Miss Manila marred by gender issue By ROBERT REQUINTINA The 2014 Miss Manila will be crowned tonight, but the revival of the beauty contest was not spared controversy following reports that a transgender managed to pass the screening. The candidate, a student of a prominent university, has denied the allegations, but backed out of the contest because of numerous modeling commitments. But aside from her denial, she declined to talk about anything related to the contest. She did not reply to succeeding text messages. Standing five-foot-eight and blessed with mestiza features, the contestant, who asked that her identity be withheld, will not be among 30 candidates vying for the coveted award and R1 million worth of prizes. The coronation night will be held at the Philippine International Convention Center (PICC). Questions about her gender surfaced following complaints of parents of some of the candidates. Pageant observers said the alleged transgender could easily make the Top 10 of the contest. “Maganda siya!” said one enthusiast who asked not to be named. “In fact, pwede s’ya makapasok sa Top 10 kung beauty lang ang basehan.’’ Sources said the candidate could not produce a birth certificate, one of the probable reasons she backed out.
It’s not the first time that a transgender tried to take part in a female beauty pageant. A pageant observer, who keeps track of beauty contests in the country, said a similar incident happened during a screening of candidates for the the Binibining Pilipinas contest several years ago. The transgender passed the rigorous screening, but backed out. “Sinubukan lang n’ya kung talagang babae sya sa paningin ng mga tao,’’ he said. Hundreds turned up for the Miss Manila screening, but only 30 were presented to the media last June 10 at the Manila Diamond Hotel. The controversial candidate was supposed to be candidate No. 5 before she backed out. The last time the contest was held was seven years ago. The winner will serve as Manila ambassadress. The contest is open only to natural-born female residents of Manila. Among the front-runners this year are Princess Abella, Angelia Ong and Julian Flores. Proceeds of the pageant will benefit the Dialysis Center of MARE Foundation, Inc., a nonprofit institution headed by chairperson and former Senator Dra. Luisa Loi Ejercito Estrada. Co-chairperson for the contest is Jackie Ejercito-Lopez while project consultant is former beauty queen Jewel May Lobaton.
Jinggoy surrenders, joins Revilla in jail By AARON RECUENCO Senator Jinggoy Estrada turned himself in to the Philippine National Police (PNP) moments after the arrest warrant was issued by the Sandiganbayan yesterday, officially making him as “kakosa” (fellow inmate) of his best friend and fellow Senator Bong Estrada in a detention facility at Camp Crame. Accompanied by his immediate family and friends, Estrada arrived at Camp Crame at the PNP headquarters at noon yesterday and was immediately subjected to booking procedures at the Multi-Purpose Center. “Everything is essentially normal at the time of the examination,” said police information officer Chief Supt. Reuben Theodore Sindac in a press briefing after the booking procedures, which he said, lasted for 15 minutes. “There is no external signs of recent application of trauma,” he added, noting that Estrada’s blood pressure was 110/70. As soon as the 5th Division of the Sandiganbayan issued the arrest warrant for a case of plunder, Estrada and his family led by his parents former President Joseph Estrada and former Sen. Loi Estrada had prepared their way to Camp Crame. But there was no quiet surrender as what he vowed on Sunday since his convoy included at least three coasters which ended up as a bigger contingent of supporters, friends and family compared to that of Revilla on Friday.

As soon as he arrived, Sindac said Jinggoy underwent the booking procedure that includes fingerprinting, medical and physical examinations and taking of mug shots. But unlike Revilla who had a smiling mugshots, Sindac said Estrada appeared to be serious. “He’s quiet during the entire procedure,” said Sindac when asked to describe of the booking procedure. As soon as the arrest warrant is served, police were supposed to bring the subject of the arrest war-
rant to the court which issued it, but both the legal counsel of Estrada and the police agreed that operatives of the Criminal Investigation and Detection Group will be the one to return the warrant. While waiting for the court’s commitment order, Estrada spent his time with his family inside the Multi-Purpose Center. Unless the court ordered otherwise, Sindac said Estrada will occupy one of the three remaining vacant rooms at the officers’ quarters compound of the Custodial Center. The first room near the main gate of the compound is currently being occupied by Revilla, leaving Estrada to choose among the three remaining rooms all measuring 32 square meters.
Kerry confronts threat of new war in Iraq
BAGHDAD (AP) - Confronting the threat of civil war in Iraq, U.S. Secretary of State John Kerry flew to Baghdad on Monday to personally urge the Shiite-led government to give more power to political opponents before a Sunni insurgency seizes more control across the country and sweeps away hopes for lasting peace. The meeting scheduled between Kerry and Iraqi Prime Minister Nouri al-Maliki was not expected to be friendly, given that officials in Washington have floated suggestions that the Iraqi premier should resign as a necessary first step toward quelling the vicious uprising. Nor will it likely bring any immediate, tangible results, as al-Maliki has shown no sign of leaving and Iraqi officials have long listened to — but ultimately ignored
— U.S. advice to avoid appearing controlled by the decade-old specter of an American occupation in Baghdad. Still, having suffered together through more than eight years of war — which killed nearly 4,500 American troops and more than 100,000 Iraqis — the two wary allies are unwilling to turn away from the very real prospect of the Mideast nation falling into a fresh bout of sectarian strife. “This is a critical moment where, together, we must urge Iraq’s leaders to rise above sectarian motivations and form a government that is united in its determination to meet the needs and speak to the demands of all of their people,” Kerry said a day earlier in Cairo. Even before U.S. troops left Iraq for good at the end of 2011, a merciless Sunni insurgency was pounding the country with car bombs, roadside explosions, suicide bombings and drive-by assassinations, mainly targeting the Shiite government, its security forces and Shiite pilgrims. Since the start of this year, and peaking this month, ISIL has overtaken several cities in Iraq’s west and north, and over the past weekend was controlling several main border crossings between Iraq and Syria.
Malaysia court: ‘Allah’ for Muslims only Malaysia’s highest court on Monday dismissed a bid by Christians for the right to use the word “Allah”, ending a yearslong legal battle that has caused religious tensions in the Muslimmajority country. More than 2 tons of heroin seized in Greece ATHENS (AFP) - More than two tons of heroin has been discovered in Greek warehouses in as many weeks in what authorities said was Europe’s largest ever seizure of the drug. Close to a ton was found by police in a warehouse near Athens on Friday, a little more than a week after an even bigger haul in the city. Merchant Marine Minister Miltiadis Varvitsioti said Sunday that the discoveries constituted “the largest amount of heroin ever seized in Europe”. Friday’s haul of 986.6 grams had been brought into Greece on a tanker, which has also been seized, the Greek port police said Sunday.
The tanker, named Noorl, is a Togo-flagged ship belonging to a Greek company whose name has not yet been released. Fourteen arrests were made in connection with Friday’s seizure in Koropi, around 40 kilometers (25 miles) from Athens. Those arrested included 10 tanker crew members – among them five Turkish nationals – and the Greek head of the company that owns the ship. Three others implicated in the affair were also detained. That seizure came hot on the heels of another major bust, on June 12, when 1.113 tons of heroin was found in another warehouse in the city.

$187k ivory shipment held HO CHI MINH CITY- Ninety kilos of ivory worth more than VND4 billion (USD187,840) was detected Sunday by custom officials at Tan Son Nhat International Airport. They were 39 ivory pieces and 100 pieces of craft made from ivory. Custom officials said the shipment was imported from Africa and transferred without detection through a number of countries before arriving at Tan Son Nhat airport. The sender and receiver are two unidentified companies and the consignment was labeled as food. Vietnam strictly prohibits the trading of ivory under the Convention on International Trade in Endangered Species of Wild Fauna and Flora. (PNA)

Sexiest mug shot The ‘dreamy’ mug shot of Jeremy Meeks, a convicted felon arrested in California, went viral on a police Facebook page, turning him into an instant celebrity. Going viral was the last thing on Jeremy Meeks’ mind when his mug shot was taken after his arrest on June 18 in a gang crackdown in a crime-ridden area of Stockton, in Northern California. Neither was it the Stockton police department’s intention to ride on Meek’s previously undiscovered good looks when they uploaded the photo on their Facebook page. But the Internet can be a strange place. “Unfortunately, this photograph has now become the most liked or most active photo on Stockton Police Department’s Facebook page since we started in March 2012,” Stockton police spokesman Joey Silva said. The image of 30-year-old Meeks — light blue eyes, with a tattoo of a tear under one, chiseled cheekbones, hint of stubble and head tilted to one side — made a quick and powerful impression on Facebook users who gave it more than 92,000 ‘Likes’. “I hope no one who knows me. Sees this! But. He is too cute,” Facebook user Emilee Gourd wrote on the website, adding three heart emoticons to her post. The British army has a global reputation for efficiency and performance, but new figures published on Sunday suggest that its soldiers might be getting a little soft. More than 32,000 soldiers failed a basic fitness test at some point in the past three years, and more than 22,000 were found to be overweight and at risk of health problems, according to Ministry of Defense figures. All soldiers in the British army are required to complete a personal fitness assessment twice a year, and those who fail must retake the test within seven days. Multiple failures could result in being discharged. According to the figures obtained by the Sunday Times newspaper, 29,600 men and 2,819 women failed their fitness tests between April 2011 and March 2014. “This figure represents 11 percent of the army serving in that period and many of those who failed will have subsequently passed their fitness test,” the Ministry of Defense said. Bin Laden ‘demon’ doll WASHINGTON (AFP) - The CIA once considered producing a toy action figure of Osama bin Laden that would transform into a devil-eyed demon, hoping to persuade children abroad that he was no hero, but a scary villain. The face of the 12-inch doll was painted with a heat-dissolving material designed to peel off, revealing bin Laden to be a demonic monster, with a red race, frightening green eyes and black facial markings, the Washington Post reported. The 2005 psychological operation, dubbed “Devil Eyes,” solicited expert advice from a prominent retired executive from the Hasbro toy company, Donald Levine, who looked into manufacturing the action figure in China. Three prototypes were created, but the spy agency decided not to go ahead with the project.

Market collector killed A Manila City Hall market collector was shot dead by a lone gunman yesterday in Tondo, Manila. The victim was identified by police as Manuel Isabedra, 44. Isabedra died from a bullet wound in the neck. The victim was killed while playing billiards in a billiards hall on Carmen Planas St. at about 1:25 a.m. PO2 Dennis N. Turla of the homicide division of the Manila Police District (MPD) said Isabedra was a regular patron of the billiards hall. Police were not able to recover the gun used in killing Isabedra but they found two empty shells and one live bullet for an unknown firearm at the crime scene. 2 foreigners robbed An Australian and Canadian working for the Philippine National Volunteer Service Coordinating Agency (PNVSCA) lost two high-end laptops that were inside their house to suspected members of the Akyat-Bahay Gang over the weekend in Quezon City. Reports reaching the Quezon City Police District (QCPD) Station 9 in Anonas identified the victims as Peter Russel, 30, single, an Australian, and Lorretta Jessop, 27, single, a Canadian, and both residing on 56 Maningning St., Barangay Sikatuna Village. Supt. Richard Fiesta, chief of the QCPD Station 9, said that according to the victims, the robbery might have taken place between 4 p.m. Saturday to 10 a.m. Sunday, while they were outside their home. Manager loses R200,000 Suspected members of the Akyat-Bahay Gang robbed a 35-yearold field operations manager of more or less R200,000 in gadgets and personal items that were inside his house over the weekend in Quezon City. Reports reaching the Quezon City Police District (QCPD) Station 6 in Batasan identified the victim as Lorenzo Trinidad, 35, married, of 31 Isaiah St., Filinvest 2, Barangay Bagong Silangan. Supt. Eleazar Matta, chief of the QCPS Station 6, said that the incident was discovered by the victim at about 6:30 a.m. to 7 a.m. Sunday. The victim said he was robbed while he and his family were sleeping. Trinidad told police that the robbers entered by using a ladder on the side of a wall on the second floor of the house. Tricycle drivers protest Tricycle and pedicab drivers held a noise barrage in Sampaloc, Manila yesterday to protest an ordinance banning them on major roads in the city. They honked their horns aggressively to show the city government that the ordinance was restrictive. “This ordinance is a burden to us. We are already bearing the 12 percent VAT on oil, we are already burdened by extortion and they will still want to reduce our earnings,” Fernando Picorro of the Alyansa ng mga Nagkaisang Pedicab at Kuliglig (ALNAPEDKU) said. Police have arrested six suspected members of a kidnap-for-ransom gang, one of them a minor, for kidnapping a Chinese in Manila last Friday and detaining him in several locations, including Pasay City, over the weekend. Pasay police chief Senior Supt. Florencio Ortilla identified the suspects as Richard Eloriaga, 31; Giovanni Erollo, 20; Christopher Esperat, 29; Roel Fausto, 32; and Daniel Ren, 20. Police did not identify the last suspect as he is just 17-years-old and considered a minor. Ortilla identified the victim as Shang Pang Wa, 34. Shang was rescued from the kidnappers at Queensland Hotel on F.B. Harrison St. in Pasay at around 6 p.m. last Sunday. According to police, the victim was kidnapped at Remington Hotel in Manila and was checked
in at different hotels in Alabang, Muntinlupa City and Taguig City before he was taken to Pasay. The abduction was discovered when the victim’s friend, a certain Joanne Bautista, received a text message from Shang Sunday morning asking for help after the suspects demanded a R2million ransom in exchange for the victim’s freedom. Soon after reading the text message, Bautista went to the office of Ortilla and sought the help of law enforcers. Immediately, an operation was planned and launched that resulted into the successful rescue
of Shang as well as the arrest of the suspects. At the police station, the suspects claimed that they were tasked to guard Shang by another Chinese that Shang is indebted to. Investigators are still conducting a thorough investigation to determine if there are other persons involved in the abduction. The suspects are currently detained at the Pasay police Station Investigation and Detective Management Section. Seized plates can build bridge License plates confiscated from colorum vehicles and traffic violators through the years can build a bridge, said the Metropolitan Manila Development Authority (MMDA) yesterday. MMDA Chairman Francis N. Tolentino will show the 16,000 license plates stored at the agency’s redemption office to the public this week.
“Gusto kong ihilera ito. This week, we are planning to show them to the public, as a result of the agency’s drive against colorum and apprehension of sorts of traffic violations,” said Tolentino. According to Tolentino, the license plates were left unclaimed by drivers and private motorists since 1994. “Imagine we have 16,000
vehicle plates. Out of them, when melted down, we can even construct a small bridge,” said Tolentino. It only goes to show that the agency’s traffic enforcers are working real hard to apprehend erring drivers and those who commit traffic violations, Tolentino noted. (Anna Liza V. Alavaren)
Boy dead from silver cleaner A four-year-old boy died after accidentally drinking silver cleaner that was stored in a bottle of mineral water last Saturday in Pasay City. The victim was identified by police as Rheven Mendoza of 101 D. Santiago St., Pasay. Mendoza was declared dead at the San Juan de Dios Hospital in Pasay. Pasay police chief Senior Supt. Ampatuan massacre suspect, 2 others killed in shootout By MALU CADELINA MANAR
KIDAPAWAN CITY – A suspect in the infamous Ampatuan massacre and two suspected hired killers were killed in a shootout with policemen in a subdivision in Cotabato City at dawn yesterday. The Cotabato City Police identified the slain suspects as Moktar Santo, Aminoludin Buisan, and one alias “Bad Boy.” Santo, police records shows, was one of the suspects in the 2009 massacre of 58 people in Ampatuan, Maguindanao, who carried on his head a R250,000 reward.
Senior Supt. Rolen Balquin, Cotabato City police director, said Santo and two others were implicated in several unsolved killings in the city and in nearby areas in Maguindanao. Balquin said that after they confirmed the whereabouts of Santo and his men, they immediately
raided their hideout at Tanghal Subdivision in Cotabato. The three, however, resisted arrest and engaged the lawmen in a shootout. One of the cops told newsmen here that they shot one of the suspects when he tried to remove the safety pin of a hand grenade.
Davao hotel owner’s killer nabbed DAVAO CITY – The Davao City police arrested the suspected killer of hotel owner Richard Lim King at 1:22 p.m. Sunday in this city. Police said the suspect, Paul Dave Molina Labang, 24, a resident of Daliao, Toril, this city, was positively identified by witnesses as the gunman who shot King dead.
Authorities recovered from Labang a sling bag believed to be owned by the victim, and a .45caliber pistol. King, owner of the Regency group of hotels, was gunned down last June 12 while in a meeting with business partners inside his office building here.

OMB bares results of another PDAF probe The Office of the Ombudsman (OMB) announced yesterday the initial results of its investigation into Priority Development Assistance Fund (PDAF) scam that did not involve the ghost foundations of Janet Lim Napoles, the alleged mastermind in the R10-billion pork barrel scam, it was learned yesterday. Anti-graft field investigators recommended the filing of graft and corruption charges against former Nueva Ecija Representative Rodolfo Antonino,
former Department of Agriculture (DA) Secretary Arthur Yap, and five others in connection with the alleged misuse of PDAF. Ombudsman Conchita Carpio Morales said Antonino and Yap will undergo preliminary investigation along with former National Agribusiness Corporation (NABCOR) officials Alan Javellana, Encarnita Cristina Munsod, Rhodora Mendoza and Maria Niñez Guanizo as well as Marilou Antonio, President of Buhay Mo Mahal Ko Foundation, Inc.

Field investigation was ordered conducted as early as July 2013 when the anti-graft czar on her own initiated a fact-finding investigation in response to news reports on the “pork barrel scam” exposé. Several investigation teams were subsequently created to expedite the investigation by gathering numerous documents and interviewing hundreds of witnesses nationwide based on the report of the Commission on Audit (CoA). MORE NEWS 39 hurt in Cebu bus crash CARMEN, Cebu – Thirty-nine people were injured when the bus they were riding fell on its side after one of its tires exploded in Barangay Dawis Norte, this town, on Sunday. The victims were onboard the Ceres bus driven by Ronald Lato, 35, on their way to Daanbantayan town from the North Bus Terminal in Cebu City when the accident occurred past noon. PO2 Everett Capuyan of the Carmen police said the bus was traveling at a normal speed when the bus swerved while trying to overtake a tricycle. The bus’ left front wheel exploded, causing the vehicle to swerve and hit the fence of a glass dealership on the opposite side of the road. “I tried to swerve back to the right lane but the bus fell on its side,” Lato told police investigators. Lato said residents in the area who witnessed the incident rescued him and the passengers. Land Transportation Franchising and Regulatory Board (LTFRB) 7 Director Ahmed Cuizon said he has already summoned the operator of the bus, Vallacar Transit, to explain why their franchise should not be suspended. Pa killed in front of kids BUTUAN CITY – A 41-year-old father was shot to death by two armed men in front of his children at Purok-5, Barangay Ban-as, Lianga in Surigao del Sur on Sunday morning. Police identified the victim as Crispin Torres Bacangoy of Sitio Mamprasanon, Barangay Banahao, Lianga, Surigao del Sur. The Lianga Municipal Police Station (MPS) reported that Bacangoy and his two children – Criszamae and Warren – had just arrived at the Market Square on board a motorcycle at about 8:30 a.m. when two unidentified men appeared from behind and shot the victim several times. As Bacangoy died on site, the suspects fled towards hilly portion of Barangay Ban-as of the same town. Investigators recovered from the crime scene several cartridges from a .45-caliber pistol. 2 dead in Davao del Norte clash DAVAO CITY – A New People’s Army (NPA) fighter and a member of the Civilian Armed Auxiliaries (CAA) operating under the Philippine Army’s 60th Infantry Battalion were killed while another militiaman was wounded in an encounter last Friday in Davao del Norte, the military reported yesterday. Army Capt. Ernest Carolina of the information office of the 10th ID said the encounter took place in Sitio Mabuhay, Barangay Dacudao, San Isidro in Davao del Norte. The military identified the CAA member who died during the clash as Romel Lagare and the wounded as Wennie Piyao. The army said elements of 60th IB and CAA members were dispatched in the area after receiving reports of the presence of the rebels. A 40-minute encounter ensued during the operation that also resulted in the killing of one rebel, the army said. Recovered from the site of the clash were several magazines of AK-47 rifle, ammunition bandoliers, 50-meter long detonating wire, and anti-personnel mine blast fragments. (Alexander D. Lopez)
Bulacan wanted man arrested BALIWAG, Bulacan — A man long wanted for murder and illegal possession of firearms was arrested by police operatives in Barangay Concepcion, here, Saturday night. Senior Supt. Ferdinand O. Divina, Bulacan acting police director, identified the suspect as Edilberto Santos, 47. Divina said Santos was arrested by joint operatives of Baliwag Police headed by Supt. Enrico Vargas and the Regional Intelligence Unit in a house in Barangay Sulivan, this town. Divina added that Santos, listed as No. 1 most wanted person in Baliwag, was nabbed on the strength of arrest warrants issued by Bulacan courts in 2011 and 2012. .(Freddie C. Velez)

Destroying ‘a piece of creation’
N
OAH, the biblical character who made the Ark and the rainbow forever famous, spoke this one-liner in Hollywood’s epic saga “Noah”: “When something (bad) happens, a small piece of creation is destroyed.” Apart from the monumental special effects resulting from mostly computer-generated images of devastation followed by the deluge, and of the deluge followed by devastation, the movie carries a powerful environmental message that is hard to forget or dismiss. I would recommend it to the minions and underlings who have no choice but to carry out the orders of the Department of Environment and Natural Resources and the Department of Public Works and Highways in their program to cut trees as the only means to widen roads. The “legal” slaughter of old but still lustily thriving trees in Pangasinan, Sorsogon, Albay, complemented by an illegal (because unauthorized) wave of tree-cutting in Benguet and at the Angat watershed reservation in Bulacan and places we have yet to read about in black and white is a blight on society, its cultural norms and traditional love of gardening, parks, and nature. Not everyone in DENR, which
allowed DPWH to cut the trees, may have heard of Joyce Kilmer, but he’s the poet who wrote, “Poems are made by fools like me, but only God can make a tree.” And only man destroys. In the movie based on the one-page story from the Old Testament, the trees cut by Noah and his helpers – a tribe of prehistoric robots – are used to build the ark that will save mankind from the killer floods wrought by man’s sinfulness and “Western industrialization” (feel free to interpret that phrase any way you like). The Creator, as Noah calls his God, saved Noah, his family and the animals on the ark so they could start civilization anew. To do that, the human survivors must plant again to green the earth. Inspired by the movie (not likely) or moved by the sight of the treeless sections of MacArthur Highway, the Department of Budget and Management has reportedly released to DENR R5 billion “to plant 1.5 billion trees across 1.5 million hectares nationwide by 2016.” If this sounds too good to be true, we should ask how the math makes the vision workable: 500,000,000 trees planted every year, starting now!?

Our democracy is alive and well
T has been said that in the Philippines, when the election campaign ends with the proclamation of winners, the campaign for the next election begins. This is probably an exaggeration, but in the last few days, there have been reports that indicate that elections are never far from the minds of people in this country. Even as Sen. Ramon “Bong” Revilla Jr. was turning himself in to the Sandiganbayan after it issued a warrant for his arrest on plunder charges in the Priority Development Assistance Fund (PDAF) scam, he said the case will not keep him from running for president in the 2016 elections. His allies were quick to point out that until the court hands down a ruling, he is presumed innocent. And with the magnitude of the case against him and so many others, and our respect for due process, no final decision is expected for years, certainly not before 2016. In another report, Mayor Joseph “Erap” Estrada said that as of now, he supports Vice President Jejomar Binay who announced months ago his intention to run for president. But if Binay is adopted by President Benigno S. Aquino III as the administration candidate, Mayor Estrada said, he himself would run for president as the opposition candidate. Then there are continuing reports that leaders of the House of Representatives are pushing for amendments to the Philippine Constitution. The ostensible reason is their desire to remove constraints in the Constitution that are holding back many foreign investors. But there is fear in some sectors that if the Constitution is opened to amendment, certain parties may change not only its economic but also its political provisions, say, to allow presidential reelection. We have to accept the fact that elections are never far from the ordinary Filipino’s thinking. For the poor, it is a time for the spreading of wealth. For the ambitious, it is the gateway to success. And there are those who have special advocacies or who truly want to serve. Elections, especially party-list polls for members of the House of Representatives, have enabled so many non-politicians to attain positions previously monopolized by political families. In the coming weeks and months, we will be reading more and more about electionrelated matters along with the dominant issues of the day. Most of these major issues have to do with conflict, with war, with crime, with high prices, with calamities, manmade and natural. We welcome the occasional reports on the coming elections, for they tell us that our democracy is alive and well.

I believe that it is also critical for the future of your relationship that you find within yourself the ability to forgive your husband. Everyone makes mistakes; it’s just a part of human nature, and we all deserve the right to be forgiven for mistakes that we make. If, however, you continue to have difficulty getting over your feelings of resentment, then you should consider entering a course of personal counseling to help you figure out what is really keeping you from moving on. The JAO provides a R1 million fine for operators of public utility buses, R200,000 for truck and van operators, R120,000 for sedan operators, R50,000 for jeepney operators and R6,000 for motorcycle operators with colorum or unlicensed vehicles. Higher fines and penalties are also imposed on traffic violations such as beating the red light, illegal parking, over speeding, and the like. The “apprehension” that such higher fines will fuel more cases of bribery and corruption is one
of the main arguments against the JAO. Some groups believe that higher fines and penalties will not solve problems like traffic jams and road accidents. The JAO is a “promising” move on the part of the government. At the very least, it is a concrete attempt to solve the land transportation-related problems that we all face throughout the country. In general, we can all appreciate the JAO as an effort of the government to enforce our laws and traffic rules and regulations. Let’s all admit that the wanton disregard of traffic rules and regulations is one of the major
causes of problems like traffic jams and road accidents. Public utility vehicle operators should not complain about the R1 million penalty for colorum buses if they are not into the “colorum” practice in the public transport sector. The public transport operators who do not have colorum vehicles should be the first one to be happy with the higher penalty because that will mean fairer competition in the industry. Likewise, motorists should not complain about the higher penalties for violations of traffic rules and regulations if they are disciplined and law-abiding
drivers. While this is a good move on the part of the government, it should also see to it that the JAO is implemented legally and ethically. This means that the government should also make complementary actions to ensure that enforcement of transportation laws and traffic rules is always above board. There should also be heavier penalties and sanctions for enforcers who will use the JAO to earn more from bribes. Let us give the government a chance to show that it can effectively implement the JAO as imposing discipline in our roads is already long overdue.

God’s graciousness is shown in the child—a gift to his old parents, a gift to their relatives and friends who rejoice at his birth, and a gift to God’s people because John’s birth ushers in
the dawning of salvation with the coming of the Messiah. The neighbors and relatives of Elizabeth and Zechariah ask what will become of the child because signs and wonders accompany his conception and birth. First, Zechariah becomes dumb, and it is suspected that he has seen a vision of the Lord. Second, Elizabeth is both barren and old, yet she conceives a child. Third, Zechariah is able to speak when he writes the name of his son. The birth and circumcision of John is a landmark of salvation history. WASHINGTON – A California study out yesterday found that pregnant women who lived near farms where pesticides are applied had a two-thirds higher risk of having children with autism. The findings in the journal Environmental Health Pe r s p e c t i ve s e x a m i n e t h e association between living near commercial pesticide applications and having offspring with autism, but do not show cause-andeffect. Autism is a neurodevelopmental disorder that ranges in severity and has been on the rise in recent years. Health authorities say it now affects as many as one in 68 children in the United States. The latest research was based on data about commercial pesticide applications in C a l i fo r n i a , c o m b i n e d w i t h
residential addresses of about 1,000 participants in a study of families with an autistic child. “ We m a p p e d w h e r e o u r study participants’ lived during pregnancy and around the time of birth,” said principal investigator Irva Hertz-Picciotto, vice chair of the Department of Public Health Sciences at University of California, Davis. California law requires detailed records on what kinds of pesticides are applied, where and when, and how much. “What we saw were several classes of pesticides more commonly applied near residences of mothers whose children developed autism or had delayed cognitive or other skills.” About one-third of study participants lived within 1.25 to 1.75 kilometers (about a mile) from a site where commercial pesticides were applied. THE National Commission for Culture and The arts (NCCA) will be assessing existing policies concerning the conferment of the National Artist award, this due to the controversy that erupted following the exclusion of actress Nora Aunor from this year's list of awardees. In a press conference held June 23, Trixie Cruz-Angeles, legal counsel of the NCCA, made clear that it has nothing to do with Aunor's exclusion . They stressed that they have submitted Aunor's name to the Malacafiang honors committee along with six others, this, in coordination with the Cultural Arts of the Philippines (CCP). Angeles said that they were as surprised as many that, in the end, when the awardees were named, Aunor's name wasn 't in the list. 1. Prepare the fish. After washing and cleaning, cut and slice it. Rub with salt and set aside. Prepare the fish . 2. Cook rice until very soft and cool. Add in the rest of the salt and mix thoroughly. Add the fish and mix. Saute the fish and rice mixture in hot oil with minced garlic and onions, and chopped tomatoes. 3. Place the mustasa leaves on a plate, put in the crispy hito fingers, then roll. 4. Serve the buro along with the crispy hito in mustasa wraps.

Now, such creatures are visiting the land in a different version – on the sets for the hit TV show “Game of Thrones.” But rather than spells and destruction, they’re bringing an economic boost to this British province still healing from its past of political violence. Since the pilot episode began filming in 2009, attracted by the local government’s financial incentives, the show’s presence has helped foster a film industry that is catching the eye of other Hollywood productions. And Northern Ireland is taking advantage of the attention by promoting the filming locations as tourist destinations. The latest – and perhaps most illustrious – visitor is Queen Elizabeth II, who will tour the studio sets on Monday. But thousands have already been visiting from across the globe. The season four finale of “Game of Thrones” last week was watched by 7.09 million viewers in the United States according to prime-time viewership numbers complied by the Nielson Co. That makes it HBO’s mostwatched program since “The Sopranos” in 2007.

Malaysian boxers to train in Baguio The Asian Games-bound Malaysian boxing team will train for a month in Baguio due to its ideal weather condition similar to Incheon, South Korea, host of this year’s quadrennial event. The preparations of the six Malaysian boxers include tune up matches against Filipino boxers to gain more experience in the runup to the Asian Games. “They want to acclimatize themselves to the cold condition and as well as learn boxing techniques from our boxers. Not only that, the Malaysians admire and respect the Filipinos as excellent boxers,” said ABAP executive director Ed Picson. Picson said the Filipino fighters will also use the tune up games as part of their preparations for two Asian boxing competitions in China and Kazakhstan.
“Our boxers will have the opportunity to gauge and size up the strength of the Malaysians. We will completely know and familiarize their styles,” said Picson. The competitions in the two countries will be the final basis for the selection of the boxing team in the Incheon Games in September. The Malaysians are the second foreign boxers to train in Baguio, the country’s summer capital, after Sri Lanka. They will arrive on Wednesday, June 25 along with their two coaches. Boxing, the top gold producer for the country in the Asian Games, is one of the seven combat sports at stake in the 17th edition of the quadrennial games from 45 countries led by powerhouse China. Softball gets boost Five Filipino-American softbelles are set to reinforce the Philippine Blu Girls in the upcoming 2014 Asian Games in Incheon, South Korea, boosting the country’s chances for a podium finish. “Everything is okay. No more problems,” Softball Operation Manager Jun Veloso told Tempo. The five Fil-Am players, eyed by the Amateur Softball Association of the Philippines (ASAPhil), are already completing the requirements set by the Olympic Council of Asia and the Asian Softball Federation. “The presence of the five FilAm players will add muscle to the team and brighten its medal campaign. Hopefully, they would live up to the expectation,” said Veloso, a former pitcher of University

Streelman makes 7 straight birdies to win CROMWELL, Connecticut (AP) – Kevin Streelman birdied the last seven holes to win the Travelers Championship by a stroke Sunday at TPC River Highlands. Streelman shot his second straight 6-under 64 to finish at 15-under 265. He broke the tour record for consecutive closing birdies by a winner of six set by Mike Souchak in the 1956 St. Paul Open. “It’s probably my favorite nine holes on the PGA Tour,’’ Streelman said. “But you can’t plan for something like that to happen. Wie captures US Women’s Open PINEHURST, United States (AFP) – Michelle Wie won the US Women’s Open on Sunday, firing an even-par final round of 70 at Pinehurst for the long awaited first major title of her career. The American, tipped for stardom even before she turned pro at the age of 15 in 2005, finished with a two-under total of 278, two strokes in front of world number one Stacy Lewis, who kept the pressure on with a final-round 66 for 280. “I just had a lot of fun out there,’’ said Wie. “I woke up so excited. I was so grateful for this opportunity.’’ Wie saw a three-stroke lead shrink to one with a double-bogey at 16. But she responded by burying a 25-foot birdie putt at 17 to take a two-stroke lead to the final hole. “I got a lot of goosebumps walking up 18,’’ said Wie, who allowed herself a small smile and wave as she was greeted at the 18th green by a standing ovation. Wie, swept along by a wave of hype and endorsements when she turned pro, drew criticism for her early insistence on trying to challenge in men’s events before she had become a proven winner against the world’s top women.

Lee Van Corteza, winner of the 2004 WPA Asian 9-Ball Tour, lost his sparkle and absorbed a stunning 9-2 defeat over compatriot Elmer Haya in the first round before coming back a few hours later with a 9-6 triumph against Canadian Mario Morra in the loser’s bracket. Johann Chua and 2006 Doha Asian Games silver medalist Jeff De Luna defeated their respective opponents in contrasting fashion to join the early first-round winners. Chua, a last-minute qualifier in the tournament, dumped Dorey Deuel of the United States, 9-2, to set up a next meeting with Taiwan’s Lo Li Wen, while De Luna edged a tough Tomas Kaplan of Poland, 9-8, to face fellow Israel Rota next. Game Today (Smart Araneta) 8 p.m. – Alaska vs Rain or Shine Henry Walker, the Alaska Aces import, has raised a howl over what he calls “blatant dirty play” and “cheap shots” which apparently he took from Rain or Shine defenders in their semifinal showdown. Elasto Painters coach Yeng Guiao holds a starkly contrasting view however. Incontrovertible proof of their respective contention is expected to be presented in Game 3 of the PBA PLDT Home Telpad Governors’ Cup best-of-5 series at 8 tonight at the Smart Araneta Coliseum, with both teams neckdeep in emotional and physical play which the league may want to curve before it ignites an explosion. Walker told InterAksyon.com Sunday after the Elasto Painters leveled the series at 1-1 following a rugged 99-87 victory: “It’s the second game in a row that I got punched, just blatant dirty play, trying to twist and break my arm, stuff like that. Come on, man, just play ball. That’s not even part of basketball. This, you’re crossing the line.” Though Walker didn’t single anybody, he was defended nearly all night long by long-armed RoS forward Jireh Ibanes and also got entangled with burly center Beau Belga, who Walker shoved from
behind after getting knocked down at the baseline. “That’s not physicality, that’s dirty play. Just blatant dirty play,” said Walker, who got a flagrant 1 foul after the hard push on Belga. “I don’t regret what happened. I will defend myself at all times. If that’s what they’re gonna do to win, so be it. I cannot be physical like that, but the refs allow them to be physical like that. There’s a lot of stuff going on. I can take basketball stuff, that’s cool. This is dirty play. This is not basketball.” Guiao has a dissenting opinion. At the media briefing after the game, Guiao put the referees to task for “being too lenient” on Walker. “I thought that was an expulsion foul, what he did to Beau,” said Guiao. “He attacked Beau from behind for nothing but a normal move in basketball. The refs are too lenient.” Belga appeared to have brushed aside Walker after the two got entangled under the Alaska basket in the fourth quarter. A furious Walker then rammed a forearm at the back of Belga, who, in turn, caromed onto Calvin Abueva, toppling him over. Walker was slapped an F1 foul, which meant a three-minute rest on the bench, while Belga was called for a foul. error that cost them Game 1, adding 21 points on 3 of 4 threepoint shooting. A total of 29 fouls were called on Rain or Shine, 28 on Alaska. But the E-Painters got 12 more free throws converted from 14 more charities awarded, and had 18 extra points from 6 more three-point shots made. Gabe Norwood, who twisted an ankle in Game 1 and sat out Saturday’s game, is expected back for Game 3 although Rain or Shine could give him extra days of rest for the championship should Alaska get spilled early. Rain or Shine’s outside shooting and Lee’s ability to break down with ease Alaska’s pressure defense on him will continue to be the Aces’ main problem. Keeping Walker under control is another. Game 3 of the San Mig Super Coffee-Talk ‘N Text semis, meanwhile, was ongoing at presstime, with the Mixers gunning for a sweep of the best-of-5 series and coach Tim Cone eyeing his 29th finals appearance. San Mig took Game 1 in overtime, 92-88, and had an easier time in Game 2, a coasting 9385 win. Game 4 is tomorrow, if necessary. The Mixers are gunning for a three-conference sweep of the season which would make them only the fourth teams after Crispa (1976 and 1983), San Miguel Beer (1989) and Alaska with Cone (1996) to achieve a Grand Slam.
Anthony becomes free agent
seven-time NBA All-Star, had said he would not rule out a return to the Knicks but wanted to test the free agency market. Knicks president Phil Jackson had hoped Anthony would consider playing out the last year of his contract, worth $23.3 million, and testing free agency in 2015. Anthony, according to unnamed sources in USA Today and ESPN reports, is interested in the Chicago Bulls. Houston, Miami and the Los Angeles Lakers are among those said to be interested in Anthony, as well as the Knicks. New York has an edge under NBA payroll rules when it comes to money offers. The Knicks can
offer Anthony as much as $129 million over five years while his maximum deal for another club would be $96 million over four years. Anthony could accept less than the maximum to help whichever club he selects afford other talent in hopes of building a contender for something Anthony has never won – an NBA title. Clubs can start talking to free agents on July 1 and agree upon contract terms but no deals can be signed until July 10. The Knicks missed the playoffs this past season, when Anthony averaged 27.4 points, a careerhigh 8.1 rebounds and 3.1 assists over 77 games.

Late goal delays US march
The goals kept coming at the World Cup Sunday and — unfortunately for the U.S. — the scoring didn’t stop until the last 30 seconds of its 2-2 draw with Portugal. Both teams stayed alive, while Belgium advanced and Algeria won its first World Cup game in 32 years. No teams were eliminated Sunday, but South Korea, Russia and Portugal are on the brink. An already successful World Cup in Brazil reached its midpoint with another thriller, players’ shirts soaked through and sticky from the humid, steamy conditions in the Amazon rainforest. The Americans were moments away from clinching advancement out of the “Group of Death,” when world player of the year Cristiano Ronaldo made an improbable cross for Varela’s diving header and equalizer. Varela’s score capped another
day of goals. One third of the games — or 11 total — have featured four of more goals. Thirtytwo games down, 32 to go. “We’ve got a great chance in the ‘Group of Death,’ they say,” U.S. goalkeeper Tim Howard said. “I think we had one foot in the door. Realistically we’ve given ourselves every chance to advance. We’re optimistic.” The U.S. plays Germany Thursday. The winner wins the group, and a draw advances both teams to the round of 16. Even the loser has a chance, depending on what happens in the Ghana-Portugal game. “Every game now is getting bigger,” U.S. coach Jurgen Klinsmann said. “Our goal is to go into the next round.” Algeria beat South Korea 4-2 earlier Sunday for its first World Cup win since 1982 and just the
third victory by an African team in 10 World Cup games here. The Algerians became the first African team to score four goals in a World Cup match. Russia’s hopes of moving to the knockout stages were diminished by its 1-0 loss to Belgium in Rio de Janeiro. Belgium became the sixth country to qualify for the next stage. The others so far are the Netherlands, Chile, Columbia, Costa Rica and Argentina. Cameroon, Bosnia, Australia, Spain and England are definitely out. “It’s spectacular. Everybody has prepared unbelievably well. They are sharp and fit and giving their all,” Netherlands coach Louis van Gaal said of the quality of play. “I haven’t had that feeling had at previous World Cups. ... People aren’t giving it all right up until the final minute — that’s why you get these results.”
It has certainly been a scoring festival in the land of Carnival. • The goal total for the tournament climbed to 94. In South Africa, the first 32 matches produced 67 goals, seven of them scored by Portugal in just one match against North Korea. • The first half of the last World Cup included and 10 draws. In Brazil, there have been just six. • Crowds have been big and loud, particularly for Latin American teams, eight of which could qualify for the final 16. Things haven’t been so great
for Asian teams. South Korea teeters on the verge of elimination after the loss. Asia is at risk of having no team in the next round. Australia is already sure to be going home, regardless of whether it wins its last match against dethroned champion Spain. Iran, Japan and Korea could follow Australia out the door, even if they win their last matches. Korea’s loss worsened Asian teams’ already dismal record to: played eight games, won none, after 11 days of competition.
