VILA FRANCA DE XIRA, INTERACTIVE FRONTIER

THE ESTUARY OF TAGUS RIVER IN 2100 - PLANNING THE URBAN WATERFRONT IN SCENARIOS OF CLIMATE CHANGE

ABSTRACT The climate change will mainly occur due to human activity, with the largest share of greenhouse gases’ emissions being the consumption of fossil fuels. Actually, when the emissions are larger than removal processes, there is an escalation of these gases’ concentrations, resulting in the increase of the average global temperature. The consequences derived from this event are the retreat of most mountain glaciers, reducing the mass of ice in the high altitudes and the thermal expansion of the surface layer of the oceans. Thus, on a time horizon of 100 years, a 2 meters rise in sea levels is expected to occur (IPCC, 2007a). Therefore, this phenomenon results in the flooding and possible destruction of coastal areas and waterfronts. The aim of the present project is to contribute to the study of the impacts of rising sea levels in the estuary of Tagus River, Vila Franca de Xira area, by creating a strategy to safeguard the affected urban nucleus. In order to reach this objective, it was essential to study and analyze the strategies addressed by ICE and RIBA, which developed three types of intervention aimed at mitigating this impact: “Defend”, “Retreat” and “Attack” the rising waters. The author, adopts two topographic limits for an extreme scenario of rising sea levels: the 4 and the 4,5 meters. Moreover, there is a cartographic simulation of the rising waters, in order to verify the possible consequences in Vila Franca de Xira’s riverfront. In order to protect the city, it is designed a defense strategy that seeks to minimize the impacts of the estimated rising waters’ levels. This need arises the opportunity to develop a proposal for a new urban structure, while proposing the construction of a building representative of this intervention.

DEFENSE CONCEPT

The main purpose of the defense structure is defined by the creation of attractive and interactive spaces to compensate for the visual block between the city and the river. For this purpose it proposes a water channel of different voltages along the entire route. In order to avoid the idea of a simple barrier, it is intended that the barrier would become a building.

The building is originated by the intersections of pathways and ramps of the barrier, that will provide the possibility of walking on the top of it. This structure suggests a strong connection between the main square of the ancient city and the riverfront. The levels and the interior distribution of the building are defined by two volumes with different heights and three barrier pathways. In order to give the locals a purpose to visit the new areas a cultural and a sports zones were associated to the building program. On a time horizon of 100 years, a nautic sport building is the best solution to support the activities, due the great conditions for water sports on the Tagus River The sport and cultural center is not the only attraction on the building program. Children studios and exhibition spaces were created to offer a great variety of activities to everyone.

This is the only area that can be submerged by the sea level. Minimized by intertidal vegetation and controlled by a dam (5m height), it can be handled with the water at the “tipping point 4”, providing irrigation to the surrounding agricultural area.

Relation between canal, building and pathways

As an important place for exportation and importation activities through the sea route, The Marina was chosen to keep up this tradition, reinforcing it with sailing tours. A food court was developed in order to support the visitors to the marina.

URBAN PARK Part of the flooding’s protection structure is occupied by an urban park. The building and the main street, which is the actual coastal limit, define the urban park edges. Along the leading pathway, connecting the echo lane and the agricultural area, several activities programs can be found. Children and sports spaces were created to supply the needs of the locals and visitors.

BUILDING PROGRAM

INTERIOR AND FAÇADE In order to provide a balcony pathway around the building, the interior was developed on the center of the volume to privilege the view over the river and flatlands. Vertical concrete elements at varying distances along the structure provide for the integration of the building along the riverfront. These elements provide the connection between the building and the structure surrounding it, enhancing the lighting and ventilation conditions in the whole building.


ARRAIOLOS URBAN PLANNING, 2010 Academic project


ABSTRACT The aim of the present project is to develop an urban expansion in the Arraiolos village hill, which may provide a connection between the old city and the lodging areas. Considering the topography, landscape and the local people’s life, a cluster housing was developed. This construction starts more densely from the urban area and diffuses onto the landscape. According to topography needs and the landscape view, three architecture house types were set out: “U” block - Single family houses organized in “U” blocks type, in order to take advantage from the landscape view, which will allow the creation of public places inside where the traditions of the Village are recreated. Semi-detached houses - These houses were built to connect the urban expansion with the ancient city. Due the accentuated topography, those blocks have a great viewpoint over the landscape on their rooftop. Single family houses - Although having the same characteristics of the others houses, are distinguished by the relation between the inside and the outside of the house, thought large windows. In order to consolidate the urban expansion and attract more population to this new area, were developed commercial buildings, schools and leisure spaces.

ARRAIOLOS

MULTIFAMILY HOUSING IN ARRAIOLOS, 2009

ABSTRACT In order to occupy three abandoned areas of the building, a multi-family house with a public space intervention was suggested. Continuing with the height of other buildings in the same street, were developed several volumes. As result of the four established volumes, the main access is defined by the intersection of them. The apartments distinctive characteristic is the living room’s high-ceiling and mezzanine, allowing the integration of the 2nd floor and also with the exterior. Taking advantaged of the public square as a welcoming entry, the south façade was considered as a principal. The glass element is the major material in the south façade. In order to protect the solar incidence and to give to the façade a vertical rhythm, 60 cm vertical slats were introduced, 60cm recoiled from the façade limit. On the north façade, due to solar vulnerability, only one of the windows follows the same concept of the southern one. However, this façade follows that of the alentejo’s typical houses. For the public square, only public furniture and one tree were designed, just to support the locals and keep it simple like in alentejo’s typical squares.

EXTENSION BETWEEN THE ALVAR AALTO MUSEUM AND THE MUSEUM OF CENTRAL FINLAND INTERNATIONAL COMPETITION, 2015 Miguel Arruda Arquitectos Associados, Lda.


CONCEPT The Savoy Vase (1936), chosen to respond to the alleged communication between the two volumes constituted by the Alvar Aalto Museum and the Museum of Central Finland, can be seen as a natural choice. The organic nature of its form fits properly within the space between the two volumes, establishing an interesting dialogue between the organic and the geometric content of the two buildings in question. On the other hand, the topography altimetry difference to connect between the two buildings allows movement of floor plans that emphasizes the organic nature of the Savoy vase. These different levels, with a certain amphitheater character to them, further accentuate the functionalities proposed for this space (store/library), making the query possible organically along the four platforms created, which constitute alternatives to living area and circulation.
