4/6/21 10:40 AM

Oil, Gas and Petrochemicals Update NFB Living Quarters Expansion Project

The blockage in the Suez Canal at the end of March, caused by a container ship running aground, led to a scramble to move cargoes. European and US refiners relying on the canal for cargoes of oil from the Middle East had to make quick decisions about finding replacement cargoes, while crude oil from North Sea fields on its way to Asia were also held up. Every day, around 600,000 barrels of crude flow from the Middle East to Europe and the US via the canal, and facilitates nearly 10% of total seaborne oil trade, according to the US Energy Information Administration (EIA). The EIA has released data showing that US crude stockpiles are currently 502.71 mn barrels, 6.4% above the five-year average for this time of year. In its March Short-Term Energy Outlook (STEO), the EIA expects Brent crude oil prices to average USD64 per barrel in Q2 2021, then fall to under USD 60 through to the end of 2022. Higher crude oil prices in March and April are a result of lower crude oil production from members of the Organization of the Petroleum Exporting Countries (OPEC) and partner countries (OPEC+), as announced at the meeting on 4 March. OPEC Secretary General Mohammed Barkindo advised remaining cautious in light of the continuing COVID-19 crisis, as several ministers pushed for the loosening of production quotas. Saudi Arabia stated it would extend its 1 mn barrels per day voluntary production cut into April. While the group approved the continuation of all current production levels for April, Russia and Kazakhstan will be allowed to increase production by 130,000 and 20,000 barrels per day respectively. Analysts had widely expected OPEC+ to reverse cuts to output last year. The OPEC+ cuts in

February 2021, alongside supply disruptions in the US, meant monthly global petroleum inventory withdrawals of 3.7 mn barrels per day, according to EIA estimates, the largest monthly withdrawal since December 2002. Renewed lockdowns around the world and concerns over vaccine programmes have led to fears about short term demand. However, consumption of gasoline, diesel and jet fuel are at the highest in more than a year, a positive sign of improvement in one of the hardest hit industries since the onset of the pandemic. Travel and consumption usage in the world’s leading oil consumer, the US, and in the world’s top oil importer, China, indicate recovering demand for petroleum products.

Global and Local Overview

News From Qatar In February, Qatargas awarded a USD13 bn contract for the main package of the first phase of its North Field Expansion (NFE) megaproject to a consortium of Chiyoda Corporation (Japan) and Technip Energies (France). This is the biggest single engineering, procurement and construction (EPC) contract ever awarded in the region, similar to those made in the early 2000s when huge investments to develop six large LNG trains catapulted Qatar to become the world’s biggest gas exporter. Qatargas has also announced the completion of its North Field Bravo (NFB) Living Quarters Expansion project. This provides an additional 90-person accommodation facility to the NFB Offshore Operations. The project's scope included a fourlegged jacket and piles weighing approximately 2,200 tonnes to support the additional living quarters platform weighing approximately 2,800 tonnes. The structure has five decks, a fully equipped helideck, and six bridge links to the existing living quarters. ©

Oil, Gas and Petrochemicals Update

Another agreement, signed in March between Qatar Petroleum (QP), LNT Marine in Singapore, the American Bureau of Shipping (ABS), and Shanghai Waigaoqiao Shipbuilding (SWS) for the development of new medium and large liquefied natural gas (LNG) carrier designs. The agreement is to establish a Joint Industry Project (JIP) that targets the development of new LNG carrier designs utilising the innovative LNT A-BOX® LNG cargo containment system. Other signatories to the agreement include Qatargas and affiliates of ConocoPhillips, ExxonMobil, Shell and Total. An invitation to tender (ITT) has been issued by Qatar Petroleum (QP) for the chartering of LNG carriers for its future LNG shipping requirements, including its ongoing expansion projects in the North Field. The ITT package was issued to a number of LNG ship owners for the long-term time charter of LNG carriers to satisfy the future requirements of QP, not just for the NFE project but also for the Golden Pass LNG export project in the US. The first-ever commercial ship-to-ship transfer of an LNG cargo involving a Q-Flex LNG vessel has taken place at Subic Bay in the Philippines, and a first call was also made at Ennore, near Chennai in India. In another significant milestone, Qatargas loaded the 10,000th cargo of helium from its Helium-2 plant in February. Qatargas has signed a Memorandum of Understanding (MoU) with Qatar University’s College of Engineering (QU-CENG), establishing a collaboration between the gas company and the university in the academic, research and student training and support field, as well as the exchange of information and consultancy. Qatar University will provide Qatargas with consultancy, workshops covering different areas and support to different projects by ensuring knowledge transfer and progressive development of existing projects.

will be supplied to the only power plant in the Gaza Strip. QP has joined the World Bank's Global Gas Flaring Reduction Partnership (GGFR) Multi-Donor Trust Fund launched in 2002, as part of its commitment to support the global effort to reduce flaring or burning of natural gas associated with oil/gas exploration, production and processing operations. The World Bank’s 'Zero Routine Flaring by 2030' initiative aims to end the industry practice of routinely flaring associated gas during oil production. This is necessary so that the global temperature rise this century is below 2˚ Celsius above pre-industrial levels. The collaboration is part of QP's new Sustainability Strategy launched at the start of the year, with goals in line with the Paris Agreement and underpinned by Qatar National Vision 2030. Under the strategy, QP intends to reduce the emissions intensity of Qatar’s LNG facilities by 25% and of its upstream facilities by at least 15%, and reduce flare intensity across upstream facilities by more than 75%. The strategy also sets out a target to eliminate routine flaring by 2030, and limit fugitive methane emissions along the gas value chain by setting a methane intensity target of 0.2% across all facilities by 2025. Speaking at the launch, HE the Minister of State for Energy Affairs and the President and CEO of QP, Saad Sherida Al-Kaabi said, 'Qatar is the world’s largest LNG producer and, by implementing our Sustainability Strategy, we will play a decisive role in helping reduce the impact of climate change by implementing measures to curb emissions, produce LNG using the latest proven carbon reduction technologies, and compensating for residual emissions where necessary. m

The government of Qatar is to offer USD60 mn to build a natural gas pipeline from Israel into the Gaza Strip, easing the energy crisis by providing higher electrical capacity and help achieve regularity of the current in the Gaza Strip. According to Reuters, the pipeline is planned to be completed in 2023, delivering natural gas from the Chevronoperated deepwater Leviathan field in the eastern Mediterranean into Israel via an existing pipeline into Israel, and then into Gaza through a proposed new extension. North Field Expansion Project Contracts By Sarah Palmer Qatar Petroleum has taken the final investment decisions for developing the North Field East Project (NFE), the world’s largest LNG project.

Q

atar Petroleum (QP) recently announced two major contracts for the NFE Project.

First was the signing of the project’s key onshore engineering, procurement and construction (EPC) contract. The main scope of the contract is the construction of four mega LNG trains each with a capacity of 8 MMTPA, with associated facilities for gas treatment, natural gas liquids recovery, and helium extraction and refining within Ras Laffan Industrial City (RLIC). In addition to LNG, the NFE project will produce condensate, LPG, ethane, sulfur and helium. It is expected to start production in Q4 2025 with approximately 1.4 mn barrels oil equivalent per day. At the signing ceremony, HE Al Kaabi said: 'The execution of this EPC contract marks the commencement of the construction of the North Field East LNG Project, and is a significant landmark in Qatar Petroleum's strategic growth journey in a sustainable manner. The total cost of the NFE project will be USD28.75 bn, making it one of the energy industry’s largest investments in the past few years, in addition to being the largest LNG capacity addition ever, and the most competitive LNG project in the world. This project will generate substantial revenues for the State of Qatar and will have significant benefits to all sectors of the Qatari economy during the construction phase and beyond.' HE Al Kaabi added the project comes at a time when the world is still feeling the impact of the pandemic and related depressed economies, and is a demonstration of Qatar's commitment to supply the world with clean energy. He also stated it encompasses solid environmental investments in support of QP's strong commitment to achieve the highest environmental standards, and to provide a credible solution in the low-carbon energy transition.

QATAR OIL, GAS AND PETROCHEMICAL E-GUIDE ©

QP have also awarded a major EPC contract worth more than USD2 bn to Samsung C&T Corporation for the expansion of the LNG storage and loading facilities located within RLIC. According to HE Al Kaabi: 'This contract provides for the expansion of existing infrastructure required to ensure the safe loading and on-time delivery of our LNG cargoes to our international customers across the globe. Its scope includes three LNG tanks and three LNG loading berths for NFE, and options for two LNG tanks and one LNG berth for NFS project, and all associated pipes, lines and loading lines.' Both contracts are the result of front-end engineering and design work that began in early 2018.

Environmental concerns Qatar Petroleum pays particular attention to environmental standards by employing high-efficiency designs and the best industry technologies to reduce gas and effluents emissions. One of the most important environmental elements of the NFE project is its CO2 capture and sequestration (CCS) system that will be integrated within the wider CCS scheme at Ras Laffan Industrial City. Once fully operational, it will be the largest of its kind in terms of capacity in the LNG industry, and one of the largest ever in the world. As well as the CCS scheme, the NFE project will have other elements that provide positive environmental activities, including: • A significant portion of the project’s electrical power needs will be provided from Qatar’s national power grid. However, QP is also in the process of obtaining power from the 800 megawatt solar power plant currently under construction in Al Kharsaah, alongside a further 800 megawatts of solar power soon, as part of QP's plans to have a solar power portfolio of more than 4,000 megawatts by 2030.

• A ‘jetty boil-off gas’ recovery system will help reduce greenhouse gas emissions by around a further 1 mn tons per annum (MMTPA) of CO2 equivalent. • The project will conserve 10.7 mn cubic metres of water per annum by recovering 75% of the plant’s tertiary water. • NOx emissions will be reduced by 40% through the application of enhanced Dry Low NOx technology. The NFE project is the first phase of LNG expansion in Qatar. The second phase, the North Field South Project (NFS), will further increase LNG production capacity from 110 MMTPA to 126 MMTPA. Production is expected to start in 2027, with the project including two additional mega LNG trains, with a capacity of 8 MMTPA each, and associated offshore and onshore facilities. The NFS project commenced further to QP's successful continuing onshore appraisal activities in the North Field and targets the monetisation of gas from the field's southern sector. As appraisal continues, QP is eyeing even further LNG capacity expansion beyond 126 MMTPA.

About the North Field In 1971, exploration engineers discovered natural gas off Qatar's northeast coast, without realising just how important the find was. However, over the next 14 years, 15 appraisal wells had been drilled, and it was established that the North Field was the largest non-associated natural gas field in the world, with recoverable reserves of more than 900 trillion standard cubic feet (tscf) – approximately 10% of the world's known reserves. This find makes Qatar the third largest holder of proven gas reserves in the world, after Russia and Iran. The North Field will supply gas to fulfil multiple largescale renewable gas sales contracts for many decades to come. The North Field covers an area of more than 6,000 sq km, approximately half the land area of the State of Qatar. Commercial exploration of North Field gas resources started in late 1991 with initial gas production from Phase I (Alpha Project). A moratorium was imposed in 2005 as the country wanted to study the impact on the reservoir from the rapid increase in output – this was lifted in 2017 following the announcement by QP in July 2017 to increase production to 100 mn tons per annum by 2024. This increase would be achieved by doubling the size of the new gas project in the southern sector of the North Field, which QP had announced just a

few months previously. This will increase the North Field’s production of natural gas, condensate and other associated products by one mn barrels of oil equivalent per day. Qatargas, the world’s largest LNG company, are executing the project on behalf of QP. The development of this major natural resource has been a significant factor in Qatar's economic growth. The gas produced from this giant field is processed to produce LNG, gas-to-liquids (GTL), natural gas liquids (NGL), and other gas-related industries, as well as pipeline gas for export. Awards already made include: • The Front End Engineering and Design (FEED) of the onshore facilities of the NFE project, to produce an additional 23 MMTPA of LNG, to Chiyoda Corporation of Japan. • The ‘Detailed Design’ contract for eight NFE project offshore jackets, and the FEED contract for offshore pipelines and topsides facilities to McDermott Middle East Inc. • Onshore site preparation for four LNG trains at RLIC to Consolidated Contractors Company and Teyseer Trading and Contracting Company. • Contracts for eight offshore jackup drilling rigs, six to Gulf Drilling International and two to Northern Offshore Drilling Operations Limited. m ©

Qatar Petroleum Becomes 100% Owner of Qatargas (1) Qatar Petroleum (QP) has announced that it will not renew the Qatargas Liquefied Natural Gas Company Limited (QG1) joint venture (JV) when the relevant agreements expire on 31 December 2021. QP will therefore become the sole owner of 100% of the QG1 assets and facilities on 1 January 2022. QG1 was established in 1984 and is a joint venture between QP and affiliates of Total, ExxonMobil, Marubeni and Mitsui. A pioneering LNG project in Qatar, its success has paved the way for the development of the country’s LNG industry. HE Saad Sherida Al Kaabi, the Minister of State for Energy Affairs, and the President and CEO of Qatar Petroleum, stated, ‘The takeover by Qatar Petroleum will conclude more than 25 years of successful operations of QG1, from which the first ever Qatari LNG cargo was exported. This is a momentous event that highlights Qatar Petroleum’s efforts to further enhance the utilisation of our natural resources for the benefit of our country and its current and future generations as well as to continue serving the world’s need for cleaner energy.’ HE Al Kaabi expressed his thanks to the JV partners for their participation in the development and operation of QG1: ‘To Total for being a foundation shareholder from inception and for their valuable contributions throughout this journey; to ExxonMobil, for stepping in at a critical juncture of the project and leveraging their experience to help making the project a reality; and to Mitsui and Marubeni for their valuable contributions in securing anchor offtakes for the project and for their great support during the early phases. Thanks, and appreciation are also due to Chubu Electric, QG1’s foundation customer, for their key role in anchoring this project as the primary LNG buyer as well as to the other Japanese buyers and, of course, the country of Japan as a whole. Furthermore, I would also like to sincerely thank Qatargas operating company leadership and employees for their excellent work and dedication that made this company a success over the last 24 years.’ HE Al Kaabi noted that the change to direct ownership by QP marks the start of the next chapter in QG1’s history – and Qatar’s bold LNG development plans. QG1 facilities will continue to be operated by Qatargas on behalf of QP, producing approximately 10 mn tons per annum of LNG.

Since the 1960s methanol has been produced from petroleum, naphtha and natural gas, and is a clear, colourless, flammable liquid with a characteristic odour. It is a clean energy source and a raw material for many everyday items. Within the petrochemical industry, it is used as a raw material for manufacturing solvents, formaldehyde, methyl halide, methyl amine, acetic acid, ethyl alcohol, acetic anhydride, dimethyl ether (DME) and MTBE. The QAFAC methanol plant can produce 2,950 metric tons a day of US Federal Grade AA methanol from the natural gas provided by QP, through steam reforming, methanol synthesis and distillation. The majority is exported to the Far East, Europe, India and the GCC region. MTBE is a chemical compound from the chemical reaction of methanol and isobutylene. Produced in large quantities, it is usually used as a fuel additive in motor gasoline, one of a group of chemicals known as ‘oxygenates’ because they raise the oxygen content of gasoline. At room temperature, MTBE is a volatile, flammable and colourless liquid that dissolves easily in water. The QAFAC MTBE plant produces around 1,830 metric tons a day by processing methanol from the on-site methanol plant and field butane from

QP. The product is used by the QP refinery at Mesaieed as a gasoline blender as an octane enhancer and oxygenator to replace lead in the gasoline marketed in Qatar. The main international markets for MTBE are the Far East, Europe, South America and the GCC. qafac.com.qa
