Useful Numbers EMERGENCIES – AMBULANCE, FIRE OR POLICE – 999 For those considering driving licence applications, driving lessons, car hire, vehicle purchase or lease, and breakdown cover, all the relevant contact numbers are listed below. The rest of the Motoring section has more essential information, including test drives of selected models, car showrooms and service centres. Vehicles drive on the right-hand side of the road, and seat belts are mandatory for both driver and frontseat passenger. Although measures have been implemented by the traffic department to help reduce the accident rate in Qatar, driving here can still be a hazardous affair and you need to remain fully aware and alert at all times when you are driving. Speeding, tailgating and sudden lane changing, especially near traffic lights, are common. Be aware – radar! Be careful to keep your speed within the limits; there are cameras on all roads keeping watch on traffic speeds. Be especially careful at traffic lights as this is where most violations occur. The penalties, in financial terms, are draconian: QAR6,000 for going through a red light and seven (black) points! See Traffic Violations in this section. Motorists should exert caution and watch out for cyclists or people stepping onto the road unexpectedly, especially at night. Conversely, be mindful if you need to cross the road on foot as it is easy to misjudge speeds of oncoming vehicles. Cars here tend to move fast and unpredictably – except when backed up in a traffic jam.

Obtaining a Qatari Driving Licence New residents wishing to drive here need a Qatari driving licence. The procedure is simple; go to one of the registered driving schools in Doha and there you can complete all the paperwork and receive instruction, if necessary, in the same place. Some national driving licences are recognised as valid by Qatar and you need only take an eye test before you are issued with a valid Qatari licence and you are set to go. In an effort to reduce traffic congestion, certain professions (approximately 240) will preclude you from gaining a licence. However, if you have the personal sponsorship of a Qatari national, or your spouse, then your profession is not important.
an international driving permit issued by your country of origin, you must also hold a valid driving licence that is recognised by the State of Qatar. Temporary Qatari licences If you wish to drive for longer than a week you need to apply for a temporary licence. Apply in person at the Traffic Police office in one of the driving schools within seven days of your arrival in Qatar. You will need your valid national driving licence and passport along with copies, and three passport-size photographs with a white background. If you need to wear glasses while driving you must be wearing glasses in the photos. Fees: QAR10 for the card, QAR150 for the application.
The police have offices in all the driving schools; you can also take your eye test there.
You will also need to take an eye test, usually available at the driving school, and you may have to do a half course.
Holders of driving licences from some countries, for example the UK, France, Turkey, South Korea and Malaysia, can get a Qatari driving licence without a test. Present your Residence Card and original driving licence at the Traffic Department at Madinat Khalifa.
Temporary Qatari driving licences are valid for three months, but may be extended on application.
Drivers from other countries should visit the Traffic Department at Madinat Khalifa to check the validity of that home country's licence. For current information visit Hukoomi at gov.qa International licences You are allowed to drive with your national driving licence (if it is recognised by the State of Qatar) for one week only (seven days from arrival). You can alternatively use an international driving licence for up to six months, after which it is compulsory to have a valid Qatari licence. To use

Theory test: A digital test; applicants need at least 18 correct from the 20 multiple-choice questions, many of which deal with traffic laws. L parking: The first test taken outside in the yard, with a right turn up the slope. Box or perpendicular parking: The second test done in the yard, similar to parking in a regular lot. After the Traffic Department completely automated the Parking and L tests for getting a driving licence, there is no room for any complaint of unfairness in evaluation from trainees. It is based on land sensors and surveillance cameras used inside and outside the vehicle. Road test: If you pass your theory and parking tests, your examiner will take you out of the yard testing grounds onto the real road to test your proficiency. You may also be asked to do a hillstart before leaving the yard. Licence Renewals A driving licence may be renewed six months prior to or upon its expiry date. Renewing your licence is easy and can be processed through Hukoomi at gov.qa, or via the Metrash2 app. The cost for renewing a driving licence is QAR250, in addition to a QAR20 delivery fee, if applicable – the new licence can be delivered to you by QPost. You will be asked to disclose any changes to your health that may affect your ability to drive since your last licence application. If, for example, you have been prescribed glasses, you should apply through the Traffic Department to retake the eye test.
Metrash 2 Service Metrash is a free electronic service provided by the Ministry of Interior (MoI). Residents of Qatar can register to receive an SMS alerting them to traffic violations, driving licence expiry, car registration expiry, and inspection pass/fail. Under Metrash 2, citizens and residents can access a large number of MoI services, including traffic. The mobile phone number must be registered under the applicant’s name. Smartphone users can download Metrash 2 on the App Store and Play Store, and the service can be activated via SMS or a Self Service Kiosk. For assistance call 234 2000, visit moi.gov.qa Smartphone users can send photos of traffic violators directly to authorities via Metrash 2. To use, click on ‘Communicate with us’ and 'Contact
us'. Enable GPS on your phone, select ‘Take photo’, write your comments and send.
Driving Conditions and Violations Traffic Law No 19 of 2007 introduced a system of tough penalties for traffic offences. They include points and fines for speeding, parking violations and using a hand‑held phone while driving. These, and other measures for road traffic safety, are a priority for the government as part of Qatar National Road Safety Strategy 2013–2022. The second five-year plan (2018–2022) was launched buoyed by the successful conclusion of the first five-year plan (2013–2017) of the Strategy, which saw the number of deaths on the roads reduced from 235 in 2013 to 178 in 2016. The main causes of road accidents continue to be reckless and negligent driving, dangerous overtaking, illogical lane changing (especially at intersections), and using the phone while driving. Road rage is a constant in Qatar. Motorists are warned to be aware of drivers ‘tailgating’ and flashing their lights to force the driver ahead to move out of the way, even if there is no space to safely move into. Drivers change lanes without signalling and often weave through the traffic, continuously changing lanes at high speed. You may experience bullying tactics including overtaking from the right and then slowing down as a 'punishment' to the driver who failed to move out of the way. In any of these situations, be aware of your own safety. Traffic lights flash on green before changing to amber and red. At the few roundabouts remaining in the country, signals will often flash amber for a short period of time to allow the flow of traffic – drivers should only pull out if it is safe to do so. Cameras and radars are installed at intersections to catch those who race through red lights. The installation of many more is planned, including sophisticated advanced radar systems which allow for the recording of accidents and booking of reckless drivers. ©

Car Insurance Insurance coverage and claims Be aware that the terms and conditions of Comprehensive and Third Party insurance policies vary depending on the insurance company and underwriter, and that it is the car that is covered, not the driver – anyone with a valid Qatar driving licence can then drive the vehicle. Check the policy to ensure you are sufficiently covered in the event of an accident.

Weather Conditions Dust storms occur due to shamal, dust-laden winds that can suddenly appear between March
Fog may occur between November and January and can drastically reduce visibility. Slow down and use dipped headlights and fog lights, if necessary. Rain and thunderstorms can happen during the winter months, especially December and January. Downpours may limit visibility, cause flooding on some roads, and make sandy areas muddy. Be especially vigilant during the first rainfalls of the season as any oil spills on the road make driving particularly treacherous. Beware of drivers using their hazard lights while driving in adverse weather conditions.
Petrol Stations and Other Services Qatar Fuel, also known as WOQOD, releases the fuel prices each month, as determined by Qatar Petroleum. WOQOD stations, in addition to providing fuel, offer a wide range of services such as window cleaning, car washing and oil change; there is a convenience store (Sidra) and usually an internet café, ATM, Ooredoo payment machine, fast food and even a children's play area. MOTORING DO'S DO remember to keep your driving licence, vehicle registration, road permit and insurance documents valid and readily available. If you’re stopped and asked to produce them, and if you don’t have them to hand (originals, not copies), Qatar traffic law provides for on-the-spot fines. DO Check for ‘no parking’ signs and kerb markings, and be aware that many inside lanes or hard shoulders on main roads for emergency parking only. Vehicles parked in restricted areas, or haphazardly, blocking lanes and obstructing traffic, are likely to be wheel-clamped or towed away. Fines can be anything from QAR300 to QAR6,000.
DO wear seat belts at all times. This is compulsory for both the driver and front-seat passenger, on main roads outside towns where the speed limit is 120 kph or more, and common sense says that you should also ‘belt-up’ on short journeys in town too.
DO be on the alert for tyre problems – variable road surfacing, debris and rubbish, and the hot climate can quite often lead to blowouts. Check the condition of tyres regularly – worn tread, perished side walls, expiry dates, etc.
DO watch out for emergency vehicles needing passage through traffic. Because of wide intersections and low buildings, even in town it can be difficult to judge the direction of sirens.

DO'S AND DON'T'S DON’T drive off-road into the desert unless you have a prepared 4WD vehicle and you know the area, are used to driving in sand, or you have someone experienced with you or you are travelling in convoy with several other 4x4 vehicles.
DON’T forget to check your windscreen wipers regularly – rubber wipers disintegrate in the heat, and, even if there’s no rain, you may need to use them with the screenwash to clear dust from the windscreen.
DON’T forget to carry reserve fuel/oil/coolant for the vehicle, and a coolbox with sufficient food and beverages (especially drinking water) for the driver and passengers, plus a first aid kit, if you are going off-road into the desert.
DON’T forget to watch out for camels straying across the roads outside towns, especially at night. Apart from the potential traffic hazard, a road accident with a camel is usually serious. The entire weight, up to 600 kg, normally collapses on the bonnet and this can prove expensive – even ‘average’ camels can be valued at around QAR100,000!
DON’T misjudge your speed. Glance at your speedometer regularly, especially on open roads, where, with the absence of roadside buildings or trees ‘rushing past’, you can be travelling much faster than you realise.

Tyre Care Buying high quality, correctly-sized tyres for your vehicle, from a reputable tyre retailer, is a basis for sound tyre safety, long tyre life, and a comfortable driving experience, but this is not enough – your tyres also need proper care.
Basic tyre care for optimum motoring safety, performance and tyre life Safety and vehicle performance in all driving conditions depend on a relatively small area of road contact, and it is therefore important that tyres should be maintained in good condition at all times, however good a driver you are! A relatively small amount of time and effort is required for planned maintenance (as detailed below), and this can lead to a handsome pay-off in terms of: enhanced driving safety, greatly extended tyre life, and the convenience and peace of mind of routinely driving without any major tyre problems. • Inflation: The most important part of tyre care is air: inflation should be maintained at the pressure recommended by the manufacturer of your vehicle – under-inflation generates excessive heat, which reduces fuel economy and increases tread wear, whereas correctly inflated tyres improve fuel economy and extends tyre life. Check the recommended pressures for the front and rear tyres at least once each week, and before any long trips, when the tyre is cool. A tyre’s air pressure will automatically increase as its internal temperature increases when in use – this is normal and should not be adjusted.

• Tyre valves: Tyres should have valve caps with a rubber seal which provides a secondary air seal, and keeps dirt and moisture out of the air valve. • Wheel balancing: Front and rear wheels should be balanced dynamically off-the-car at a tyre outlet using a wheel-balance machine, especially when new tyres are fitted to the rims. Wheel imbalance causes forces that result in vibration through the vehicle’s steering, suspension and body – uneven rims and poorly matched rim/tyre combinations are usually contributing factors. The most critical speed for tyre-induced shake is around 100 kph. At this speed, a tyre rotates at 10 to 15 times a second, the frequency equivalent to the natural movement of most vehicles’ suspension, so vibration transmitted from wheel shake is a potential problem for drivers. If left unattended, wheel-shake can cause excessive tyre and suspension wear, and could even be dangerous, so any abnormal problems should be checked by a tyre specialist to identify the cause and to correct the problem.

If the tyres show any of the above-mentioned wear characteristics, ask a tyre specialist to check for and correct any imbalance, misalignment or any other mechanical problems. Specialist knowledge, technical skills and experience is readily available here in Qatar at any roadside ‘punctuary’ with know how which is not only impressive, but remarkable value for money!
Rotate tyres every 10,000 km for even tyre wear
• Check for irregular tyre wear: Tyres usually give signs of wear in plenty of time, to allow the problem to be corrected before it becomes too serious. By looking out for early warning signs, you can prevent many wear problems that shorten tyre life by thousands of kilometres. Tyre tread inspection can reveal the following: > If wear is greater on the outer edges than in the middle, this means most of the contact with the road is on the outer tread edges. The most likely cause of this is under-inflation, usually be remedied by maintaining tyres at the air pressure recommended by the manufacturer of your vehicle. > Check the extreme edges of the tyre tread for excessive wear on one edge – this is caused by uneven/erratic contact with the road causing extreme heat and tyre wear. The tyre is in need of wheel alignment correction, called toe-in or toe-out. > If the tyre is wearing unevenly across the tread, this can also be a misalignment problem (excessive camber).
• Wheel alignment: Correct wheel alignment is a must for optimum safety, ride comfort, handling and steering characteristics. Misalignment can cause hazardous road-holding, excessive tyre wear and increased fuel consumption. Many of the tyre distribution outlets in Qatar have the specialised equipment necessary to check wheel alignment to make any necessary suspension adjustments. A periodic alignment check is quick and inexpensive! m
Driving habits: The major influence on tyre life is the driver! To extend the life of your tyres, you should, as far as possible avoid • Driving at high speeds • Fast cornering and sharp turns • Fast starts and stops • Driving over an obstruction (manhole covers, potholes, kerbs, pavements, etc) and road debris. These can all generate excessive heat and wear.

Southern Doha Expressway By Ola Diab One of the country's most important expressways, Southern Doha Expressway, opens for free and direct traffic flow.
O
n 11 July 2020, Public Works Authority (Ashghal), in coordination with the General Directorate of Traffic, opened 7 km of the road linking Doha Expressway and Southern Doha Expressway on the Mesaimeer Interchange to ensure free and direct traffic flow from Mesaieed, Al Wakra and Al Wukair towards Doha, 22 February Street and Al Shamal Road.
In March 2020, Ashghal opened lanes to Al Wakra and will open the other lanes from Al Wakra to improve traffic in both directions. The route has four to six lanes in each direction, allowing 20,000 vehicles per hour in both directions, saving around 70% of travel time. In addition, the route will enable a direct link with 2022 FIFA World Cup QatarTM stadiums of Al Janoub, Ras Bu Abboud and Al Thumama as it integrates with other major roads, running from Umm Besher Interchange on G Ring Road and Southern Doha Expressway, through Al Wetiyyat Interchange on Sabah Al Ahmad Corridor, onto Mesaimeer Interchange along with Doha Expressway, E Ring Road, and Industrial Area Road and Rawdat Al Khail Street. In addition, Ashghal will open the right access at Umm Besher Interchange on G Ring Road from from Al Wakra and Al Wukair via southern Doha Expressway, as well as two more accesses at Al Wetiyyat Interchange on Sabah Al Ahmad Corridor from Al Thumama, Air Force Interchange and from Bu Hamour and Mesaimeer towards Mesaimeer Interchange. The new openings will offer new alternative routes and shortcuts, alleviating traffic pressure at Airport Interchange and Airforce Interchange on Airport Street along with Al Thumama Interchange on Najma Street and shifting traffic to Al QATAR MOTORING E-GIUDE Š
Wetiyyat Interchange, Mesaimeer Interchange and the roads connected with Doha Expressway, Rawdat Al Khail Street, Industrial Area Road and E Ring Road. Those arriving from the southern part of Doha Expressway will be able to continue through Umm Besher Interchange on G Ring Road and then use the Al Wetiyyat Interchange on Sabah Al Ahmad Corridor, passing through Mesaimeer Interchange reaching Doha Expressway and 22 February Street. Those arriving from Ras Bu Abboud Street, Al Wakra Road and G Ring Road will be able to turn right at Umm Besher Interchange and then use the Al Wetiyyat Interchange on Sabah Al Ahmad Corridor via Mesaimeer Interchange reaching Doha Expressway and 22 February Street. Commuters travelling from Hamad International Airport and Al Thumama via Sabah Al Ahmad Corridor will also be able to turn right at the Al Wetiyyat intersection, passing through Mesaimeer Interchange reaching Doha Expressway and 22 February Street. Road users arriving from Mesaimeer can use the exit loop at Mesaimeer Interchange to reach Nuaija and 22 February Street.​
Mesaimmer Interchange The three-level Mesaimeer Interchange is the first of its kind in Qatar, providing a vital traffic link between the south, central and north of the country. Dubbed as the Hexagon Interchange, it contains nine underpasses providing free flow traffic. The interchange contains two main bridges, which connect Rawdat Al Khail Street and the Industrial Area Road in both directions, and E Ring Road with the southern part of Doha Expressway in one direction, achieving flow of traffic in all directions.

Doha Expressway
The project is 6.1 km in length of construction works, with three to four lanes in each direction to accommodate about 30,000 vehicles per hour in both directions. The new Interchange will significantly improve traffic, reducing travel time by more than 70%. The Interchange also serves many important educational, health and commercial facilities such as the Medical Commission, Meteorological Department, schools, health centres and nearby shopping malls. About 90% of the Mesaimeer Interchange has been completed and is open to traffic. There is tunnel that will be completed soon so that the whole interchange is completely open for traffic.
Integration with Sabah Al Ahmad Corridor
The Doha Expressway is Qatar’s first freeway. It is a significant infrastructure project, which was undertaken by Ashghal to provide a modern road network throughout the urban and rural parts of Doha. It connects the south of Doha with the north, and the east with the west. Estimated at QR15 bn, project construction began in 2007 and has been undergoing construction in at least 13 phases. It is now 90% complete. Southern Part of Doha Expressway The project is located to the west of Al Wakra, and includes the construction of an approximately 17 km carriageway with five lanes in each direction. It starts at Al Mashaf Road and stretches to Mesaieed Road, creating the main bypass to Al Wakra. The project also includes the construction of a tunnel and five two-level interchanges that will link the south of Al Wakra to HIA and Hamad Port. The Southern Part of Doha Expressway Project includes the construction of five main multi-level interchanges:
The newly constructed Mesaimeer Interchange integrates with Sabah Al Ahmad Corridor through its connection to Al Wetiyyat Interchange, which is a strategic link between the southern part of the Doha Expressway with Doha’s main highway to provide free flow of traffic between the north of Doha with the south.

The project is an important crossroad in the country, with two levels comprising three bridges and four vehicle underpasses to provide easy access to the nearby residential areas such as Al Thumama, Mesaimeer, Bu Hamour, Nuaija, and Al Wakra. In addition, it provides free traffic flow for road users towards Hamad International Airport (HIA), Doha and the country's northern and southern areas.
