Rijeka = nature + dynamics + experiences Flowing down to the sea, protected by the mountains and set in the busy, economic centre of the city, the Rječina Delta has all of the right conditions to assume an outstanding position, not only within the context of the city of Rijeka, but in Kvarner Bay and the North Adriatic itself. However, Rijeka’s recent history, particularly in the last two centuries in which this territory has been associated to the border between peoples and cultures, and, more recently, its need to expand its port activity which have distanced it increasingly further from the city and the sea have relegated it to an overlooked, marginal position. This project therefore represents a great opportunity to grant this area of the city the protagonist it deserves, symbolically and functionally, finally assuming its true vocation – a new centrality in the city of Rijeka, with its own identity adapted to the current reality, a symbol of the Croatia of the 21st century, a rejuvenated and cohesive country open to Europe and the World. Rather than being a city of transit and the border city of yesteryear, this territory should be a place for people to stay and a place of union… • between the land and the sea, • between the existing city and the city of the future, • between the city and its citizens. … for which the use of 3 components, which lie at the root of our proposal, are fundamental in its construction: nature, dynamics and experiences.

Rijeka’s nature The new urban area will occupy the estuary of the Rječina River, which, after cutting its way through the mountainous area surrounding the city of Rijeka along a well defined valley, with sharp slopes and extensive vegetation, the Rječina Canyon, opens up to the Adriatic in the form of a Delta, right in the centre of the city. This situation grants this territory a unique environmental richness, particularly in terms of contact with water, solar exposition and surrounding landscape, but which also make it more vulnerable to the action of the prevailing winds and to the effects of the foreseeable rise in the average water level of the sea. The urban proposal developed seeks to maximise the potential and mitigate the main conditioning factors of the territory, in which the basic concept adopted was decisive: extension of the green interior to the sea, extending to the whole delta (formalising the large city park in the north zone and involving, in the south zone, the built-up area and the new Waste Water Treatment Plant) as a continuous natural corridor, bringing unity to the project and resolving the lack of green spaces in the city. This concept is reflected in the orientation, dynamism and expression imposed on the urban structure and the buildings, whose more organic language contrasts with the rectangular formalism of the Theatre Quarter, accentuating the contemporaneity of the project. The urban form and volume of the buildings also takes into consideration, besides the scale, the alignment and system of vistas of the surrounding area, solar exposition, the direction of the prevailing winds and, above all, the relationship with the sea – superimposed on an urban structure, which

is predominantly north-south oriented, are two pedestrian axes oriented towards the Delta landmark, a hotel overlooking the Adriatic at the southeast end of the territory. The first axis starts at the National Theatre and is evidenced, throughout its length, by a lake and the second, starting at the marina, corresponds to a pathway which joins up the central plaza with the more residential zone.
Central Plaza
In terms of public space there will be areas of different types and different degrees of intimacy – from more intimate spaces with a semi-private character, in the predominantly residential areas, to the spaces intended for the whole population, residents and visitors, such as the city park and the main axes and urban plazas, for the most part associated to the large cultural and leisure buildings – but always with extensive green areas.
The language of the green structure will be common to that of the urban design and will bring nature into the urban space, acting as a climate regulator for the winds and temperature, providing comfort to the public space. The main meeting place for residents and visitors, the central plaza is divided into two different areas – one, integrated in the urban structure, which will function as a foyer for the “Multipurpose Hall” and another facing the marina and the “Aquarium”. With an area of 10,500 m2, this space will be prepared for holding open-air events, benefiting from the many surrounding shops. It will be fitted with wind power generators that will provide the lighting at night.

green structure Delta Public Park
Located to the north of the corridor of the D-404 and with an approximate area of 4 hectares, will be the large equipped urban park of Rijeka, extending its influence, as well as the concept adopted, to the whole of the intervention area. The vegetation proposed will be adapted to the climate and soil of the city, in order to more quickly adapt to the site and fulfil its function. The choice of trees shall be according to the road structure proposed, in line with the use of space. The modelling and the tree structure alternated with open space providing different sensations and experiences are the fundamental aspects for the Park.

The project also displays a concern for energy efficiency and the sustainability of resources, with a number of measures being allowed for to ensure excellent environmental performance, namely in terms of the solar exposition of the buildings, aimed at optimising thermal comfort, illumination and ventilation, the use of environment-friendly construction techniques and materials, waste separation and the use of renewable energy sources.

Possibility of using natural water by working the site topography, natural and artificially. The water would be used for watering green areas, even for sanitary use if treated adequately.
Vegetation helps to reduce the amount of CO2 in the atmosphere. The incorporation of a green central area allows to reduce CO2 and create a unique micro-climate within.
Two sides of the perimeter faces a high density road witch produces high levels of noise. The artificial topography and the existence of a natural micro climate inside might help to reduce it.
Possible use of renewable energy: Use of photovoltaic and solar panels for energy production and water heating.
Vegetation helps to reduce high temperatures as well to control the high humidity of climate. The use of vegetation in the ventral area and the use multilayer façades helps to improve indoor optimum and comfortable conditions.
The presence of strong winds can be controlled and use is the site. By carefully studying and analysing building dispositions might help us to control winds and creates a unique micro climate witch provides clean air within. Possibility of wind energy to create electricity at some levels.

Sustainability Hub Local hub, located in the eastern part of the South Delta and adopting the same conceptual design as that of the whole project, which will include: the waste water treatment plant; a garbage collecting centre; a solar, geothermal, wind and wave energy production facility; and storm water management and distribution.

Rijeka’s dynamics mobility The Delta is the missing link in the city for it all to make sense and function in harmony as one. Besides being the only area available for the implementation of an emblematic project on a scale capable of marking an era, its occupation will also be decisive for completing and articulating the various parts that currently comprise the city. The proposal presented seeks to address this challenge, enhancing the formal and functional connection of the intervention area with the surrounding territory, especially with the historic centre, with the port area and with the future area of urban expansion to the east. This concern is reflected in a variety of ways, from the scale and alignment of the buildings to the uses proposed, including the configuration of the public space and of the networks of infrastructures and accesses and transports. The road network is based on a U-shaped structural axis that grants access from the D-404 and which distributes traffic flow to the local access network, the layout and design of which were conceived so as to minimise the impact of the road traffic. The restriction of traffic circulation in the intervention area, accompanied by the creation of shared urban spaces and the implementation of traffic calming measures, will encourage the use of non-motorized transports (walking and cycling). Public City Park
In relation to the infrastructures (water supply, sewage, rainwater drainage, electricity, public lighting and telecommunications), new networks will be built supported by the existing infrastructure in the channel of the D-404, except for the rainwater drainage network which will benefit from the intervention area’s location next to the sea and for the waste water network which will be oriented towards the future Waste Water Treatment Plant. A technical gallery is planned along as a “back bone” for infrastructure lines, in order to sequentially accommodate the electrical and telecommunication cables, as the implementation of project progresses, and allowing for its future maintenance without disturbances at surface level.
Underground car park, with an approximate capacity of 1,350 cars, which will service the “South Delta area”, the city park and the various public buildings. In addition to the reduction of motor traffic in the intervention area, other measures are proposed to combat air pollution, such as the adoption of reduced tariffs for green vehicles.

Rijeka’s experiences public space A new centrality, as is intended for the Delta, is synonymous with intense urban life, during the whole day and throughout the whole year, and, consequently, with concentration in the territory, not only of the basic functions of living, working and having fun, but of some exceptional elements, on a metropolitan scale, which help to affirm the vocation of the territory and to define its own identity. The occupation proposed is therefore based on a balance division of uses, with a diversified offer of typologies throughout the territory, complemented by an offer of differentiating, structural equipment, which complete the existing offer in the city and in the region. Within the multi-functionality defended for the territory, it is, nevertheless, possible to identify, throughout the built-up area, zones with different vocations and, consequently, with different proportions between habitation, commerce and services: the south zone, predominantly residential; the north zone in which the area of services is close to the area intended for habitation; the Mrtvi Kanal front where there is a greater concentration of commerce and services. In terms of buildings, commerce and services mostly occupy the lower floors with habitation on the upper floors. A significant area was also considered for cultural and leisure infrastructures distributed throughout the territory. Equipment for tourism and of public use – two hotels, Multipurpose hall, aquarium and marina – occupies the key areas of the territory, with particular importance being given to the physical and visual connection between them.

The proposal presented fully meets the requisites and standards established in the tender program and reveals the importance attributed to the implementation of the project, both in terms of the scheduling of the construction work, and in relation to the economic-financial viability of the project. In relation to this latter aspect, a preliminary economic study was carried out which indicates a gross margin of 16% for the urban operation and of 41% for the real estate operation.

Delta Hotel
Multipurpose Hall
Standing out from the other buildings and assuming a major role on Rijeka’s seafront, the hotel is regarded as the Delta landmark, corresponding to an architectural project of reference. It will have an approximate capacity of 350 rooms and will be fitted with support installations for events and conferences.
Integrated within the central plaza and strongly related with the exterior, this equipment will be geared towards a very wide range of cultural and promotional events, complementing the offer of the Croatian National Theatre.

Aquarium
Located in the Porto Baros area, near to the marina and in full contact with the sea, the aquarium will be an emblematic building located at one end of the waterfront walkway running along the Mrtvi Kanal.
Baros Marina
The Porto Baros Marina is designed in line with the revaluation of the quality of the existing site and presents new facilities pursuant to the project task. The existing port is enlarged and has approximately 500 berths. The main marina building is situated on the ground floor of the existing warehouse on the north waterfront of Porto Baros. The existing warehouse, with two additional floors, is converted into a mixed-use building. A new office wing of the existing warehouse connects the existing custom building and warehouse. This building closes in, from the west and south side, a new square situated on the south side of the old market. The existing canopy on the south side of the warehouse is extended in the traditional “town loggia” that follows the waterfront of the port, and connects a mixed-use building
