Masters Programme in Political Transformation, of which one year was completed. Mchunu started his career as a teacher at St Augustine’s High School at Nquthu and in 1988 he was transferred to Eshowe and taught at Impande High School until the advent of his fulltime political career in 1991. Mchunu has had a successful political career starting as the first Regional Secretary of the Northern Natal Region of the ANC. He had this role renewed for four years. In 1994 he became the Provincial Secretary of the ANC in KZN. In 1997 Mchunu became a member of the KZN Legislature and thereafter he chaired the Agriculture Portfolio Committee for four years. From 2002 – 2004 he chaired the Social Development Portfolio Committee. His skills as chairperson were required from 2004 – 2009 in the Education Portfolio Committee . This role cemented his appointment as MEC for Education in KZN. Last year he was appointed as the provincial chairperson of the ANC in KwaZulu-Natal. MINISTER FOR COMMERCE, INDUSTRY AND TRADE SWAZILAND
Mr Dlamini is a Member of Parliament, as well as Managing Director and founder of GMS Consulting International, which is a training and consulting company, with offices in Swaziland and South Africa. Mr Dlamini has vast experience designing and delivering community empowerment training and management services programmes, after being a project leader for over 6 years of experience in a multimillion dollar community agro-business empowerment programme. He has vast experience in local government administration, after having been centrally involved in the design and implementation of the Swaziland’s Decentralisation Program, and also actively involved in the development of the subsequent Swaziland’s Local Government Bill 2001; which is currently known in Swaziand’s parliament as the Tinkhundla Administration Bill 2011. As from, 2012, Mr Dlamini assumed the position of General Secretary for the Council of Swaziland Churches. His drive for this move was to plough back to community through a faith-based perspective the extensive wealth of experience across sectors.

MR PHILLIPPE MICHAUD

Philippe Michaud after his secondary education in Seychelles went to UK where he graduated in economics at the London School of Economics. On his return to Seychelles he worked as economist at the Ministry of Planning and External Relations until he was transferred in 1984 to the newly created Seychelles Fishing Authority, where in 1986 he become Acting Managing Director. In 2002 he became Technical Adviser (Fisheries) to the Minister in the Ministry of Environment and Natural Resources, and, in 2006, Technical Adviser in the Ministry of Foreign Affairs. In February 2015 he was appointed Special Adviser (The Blue Economy) in the Ministry of Finance, Trade and the Blue Economy. Mr. Michaud is also Chairman of SFA.

CAPTAIN DAVID SAVY
GLOBAL CONSULTANT AND ADVISOR TO THE GOVERNMENT REPUBLIC OF SEYCHELLES
Captain David Savy has a strong background in both Commercial (Airline) and Military Aviation (Maritime and Coastal Surveillance). On attaining his Commercial pilot’s licence in 1980 he commenced his career with the Seychelles Defence flying both fixed wing aircraft as well as military helicopters. Over a tenure of just over thirty years he assumed management positions as Commanding Officer of the Airwing & Airport Defence Army Base, Deputy Chief of Staff of the Defence Forces and Member of the National Defence council. In parallel Captain Savy flew for the national airline, Air Seychelles Ltd on both domestic and international routes as Commander, trainer and flight examiner. He was seconded to Air Seychelles and occupied positions of Chief Pilot, General Manager flight operations International, Director of Operations Air Seychelles and in 1997 was appointed Executive Chairman and CEO of Air Seychelles, a position he held for 14 years. This in effect making him the longest serving Chief Executive of the national airline as well as one of the
longest serving airline CEO’s globally. Currently he is a global consultant as well as advisor to the Government of Seychelles primarily in aviation policy and strategy planning. Captain Savy currently serves on numerous boards including chairman of the Seychelles Civil Aviation Authority (SCAA), Chairman of Skychef/Servair (Sey), Chairman of Institute of Early Childhood Development (Sey) Director H Savy Insurance company (Sey), Director Seychelles Tourism Board, Director of Veling aircraft Leasing (Mau), Director of Veling Hospitality (Mau), Director of Emirates Real Estate Investment Trust Investment Board (Dubai) and Councilor of IATA Training Fund (Geneva).

MR AÉRCIO RAFAEL CHAMBULE
LICENSING AND AIR TRANSPORT OFFICER MOZAMBIQUE CIVIL AVIATION AUTHORITY MOZAMBIQUE
Mr Aércio Rafael Chambule was born in Maputo – Mozambique, in 1982. Currently working for Mozambique Civil Aviation Authority as a Licensing and Air Transport Officer. He worked for the Government of Mozambique in Inhambane Province, leading the Provincial Team of planning and statistics in the Transport and Communications Area for 7 years. During this period, developed planning skills geared towards the integrated development of both maritime transport, road and air, oriented to the tourist development of Inhambane Bay as one of the tourist and attractive destinations of the country. As Licensing Officer, focus on licensing of airlines and air operators in Mozambique as commercial operators, private and for charter flights. He spearheads even ground for fair competition for airlines to operate in domestic, regional and international routes in accordance with national policies for designation of airlines, on domestic, regional and international routes. As Air Transport Officer, advise the Government on Air Transport and Civil Aviation Policies, prepare proposals for air services negotiations with the Regional and Internationals Bodies, advise the Government on matters of International Air Law Instruments, i.e. ratification of Conventions and/or Protocols thereof.

Nuno Maposse is a Mozambican national, born in 1966. He is the Coordinator of Marketing Services at the Investment Promotion Centre (CPI) since 2010, with the responsibility for promoting Mozambique as an investment destination, including planning and conducting inbound and outbound business missions, as well as assist investors to do business in Mozambique. Nuno Maposse, joined CPI in 1992, as an Investment promotion Officer, and in 1997 to 1999 was CPI Representative in Europe, based in Italy. From 1999 to 2010 was the Head of Promotion and Facilitation Division at CPI. Nuno Maposse has a Master Degree in Business Leadership, specialized in Corporate Strategy, from The University of South Africa, Pretoria; a Postgraduate in Business Leadership, from the University of South Africa, and an University Degree in International Relations and Diplomacy from the Higher Institute for International Relations. Nuno Maposse has various diploma and certificates in executive training in Investment Promotion and Marketing Strategies and Technique in various Universities in Europe, ASIA, USA, and Africa. Gugulethu Cele, a true communicator at heart and a B.Comm Accounting graduate from the University of Johannesburg, entered broadcast in 2010 as a newsreader at Eyewitness News on Talk Radio 702. She swiftly moved up the ranks joining Moneyweb in 2011 as a financial journalist specialising in IT and as a business news reader. Her broadcasting talent was soon recognised and she became a radio presenter on Lotus FM and SAfm and later made the cross over to TV joining CNBC Africa. Gugu anchors various programmes on the channel speaking to CEO’s, economists and specialists in various fields, together with analysing daily market moving news.
Some of her career highlights include attending the 2014 Annual World Economic Forum held in Davos, chairing the inaugural RICS Africa Summit 2015 and participating in the broadcast of former state President Nelson Mandela’s funeral. Ina Cronjé is currently the Chairperson of the Board of Trade & Investment KwaZulu-Natal, and is also an attorney for PKX Attorney’s in Pietermaritzburg, South Africa. She was admitted as an attorney of the High Court of South Africa in February 1993.Ina Cronjé has a BA from the University of Pretoria, and BA (HONS) from the University of Natal, a BProc from the University of South Africa, and a Graduate Diploma in Environmental Law from the University of Natal. She has served as a Member of the KwaZulu-Natal Legislature from 1994 to 2014, initially as ANC Deputy Chief Whip and later as Chief Whip. She also chaired the Portfolio Committee on Environmental Affairs and Conservation. She was closely involved in the drafting of the Rules and Procedures of the First democratically elected Legislature of KwaZulu-Natal and represented the Province at the National Council of Provinces during the drafting of their Standing Rules and Procedures. She furthermore participated in discussions on the drafting of the Constitution of the Republic, both at a political and legislative level, as well as the drafting of various policy and legislative instruments. She served as a member of the Executive Council from April 2004 to May 2014, first as MEC for Education, and later as MEC for Finance. During this period, she gained vast experience in most aspects of government, including public law at all three spheres of government, namely national, provincial and local. As MEC for Finance she gained extensive experience in budgeting and management of public finances , supply chain managment and procurement, specifically at provincial and local government levels, but within the context of the national economic and fiscal policies and realities.
She has been active in politics as a Member of the African National Congress since 1990, and served on various structures at branch, regional and provincial levels, since then, to date. MR HAMISH ERSKINE

Hamish Erskine is the Acting Chief Executive Officer of Dube TradePort Corporation as well as Executive responsible for Property, ICT and Air Services at Dube TradePort. Hamish joined Dube TradePort in 2003, and has provided invaluable contributions to various key areas of the development to date. These include Property Development, Sales, and Operations; Commercial ICT and telecommunications; and Air Services and Route Development. Before joining Dube TradePort, he was the Special Projects Manager at Trade & Investment KwaZulu-Natal and Program Manager at the KwaZulu-Natal Economic Council. In both positions he worked on the King Shaka International Airport relocation project. Hamish Erskine holds a B.Social Science degree from the University of KwaZulu-Natal and a Masters degree from Trinity College, Dublin. Currently he plays an instrumental role in the development of Dube Trade Port’s Industrial Development Zone, which is focused on driving the growth of export industries within its 2 840-hectare precinct. Dube Trade Port incorporates King Shaka International Airport and the Dube Cargo Terminal, which boasts the record of being the most secure cargo facility in Africa.

DR JENNIFER HOUGHTON

Dr Jennifer Houghton joined the GSB&L in 2012 as a lecturer in local economic development in the Regional and Local Economic Development Capacity Building Initiative. Jennifer has a PhD in urban geography, focusing on public private partnerships as a mechanism for the production of neoliberalism at the city scale. Her current research interests are the diffusion and localization of neoliberalism in cities of the South, public private partnerships as an economic development mechanism, discourses of economic development, the role of place in economic development and special economic zones. Currently, Jennifer is supervising masters, PhD and DBA students in the areas of social entrepreneurship, social capital and LED, and the incubation of SME’s. Some of her research interests are in Local economic development, Special economic zones and place-based economic development, Public private partnerships as a development mechanism, Place and the agency of the local level (particularly in a globalising world), South African cities and urban transformation in a post-apartheid era.

Andrew is the head of the Norton Rose Fulbright Transport Team for Africa based in Durban. The Transport Team specialises in the following sectors – Aviation, Shipping, Ports, Rail, Road and Logistics. He has been practicing transport law for over 25 years. He specialises in both commercial and the litigation aspects of international trade, as well as shipping, admiralty, aviation recovery, marine insurance, transport, logistics and marine environment law. He has been involved in a number of high profile matters and has mediated, litigated or arbitrated matters in the United States, England, France, Germany, Italy, India, Zambia, Tanzania, Mozambique and Belgium. He was the President of the South African Maritime Law Association from 2008 - 2010, and remains the Chairman of a number of its sub-committees. He has led South African delegations to the conferences in Athens, Beijing and Dublin. He currently sits as a member of a CMI International Working Group for the Judicial Sale of Ships. Johan van den Heever lectured in the Economics Department at the University of Pretoria from 1980 to 1987. He completed his doctoral studies at the University of Pretoria with a thesis on macroeconomic stabilisation policy. In October 1987 he joined the Economic Research and Statistics Department of the South African Reserve Bank, where he has served in various capacities, starting in the Money and Banking Division. He is currently Head: Economic Reviews and Statistics and editor of the Bank’s Quarterly Bulletin. From 1999 to 2001 he served on the Bank’s Monetary Policy Committee. At present he is a Monetary Policy Committee presenter and a member of the Bank’s Financial Stability Committee. For the past ten years he has been the representative of the South African Reserve Bank on the Macroeconomic Subcommittee of the Committee of Central Bank Governors in SADC. He has also since 2002 been closely involved in the meetings of the Central Bank Governors of the Common Monetary Area or CMA (Lesotho, Namibia, South Africa and Swaziland). He is the author or co-author of a number of articles and studies on macroeconomic matters, central bank statistics and monetary policy.

MR SOLOMON DUBE
DIRECTOR GENERAL SWAZILAND CIVIL AVIATION AUTHORITY SWAZILAND
Solomon Dube completed his high school in 1973 in Swaziland and then proceeded to do various courses in Electrical and Electronics Engineering in Canada and the United Kingdom. He has been in the aviation industry in Swaziland since 1984. He served as a Communications Engineer at the country’s then only international airport until 1999. After completing a Master’s Degree in Airport Planning and Management at Loughborough University in the UK, he then joined a Government of Swaziland team tasked with overseeing the delivery of the new International Airport at Sikhuphe in 2001. After the International Civil Aviation Organisation (ICAO) Universal Safety Audit in 2007, he was tasked with producing the State Corrective Action Plan. He was then appointed to lead the establishment of the Swaziland Civil Aviation Authority (SWACAA) as Director General. This was on 7 December 2009. The SWACAA is tasked with regulating the aviation industry in Swaziland and also operate the country’s airports. The current major challenge has been the lack of passenger traffic for the new airport, currently less than 60,000 passengers per annum for a facility that can handle 200 pax per hour.

MR BHEKISISA MANYATSI
INLAND CLEARANCE DEPOT MANAGER SWAZILAND RAILWAY SWAZILAND
Bhekisisa Manyatsi is currently the Inland Clearance Depot (ICD) Manager for Swaziland Railway for the past nine years. He has vast knowledge in port operations and is currently overseeing the Dry-Port expansion project. He is also currently the Stakeholder Engagement Manager for the Swaziland Rail Link project, a rail project currently taking place between South Africa and Swaziland to improve regional integration. Bhekisisa holds a Master of Business Administration from The Management College of Southern Africa and a BComm Marketing degree from the University of Swaziland.
Bhekisisa has vast experience in dealing with the SADC Railways as he has been a member of the committee running the annual Southern African Railways Association Conference involving all of the SADC Railways and their potential suppliers. He is a marketer by profession but has moved within Swaziland Railway to Operations and currently in charge of the DryPort of Swaziland.
