New Emergency Facility By Sarah Palmer Hamad Medical Corporation recently opened the new Trauma and Emergency Center at Hamad General Hospital, with an official inauguration by HH the Amir, Sheikh Tamim bin Hamad Al Thani.

T

he opening ceremony of the new Trauma and Emergency Center was attended by HH the Amir, HE Sheikh Abdullah bin Nasser bin Khalifa Al Thani, Prime Minister and Minister of Interior, and a number of HMC senior doctors and officials.

HH the Amir was given an extensive tour of the new building, where he was shown the latest medical equipment and technologies in care and diagnosis, and an oxygen therapy room, as well as an explanation on how the medical facilities link the new building with the relevant departments at HGH.

Speaking at the opening ceremony, HE Dr Hanan Mohammed Al Kuwari, Minister of Public Health, said that the new facility at Hamad General Hospital (HGH) is an important milestone in the process of providing care for emergencies and accidents.

The state-of-the-art Trauma and Emergency Center at HGH is the largest in the region and represents a significant expansion of trauma and emergency services. As well as a new emergency department, it also offers trauma, urgent and critical care services, with a dedicated ramp to the first floor for ambulance arrivals at the hospital.

'The inauguration of the new Trauma and Emergency Center underlines our ongoing commitment to expanding capacity and improving services. This commitment will ensure that the people of Qatar will continue to receive the best possible care delivered in leading-edge facilities, now and for many years to come,' she said. 'The new Trauma and Emergency Center – four times the size of the former Emergency Department – offers a greatly improved patient experience. This new facility will serve as a beacon of excellence in our network of emergency services.'

Diagnostic equipment at the centre includes an MRI unit, four ultrasound and three CT scanners, and seven X-ray rooms, and improvement on the equipment available at the previous emergency centre, leading to a reduction in waiting times for radiation imaging. The centre receives approximately 1,500 visitors a day. There are 256 beds in single rooms, some of which are critical isolation units. 'Walk-in patients arriving at the new Trauma and Emergency Center’s Emergency Department will be triaged upon arrival and after initial assessment patients will either be admitted to the hospital or discharged. To further boost capacity, the See and Treat area of the former Emergency Department will also remain open.' Up to 2,000 cases are seen at the Hamad Trauma Center annually, the main trauma facility situated on the first floor of the building. Patients brought to the centre by air ambulance are collected from the multistory car park by an ambulance, and all patients will be able to access immediate care, resuscitation and stabilisation, as appropriate.

The five trauma and emergency rooms are fully equipped and can be converted into mini operating theatres should there be a mass casualty incident or accident requiring immediate surgical intervention. If necessary, patients can be quickly transferred to the Trauma or Surgical Intensive Care Units or the operating theatres at HGH via the link bridge on the first floor. Fast facts for orientation purposes: The ground floor is for walk-in emergencies and the first floor is for critical and trauma care patients, while the second floor is set aside for urgent care patients, and the third floor for patients requiring isolation or monitoring before being discharged.

Another new first at HMC The new Hyperbaric Therapy Unit has also officially opened, another of the many cuttingedge therapies that are constantly being introduced to Qatar by HMC. The unit has a revolutionary hyperbaric oxygen therapy chamber, the first of its kind in Qatar. Hyperbaric oxygen therapy has been available at HMC since 2013, whereby patients breathe pure oxygen in a pressurised chamber, promoting the growth of new blood vessels and the healing of ischaemic wounds. The new unit has significantly increased the capacity to provide treatment – the new hyperbaric oxygen therapy chamber is the largest in the country, being able to accommodate 18 people, and is one of the first of its kind in the region. Two types of chambers are used for hyperbaric oxygen therapy: monoplace chambers for a single occupant, and multi-place chambers for several patients at the same time. The new multi-place chamber replaces the previous monoplace chamber, so not only can more patients be treated simultaneously, but it also allows the healthcare professional to be inside the chamber at the same time. There are dozens of uses for hyperbaric oxygen therapy, like damage from radiation therapy, compromised skin grafts, and acute thermal burn injuries. Evidence has shown that it may be effective for neurological conditions associated with reduced oxygen levels – eg stroke and traumatic brain injury – and neurodegenerative disorders such as Alzheimer's and Parkinson's disease. Those suitable for the treatment will undergo a full safety briefing, a physical examination, and screening to ensure there are no prohibited items about the person, like contact lenses, hair products, nail polish, and battery-operated equipment. This is due to the high combustibility of the gas and the high atmospheric pressue. Each session can last around 2.5 hours, with a treatment cycle of up to 40 sessions. Patients can relax in comfortable seats and watch TV while undergoing the treatment. m

Many changes and improvements have been introduced since the country opened its first hospital over 60 years ago. Billions of dollars are being spent on improving and expanding Qatar's healthcare system to cope with the rise in population. According to the World Health Organization, Qatar is spending more money per capita on healthcare than any other country in the Gulf. The healthcare system is available to all – nationals, expatriates and visitors. The public healthcare service provides free or extremely subsidised healthcare; the exception to this may be treatment for highly specialised services. Expatriates or visitors may have to pay towards some medical costs – check with your employer to see what health insurance you are eligible for, or contact one of the insurance companies to take extra personal cover.

Healthcare News MoPH launches mental health campaign The Ministry of Public Health (MoPH) launched

The mental health helpline has received more than 12,500 calls since its launch in April. The free and completely confidential helpline is available Sunday to Thursday 8 am – 7 pm; simply dial 16000, select the language, 3 for HMC, and 1 for HMC Urgent Consultation. The helpline is staffed by mental health professionals who can offer support and assessment.

a mental health awareness campaign on World Mental Health Day (10 October) in collaboration with Hamad Medical Corporation (HMC), Primary Health Care Corporation (PHCC), Sidra Medicine, and Naufar. With the theme ‘Are you OK?’, the campaign is aimed at encouraging people to talk more openly about their emotional wellbeing and to reduce stigma. MoPH states that this year has been a challenging time for many due to the impact of COVID-19.

Ambulatory Care Center (ACC). The new unit is part of HMC’s plan to establish a number of specialised diagnostic and treatment units that can cover all specialties and subspecialties of ophthalmology. Cutting-edge new laser eye surgery technology includes Femto-Lasik technology and Femto-Smile technology, which is being used at HMC for the first time. The unit will initially operate one day every two weeks and will offer vision correction treatment using laser technology for patients aged over 20, as well as provide treatments for younger patients with rare eye diseases and conditions that require intervention. PHCC's new campaign is promoting its many services and health centres across the country. The campaign solidifies its objective of transforming the health and wellness of the Qatari population by providing individual healthcare, focusing on health and disease prevention, and encouraging healthy lifestyles for the health and wellbeing of all. According to PHCC, the number of registrants in its health centres is more than 1,500,000, with centres receiving over 300,000 patients every month.

HH Sheikha Moza bint Nasser attends inauguration of WHO Collaborating Center in WCM-Q HH Sheikha Moza bint Nasser, Chairperson of Qatar Foundation for Education, Science and Community Development (QF), was present at the official designation of a research group at Weill Cornell Medicine-Qatar (WCM-Q) as a World Health Organization (WHO) Collaborating Centre, responsible for combating COVID-19 and other infectious diseases in the region. The Infectious Disease Epidemiology Group (IDEG) at WCM-Q will support WHO’s regional and global efforts to promote health and wellbeing, by providing scientific research for policy decisions and public health programmes in the EMR. The centre is led by Dr Laith Abu Raddad, WCM-Q professor of infectious disease epidemiology. IDEG has a special focus on viral hepatitis, prevalent in EMR countries and one of the leading causes of deaths globally. The group has contributed to efforts in combatting the spread of HIV/AIDS and reproductive tract infections. In January 2016 the Amir, HH Sheikh Tamim bin Hamad Al Thani disbanded the Supreme Council of Health and reverted their responsibilities to the Ministry of Public Health. The Ministry of Public Health (MoPH) will continue to oversee the nation’s health services, with policies, goals and objectives to achieve that vision, and monitoring and evaluation of its progress and the quality and effectiveness of health service providers. The ‘Caring for the Future’ programme encourages healthy lifestyles, provides community‑based primary care, and ensures that the world’s most advanced, highest quality care is available locally in secondary and tertiary medical facilities. One of the pillars of Qatar National Vision 2030, 'Human Development', represents Qatar's ambition to develop a physically and mentally healthy population. The first phase was the National Development Strategy (NDS) 2011–2016, and the National Health Strategy (NHS) 2011– 2016. These developments will be built on under NDS 2017–2022 and NHS 2018–2022. All private hospitals in Qatar must be accredited by an internationally‑recognised body. A list of licensed practitioners and pharmacies is on the Ministry website. Facilities must also have surveillance cameras and a security system. MoPH is responsible for the issuance of birth and death certificates. Departments and Services • Medical Commission: Examines all travellers to the country and residents; issues medical certificates to: º Prospective and current employees. º Non-Qataris arriving to work, reside or visit family in the country, or to change sponsorship. º Applicants for Qatari citizenship. º Non-Qatari men who wish to marry Qatari women. º Students for university enrolment. º Citizens travelling overseas. º Applicants for special categories (eg pilgrimage contractors, citizens marrying outside Qatar).

Most medical check-up procedures are conducted at the Medical Commission (MC) on Industrial Area Road near Abu Hamour, although the service is also available at Al Ahli Hospital, Al Emadi Hospital and Doha Clinic Hospital. The main MC unit handles 1,500 new arrivals in Qatar each day. There are four sections: one for expatriates taking up jobs in senior positions; one QATAR HEALTH AND BEAUTY E-GUIDE ©

for families; one for domestic workers; and one for labourers. There is an electronic registration service for companies and corporations with over 15 employees; they must register their workers’ data online for tests and make electronic payments through Hukoomi, gov.qa. For more information about medical procedures, see Living in Qatar in the Discovering Qatar section. • Health Protection and Communicable Disease Control: Monitors and controls communicable diseases, oversees the national vaccination programme. • Health Promotion: Develops and implements health promotion policies and action plans, such as occupational health, tobacco law and mental health. • Health Information Center: Collects health data and information, conducts statistical surveys, liaises with international health institutions, and oversees birth and death registrations. • Food Safety: Implements health policies in all food safety-related matters, as per Law No 8 of 1990 regarding regulating human food control. • Emergency Health: Responsible for plans and projects related to health emergency preparedness and response, in cooperation with partners in the health sector such as Hamad Medical Corporation, Primary Health Care Corporation, and the private sector. • Health Financing and Insurance: Develops health financing and insurance systems that support the wider goals of the healthcare landscape and the National Health Strategy. • Healthcare Professions: Draws up the specifications and conditions of accrediting hospitals, health centres and clinics, and training and rehabilitation centres for health practitioners. Issues licences for practicing health and medical professions and revokes where necessary. • Health Facilities Licensing and Accreditation: Oversees the licensing and accreditation standards for health facilities, and conducts inspections. • Pharmacy and Drug Control: Responsible for regulating the dispensing, import, and circulation of medicines, including the registration of pharmaceutical companies and supervising drug prices. In 2014, the Ambulance Service took delivery of three new AgustaWestland AW139 LifeFlight helicopters. Two of the helicopters are in operation 24/7 and their addition to the fleet ensures air ambulance coverage even in the most remote areas of the country. The pilots of the helicopters are from the Qatar Emiri Air Force (QEAF). The Ambulance Service’s Medical Communication Center was named the Middle East’s first Accredited Center of Excellence by the International Academy of Emergency Dispatch for its high level of commitment towards delivering safe and efficient healthcare in Qatar and the region. The service itself has been accredited three times by the Joint Commission International for quality and safety, and the LifeFlight service has also been accredited by the European Aeromedical Institute for both adult and paediatric critical care. The Mobile Healthcare Service (MHS) was launched in 2015, providing senior physician support and nursing care to patients outside the hospital setting. The service works in collaboration with the Home Healthcare Service, responding to urgent calls and supporting clinical teams in delivering care to patients in their homes. MHS doctors support early discharge by working with the hospital's medical teams to identify patients who are able to go home but might still need support. The programme reduces the length of stay of many patients by providing extra support following discharge from the hospital. Blood Donation As Qatar is witnessing rapid growth in all fields, especially in the health sector, the Blood Donor Center’s main target is to attract voluntary blood donors in order to meet the needs of both public and private hospitals in Qatar. Recruiting between 80 – 150 donors a day, the centre has recorded 100% blood sufficiency within the last five years. The procedure for donating blood at the centere, including donor registration, a medical interview, physical examination and assessment as well as blood collection and post donor care, lasts for about one hour. Work Hours: Sunday – Thursday 7 am – 9 pm; Saturday 8 am – 7 pm); on Friday the Blood Donor Center is normally closed but may open for special events and at times of shortage. Organ Donation

What type of conditions should I go to an emergency department with? Emergency departments are designed to care for the patients with urgent medical conditions. Patients presenting at an emergency department in Qatar are triaged on arrival to determine the severity of their condition. This allows the emergency teams to prioritise those patients with the most serious conditions and treat them first. Pediatric Emergency Centers (PEC) The main Pediatric Emergency Center is located in Doha at the intersection of Al Sadd Street and Suhaim bin Hamad Street. The centre provides timely and appropriate urgent care 24/7 for all patients up to 14 years of age. Trauma and other emergency cases should go directly to a main emergency department. Working towards a healthy Qatar

Hamad Injury Prevention Program The Hamad Injury Prevention Program (HIPP) was established as a research initiative to improve public health and safety. The programme is an integral part of the trauma service and a result of the research carried out by the trauma leadership at Hamad General Hospital, looking at the most common and high-risk incidents. Data is then translated and used to prioritise cases for interventions. HIPP collaborates with many partners to organise and participate in efforts related to injury prevention, including construction workers and pedestrians. Recently, HIPP activities have also engaged those in other high-risk groups for injury, such as children and young drivers. HIPP has been awarded two National Priorities Research Program Grants from Qatar Foundation regarding improving the use of child restraints in children aged under five, and on creating a unified registry for all occupational injuries in Qatar.

A number of public awareness campaigns have been run in recent years for such things as stroke, diabetes, organ donation, psoriasis, smoking cessation. Major campaigns are run in October each year as part of breast cancer awareness, and also has dedicated information to ensure a safe and healthy Ramadan. This all provides patients with the tools and knowledge to take responsibility for their own health, leading to a healthier society.

Medical reports and consumables can now be delivered to your door Patients of Hamad General Hospital, Heart Hospital, Rumailah Hospital, National Center for Cancer Care and Research, Al Wakra Hospital, The Cuban Hospital and Hazm Mebaireek General Hospital can have HMC medical reports delivered to them directly by Qatar Post. When requesting reports, patients need to provide their Qatar ID details, mobile number, a preferred delivery time, and a delivery address. These primary health centres provide a wide range of preventative, diagnostic and treatment healthcare services, including dental, antenatal care, immunisation, pharmacy, ophthalmology, audiology, radiology and wellness.

Sidra Medicine is an ultramodern, academic medical centre providing specialised healthcare to women, children and young persons in Qatar. It is a private hospital for public benefit. Established by Qatar Foundation for Education, Science and Community Development, Sidra Medicine embraces best practice medical education, innovative biomedical and clinical research and discovery, and exceptional patient and family focused care.

Primary health centres should be the first point of contact for patients with non-emergency conditions (patients with emergency conditions should visit an HMC emergency department or call 999 for an ambulance). Sharing of patient information Over the last 10 years many initiatives have significantly improved the ability of clinical teams to share patient information between teams across the health system. Many patient records, including laboratory results, x-rays images and medical reports, can now be accessed electronically by clinical teams in HMC, PHCC and Sidra facilities. This enhances the quality of care delivered to patients by providing clinicians with a complete patient record regardless of where they are treated. MyHealth Patient Portal The MyHealth Patient Portal enables patients to access their electronic personal health record online and through an app. Features of the portal include the ability to access lab reports, to view and reschedule upcoming appointments, and to review discharge summaries. The portal also allows patients to send a non-urgent message to their healthcare provider in a confidential manner.

Referrals between providers Primary care centres are usually the first point of contact for patients with non-emergency conditions in Qatar. If the primary care doctor feels that more specialist care is needed at one of HMC’s hospitals, they will refer the patient to HMC for an appointment. A similar referral process also operates between HMC, Sidra Medicine and the private sector provider. Patients can also be referred back to a primary health centre for follow up after receiving treatment at an HMC hospital.

Health System FAQs I have just arrived in Qatar and need to get a health card, what do I do? To get a health card, residents must visit the Primary Health Center nearest to where you live – call 107 if you are unsure where your local centre is. I need a sick note for work, where can I get one from? You should visit your local health centre for a sick note. If you are visiting an emergency department due to your condition being a serious medical emergency, you can request a sick note at the emergency department. I want to see a doctor at a HMC hospital, how can I get an appointment? Unless you have a medical emergency, in which case you should go to your nearest HMC emergency department or call 999 for an ambulance, you will need a referral from a primary health centre or private clinic in order to make an appointment at an HMC facility.

MyHealth empowers patients by allowing them to play a more active role in controlling their health information and making more informed decisions about their wellbeing. It helps patients stay on track by providing up to date information about lab results and active medications and provides reminders about appointments.

I want to see a doctor at a primary health centre, how can I get an appointment? You can call Primary Health Care Corporation’s customer helpline, Hayyak, on 107 to arrange an appointment at the health centre which you are registered at. Alternatively, you can visit your health centre in person to arrange an appointment.

Does it matter if I miss a scheduled doctor’s appointment? If you are unable to attend a scheduled appointment, call your primary health centre via Hayyak 107, or hospital clinic via Nesma’ak 16060 in advance to cancel, so that the timeslot can be used for another patient who may need it more urgently.

Why can’t I just turn up at a HMC hospital and be seen by a doctor? HMC provides specialist secondary and tertiary care services. These services are for patients whose needs are too complex to be treated at a primary care centre. A large number of conditions can be successfully treated in primary care and do not require treatment at HMC.

How do I know which is my local health centre? Your utility bill (phone, water/electricity) includes a code related to your location and this determines where your designated health centre is located. Call Hayyak 107 for more information or take your utility bill in person to the nearest health centre.

Will I be seen by the same doctor at my health centre? Every effort will be made to enable you to see the same doctor for your visit, but the doctor’s availability on the day you wish to come cannot be guaranteed.

Do I have to pay for care at HMC and primary care centres? These facilities do charge a small fee for services but residents with a valid health card are entitled to greatly subsidised consultations and prescriptions at Hamad Medical Corporation and Primary Health Care Corporation facilities.

I would like to access help for a mental health condition, where can I go for this? If you are concerned about depression, anxiety or any similar mental health issue that affects your general health, visit your doctor in a primary health clinic for care or referral to one of HMC’s clinics. For urgent care involving suicidal or selfharm thoughts, visit one of HMC’s emergency departments.

I have an aching back and need to see a doctor; can I go to an emergency department and be seen? For all non-urgent conditions, such as backache, small cut or mild eye discomfort, you should make an appointment at your local health centre. Emergency departments should be used for only serious emergency medical conditions.

I need to see a dentist, should I go to my health center or to an HMC hospital? Unless your condition is a medical emergency, in which case you should go to your nearest emergency department, you should visit your local health centre for a dental consultation. If specialist dental treatment is required, your primary care doctor may refer you to HMC. I have moved house and want to change my health centre, how can I do this? To change your health centre you must obtain a utility bill from your new address and visit the nearest health centre to apply for a change.

Is there public parking available when I visit a HMC clinic or primary health centre? All hospitals and health centres have public parking facilities. However, some of HMC’s busy hospitals have limited free parking and visitors are recommended to either come by taxi or public transport or they can use the valet parking service offered in many locations. m

Smoking Cessation By Sarah Palmer With the new year comes the promise of new beginnings and resolutions to quit one or two bad habits. Many people decide to stop smoking for the sake of their health, and of those around them, but may find it difficult to do so without support.

R

esearch has proven that regular tobacco use commonly leads to diseases affecting the heart and lungs, with smoking being a major risk factor for heart attacks, strokes, chronic obstructive pulmonary disease, and cancer (particularly lung cancer, cancers of the larynx and mouth, and pancreatic cancer).

The HMC Tobacco Control Center is seeing an increase in patients wanting to stop smoking, with more than 2,600 consultations and support sessions with tobacco-dependent patients recorded between March and July 2020. Of those seeking treatment, 40% are considered heavy smokers, smoking more than 30 cigarettes a day.

Smoking is a significant public health issue in Qatar, not only for tobacco users, but also for nonsmokers exposed to second-hand smoke. Regular exposure to tobacco use, whether first hand or second hand, is directly associated with the development of ill health including cancer, heart disease, stroke and respiratory issues.

The Smoking Cessation Clinic at Hamad General Hospital was established in 1999 as an integral part of the national healthcare system, before moving to Hamad Bin Khalifa Medical City as the Tobacco Control Center. The clinic helps smokers to quit with a combined programme including pharmacotherapy with advice and behavioural support. Services are free and available to all.

According to Hamad Medical Corporation (HMC), the percentage of smokers in Qatar is estimated to be around 37% of the population aged 15 and above, with studies showing that more young people are taking up the habit. The Ministry of Public Health estimates that 31.9% of men in Qatar smoke, 1.2% of women, and worryingly, 15.7% of children aged 13 to 15.

Advice for stopping smoking 3 Commit 100% to quitting, otherwise you may not succeed. 3 If you find going 'cold turkey' difficult, think about short and long term solutions. 3 Dispose of tobacco items to avoid temptation. 3 Try to avoid negative thoughts – you can do it! 3 Write a list of reasons why you want to quit smoking – for yourself, your family, your wallet... 3 Ask for support from those around you, as well as HMC and PHCC. 3 Exercise regularly, drink more water and eat healthily. The Tobacco Control Center celebrated its third anniversary of being a WHO Collaborating Centre this year and is the first such facility in Qatar and the region. WHO Collaborating Centres carry out activities in support of the WHO's mandated international health agenda and includes research institutes and parts of universities and academies. HMC has recently opened a new Smoking Cessation Clinic at Al Wakra Hospital, the first outside of Doha. Further clinics are planned at other HMC hospitals. Despite the ongoing COVID-19 pandemic, staff have continued to offer support and treatment services over the telephone, including providing patients with treatment, medication and psychological support. While social distancing precautions remain in place, HMC will continue to offer telephone-based services, following its mission to provide health and medical advice to the public regarding the dangers of tobacco use, including secondhand smoke, as well as behavioural support and counselling for those wishing to stop smoking. Meanwhile, the Primary Health Care Corporation (PHCC) has also recorded an increased number of patients quitting smoking.

Smoking Cessation Clinics are available at several health centres, with the first clinic opening in 2011 at Gharrafat Al Rayyan, and provide similar support and treatment for those wanting to stop smoking as the Tobacco Control Center at HMC. Services are available to patients of all nationalities and offered by trained physicians and nurses who provide a tailored approach to behavioural change, including counselling and prescribing medications. Who can utilise the smoking cessation services All centres receive both men and women; up to 5% of people trying to stop are women. Most people seeking support and treatment at the clinics are between the ages of 25 and 40, however the clinics have patients of all ages. Anyone wishing to use the available services can call direct for an appointment or can be referred from any HMC doctor or government health centre. Patients receive one-on-one counselling alongside appropriate nicotine replacement or pharmaceutical support. They will undergo a full assessment, which will include their medical history and related evaluations such as lung function tests. Clinicians will talk to patients about suitable treatment options and effective solutions to quit smoking. These can include nicotine replacement therapies (such as gum or patches), and medications such as varenicline and bupropion. A number of innovative methods are now available. Laser treatment, a complementary alternative medicine, stimulates specific points in the body such as the ears and hands, releasing endorphins and helping the smoker reduce the crave to smoke. The spirometer helps in understanding the age of the lung as well as its capacity, allowing patients to

know the condition of their lungs and take adequate measures to stop smoking. The centres also educate the public about the risks of smoking. Many of the community outreach programmes target young people as statistics show that over 10% of smokers in Qatar are under 20. Young people also use chewing tobacco and midwakh/dokha, a tobacco product mixed with aromatic leaf and bark herbs, as these can be cheaper than cigarettes. However, they are also more dangerous, as a higher dose of nicotine is ingested.

Campaigns and public awareness Law No 10 of 2016 on the control of tobacco and its derivatives determines the usage and control of tobacco in Qatar, with articles covering possession, packaging, sales, and the violations and penalties for infringement of the law. Tobacco control is part of the Ministry of Public Health's Qatar National Health Strategy 2018– 2022. Goals include: Establishing a system for monitoring tobacco consumption; implementing the tobacco law in line with the policies and decisions of the WHO Convention on Tobacco Control; establishing quality services to stop smoking, and providing suitable methods for treating nicotine addiction with support through primary healthcare services; and establishing a practical and comprehensive tax model on tobacco products, including customs duties and taxes on tobacco production and sale. According to Sheikh Mohammed Al Thani, Director of Public Health, 'Smoking is a significant public health concern in Qatar, therefore it is vital that we increase our efforts to combat tobacco use. Mental Health Services in Qatar

Mental health is an integral part of overall good health. Help is available for all those that need it.

W

e can all feel a bit low at times, coping with the normal emotional ups and downs of life, or having that feeling of just being a little bit 'off'.

However, sometimes it is more than 'off' – it can be a feeling of overwhelming sadness or grief, something that no-one else will understand and that you feel embarrassed talking about. Mental health is still considered a taboo, especially when compared to physical illness, but gradually the situation is improving. Health services are increasing, employers are recognising the need to discuss openly in the workplace, and schools are offering counselling to students. A person may feel a change in mental health due to a number of reasons. Changes in everyday life – bereavement of a family member, friend or pet, suffering a job loss or an injury – can sometimes lead to a change in mental state. For example, it is thought that post-natal depression can occur in 25% of women following childbirth. Some people suffer confusion, especially older people, which may be due to a dementia-related condition such as Alzheimer's disease. However, it can also be caused by a head injury, an existing or undetected medical condition, reactions to prescribed medication, or intoxication from alcohol and non-prescribed/illegal drugs.

World Mental Health Day, observed on 10 October, further aims to raise awareness of mental health issues. It began in 1992 at the initiative of the World Federation for Mental Health, a global nongovernmental organisation with members in more than 150 countries. It is recognised by the United Nations and WHO. The theme for World Mental Health Day 2019 is suicide prevention. According to WHO, nearly 800,000 people take their own life each year – one person every 40 seconds – and many more attempt suicide. It is the second leading cause of death for the age group 15-29, and there is a higher suicide rate for males than females.

Mental health difficulties can present in many different ways: • Mood changes – from very happy to very sad, maybe in a short space of time • Feeling sad, anxious, fearful or angry • Feeling physical distress • Having suicidal thoughts • Wanting to self-harm • Wanting to harm others If you have any of these feelings for the first time, or if an existing problem is getting worse, it is vital that you seek help.

There are two global initiatives that aim to increase awareness of mental health through education and which advocate against social stigma. Since 2003, the International Association for Suicide Prevention (IASP) has collaborated with the World Health Organization (WHO) and the World Federation for Mental Health for World Suicide Prevention Day, observed on 10 September each year. Many of those who experience mental health difficulties turn to the support of family and friends. Further support can be given by a family doctor, and additional help is often available from community mental health services.

Seeking help in Qatar According to Hamad Medical Corporation (HMC), one in five people in Qatar will experience a mental illness at some stage of their life. Law No 16 of 2016 on the rights of patients with mental illness defines the rights of citizens and residents regarding their mental health treatment. It includes details about where and how patients can be treated, including those that may be treated without their consent (known as compulsory admission). The law offers full protection for patients seeking mental healthcare services in Qatar. Specialist care and intervention is widely available from HMC. Their Mental Health Service initiative has seen a number of developments, which started under the Qatar National Mental Health Strategy (QNMHS) 2013–2018 and which progressed into the Mental Health Strategic Framework (MHSF) 2018–2022. Both policies are aligned to the WHO Global Mental Health Action Plan (2013–2022). Under QNMHS and MHSF there has been an expansion of existing services, and the introduction of new services and new facilities to provide the best possible mental healthcare. The Mental Health Service at HMC is committed to promoting good mental health and wellbeing, offering effective treatment and providing care.

HMC recommends those seeking professional help should initially visit their local primary healthcare centre. Here the doctor will be able to refer you should further assessment and diagnosis be required. These assessments will determine the nature of the illness and the right type of care and treatment that should be provided. Many patients receive this in the community, but other options may be offered. The Consultation and Liaison Service offered by HMC provides psychological support and counselling for patients who are being treated for other conditions within HMC hospitals. For example, patients being treated for cancer have experienced a severe trauma or a new mother may be suffering from post-natal depression. The Consultation and Liaison team are based at a number of sites, including Hamad General Hospital, National Center for Cancer Care and Research, Al Khor Hospital and Al Wakra Hospital. The Child and Adolescent Mental Health Service is a multi-disciplinary service for children and young people up to the age of 18.
